CABS - Costs and Budget System - is being developed to provide more appropriate tools to assist cost control. The most important of these tools is responsibility accounting, that is to ensure the respons- ibility for costs and budgets is placed at the lowest possible managerial level in the Company. The system design and computer techniques utilized include the use of on-line facilities for enquiry purposes plus entry and validation of data. Data base management is used to permit the complex relationships that exist between data in CABS to be defined and maintained. The system must be flexible in order to cater for organisational and other maintenance changes with minimum time delays. The major outputs of the system are reports produced in several cost dissections, by responsibility, by products by cost collection group and type of expense. A significant role in CABS has been played by users. This includes development, control and review of the system proposals in order to ensure that the objectives and requirements from all sections in the Company are met. This role has included Project Leader for the system plus a committee formed to provide formal acceptance of the system Design.

Maghemite - A Source of Heavy Medium for Coal Washeries Use of magnetite as heavy medium in coal preparation plants has been increasing steadily in recent years. It might be in short supply in some areas or excessively costly in certain times. In Turkey, the cost of heavy medium magnetite has almost tripled since 2003. As a result, alternative sources of heavy medium material have been evaluated. A maghemite ore from Elbistan-Kahramanmaras was found to be an interesting source. Tests showed that the maghemite ore can be enriched via magnetic separation at 1556 gauss to obtain a heavy medium material with 4.93 g/cm3 density and 97.22 per cent magnetic recovery. Further tests were conducted to determine the optimum field strength for magnetic separation, friability and regeneration recovery.

Following a decline in direct and indirect employment in the minerals industry between 2000 and 2003, the situation reversed in 2004 and employment rose by 12 per cent. Furthermore, there are forecasts of continuing employment growth in the minerals industry in the immediate future. For those of us charged with promoting the virtues of a career in the minerals industry this is encouraging news, as it provides us with the evidence to promote the increasing employment opportunities of a healthy and vibrant industry. However, for many others û particularly the employers in this industry û the news is not so rosy. The jobs are there, and in increasing numbers, but the workers arenÆt! Employers right across the industry are finding it increasingly difficult to fill vacancies with suitably qualified and skilled employees and the competition is becoming fiercer. In the minerals and energy sector, questions are being asked and solutions sought on the industryÆs ability to attract and retain a skilled workforce. From many quarters û industry, government and the education sector, calls for urgent action are becoming louder. The reasons for this are well known û the nature of the work, the remote location, perceptions of the industry, an aging workforce, the gender imbalance, the shrinking demographic of school leavers. It is the latter I wish to focus on û the Generation Y demographic û those who have recently left school, those who are in higher education or have recently entered the workforce, or those who are still at secondary school. These young people are the next cohort of potential employees for the industry. But our need for them appears to be greater that their perceived need for us! How do we engage them so they are informed about the industry? How do we inform and advise them so they are prepared to consider further education and training in disciplines and skill areas relating to our industry? How do we guide and motivate them to give it their best shot and work in it û at least for part of their working life? These are fundamental questions that many within the industry have been grappling with for quite some time. Let me share with you some of the strategies that the Minerals Council is implementing to address this issue.

A positive mill reconciliation at a mine is a double-edged-sword. Much back slapping happens. The bank and the board can’t get enough until the downside becomes apparent. Over a prolonged period, there becomes an issue with market perception and the potential for shareholders to be misinformed regarding the potential value of the project. In addition, there are impacts on mine scheduling, waste allocation (or lack thereof), government expectations, and the potential for misguided external assumptions regarding the ‘unexpected’ results. The PT Agincourt Resources Martabe Gold Mine has shown a significant under-call, in the order of 20% total gold metal, between the Mineral Resource (MR) estimates and Grade Control (GC) estimates since production commenced in 2012. Recently, the under-call has been reduced by incorporating the use of grade control drilling in the MR grade estimates. Despite recent improvements in reconciliation, drilling in 2017 at both Purnama and Barani open pits shows that infill reverse circulation (RC) drill holes often produce significantly higher grades than those predicted in the MR block model. The E26 Lift 1 North Project took 37 months from the approval on 1st January 2019 to the commencement of production on 1st March 2022. This was five months ahead of the feasibility plan. When compared to the previous E48 Block Cave construction 12 years prior, which was of a similar size and design with ten extraction drives, crusher and conveyors, the E26 Lift 1 North project has been delivered at 29 per cent less capital cost. Key metrics achieved by the project include 12.7 km of development, 240 km of production drilling for drawbells and undercut blasting, 107 drawbells fired ready for production as well as only three Lost Time Injuries compared to 16 during E48 construction. The Lift 1 North Project Team has established a significant point of difference with the delivery being completed by the ‘Owners Team Model’ not Lump Sum or Turn-key. E26 Lift 1 North is now supplying the Northparkes processing plant for the next eight years. This paper discusses major milestones achieved throughout the process, modifications to processes from previous block cave construction at Northparkes as well as novel approaches to work to achieve the successful delivery of the project.

