Optimisation of mining projects is directly related to effective and efficient management of risks through the life cycle of mining projects. Effective and efficient management of risks must include explicitly all aspects of Occupational Health and Safety (OHS) through the life cycle of mining projects. This paper presents a different scale of OHS in the context of the optimisation of mining projects. Meaning of risk through the project life cycle is explained. Complex relationships between numerous risk, safety, knowledge, culture and change variables, and project life cycles are shown. The key element developed in this paper is a multi-disciplinary knowledge base that is necessary for constructive development of risk management and OHS models through the life cycle of mining projects.

Asarco's newest concentrator near Troy, Montana, began operation in October 1981, and is presently milling ore at its design capacity of 7,710 metric tonnes per day. The underground room-and-pillar mine produces a readily floatable copper sulfide- native silver ore in a quartzite gangue. Major sulfide minerals are bornite and chalcocite with minor chalcopyrite; fine grained native silver occurs with the copper sulfides. There are also minor amounts of native copper and copper oxides in the ore. A rougher copper-silver concentrate is floated, reground and cleaned twice. Cleaner tail is scavenged, and the scavenger concen- trate is combined with rougher concentrate for regrinding. Rougher flotation tailing and scavenger tailing make up final mill tailing which is disposed of by spigotting into a tailing dam located 10.5 km from the mill site.

Upon cessation of mining activity open-cast mine pits typically fill with water, forming a æpit-lakeÆ. The water in these lakes, in some instances, contains high concentrations of ædeleteriousÆ material. Containment and/or dilution typically requires an understanding of how stratification in the pit-lake will develop over a long timescale (say 100 years). Vastly different transport rates can develop due to differing hydrogeochemistry, basin morphology and climate. Numerical (computer) modelling is the most likely approach for successful prediction over long times. While lake modelling tools are available, useful numerical modelling requires improved understanding of transport in such systems because they are different to natural lakes in a number of ways. Notwithstanding the effort required to improve our understanding, the modelling provide a means of testing approaches to active management of pit-lakes.

The effect of operating parameters of a shaking table on the separation of mixed quartz-magnetite artificial feed has been experimentally investigated by use of laboratory-scale shaking table. Based on a great number of experimental data collected, the multi-variate non-linear model of shaking table has been developed. The model allows for the calculation of the product grade and recovery. A computer model has been programmed, for inclusion in a software package for the simulation and optimisation of shaking table if the feed characteristics and the concentrate grade are given.

North Flinders Mines Limited (N.F.M.) is an Australian-owned mineral exploration and mining company based in South Australia. In the 1970's it researched the prospectiveness of the Tanami (central western region of the N.T.) for the identification of possible economic gold deposits. Having outlined the potential for such a deposit at The Granites (550 km. N.W. of Alice Springs), it marked out and in 1975 applied for the grant of eleven gold mining leases (G.M.L.'s) under the provisions of the then Mining Ordinance. This application was deferred by the Commonwealth Government during the time of the Aboriginal Land Rights Commission (Woodward), subsequent enactment of legislation and land claims. In 1980, the Walpiri and Kartangarurra-Kurintji land claim encompassing the G.M.L.'s, became Aboriginal land. It therefore became necessary for N.F.M. to negotiate a mining agreement with the Central Land Council (C.L.C.) represent- ing the Traditional Owners, before the G.M.L.'s could be granted. In August 1983, the C.L.C. and N.F.M. concluded an agreement to enable the grant of mining interests necessary for the devel- opment of The Granites Gold Project. Arrow Energy NL has been operating a number of coal seam gas wells in the Darling Downs region of Queensland. At the time of writing this paper, the region is enduring an extended drought period. The local aquifers are depleting and have not been significantly recharged in over a decade. The local communities (both rural and townships) are struggling to obtain water. Currently, coal seam gas (CSG) operators (under licence) draw water from the coal seams as part of the gas production process and the majority of operators choose to evaporate this water, as it is characteristically brackish to saline in quality and as such must be contained. Although the water produced from one CSG operator is not sufficient to drought-proof the greater area of the Darling Downs, there is potential to supply smaller local areas and contribute to the sustainability of these communities. This paper outlines the work completed by Arrow and its local community partners on the Darling Downs to date, and discusses the application of the produced formation water for:stock watering in feedlots, as a feedstock for coal washing, as a potable water supply for Dalby, as an agricultural water supply for cotton farming, and use as a medium for growing salt-water fin fish.

