This paper deals with the Australian taxation laws, and in particular the income tax laws, as they apply to mineral exploration and development both in Australia and off-shore. The Australian tax laws are imposed principally at a Commonwealth level. The most important Commonwealth taxes are Income Tax, including Capital Gains Tax, Fringe Benefits Tax, Sales Tax, Customs Duty, Excise Duty and Bank Accounts Debits Tax. The States of Australia impose Stamp Duties and Financial Duties, Payroll Tax and Land Tax. The Australian Income Tax Law including Capital Gains Tax, is the most significant tax in the country. The principal features of the income tax law are as follows: tax is imposed on a taxable income being the assessable income less allowable deductions; a full imputation system of company tax applies; a foreign tax credit system applies to both companies and individuals; capital gains are taxed as income and subject to income tax rates but the gain is inflation adjusted. Australia has negotiated tax treaties with most of its trading partners based on the OECD model; and special tax concessions apply to the mining industry.

Victorian brown coals occur in massive deposits, the quality of which is determined in the first instance by means of samples taken from exploratory bores. As a number of important utilisation characteristics are connected, not with the relatively homogeneous organic mass of the coal, but with minor components such as the ash content and particular constituents of the ash, it is necessary to know how bore samples relate to coal finally used in the process concerned. Tests are described in which the statistical parameters associated with bore sampling, operational sampling and sample reduction and laboratory procedures including a range of coal analytical methods were determined. These indicated properties where analytical errors were relatively high and where sample reduction procedures contributed substantially to imprecision in results. They also showed the effects of the non-homogeneity of brown coals with higher than normal ash contents. A further experiment explored the relationship between samples taken at various stages in the course of test boring, digging, and burning a defined 'block' of coal, and demonstrated an apparent increase in the proportions of adventitious mineral constituents as the 'intensity' of sampling Increased.

Many Southern African mining operations produce mine water which is beneficially and productively utilised on the mine sites and to support other water uses. Mine water treatment typically takes place within the context of integrated mine water management involving pollution prevention, waste minimisation, recycling and reuse as well as river discharges. Development of new and improved mine water treatment has focused on the neutralisation of metals removal, desalination of high sulfate waters and passive treatment. Mine water neutralisation processes now incorporate a combination of natural limestone and lime treatment, as well as features to maximise gypsum precipitation. The South African CSIR developed a suite of limestone-based neutralisation processes, which include reuse of CO2 and CaCO3 generated in the process. Desalination of high sulfate mine water is typically done using one of the following technologies:biological sulfate removal with different approaches to the handling of the sulfide generated in the process, and ultrafiltration (UF)/reverse osmosis (RO) treatment with different approaches to the handling and disposal of the brine. The current research and development focus is the separation and recovery of saleable products from the treatment residues and brine streams.

At the beginning of the seventies pre- drainage of methane was introduced in West German coal mining in order to reduce the gas emission from the worked seam. After three pilot tests on the "Rheinland" Colliery (86 boreholes in seam "Prasident"), "Bergmannsgluck/ Westerholt" Colliery (23 boreholes in seam "Gustav") and "General Blumenthal" Colliery (27 boreholes in seam "Hugo" and 170 boreholes in seam "Karl") systematic large scale tests with extended investigations were carried out un the "Rheinland" Colliery (127 boreholes in the seams "Anna", "Blucher", Prasident"). During this time an analogous test was carried out on the "Consolidation" Colliery (21 bore- holes in seam "B"). In these studies and tests the technical feasibility, efficiency and economy could be proved, so that pre-drainage of methane starts spreading. On the "Rheinland" Colliery pre-drainage has become common practice in gassy seams. Mainly two points impede a faster spreading of method: 1. in many cases the necessary requirement, that one or both of the gate roads should ire driven 6 to 12 months before the face is worked, is missing. This is mainly due to the difficulty of retreat mining in passe seams.

Outbursts of coal and gas are coupled both in their nature and mechanism and take place under varied sets of physical and geological conditions. The main interacting factors are geology and seam structure, seam gas composition and pressure and strata stress. By pre-draining the seam gas in advance of workings one of the factors contributing to outbursts is removed. One method of pre- draining gas from the coal seam or from areas of geological disturbance is to drill long horizontal holes in the coal seam. The technology to drill horizontal holes up to 600 m in the coal seam is now available by hydraulic control of the rotation and thrust on the drill bit and accurate survey methods to determine the vertical and horizontal position of the drill bit.

