The Bogong Hydropower Development is a 140 MW high head power project currently under construction in Northern Victoria. The project is the final link in the Kiewa hydroelectricity scheme, which was originally constructed in the 1950s. Due to its location in the Alpine National Park, the waterway for the Bogong project must be located entirely underground. A series of shafts and tunnels is being constructed to transfer the water from the headworks at McKay Creek to the new power station located on the shores of Lake Guy in Bogong village. The difference in elevation between the headworks and the power station is greater than 420 m, which poses particular issues for the design and construction of the waterway. The purpose of this paper is to describe the design and construction planning aspects of the tunnelling and shaft excavation and lining works for the waterway. The tunnelling works includes 5.7 km of hard rock tunnel boring machine (TBM) driven tunnel, 1.1 km of drill and blast tunnel and two deep shafts. The tunnels and shafts are lined with a mixture of permanent rock bolts and shotcrete, concrete lining and steel lining. The viability of the Bogong Hydropower Development relies heavily on the ability of the TBM to excavate at high speed through the East Kiewa Grandiorites. Particular attention was given during the construction planning stage to understanding the excavation characteristics of this material, and designing a suitable hard rock TBM that would be capable of meeting the program requirements of the project.

The Douglas mineral sands deposit is located 75 km north of Hamilton in western Victoria, Australia. The deposit was discovered in the late 1990s by Basin Minerals Limited and purchased by Iluka Resources Ltd in 2002. Prestrip mining commenced in December 2004, with ore mining commencing in August 2005. Douglas is the first of several projects being implemented by Iluka Resources Ltd in the Murray Basin, with all heavy mineral concentrate planned to be treated at the companyÆs mineral separation plant in Hamilton. The mineralisation at Douglas lies along the south-eastern margin of the Murray Basin. It is hosted by marine Pliocene Loxton-Parilla Sands and consists of three discrete deposits; Bondi Main, Bondi West and Bondi East. The mineralised sediments dip at a low angle to the west and lie unconformably beneath a veneer of top soil (50 - 100 mm) and subsoil (up to 600 mm) and between three to 12 m of overburden. The barren overburden, characterised by high clay content (<53 ¦m material) generally provides a stark contrast to the sandy ore, which is between 1 m (parts of Bondi East) and 15 m (Bondi Main) thick. Both overburden and ore are removed utilising standard dry mining techniques using both scraper-bulldozer and truck-excavator combinations. All ore is delivered to run-of-mine (ROM) stockpiles before being reclaimed by front end loader into the processing plant. Grade control at Douglas is based around visual dig control aided by high precision survey, which enables accurate reference to the resource drilling and block model data. Vertical excavator faces, inclined scraper faces plus regular test pits and trenches provide opportunities for in pit mapping and sampling. This data is used to refine not only the resource estimate for Douglas but also the drilling, interpretation and resource modelling methods used for similar deposits across the basin. The foundations of the geological reconciliation process at Douglas are the in pit surveys undertaken each time the mining fleet has completed building a ROM stockpile. These surveys and the subsequent interrogation of resource models enable robust estimations of the heavy mineral content of the stockpiles, which are subsequently used to predict the daily input grades into the plant during their reclamation. Reconciliation of this daily data is then undertaken at the end of each month against metallurgical production data and plant balances. Learnings and results from the reconciliation process are used to further refine subsequent resource models and modelling methods.

The realities of export competition require that Mine Management sig- nificantly reduce the costs associated with accidents and workplace ill-health. Newer management approaches are proving effective in reducing the Total Cost of Risk through a strucured Occupational Health and Safety Programme exhibiting the following features: ò Formal Company Policy ò Accountability for OH&S performance clearly designated to each level of management and supervision ò Effective utilisation of a Mine Occupational Health and Safety Co- Ordinator and a Mine Occupational Health and Safety Adviser ò Development of realistic OH&S Objectives ò Training of Management, Supervision and Workforce in Occupa- tional Health and Safety ò Development and adoption of Safe Work Practices and Procedures ò Effective employee selection procedures, control of Contractors ò Monitoring of the health of the workforce ò Collection, recording and distributing information on all Mine inci- dents, accidents, injuries and damage ò Ensuring that the Mine environment is healthy and safe ò Effective Emergency Procedures to deal with injury, fire, rescue and other situations of risk ò Controlling those Mine hazards which cannot be removed ò Adopting a high standard of Occupational Rehabilitation ò On-going visible Management participation in the programme to ensure that momentum is developed and maintained. This approach requires that Occupational Health and Safety be given equal status with product quality, maintenance of plant and output per- formance; its implementation is rewarded with improved morale and major cost reductions.

