The most important development that has been taking place recently relating to mining operations in New Zealand would generally be regarded as being the Resource Management Law Reform. This has been widely publicised by the Government as a comprehensive review of the laws governing New Zealand's natural and physical resources. Submissions have been sought and a free phone provided to encourage public participation. Recently a Discussion Paper has been prepared by the Core Group coordinating the review to explain progress on Phase One (Ministry for the Environment, Directions for Change: A Discussion Paper, Wellington 1988). It outlines Government decisions already taken which impinge on the Review and describes the possible models for resource management laws. However, it is possible that some fundamental practical issues of significance to the mining industry will not be addressed and may be lost sight of in the much wider issues which are to be covered. The purpose of our paper is to address one of these issues namely, the interrelationship between any new resource management legislation and the Conservation Act 1987 (as recently amended) in the context of Ministerial consents. The importance of this issue can be seen from the fact that as at 7 June 1988 there were 279 mining licence applications and 223 prospecting licence applications waiting to be determined by the Minister of Conservation. Since April 1987 only 19 mining and 13 prospecting licences have been consented to. In addition a major proportion of New Zealand's mineral resources are contained with land administered by the Department.

The ore treatment expansion programme at Mount Isa Mines required the erection of a new lead-zinc concentrator to be known as No. 2 Concentrator. This concentrator was designed by Western-Knapp Engineering Company in conjunction with staff of Mount Isa Mines Limited. Metallurgical design followed conventional wet milling practice, but the size of many plant units is larger than previously used at Mount Isa. The. total capacity of the new plant is 150,000 tons per four weekly period, and the plant is designed to operate in two equal parallel sections.Erection was contracted on a turnkey basis, and the plant was commissioned as a production unit on 23rd June 1966.The existing concentrator, No. I, was converted to treat all copper ore, and the total capacity of the two plants is now 390,000 tons per four weekly period.

The Kwinana Industrial Area (KIA) is by far the largest and most diverse industrial processing region (with supporting industries) in Western Australia. As with elsewhere in Australia (and globally), the KIA is facing sustainability challenges on various fronts, such as increasing water and energy scarcity, climate change, an aging workforce, and growing community expectations. Through the Kwinana Industries Council (KIC) the industries within Kwinana are working closely on common issues in the KIA, including the sustainable development of the region. Over the past decade, significant progress has been made by the industries towards the improvement of the sustainability performance at the company and regional level. Given the ever increasing sustainability pressures, there is strong desire to address sustainability challenges in the KIA, through a pro-active and collaborative industry approach. A sustainability roadmap is being developed to assist the KIC and its industry members with strategic decision making on the long-term sustainability of there. At the heart of the roadmap is a set of key performance indicators for each of seven priority themes or focus areas (water use, by-products produced, greenhouse gas emissions and energy use, economic performance, environment, community impacts and sustainable workforce). Aspirational targets and subsequent strategies are being developed for those activities where the KIC has an influence and can make a positive impact. The indicators and their targets enable constructive stakeholder discussions (eg with government and community) on emerging local issues and possible future directions for the KIA. The paper will report on the development process and the preliminary results of the sustainability roadmap for the KIA, including a historical perspective on milestones achieved so far and future aspirations.

This paper reviews recent positive developments in Europe on the regulation of gold mining. However, it also examines the problem that while gold projects may be bankable and technically and environmental defensible, the odds tend to be stacked against granting of an environmental permit. The historic background to this situation is examined and current developments and initiatives are critically analysed. Standards and benchmarks for the industry have been established across the community and these have a strong influence in European Union accession (and aspiring) states as well. While this is welcome in regard to improving environmental performance, it also represents a significant milestone with mining (and particularly gold mining) now æon the mapÆ as a legitimate enterprise, a situation that was patently not the case prior to 2003. At the project level, very frequently, the difficult biophysical problems are addressed and satisfactorily dealt with according to the new regulations, but still there are problems regards trust and acceptance that underpin a æsocial licenceÆ. What goes wrong and how can companies deal with the social/environmental issues that lead to entrenched views and concerns, irrespective of any amount of demonstration of good practice and corporate social responsibility? What is the role of the non-governmental organisation (NGO) and are they as accountable and responsible as they should be? The findings presented draw upon recent experience with the environmental permitting of projects in Spain, Greece, Romania, Bulgaria and Serbia on behalf of Australian, Canadian and British companies as well as international funding institutions.

