Green policies have gained momentum since the 1972 Stockholm, Environment Conference. The environmental movement has influenced political initiatives both in New Zealand and abroad. Governments and international institutions have addressed local, regional and global environmental issues with varying degrees of success. New Zealand so far has not supported the United Nations' call for sustainable development in a consistent manner. New institutions and new rules for resource management mean there are opportunities to look after the land in different and more ecologically sensitive ways than has happened in the past. The increasing influence of regional councils in resource management planning will have important implications for mining and mineral exploration. These trends are discussed and possible future events outlined. Green policies have gained momentum since the 1972 Stockholm Environment Conference. Environmental issues are now global and the twentieth year Environment Conference planned for 1992 is likely to see new commitments made by world leaders and their national governments. Green politics may be the popular trend of the moment but green principles of managing the earth's resources are here to stay. There are many businessmen, many technologists, and many politicians who have hoped that the environmental movement was a passing fad and would fade into oblivion. The evidence is otherwise. Far from passing into oblivion, the environmental movement is growing rapidly. Each year brings further scientific data that indicates mankind is on a self destructive course unless we learn how to better manage the earth's natural resources. This information has contributed to a growing population of environmentally aware people. In the last 20 years there have been messages of concern about a population increase out of control and the energy crisis which focused on dwindling oil stocks. The issues are all interrelated including the present global issues of climate change and thinning ozone layers. The attention being given the messages by the United Nations and member states requires similar attention by industry. The problems have been identified; the challenge is to determine what should be done about them. Every challenge brings new opportunities and the future need not be doom and destruction. Mining is seen by some of the environmental action groups as unnecessarily destructive of the environment, but I do not see mining ceasing in the next few decades. Rather, the rules will be clearer with some areas excluded from mining, the methods of extraction will improve, the technology of processing will become more sophisticated and restoration of mining sites will be not only normal practice worldwide, but the end result may leave no hazards, may enhance the landscape and may result in acceptance of the industry by the general public. For that to happen, commitment and cooperation is required between the industry, the government, and society. As an Officer of Parliament my role is to review the system of agencies and processes established by Government for allocating, using and preserving natural resources and to report whether the system is maintaining and improving the quality of the environment. I also have a responsibility to see that the environmental planning and management carried out by public authorities is effective. That Ineans I have a keen interest in how the mining industry is administered by New Zealand public authorities, including Ministers of the Crown and district and regional councils. Today I intend to review the approach to resource management being taken by international agencies and by the New Zealand Government, and to comment on how environmental impact assessment for mineral exploration, as well as mining, may be administered in the future.

