In referring to two subjects of interest to the Members of this Australasian Institute of Mining Engineers, I would at the outset desire to express our gratification that to-day we are able to welcome as now united with ourselves, those members who until recently constituted the New Zealand Institute. It is hoped that the amalgamation so amicably arranged may be productive of the best results to all concerned, incorporated as this combination has been at the moment of the fulfilment of that greater political union, the Australian Commonwealth.Since last Annual Meeting held in Brisbane, we have come under the same roof as the Chamber of Mines of Victoria, and we entertain the hope that as that Chamber and this Institute possess so many interests in common in the encouragement and advancement of mining and metallurgical progress in these colonies, that much mutual benefit will ensue. There are many directions in which each body can assist the other, and I trust that a friendly co-operation will be maintained.It is gratifying to feel that in all the colonies a distinct movement is being made to increase the facilities for education in Mining and Metallurgy but if I may refer to our colony of Victoria in particular, we have to express the profound regret that in the means of education in the higher branches, we occupy an inferior position, and it is quite certain that we will continue to do so unless the Government is prepared to subordinate provincial considerations to the weightier.

Mining-induced seismicity at Junction Gold Mine became a serious operational problem in the late-1990s. Assessing the local seismic hazard is an important step in assessing the risk associated with potential rockbursting. This paper discusses the qualitative and quantitative means of assessing seismic hazard used at Junction. In qualitative hazard assessment, the role of the primary factors contributing to mining-induced seismicity and rockbursting are identified. These factors include: rock mass properties, geological structures, mine development, and stoping. A qualitative seismic hazard map has been developed considering these factors. In quantitative hazard assessment, seismic source parameters from an Integrated Seismic System are used to assess seismic hazard. The seismic source parameters found to be relevant to seismic hazard assessment at Junction are discussed.

The Morobe Province of central Papua New Guinea (PNG) has been mined for gold for nearly a century, although it is only in the past decade that large-scale modern mining commenced. The Hidden Valley gold-silver project began construction in mid-2006 and production by August 2009, and is located in the mountains above Wau in the headwaters of the Watut River. The mine is owned and operated by the Morobe Mining Joint Venture (MMJV), which also owns the Wafi-Golpu project, comprising the Wafi gold deposit and Golpu copper-gold deposit, situated in the Watut River Valley. Together they represent a potential mine of the scale of Ok Tedi or Bougainville or bigger. The MMJV is owned in equal shares by Newcrest Mining from Australia and Harmony Gold from South Africa. Although Hidden Valley was the first large-scale mine in PNG to engineer and build a tailings storage facility, poor environmental management during construction and early operations led to significant erosion of waste rock and sedimentation impacts throughout the ~200 km length of the Watut River. Since then, substantial efforts have been made to improve environmental management, especially waste rock placement and storage and water quality management. While the impacts from the Hidden Valley project appear to be reducing, the saga has heightened concerns by many along the Watut River and across PNG about ongoing impacts from mining.This paper presents the results of an ongoing project in the Morobe Province conducted by the Mineral Policy Institute examining the historical, current and future impacts of mining, including community views, social and environmental impacts and the monitoring and regulation of mining. Overall, there is a clear need to more fully integrate social and environmental issues into life-of-mine planning and go above and beyond regulatory requirements. Today, the advance rate of underground roadway development by drill and blast operation is limited by the need to ventilate the toxic blast fumes after each cycle. In deep mines this usually is only possible during shift changes when the related mine sections are free of persons. This results in roadway development advance rates of 4 m per shift, or 12 m per day. For long roadways this is a limiting factor in mining development in deep mines. Companies like EPIROC, KOMATSU, ROBBINS and SANDVIK are making serious R&D efforts to disc-cutting mobile miners to overcome this bottleneck. However, today, the achieved advance rates are less than 12 m per day in hard rock. If we achieve full robotisation and/or teleoperation from a safe place for drill and blast operation of an underground roadway development section, we could eliminate this bottleneck. Poisonous blasting fumes do not affect robots and machines as long as these fumes do not create aggressive acids. If we can keep the blast fumes isolated in the roadway development section for the shift until the next ventilation opportunity (eg shift change or designated ventilation times), we can do the drill and blast cycle more often in a shift, which will significantly speed up the advance rate. This requires robotisation of all work steps in the section: surveying, drilling, charging of explosives, blasting, loading and transporting material, roof support, installation of infrastructure etc. Also, cache storage for the material is needed. Special care for the ventilation system to keep the blasting fumes under control in the section is necessary. The paper discusses the aspects needed to achieve this robotisation and the related technical and operational tasks.