The Kalkadoon Granite is regarded as composite in character with at least two different phases. The older phase is considered older than the sediments of the Western Geosyncline, and the younger phase is considered younger than the sediments of the Western Geosyncline.Consequently, the older phase could be a time equivalent of the Ewen Granite, whereas the younger phase could not. An age of 1760 million years seems plausible for the older phase, and an age of 1540 millionyears seems appropriate for the younger phase.

Orebodies in the Mt. Charlotte-Hannan's North area N. and E. of the town of Kalgoorlie provide a marked contrast to the pyritetelluride lodes of the Golden Mile, although both groups of orebodies appear to be fundamentally related.These highly siliceous telluride-free orebodies N. of the Golden Mile are closely related to strong oblique faulting. The Golden Mile lodes, while possessing an apparent overall relationship to the oblique faults also have a close relationship to E. dipping strike faults.INTRODUCTIONThe Mt. Charlotte-Hannan's North area lies N. and E. of the town of Kalgoorlie and is separated from the Golden Mile by the Golden Pike fault. The orebodies discussed lie in an area approximately 3 miles long by 1 mile wide (Fig. 1).The area includes the site of the original discovery of gold in the Kalgoorlie district in 1893. There have been numerous mining operations over the years, the bulk of the production coming from two orebodies, Mt. Charlotte and Hannan's North. These have provided approximately 900,000 tons of the 1,100,000 tons of ore mined in the area.Production to date from the principal orebodies in the area has been as follows.1. Hannan's North orebody, 582,000 tons of ore for 275,000 oz of gold2. Mt. Charlotte orebody, approximately 230,000 tons for 75,000 oz3. Recognition of the importance. of the bauxite in the South/West corner came about initially through the efforts of a well-known Australian mining company which,` with some outside financial help, tackled the early exploration with commendable foresight and courage.

An experimental study of the soil mechanics of brown coal showed that brown coal consolidates in the same manner as does a clay and that the theory of consolidation for soils may be applied to brown coals. Moisture content is a function of the coal type, the existing effective stress, and the stress history of the coal.The effective stress in a brown coal seam is a function of the overburden pressure, the pore stress and tectonic stresses. Stress history may be deduced from geological evidence and determined by consolidation tests. Application of these principles to the brown coal seams of the Latrobe Valley shows that the distributions of natural moisture contents are consistent with consolidation.INTRODUCTIONThe nature and geology of the brown coals of Victoria, particularly of the Latrobe Valley, were discussed in some detail by Edwards (1945, 1948), Thomas and Baragwanath (1949) and Gloe (1960). A salient feature of these studies was the distribution of moisture contents in the brown coal seams. Recent experimental work, part of a soil mechanics study of the structure and strength of brown coal, showed that moisture content variation is a reflection of consolidation phenomena in brown coal and application of the results to .field condItions verified and modified the conclusions of Edwards in his pioneer work. One of the earliest recorded risk management schemes was implemented by the boatmen of the Yangtze river some 4,000 years ago.. Between them they arranged for shipments to be split up in such a way that a load was divided five ways: if one was lost, then 80% of the shipment got through. Bottomry contracts were in vogue in Babylonian times with similar systems being used in India, in 60OBC and 4th century Greece. One of the first accepted mutual insurance ideas came in 1835 when a mill owner in America negotiated a lower insurance premium in return for installed fire safety measures. Approximately 20 years ago risk management as a philosophy was developed in the U.S.A., the philosophy followed to England and hence to Australia about 10 years ago. The business climate which induced the philosophy of risk management was that of "tight money". The definition of "assets" was then broadened to include earning capacity, skilled personnel and in a negative sense, a corporation's liabilities. In more affluent days losses were comfortably absorbed into the ongoing business expenses, the more prudent managers took out insurance which "covered everything" at a suitable premium. Statistics are available to indicate that a high percentage, (over 60%) of businesses which suffer massive plant damage due to fire, do not restart operations, or in the event of restarting have closed operations within the next 2 to 3 years - in spite of collecting an insurance payout.

