Environmental, social and governance (ESG) factors have always been important to the minerals industry and is now considered one of our most important opportunities (and risks). Getting it right from the beginning is critical for the minerals industry, and that starts with mineral exploration. Exploration, or the process of investigation of an economic mineral deposit, is generally low impact and short-term. Exploration operations vary in size and scale and often shift priority, focus and location relatively quickly. Australia is a highly regulated jurisdiction with different regulatory systems and requirements in every state and territory. Most mineral exploration is undertaken by junior exploration companies or ‘explorers’. Exploration companies are lean operations with limited staffing and resources, traditionally with no income apart from funds raised or work through partnerships. Funds are tight and administrative investment is minimised so that investment into activity on the ground is maximised. All these variables mean that understanding and implementation of ESG frameworks for an exploration company can be challenging. ESG is a fast-moving sector with currently multiple frameworks and reporting standards. Interest from community and government stakeholders as well as investors and off-take partners has been growing, with mandatory reporting soon to be implemented. The upcoming changes to the JORC Code will ensure that ESG considerations will be a key component of all public reporting. Resources have been developed to support explorers implement, manage and report on ESG considerations. Due to their scale, agility and direct importance of land access and social licence, many explorers are not the ‘cowboys’ (or ‘cowpersons’) of the industry, but industry leaders in ESG. Strong interest and leadership have led to innovative practices and strongly embedded vertical frameworks that directly contribute to social licence to operate.

ROES« is a proposed new mining system for underground hard rock mines. Ore is accessed from within a shaft, which is located close to or within the stope, and pitched either vertical or within approximately 20 degrees of vertical. The shaft is designed to exclude personnel entry so production drilling and explosive placement is done using remotely controlled or automated machines. Routine remotely controlled survey of the shaft, stope back and broken rock within the stope is typically done following each blast. The survey may include excavation geometry, rock fragmentation and geotechnical characteristics. Blastholes are surveyed before placement of explosives. This provides mine operators and engineers with real-time data, allowing them to monitor production performance and risk factors so that they can make rapid changes as required. ROES« is designed to apply to open stoping or sublevel caving situations either in disseminated, geologically defined, thick tabular or narrow vein orebodies. The technologies developed for ROES« will also have potential applications to block caving operations to reduce the risk of frozen ore and poor fragmentation. In a typical sublevel open stope application, ROES« will reduce the amount of stope-associated development by about half and therefore will allow ore to be brought on-stream sooner and at significantly reduced cost. Other savings are expected to flow from the centralisation of mining activities and operational data, reduction in mining fleet, reduction in ventilation requirements, improved occupational safety and reduced mine complexity. CSIRO and Orica Mining Services are developing the required technology and AMIRA is seeking sponsorship for a project to trial the mining method. This paper details the ROES« method, expected benefits and applications and includes typical stope and mining block designs and design requirements.

The Rise and Shine Shear Zone is a mineralised low angle deformation zone traceable for at least 7 km through biotite zone schist of the Dunstan Range, central Otago. Rocks from the shear zone obtained from recent drillholes are unweathered and facilitate paragenetic studies. There is a progression of mineral deposition from semiductile foliation-parallel shearing, to subsequent folding, and brittle fracturing. Sheared rocks are dominated by microshears containing fine grained hydrothermal muscovite and rutile that has recrystallised from metamorphic muscovite and titanite respectively. Euhedral pyrite occurs within segregations in the schist and is locally brecciated by the shears.   Arsenopyrite occurs within microshears and is intergrown with hyrothermal muscovite. Fractures within relatively undeformed schist are filled with ankerite, siderite, chalcopyrite, sphalerite and galena and these veinlets also crosscut the microshears. Locally the schist is folded and zones of brecciation, silicification and vein deposition overprint the rock. Vein quartz and albite predominate and arsenopyrite and gold infill breccia matrix and crosscutting veinlets. Sulphide deposition began in the later stages of metamorphism with pyrite deposited in quartz-albite segregations. Subsequent shearing caused brecciation of some grains and accompanied deposition of arsenopyrite ¦ gold and rare sulphides along foliation-parallel microshears. Minor amounts of chalcopyrite, sphalerite and galena were then remobilised in ankerite veins that crosscut the shears. In areas of high strain, arsenopyrite was then deposited as euhedral grains in veins and breccias. Synmineralisation deformation caused the brecciation of some grains and gold was deposited infilling fractures in the arsenopyrite. The paragenetic sequence shows gold mineralisation occurred in two distinct sets of structures (semiductile and brittle) that formed at different times in the formation of the shear zone.