Two years ago I was sitting in a big lecture theatre at the School of Mines in Kalgoorlie at the annual New LeadersÆ Conference listening to a guy tell us all how much he loved his job, travelling the country ælegallyÆ blowing stuff up à and getting paid to do it. I would have paid to see and do the things he spoke of à now IÆm that guy. From finishing a mining engineering degree at the University of Ballarat, through the job hunt, to firing environmental blasts in Tassie and designing and implementing construction blasts in the middle of the Gold Coast. My name is Rohan Stevens and IÆm a blast-o-holic. While the æjob huntÆ we all embark on toward the end of our degrees is a stressful time, itÆs also very exciting in the current climate. There are a number of things I have learnt through both my hunt for the job that best suited me and working for the worldÆs largest explosives manufacturer. The long term viability of a mining company is dependent on the success of its capital investments. Due to the specialised nature of the design, engineering and construction of large projects the management is often contracted to an outside organisation. This paper is a review of the phases of the relationship between Client and Contractor. A rationale is developed upon which the selection of a Contractor can be made. Subsequently, the key aspects of the Client/Contractor relationship are reviewed with reference to completing the project on time within budget. The aspects discussed include Contractor management systems, qualifications of key personnel, definition of scope of work, industrial relations, project control and Contractor remuneration.

A mining operation can be identified as demonstrating prudent management when a number of vital characteristics are evident.All risks and opportunities that are critical to the on-going success of the operation have been identified and are being effectively managed. All significant tasks and events are plan driven. All levels of management visibly support the policies of the operation through their attitude, behaviour and actions as well as words. Supporting evidence for required activity and the outcomes is readily available. Improvement mechanisms are working to advance the key business processes. Everyone is working towards satisfying the needs of the stakeholders of the operation. When these characteristics are integrated with the satisfaction of all legislative requirements, all industry codes and optionally all relevant international management system standards then an operation is fulfilling all the requirements of a Due Diligence Process. The majority of mining operations do not show all of these characteristics and therefore unnecessarily suffer from missed profit opportunity and constant cost pressure, less than acceptable safety and health and environmental performance and consequent poor relations with employees, unions and regulators. In these operations the characteristics to be observed are quite different.Serious incidents are occurring with no sign of a rate decrease. The operation lurches from one panic ituation to another. Management are absent in their leadership, but very active in developing rules and enforcement methodologies. The operation has no history. Re-inventing the wheel with employees who come and go at an alarming rate seems to be forever occurring. All efforts are directed at controlling the business outputs with a strong emphasis on blame. Everyone is trying to look busy to avoid the ever-present cost reduction threats. To change to more prudent management utilising a Due Diligence Process is not theoretically difficult. However it does take clear direction, focussed efforts, supporting actions with appropriate tools and perhaps most importantly an internal desire and drive to become such an operation. A Due Diligence Process is about doing the important things that have to be done, providing the understanding of why they are important, demonstrating proof of activity and effectiveness, and leading the way through effective management.

Accurate geometric models of orebodies establish the framework for reliable mineral resource estimates that provide a basis for further exploration and mine planning, as well as for financial models that ultimately determine the economic viability of a deposit. Traditional, explicit geometric modelling techniques that are utilised for resource modelling by the general mining software packages, such as MineSight«, involve manually digitising interpreted ore outlines that must be carefully linked to create valid geometric solid models. An alternative, implicit modelling method, employed by LeapfrogTM software relies on a fast method of global interpolation, which offers several advantages over traditional modelling techniques. Although previous case studies have documented the relative efficiencies of the two approaches, the accuracy of the two methods has not been previously quantified and compared. This study quantifies the accuracy of solid models created using explicit and implicit methods, and compares the differences between the models. Solid models of the Doris Hinge vein gold deposit (located in the Hope Bay district, Nunavut, Canada) are constructed from preliminary and follow-up drilling data using both modelling techniques. The accuracies of the solid models generated using preliminary drilling data are determined by measuring the 3D distance between the surface of the models and the actual contact location defined by the follow-up drilling data. Additional comparisons based on volume, cross-sectional area and surface differences were made between both phase 1 solid models and solid models constructed from phase 2 drilling information. The overall results of this study find that the MineSight« and LeapfrogTM solid model accuracies are virtually the same, and that their volume, cross-sectional area, and surface differences are comparable. This study concludes that the implicit modelling technique generates accurate solid models that can be used in place of explicit models as ore shells for resource estimation in certain circumstances.