In surface mining, significant improvements in efficiency can be obtained through greater control over the formation of the muckpile. By tailoring the muckpile shape and its looseness to the requirements of the excavating equipment savings can be rea- lised through increased production, machine life and reduced maintenance. For instance, one open cut coal mine has recently estimated that a 2001o improvement in its front row throw would realise $320,000/year savings in rehandle costs alone. Previously greater throw has been achieved by increasing the powder factor through increased quantity of explosive or by drill- ing a larger number of holes-both at a significant cost penalty. However a recent series of experimental blasts demonstrated that it was possible to achieve a twofold increase in the distance of throw of a single row blast by simply changing delay timing alone. The Nobel Electronic Delay Detonator was used to provide the timing flexibility and control required for a thorough study of the effect of blast timing on heave. Whilst it is well accepted that the front row of a blast dominates the extent of throw, it was also found that the profile of the blast could be significantly altered. To date, the general consensus has been that the muckpile for- mation from a blast is a function of the blast geometry, the rock type, the explosive and the initiation sequence. Typically the geometry, rock type and initiation system have a far greater impact than the explosive type. This has been demonstrated by many high speed film studies. However the extent of influence via initiation has rarely been fully evaluated, owing largely to the limited control offered by conventional detonators.

The combustible volatile matter in coal mine roadway dusts (CVM) has been determined using x-ray backscatter techniques. The correlation between x-ray and chemical techniques is reasonably good for the 92 samples from collieries on the Bulli seam, and the maximum error expected at the maximum level of 11· 5 weight per cent CVM permitted in the N.S.W. Coal Mines Regulation Act, 1912, as amended, is about ± 2·5 weight per cent. This x-ray technique can be used only when the combustible volatile content of the coal matter (cvm) varies within a limited range, and a separate calibration is required for each coal seam.Portable equipment based on a radioisotope x-ray source ahd digital ratemeter makes possible simple and rapid analysis, and with adaptation to use in coal mines should lead to much more comprehensive testing- ofroadways and hence improved overall prevention of coal dust explosions.

Blasting is known to be both an important and an easily quantified cost factor in rock breaking operations. However, the indirect costs and benefits of the blasting operation are not easily determined due to the irreversibility of the mechanisms involved and the multiplicity of influencing factors. A general conceptual model showing the relationship between blasting and mining costs is well known, but serious attempts to address the critical real relationships have all floundered on the fact that not enough is yet known about either detonation physics or blasting effects. This can only be remedied to the extent that blasting instrumentation enables researchers to pin down not only the relationship between the detonation process and its impact on a particular environment, but also the downhill costs of handling the rock, repairing any damage and building in "Safety Factors" to provide for imponderables. It is vital to standaraize on specifications for instrumentation and measurement techniques and there is a need to review what has been achieved in blasting expertise so as to focus on the most fruitful paths for future work.

The highest grades of the Porgera gold deposit, Papua New Guinea, are contained in Zone 7 due to the presence of the Roamane fault, which acted as channelway of the gold-bearing fluids. Prior to the development and underground mining of this fault-controlled high-grade zone it was critical to provide grade estimates of relatively small mining units, and of the proportion of mining units above cutoff. To be applicable to Zone 7 of Porgera a grade estimation method should account for the following:1. the highly skewed and apparently lognormal distribution of the grades,2. the rapid drop off of the local mean grade and the variance as the distance to the Roamane fault increases,3. the presence of high grade pockets in the footwall, away from that fault, and4. the existence of variograms for the logs with sills parallel to the fault and without sills perpendicular to it.