A trigger action response plan (TARP) provides a structured response to escalating levels of risk. In mining, TARPs are typically applied to primary hazards such as inrush, strata failure or heating. Necessary for the creation and deployment of a TARP is a monitoring system capable of detecting deviations from normal conditions. The advent of real-time instruments capable of measuring diesel particulate matter now permit decision-making within shifts to address possible overexposure. Deploying a TARP for diesel exhaust emissions can lower the probability of a person’s average exposure (over a full shift) exceeding the exposure standard by detecting deviations of diesel particulate concentrations from normal conditions. This enables pre-emptive action to mitigate or protect. The use of electrical or electronic safety systems to protect personnel, and the engineering tasks associated with the design, manufacture and maintenance of these systems are referred to using the term ‘functional safety’. In the past ten years, the use of such systems has transitioned from its traditional base, in oil and gas major hazard facilities, to being a part of most large mining and materials handling projects. In particular, functional safety is rapidly becoming a significant component of Australian iron ore projects, typically in the form of emergency stops, remote isolation, drive through interlock, robot cell entry or mobile machine anti-collision systems. While these types of systems have been in use in iron ore for a long time, functional safety standards (eg AS61508, AS62061, AS4024.1503) require more rigourous demonstration of the level of risk reduction provided by the systems.The early engineering project development phases require a number of key decisions to be made around functional safety implementation. The decisions made at this point in a project will go on to dictate the required types of risk assessment and analysis, equipment selection, sizing of substations, and training and maintenance requirements for owners. For project teams that are unfamiliar with functional safety, or inexperienced in its application, an incorrect decision or failure to understand the requirements of the chosen standard can lead to a failure to meet contract requirements, as well as major cost and schedule overruns.This paper examines the implications of functional safety on early engineering studies, focusing on the following questions: How does a designer or company determine what standard is best suited to their project? What key aspects of functional safety design need to be considered during project development? This paper describes new research and development currently being undertaken by the CSIRO Mining Technology Group to advance the automation capability of continuous mining equipment in underground coal mining operations. The effort aims at increasing the overall rate of roadway development as well as providing a safer working environment for underground mine personnel. The activity is funded by the Australian Coal Association Research Program (ACARP) and forms part of a larger underground development initiative, known as the CM2010 project. The CM2010 is managed via a consortium of leading mining industry representatives through the Roadway Development Task Group (RDTG). The Task Group has identified three research areas requiring new development in order to realise the CM2010 project objectives: self-guiding (autonomous) continuous miner capability, an enhanced drilling and bolting process and improved mesh deployment. CSIRO's primary role in the CM2010 project is in the development of the autonomous continuous miner guidance capability.This paper reports on outcomes achieved at the half-way mark of a three year research and development project. It details the technical developments undertaken towards demonstration of a 'self-steering' capability to enable a continuous miner to automatically maintain a given mining heading and mining horizon under production conditions. A primary technical requirement of this automated functionality is the means to accurately determine both the location and orientation of the continuous miner in real-time. Testing and validation of the guidance system solution has been implemented using a combination of an instrumentation-grade inertial navigation unit and radar technology. Comprehensive performance evaluations have been conducted using a scale skid-steer mobility platform known as the Phoenix. Results achieved to the present stage of the project are highly promising and suggest that an automated self-steering functionality is achievable under production conditions. This new outcome represents an important move towards implementing a step change improvement for future underground roadway development.

Assessing and managing instability hazards is an essential activity when working with unstable natural slopes and excavated open pit mining slopes. Slope monitoring has become the standard technique for the management of geotechnical risks associated with mine slope instability hazards. In recent decades, a proliferation of new monitoring techniques such as terrestrial radar, satellite InSAR and LIDAR have become standard operational tools, complementing conventional survey-based monitoring solutions. A reliable monitoring system should identify and record incipient anomalous slope movement. Although the most obvious purpose of a monitoring system is safety related, slope deformation and performance monitoring also enhance the understanding of slope behaviour and assists in improving system design and implementation. For a monitoring system to be considered an effective early warning tool, it needs to operate in real-time and should be linked to the mine’s emergency communication systems. Terrestrial radar systems have been developed that can provide near real-time measurements, at a high level of precision and covering broad areas in all weather conditions. This has had a positive impact on the management of geotechnical risks in operational conditions. The technology adoption of RADAR in mine monitoring has significantly progressed in the last 20 years from technology enthusiasts, to visionaries, to pragmatists to conservative users. However, the increasing adoption of RADAR cannot reduce or remove other monitoring techniques that often have important benefits; even if these technologies cannot be used as a real-time operational tool. An increasing awareness on the importance of combining data from different monitoring techniques to develop a holistic picture of all possible geotechnical hazards is a current industry trend. This is proving to be an excellent foundation for managing hazards associated with slope instability in open pit mines, and is only expected to improve with time with the adoption of new technologies based on big data and Artificial Intelligence (AI).

The sulphide samples showed a strong polarization effect, the magmtude of whIch depended directly on the conductivity of tlIe pore electrolyte.

