The operations and project environments are very different, but overlap in many areas. The development of mineral processing projects is goal oriented, is schedule focused and is a contractual environment. The operating environment for a mineral processing plant is oriented around longer-term commitments, focused on delivery against budget expectations, and an environment heavily influenced by long-term personal relationships, community relationships, and people issues.Further contrast is evident in the way expenditure is managed. Projects commit large amounts of money quickly to meet schedule-based objectives. Operations manage expenditure to minimise operating costs and are able to, or are forced to delay decisions on large expenditures. However, these two environments need to come together in many ways, ranging from greenfields plant handover to a new operations and maintenance crew, to day to day interaction and management of brownfields projects, often in close proximity.This paper considers the different perspectives people bring to projects and early operations, including the advantages and disadvantages of æoperationsÆ input to a project and models for managing value adding during project development, implementation and debottlenecking.CITATION:Lane, G and Clements, B, 2012. Historic mining across the Bendigo goldfield reached an average mining depth of 750 m over an area of about 16 km by 4 km, with two shafts exceeding 1400 m. Mining ceased in the mid 1900s due in part to increased dewatering and ventilation demands. Water extraction technology of the day, combined with multiple mine ownership, did not allow uninterrupted and thus economic mining activity to prosper. Today Bendigo Mining Limited (BML) is targeting gold-bearing reefs beneath the water-filled historic mine workings. To ensure mining activity can proceed without the risk of water inrush, historic workings are being dewatered by submersible pumps in historic shafts and through a series of underground drain holes intersecting old workings. Due to the high heads involved, individual drain hole development requires rigorous safety control implementation and assessment prior to drilling. Water extracted via drain holes is pumped to the surface through a series of pipe lines and rising mains in conjunction with two staged pumping stations. Both stations are equipped with high-speed centrifugal pumps, each capable of pumping 40 L/s at a static head of approximately 300 m. BML, which operates beneath and within a large city, is confronted with unusual environmental and social challenges compared to many within the mining industry. The raw mine water, which contains elevated salt levels, is piped through residential areas and must comply with strict controls to prevent impacts on the surrounding environment. The final delivery point is BMLÆs water treatment plant at the north end of the city. The water treatment plant utilises chemical pretreatment and reverse osmosis. It is able to process 7 ML of mine water per day at full production. The product is approximately 5 ML of reusable irrigation quality water, which is made available to the Bendigo community for public gardens, sporting facilities and rural irrigation. The 2 ML of brine is directed to a purpose-built evaporation pond facility located 7 km north of the water treatment facility.

A series of physical tests have been conducted to determine the actual performance of bunton to shaft side wall connections typically used in new shaft construction in South Africa. The test set-up is described, together with the applied loading, which incorporates a cyclical load component and a quasi-static load component, in an attempt to simulate actual conditions in the shaft. The test results are given and it is shown that generally the performance is adequate, provided double-slotted holes are not used. Generally the fatigue performance is found to be good, with the only exception being cases where the bottom of the bunton is lower than the seating level for the bunton to side wall connection. Arising from the tests, typical design values of connection stiffness, strength and fatigue life are proposed and a design procedure including these three key aspects of connections is described.

