One of the responsibilities of the Melbourne and Metropolitan Board of Works is to provide a sewerage system for the metropolis of Melbourne which now contains over 2.5 million people. In providing this sewerage system it was necessary for the Board to embark on a large tunnelling programme some 20 years ago. As a result of this extensive tunnel construction programme, tunnel boring machines and shaft sinking methods have been developed to cope with the soft ground and soft to medium rock found in the southern and eastern areas of Melbourne where the majority of the recent tunnelling has been carried out. While in the last few years radical changes in construction methods have not been made, development has continued and improvements have been made, which have enabled the Board to extend the limits of the ground conditions in which it can efficiently construct shafts and also tunnels with boring Machines.

The two methods for calibrating the parameters K and (alpha) for use in Gy’s equation for the fundamental sampling error (FSE), the duplicate sampling analysis (DSA) and the segregation fractionalised analysis (SFA) are described in detail. A case study using identical broken reef material from a Witwatersrand-type orebody is calibrated using the DSA and SFA methods and the results are compared. Classically, the form of Gy’s equation for the FSE raises the nominal size of fragments given by dN to a power of 3. Gy’s formula is a theoretical formula applicable in the case when fragments are randomly collected one by one, which is obviously never the case. This is because the fragment shape factor (f) and the granulometric factor (g) were introduced to take care of this anomaly. More recent formulae, such as those suggested by François-Bongarçon and Lyman, are empirically based formula. A later modification of Gy’s formula raises dN to the power ? (alpha), the latter term being calibrated with the coefficient K in the DSA and SFA methods. The preferred value of ? (alpha) for low-grade gold ores used by sampling practitioners in the mining industry is 1.5. A review of calibration experiments for low-grade gold ores using the DSA and SFA methods has produced values of K that vary between 70 and 170 and values of alpha in the range 0.97 to 1.30. The average value for alpha is found to be 1, rather than 3 as originally proposed in the classic form of Gy’s equation or the industry preference for 1.5. It is suggested that for low-grade gold bearing ores, the equation for the FSE should raise dN to a power of 1. Such an equation for the variance of the combined FSE plus the grouping and segregation error, now referred to as the short-term component of the quality fluctuation error (QFE1), greatly simplifies the characterisation of gold ores, which now only requires the calibration of K for a given mass and established fragment size. The implications for the heterogeneity test from the generalised equation are that provided the fragments have been screened to within a narrow size range, any particular size will return a value for K that is acceptable for use in the sampling nomogram.CITATION:Minnitt, R C A, 2017. The 1980's have produced an outstanding revival of the Australian gold industry. In contrast to some previous mining booms, the economic aspects of the growth in gold production are soundly based. In general the new developments have been highly profitable and this is beneficial to all parties- whether they be government, shareholders employees or suppliers. Mining companies are showing a large commitment to gold exploration with approximately 50% of Australian exploration budgets now being directed towards gold. An increasing proportion of this expenditure is being channelled towards the eastern States with Queensland 'being the major centre of interest. Further strong growth in production is expected with some 50 projects likely to come on stream before 1990. A very significant aspect of the foundation for this growth is a continuation of the existing tax status of the industry.

The phenomenon of Instantaneous Outbursts, although not new to Australia, was sharply drawn to the attention of the local coal-mining industry by two isolated fatal occurrences on widely separated fields, both late in 1954. An outburst is the eruption of apparently solid coal from the face, aided by vast quantities of gas released from the coal, as the coal fails under mining stresses additional to its natural stressing.The gases involved are principally methane and carbon dioxide. The various factors which combine to produce outburst conditions range from external factors such as stresses arising from depth of cover and other causes, to inherent factors such as strength of coal,and its capacity to retain gases (sorption). Of the localities where instantaneous outbursts occur the Gard Basin in Southern France has had the greatest number and the most serious occurrences. By contrast, local outbursts have been minor.Experimental work into some influencing factors has been carried out by various overseas authorities and some research has been accomplished in Australia. Practices used in some overseas areas to improve safety of working are largely empirical, as are the local rules and recommendations for work in affected areas.The appearance of further outburst areas is anticipated as mining becomes more extensive and deeper.INTRODUCTION"Instantaneous Outbursts" can be described as violent eruptions of coal from the solid accompanied by considerable gas evolution. The projected coal is usually of small size, and a high proportion is pulverized, and may be carried and deposited over great distances by the gases, liberated from the outburst. This outburst coal is of bituminous to anthracitic rank, and the gas involved is essentially methane or carbon dioxide, or a mixture of both. Outbursts involving carbon dioxide are usually more violent and dangerous. The phenomenon is relatively unusual, being confined to probably sixteen known areas in the entire world, these areas comprising only portion of the coalfields in which they occur. Usually only one or two mines on each field are affected.