The evaluation of mining projects requires a methodology that will give flexibility and manage the existing uncertainty within the projects. The discount cash flow (DCF) and other traditional evaluation approaches, which are widely used in evaluating a significant number of mining projects, have simply assumed that the main variables remain constant in their evaluation; elements such as discounted rate, mine life, operating cost and production rate. The DCF ignores managementÆs flexibility to adapt and reforecast and revise decisions. Real options valuation (ROV) is one of the modern evaluation methodologies that provide a tool to adapt and revise mining projects under uncertainty and future variables movements. ROV brings more variables into the evaluation model compared to DCF and assumes them as uncertain and dependent. Finally, ROV provides a range of solutions that can assist in managing this flexibility.This paper endeavours to compare ROV and DCF for mining projects comprehensively and applies these two techniques in the model. The paper shows that ROV will be inclusive of extra value in mining projects due to variables not allowed for, or even ignored, when the DCF model alone is used. One of the significant advantages of the ROV method is being able to evaluate mining projects under different scenarios from the inception of the projects. Furthermore, ROV gives the ability to evaluate the mining project while allowing for abandonment, temporary suspension, or expanding the mining project. In other words, the ROV evaluation process creates an analytical environment, which allows for optimisation of the mining plan within the mining project, as well as the ability to change the capital structure dependant on existing circumstances over the life of the project. The ROV is a new evaluation method that can add value in mining project analysis and offers opportunities to amplify gains, or to mitigate losses. On 15 August 1998 the first section of the PUTRA LRT system was opened to the public as a free service prior to official commencement of revenue service on 1 September 1998. It is a remarkable achievement to open a highly advanced medium capacity urban railway scheme in four years after the outline concept began. Even more remarkable is the implementation of the next stage which is the underground section planned to be operational in mid-1999. The decision to build the first underground railway in any major urban centre is a technical challenge. The PUTRA LRT System can be likened to Hong Kong when the initial MTR system began in the 1970s and Singapore MRT in the 1980s. Prior to the PUTRA railway very little bored tunnelling had been undertaken in Kuala Lumpur. A few shallow sewer tunnels had been built but the main experience of tunnelling in Malaysia had been for water, hydroelectric and road tunnels usually through granite formations. The ground conditions in Kuala Lumpur were known mainly from experience of piled foundations and occasional deep excavations. The suitability and likely difficulties to be experienced during bored tunnelling could only be theoretically predicted. In both Hong Kong and Singapore, government owned corporations were set up to implement the scheme, but in Kuala Lumpur the whole project has been undertaken by a private company PUTRA, a wholly owned subsidiary of Renong Berhad.

The Institute of Geological and Nuclear Sciences is undertaking a mineral resource assessment study of the Coromandel region, due for completion in July 2000. A key part of the study is the assembly of a geographic information system (GIS), a computerised tool for layering, analysing and presenting spatial information. The GIS is being assembled with ArcInfo/ArcView software and to date includes layers for a digital terrain model, an aeromagnetic map (open file mining company data), a geological map (from the QMAP project), areas of hydrothermal alteration, locations of mineral deposits (GERM database), stream sediment geochemical analyses (REGCHEM database), and a lineament map derived from satellite remote sensing data.

"Water is increasingly being recognised as a material business risk that many companies are still not well-equipped to deal with. Despite a raft of water-risk focused initiatives, methodologies and guidelines, the challenge of managing the strong link between the technical and operational water issues, along with the growing external challenges and interests in water, remain a significant risk to a companyÆs ability to deliver value.This paper provides an overview of the key lessons learnt from ERMÆs experience of working with companies across a range of water sensitive industry sectors, in particular, the mining and oil and gas sectors, to develop and implement practical approaches to manage business critical water risk. These examples highlight the importance of managing water risk by linking technical and operational aspects of water management - with the longer term strategic and social license aspects. Four key ingredients were identified that are central to providing companies with a leading edge in the successful mitigation of water risk: understanding and evaluating water risk including the technical and operational aspects of water management, plus the longer term strategic and social aspects articulating a strong business case that prioritises water risks and their financial exposure to the organisation constructing a clear roadmap that practically links the water strategy objectives with on-the-ground implementation and action building capacity in the organisation to manage, engage and coordinate on water to mitigate risk.CITATION:Ringwood, K and Tang, A, 2013. Mineralogy and coproponents Sino Iron, International Minerals and Austeel are in the process of developing four world class magnetite iron ore mines with multiple open pits along a 25 km strike length of Brockman Iron Formation to the south of Cape Preston on the West Pilbara coast. The close proximity of the proposed pits raises some challenging project approvals and environmental management issues relating to the impacts of dewatering at individual projects and the cumulative impacts of progressive development on local and regional groundwater resources, which includes a large fresh water aquifer system in the Fortescue River alluvium.This paper presents an outline of the hydro-environmental impact assessment process adopted and the key result that the cumulative impacts of dewatering at all four projects on the local brackish groundwater system in the basement rocks is only marginally more than the impact of any one project on its own, and that the impact on the Fortescue River alluvium aquifer is negligible. The paper also presents an outline of the proposed integrated water management approach that will involve coordinated monitoring, ongoing impact assessment and management, and reporting programs for all projects.

