Philosopher, essayist, poet and novelist.The minerals industry requires specific technical expertise in mining and mineral process engineering, geoscience, environmental science and social sciences to maintain and operate its current business and to develop future projects. A steady supply of new graduates is essential to replace not only retirees, but also those who left the industry during the recent downturn. The supply of trained graduates is however not instantaneous, and there is a four-year lag from entry into university to graduation. It is essential that this lag in human resource supply and a likely shortage of knowledgeable, qualified talent is taken into account when considering risks to the business of mining. The shortage of skilled professionals has in the past resulted in unsustainable salary expectations and is likely to pose financial and execution risk to new projects. This paper will review some recent statistics of students in training from around the world and explore what action is required to not only sustain the training courses that provide future ready talent to the mining industry, but also ensure that graduates from these courses are equipped to create change and be leaders in the industry. The future prosperity of the industry is dependent on delivering sustainable stakeholder returns through the cycle. This will be achieved by developing capable individuals that can respond to the complex, adaptive challenges facing the industry.*This is an abstract only. In this year marking the centennial of the Geological survey of Western Australia, it is appropriate that we should review the value of the contribution of the Survey, and Australian Geological Surveys in general, to the exploration industry. Most geological surveys in Europe and North America had their origins in the first half of the 19th Century when the burgeoning Industrial Revolution was demanding the identification of new sources of coal and iron ore. Australia, as a young nation, essentially dependent on an agricultural and pastoral industry, and with already discovered vast coal resources in Eastern Australia, had, no great need to explore for new mineral resources. However, with the discovery of gold in 1851, the mineral potential of the country became apparent to the whole world and the first Geological Survey in Australia was set up in 1852 in Victoria under A.R.C. Selwyn. After a number of false starts all Australian States had an established Geological Survey by 1900. It is hard to assess the contemporary value of the early work of the Geological Surveys with respect to exploration, almost all major mineral discoveries were made by prospectors and most mining companies had little time for geologists - although the Chamber of Mines in Western Australia in 1910, did recommend that the Geological survey be granted an additional ten thousand pounds over two years to map all existing goldfields and the country between them, and produce a reconnaissance map of the area east of a line between Wiluna and Edjudina as far as the South Australian border!

A mineralogical analysis has shown that in the Hartebeesfontein ore studied, uranium is associated mainly with uraninite, sulphides such as pyrite and to a lesser degree carbonaceous material such as thucolite. Little could be learned from the literature regarding the mechanism of flotation of these uranium-bearing minerals. A wide variety of reagents were used so that conditions enhancing the flotation of either the sulphides, carbonaceous material, oxides like uraninite, or combinations thereof, were created. As could be expected, the xanthate based floats gave-better selective recovery of sulphides than oleic acid. A substantial fraction of the uranium is associated with pyrite, so that addition of oleic acid to a xanthate float did not enhance the recovery or grade of uranium. After a pre-leach with sulphuric acid in which the pH and Eh were controlled so as to destroy the uraninite, higher uranium recoveries were obtained for the combined float (xanthate, DTP and oleic) and the DTP float. This was most evident when iron was added before flotation. Roasting, which destroyed the sulphides and thucolite, caused a significant decrease in uranium recoveries. The uranium liberated in this way was obviously not flotable in the same way as the uranium liberated from uraninite. A small amount of iron (2 kg/t) added before milling resulted in slightly higher grades and recoveries of sulphur for xanthate based floats. Higher iron additions had a detrimental effect on sulphur recoveries. Even in the case of oleic acid the addition of small amounts of iron had a positive effect on the recovery of sulphur and uranium.