The Government of Canada recently passed a new regulation to control the liquid discharges from metal mines in Canada. The Metal Mining Effluent Regulation of the Federal Fisheries Act will come into force within the next six months. As a result the Ontario Regional Office of Environment Canada has developed a compliance promotion program to accompany the new regulation. How the mines implement the regulation will be key to its success. This paper will briefly outline the components of this regulation, including the reporting structure, the discharge parameters and limits, as well as the requirement for the mines to conduct long-term environmental effects monitoring on their effluent discharge. The presentation will give a brief account of the compliance promotion program, and then focus on the spill trends from Ontario mining operations. The province of Ontario has the largest concentration of metal mining operations in the country with approximately 40 active mines.

The Kainantu Project is located within the New Guinea Thrust Belt in northern Papua New Guinea. The area has a long history of exploration and production, with the discovery of alluvial gold in 1928 followed by the discovery of vein deposits of gold and copper at Kora in the 1950s and the current Irumafimpa vein gold mine. Current resources on the Kora-Irumafimpa Vein System (KIVS) stand at 1.5 Moz Au, 5 Moz Ag and 217 Mlb Cu.Mineralisation in the region includes gold, silver and copper associated with mid-Miocene age mafic to felsic intrusions. The KIVS occupies a broad north-west-trending mineralised zone more than 2.5 km long and 200 m wide, with the Kora, Eutompi and Irumafimpa veins on the western side and the Judd and Upper Kora veins on the eastern side. Economic mineralisation occurs in two closely related events occupying the same strongly structurally controlled shearing (quartz-Au-telluride veins and sulfide Au-Cu-Ag veins with free Au) and is best described as a significant intrusion-related event with both epithermal and mesothermal facets that does not appear directly related to known porphyry Cu-Au systems as seen at the surface. Significant wolframite is associated with vein quartz of a slightly older age but also occupies the same shear system.The KIVS occurs within a larger mineralised area of approximately 5 × 5 km. It has complex multiphase intrusions, breccias and diatremes that are only partly delineated by drilling and comprises multiple occurrences of Au-bearing veins and porphyry Cu-Au mineralisation. The area is considered to have high potential for extending the current resources and is being actively explored. Contemporary mine wastewater flows are subject to stringent water quality standards before discharge to local waterways. Strict criteria are often applied as a result of fears of extensive acid mine drainage; a feature of the many abandoned mine adits around the Coromandel, Central Otago, and the West Coast. In most cases the USEPA water quality criteria have been used to set treated wastewater discharge water quality standards. In future it is possible that the recently published ANZECC water quality criteria guidelines will be used for this purpose. The ANZECC guidelines also provide for the establishment of discharge criteria at specific sites, rather than accept the trigger values. The use of site-specific criteria for treated wastewater mine discharges was pioneered at the Golden Cross gold mine, near Waihi, in the late 1980s. The procedure used to derive water quality criteria was based on USEPA guidelines. In developing the Golden Cross criteria, only species that occur, or are similar to those that occur in the Waitekauri River were used. The mine commenced discharge of treated wastewater in 1991, and macroinvertebrate communities in the vicinity of the discharge point have been regularly monitored twice a year for the past 12 years. Despite fluctuations in community composition and abundance over that period, no permanent significant changes in the macroinvertebrate communities occurred between sites above and below the treated wastewater discharge. The success of the site-specific criteria at Golden Cross has shown how the application of this methodology can result in the protection of aquatic life while allowing for the discharge of treated mine wastewater.