This paper is directed at the problems flowing from Australia's capital gains tax (CGT) on the disposal of exploration and mining tenements both in Australia and overseas. It will seek to identify the issues and give some idea of the dollar consequences of decisions lacking forethought. The paper should not only be seen in the context of Australian tenements. CGT applies to the disposal of any assets by an Australian resident anywhere in the world. Offshore incorporated companies are not necessarily free from CGT risk where it can be shown that control management and control of the relevant company is in Australia. Also the disposal by non residents of Australian tenements are potentially caught by CGT. Some will ask what has taxation got to do with a valuer who merely determines the value of assets. These days no determination can be blind to the consequences. Whether the consequences can encourage a movement in value is another thing dependent upon the circumstances; but? A role of an experienced taxation consultant is to point out parameters within which associated professionals can work. The parameters will vary from case to case, but these when clearly indicated may be of help to persons such as valuers. When one comes down to it real estate salesmen are never wrong. They have a feel for the market and almost through self fulfilling prophesies achieve sales at their guestimates. Whether they could have achieved higher considerations become virtually academic in the process. Of course I am not suggesting that tenement valuers can be compared to real estate salesmen, or am I? What is the value of a tenement? Is it the DCF/NPV type of generated value based on a large number of variable factors (ie what one may call the fundamental value)? Or is it what another may pay to purchase that tenement if it were on the market at an instant point in time? How big is the market, the quality of the bidders, the size of their purses, the needs of the buyer for comfortable fit, the premiums for foreigners, the standard of the marketing, the industry intelligence level of the bidders, the obligation to farm/sell down? The list goes on endlessly. One question must be.asked-"Is a range of values acceptable for tax purposes". ie Would any tax consultant ever provide a valuation to the Australian Taxation Office that indicates three or more possible values ie

The Kiruna mine produced about 19 Mt processed iron ore in 1999 using sublevel caving. General failure in the hangingwall has been widely studied and its mechanism is rather well understood. Failure in the footwall is more recent and not perfectly explained. Plane shear failure and Hoek and BrayÆs circular failure charts were successfully used to match the first surveyed failure surfaces. The footwall is not free yet but covered by a caved waste rock abutment whose exact behaviour is poorly known. Based on new field data and numerical models (FLAC), the following paper presents recent improvements in understanding the Kiruna mineÆs footwall failure process.

The substantial growth in world demand for Queensland coking coal has seen a number of new coal mine developments in the Bowen Basin in recent times. The Bowen-Broken Water Supply Scheme (BBWSS) is presently based on water supplied from Eungella Dam and storages at Collinsville to two major pipelines. In early 2004, three successive years of well-below average rainfall had left Eungella Dam at critical levels, threatening the regionÆs mines, which rely on it for their essential water supply. SunWater noted that without significant inflows into Eungella Dam, or the development of a new water supply to the region, existing mines would be severely restricted in water supply, and downstream economic impacts to the region would follow. SunWater investigated the opportunities for additional supply capabilities, including combinations of off-stream storages, additional pipelines, and raising Eungella Dam. An off-stream storage (OSS) was selected as being the preferred option to improve the reliability of the system and head off impending falls in announced allocation for the system. The integrated quantity quality model (IQQM) is the Queensland GovernmentÆs preferred model to define and assess total catchment performance against water security and environmental objectives. Modelling of the performance of the water supply system, with and without the proposed OSS, was required to provide justification to the customers of the system that the OSS was in fact required, and also to optimise the configuration of the OSS within time and budgetary constraints. In the case of the BBWSS, no environmental base flows are dictated by the Department of Natural Resources, Mines and Water (NRM&W) at present and the primary reason for applying IQQM was therefore to investigate the trade-offs between supply options and reliability. SunWater produced IQQM outputs for a range of scenarios for the proposed off-stream storage, and these IQQM outputs were then used as input to a decision-support tool based on the GoldSim modelling package. The GoldSim model was then applied to investigate the water supply reliability for high priority users resulting from various existing and/or proposed water supply infrastructure configurations coupled to the hydrologic system. The GoldSim model included the ability to assess the long-term water supply reliability impacts for each of the water supply end-users for a wide range of user-defined scenarios. Non-technical model users were able to change the size of the off-stream storage, pipeline capacities and assumed climatic conditions and test for themselves the relative benefits (in terms of water supply reliability) of different infrastructure configurations under consideration. The decision tool was of significant benefit in assisting the decision process to SunWaterÆs mining customers. These customers needed to decide if they felt that the increased reliability in their water supplies from the system that would be created warranted the estimated increased charges that would require to be levied to recover costs of the new infrastructure with appropriate profit margins. The conjunctive use of IQQM and GoldSim was successful in demonstrating the impact of both hydrological and non-hydrological issues on the future water supply reliability in the BBWSS and resulted in a decision to proceed with the construction of a new OSS.