"Falling commodity prices and a rising supply surplus have ushered in a period of restraint in capital project investment across the global mining and metals sector. Competition for capital project funding has seen fewer projects progress through investment gates and a stronger focus on projects that deliver gains in capital productivity and strategic outcomes.Over the course of the 2015 financial year, EY conducted a study of 108 projects in the global mining and metals sector (EY analysis; Larsson and Ericsson, 2014; SNL Financial, 2015). The projects studied were at various life cycle stages and related to the development of copper, iron ore, gold, coal, nickel and other commodities. Each individual project investment exceeded US$1 B, and the studied group represented a cumulative investment value of US$367 B.The research found that the majority of projects were delayed and/or over budget when measured against the initial estimates made during the early stages of the project life cycle. Of the surveyed projects, 69 per cent were identified as facing cost overruns with an average overrun of 62 per cent above the initial estimate and 50 per cent reported schedule delays, even after remedial acceleration initiatives.The analysis found that budget and schedule overruns could be attributed to five key causes:project management factorsstakeholder conflictsresource constraintsregulatory, and policy-related challengesunfavourable external environment.Improving project delivery performance starts with successful planning, followed by rigorous management during delivery. This paper looks at two ways to estimate the bulk mineralogy of the rocks for assay intervals. The aim is to find an efficient indicator of the most common minerals in the rock. Phase (modal) analysis has traditionally been done using visual methods such as point counting and image analysis. A modern version of this process is the X-ray point counting routine using the SEM-EDS based software. These methods are too slow and expensive for routine analysis of bulk sample mineralogy at the normal assay spacing.Two sources of data were considered that provide information that can be used to determine the mineral abundance in assay samples. The most widely applied method is (semi-) quantitative X-ray diffraction (QXRD). The QXRD method is most applicable to major minerals and has limited application to minerals at low abundance. The nominal detection limit is 0.5 per cent. Values below five per cent have large errors. A second, less common, method is calculation of mineralogy from chemical assay data. Conversion of chemical analyses to mineralogical analyses depends on the unique chemical composition of each mineral. Elements only found in one mineral are easily accounted for, but many compositions are ambiguous. Deciding on the actual mineralogy is not simple. Recalculation of mineral mode from chemical analyses is more accurate than QXRD when the correct minerals, and mineral compositions, are known.Where only a few QXRD analyses are available they can be used to setup a protocol for calculation of mineralogy from assay data. Linear programming works well in this environment. The best results are obtained when both H2O and CO2 are directly measured. Loss-on-ignition (LOI) should be included if these are not available.Where both QXRD and chemical analysis are available for all samples, the best results are obtained using the least squared method to merge the data sets assuming QXRD has much higher analytical errors than chemical assays. The combined method provides more robust results because the high abundance minerals are controlled by the QXRD measurements while the chemical assays improve the precision for low abundance minerals

The iron ore products should be assessed in terms of in-furnace behaviour and overall furnace performance, their operation should also be optimised under industry-scale blast furnace (BF) conditions, in order to be sustainable and competitive, especially in the context of decarbonisation efforts in ironmaking. While lab and pilot-scale experiments can provide useful kinetics, they are expensive and risky and cannot replicate industry-scale blast furnace conditions for proper assessment and optimisation. In this paper, we review our recent progress at Shen Lab of UNSW in using state-of-the-art Computational Fluid Dynamics (CFD) models to assess iron ore products and examine the effects of their operations on BF behaviour in basic terms, including in-furnace phenomena (flow field, temperature field, species distribution fields etc) and overall BF performance (coke rate, reduction efficiency and top gas temperature etc). We have developed state-of-the-edge CFD models for different purposes, ranging from the static-state BF model featuring unique layered burden structures for offline assessment and optimisation knowledge building-up for iron ore products, to the transient-state BF model for online assessment and optimisation of iron ore productions by describing the transient behaviours of iron ore productions under industry-scale conditions. First, we have studied several iron ore products including the iron ore products used in the present BFs and emerging iron ore products like carbon composite briquette and iron-coke. Second, several iron ore operations are studied including optimisation of conventional burden operations like oxygen enrichment, batch weight tuning and new operations like coke central charging and hydrogen injection in BFs. Third, some time-sensitive operations are also investigated including the use of wet burden materials and the drop in blast temperature on BF performance. These CFD models offer cost-effective research tools for understanding the effect of iron ore products on BF performance and serve as a reliable marketing tool for existing and emerging iron ore products under a wide range of BF conditions.