Over the past decade, the mining industry has come to recognise the importance of water both to itself and to others. Water accounting is a formalisation of this importance that quantifies and communicates how water is used by individual sites and the industry as a whole. While there are a number of different accounting frameworks that could be used within the industry, the Minerals Council of AustraliaÆs (MCA) water accounting framework (WAF) is an industry-led approach that provides a consistent representation of mine site water interactions regardless of their operational, social or environmental context that allows for valid comparisons between sites and companies.The WAF contains definitions of off-site water sources and destinations and on-site water use, a methodology for applying the definitions, and a set of metrics to measure site performance. The WAF is comprised of two models: the input-output model, which represents the interactions between sites and their surrounding community, and the operational model, which represents on-site water interactions.Members of the MCA have recently adopted the WAFÆs input-output model to report on their external water interactions in their Australian operations, with some adopting it on a global basis. To support this adoption, there is a need for companies to better understand how to implement the WAF in their own operations. Developing a water account is non-trivial, particularly for sites unfamiliar with the WAF or for sites with the need to represent unusual features. The Alligator Rivers Region has been the scene of one of Australia's most intensive environmental monitoring efforts since the current generation of uranium mining was mooted in the 1970s. Prior to mining, the local environment and the nature of potential impacts were not well known. The initial monitoring programs therefore included large baseline characterisation and research components. After some 15 years, water, soil and sediment monitoring programs have been reduced to a fraction of their early size, as the mining and natural systems became better known and characterised, and the actual nature of the environmental impacts were established. Modem techniques allow much more rapid and thorough identification of chemical species and elements of concern, allowing much more focused monitoring programs to be designed. In the 1980s data collection was emphasised at the expense of interpretation, and monitoring programs were maintained at much higher levels than were in fact required. It is now clear that investigations are important and should be distinguished from monitoring programs, and that the timely interpretation of investigations and implementation of recommendations can greatly reduce the effort and expense that can be involved in a monitoring program. Monitoring programs based on a sound understanding of potential environmental impact may then be efficient and cost-effective, yet provide sufficient information to assess the environmental impact of mining, guide further environmental protection measures when problems are detected, and demonstrate compliance with regulatory requirements.

The Late Miocene gold-silver bearing epithermal system at Waihi has some close similarities in its paleo-thermal and geochemical structure with modern, volcanic-hosted geothermal systems such as Ohaaki-Broadlands. At Waihi an extensive braided quartz vein system is enveloped by hydrothermally altered andesites with minor tuff breccias and tuffs. A main stage of vein filling consists of multiple phases of chalcedonic quartz and fine to medium grained quartz, which are accompanied by pyrite, sphalerite, galena, chalcopyrite and acanthite below the base of oxidation. Platy calcite is present locally. Fluid inclusion studies indicate that the main stage quartz was deposited at temperatures of 189¦-273¦C from dilute (Tm of -0.1 to -1.0¦C) fluids that were locally boiling. Homogenisation temperature Th versus Tm data points lie within the field enveloped by dilution and boiling/gas loss paths determined for the Ohaaki geothermal field, and indicates that the parent hydrothermal fluid for the Waihi epithermal system had a similar composition to that at Ohaaki, ie 0.2 wt% equiv NaCl and 3.3 wt% equiv CO2. The hydrothermal alteration mineralogy and the isotopic composition of vein calcite indicate that the hydrothermal fluid contained relatively high concentrations of CO2 , as at Ohaaki. Oxygen isotope analyses of main stage quartz range from 6.1 to 11.6 %0 and of vein calcite from 2.29 to 9.4%0. Calculated d18Owater values for the hydrothermal fluid that deposited the main stage quartz range from 2.0 to -5.7%0, with a trend to less negative values with depth. They are similar to those in the deep chloride fluid in active geothermal systems with a substantial fluid throughput. A high fluid throughput at Waihi system is also evident from the extensive high intensity hydrothermal alteration and large volume of quartz deposited in the vein system.