"In today’s challenging climate of reduced staffing, limited funding and uncertain markets, we are called on to operate more productively and ‘be more innovative’. As an industry, we are quick to identify our practice areas as a mark of our role in the machinery of the mine value chain. We proudly note our profession – ‘geologist’, ‘mining engineer’ or ‘accountant’ – and demarcate our responsibilities and even our physical space. We even subdivide our disciplines into sacred entities such as ‘logging geologist’, ‘resource geologist’ or ‘structural geologist’ to prevent any blurring as though somehow the confusion will cost valuable disciplinary ground. How can we function professionally to heed the call to be more productive and more innovative?The purpose of this paper is to underscore what is expected from project evaluation, examine the ways in which we work as an industry and explore alternatives used in other industries and environments.The paper begins with a summary of project evaluation expectations and the ways in which disciplines typically interconnect when conducting project evaluations. Next, the paper examines alternative work frameworks and making a distinction between multidisciplinary, interdisciplinary and transdisciplinary frameworks. The Sons of Gwalia Mine in Western Australia is situated about 140 miles north from Kalgoorlie in arid country, where supplies of fresh water are difficult to obtain.Mine salt water is used throughout the treatment plant, whilst fresh water for domestic, boiler, and power purposes is pumped from a number of shallow outlying wells. The waters from all wells are constant in character, although they vary in the quantities of salts contained.An average sample of mixed waters gave the following analysis (Gr. per gal.):Sodium chloride 70.82Magnesium chloride 33.03Calcium chloride 26.98Calcium carbonate .. 11.57Calcium sulphate 22.71Iron oxide and alumina 2.10Silica and insoluble 4.58When this water is used in the boilers in its natural state it is scale-forming and intensely corrosive.

Subaqueous water-rock reactions that occur at the pit wall/lake water interface can affect the pH of pit lakes. Many pit lake water chemistry models neglect subaqueous reactions, which may create inaccurate predictions over time. A mineral quantification method is presented that defines the wall rock mineralogy of active open pit mines, using samples collected from the Martha Mine, a low-sulfidation epithermal Au-Ag deposit in Waihi, New Zealand. The mineral quantification method has five components: field observations and sampling, X-ray diffraction analyses, selection of representative samples, geochemical analyses, and mineral accounting. Predicted mineral concentrations closely match observed mineral concentrations visually estimated using petrographic techniques. Results of the method can be incorporated into a geochemical model of long-range pit lake water quality resulting from subaqueous water-rock reactions.

THE MORWELL BROWN COAL DEPOSITSTHIS deposits of brown coal in the neighbourhood of Morwell, are of tertiary age, and are represented on several horizons, but, owing to lack of evidence, the exact age cannot be fixed definitely. It is chiefly by reference to the basalt flows of the Older Volcanic series that the brown coal beds have been classified as of Pre-Volcanic and of Post-Volcanic age. The Pre-Volcanic brown coals are less widely distributed, and the seams generally are thin, though near Thorpdale a thickness of 40 tt. has been recorded, and from 10 ft. to 12 ft. in the vicinity of Narracan. Both of these localities lie to the south-west of Yallourn, and it has not been proven as yet whether these older coals and accompanying basaltic flows pass under the Morwell beds.The brown coal deposits have accumulated in an area where extensive faulting in early tertiary times has taken place with oscillations of elevation and depression of the land surface. In the vicinity of Yallourn, Paheozoic strata (probably Silurian) are exposed on either bank of the Latrobe River about a mile above the powerhouse weir, where the river flows through steep banks rising a couple of hundred feet on either side. The Silurian strata are highly inclined, and consist mostly of slates and Illudstones. Resting unconformably on the upturned edges of the Silurian is a conglomerate bed of Mesozoic age, above which occur beds clipping to the south-east of felspathic sandstones, with alternating mudstones at times carbonaceous, and containing thin seams of black coal.The brown coal seams and associated lignitic Clays, sands, gravels, etc, rest on the Mesozoic strata (as proved in the vicinity of the power-house and by boring north of the Latrobe River, near the old open cut), but do not appear on the surface of the Mesozoic, where these beds attain an altitude of more than 50 ft. above the present level of the Latrobe River.Half a mile upstream from the power-house a layer of basalt of the Older Volcanic series, almost resting upon the Silurian strata, is...

