Although the last decade has seen the growth of many new licencing and approval requirements for the exploration and mining industries, there remains in each State of Australia and the Northern Territory a predominant "Mining Act" containing provisions for the grant of exploration and mining tenements. What then are the rights and duties of tenement holders either by virtue of a Mining Act or through other approval and licencing mechanisms? What rights and duties does a person acquire when he is granted an exploration licence or a mining lease? In this paper I will attempt to cover these types of questions using in particular examples from New South Wales. I will also refer to a range of other subordinate approvals and licences which today's society requires and the need for ethics and recognition of liabilities.

Railway cuttings require the highest care in design and construction, as the pro- bability of failure concept does not allow any risks to be taken with hundreds of lives being dependent on continued stability. The usual geological influences on stability such as bedding dip and faulting are often discus- sed, but other major problems may come from the presence of sheet joints, cross joints differential weathering and seasonal or daily changes of ground water level. The design of rail cuttings has taken little note of the problems imposed by cons- truction methods, and low cost quarrying methods may seriously weaken a designed shape. The presence of berms and drainage ditches is often difficult to achieve as blasting imposes cumulative stresses and jointing on rocks. Contractors face difficulties in bidding extensive rock cuttings as variations in rock properties are often concealed and overshoot- ing the toe of a batter can easily occur. Modern blasting methods offer some solutions, but the best guide to safe successful cuttings is extensive investigation and the continued involvement of engineering geology at the stages of feasibility, design, construction and maintenance. Two case histories show the influence of folding, faulting and construction methods in the case of slope failure and slope stability.

The Ranger uranium mine has operated in the Kakadu region of the Northern Territory since 1979. The mine's water management system was designed to cater for the wet-dry monsoonal climate and to satisfy the recommendations of the Ranger Uranium Environmental Inquiry - Second Report, 1977 (The Fox Report) with respect to environment protection. The Fox Report advised that the aquatic ecosystem of the region must be protected and that the mine should collect all runoff from disturbed areas. Furthermore, the mine was to operate as a no-release system until release standards, based on the experience of several years of operation and on the results obtained from monitoring and scientific investigations, could be established. Monitoring and research data have now been collected for a decade. it is evident that lower-than-expected concentrations of chemical constituents are present in the runoff waters which are retained on site. Standards have been established for the release of these waters to the streams when in flood during the wet season. Mine water quality data and release standards are presented. It can be confidently concluded that controlled release will not cause detriment to the aquatic ecosystems of the Kakadu region. The Ranger operation has demonstrated that environmentally responsible management of mine waters is feasible for future mining ventures in the Kakadu region.

Flotation process intensification is often achieved through changing chemical reagent scheme or flotation machine or both, which likely brings a hefty burden to the flotation plants in terms of capital or operating expenditure. A novel approach to flotation process intensification is the use of acoustic sound, which has been demonstrated to be effective in improving the flotation of various mineral systems with different type of flotation cells. This approach was based on the dynamic stabilisation effect of acoustic sound on the flotation froth. The present work aims to understand the influence of various experimental conditions on the effectiveness of the approach. First, the effects of sound frequency and amplitude were studied with column flotation of silica particles. Results showed that the flotation performance was improved only within a certain range of frequencies and above certain amplitude. The study was then extended to the mechanical flotation of quartz particles with various size ranges and at two solids concentrations. With sound, the recoveries of different size fractions within the range of 20–212 μm were all increased. In particular, the recovery of 150–212 µm particles was increased from 0 per cent to approximately 25 per cent, demonstrating the potential for extending the upper limit of particle size in flotation by using acoustic sound. Furthermore, mechanical flotation of chalcopyrite particles at various collector dosages (50–150 g/t) was carried out with and without sound. Results showed that the increment of the final flotation recovery was increased with sound at different collector dosages. Overall, acoustic sound has the potential to be used as an effective and versatile method for flotation process intensification.