Mining and tunnelling share many commonalities (eg confined working environments, excavation equipment and processes), but of significance is an overarching commitment to provide safe work conditions and environments. This includes reducing exposure to hazardous airborne contaminants such as dust and fumes, in particular Respirable Crystalline Silica (RCS) and Diesel Particulate Matter (DPM), with methods that are environmentally sustainable. In mining, wet methods are common to suppress airborne contaminants, however these methods are reliant on water availability, can be less effective for respirable dust, can have implications for environmental water contamination and can increase maintenance on mining equipment. In contrast, the use of dust scrubbers that provide filtration of airborne contaminants are well established in the tunnelling industry and frequently used to provide spot extraction (dust control at the source) and act often as a complement to the main ventilation system. This paper sought to learn more about the advancements in tunnelling that could be readily applied to mining to improve health outcomes. The paper includes a review of literature and legislation related to health and sustainability and interviews with three respected, and experienced managers from the global tunnel construction industry. It is from these interviews that the focus of the paper turns to Sydney’s WestConnex underground tunnel network and the success of stage 3A M4-M5 construction link. The findings position dust scrubbers as integral to the overall project success as they enabled a Tunnel Production Line (TPL), where multiple stages of construction could take place simultaneously by controlling high volumes of dust at the source. The findings also suggest efficiencies of using mobile scrubbers, both track mounted and hydraulic stepping systems, to accompany road headers and other equipment throughout the excavation process. The findings have transferable applications to underground mining processes in which workers are exposed to high volumes of dust (eg drill and blast) or situations in which dust control at the source, mobility and flexibility offer value (eg room and pillar mining).

Submerged arc welding (SAW) is one of the significant metal-joining processes for manufacturing marine vessels, steel pipes, and offshore structures with high deposition rate and engineering reliability. Welding flux serves several essential functions, including atmospheric shielding, arc stabilisation, bead morphology control and weld metal (WM) refinement. Therefore, from a thermodynamic point of view, the focus for flux design and WM compositional/microstructural modification has been placed to elucidating the transfer pathways and mechanisms of major alloying elements, such as Si, Mn, Ti and O during welding. To this end, a thermodynamic model has been established to predict alloying element contents in the WM. Such functions are enabled by the physicochemical properties of the fluxes, which are inherently rooted in the nature of the fluxes. A unique yet systematical investigation, including physicochemical property changes and structural evolution behaviours, has been conducted over the wide range of fluxes applied to actual welding of EH36 shipbuilding steels. Combined with spectroscopic methods, structural behaviours of network formers such as SiO2, Al2O3 and TiO2 and network modifiers such as MgO, MnO and CaO have been illustrated. Viscosity and ionic conductivity have been found to be positively associated with the degree of polymerisation.

It is argued that the capture of par- ticles by bubbles is primarily caused by hydrophobic ("structural") attraction forces. Neither dispersion forces nor double-layer forces can account for hydro- phobicity, though the latter are known to influence the kinetics of capture. The recent experiments of Israelachvili and Pashley (Nature, 300: 341-342, 1982) with hydrophobic mica plates provide the first measurements of the range and magni- tude of hydrophobic interaction forces.