The underwriting of professional negligence has proved to be an evolving science. As with most insurance products coverage offered in the past was very broad but as legal precedent demonstrated to Insurers areas of unforeseen exposure policy documents per se have become more restrictive until today the insurance market through attrition have produced a basic policy structure with various purchasable extensions which together provide insuring professionals with coverage that has proved to be adequate for their needs. The basic policy provides indemnity and protection for fortuitous negligence. In a practical sense, however, professional indemnity policies are really a defence document in so far as policy holders are relying upon the expertise of Insurers to protect them in the event that a claim is made upon them. Whether damages are awarded is in many respects a secondary consideration, the most important factor is to ensure that policy holders are protected in terms of the legal defence mechanism. By way of illustration we are currently in the process of defending a large professional firm which purchased from us a policy with a limit of indemnity of $10M. The case has been running in a Supreme Court now for 14 months and the defence costs which we have incurred on their behalf are rising close to $8M as I put pen to paper. Defence costs of that magnitude would in effect terminally cripple all but the very largest professional operations in Australia. In more recent times coverage has been provided in Australia for breaches of the Trade Practices Act and similar legislation enacted in various States. No-one really appreciated the comprehensive impact which the Trade Practices Act would have on commerce in Australia. Most professionals thought that indeed they would be exempt from prosecution under this Act. The passage of time has clearly indicated that this is not the case and we have found that it is much more difficult to defend a claim involving breaches of the Trade Practices Act than it would be to defend a claim for breach of tortuous liability.

At Mount Isa Mines, a system has been developed for general monitoring of underground mobile equipment. It can provide unit condition monitoring data such as oil pressures and motor temperatures as well as production type information such as unit location and load. The system does not rely on an expensive data communications infrastructure, using instead inexpensive radio base stations which automatically transfer data from mobile units to a surface database server on the company-wide computer network. This paper includes a general overview of the system and a discussion of the practical benefits it is expected to generate.

Jarrah Decline is currently the only underground operation at the Boddington Gold Mine, (BGM). The mine is located 120 km SE from Perth in WA, with mineralisation hosted within deeply weathered felsic and intermediate intrusions and volcanic rocks of the Saddleback Greenstone Belt (Morley and McBride,1995). Open cut operations commenced in April 1987 with a mill throughout of 3.OMtpa. A number of upgrades have since taken place, with the oxide material throughput currently milled at a rate of 7Mtpa. In 1992 a separate circuit, the supergene mill, was commissioned to treat copper material from the open cut and now ore from the Jarrah Decline. Current throughput in the supergene plant is 30,000 tonne per month, with a varied blend according to mill requirements. Total gold production from the Jarrah Decline in 1994 was 60,000 ounces from 90,000 tonne of ore.

Concentrating lower and more variable grade ore resources to meet acceptable concentrate quality criteria requires removal of significant amount of gangue minerals. Monitoring plant feed mineralogy and concentrate by on-stream analysis has significant economic benefits in concentrate quality and recovery optimisation. There is a need to develop a sensitive slurry on-line analyser for silica, aluminium, magnesium and other light elements.On-line XRF elemental analysis technology, which is a routine practice in base metal concentrators is not able to measure lighter elements than calcium from slurry. Too much of the X-ray fluorescence signal from lighter elements is absorbed by water. The limitations in the direct measurement of silica and other light elements have restricted its use in some applications. Some light element slurry analysers have been developed based on prompt gamma neutron activation (PGNAA) method but they have not performed up to the expectations. HukkiÆs law is an empirical law, which does not take into account several events of energy loss during the fragmentation processes. Since experimental results are very difficult to obtain, for a large range of fragment sizes, the verification of the law is very difficult. The relation between fractures and fragmentation processes with fractal geometry was proposed some decades ago. Empirical laws known in this context show basic features of fractal geometry, mainly self-affinity and power law behaviour. Thus, in this work a model was developed to simulate the fragmentation process and to check the relation between energy consumption and fragment sizes. The model is represented on a regular lattice. Links can represent pathways for fracture processes. The events of fragmentation have energy given by a probability distribution function. In the model there is no mass loss. Propagation of fractures occurs as self-avoiding random walks on the regular lattice.