The definition and recognition of silver minerals is very difficult. In general such minerals occur at low concentration and can be hard to identify and measure using conventional optical mineralogy. The present paper describes the use of the QEM*SEM system to tackle this problem and provide information of use to the metallurgist. Three aspects of QEM*SEM are used to special advantage in this application. Firstly the automated mode of operation is used to make a rapid search for the sparse phases. Secondly the X-ray capability is used to identify the mineral phases. Finally the image analysis programs quantify the distributions of the minerals which are found. The paper deals with the identification stage of the process and with the use of the data which can be derived. Silver minerals which covered a range of ore types and composition were collected and studied in detail. On the basis of these measurements and information received from a number of mining companies regarding the important minerals, a classification table was prepared. This table listed about 40 different silver mineral types which could be identified by QEM*SEM and which were of interest in silver recovery processes. Where the silver occurs in solid solution in concentrations greater than about one per cent, the silver content in the species was subdivided into ranges based on statistical intervals. The QEM*SEM system was programmed to recognise these as separate species. Examples are presented of the use of the system in defining the type and morphology of the silver mineralisation to assist in the assessment of batch flotation test Samples.

In 1953, Dr N Fisher of the Bureau of Mineral Resources, acting on behalf of the Society of Economic Geologists, which is considering the sponsoring of a uniform system of nomenclature for ore reserves, enquired from The Australasian Institute of Mining and Metallurgy whether it had ever considered this subject and particularly whether it had ever set up any standard definitions or specifications with regard to ore reserves.As this had not been done, but was thought to be desirable, the Council of The Institute appointed a Committee consisting of H H Dunkin, Associate Professor of Mining Engineering, University of Melbourne (Convenor); E A Rudd, Professor of Economic Geology, University of Adelaide; J D Campbell, Chief Geologist of Western Mining Corporation; and the writer, to consider the report on this subject.In December 1953, the Committee submitted its frrst report to the Council and this report (reproduced here as an Appendix) was widely circulated among member companies and engineers, with an invitation to comment on the proposals. A large number of replies was received and studied.After studying the replies the Committee issued a second report, in part as follows:From these replies we have learned that the suggestions made in the frrst report of the Committee are unacceptable to most of those interested, on one or all of the following grounds:a. number of categoriesb. defmition of categoriesc. nomenclature.It is also apparent that all alternatives suggested in the various replies would likewise be unacceptable to the majority of those replying.As a result, we have come to the conclusion that neither this Committee nor any other could at present and in the present state of opinion on the subject make recommendations regarding classification and nomenclature of ore reserves which would be acceptable to a sufficiently large proportion of members.It seems to us now that the objective of a widely applicable and acceptable system of classification and nomenclature, one that could be endorsed by The Institute and ultimately become standard practice in the industry, requires more than compromise between present conflicting views... it requires first a foundation of substantial agreement on the essential facts, implications and range of ore reserve estimation. This does not yet exist and it is evident that much additional analysis of present practice and opinion must be undertaken before any further systhesis is attempted.

The distribution of p(~rphyt1 copper deposits, in time as well as place, is used to propose an occurrence model based on the genesis models of Sillitoe and Rona. A magmatic source of the metals is accepted. The characteristic metallogenic epoch and the migration of the mineralization event along an elongate metal province are explained as the result of subduction of an obliquely- oriented strip of mineral-enriched material on the oceanic plate. Two mineral-enriched trails emanate from a hot-spot source of high-intensity hydrothermal activity in an oceanic rift. Because the whole plate system moves relative to hot spots, the hydrothermal source appears to migrate along the rift, and the two trails are not parallel to transform faults, but form a broad "V" centred on the hotspot. Source loci are spaced at intervals of about 3000 km, resulting in the possible repetition of metallogenic epochs, in a subduction zone province, at about 100 m.y. intervals. The position of the mineral-enriched strip can be found graphically, given ages of a series of deposits in a province, and the plate convergence vectors. This knowledge provides an exploration tool at regional scale and, by reflection across the rift, the potential for exploration is extended across oceans. The model has implications for commodities and deposit types other than porphyry coppers.