While improvements in occupational health and safety (OHS) in the mining industry have decreased fatalities and accidents, little attention has been paid to the cultural confound of 'safety' in the increasingly multicultural mining industry. Occupational health and safety processes often contain assumptions of cultural understanding that may not be shared or understood by mining employees. There are potentially dangerous and costly implications of cultural difference in the mining environment. Some people have been enculturated with high levels of anxiety concerning catastrophe and uncertainty while others have a more laissez faire attitude to accidents and disaster. The level of cultural anxiety about uncertainty can be a major factor in the acceptance of OHS processes. OHS manuals based on a comprehensive set of rules and procedures may assume that the authority of 'rules' is shared by all employees regardless of a variety of cultural understandings when this may not be the case. Similarly, cross-cultural employees may not share a background or acceptance of expensive technological innovation and so resist/avoid the application of new safety equipment. Then too, OHS staff may not realise the significance of religious belief or personal responsibility on employees' attitudes to safety in the workplace environment. A lack of consideration of these cultural elements could have fatal and expensive results. This paper explores the impact of cultural difference in the understanding of OHS in the Mining Industry, presents a model to improve the understanding of the cultural confound in safety, improves analysis of OHS in practical multicultural situations, provides assistance for those involved in OHS training and may become a basis for developing OHS policy and procedure.

The Morning Star Gold Mine presents an example of a prolific operation with considerable historical records, mine workings, drill hole logs and countless plans from greater than 20 adjacent mines which have now been consolidated to form the current project. Implementation of 3D computer modelling in the planning stages has provided an additional tool to integrate and refine geological models as a guide to some exploration strategies. It has allowed for a re- interpretation of the host rock units, dimensional constraints, new exploration extensions and provisional resource modelling. The initial consideration of this project was to integrate 135 years of mining history into a single database. Each historic mining area had an unrelated mine grid, often established parallel to the long axis of their main stopes; some were based on magnetic or true north. Survey plans were in chain, imperial or metric units. Through the manipulation and rotation of old grids, previously unrelated mine workings began to form continuous mineralised zones, with unmined portions still remaining in between the existing development. Furthermore the current drillhole database of >433 holes showed numerous confirmatory intersections of new mineralisation. A series of tiered tables were created within a relational database to derive guidelines for assessing data to attribute a Mineral Prospectivity Value [MPV] based on key indicators of mineralisation. Indicator logging now forms the basis of geological descriptions.

The Karangahake adularia-sericite epithermal gold-silver deposit, located at the southern end of the Waitekauri Corridor, Hauraki Goldfield, occurs as quartz veins with associated alteration haloes. Integrated geophysical studies were undertaken to determine the expression, location, and extent of these alteration zones. Aeromagnetic data show an extensive, magnetic æquietÆ zone over Karangahake and the southern Rahu Ridge that represents a zone of magnetite destruction resulting from hydrothermal alteration. Analytic signal data are used to define the boundary of this zone; the resulting 6 km2 area is elongate north-south with an irregular boundary. A detailed gravity survey over the area reveals a positive residual gravity anomaly, up to 30 gu in amplitude, over the Karangahake deposit. Density measurements on near-surface rocks give low values indicating that the source of this positive gravity anomaly must be deep; possible causative bodies include an igneous intrusion or dense sulfide mineralisation. To the west and east of the host Waipupu Formation, strong gravity gradients of 100 gu/km and 65 gu/km reflect the faulted boundary of the Hauraki Rift, and the edge of the Waihi Basin respectively. High resolution airborne radiometric data define a 2.2 km2 area of potassium enrichment. This area is elongate north-south and has an irregular boundary. It coincides approximately with the centre of the magnetic quiet zone and the peak of the gravity high, and correlates with known areas of intense mineralisation. Anomalously high potassium counts and elevated K/Th ratios correlate with areas of potassic alteration that have undergone K-metasomatism. Underexplored portions of this zone may indicate areas of gold-silver prospectivity. Combined geophysical data therefore reveal the extent of hydrothermal alteration, and the central zone of Kmetasomatism that is most likely to contain orebodies.