It is estimated that in less than a decade, high-grade iron ore reserves in South Africa will be depleted, leaving only low-grade ores with a dominant lithology of banded iron formation (BIF) hematite. BIF is a complex ore reserve as it is typically liberated below 1 mm, resulting in high energy costs. However, due to its abundance, its beneficiation potential should be evaluated to maximise recovery at an acceptable product grade. To develop a beneficiation program for BIF hematite, the first step is to determine the effect of two laboratory crushing techniques on mineralogical characteristics, specifically liberation and shape. For this study, the cone crusher and high pressure grinding rolls (HPGR) were used. The Electron MicroProbe Analysis (EMPA) and Mineral Liberation Analyser (MLA) were used to compare the mineralogical characteristics. The liberation characteristics for hematite are similar for both crushing techniques; however, HPGR preferentially liberates quartz. HPGR achieved 8– 12 per cent additional quartz liberation in the greater than 80 per cent and 100 per cent liberation classes respectively and specifically in +75 μm size range. Improved quartz liberation is associated with lower energy requirements for downstream milling and improved separation efficiencies for beneficiation units that operate in this size range. Both samples displayed similar shape characteristics; most particles were elongated smooth and the rest were elongated angular. Good hematite liberation is expected at grinds of 212 μm to 150 μm. Further consideration should be given to throughputs, energy efficiency and downstream equipment selection prior to selecting a crushing technique.

The 15-year long debate between the industry, Government and Aboriginal people about the rights and wrongs of Land Rights, the right of Aboriginal people to control development on their land and the relationship between the parties, has been long and often bitter. It has so far been a war of words and often the truth has been the first casualty. This paper looks at the debate and presents the perspective of Aboriginal people, as well as looking at how the industry and Aboriginal people can work together for everyone's benefit. It addresses such matters as: ò why Aboriginal people believe they have the right to control development on their land; ò the perception that Aboriginal people are anti-development; ò the perception that Aboriginal land is 'locked-up'; and ò how companies can negotiate with Aboriginal people.

The provision of a water supply is a major consideration in planning mining developments particularly in remote areas. The evaluation and development of adequate water supplies in and areas of Australia is often as important as the discovery of the orebody. The copper orebody at Warrego near Tennant Creek could not be mined economically if cheap treatment water was not available near the mine. This paper describes the difficulties in obtaining water in the Tennant Creek area and the water supply investigations carried out near the Warrego Mine which resulted in the successful discovery and evaluation of a reliable large scale water supply. It is contended that the establishment of a water supply must be approached on a systematic and scientific basis similar to the approach with the exploration and establishment of actual ore reserves. Mining companies with similar water supply problems may benefit by approaching their problem on this basis. The approach adopted by Peko Mines is outlined in this report.

The South Deep surface shaft system is being sunk to a final depth of 2750 m below surface and on completion will be the deepest single drop shaft in the world. The shafts will intersect the target reef horizon at 2650 m below surface. In order to negate the requirement for a shaft pillar, which would be extremely large at this depth, the reef horizon in the vicinity of the intersection is currently being mined. A high quality crushed waste/classified tailings backfill is being placed in the longwall stoping panels around the shaft intersection area. This will limit closure and ride which following shaft reef intersection could have a detrimental effect on the long term shaft stability. This paper discusses underground instrumentation results and numerical modelling exercises carried out to confirm that the shaft system will be stable throughout the life of the mine. Instrumentation projects include closure and ride measured between backfill paddocks and haulage leveling exercises carried out to determine the far field rockmass response to mining with stiff backfill. Results from the numerical modelling exercises show good correlation with measured data. This indicates that a high degree of confidence can be placed in the model input parameters and consequently in the design of the shafts to ensure their long-term stability.