The phosphorus content of the banded iron formation (BIF) and of the associated iron ore deposits in the north west of Western Australia is known to vary widely, a fact which has considerable econ~mic significance. Trendall and Blockley (1970) have described the variety of textural appearances of apatite in the Hamersley Group BlF, and suggest that apatite may account for the entire phosphorus content of the unaltered BIF.A preliminary investigation using an M.A.C. electron microprobe analyser has shown that, at least in some iron ores and in partially enriched BIF and associated shales, the phosphorus occurrence is more complicated than this. A suite of samples was examined from one location which covered the entire Dales Gorge Member and some adjoining macrobands in the Mt. McRae shale, together with samples selected for their high phosphorus content, degree of ore enrichment, and position relative to the enrichment zone. Calcium apatite was not observed in any sample of ore from this sequence, despite its ubiquitous occurrence in the BIF. Silicate mineralogy in the enriched regions also differs from that in the BIF, but this change has not yet been studied in detail.The phosphorus content of goethite in one orebody is often high and appears to be in solid solution in the goethite structure. It shows little or no variability on a micro-scale within a grain, except where theremay be a zoned enrichment near boundaries and solution channels. There is also a limited solubility of phosphorus in hematite (the maximum observed by the author is 0·1 per cent P); but where the hematite is martitic (after magnetite) its phosphorus content is always low or zero. In some bands, martitic hematite has been hydrated to goethite, and this also has a very low phosphorus content. Phosphorus was not found in the silica or silicates in the ore, and even when iron enrichment is just beginning, a limited suite of samples from the BIF suggests that the phosphorus content of the chert microbands is almost entirely in the microscopic goethite nuclei (after riebeckite) scattered throughout the chert. The underlying theory behind the construction of an on-line size analysis system is described together with an introduction to the Artificial Intelligent techniques that it is founded on. Previous systems based on more traditional technology such as edge detection and dilation algorithms have been restricted by the significant processing power they require, this has resulted in the production of systems with either reduced functionality or severe hardware requirements. A neural network approach offered a new perspective to the problem of size analysis; the ability of a network to learn and recognise subtle patterns in training data before on-line processing is initiated opened up the possibility for the production of a fully functioning practical system. The format of the training data had to be carefully analysed prior to its implementation in a neural network as the capability of a neural network solution depends as much upon a suitable data preparation as it does on the system architecture. To facilitate experimentation with various profile quantification techniques such as fourier and fractal analysis an Image Profile Analysis System was constructed (IPAS) in software on a personal computer. The IPAS system was produced with the aim of pre-processing image data to create data sets for experimenting with external neural network packages. The system allows the analysis of both real images obtained by image capture and simulated images created by an in-built in simulator. A measurement comparison scheme is also included together with a case study concerned with the frequency analysis of simulated images. The power of neural networks combined with the data compression provided by profiling removes the need for direct measurement of individual particles. This has obvious implications on the level of hardware necessary, and ultimately the expense of a stand alone system. The extrusive nature of data collection via an image analysis system will also permit simple installation of a shipped system; eliminating any requirement for interference with existing machinery.

The 15-year long debate between the industry, Government and Aboriginal people about the rights and wrongs of Land Rights, the right of Aboriginal people to control development on their land and the relationship between the parties, has been long and often bitter. It has so far been a war of words and often the truth has been the first casualty. This paper looks at the debate and presents the perspective of Aboriginal people, as well as looking at how the industry and Aboriginal people can work together for everyone's benefit. It addresses such matters as: ò why Aboriginal people believe they have the right to control development on their land; ò the perception that Aboriginal people are anti-development; ò the perception that Aboriginal land is 'locked-up'; and ò how companies can negotiate with Aboriginal people.

A high horizontal stress field has significant effect on the stability of underground roadways and influences the design of a support system in this environment. The high horizontal stresses at E1lalong Colliery, NSW, Australia provided the environment for this study. Samples of coal measures 'rock were collected and tested to determine their mechanical properties. The lithology, stress state, geometry and conditions prevailing in particular areas of the mine were obtained from geotechnical reports available at the mine and by field observation. The results of a series of finite element models constructed and tested under various conditions provided a basis for comparison with field observations. Analysis of the results indicated sufficient correspondence to provide a basis for the proposed design of an optimum support system. It is not suggested that finite analysis provides 'exact answers', but it does show the relative importance and interaction of various parameters.

The Australian mining industry isstill labouring under the impression. created by the Fitzgerald Report that it does not pay suffic- ient tax. This would appear to be the raison d'etre of the resource rent tax debate. The authors quantitatively compare the cash flows to the mine and government resulting from a large strip coal mine in central Queensland under a number of Australian and international taxation policies. The Liberal government policies are found to be internationally competitive while the Labor 1975 policy is excessively punitive. The present value of the returns to the public from the Liberal 1977 policy vary between three and six times the net present value to the mine, which belies the necessity for the imposition of a super tax. The levelling of a special royalty, excess rail freight, by Queensland could severely re- strict the development of new mines in the Bowen Basin. The impact of excessive freight rates is analysed on a combined strip-deep mine typical of the new projects nearing development in the region. Otherwise economic mines can be made marginal or even sub economic by this tax. Even with moderate rail freights, the mining tax laws of New South Wales are more favourable to the industry than are Queensland's.