Gold rooms represent a high security area and preventing theft is a challenging task. Where gravity concentrates or high value unit intermediate products are present, particular and specific security procedures must be put in place. This paper describes the development and implementation which reflects best practice in gold room security. Procedures involving key holder systems, key locks, swipe cards and double locks preventing any one person having access to the gold room, including specific procedures for gravity gold concentrators, will be addressed. The use of monitoring and how to deal with alarms and potential hold ups will be reviewed. The use of cameras and archival DVD recorders is common in gold rooms. The use of electronic surveillance, movement detectors, seismic monitors and the two person policy and gold room entry procedures are described, including how to deal with visitors. The importance of confidentiality regarding smelting and gold pick-up days, plus strategies employed to minimise storing large quantities of gold on site will be presented. The role of metallurgical accounting in providing quality auditable information and the minimum standards of record keeping required is discussed. The role of the Gold Squad will be outlined. Regular auditing and risk analysis and several case studies are cited where security was deficient or improved.

This paper provides an example of how industry can respond to the implementation of new regulatory approaches to mining risk, health and safety by adopting a robust, practical, software-based approach to the management of risk accountabilities in terms of competence, experience and suitability for obligations and responsibilities, as required in Queensland Coal Mining operations due to the introduction of Recognised Standard 22 (‘RS22’; Resources Safety and Health Queensland, 2021). Based on the authors’ experience from working with several Qld mine operations, it offers a snapshot of the experiences, approaches and reservations faced collectively by industry as a result of the introduction of RS22. Several challenges exist within the detail of RS22, leading to varied interpretations, implementation strategies and overall compliance between mine sites. Arguably the single biggest challenge identified has been how to find a balance between compliance and practicality – considering cost, operational interruption, available pathways for delivery of competence, ongoing compliance and value adding to the business operations and people. Software-based solutions are increasingly being relied upon to address the introduction of new regulatory approaches and the significant administrative load placed on mining operation Site Senior Executives (‘SSE’) due to RS22 means this case is no different. This is further complicated given the continuous, ongoing changes with the site management structure witnessed by the authors across each of the mining operations as a result of continuous changes to personnel, the site risk profile and an overall mining industry uncertainty of how to respond to RS22. The stringent reporting/notification requirements under legislation compounds this further. The approach put forward by the authors is a well-considered rationale and approach to the application of training and skilling; and equally how to ‘future proof’ the coordination of site training needs around changes to the Management Structure, the Risk Register, skilling processes and succession planning. A brief investigation of other legislative frameworks concluded this approach would likely meet or exceed expectations of jurisdictions across Australia and overseas, making this a highly flexible approach for establishing a competent Management Structure to provide safe systems of work.

The selection of the mode of transport for moving bulk materials is never a simple task as there are various concerns/considerations applied to the selection of the most practical and cost-effective mode of transport to be used to move bulk materials. This paper examines various alternatives for moving ore from a mine at the top of a mountain to a process plant below (some 5000 m apart and a vertical drop of 650 m). The terrain of the mountain section of the route has added its own specific requirements, resulting in the final selection of a pipe conveyor for this application. The paper further addresses the final selection of hardware used in the implementation of the solution.

Atlas Iron Limited’s McCamey’s North project lies at the eastern end of the Hamersley Basin, approximately 50 km east of Newman, Western Australia, and 3 km northeast of BHP Billiton’s Jimblebar Mine. The presence of significant surface iron mineralisation identified during field reconnaissance, has subsequently been further defined by detailed mapping and RC drilling.The project area is dominated by outcrops of moderate to steeply north and south dipping banded iron formation, cherts and shales of the Boolgeeda Iron Formation overlying rhyolites and rhyodacites of the Woongarra Volcanics. In lower lying areas recent colluvium and alluvium mask the Archaean geology. Drilling and downhole geophysics has allowed a composite stratigraphic section to be compiled through almost the entire Boolgeeda Iron Formation.Surface orientations and subsurface stratigraphic correlations using natural gamma logs indicate large scale open folding about east-west trending fold axes across the project area; while small scale tight to isoclinal folding with similar fold axis orientations are visible at the outcrop scale. These folds are cut by a number of moderate to steeply south-dipping normal faults defining a series of north-dipping fault blocks which repeat the stratigraphy across the project area.Bedded iron mineralisation consists mainly of haematite-martite and goethite ores with best results of 78 m @ 60.5 per cent Fe. Vitreous goethite is observed at the surface of the mineralised horizons. The mineralisation exhibits a strong stratigraphic control and extend down-dip up to 120 m below surface. The strike extent of the mineralisation is still to be determined. An inferred resource of 39 Mt at 58 per cent Fe has been defi ned to date (ASX: AGO 3 February 2011).The fi ndings at McCamey’s North indicate that there is potential for economic iron mineralisation to exist in other areas of Boolgeeda Iron Formation within the Hamersley Basin.