The performance of the Australian Mining Industry over the past 10 years using key indicators of production, revenue, aftertax return investment, together with key cost elements, market changes and ore reserves is briefly reviewed. The elements of competitiveness are discussed forthe industry and the effects of Government charges and policies relating to existing operations are outlined. There is a demonstrated need for improvements in competitiveness in direct and indirect costs and for improved access to resources for the mining industry to continue to grow and add to Australia's economic growth.

Kanowna Belle Gold Mine is a deep, high-stress, sublevel open stoping mine located near Kalgoorlie. Seismic activity during the development cycle presented problems, including concerns regarding the exposure of personnel. A number of seismic management systems were developed and tested to monitor seismicity and control the risk. It was recognised that a dynamically capable reinforcement and support system was required to be installed as part of the development cycle to reduce the risk of exposure of the underground workforce to uncontrolled movement of rock. The performance of a new Garford Dynamically capable bolt was measured in tests performed by the Western Australian School of Mines (WASM) at their Kalgoorlie Dynamic Test Facility. Detailed descriptions of the facility and data processing were reported by Player, Villaescusa and Thompson (2004) and Thompson, Villaescusa and Player (2004). The development of the Garford Dynamic bolt is described and dynamic testing results are presented and evaluated. This bolt was implemented in the mining cycle following the testing program; the observed performance is described and assessed in this paper.

Safescape Laddertube provides an improved system for emergency egress in ventilation shafts. The addition of Laddertube in a rise has very little impact on ventilation flow, studies have indicated that the difference in flow velocities are difficult to measure due to the minimal impact. Due to the size and open-ended nature of Laddertube, the air velocity inside and out of the Laddertube is mostly linear. Laddertube can be used either permanently or during an emergency as a secondary ventilation duct. One project involved a 385 m ladder installed in a surface return air raise that could be made to bypass the primary circuit and supply fresh air to a sea container fresh air base at the bottom of the raise. Laddertube has been designed to be installed to any feasible length and can be fitted with a climb assist system ensuring enhanced speed and reduced fatigue during ascent. The climb assist used in association with Laddertube is a Tractelift system which applies a weight relief of up to 36 kg off the climber’s body weight when using the ladder. This system has successfully been tested for ladders up to 600 m in length and is currently in use for a ladder of 185 m length. The use of refuge chambers in underground coalmines has long been a contentious issue due to the concern that while it may provide temporary shelter, the risk of being exposed to high heat or the inability for rescuers to access them due to fire or explosive atmosphere means that they may be effectively trapped. The additional application for coal environments includes Laddertube installed alongside a refuge chamber concealed behind a blast proof door ensuring a secondary means of emergency egress. In certain operations designs may allow for this chamber to be provided withpositive pressure fresh air.

The principal objective of Geotechnical Engineers supporting operating mines is to provide safe working conditions and ensure that pit designs are geotechnically optimised to site conditions and pre-defined stability requirements. Pit slope designs are delivered in advance of pit excavations. Making changes to these designs is usually slow to enact and involves a layered sign-off before implementation, leading to unwanted delays in their adoption and subsequently increased production pressures. When unexpected ground conditions are encountered during the mining process, or short-term mining schedule requirements demand it, changes to these designs may not be easily feasible in certain situations. It is when these scenarios arise that Geotechnical Engineers need to be proactive and consider unconventional options to deliver safe operating conditions while satisfying short-term requirements to the mine schedule. Essentially, the geotechnical short-term strategic designs double-pronged approach supports the mine schedule while providing safe conditions and minimising geotechnical risks for people and equipment. Common short-term strategic geotechnical designs include; slope buttressing, over-steepening cut slopes to increase reserve recovery through unplanned or emergency cutbacks, and accepting risk threat and operating under unstable slopes. When implementing strategic design options, the Geotechnical Engineer must consider the broader implications for such designs. They must think of the plan’s long-term effects on the mine schedule and pit wall stability. Initiating aggressive designs to recover additional reserves to satisfy a short-term scheduling demand could result in-pit wall instability or suboptimal pit layout. Before and during the implementation phase, the Geotechnical Engineer must communicate and engage with relevant stakeholders to ensure that the plan is executed accordingly and geotechnical risks are effectively managed. Proactiveness to ground response and implementation of risk management strategies will improve safety performance and optimise mining schedules.

