The financing of mineral ventures is usually supported by the valuation of a mineral asset, the physical size and composition of which have been determined within quantified limits of accuracy in order that the lending or investment risk can be assessed. The Resource or Ore Reserve estimation is the measurement of that asset and may be the outcome of complicated processes of interpretation and estimation requiring an extensive knowledge and understanding of the general nature of ore occurrences, and of the particular deposit under review. In arriving at an interpretation of the nature and physical distribution of minerals in a deposit, observations may only be available from widely spaced samples and geological knowledge and principles are of prime importance. Consultants may be asked by the lending or investing body to "provide comfort" on the quality of the Resource or Reserve estimations and providing such comfort casts substantial obligations of diligence on the consultant.

A keystone of the culture of the Pacific Island Nations is kinship with the land. Without an appreciation of the implications of the land rights debate, a business venture into these countries is likely to be delayed or even doomed to failure.The European heritage, with its notions of private ownership of land, have frequently been a stumbling block to a proper understanding of the concepts of customary lands. According to our laws, ownership of land confers a number of definite rights: principally the right to use the land, the right to exclude others from its use, the right to transfer it and the right to receivF income from the property independent of use.

The detonation pressure of an explosive is a function of its density and its velocity of detonation (VOD) and relates directly to the degree and manner in which the explosive loads the surrounding rock. The suitabil- ity of an explosive to any particular situation is determined not so much by the total energy released but more by the rate at which it is released. As the science of rock blasting advances it is becoming economically more important to quantify explosive performance, particularly with respect to quality control and fragmentation. As part of a major explosive user, BHP Central Research Laboratories have developed a number of tech- niques to determine the detonation characteristics of explosives. These include a method of continuous velocity of detonation measurement based on the SLIFER principle. This not only enables the VOD of the explo- sive to be determined, but also has the versatility to allow factors such as under priming, slow run up, the effect of water, variable energy load- ing and the velocity of the shock wave in the stemming to be assessed. Multi point VOD systems have also been developed for more routine appli- cations. With a minor modification they can be used to determine the absolute delay of detonators accurately and economically. Direct deto- nation pressure measurement methods have also been developed based on piezoresistive techniques. Future developments include the incorpo- ration of all the above techniques into a single, portable package, allow- ing easy use on the mine site.

Monitoring of water infiltration into WhiteÆs waste rock dump at the Rum Jungle mine site in the Northern Territory, Australia, started in 1983, and has since produced a unique and long-running data set. Following closure of the uranium mining operations at the site, a soil cover was constructed on the dump in 1984 primarily to reduce water infiltration into, and the quantity of low quality effluent out of, the waste material. The performance of the cover in reducing water infiltration has been monitored using ten lysimeters installed across the dump prior to construction of the cover. Over the past eight years or so, the average infiltration rate as measured by the ten lysimeters appears to have risen compared to the early years of monitoring. The significance of this apparent increase is discussed given the variability observed in the data from individual lysimeters, and the variability in the rainfall. Estimates of the infiltration rate as measured by each of the lysimeters are examined using statistical tools. It is concluded that the infiltration rate has increased with time and with increasing rainfall. The increase with time is a stronger factor than the increase with rainfall. It is further surmised that the cover system at the locations of the lysimeters is less effective now at reducing infiltration into the dump than it was when newly installed.

The traditional method of scale-up uses the population-balance model. In particular, the selection function values for a material are determined in a laboratory mill and a variety of correlations are used to scale these values to plant scale mills. For example, the factor D2-5L (D-mill diameter, L-mill length) appears in many power correlations. The number of collisions is proportional to the number of balls (aD2L), the frequency of mill rotation ((x 1/4D-) and effectiveness of impact ((XD), which gives rise to the 'D2.5L' expression. However, what is lacking in this expression is that it does not throw light on the intensities of collisions. In other words, the collision intensities in both laboratory and plant scale mills are implied to be identical. This fact has been very limiting. Alternatively, the collision frequencies and intensity of impacts can be computed with the discrete element code. This code computes the motion and collision of each individual ball in the ball charge. Therefore the number of collisions and the fraction of collisions in the energy range Et, E2.òòE. (collision energy density) are calculated for a given mill size and operating conditions. Then, using the breakage function determined in drop-weight experiments, the evolution of size distribution is computed for a lab mill. The collision frequency and energy density for larger mill sizes are shown. The fundamental theory outlined for the calculation of size distribution is equally applicable for the large mill, which is the basis for scale-up.

XstrataÆs Mount Isa Copper Operations (MICO) is a world-class mining operation producing in excess of six million tonnes of copper ore per annum from its underground mining operations. The Mount Isa Copper Mines have been producing from the underground operations since 1952. Current copper reserves are 87 million tonnes at 2.8 per cent Cu, extending the mineÆs life beyond 2018. The underground orebodies in the copper mines are divided into nine distinct areas and are mined by sublevel open stoping techniques. One of the nine areas is the hanging wall lens, which consists of two sections; a northern lens (NHWL) and a southern lens (SHWL). The SHWL has a proven reserve of 2.2 million tonnes with an average grade of 2.9 per cent copper. Stopes in the SHWL have an average size of approximately 245 000 tonnes and will be extracted in a primary-secondary mining sequence, producing ore until 2009. This paper discusses various aspects of stope design applied in the southern hanging wall lens, including sequencing options and the rationale for the selected sequence. Design features are also discussed and how they have evolved as more is learnt about the SHWL orebody. These include mass firing techniques, focusing on minimising ground vibrations, using seed wave form analysis and prediction. Rock mechanics issues will also be discussed, in particular the reinforcement of stope hanging walls and the use of instrumentation to monitor behaviour within the hanging wall.