Mining is experiencing a difficult period of low profitability and declining productivity. To achieve sustainability, mining companies are challenged with improving output, quality and safety while decreasing costs. At the same time, organisations are having to manage a workforce in which individuals no longer accept a traditional style of management, employees prefer more flexible employment, and diversity within teams is becoming the expected norm.Increasing organisational diversity has been shown to have a positive impact on performance and therefore sustainability. Gender diversity and equality between working men and women is the area most studied in this regard. Executives are becoming more aware of the correlation between gender diversity and performance with some larger organisations having dedicated resources to increase the number and status of women in their organisations. Despite this, limited improvement in gender equality is apparent globally over the last decade with some industries, including mining, going backwards. So why is this the case and what other strategies are available?In 2015, the United Nations Women National Committee Australia (UN Women NCA) in conjunction with Autopia released a white paper discussing the lack of visible change in gender equality despite the widespread implementation of merit-based personnel management strategies. Using research from around the world and thoughts from influential government, education and business leaders, the paper ‘Rethinking Merit’ debunks the myth of the meritocracy. It provides a number of recommendations for organisations committed to improving their performance and sustainability through diversity, including a variety of real-life company examples, instead of relying solely on merit-based decision-making.This paper takes the recommendations of ‘Rethinking Merit’ and applies them to the mining industry. It shows the relevance that rethinking merit has for the industry and why applying the recommendations can result in an increase in diversity, therefore enabling greater performance and sustainability of mining companies. This paper provides case studies from Aurizon, Iluka Resources and BHP Billiton and, as a guide for managers, a generic diversity strategy designed to be implemented alongside traditional merit-based personnel management techniques.CITATION:Hobbs, K, 2016. The Mount Morgan eopper-gold orebody is contained within a series of Mid-Devonian volcanics which occurs as a roof pendant within Permian granite. The ore minerals comprise pyrite, chalcopyrite, and local aggregations of magnetite and pyrrhotite. Silver-rich gold (electrum) is disseminated through the ore usually in ultrafine to sub-microscopic dimensions. Accessory minerals include marcasite, digenite, chalcocite, covellite, sphalerite, bismuthinite, molybdenite, calaverite, petzite, and cassiterite.Very minor accessories include cubanite, tetrahedrite, galena, arsenopyrite, hematiIe, goethite, and rutile. The gangue minerals are quartz, predominantly, with minor amounts of chlorite and sericite.Study of microtextures of a representative suite of specimens from Mount Morgan does not reveal any criteria indicative of metasomatic replacement but does show, in the case of pyrite, evidence strongly suggestive of annealing recrystallization. Other textures in pyrite indicate porphyroblastic growth of the iron sulphide.It is inferred that the Mount Morgan orebody is genetically related to the volcanic rocks and was later contact metamorphosed by the intrusive granite or by the series of intermediate to basic dykes that transect inmine area. On this basis the Mount Morgan orebody would be a contact metamorphosed volcanic hydrothermal deposit emplaced, according to recent studies, along a pipe-like zone of brecciation.

Peak Gold Mine is a new gold and base metal mining project being developed by Enterprise Metals (a 100 per cent subsidiary of CRA) at Cobar in the centre of New South Wales. The Cobar district has a long history of copper and gold mining operations stretching back to the 1870s. Extensive gold and base metal mineralisation was discovered at the Peak in 1981 below a series of gold mines which had been active around the turn of the century. Evaluation of the deposit through the 1980s led to CRA's decision to develop the project for production at a capacity of 450 000 tonnes per annum in late 1992. The project has been developed with a green fields approach despite the long history of mining in the local area. This approach has lead to several innovative ideas being trialed at the site which are expected to result in the operation being a low cost producer of gold and base metals.