Previously published stream quality data and AMD (acid mine drainage) analyses have been collated into a database (DAME û Database for Assessment of Mine Environments) and additional samples including NMD (neutral mine drainage) have been collected from coal mine drainages on the West Coast. Variations in the chemistry of mine drainage samples can be related to four factors: 1.       regional geology (Brunner Coal Measures or Paparoa Coal Measures) 2.       mine type (open cast or underground) 3.       hydrogeology 4.       local geology   In general mines hosted in Paparoa Coal Measures produce NMD whereas mines hosted in Brunner Coal Measures produce AMD with highly variable chemistry. Differences in coal mine drainage chemistry between mines hosted in Brunner and Paparoa Coal Measure sequences can be measured with acid-base accounting geochemistry. Correlation of ANC (acid neutralising capacity) and MPA (maximum potential acidity) analysis of rocks with mine drainage samples is substantially better than correlation of NAG (net acid generation) analysis with mine drainage chemistry.   It is likely that NAG analysis over estimates acid generation potential of some samples due to release of organic acids that are not released under environmental conditions. In general, differences in mine drainage chemistry between Brunner and Paparoa hosted mines are attributed to the effect depositional environment and diagenesis on coal measure composition. Exceptions to generalisations relating mine drainage to Paparoa or Brunner host rocks are likely where local geological conditions cause increased deposition of pyrite in Paparoa rocks and additional analyses are required to confirm interpretations.   Based on the interpretation of these results a mine drainage chemistry hazard model has been constructed. The hazard model predicts likely variations in mine drainage chemistry based on the four factors listed above. The hazard model has implications for mine related water quality risks. For example, ecotoxicity, human health affects and selection of remediation techniques are all sensitive to mine drainage chemistry.

Area selection criteria for gold exploration have historically highlighted the low prospectivity of high-metamorphic grade terranes relative to regions with lower metamorphic grades. The Tropicana gold project, Western Australia, is a rare example of a major greenfields gold discovery in Archean mid-amphibolite to granulite-facies gneissic rocks that have experienced widespread recrystallisation and partial melting.The project, located on the tectonically reworked eastern margin of the Yilgarn Craton, is part of the Tropicana Joint Venture, which is 70 per cent owned by AngloGold Ashanti Australia (manager) and 30 per cent by Independence Group NL. Construction of the mine commenced in the June quarter of 2011 and first gold pour from open pit mining is anticipated in the December quarter of 2013. The approved project will have a ten-year mine life and in the first three years of operation, gold production will be between 470 000 - 490 000 oz/a at a cash cost of A$590 - A$630/oz.Reserves as at 31 December 2011 total 56.4 Mt grading 2.16 g/t for 3.91 Moz of gold. The mineral resource, as of 30 December 2012, has grown to 7.89 Moz of contained gold, including Inferred Resources of 11.9 Mt at 2.83 g/t for 1.08 Moz.Economic gold mineralisation post-dates peak metamorphism and is interpreted as younger in age (ca. 2500 Ma) than other gold deposits in the Yilgarn Craton on the basis of structural and geochronological constraints. Mineralisation is genetically related to an imbricate thrust stack that records a prolonged history of reactivation during the Proterozoic era. Gold mineralisation formed from higher temperature (>350¦C) silica-undersaturated fluids that preferentially migrated though a favourable intensely potassium metasomatised zone. Permeability created during brittle fragmentation was accompanied by replacement of mafic metamorphic minerals, and synchronous partitioning of strain into pervasively biotite-sericite-pyrite-altered stylolites and shear planes that bound more competent lithons.CITATION:Doyle, M, Savage, J, Blenkinsop, T G, Crawford, A and McNaughton, N, 2013. Gold was discovered at Waihi in 1878. In 1987 the modern Martha Mine opened in the middle of the town of Waihi. Newmont Waihi Gold as the current licence holder has been operating the mine since 2000. The current open pit was scheduled to stop production in mid 2006. An underground mine is currently being developed to the east of the town.   In 2001 serious subsidence issues from historical underground mine workings outside the mining licence and the forecast closure of the open pit acted as a catalyst for the development of new communication initiatives.   In this context Newmont Waihi Gold and the Hauraki District Council initiated a community consultation process with the people of Waihi. The Waihi Community Consultation Committee (WCCC) was established in May 2003. After an initial brief to act as a forum for community participation in closure and rehabilitation of the Martha Mine, the group quickly took on a much more proactive role working towards the long-term social, environmental, cultural, economic and spiritual sustainability of Waihi.   In the course of over three years of meetings all groups represented on the committee have presented their views, developed ideas and established an organisational structure to bring those ideas to fruition. The challenge now is to work together to consolidate likely options, seek sources of funding, produce business proposals and implement the plan for the future of Waihi.   This paper backgrounds the experience to date and describes the outcomes of the process. Talvivaara deposits, Kuusilampi and Kolmisoppi, comprise one of the largest sulfide nickel resources in the world with 642 Mt in Measured and Indicated Resource categories. TalvivaaraÆs preferred extraction technology is bioheapleaching, which is already widely used for other metals, notably copper and gold. The company has demonstrated the viability of bioheapleaching technology for the extraction of nickel using the Talvivaara ore. The leaching process is heat generating and therefore suitable for the subarctic climatic conditions. The planned annual metal production is 33 000 t of nickel, 60 000 t of zinc, 10 000 t of copper and 1200 t of cobalt. Talvivaara deposits are well-suited for open pit mining due to a thin overburden, favourable resource geometry and a low waste to ore ratio. The ore is relatively low-grade, but well suited to bioheapleaching due to its high sulfide content. Bioheapleaching is a process whereby metals are leached from ore as a result of bacterial action. The bacteria used in the Talvivaara bioheapleaching process are endemic to the area and therefore well adjusted to the prevailing environmental conditions. The solution is collected at the bottom of the heaps and either re-circulated through the heap or fed to metal recovery. In metal recovery, nickel, copper, zinc and cobalt are precipitated from the pregnant leach solution and filtered to produce saleable metal products. After the metals are removed, the solution is further purified and returned to irrigate the heaps. Mining, bioheapleaching and metal recovery techniques for the Talvivaara mine have been tested in a 17 000 t on-site demonstration trial during 2005 and 2006. Subsequent construction of the mine started in 2007 and commercial production in the fourth quarter of 2008.