Current best management practice requires the placement of a cover onto most types of mine waste including tailings, waste rock and/or spent heap leach rock at closure of the mine. The objectives of a cover system may vary from site to site but generally include dust and erosion control; chemical stabilisation of acid-forming mine waste (through control of oxygen ingress) contaminant release control (through control of infiltration); and/or provision of a growth medium for establishment of sustainable vegetation. In our experience, there has been a general tendency by stakeholders to develop performance criteria for cover systems, which are tied directly to these specific design objectives. In many cases, this practice has led to the development of single, often very conservative, numerical values of cover performance criteria such as ænet percolationÆ, ærate of oxygen ingressÆ and/or æplant density/mixtureÆ. In our opinion, there is a need to develop cover performance criteria on a case-by-case basis and with due consideration of the short-term and long-term impacts on the receiving environment at a particular site. This paper puts forward a methodology for developing site-specific performance criteria for a cover system designed to isolate acid-forming mine waste and to control acid rock drainage. The proposed methodology links the predicted performance of a cover system to groundwater and surface water impacts. This way, the appropriate level of control (of oxygen ingress and/or net percolation) required by the cover system can be determined. A case study is presented that illustrates the application of the methodology proposed in this paper.

Reports of delays and cost blowouts in major study and construction projects are becoming increasingly prevalent in the resources industry. This is mainly being attributed to an escalating cost environment associated with the increased number of projects in the development to construction pipeline and a scarcity of competent skilled resources to deliver these projects. However, not all this effect can be directly attributed to the current environment. Historically the mining industry has not performed well in its ability to deliver projects according to the financial and physical parameters forecast in the feasibility study process. To manage the risks associated with delivery of major projects, resource companies need to ensure they use a standardised approach to management of their project development to satisfy project objectives and enable more efficient use of the increasingly limited available resources. Each discrete step in advancing the project from scoping study to operations needs to be integrated, reducing the amount of rework and duplication. This paper is primarily a consolidation of existing ideas on project management systems but also introduces new concepts to solve current issues. It describes the basic components of a typical mining project, the issues that commonly arise, the key attributes, and critical steps required for an effective integrated project management system covering projects from initial scoping studies through to project commissioning and operation. This paper focuses on technical study components of the mine development project with allowance for transitioning to design and construction and operation phases.

The Finisterre Range on the north coast of Papua New Guinea is the uplifted forearc riagio.n. of a modern arc-continent collision. The core of the range is composed of the P- nisterre Volcanics, an Oligocene''-arc terrane. The southern flank of the range consists of a clastic sedimentary sequence which is an uplifted accretionary wedge and collision complex. This clastic sequence can be subdivided into three distinct units. To the south of aiid structurally below the Finisterre Valcanics are the Mebu beds, an Oligocene- $arly Miocene sequence of volcanolithic turbidites. The Erap Structural Complex is south of, and structurally below the Mebu 43eds. , It consists of three subunits; the 3rly Pliocene micaceous turbidites of the Sukurum unit, contemporaneous pillow basalts AF{ the Basalt unit, and Late Pliocene to Pleistocene volcanolithic turbidites of the -Nariawang unit. The Quaternary Leron Formation, a fluvial to shallow marine 'clastic unit, is the southernmdst. and structurally lowest unit of the clastic -sequence The Finisterre Range is dominated by a fold-and-thrust belt with most thrusts "dipping steeply N. Melange fabric _ is developed in the vicinity of major thrusts. "ffle thrust belt strikes NW, oblique to the regional convergence direction, but no strike-slip motion is observed along NW striking faults.

The Iluka Resources Ltd Jacinth-Ambrosia heavy mineral sand mine (South Australia) is located in an undisturbed semi-arid landscape consisting of sparse trees, shrubs and grasses. The soil interspaces are covered with biocrusts, a living soil cover also found worldwide in arid regions. Biocrusts are composed of lichens, cyanobacteria, algae, mosses, liverworts, fungi and bacteria, and live on and within the first few millimetres of the soil surface. Biocrust organisms bind soil particles, sequester carbon and many fix atmospheric nitrogen making them important structural and functional components of ecosystems. Despite their important role in ecological processes, biocrusts are susceptible to disturbance; nevertheless they can recover provided sufficient inoculum is present. Cyanobacteria are the early colonisers and they capture atmospheric and landscape resources and establish conditions that subsequent successional seres can capitalise on. Research conducted in countries including China, Spain and South Africa has been focused on methods to either encourage rapid regeneration of cyanobacterial remnants or to introduce new material from cultured cyanobacteria. We have been investigating the extent and diversity of biocrusts across the 4500 ha mine lease and their potential to improve mining rehabilitation outcomes. Approximately 46 per cent of the soil surfaces are colonised with biocrusts and 33 taxa have been identified. Laboratory experiments were designed to mimic massive soil disturbance and treated with a range of water qualities. Within 22 days, treatments irrigated with fresh water were colonised by new cyanobacterial filaments with a mean surface coverage of 65 per cent. Secondary tests revealed that differences in the photosynthetic yield of the crust were dependent on the salinity levels of the irrigation water used. In 2011 this program is expanding from the laboratory into field scale trials designed to assess both the potential and practicalities of up scaling these techniques to provide crushed biocrusts and cyanobacterial bio-inoculum for use in mine rehabilitation.