Strain-based failure criteria have several advantages over stress-based failure criteria: they can account for elastic and inelastic strains; they utilise direct, observable effects instead of inferred effects (strain gauges versus stress estimates) and they model complete stress-strain curves, including prepeak, non-linear elasticity and post-peak strain weakening. In this study, a strain-based failure criterion derived from thermodynamic first principles utilising the concepts of continuum damage mechanics is presented. Furthermore, implementation of this failure criterion into a finite element simulation is demonstrated and applied to the stability of underground mining coal pillars.In numerical studies, pillar strength is usually expressed in terms of critical stresses or stress-based failure criteria where scaling with pillar width and height is common. Previous publications have employed the finite element method for pillar stability analysis using stress-based failure criterion, such as Mohr-Coulomb and Hoek-Brown, or stress-based scalar damage models.A novel constitutive material model, which takes into consideration anisotropy as well as elastic strain and damage as state variables, has been developed and is presented in this paper. The damage threshold and its evolution are strain-controlled, and coupling of the state variables is achieved through the damage-induced degradation of the elasticity tensor. This material model is implemented into the finite element software Abaqus and can be applied to 3D problems.Initial results show that this new material model is capable of describing the non-linear behaviour of geomaterials commonly observed before peak strength is reached as well as post-peak strain softening. Tin mineralization in both eastern and western Tasmania shows a spatial correlation with middle Palaeozoic biotite granites and adamellites. The range of composition of these granitic rocks is restricted with respect to Mg, K, and Na content. Because this compositional restriction is shown by granitic rocks from other tin provinces, the concept of a genetic relationship between these granites and the associated tin mineralization is reinforced, and similar concentration mechanisms may be involved.Gold mineralization is largely restricted to eastern Tasmania and in contrast to the tin mineralization is rarely spatially associated with the middle Palaeozoic granitic rocks, although most authors have suggested a genetic correlation with hornblende and/or biotite granodiorites.Although few analyses are available, the granodiorites that are spatially associated with gold deposits exhibit similarities to granitic rocks from gold provinces elsewhere. These features suggest a possible genetic relationship between gold mineralization and the granodiorites.The composition of granitic rocks may be used as an aid to exploration in delineating areas of potential tin and gold mineralization in granite terrains.

Gold was first discovered on the Shotover by Thomas Arthur in 1862, and soon there were over 3000 miners working on the river. It has often been called the richest river in the world. Most countries probably have one of these, but it was certainly the richest in New Zealand. In the early days some miners collected as much as 200 oz/d from a sluice box, and the early river gravels must have been extremely rich before the gold bearing terrace gravels were sluiced into the river. Otago produced about 10 Moz out of the NZ total of over 30 Moz. Most of this was alluvial and possibly one third or more came from the Shotover. The extremely cold winter and danger of flooding made it a dangerous river to work. During 1863 when heavy rain melted snow in the high country, the river rose 35 ft overnight and drowned many miners camped on the banks. These hazards still exist and dominate the method of working. The early hand miners cleaned out much of the riverbed, and the advent of the hydraulic elevator enabled deeper parts of the river to be worked over. Extensive sluicing of high terraces also took place particularly around Skippers. Several companies have attempted operations on the Shotover. Many of these were distinctly unsuccessful, such as the suction dredge at Maori Point about 1930 and the Skippers Limited fluming in about 1934. At least two attempts were made to divert the river with the Sandhills cut above Skippers and the Oxenbridge Tunnel down near Arthur's Point.