Given the ongoing global crises of climate change and nature loss, with the World Economic Forum (WEF) identifying them as the top risks to global economies in terms of both likelihood and impact in the coming ten years (WEF, 2022), there is increasing, pressing demand for companies to demonstrate they understand their climate and nature related risks and look toward contributing genuine beneficial environmental outcomes. Within the mining industry, mine closure is the obvious field in which climate and nature positive strategy can be linked with operations. To do so, there is a need to challenge long-held assumptions around closure in the mining and regulatory context; particularly, to shift the focus from closing individual mines to considering regional opportunity generation and value creation.

Simcoa Operations is the only silicon smelter in the region and since the plant was commissioned in late-1989, has progressed from supplying silicon metal to the secondary aluminium market to the current position of supplying in excess of 90 per cent of its production to the high quality chemical and primary aluminium markets. This position has been achieved through the unique advantage which Simcoa has developed within the industry, namely raw materials, people and Simcoa's ability to adopt and use modern technology. A quality culture was instilled into the workforce prior to commissioning which ultimately led to AS3902 qualification in 1992. Simcoa has continued its quality drive through the formation of 'Simcoa's Quality Leadership Process' which is planned to make Simcoa the best silicon producer in the world.

The Peelwood district of New South Wales is located some 65 miles south of Bathutst on the Tuena-Crookwell road. A number of occurrences of lead-zinc-copper ore are known from this district but only three mines, Peelwood, Cordillera and Mt. Costigan, have achieved any significant production. The purpose of the paper is to describe the mineral composition of sulphide ores from these three localities.HISTORYNo published information on the geology of the Peelwood area is available. Came (1899) reports that, at the time of cessation of mining operations in 1888, the Peelwood mine had produced some 600 tons of copper metal and regulus, the Cordillera mine had yielded 9000 tons of ore at the recoverable grade of 2·5 per cent Pb, 2·5 per cent Cu, 90z/ton Ag and 1 dwtjto:p. Au, but that no production figures were available from Mt. Costigan. No further work was carried out on these properties until 1951 when the Electrolytic Zinc Company of Australasia instigated a programme of geological mapping and exploratory diamond drilling (Whitten, unpublished data, 1953). Kalgoorlie is the main mining centre of the Western Australian Goldfields. Its famous Golden Mile' has been noted for the exceptional width and richness of its goldtelluride lodes. Since the mid-1890s production on the major mines has been maintained practically continuously.Rich ore, though not as plentiful or as rich as formerly, is still (1948) being mined in places. Unexplored areas still remain within the main auriferous belt which offer reasonable chances of success with intensive exploration.Much detailed information has accumulated in recent years through the geological mapping of underground workings by some of the larger mining companies. The purpose of this paper is to correlate observations made in most of the accessible old and recent workings in the mines of the Lake View and Star group and elsewhere.GENERAL GEOLOGYRock TypesThe rock formations are:-1. Fine-grained (older) greenstones, locally referred to as calc schists. There were originally pillow lavas and other flow rocks of basic composition, now extensively chloritised and/or carbonated. The prevention of fatal risks is a key objective for the global resources industry, especially considering poor performance with regard to fatality rate reduction and the continued occurrence of mine disasters globally. However, the industry has a credible history, over several decades, of the development and deployment management systems to control potential Serious Injury, Fatal and Catastrophic (P-SIFC) risks. While these systems have had a significant impact on the thinking and approaches to the prevention of fatal risks, fatal accident rates have not shown the desired reduction. Recent fatal and serious injury events in Australia have led to the establishment of several enquiries to further identify improvements that could be considered. Globally, fatal accident rates remain stubbornly high or plateaued in many jurisdictions, and several catastrophic events have occurred, such as tailing dams disasters in Brazil and South Africa, and the recent coalmine disaster in Turkey. Apart from the apparent lack of progress, it is evident that the deployment of critical risk systems has introduced more bureaucracy, slower response systems and additional burdens on already overloaded middle and supervisory levels of management. Organisations are rarely able to effectively tap into the risk source of risk knowledge of the frontline worker and supervisor, for various reasons discussed in this paper. To establish a valid and valuable channel of critical risk information flow from the frontline employee, Debmarine Namibia instigated the development and deployment of a system called SafeSENTRY, where the focus is on the ‘dynamic identification of dynamic risks’. This paper outlines the system, the principles of the design, the range of risk metrics that can be derived from the observations of the frontline operators, and demonstrates how a range of posited shortcomings in critical risk management is addressed how features of the High Reliability Organization (HRO) have been developed.