A Feasibility Study was completed in late 2002 to ascertain the risk and reward profile from the proposed deepening of operations at Perseverance Nickel Mine in Western Australia. The system and approach adopted to this brownfields extension work is outlined and the main components of the study are overviewed. In particular, emphasis is given to the integration of mine design and scheduling tools through to financial evaluation. Detailed comment is given on the ability of the system used to provide a robust project schedule complete with 3D animation. The level of importance in eliminating scheduling errors is demonstrated in relation to the reported bottom line viability of the project. It is suggested that this is an area where brownfields Feasibility Studies have lacked clarity and authenticity, leading to the creation of an unrealistic benchmark for project implementation.

The 6000m long King Headrace Tunnel will be driven through hard Owen Conglomerate in the Eastern third and feldspar porphyry in the Western two thirds, with the anticipated hardness up to 350MPa unconfined compressive strength. Since the Commission had not driven a long, large diameter tunnel for some twenty years, major research was undertaken to assess the current tunnelling trends. Tunnel boring machines were compared with drill and fire equipment. Rail equipment was compared with rubber tyred equipment. Tenders were called with tenderers invited to submit alternatives if desired. Commissioning and production excavation using the equipment is discussed with the final conclusion being that the individual items of equipment purchased combined to make an efficient hard rock drill and blast system capable of progressing through all rock conditions likely to be encountered on the King and Anthony Schemes.

Draglines have been a significant part of world open cut mining since the early part of the 20th century particularly for the removal of overburden in the strip mining of coal. Since the mid-1960s draglines have played a major part in the large strip mining coal developments of Queensland and New South Wales.There are now over 60 large draglines operating in Australia ranging in size from 23 to 103 cubic metres bucket capacity, with digging depths to 60 metres, dumping heights to 50 metres and dumping radii to 100 metres. The application of these draglines has progressed through the uncovering of coal in shallow, single seam operations to deep multi-seam operations requiring a greater dependence on pre-stripping activities ahead of the dragline to remove overburden not able to be efficiently handled by the dragline.

Digitally enhanced Landsat MSS images are being used'in delineating the structural and tectonic features in the Arabian Shield as part of a project funded by King Abdulaziz City for Science and Technology (KACST) of Saudi Arabia. The delineated features together with statistical modeling and structural analysis are to assist in an improved understanding of the evolution and mineralization of the Arabian Shield. Specific emphasis is to be given to relating the extracted linear features to the location of known mineral occurrences and areas of potential geologic hazards. A number of textural (spatial) and spectral enhancement techniques have been applied, to the MSS data covering selected areas, in selecting the most optimal enhancement product for visually delineating the structural geologic .features.

The. chemical compositions of the several slags are shown in Table 1. Analyses Nos. 1 and 2 are of samples of slowly or normally cooled slag, taken from the slag dump, Analyses Nos. 3 and 4 are of samples comprising slowly or normally cooled slag, together with granulated slag from the same melt.

The paper reviews the majority of associations and institutions which operate in support of the Australian mineral industry. The review covers historical aspects of each organisation and the current activities and management structure. The linkages between the organisations through membership are briefly discussed. The paper comments on the evolution of the formation of the organi- sations and the networks between them that do exist and operate regu- larly. Rationalisation or a process to consider formation of new groups to fill gaps in the network are recommended for further research.

With the long lead time requirement for engineering and construction of mineral pro- cessing facilities and the costly financing arrangements necessary, effective project management is essential to the successful and timely start up of these major production units. An added complexity is the frequently remote location of such projects and the demands this imposes on efficient project staffing, scheduling, logistics and cost control. Parsons recent experience with major projects such as Greenvale in Queensland and La Caridad in the desert of Northern Mexico and at remote locations like Sar Cheshmeh in Iran are described. The applications being developed for improving project controls through the use of computer techniques such as MSCS-COPES, and readily accessible and versatile transportation means are reviewed.