Geometallurgical parameters are descriptions of the mineralogy and microstructure of the ore determining its mineralogical and microstructural characteristics. From a conditional geostatistical simulation of such properties, a processing model can compute recovery, equipment usage, processing costs, and thus the monetary value for mining and processing a block with certain processing parameters. The output can be used for optimising mining sequences or finding optimal processing parameters by solving the corresponding stochastic optimisation problem.The approach requires two properties of the simulation not provided by established geostatistical techniques:Many relevant geometallurgical parameters are from non-Euclidean statistical scales such as (mineral) compositions, (grain size) distribution, (grain) geometry, and (stratigraphic type) categorical, which might produce nonsensical values (for example, negative proportions, negative facies probablities, planar grains) when simulated with standard geostatistical techniques.Due to the nonlinearity of processing, the entire conditional distribution of the geometallurgical parameters is relevant, not only its mean and variance. The geostatistical simulation needs to reproduce the joint conditional distributions of all the geometallurgical parameters.The multipoint conditional geostatistical simulation technique discussed here allows for jointly simulating dependent spatial variables from various sample spaces. The technique combines an infill simulation, similar to the one used in multipoint geostatistics, with a new form of distributional regression to estimate conditional distributions of arbitrary scales from different information sources, including training images, training models and observed data. The distributional regression is based on a generalisation of logistic regression and is related to both Bayesian Maximum Entropy geostatistics and high order cumulants.The method ensures that simulated data reside in the set of possible values and honour the characteristics of the joint distribution to be reproduced. This paper reviews the history of environmental assessment in New Zealand with reference to mineral developments. Emphasis is given to larger more controversial projects particularly metal mines. The changing role and application of the Environmental Protection and Enhancement Procedures is examined in the context of changes in the government's environmental administration and the response of the Ministry of Energy's resource allocation group. Conclusions are drawn on the effectiveness of the present environmental assessment activities and on the allocation of administration of priorities in the Ministry. The Ministry of Energy has effectively ceased to exist.

Carbon sequestration in planted forests provides an immediately available, low cost option to address the greenhouse impacts of coal mining and coal utilisation in a carbon constrained world. In addition, planted forests also offer the opportunity to address other environmental issues, particularly salinity and loss of biodiversity. Given salinity is characteristically associated with agriculture in the 500 to 700 mm rainfall belt, then where such forests can also produce commercial timber products, they offer the additional opportunity to establish new, diversified rural employment in both timber growing and processing. In the majority of Australian catchments affected by salinity, where rainfall is generally less than the 700 mm limit to conventional forestry, and where groundwater reserves are often saline, the objective of achieving economically viable forestry production presents a significant challenge. In 1996, Saltgrow commenced a collaborative breeding program to combine the salt and stress tolerance of E camaldulensis, with the growth rate, stem form and wood properties of the commercial species, E grandis and E globules. This program aimed to produce trees with the potential for commercial rehabilitation of saline landscapes. Results covering a range of site conditions from SaltgrowÆs network of over 100 trials around Australia are presented. The opportunity for commercial plantations integrated with agriculture in low to medium rainfall areas to address salinity and sustainability will be discussed. In addition, the significant potential for partnerships between land-rich, cash-poor farmers, catchment management authorities seeking to invest in public good projects that enhance environmental sustainability, and major carbon producing industries with either mandated or voluntary requirements to curtail net emissions will also be discussed.