The United StatesÆ reporting standard for the mining industry for securities purposes is contained in the Security and Exchange CommissionÆs Industry Guide 7. It defines proven and probable Reserves using its own definitions, and prohibits the disclosure of quantitative estimates, for all mineralisation other than those two Reserve categories (though disclosure of Measured and Indicated Resources as quantitative mineralised material estimates is now informally allowed). Similarly, it restricts disclosure of value estimates to Reserves only, which SEC policy generally requires to be on an historic cost accounting basis. The SEC does not maintain a formal Competent or Qualified Person policy. In March 1999, the US-based Society of Mining, Metallurgy and Exploration (SME) released an update of its 1991 guidelines for definitions to be used in reporting of Mineral Resources, Reserves and Exploration Information, closely abiding by the 1997 CMMI recommendations. However, without SEC recognition, reporting under the SME and CMMI definitions is effectively barred for US companies. The SEC intends to adopt the International Financial Reporting Standards (IFRS) of the International Accounting Standards Board (IASB). This will occur within just a few years, when the convergence project for development of the IFRS has reached a satisfactory point. The US is the largest financial supporter and participator in IASB. The Extractive Industries Standard of the IFRS will likely terminate Industry Guide 7. However, the effect of this international replacement will likely be equally restrictive. This could possibly neutralise the benefit of a CMMI-based global reporting standard. SME, the US society encompassing the widest range of mining industry professionals, does not have a Code of Ethics. It has no mechanism for requiring members to abide by a professional standard. SME is presently looking into possible solutions for this deficiency. US-based professional societies that do have a binding Code of Ethics, generally cater to a single profession, and are not just mining industry related. The American Institute of Professional Geologists (AIPG) and the American Institute of Minerals Appraisers (AIMA) are examples. The SME is considering creating a subsidiary body with an enforceable Code of Ethics. To support a CMMI-based global reporting standard, competent persons will need to work across international borders. A standardised mechanism for qualifying and registering competent persons will be needed. National rules and laws must allow competent persons to easily enter countries to perform their work. State issued licenses are increasingly required for much of the work performed in the US mining industry by engineers, geologists and minerals appraisers (valuers). Such licenses are not required by the SEC for Reserve reporting in the US, may not be required for valuation of mineral properties under certain circumstances, and except for real property valuer licenses, they generally do not have a binding code of conduct. However, state licensing of professionals forms a substantial and increasing barrier to interstate trade in professional services, and can be a prohibitive barrier to professionals from outside the US. Any rationalisation of this confusing patchwork of regulations confronting US minerals industry practitioners will only occur as part of larger, national change, hopefully aimed at compliance with international standards and protocols. The US does not have a valuation standard aimed specifically at the mining industry. The Uniform Standards of Professional Appraisal Practice, the national valuation standards, often must be applied to mineral property valuation, but contains no specific instructions for minerals. The author has campaigned against development of minerals valuation standards proposed by US minerals institutes. Instead he encourages the mining industry worldwide to place its support behind the initiative of the International Valuation Standards Committee (IVSC) to include an extractive industries section in its International Valuation Standards (IVS). This should provide a global set of valuation standards for the mining and petroleum industry within two years. This addition to IVS will provide essential valuation standards reference support for the extractive industries financial reporting standard of the International Accounting Standards Board. The IVS has achieved a high level of acceptance in the developed and lesser developed countries of the world. It provides a comprehensive framework of Generally Accepted Valuation Principles for the valuation profession internationally, for valuation of all property or asset types. IVSC is effectively a sister organisation to IASB. The IASBÆs International Financial Reporting Standards (IFRS), previously known as the International Accounting Standards (IAS), reference and quote IVS in some instructions for determination of fair value. IVSC is a non-governmental organisation (NGO) member of the United Nations and maintains liaison with many important international economic, accounting and financial agencies, such as the OECD, IMF and WTO.

Increasing contamination/impurity levels (including arsenic, antimony, mercury etc.) of concentrates is an issue of global commercial and health / environmental significance. With increasing environmental pressures at smelters, penalties for contaminants in concentrates continue to rise, accompanied by lower reject limits. There is a strong incentive for miners to investigate alternative means to remove contaminants in order to increase the value of complex ores and concentrates. This paper discusses the global problem of contamination in complex ores and concentrates, how the Toowong Process technology is a potential solution to this problem, and the opportunities this technology brings to the business of dealing with deleterious elements. A fast, non-contact technique for measuring sizes of rock fragments on a conveyor belt is presented. An image processing technique called active stereopsis is used which makes use of a light stripe projected on to the surface of the fragments on the conveyor belt. A CCD TV camera is used to capture the shape of the distorted light stripe. the video image of this shape is then processed by a computer program so that the 3D profile of the surface can be obtained by triangulation. The sizes of the rock fragments are then calculated from this profile. The speed of the technique is improved by calibrating the light stripe system before measurement begins so that the profile of the fragment surface can then be measured using simple geometry. The technique is fast and highly parallel so that it is able to operate in real time.