Stress Mapping Technology is aproprietary technique developed to target epigenetic mineralisation located in dilatant (low stress) sites. It is a computer based technique, based on rock mechanics principles and stress-strain relationships, which seeks to transform strain data, in the form of a solid geology map, to stress data.The main assumptions in the conceptual model are that:The strain pattern of faults and lithological contacts have not been changed since mineralisation i.e. that ore formation is late in the structural history.Stress orientations and magnitudes are known.Rheological properties of faults and rock units can be deduced.The 2D geometric and rheological data is then treated by a mathematical technique which permits the geometry of the elements to be defined by the spacing and orientation of the discontinuities in the rock mass.

Bulk mining and handling technologies have been affected in two ways by the soaring costs of oil products in recent years. Firstly, the substition of oil by coal, oil sands and oil shale demands the development of high-capacity mining and handling equipment, and secondly the rising fuel costs favour a trend away from cost-intensive heavy truck transport. To cope with the growing volumes of material in mining and handling, larger equip- ment units have to be designed. This tendency becomes apparent from the examples of the Hambach open pit mine in Germany, and the Port Kembla handling plant in Australia. A combination of the flexibility of heavy truck transport and the cost advantages of belt conveyors is achieved by the system of semi-mobile crushing installations described in this paper.

After extensive testing and a period of plant trials to establish the benefits of Caro's acid (H2S05) as an alternative oxidant, Queensland Mines Limited (QML) decided to replace pyrolusite with Caro's acid in its acid leach uranium treatment plant at Nabarlek. The decision was based on the reagent savings and environmental gains associated with the removal of manganese from the process liquors, as well as the labour savings and improved oxidation reduction potential control possible in leaching using the Caro's acid system. The permanent Caro's acid generating plant was designed by Interox Chemicals Pty Ltd of Australia (IC) to suit QML's require- ments and differed from the unit used during the plant trials. Commissioning of the plant was completed in April 1983 and it has been continuously used since that date.

Plant tests of magnetic conditioning have shown increased flotation recovery of paramagnetic sulfide minerals (chalcopyrite, sphalerite and pentlandite) in the -38 ¦m size fraction within rougher and cleaner flotation circuits. A statistical plant test was undertaken in the Mount Isa zinc flotation circuit where magnetic conditioning was tested simultaneously in both the rougher circuit and the cleaner retreat circuit (cleaner scavenger). This test resulted in a normalised increase of 1.60 per cent in the rougher circuit zinc recovery and simultaneously a normalised increase of 4.60 per cent in the cleaner retreat circuit zinc recovery - to a very high level of statistical confidence. Interestingly, in a novel approach, it was possible to verify the plant test results in two ways. Firstly, detailed MLA analysis of the tails confirmed the statistical plant test results and showed that the greatest effect of magnetic conditioning was on the sphalerite in the C3 - C6 size fraction, where there was a reduction of around 15 per cent in zinc in tails. Moreover, there was a reduction of around 15 per cent in liberated sphalerite across all -38 ¦m size fractions, but only a seven per cent reduction in non-liberated sphalerite in the tails. Secondly, plant modelling showed that increasing the rougher zinc recovery would cause an increase in zinc feed grade to the cleaner retreat circuit. The increase in the zinc feed grade to the cleaner retreat circuit with magnetic conditioning was demonstrated to a very high level of statistical confidence.CITATION:Gurnett, I, Voigt, P, Lumsden, B and Lines, P, 2012. The Red Dome Gold/Copper Mine is located approximately 15 km west of the township of Chillagoe which itself is approximately 220 km by road west of Cairns, Far North Queensland. The deposit, with other mines in the Mungana region, was worked from about 1901 to 1927. Exploration by Amoco Minerals Australia in the 1970s and early 1980s outlined a geological resource of 15 million tonnes. A mining reserve of 9.3 million tonnes was identified and originally developed by Elders Resources Limited. The mine commenced operations in March 1986 and was the first large-scale gold project in Australia to be developed solely on the heap leach process. The mine operated successfully as a gold heap leach operation until 1989 when new grinding, flotation and carbon-in-leach plant facilities were installed to process the non heap-leachable component of the orebody including the copper rich -ore. In March 1991, Red Dome Pty Ltd became a wholly owned subsidiary of Niugini Mining Limited. After six years of successful operation and having excavated a 200 in deep pit, it became evident in 1992 that unless more open cut reserves could be identified the operation was limited to six to nine months of high grade ore and a further 15 months of low grade stockpile material. A preliminary feasibility study was carried out to assess the viability of deepening the open cut. This indicated that from a technical and financial point of view it was possible to expand and deepen the open cut. This presented the daunting challenge of developing a 300 in deep, single access, open cut between a high chert ridge, a government railway line and a National Park. The meeting of this challenge is the subject of this paper.