Kambalda Nickel Mines (KNM) currently have eight operating underground mines, three on care and maintenance and other orebodies at various stages of development. Each operation differs greatly in scale, ore grade, milling characteristics and cost structure. The optimum number of mines operating at any one time and their level of production, within the constraints of mill blending requirements and overall mill capacity, is the key to maximising profit in a climate of fluctuating nickel price. Cost models are developed for each mining operation which relate ore tonnes mined to total cost per pound of nickel produced from that mine. Aggregating the mine cost models provides a composite cost model for the entire operation. The cost models provide the operating levels necessary for each of the mines and hence Kambalda as a whole, to operate at the lowest cost per pound of nickel produced. However, lowest operating cost does not necessarily lead to maximum profit. The level of nickel price above operating cost can dictate maximum profit positions which are contrary to the lowest cost position. In addition, the decision to temporarily shutdown mines or reopen mines in response to nickel price movements comes at a cost. In considering the optimum operating position, the price of production capacity flexibility needs to be taken into account. This paper describes the process used to assess all these factors in arriving at the optimum operating position for Kambalda Nickel Mines for varying nickel prices. The same methodology can be used by corporate management in managing multiple mine sites as well as mine management managing multiple orebodies or stoping blocks for maximum profit.

Dilution in underground coal operations can be underestimated by up to five times during feasibility studies, with disastrous economic consequences. Every one per cent of stone waste introduced can reduce an in situ specific energy of 25 MJ/kg by some 0.25 MJ/kg and increases the abrasiveness of the run-of-mine coal. Where a wash plant is not in place, penalties imposed for not meeting contractual specifications alone can amount to some $A 1 million per year. This paper presents a method for monitoring, reporting and ultimately controlling dilution in an underground coal mining operation and presents the dilution trends from a continuous miner/longwall mine over an eight year period. The overall dilution level for the mine can be back-calculated by comparing the run-of-mine coal quality to the predicted in situ, undiluted quality. However, this will not identify the actual contaminant types, areas of the mine responsible for the dilution and the reasons for the dilution. This additional information is essential for controlling dilution to acceptable levels. Quality and horizon control using existing sampling information is generally only adequate for longer-term control purposes, and is not suitable for monitoring mining-induced dilution. The cost of close-spaced surface drilling to collect the information necessary for short-term control is prohibitive, particularly for deeper mines. However, much of this data can be collected through underground channel sampling and horizon control measurements taken during continuous miner development and longwall extraction. The mine runs the risk of not meeting contractual quality specifications and of increased equipment wear if this additional information is not available and the sources of dilution cannot be controlled. The information can also be used to plan longwall extraction heights on a short-term scale with resulting improvements in productivity.

The seam gas content at Westcliff Colliery is 12-15m3/tonne of coal.Composition ranges from 99% CH4 to 52% C02 in one area. Desorption rates are proportional to gas contents and CH4 is preferentially desorbed. A crushed zone of reduced permeability advances with the face - at Westcliff ribside crushed zones are 2.5 to 6.5m wide. Poor strata control widens crushed zones. 12 months of pre-drainage allowed 2 heading development and longer pillars to be used in a virgin area instead of 3 or more headings without drainage. Machined coal may lose as much as 1.6m3/tonne being conveyed out of Westcliff Colliery. Experience differs from mine to mine. Permeation is affected by time, strata movements, changing water content, and changing stress. Permeabilities vary from lOmd for Pittsburgh Seam to less than 1 and for the Bulli Seam. All these data and differences await further investigation.

An experimental induration facility has been developed and used for conducting iso- thermal tests and plant simulation studies on the thermal induration of iron ore pellets. The influence of time, temperature, lime content, ore type, shale content and particle-size dis- tribution (e.g. Blaine Index) is being studied in a continuing programme. The present paper deals with experiments relating to the first three of these parameters and illustrates the use of an experimental design suitable for statistical analysis. The relations between isothermal data and the results of complete simulation rests are discussed.