The Work Health and Safety Act 2020 (WA) (WHS Act; DMIRS, 2020) and associated Work Health and Safety (Mines) Regulations 2022 (WA) (WHS Regulations; DMIRS, 2022), supporting guidance materials and other laws, such as the Sex Discrimination Act 1984 (Cth) (SD Act), have imposed new duties on every person or business conducting an undertaking (PCBU) in Western Australia, including those operating in the mining industry. These laws and associated guidance materials combine to require owners, operators and contractors to discharge positive duties and better report and manage psychosocial hazards in the workplace. For mine operators, there is a positive duty to not only identify and eliminate hazards relating to psychological harm, sexual harassment and gendered violence at work, but to also report incidents to the safety regulator that could result in serious harm, even while internal and police investigations are ongoing. Traditional mines safety teams are navigating the evolving frontier of psychological and gendered safety as the duties relating to psychosocial safety and sexual harassment at work continue to expand. This paper will review the legal obligations on PCBUs to conduct internal investigations into critical psychosocial incidents and gendered violence on mines, whilst balancing the demands and sensitivities of investigations by the safety regulator and police. There are emerging approaches to safety investigations that can aid PCBUs in managing their investigations of psychosocial incidents and gendered violence, including trauma-informed investigation techniques, collaboration with psychological experts and the use of limited legal privilege. Well managed and sensitive investigations can foster trust amongst workers, result in improved incident reporting by workers and lead to enhanced safety outcomes for the resources industry whilst preserving the legal positions of involved PCBUs. Specifically traversing the new duty to consult, cooperate and coordinate, this practical session will arm mine managers, safety professionals and human resources professionals, from mine operators and mining contractors alike, with tools and processes to bring to safety investigations, particularly on residential mine sites.

The description whieh follows sets out the general details of construction of such furnaces, and the operation at thc Broken Hill Proprietary Company's blast furnaces at Newcastle, New South Wales.The occurence of iron in many forms is so well known as to need no description. Modern civilisation may be said to be built on a foundation of iron, and, today, the production of iron and steel has beeome one of the world's industries.A short historical introduction will serve to show the evolution of the processes and apparatus since iron production assumed importance.There is no definite date fixed as to when iron was first made, or by what means it was first discovered. Perhaps prehistoric man threw iron bearing stone on to his fire, and these became reduced, Ieaving a soft metal behind, or more probably the first iron was of meteoric origin.There is evidence, however, to prove that it has been known for a period of 6000 years. Iron has been found in the Pyramids and its use was known to the early Eqyptians and later to the Hebrews, Assyrians, Greeks and Chinese. In most of the literature, the hydrocyclone is viewed as a black box in which only global variables are present and where the equations are obtained by curve fitting. Recently some work has appeared where the Navier Stokes equations are solved numerically in the hydrocyclone geometry. However, in all of these works the air core surface, which has an important influence on the hydrocyclone dynamical behaviour, is modelled as being a cylindrical surface of fixed radius. In this work, we model the surface of the air core as a free-boundary which has to satisfy a jump condition, the Young-Laplace equation, relating the physics to the geometry. Based on this model, we are able to explain, qualitatively, some phenomena that have puzzled research workers in the field for many years, and can show, through the air core behaviour, the influence of material parameters on the performance of the hydrocyclone.

The Northside Storage Tunnel Project in Sydney includes over 20 km of TBM driven tunnels, over 3 km of declines and major caverns and pump rooms. The paper describes methods used for design on the project. Emphasis is given to the refinement of the use of empirical rock mass classifications, and to the use of discontinuum numerical methods.The use of empirical rock mass classifications in Sydney sandstone has usually led to conservative design because the systems are based on a random orientation of joints in the rockmass. Because the joint sets are usually oriented in a way that is beneficial for tunnelling, limits must be placed on the parameters used in the classifications system. The paper discusses these limits and the derivation of the parameters.The use of numerical methods in Sydney sandstone is discussed. Continuum methods have their uses, but discontinuum methods are preferred. The use of UDEC has been validated against a previous project, the New Southern Railway. Recommendations are given for UDEC models.

The title of my address today is "Oil and Gas Valuations - A Simplistic View of Some Critical Issues". Alternatively I could have called this address "Pitfalls for investors' and corporates in accessing Independent Experts Reports" 'as in this brief 12 minute talk I will briefly comment on some common misconceptions with regard to the valuation of exploration areas and production interests, and comment on how the draft release guidelines address these issues.