A research and testing facility has been developed at Simtars to allow the spontaneous combustion testing of coal on a large scale. In this adiabatic reactor, the coal particle sizing is closer to that which could be found in the goaf and therefore the reaction is more likely to simulate the underground situation. This allows aspects of the spontaneous combustion process and methods for detecting a heating to be investigated which cannot be done in an operational mine. Up to 18 tonnes of run of mine or crushed coal is loaded into the reactor and allowed to self-heat while the temperature and gas profiles within the coal pile are monitored. The gases evolved from the coal are analysed using a fixed gas monitor system and gas chromatography to determine which of the common mine fire indicators and ratios can be used to predict the onset and progress of coal heatings. Benchmarking of the inherent propensity of a coal to spontaneously combust at both the large- and laboratory-scale is also possible by comparing the sample against previously tested samples. It has been found that the coal particle size affects both the time it takes for the coal to react and the location of the developing heating. The heatings generate approximately one metre from the inlet but in the crushed coal case do not progress to an advanced heating stage until the æhot spotÆ migrates towards the coal surface where there is an increased oxygen supply. Physical properties such as the compressive strength of the coal also affect the heating size and the time it takes for a heating to develop. Higher strength coals appear to oxidise more slowly and therefore take longer to self-heat as oxidation of the coal is the heat-generating step in the spontaneous combustion process. The best indicators of the state of the heating were found to be CO make and GrahamÆs ratio which are independent of air flow. Investigation of a potential spontaneous combustion should begin as soon as the CO make or GrahamÆs ratio exceed the background levels. The results from the tests undertaken on a number of Queensland and NSW coals are reported here together with the implications for the mining industry.

Maintaining high carbon activity is vital to the efficiency of any Carbon-In-Leach or Carbon-In-Pulp process. Reduced activity can lead to longer residence times or gold losses in the tails. Regenerated carbon from the CIL circuit at Macraes Gold Mine was analysed for kinetic activity and composition over a 15 month period. An increase in kinetic activity during the time period was recorded, which was linked to reduced Na and Ca loadings. A laboratory simulation of the loading, stripping and regeneration of gold was developed and tested. Kinetic activities were obtained for synthetically fouled carbons following three circuits of the laboratory simulation. It was shown the competitive gold adsorption ability of xanthate fouled carbon (previously reported as a serious deactivator) could be significantly recovered following effective thermal regeneration. This ability was maintained in a subsequent circuit loading.

The mining of high-grade narrow vein deposits is a predominant field of activity in the precious metal sector. These types of deposits are located throughout the globe and have a significant presence in mining operations. The principle factor that has undermined the profitability and effectiveness of mining such ore zones is the substantial dilution that occurs when blasting with explosives during extraction. In order to minimise ore dilution, the thermal fragmentation mining method enables the operator to extract a narrow mineralised corridor, 30 cm to 1 m wide (according to the true width of the ore vein). By inserting a strong burner powered by diesel fuel and air into a pilot hole previously drilled directly into the vein, a thermal reaction occurs spalling the rock and enlarging the hole to 30 - 100 cm in diameter. This patented method produces highly concentrated ore, resulting in 400 - 500 per cent less dilution when compared to conventional mining methods. The mining method was conceived with the aim of mining ounces, not tonnes. This method of extraction, reduces the environmental impact of mining operations since much smaller quantities of rock are displaced, stockpiled, and treated using chemical agents. The fully mechanised equipment operated by a two-person team, maximises the effectiveness of skilled personnel, increases productivity, and reduces risks of injuries. Important economic benefits are generated for large- and small-scale mining operations alike. For large-scale operations, the mining method increases mining reserves, lowers the cost per ounce, and increases the total profitability of existing mine operations. The method also significantly lowers costs and risks of developing and mining small-scale deposits, requiring less investment capital, shortening the payback period, thus reducing the lending risk.  Combined with a small modular processing unit able to process between 100 - 300 tons per day, the method substantially lowers the financial break-even point for small-scale mining operations in a narrow vein environment. The company has been working with the technology at its Rocmec 1 mining site; results achieved and future developments are discussed.