Site specific geotechnical data, deposit characteristics and method of mining are key factors when assessing an appropriate slope design philosophy. Mining geotechnics should be viewed as an iterative design process linked closely with mine planning, development and operational safety constraints. This case study presents geotechnical investigations for slope design at Macraes Flat Gold Mine using kinematic, probabilistic and economic analyses tempered with knowledge of site specific conditions. The recommended designs not only reduce early waste stripping tonnages but also provide data to optimise final walls.

Low displacement fault zones often comprise a mesh of interlinked faults, extensional-shear and purely extensional vein fractures. Hydrothermal mineralisation localised around such structures testifies to their importance as conduits for fluid flow. Mesh structures are most commonly developed in situations approximating bulk pure shear but predominantly simple shear meshes also occur. They appear to develop through the infiltration of pressurised fluids into a heterogeneous rock mass with varying material properties. In some circumstances, mesh formation appears to be a precursor to the development of major through going faults. Mesh formation generally involves hydrofracturing (Pf > s3, at least locally) and the condition Pf ~ s3 to be maintained for the mesh to remain a high permeability conduit, requiring fluid over pressuring at other than shallow depths in extensional-transtensional regimes. The volumetric character of earthquake swarm activity appears to result from the passage of hydrothermal fluids through mesh structures, representing a form of distributed fault-valve action along suprahydrostatic hydraulic gradients arising from magmatic intrusion, compaction overpressuring, metamorphic dewatering, etc. Fluid redistribution in the crust is influenced by maximum hydraulic gradient (not necessarily vertical), by existing permeability anisotropy arising from bedding and other forms of crustal layering, and by structural permeability developed under the prevailing stress field. Strong directional permeability develops in the s2 direction, parallel to fault-fracture intersections within the mesh and orthogonal to fault slip vectors. In particular tectonic settings, stress-controlled permeability allows strongly focused flow through fault-fracture meshes with high potential for mineralisation. Favoured localities for mesh development include short-lived link structures along large-displacement fault zones such as dilational jogs, lateral ramps, and transfer faults.

Aberfoyle sought to reduce Hellyer project development risk to a greater degree than usual. Consequently the ore reserves estimate and feasibility study were particularly comprehensive. A detailed ore reserve study was completed based on extensive drill core and underground sampling, large scale pilot plant work and a detailed feasibility study. Leading external consultants were used for advice on commercial matters which impact on ore reserves and to audit major technical conclusions, including the results from pilot plant work and the ore reserve estimate. Other project risks were diminished by negotiating a State agreement covering security of title, royalty formula and environmental management procedures, by obtaining sales contracts, and by analysing Hellyer's position on an industry cost curve. The task of financing the project was much simplified by the extent and quality of information available from the ore reserves estimate and feasibility study report.