In planning mine ventilation systems, heat issues are normally associated with deep-level mines where auto-compression and virgin rock temperatures play a major role. However, a number of mines suffer from high ambient temperatures and humidity, very steep virgin rock temperature gradients and an influx of hot groundwater. Mines in Australia and, particularly, South-East Asia have to deal with these environmental conditions, both in the operational and planning phases. These operations normally have to take heat into consideration during the planning stages at much shallower depths. In high rainfall regions, the water table is saturated and groundwater flow rates are particularly high, which add significant water heat load potential to the mine ventilation system.This paper considers the ventilation challenges associated with hot groundwater conditions in mechanised mines. The paper is based on specific project experience gained from a number of projects in the United States, Australia and South-East Asia and draws on data from mines that experience hot groundwater conditions. Responsibility for the administration of mineral resources is divided between federal and provincial governments. The paper traces the evolution of mineral policies at both levels of government, from the end of World War II to the present. In the immediate post-World War II years, the emphasis was on supplying the raw material needs of a rapidly growing world economy. Policies favouring growth and development of the Canadian mining industry were instituted during this period. Two decades of uninterrupted expansion (the 1950s and 1960s) ensued. The decade of the 1970s was a turbulent one for Canadian mineral producers. Governments intervened more substantially than ever before. Moreover, the industry suffered from an intense period of competition for resource revenues by the two levels of government. At the same time, far reaching changes were taking place in the structure of world mineral markets. To date in the 1980s, the mineral industry has, perforce, adapted to existing mineral market structures. Mineral policies, too, have shown signs of adapting to the needs of the mineral industry. Whether the resulting mix of policies will permit the revitalization of the Canadian mining sector remains to be seen.

At the treatment plant of the Broken Hill South Limited, Broken Hill, the zinc concentrates, with water, are pumped out to a more or less level area, and stored in dams to dry by drainage and evaporation.In-the construction of these dams a clay bank is first thrown up around the proposed dam site. The concentrate and water mixture are then run in from the perimeter, the solids being continuously shovelled up to increase the bank height, while the clear water is drained off at the centre and returned to the treatment plant.These dams vary in size up to 57,000 sq. ft. in area; when completed the banks are about 12 it. high, and the capacity for the largest dams is about 350,000 cub. ft., say, 20,000 tons.The survey office is called upon for a monthly survey of these dams, generally three of which are in process of building or refilling. The puggy nature of the material prohibits walking beyond the bank of the dam, therefore the following method of estimating concentrates was evolved. No originality is claimed, but as the need is for a true survey, and the results have shown the accuracy of the method, a description is warranted. The dam site is first laid out into 10-ft. squares with a theodoliteand 150-ft. steel tape, the outside lines being placed about 15 ft. from the clay bank - 15 ft. is the maximum convenient distance from the bank for working with the levelling staff mentioned later.As the dam is rarely rectangular in plan, the outside points pegged out are not always the corner of a square, but are placed to give the greatest convenience in later work, that is to say, there may be triangles and irregular figures. The ores of the Golden Mile exhibit considerable complexity. As a consequence, the operating company, Kalgoorlie Consolidated Gold Mines (KCGM), considered it important to develop a coherent database of information describing the nature of the many ore lodes in terms of (1) rock properties and mineralogical content, including relative proportions, grain size, associations and deportment of key elements between minerals, (2) the relative behaviour of consituent minerals in various stages of processing and (3) the nature of the final products and key intermediate streams. The paper describes a sequence of metallurgical tests covering comminution, flotation, gravity concentration, leaching and calcining, carried out on three lodes of the Golden Mile. Key samples generated by the testing were subjected to comprehensive size-by-elemental assaying and QEM*SEM mineralogical determinations of sulphide and precious metal associations. Significant differences between lodes were identified, and the impact of these differences on processing is discussed.