The iron ore deposits of the Port Hedland district of North Western Australia are associated with band'ed sedimentary iron formations that form part of the local succession of folded and faulted Archaean volcanic and sedimentary rocks. The iron formations are regarded as the protore beds or sources of the iron which became concentrated by supergene processes to form commercial grade iron ore deposits.Iron oxide deposits occurring in situ within the protore beds are considered to be of residual-replacement origin, due to supergene leaching of gangue minerals and' deposition of secondary iron oxides in their place, Two types of deposit have been recognized. Lode deposits are deep lenses of massive hematite located adjacent to major faults. These deposits are thought to be very old and to have originated by supergene processes during the long period of erosion represented by the major unconformity between the Archaean rocks and the overlying Proterozoic beds. The other type, known as crust ore deposits, are shallow cappings of hematite and goethite on hills formed by the outcrops of steeply dipping protore beds. These deposits could have originated as far back as the early Mesozoic and it is possible that the ore-forming process is continuing at a slow rate at the present day.Deposits formed by erosion and re-deposition of material derived from pre-existing residual-type deposits are known as derived deposits. These include conglomerates and scree accumulations of various types and ages and pisolitic deposits formed by supergene leaching of transported detritus. Derived deposits range in age from early Proterozoic to Recent. Antimony (Sb) is an element similar to arsenic that forms anions in surface waters, rather than cations like other metals. Little is known about natural mobility of antimony in the environment. However, recent studies have suggested that antimony has similar toxicity to arsenic. Current New Zealand drinking water guideline values are 3 parts per billion (0.003 mg/l) for antimony and 10 ppb (0.01 mg/l) for arsenic. Antimony occurs principally in stibnite (Sb2S3) in mesothermal vein deposits hosted in low grade metamorphic belts of eastern Australia and southern New Zealand. Many deposits have been mined historically, including one large deposit, at Hillgrove, NSW. Oxidation of stibnite and associated arsenopyrite and pyrite causes local acidification of natural waters but acid is readily neutralised by carbonates in mineralised zones and host rocks, and therefore waters are near-neutral (pH 6-8.5). Antimony dissolves readily in moderately oxidized, near-neutral waters. Experimental stibnite oxidation yielded up to 37 mg/kg (37 000 ppb) dissolved antimony, and mine and tailings dam waters at Hillgrove mine have up to 55 mg/kg (55 000 ppb) dissolved antimony. Natural stibnite can contain >5000 mg/kg arsenic in solid solution and therefore dissolution of stibnite, arsenopyrite and arsenian pyrite also releases arsenic into waters. Resultant dissolved arsenic concentrations are up to 3.6 mg/l (experimental) and up to 7.2 mg/l (mine and tailings dam seepages). Mine and tailings discharge waters have elevated antimony and arsenic where they emerge, but attenuation occurs by deposition of the metals on to amorphous iron oxyhydroxides which can contain >10% each of antimony and arsenic. Historic disposal of mineralised waste rock and tailings into the stream system at Hillgrove has caused contamination of sediments and waters with antimony and arsenic for at least 20 km downstream with effects traceable in sediments for 300 km. Other stibnite-bearing deposits are likely to have analogous environmental effects, particularly from historically-mined sites.

The rocks of Waihi and the surrounding district are almost entirely rhyolitic and ande5itic in character. Sedimentary rocks, with the exception of some surface deposits of clay loosely compacted conglomerate, etc., and one or two thin and broken beds of a very poor lignite, occasionally changed by igneous agencies into a bituminous coal, are almost absent. In the shafts sunk by the Waihi and Grand Junction companies outside the outcropping andesitic area of the Martha Hill, more than one old surface or lake bottom has been passed through. At these points layers of sand, consolidated volcanic mud and tuff, accompanied by numerous broken fragments of imperfectly silicified wood have been enccuntered, but these occurrences may, for the purpose of this paper, be neglected.The youngest rock of the district are rhyolites, probably of Pliocene age. At least three distinct classes of rhyolitic lava, each possessing features of unusual interest, may be made out. None of these, however, is gold-bearing. The youngest flow, a light-coloured, fine-grained rock, is remarkable owing to its enclosing at times fragments of carbonised wood, varying in size from mere specks up to quite large pieces of almost pure charcoal. Rhyolitic tuff is also met with.