This paper presents an overview of recent developments in the Environmental Impact Assessment (EIA) process to provide the background for a more detailed analysis of environmental and social constraints that the Heavy Mineral Mining industry has encountered over the past decade. Four cases studies are reviewed to provide a context for further analysis and identification of cross cutting environmental and social issues that either resulted in the projects not proceeding, or in the Australian case study, places existing operations under significant pressure from anti-mining lobbyists. The Xolobeni project, from the Eastern Cape in South Africa, is presented as the primary case study because it is recent, topical, and accessible; and raised numerous issues related to mining in a sensitive environment. A proposal to mine an area adjacent to the Okefenokee swamps in 1997 was also met with strong opposition from various environmental groups in Georgia, USA. This case study is briefly reviewed to further understand what ultimately resulted in the project not proceeding. Opposition to mining at North Stradbroke Island is reviewed to identify current issues more applicable to a developed country. A further review of a strategic assessment undertaken at Wavecrest, Eastern Cape, South Africa is provided in support of possible solutions to the challenges identified in the case studies. Important common themes were identified, including in some cases unfortunate timing of the environmental studies, but in all cases opposition was due to ecological sensitivity, landscape quality and sense of place. In one case study limitations to the EIA process included inadequate detail in the specialist investigations and insufficient information on mitigation. In all cases public participation was a limitation. It was either insufficient; flawed through possible bias; too ‘top down’ and required engagement with mobilised, motivated lobbyists. There was also insufficient investigation of social impacts, particularly amongst rural communities directly affected by a project. Generally alternatives were inadequately considered, a recognised limitation of project level EIA. It is concluded that the EIA process should be started as early as possible (at prefeasibility), and that investigations should be expanded from a typical fatal flaw assessment to one that applies methodologies used in strategic assessment. In particular, opportunities and constraints of the natural and social environment should be assessed in the context of the mining option as well as other options, to allow for a more meaningful assessment of alternatives. Public participation must form an important part of this initial study, despite the potential risks associated with public engagement at an early stage in the project. The application of the IFC Performance Standards; and expanding the scope of the EIA into an environmental, social and health impact assessment will lead to a more rigorous procedure, and result in more defensible products which could successfully unlock the key to the resources in these sensitive areas.

Tunnelling for hydro-electric power projects can be a very challenging component of the overall development. In contrast to urban transportation tunnelling where the logistics for access and supply of power, water and other essentials are readily available, hydropower projects are usually in very remote locations and all necessary plant, equipment, spares and materials need to be brought in and the site must function as a self sufficient unit.For a large scheme the river diversion tunnel(s) are usually on the initial phase critical path in order to meet the non-negotiable deadline of river diversion before the onset of the wet season. A newly formed tunnelling crew, once mobilised to the site for the project, will face the first major learning curve of the project’s systems and logistics during this critical tunnelling activity.Power tunnels convey the water to the turbines in the powerhouse and are usually on the critical path for the main works, especially if the scheme comprises a powerhouse located within an underground cavern. A modern cavern arrangement requires a complex warren of various openings: access adits, ventilation/cable tunnels, shafts, surge tunnels, etc.Hydropower tunnel construction tends to be dominated by tunnel boring machine (TBMs) or drill-and-blast excavation techniques and each has its challenges in very remote locations. TBMs still have long lead times as for any type of project, but additionally require a thorough roads and bridges infrastructure assessment of the country from the port of entry to the site to ensure a problem-free delivery. In some cases the project also requires the establishment of a complete precast concrete segment production facility and the space for creation of laydown areas; there is no ‘just-in-time’ delivery mechanism applicable to typical remote hydropower sites.This paper highlights the technical and risk management considerations in the planning, design and construction of tunnels for hydropower projects. It contrasts the typical factors that govern the design of urban transportation tunnels with those for remote hydropower tunnels. The perspectives of stakeholders are provided including those of international lenders. With examples from large and small scale projects across the globe it provides an insight to all parties and in particular, those tunnellers that are working in the hydropower field for the first time.