A new approach to more reliably predict the Ni (and Fe, Mg) composition of Ni laterites was tested for RC samples from the (siliceous) oxide–style, Siberia North deposit, Kalgoorlie Nickel Project (KNP), in the north-eastern Yilgarn (WA) using partial least squares regression (PLSR) analysis of diffuse reflectance spectra over the 380 - 2500 nm wavelength range with a multi–element chemistry data set. PLSR cross-validation models were developed to predict FeO, MgO and Ni contents in composite samples with bulk composition limits of >0.08 wt per cent Ni and <6 wt per cent MgO. Calibration and validation models showed a strong, linear trend for predicting FeO and, to a lesser extent, Ni content, whereas PLSR models for predicting Mg content were less reliable. This reflected the prevailing mineralogy and associated element deportment within the oxide laterite profile. For example, Fe and Ni distribution is controlled by relatively few minerals, predominantly goethite and, to a lesser extent, the Fe3+-bearing smectite, nontronite. Magnesium is associated with a range of Mg-bearing minerals, some of which are compositionally complex (eg serpentine, talc, chlorite, smectite and carbonates). Magnesium chemistry alone does not reflect the varied mineralogy of samples with relatively high (5 - 6 wt per cent) MgO contents, which can be spectrally distinct. Hence, samples with similar Mg contents, though comprising Mg-bearing minerals with distinct reflectance spectra, were difficult to model (eg smectite versus Mg-carbonates). The findings of this study demonstrate that characterisation of Ni laterite composition may be achieved as part of routine logging of either drill chips or diamond drill core using PLSR analysis, but that a detailed understanding of the mineral-element association is essential for reliable predictive analysis. This has particular relevance to characterising the geometallurgy of Ni laterites, especially where deposits may be classed as the same type, but have distinct compositional and mineralogical differences.

Ltd., Commonwealth Steel Co. Ltd. and the Port Kembla plant of Australian Iron and Steel Ltd. Whilst not steelmakers, inasmuch as their processes start with semi-finished. steel supplied by the Steelmaker, the plants of Stewarts and Lloyds (Aust.) Pty. Ltd. and their associate company, British Tube Mills, Rylands Bros. (Aust.) Pty. Ltd. and the Newcastle and Kembla plants of John Lysaghts (Aust.) Pty. Ltd. make substantial contributions to the Australian shipbuilding industry, principally by way of boiler tubing and wires for welding rods and sheet steel, including special silicon lamination sheet for electrical motors.THE MAKING OF STEELThe making of iron and steel began as an accident, slowly developed as an art and has not yet become an exact science. The iron age dawned on the day when, by chance, man's primitive ancestor built up the wall of his fire with ironstone. In the ashes of the fire he found pieces of sponge iron from which he hammered out the first sample' of wrought iron. Gravity concentration of tin at Renison Limited uses tables and spirals to treat the various coarser fractions produced from sulphide flotation tailing. An acceptable final tailing cannot be made from one pass over the tables and spirals and therefore the tailing from these separators is reground and combined with the sulphide flotation tailing as the feed to the classification section. The gravity section became increasingly overloaded in the years preceding 1976 due to efforts to maximize tin recovery to the gravity concentrate. In April, 1976, two 2DSV Reichert cone concentrators in series were installed to treat the table and spiral tail- ing stream, prior to regrind, to scavenge a small tonnage of hard, coarse low tin grade material for rejection to final tailing. Gravity section loadings were decreased markedly, allowing operator attention to be directed more to table performance than to spillage collection. An increase in mill throughput of approximately 15% was possible following the commissioning of the Reichert cones. The cones are currently operated to make the minimum tonnage of tailing consistent with reasonable- gravity section loadings.

A compound cylinder-cyclone system, fitted with a flow control valve between the cylinder and cyclone, has been used for coal slurry sizing experiments in the range approximately 100 to 300 micrometres. An important feature of the system is the ability to adjust the cut size of the separation over wide limits by adjustment of the flow control valve. Results have been compared with typical fine screening operations. Under roughly equivalent conditions the compound cyclone system can achieve better elimination of extreme fines, but is not as sharp as the screen for coarser size cut-off. Simulations of systems involving combinations of the cylinder-cyclone system with screens indicate that the advantages of both sizing devices can be combined to yield accurately sized products for fine coal cleaning, at much less cost than using screens alone.