The East West Link road tunnels are proposed to provide a connection between the CityLink toll road and the Eastern Freeway north of the Melbourne CBD. The alignment passes from Moonee Ponds valley beneath the Upfield Line railway cutting, Royal Park, the historic Melbourne Cemetery and beneath Alexander Parade rising to an eastern portal at Hoddle Street. The western (Royal Park) part of the alignment passes through the folded and faulted Silurian Melbourne Formation, which has been subjected to deep weathering since the Triassic.The Melbourne Formation in the Royal Park area is mainly characterised by interbedded sequences of siltstone and fine-grained sandstone. The beds are often graded and a clear boundary between the siltstone and fine-grained sandstone rock can be difficult to distinguish. Variation in lithology and the presence of structural geological features such as folds and faults have resulted in an irregular weathering profile within the Silurian rock; nonetheless the formation typically becomes less weathered with depth.Due to difficulties in obtaining reliable laboratory strength and stiffness relationships with weathering grade, in situ testing methods such as downhole shear wave velocity and high-quality pressuremeter testing are a useful aid to assessing appropriate geotechnical parameters for design.This paper presents an analysis of the variation in shear modulus of the Melbourne Formation, determined at small-strain (from downhole seismic data) and at ‘engineering scale’ strain (from pressuremeter tests) for extremely weathered (XW), highly weathered (HW) and moderately weathered (MW) rock. Estimates of small strain shear modulus (Go) obtained a range between 400 to 3400 MPa for these weathering grades. By comparison against the pressuremeter test data, reduction factors to be applied to these Go values to estimate shear moduli at engineering strain levels typically range between 0.10 and 0.35.The downhole geophysics undertaken in the Royal Park boreholes also suggests that there is an inversion in velocity between approximately 15 and 27?m depth below the top of the formation. The arbitration process, and its drawbacks: Any time you have taken part in a major arbitration, and the decision, when it comes out, is not what you thought it would be (which is bound to happen occasionally), the normal reaction is something like æthe arbitrator got it wrongÆ. Again normally, when you have cooled down a bit, and you look in more detail at the decision, you can see, probably, æwhere he got it wrongÆ (it is only male arbitrators who get it wrong). Ultimately, when reason prevails, and you reflect on it, you can see that what really happened was that you failed to get the arbitrator to see what you were getting at in the point or points concerned. This is doubly frustrating, when you consider what has been involved in getting to this point, having been through it all at least twice. An alternative to this process may be the dispute review board.

Attention is given to three possible alternative structures namely corporate joint venture, partnership joint venture and unincorporated joint venture. A corporate joint venture involves the formation of a separate and distinct legal entity with limited liability. The shareholders of the Company will be the members of the consortium. A partnership joint venture involves the members of the consortium joining a formal partnership. The partners will conduct the business in common with each other and will share the profits and losses of the project activities. The partners will be jointly and severally liable. An unincorporated joint venture is distinct from a partnership. The members of the venture will not be jointly and severally liable. Taxation and accounting aspects are examined and an outline provided of a typical joint venture agreement. The two main advantages of an unincorporated joint venture are considered to be a favourable treatment for income tax purposes and a greater degree of flexibility when compared with the corporate joint venture and the partnership joint venture.

Although the flotation cell has been under continuous development over the past 80 years, an understanding of the precise roles of a cell in produc- ing the flotation result had evolved slowly. In fact, detailed studies of cell dynamics began only in the 1940s when flotation practice had almost reached the half-century mark. The earliest generalizations related cell capacity to power intensity (hp/vol- ume) (Rose, 1946), and specific operating features such as aeration and power ' consumption to impeller submergence and operating speed (Read, 1933). In the 1950s hydrodynamic characterization of cells through power coefficients and air flow numbers began (Arbiter and Harris, 1961) and has continued to the present, with increasing industrial use of these concepts (Degner, 1982; Degner and Treweek, 1976). Liquid flow measurements in Wemco cells (Degner, 1982) made liquid flow numbers and turnover frequencies available for more complete under- standing of cell dynamics. The present overview of flotation technology is a critique of cell design. The cell process represents the interactions between cell dynam- ics, cell geometry, and ores, with the latter prepared for that interaction through size reduction and reagent treatment. While previous invest- igations of flotation cells have accepted all cell designs uncrit- ically, the present study considers the physical process components that an effective cell must provide, and then compares a limited number of

Static liquefaction is a geotechnical hazard in mine tailings facilities. Soils that are contractive in shear are susceptible to static liquefaction. Tailings facilities are dynamic structures, typically growing in height each year. Dilative tailings may become contractive under increased effective stress. In this paper we show that Cone Penetration Test (CPT) data can be used to estimate the future state of in-place tailings under changes in effective stress. Susceptibility to static liquefaction is typically evaluated with the CPT by using a clean-sand equivalent normalized cone tip resistance (Qtn,cs) or by estimating the state parameter (?). An alternative approach is to evaluate the soil-state using the yield-stress-ratio (YSR = ?’y/?’v0). If the YSR equals one it is on the normal consolidation line and the soil-state is contractive. YSR values greater than three are typically dense of the critical state line (CSL) and the soil-state is dilative. In this paper we review how to calculate Qtn,cs, ?, and ?’y; and how the YSR can be used to screen for contractive soil behaviour. Unlike Qtn,cs and ?, it is very simple to estimate how the YSR will change due to an increase in overburden stress. This YSR approach was evaluated at three locations that saw increases in overburden of 10 m, 20 m, and 25 m. We show that the ?’y calculations are consistent and the increase in effective stress moves the soil state towards looser soil states. To the layman or the casual in- vestor, the critical problems in the mining industry appear to rest on the questions of finding and developing an orebody. The high cost of finding a major orebody suggests that the search is the only matter of real concern. However, the resulting operations which hopefully will provide a profit- able return, depend very heavily on the quality of the servicing that the particular industry receives. Once the mining venture has been established with the necessary plant, equipment and infrastructure, the routine servicing becomes an important function of the operations.