Standard microeconomic theory suggests that the behaviour of mineral extraction and processing firms with respect to their demand for water can be modelled and a market demand for water subsequently derived. Such a model, although an abstraction of the real world, should be able to predict the responsiveness of quantity of water demanded to change in price, and, change in demand to a range of factors including: expectations about reliability of supply, changed commodity prices for mineral production, and change in water technology and storage at mine site. This paper demonstrates that the price of water is particularly responsive to changes in demand and that although price increases would result in some additional supplies, physical constraints on supply suggest that the industry will be paying considerably higher prices for water in the future. It is recommended that the mining industry undertakes quantification of possible price increases to position itself to minimise the impact on their operating costs as well as to make responsible capital investment decisions to facilitate future expansion or commissioning of new mines. Substantial investment is required to commission a new mining venture with expected rates of return subject to risk and uncertainty due to fluctuations in world commodity markets as well as reliability of secure supplies of inputs. If a reliable supply of water was subject to uncertainty and water was a critical input for production, then the initial mine design would typically consider a range of production decisions contingent on levels of uncertainty with respect to water supply. These states or sets of water supply, will affect production decisions and future water demand. Modelling production decisions contingent on different states of nature, termed the state-contingent approach, provides a number of insights about producer behaviour under uncertainty. This paper investigates the assumptions underlying the derivation of the market demand for water by the mineral resource industry and identifies the drivers of demand and the responsiveness of the industry to change in price and supply, particularly in relation to capital investment in water-use technologies. The usefulness of these models to the mining industry is considered by reference to the increasing demand for water by the industry in Queensland, in a climate of water shortages.

The Leigh Creek Coalfield is owned and operated by the Electricity Trust of South Australia to supply fuel to the Northern Power Station. To supply electricity at lowest cost, a costing and decision process that establishes the role of the Leigh Creek Coalfield in the overall system planning and operation is required. The costing is integrated in that it is based not just on a particular mine plan but on the wider need to supply a particular electrical demand. The detail costing has evolved over time from manual to main-frame computer to microcomputer techniques. Now there is a choice between fast consistent costs and a slower but more detailed and flexible costing.

Sampling of CIL/CIP circuits is typically done by compositing samples of feed and tails over eight or 12 hour periods. As the residence time in the leaching tankage may be approximately 20 hours, the tails from any period being derived from material entering the circuit 20 hours earlier do not correspond to the head from the same sampling period. Moreover, mixing in the series of tanks in a circuit also modifies correspondence between input and output. A special purpose simulator has therefore been developed to allow for the mixing and delay in the tankage and permit estimation of the head assays corresponding to any tailings sample. Thus more accurate assessment of the day-to-day recoveries of gold and silver follows. The model, programmed in Excel, assumes that the tanks are perfect mixers. By inputting the sequential head grades and considering that no leaching has occurred, the head grade which corresponded to the tailings for each period could be estimated. Allowance is made for variations in feed rate over the sampling period by computing the average flow rate of slurry and thus the residence time of each increment of the tailings. This simple model and its application have been found to be subject to some limitations, which are discussed in the paper, resulting in some unresolved variability in results. However, for a typical circuit even the simple model was able to greatly improve consistency of recovery data with variations being approximately halved by eliminating much of the anomalous variation arising from the lack of correspondence between head and tail when changes in head grade are occurring. Therefore, this permits genuine variations in metallurgy to be identified with greater confidence and thus operational shortcomings can be identified and addressed more quickly.

The push for increasing coal production rates continues to place increasing demands on mine management to safely and effectively control seam gas. Gas drainage strategies applied vary in both effectiveness and form. Methods employed are a function of assessed risk, gas reservoir characteristics, surface and underground access, budgetary constraints and gas utilisation potential. With the aim of establishing and optimising the effectiveness and efficiency of gas drainage systems, Australian coal miners in cooperation with gas management specialists are embracing the use of gas reservoir simulators and gas emission models. This paper discusses the evolution of gas drainage practices in Australian underground coal mines and the role of gas reservoir assessment methods in optimising gas drainage systems and gas production forecasts.

The theme of the conference this year is diversification. One way to diversify is through acquisition. The principle underlying the winner's curse is that in competitive bidding situations where the value of the asset bid for is uncertain the winning bid will overstate the true value of the asset. The successful bidder is blessed with the winner's curse. What this paper will explore is to what extent this is true; how acquirers can avoid being blessed with the winners curse; and show how joint venture deal structures are used within the mining industry to avoid the winners curse.