Structures formed during ductile deformation have been reactivated during the later brittle mineralisation process. Two generations of folding are classified as: early recumbent megascopic FI folds and FI shears which transpose the hinge regions, and later upright F2 folds. S1 is folded about F2 folds which contain axial planar S2 crenulation cleavage. Vergence relationships between S1 and bedding indicate that many of the mineralised structures occupy sites of FI folds which have acted as plumbing systems for later gold mineralisation (eg Blackwater mine). The Globe-Progress gold mineralisation is localised by a major jog formed by sinistral strike-slip movement on two FI fault segments and mineralisation also occurs in smaller jogs along strike (eg Sir Francis Drake, Happy Valley-Merrijigs, Cumberland).   The lodes of ribbon quartz which exploit the FI shears and local bedding planes, are inferred to have mostly formed after the peak of metamorphism, possibly related to the emplacement of Carboniferous granites. This was followed by a sequence of vein deposition and wallrock alteration which consists of quartz-As/Fe sulphides ? carbonate - stibnite ¦ trace base metal sulphides and Bi-sulphosalts ? illitic clay/sericite-chlorite. Gold at Globe-Progress is mainly encapsulated in arsenopyrite. At Blackwater, free high fineness gold occurs in partings in lode quartz with late sericite-chlorite. The above sequence of events is comparable to that encountered in many intrusion-related gold systems throughout the Southwest Pacific region. There is a spatial relationship between gold mineralisation and dykes variably described as diabase, dolerite or lamprophyre. Alkaline rocks occur in many Pacific rim and older goldfields and may possibly be related to a magmatic source for gold mineralisation.

The stratigraphy of the central Pine Creek Geosyncline has been simplified into a three-fold subdivision comprising the Batchelor, Frances Creek and Finniss River Groups. The Batchelor Group consists of a sequence of shallow water coarse clastics and crystalline carbonates and is conformably overlain by the marine carbonaceous shale dominated Frances Creek Group. Interbedded within the carbonaceous shale are turbidites, iron formation, tuffs, carbonate and non carbonaceous shale. The Finniss River Group is a flysch sequence of greywacke and mudstone. The stratigraphic and structural evolution and igneous history are all interrelated. Although the Batchelor Group may have formed in a tensional regime, it is likely that regional compression and accompanying thin skinned deformation began during deposition of the Frances Creek Group. Continued compression resulted in D2 folding d6collement deformation, wrench faulting in compressional zones and thrust faulting. Occasional relaxation of compression is marked by a number of periods of basic intrusion and perhaps distal volcanism. The style of deformation within sediments varies away from granitic basement highs and is similar to that observed around salt domes and found in experimental diapiric models. Sedimentary facies changes also indicate local emergence of basement highs during sedimentation. As compression continued, the deposition of thick sequences of the Finniss River and El Sherana Groups brought about regional metamorphism. Relaxation of compression and waning of associated subsidence resulted in a relative increase in the rate of uplift and partial melting of diapiric sialic basement. In places, granitic magma moved upwards and crystallised forming grossly concordant bodies. Other masses moved laterally and formed extensive granitic sills. Later compression periods caused mainly brittle deformation which may have been strongly influenced by underlying basement fabric.

Brisbane based and listed on the ASX, Eastern Corp is pursuing the development of coal projects in New Zealand. There are various reasons why New Zealand coals are of interest û substantial resources, stable political/economic environment, close to Asian markets. In just over 12 months, Eastern has secured an operating coal mine (Cascade) and a prospective exploration area (Whareatea West), both on the Denniston plateau region, on the south islandÆs west coast. A key focus of activities is the development of relationships with key stakeholders and the promotion of the local economy.   Certain barriers may exist to the entrance by foreign companies into the New Zealand coal mining sector. These include geological challenges provided by the heavy faulting of the coals, port and rail infrastructure constraints, and the ægreenÆ factor.

Terramin Australia LimitedÆs Angas Lead and Zinc Mine operates in the unique and picturesque environment of Adelaide Hills, 60 km South East of the Adelaide city centre itself. The mine was granted approval for construction by the South Australian Government in April 2007 and the Process Plant was constructed and commissioned in July 2008. This paper outlines the background to the plant design and the approval process given the close proximity to the local town of Strathalbyn, with a major focus on the commissioning learnings from the Concentrator startup for future reference and a review of the operational performance of the Concentrator throughout the first year of successful production versus design and expectations.