The PT Freeport Indonesiaæs Deep Ore Zone (DOZ) copper deposit is located in the province of Irian-Jaya, Indonesia. Currently, a block cave mine is being developed around this deposit. Production is scheduled to start the fourth-quarter of year 2000 and to ramp up to 25 000 tpd by year 2003. The air quantity requirement for this mine is equal to 780 m3/s. To supply this quantity, the mine will require five centrifugal fans (one 450 and four 750 kW fans). This study summarises the technical aspects related to the installation and commissioning of two of these fans. The fans were installed on the surface in parallel arrangement with two others. Each has a design capacity of 240 m3/s of air at 2.2 kPa of static pressure. The study presents the installation details from the underground shaft excavation and portal development through fan testing and commissioning. It also presents the results of a monitoring system that was installed to determine the fan duties.

The Awak Mas gold project is located in the Province of South Sulawesi, Republic of Indonesia. It is situated 300 km by road north of the provincial capital of Ujung Pandang. The capital is readily accessible by air from Australia via Denpasar on Bali or the Indonesian capital, Jakarta (Figure 1). Elevations at Awak Mas range from 850 to 1400 metres above sea level in reasonably rugged terrain. The area is covered by primary and secondary (regrowth) rain forest. The region is subject to an equatorial-type tropical climate. The annual rainfall is a high 3000 mm most of which falls in the rainy season between March and June. In the lower valleys rice, cloves and chocolate crops are cultivated. Title to the project area is secured by a Contract of Work (COW) issued to PT Masmindo Eka Sakti (MES) on 23 October 1987 by the Government of Indonesia. MES was controlled at the time by New Hope Industries group of Brisbane. After New Hope had completed initial reconnaissance exploration of the area, Battle Mountain Gold Company (BMGC) farmed-in in 1991 and earned a 60 per cent beneficial interest in MES.

The papers in this section of the conference and indeed the conference as a whole will rightly focus on the recent û the state of play around the Pacific Rim. However, to set the scene I propose to take a longer-term perspective. In so doing I wish to illustrate and emphasise that change is normal and natural û to paraphrase Bob DylanÆs 1963 classic, æThe times they are (always) a-changinÆ Æ. The challenge is how to cope with such change, in an industry, a corporate and a personal sense. A further challenge for geologists, both exploration and mine-based, and indeed for anyone, is to understand where they fit in the broader picture. For several reasons it is appropriate first to look briefly at the minerals industry in the Pacific Rim around a century ago. It was here in Adelaide in April 1893 that the first general meeting of the Australasian Institute of Mining Engineers (or The Australasian Institute of Mining and Metallurgy as it later became) took place and where the Centenary Meeting was held in 1993. The late 1800s and early 1900s was a period of extraordinary change in the minerals industry regionally and worldwide. The industry benefited from the economies of scale provided by improved mechanisation. It further benefited from the introduction of technically qualified professionals, such as chemists, metallurgists and mining engineers, although the usefulness of geologists had yet to be recognised commercially. With the rise of such professionals, technical societies formed and flourished. At the same time international financial markets and trade were expanding, a gold standard was widely supported and the financing of mining ventures was well established. Mining was an international business and its people travelled widely. As a consequence of the better-educated mining professional, the ready exchange of knowledge and the availability of finance, new processing techniques such as pyritic smelting, the cyanide process and flotation were developed. These, together with much improved materials handling in the mining and processing phases, dramatically changed the economics of the minerals industry.