Two quantitative methods for Mineral Resource classification have been applied to a copper skarn deposit beneath a large open pit that is mining a world-class porphyry complex. A drill hole spacing study (DHSS) using the single block kriging method (SBK) and a conditional simulation method (CS) were applied to the skarn deposit and the results compared. Inputs to both processes included the proposed mining rate and stope designs to estimate the likelihood of achieving grade and metal production targets. Mineral Resource classification of the deposit considers the relative precision of tons, grade and metal predictions over quarterly and annual production periods. These relative precision estimates are calculated at 90 per cent confidence interval (CI). The SBK method represented the production period as a single large block. Kriging estimates were performed in the large block for various synthetic drill hole grids, and the estimation errors derived. The error was assumed to be normally distributed due to the large block size and quantity of samples, allowing CIs to be deduced. The CS method followed a conventional sequential Gaussian simulation workflow where grades were simulated with a 5 ft × 5 ft × 5 ft grid node spacing inside mineralisation domains. Each realisation was then averaged up to monthly production volumes represented by a combination of designed stopes, and the coefficient of variation (CV) for the averaged grade was calculated. CI on the relative precision of grade predictions were then deduced from the CVs. The two methods produced similar results; despite being calculated independently. CS results were used to report uncertainty in the proposed life-of-mine plan and highlight areas for additional drilling. SBK results were used as the basis for Mineral Resource classification as this method has been previously applied to the skarn deposit.

This work investigates some suggested methods for blast vibration monitoring on a hard surface based on 53 tests on a vibration exciter. Errors in the measurement attributable to coupling have been described as function of frequency by the rock-to-mount (or coupling) transmissibility, ie ratio of the velocity of the vibration sensor mount to the velocity of the rock motion. Transmissibility has been measured from 2 to 200 Hz, at two vibration levels (5 and 20 mm/s), in four seismographs. Attachment methods with an anchor, thermal adhesive and gypsum plaster allow stiff rock-to-mount coupling. They ensure accurate measurements (errors below 0.3 dB) for frequencies commonly found in blasting (below 100 Hz) irrespective of the mount characteristics and the vibration level. Free laid mounts and sandbagged vibration sensors lead generally to a poor, weak coupling. Errors are non-linear errors with the input velocity, ie the operating frequency window narrows as the velocity of the ground increases. Free mounts follow ground motion acceptably well (error up to 0.4 dB) at both vibration levels and frequencies below 15 Hz. At higher frequencies, free mounts lead to the largest distortions with expected errors ranging from 0.8 to 6.6 dB. Sandbagging limits the expected errors below 1.3 dB, but it does not prevent large errors that can be up to 4.5 dB. "As of 1 December 2014, the 2012 edition of the JORC Code requires Ore Reserves to be defined by studies at the pre-feasibility or feasibility level. This paper examines how the pathway for most mining developments is determined in the Pre-Feasibility Study and how a trade-off must be made between the need to make the best decision, the constraints of limited time and resources, and the level of the project’s accuracy and uncertainty in terms of value. Issues considered include framing the scope of the study, planning for robust decision-making and ensuring effective communication between the diverse disciplines within the team.An inherent conflict exists between the immediate value added to a mining business from an increase in ore reserves resulting from a ‘quick’ Pre-Feasibility Study and the long-term value of pursuing a development strategy based on proper investigation and evaluation of the options. In the mining business the cost of grinding media represents up to 40 per cent of the total milling cost and therefore grinding media optimisation has a direct impact on the concentratorsÆ bottom line. In the process of optimising grinding media alloys, Magotteaux developed its own methodology which consists of a series of analyses, tests, calculations and evaluations and assist the concentrator in optimising their processes.This paper presents the Prominent Hill case study where this methodology has been applied on both the secondary ball mill and regrind IsaMill«.The analysis of the wear conditions in the secondary ball mill allows Magotteaux to select a series of grinding media alloys to be tested to reduce grinding media consumption. By marking these different grinding media types with a unique drilling pattern, one can quantify the relative wear performance and cost effectiveness of each grinding media type within the same milling environment. After selecting the most economical grinding media composition a full scale industrial trial, involving topping up the selected grinding media is carried out and the media wear performance closely monitored and analysed.For stirred grinding mills, suppliers propose different grinding media, mainly ceramic beads, with specific properties and cost. Therefore the concentratorsÆ choice is a compromise between grinding efficiency, wear resistance and cost.