This paper briefly outlines the develop ment of the froth flotation plant at Coal Cliff Colliery. The plant was superimposed onto the original flow sheet in which fines were merely thickened and filtered. Test work leading up to the installation is described and the final layout is discussed. Details of the concentrate and tailings systems are given. Preliminary results of a further extension involving the use of a Davcra flotation machine are also given.

Underground mining of the ore below the West Lyell open cut commenced in 1972 with the 10 Series stopes above rail haulage level. The third lift of stoping (30 Series) com- menced this year, and access to the 40 Series stopes is being developed. The method uses transverse open stopes with subsequent mass blasting of the rib and crown pillars and consequently there is sub- sidence and caving of the old open cut area above.

Cadia Hill Pit is a gold copper porphyry deposit hosted in monzonite. The pit slope design is primarily based on structural controls related to faults and shears with largely massive rock masses between the structures. The slope design attempts to achieve an optimum configuration at a bench to overall scale, considering economics and safety implications against the geotechnical and structural conditions. To date the slopes have been mined at interramp angles of up to 60¦ over heights of 120 m. Limited slope and batter failures that have occurred are structurally controlled and occur rapidly. The pit-mining schedule requires concurrent mining of part of the final pit walls and the progressive interim cutbacks. Engineering and operational solutions to hazard reduction and risk management issues have been implemented wherever viable to æengineerÆ out the hazard and mitigate the risks. However, comprehensive management plans and operating procedures have also played a vital role. This paper details the management plan and the operating procedures that have been developed and implemented to mitigate the risks associated with rock falls.

The longwall system with caving is the most common mining system in Polish Collieries and the extraction is carried out simultaneously on several levels and in different seams. The extent and diversity of the methane hazard occurring is strictly connected to the specific geological and gas conditions as well as to the applied mining methods. Taking these factors into consideration the following methane drainage methods are applied as additional means of combatting the methane hazard in Polish gassy coal mines: 1. predrainage by means of boreholes drilled from the surface, 2. predrainage from stone drivages and devel- opment workings, 3. degasification of coal extraction workings, and 4. degasification of sealed-off areas/old goaves. Predrainage gave satisfactory results when holes were drilled from the surface or from underground workings, but only to depths to 300 m. It was necessary to adapt methane drain- age methods to the geological and mining con- ditions as gassiness increased with depth. The results of methane capture, both pre- drainage and post drainage were obtained by investigating several gassy mines.

A low grade middling sample from Mount Isa, Australia, assaying 31.7 per cent zinc, 12.9 per cent lead and 14.5 per cent iron was leached under atmospheric pressure in sulphate and sulphate-chloride solutions with ferric ions as oxidants. About 96 per cent of the contained zinc was dissolved into a 0.5 M H2SO4 - 0.5 M Fe2(SO4)3 solution at 90¦C within three hours from a five per cent by weight slurry density mixture. The leaching process is very temperature-dependent, suggesting a surface chemical control. In the latter stage, the leaching rates levelled off and the leaching was most probably controlled by both surface chemical reaction and diffusion processes. The addition of chloride ions in the leach solution resulted in an increase in the leaching rate. About 95 per cent of the lead sulphide contained was converted to lead sulphate which precipitated and remained in the residue. Essentially no lead remained in solution and the low chloride concentration did not affect the precipitation of lead sulphate. Half of the iron orginally present remained in the residue as pyrite although essentially all the cadmium and 90 per cent of the copper initially present were dissolved. Some three per cent of sulphide sulphur was oxidised through to sulphate, about 67 per cent was converted to elemental sulphur which can be recovered by solvent extraction, the rest remained in the residue mainly as pyrite. Ferric sulphate and sulphate-chloride solutions can be used to effectively leach finely ground lead-zinc middlings and other bulk sulphide concentrates. A complete separation of zinc from lead and silver has been demonstrated.