The election of Donald Trump and the Brexit referendum herald a shift towards a tighter definition of economic value, at the expense of the broader value concept of sustainable development; as well as a rise of protectionism, reversing a long-term trend of globalisation. However, the situation is complex, especially over the longer term in which mine project development and exploration operates. The minerals sector should proceed with caution. A greater focus on the local impacts of mining may be strategically beneficial, not only to mitigate against a potential protectionist future, but also because sustainable development has become more ‘localist’ via the concept of ‘social licence to operate’, whilst globalisation also seems to provoke increased ‘localist’ sentiments (known as ‘glocalism’). Localist strategies, therefore, seem a good hedge against multiple political futures. By contrast, moving away from sustainable development appears strategically riskier. Not only are ‘unsustainable’ activities, such as pollution and civil rights infringements harder to reverse, but a movement towards a more sustainable global economy may already be predetermined, even if the journey there may seem oblique. Newmont Waihi Operations is participating in the initiation of a community liaison forum in association with the local district council. The objective is to provide a forum for the free and regular exchange of ideas, concerns and information, and through improved communication seek to achieve a more comprehensive set of solutions to community, operating and closure issues associated with Martha Mine. A similar liaison forum has been operated on two previous occasions during earlier phases of the present mine's operation. This paper deals with the practical aspects of setting up a liaison forum to act as an effective conduit between regulators, mine operators, local businesses and the community. The mechanisms and procedures for identifying community issues and concerns are dealt with. The actions and structures required to ensure effective ongoing community 'buy in' at all levels are discussed. Corporate philosophies are addressed. Specific examples from Martha Mine, Waihi New Zealand will be used to illustrate the paper. This will include a brief explanation of previous and current community issues, Newmont Waihi's operations both at Martha Mine and the proposed Favona underground mine, and the practical issues involved in setting up a liaison forum.

On the occasion of the 14th Mill Operators’ Conference and marking 40 years since the first one was held in Mount Isa in 1978, it is fitting to review the history of the Conference and its development over that time.The first 10 Conferences were irregularly held at three to four year intervals, with 9 of these in regional centres of Australasia. It is only since 2012 that the Mill Operators’ Conference has become a regular biennial event, alternating with the MetPlant Conference.The number of people attending the Conference has more than doubled to 470 delegates at the 13th one in 2016. It has outgrown its regional beginnings.Papers presented to the previous Conferences have been analysed according to commodity, country of origin, technology and theme plus the affiliation of the authors to discern any trends that may assist in planning the future events.Suggestions are made as to how the AusIMM might wish to arrange its mineral processing/metallurgical conferences.Recent changes to the structure of the Conference providing a more meaningful experience for the delegates and increasing their interaction and involvement should be vigorously pursued.CITATION:Munro, P D, 2018. This paper uses a case study to demonstrate best practices techniques for predicting the contribution of gravity concentration in a gold recovery process flowsheet. The case study was selected as an example of an ore with a marginal gravity gold content, which makes the value of a gravity circuit difficult to quantify. In this instance the value of leveraging a significant knowledgebase of operating gravity circuit performance to support the decision making process was demonstrated.