Detailed geochemical analysis of cored and non-cored drill hole data was used to characterise and model the Cenozoic detrital valleys of several deposits within the southern Pilbara region, Western Australia. The purpose of this modelling was to better characterise and understand the relationships between the various geotechnical units comprising mixtures of rock and soil for the purposes of slope stability and depressurisation studies.This paper presents data from several valleys where geological, geomorphological and climatic processes have resulted in the deposition of heterogeneous detrital rock and soil sequences. Seven primary detrital units are recognised as occurring within all the valleys studied, suggesting that the geological processes involved in the erosion and deposition of the units were widespread. Geochemical assessment of cored and non-cored data suggests correlatable geochemical signatures can be recognised for each of the units; however, local variability in the groundwater history of individual valleys is demonstrated by late-stage carbonate precipitation recognised both in the core and through the geochemical signatures, which has resulted in alteration of the parent rock/soil material. This paper discusses how the carbonate alteration may lead to improvements in rock/soil mass strength of a clay unit by comparing laboratory strength test samples of the same parent material with varying degrees of precipitate alteration to those with no discernible carbonate alteration. Following from this, correlations with geochemical assay results have been derived, whereby zones of more favourable strength conditions may be modelled through assessing areas of analogous geochemistry.The paper demonstrates how geochemical assessment can lead to improved geotechnical and hydrological modelling for a detrital valley system without the need for significant coring and laboratory testing. Mine closure is a legitimate element of the mining cycle and like mine development involves technical planning, permitting, and finally construction. Closure begins with the mine's operational footprint and transforms the site so that it meets the explicit requirements of the owners and regulators. Implicitly, the closure will increasingly need to meet the requirements of other interested parties such as the local community, workforce, and future land users. Golden Cross is the first modern mine closure in New Zealand. It operated for 6 + years as a mid-size gold and silver mine winning ore from both underground and open pit sources, and processing via a carbon in leach circuit including a cyanide recovery stage prior to tailings disposal. The mine is situated in a sensitive high rainfall environment, and is complicated by the existence of a large ancient landslide underlying most of the tailings dam and waste rock embankment. The regulatory process for mine closure in New Zealand is not clearly understood by operators or regulators alike. The Golden Cross mine was permitted under the Mining Act 1971 and closed primarily under the Resource Management Act. This switch of legislation, the parallel reorganisation of many government departments, and change in societal expectations with respect to long term environmental stewardship during the life of the mine resulted in the requirements of closure being significantly different to the expectations at permitting.

Models which have been presented in the literature consider only selected aspects of dense medium cyclone operation, are empirical in nature and generally relate only to severely limited ranges of operating parameters. This paper reports progress towards development of a more comprehensive and robust model. The data base consists of partitioning parameters developed using density tracers and conventional coal sampling and analysis techniques, together with recordings of parameters such as cyclone dimensions, feed pressure, medium size distribution and product media densities.. These data were drawn from 15 Australian coal preparation plants. To elucidate the effects of important operating parameters on medium behaviour and on the partitioning of large particles a series of pilot scale tests was also conducted. The present model consists of eight sub-models which relate to particular aspects of dense medium cyclone operation such as medium flowrates and densities, or size- by-size separation densities and Eps. The model structure follows a logical progression which clearly demonstrates the importance of understanding medium behaviour before attempting to predict partitioning performance. The model also attempts to define the conditions under which yield losses due to unstable "surging" discharge may occur.

Blue Mountain Minerals is a large supplier of calcium carbonate products used by various manufacturers as a major raw material. Very small amounts of free carbon in the rock can have a huge impact in carbon-sensitive applications. The marble in the deposit at Blue Mountain Minerals contains variable amounts of free carbon in the form of trace amounts of the mineral graphite.To make quality improvements, variography was used to measure the impact of non-ideal sampling practices at the Blue Mountain Minerals operations in Columbia, California in the United States. A major investment in correct sampling systems and sampling protocols was implemented over a one-year period. Subsequent variography was used to measure the improvement on the predictability of the graphite content in marble produced by the quarry and as it is processed as an acceptable raw material for extremely carbon-sensitive applications. The improvements of the sampling protocols, control of long-range changes and better knowledge of process cycles are easily noticeable on variograms when they happen to exist. Uranium occurrences and the probable Australian reserves are discussed and the recovery and processing methods used in treatment plants at Radium Hill and Port Pirie, S.A., Rum Jungle and Moline, N.T., and Mary Kathleen, Qid. are reviewed. The broad aspects of the application of nuclear power in Australia are then considered, and those factors of greatest significance are highlighted. It is these factors that are most likely to dictate the future role of nuclear generation in Australia. In commenting on private industry applications, the paper emphasises that each case must be considered on its own merits, and a warning is given that general statements can be misleading. In the long-term situation nuclear power is considered to be capable of playing a leading role and the discussion covers desalination and high load industries although short term applications appear difficult to justify. In non-power applications for nuclear energy reference is made to isotopes and the uses of nuclear devices in mining and civil engineering with a pertinent comment on safety.