Zircon is the second in abundance among the heavy minerals occurring in the beach sand along the coastal belt of Bangladesh. In this study a detailed characterisation of Bangladesh zircon extracted at the pilot plant of the Bangladesh Atomic Energy Commission at CoxÆs Bazar has been attempted using chemical analysis, X-ray diffraction and optical microscopy. From the chemical analysis it is found that Bangladesh zircon has a purity of 95.88 per cent. The main impurity in Bangladesh zircon is titanium oxide (3.01 per cent). This is followed by iron oxide (0.42 per cent). A number of other oxides are also found. Microscopic study revealed that Bangladesh zircon has an elongated, prismatic shape with pyramidal termination in about half of the grains while the rest are more or less rounded. Some fractured and irregular grains are also found. Bulk sample of Bangladesh zircon in the as-received condition shows a yellowish brown color. However, individual zircon grains are seen to be almost colourless and transparent under polarised light. XRD study confirmed good crystallinity in the sample. Under the microscope it is found that zircon grains constitute 94 per cent while total impurities amount to six per cent in Bangladesh zircon. This result agrees fairly well with the chemical analysis results. Microscopic study identifies oxides of titanium (both rutile and ilmenite) to be the main impurity, in conformity with the findings of chemical analysis. Further, monazite was also identified as an impurity under the microscope. An iron bearing coating is also found on a few zircon grains. Most of the impurities found in Bangladesh zircon exist as discrete minerals.

Major diamond pipes discovered in Western Australia in the late-1970s exhibited a number of unique features that not only resulted in Australia becoming the largest diamond producer in the world in volume terms by 1986 but also changed geological thinking on the primary occurrence of diamond. They were: - lamproite is an alternative primary diamond host to kimberlite. - the extremely high mean grade of the Argyle lamproite pipe at 5 ct per tonne. - the tectonic setting of the lamproite pipes in mobile zones mar- ginal to the Kimberley Craton in contrast to the traditional African setting within stable cratons. Diamond was one of the earliest economic minerals discovered in Australia but 128 years elapsed between its first recognition and the first Australian economic pipe discovery (Argyle). During that period some 200,000 ct of alluvial diamonds were mined in Australia (mostly in New South Wales), but such alluvial output is insignificant on the world scene where annual production today runs at 95 million ct of natural stones some 76010 of which comes from primary pipe sources such as Argyle which alone produces 30 million ct per annum. Of particular significance therefore is the geological nature of the primary diamond source rocks in Australia. The Argyle and Ellendale Pipes are lamproites, differing from kimberlite in their mineralogy and geochemistry, and characterised by the presence of typical lamproite minerals such as leucite, priderite, potassic richterite, and the abnormally high content of chemical elements incompatible with ultramafic rocks. One of the mining worldÆs greatest challenges is to effectively use consumables (ie reagents and grinding media) to maximise metallurgical response, while minimising operating costs. It is anticipated that this paper will provide a logical frame work within which this can be achieved. The current study, at PerilyaÆs Broken Hill concentrator in the lead primary grinding/roughing circuits, examines the dependency of collector adsorption on Eh. The data demonstrates clearly that under the right grinding chemistry the addition of a xanthate collector during grinding can improve galena flotation. Further, operating the ball mill under the desired grinding chemistry regime leads to significant reductions in collector consumption whilst maintaining the metallurgical benefit.

Pressure hydrometallurgy is becoming an increasingly common unit operation in the treatment of gold and base metal ores and concentrates. The design of an adequate and appropriate pilot-scale testwork program is, therefore, essential in order to minimise the risks associated with developing a project in which autoclaves form a key part of the operation. This paper identifies the approaches that have been taken in the piloting of oxidative and pressure acid leach operations. Particular emphasis is placed on the determination of scale-up ratios between the pilot and commercial plants and the pilot-plant run durations. The issues, both metallurgical and project-specific, that can impact these key parameters are reviewed.

After a brief introduction on the principles of contact electrification and a synthetic illustration of the Turbocharger separator, the successful results obtained with different raw materials are given and discussed, with particular reference to a North African run-of-mine with carbonate gangue, a crude ore from India containing pyrite and a mineral sample from Angola having quartzeous gangue. The pre-eminent effect of target surface temperature in the charging device of the separator is emphasised. On the basis of the results of both batch experiments and long-run tests the prospects of industrial application appear very interesting both from the technical and economic points of view, even when compared with froth flotation.