The problem of comparison of island arc's andesites in terms of petrochemical data is exa- mined. It is definitely established that only two main factors exist controlling the petroche- mical variety of the Kurile arc's andesites.Ori final multivariate statistical technique and computer software are used to extract these fac- tors. It is shown as well that the chemical com- position of igneous rocks depends on the type and structure of the Earth's crust. The follo- ~cing interpretation is proposed for the two factors describing petrochemistry of andesites: the first one is the depth to the Benioff seis- mofocal zone and the second one is supposed to indicate the position of the peripheral magma chambers. The basic trends of variations in the chemical composition components depending on the changes in the controlling factors are de- Tcnnined.

As the title indicates the central themes discussed in this contribution are sustainable development, information systems, and extractive industry. More specifically, the objective is to present a prototype for the systematic generation of extractive industry (henceforth: EI) û specific sustainability information. The paper begins with the authorÆs viewpoints on the core notions of sustainability, and development, as well as their relationship to information. These set the stage for the introduction of the information system (IS), as well as the follow-up sustainability information system (SIS) extractive industry sustainability information system (EISIS) concepts and related discussions. The paper continues with a second part, in which, efforts to research and develop an EISIS prototype are described. First, the team is presented. Second, the systemÆs aim and target groups are briefly discussed. After, an articulated overarching EISIS conceptual model emphasising capital accumulation, and service flow concepts û is presented. This is followed by a detailed description of the assembled prototype with a focus on data and information generation. The formulation of data generation, storage and transmission processes, as well as its use in sustainability interpretation rules and their embedment in the conceptual model is made with respect to monetised stock and flow parameters, measured in the appropriate dimensions. In the third part, the author presents and discusses the results of a first round of prototype experimental development in three major EI firms. First, the system observation, and data analysis protocols are described. Second, a review of protocol implementation, and respective results, is made. Finally, the overall performance of the proposed prototype, and development process issues are discussed, before suggesting areas for improvement and future research. The paper ends with a conclusion in which the author provides a retrospective balance of the æknowledge creation projectÆ, as well as a prospective outlook for research in this field; before acknowledgements are made and references provided.

When revegetation is a part of a rehabilitation strategy at mine sites in arid and semi-arid environments, its success can be strongly affected by the availability of water prior or during the time of seed dormancy, germination and early growth of seedlings. The semi-arid and arid environments of northern Australia are characterised by highly variable and erratic rainfall and hence the actual weather conditions at and around the time of germination and seedling emergence play a critical role in determining the success of plant establishment and the type of plant community that may develop.Using available climate data, an analysis has been undertaken and a set of indices has been developed which describe the suitability of the climatic conditions for rehabilitation. In total, eight sites from Queensland and one site from New South Wales, Australia have been analysed. It could be determined that regular rainfall and relatively short periods of water-deficit are key characteristics of climate suitability. A comparison of the locations studied allowed the separation into suitable and susceptible locations in terms of the availability of water, amount of rain and duration of drought between rain events.In our experience, specific estimates of climate suitability are rarely incorporated into the design of mined land rehabilitation programs. We consider that the regional intensity, seasonality and extremity of climate represent an overarching component of landscape complexity, which in turn will influence the development of post-disturbance ecosystems in these regions. This paper presents the outcome of climate analyses paired with the development of suitability indices. A re-evaluation of the Hampton Boulder prospect in the early eighties resulted in a decision to proceed with mine development in December 1985. A 500 000 tpa gold treatment plant was commissioned in December 1986. The treatment facility was expanded to 1 600 000 tpa in July 1988. A tailings treatment plant to improve recoveries from harder gold bearing sulphide ores was built in December 1990. The development of an underground mine in 1991 meant that a source of sand for backfill was required. A sands plant to fulfil this requirement was commissioned during November 1991.As of June 1992 a total of 7 710 487 tonnes of ore have been treated through the New Celebration gold plant. Total gold production from inception of the new mine until June 1992 is 545 470 ounces obtained at an average recovery of 90.1 per cent from an average gold head grade of 2.4 g/t. The combined quoted ore reserves at the end of December 1991 was 14Mt grading 1.8 g/t gold