After relining one of two blast furnaces and enlarging its sinter plant in 2009, BlueScope radically restructured its Port Kembla steelworks operation in 2011, shutting a blast furnace and halving its total production. This drastic move in response to unprecedented raw material prices relative to achievable steel prices was like that of many integrated steelmakers worldwide facing similar challenges. The 2011 restructure also saw major changes in the amount and type of iron ores and ferrous burdens purchased, and a fundamental reappraising of ‘value’ in iron ores. This paper outlines the changes to raw materials purchases from 2011 to 2017, how BlueScope has responded to the changes in pricing and raw materials quality, the effect on the sintering and blast furnace processes at Port Kembla resulting from higher gangue content, some of the broad technical and economic challenges faced by steelmakers confronted with lower quality iron ores and how BlueScope is meeting those challenges.CITATION:Di Giorgio, N, Bennett, A, Osborne, B and Chew, S, 2017. Laboratory-based dynamic testing provides an invaluable tool in the development of rock bolts for use in highly stressed, burst prone rock masses. While in most cases the laboratory-based test method is not a direct comparison to an in-situ installation due to the purely axial loading and variations in boundary conditions, it does provide an indication of the performance of the tendon system under dynamic loading. The aim of the research described in this paper is to provide an understanding of the effect of the impact velocity of the impact mass during a laboratory-based dynamic test. Understanding the effect of boundary conditions of laboratory testing will improve Geotechnical Engineers understanding of the performance in an in-situ installation. In addition, due to the limited number of dynamic test facilities, an understanding of the effects of the boundary conditions will aid in the comparison of test results for different products from different test facilities. The research was conducted using an impact tester, whereby a known mass is raised to a known height defining the kinetic energy and velocity of the mass at the point of impact with the test sample after release. The impact velocity was varied between 2.7 m/s and 5.4 m/s, while the kinetic energy of the mass was maintained at 11.5 kJ. While a correlation between the impact velocity and strain rate of the system tested was established, due to the properties of the system tested, the range of impact velocity on which dynamic tests were conducted was insufficient to result in a considerable change in the average impact load, the cumulative proximal displacement and the cumulative maximum energy absorbed over multiple impulse. However, due to the reduction in the momentum of the impact mass the impact duration and displacement during each impulse in the series of impulses reduced. Since the independent review of fatal accidents in the mining industry carried out by Dr Sean Brady (the ‘Brady Review’), High Reliability Organisations (HROs) and their operating principles have been discussed across the Queensland mining sector. HROs are organisations said to consistently avoid serious failures, reliably delivering their organisational objectives despite operating in environments characterised by high levels of inherent risk and/or operational complexity. HRO concepts have previously found application in other similarly hazardous industries to mining. However, as Hopkins (2009) pointed out, HROs ‘are very elusive creatures that inhabit the realm of theory more than the real world’. The Queensland Resources Council (QRC) with support from the Commissioner for Resources Safety and Health initiated a review of how HRO principles can be translated to the mining industry. The review was conducted by Noetic, an Australian management consulting company that specialises in hazardous industries, including mining and metals, and has prior experience applying HRO theory.

With the introduction in recent years of third-generation interferometric synthetic aperture radar (InSAR) techniques, monitoring of mine slopes, benches and surrounding areas has benefitted from increased accuracy and coverage. Fundamental research into point and distributed scattering techniques has pushed the use of InSAR to provide higher spatial and height resolution. In this paper we discuss the operationalisation of third-generation InSAR techniques and show its application to active mining operations.This paper will discuss the use of multiple independent measurements of ground movement obtained from operationally-derived InSAR products over a wide variety of deformation areas within an active open pit mining operation (ie pit slopes, dewatering depressions, tailings containment and waste dumps). A technique that shortens the time between observations (increased observation frequency) and provides ongoing estimates of measurement accuracy will be described. The methodology exploits available satellite data by using multiple satellites and multiple beams. The paper will also examine factors in the design of a mine survey with third-generation InSAR and illustrate some of the necessary engineering trade-offs to efficiently monitor a mine from space.Overall, this paper aims to demonstrate the capabilities and advantages of operational third-generation InSAR techniques for ground movement monitoring of mining operations and provide a framework for proper design of a mine InSAR survey.CITATION:Henschel, M D, Sato, S, Ahola, R and McParland, M A, 2014.