Access to secure and reliable water resources is fundamental to the minerals industry. In recognition of that requirement, and cognisant of extensive contemporary public water debate and reform initiatives in Australia, the Minerals Council of Australia (MCA) approached the Ministerial Council on Mineral and Petroleum Resources (MCMPR) proposing the establishment of a Joint Working Group to prepare a framework of strategic principles to ensure responsible water management at a site and corporate level, manage risks and identify opportunities. The Framework provides high-level guidance on issues that should be addressed in water decision making across Australia in relation to mining and associated processing operations. It identifies principles and objectives for adoption in four areas, viz: valuing water, strategic water planning, implementation, and engaging stakeholders. Given the high level nature of the Framework, and its national application, it does not seek to replicate detailed guidelines already widely available in each state and territory on operational water management practices and associated regulatory issues at mine sites. The Framework includes a series of case studies from across Australia that demonstrate where strategic thinking, wise water management and close consultation with stakeholders has delivered better water use, more profitable operations and excellent community/stakeholder relationships. The Framework was formally launched on behalf of MCMPR by the Western Australian Minister for Resources at the MCAÆs Sustainable Development Conference in Perth in October 2006. The heart of mine ventilation science and technology is the protection of the life and health of the miner. Lung diseases that result from overexposure to various mine aerosols can largely be prevented by maintaining concentrations below prescribed limits. Maintaining safe aerosol concentrations depends, in part, on our ability to know what mine aerosol concentrations are in a timely and accurate way. The Centers for Disease Control and Prevention (CDC), National Institute for Occupational Safety and Health (NIOSH) has been developing several new tools to help miners monitor respirable coal dust, silica and diesel particulate matter. This paper will discuss three main topics. First, the latest results of the person wearable dust monitor (PDM), developed by Rupprecht and Patashnick under CDC contract. The PDM was tested side-by-side with conventional samplers at a number of US coal mines and results indicated that the PDM was comparable to conventional samplers. Second, improvements to the dust dosimeter monitoring technique that includes a new pump with built-in pressure transducer and algorithm to convert differential pressure to dust concentration have shown good precision. Third, advances in the use of the detector tube technique to monitor tailpipe diesel emissions and ambient diesel particulate matter show that strong correlations exist between differential pressure measurement and elemental carbon in the samples.

Geochemical data from drill core samples is used in mineral exploration to enable geologists to understand subsurface geology. However, it is challenging to analyse these data sets rigorously and consistently. Manual data interpretation relies on the knowledge and experience of logging geologists. When multiple geologists are involved, it is possible to introduce inconsistencies in logged lithology type and scale of logging (‘splitters’ versus ‘lumpers’). Machine learning (ML) is a powerful tool for analysing high dimensional data (ie data with many variables) and large data sets (ie data with many samples). However, ML methods applied to drill hole samples do not incorporate spatial information and this can result in high misclassification rates and small-scale ‘noisy’ results. We demonstrate the use of multiscale spatial analysis (wavelet tessellation) as a pre-ML step to analyse spatial information. This step helps reduce misclassification and filter out unwanted small-scale variation in the data. In an experiment, we used wavelet tessellation and supervised ML to predict litho-geochemical rock types from geochemistry data. The data set is from the Valhalla uranium deposit near Mount Isa, northern Queensland. First, geochemical knowledge and statistical analysis was used to select appropriate geochemical elements for litho-geochemical classification. Second, the elements were processed using multiscale spatial analysis. Third, we trained a Random Forest model with the data set and found that the model performs worse in predicting rare rock samples than common ones. We applied over-sampling and down-sampling methods in aim to overcome this issue. As a conclusion, the combination of multiscale spatial analysis (to define rock unit boundaries) and Random Forests (to classify rock units) is a good method for rapid and accurate analysis of drill hole geochemistry.

The indiscriminate surface disposal of coal waste in the past has created a serious fire hazard in the bush of the northern New South Wales coalfields. Spontaneous or bushfire-induced combustion in large neglected dumps of this material has increased in recent years causing a rise in air pollution. Surface methods of coal waste disposal are still being practised, and in many cases new material is being added to old dumps, many of which are burning. CSI RO has conducted research on methods of preventing and controlling fires in coal waste and recommends practical methods of overcoming these problems. Some laboratory and on-site investigations are described and the hazards of improperly constructed dumps are considered. The available techniques of fire prevention and control are discussed in relation to Australian conditions. Proposals for the safe and economical disposal of coal waste are outlined.

Much has been published on resuspension of sediments in lakes and estuaries. In general, resuspension has implications on transport and release of contaminants from the sediments. It has been shown that wind-induced waves contribute to erosion of sediments, which are then distributed to various sections of the water body by currents. Empirical equations formulated on the basis of cohesionless sediment behaviour have been applied to the design of a few tailings ponds in different parts of the world, especially in the selection of the necessary depth of water to minimise negative environmental impacts. The paper highlights the shortcomings inherent in these equations using field-measured data from a tailings site in Canada. Laboratory measured tailings properties are used to identify critical shear stresses required to initiate tailings erosion. The influence of cohesion on resuspension of fine-textured tailings is discussed.

The Australian Constitution specifies certain powers of the Commonwealth Government to be used in its capacity as the national government. Certain of these broad powers result in the Com- monwealth having a facility to play an important part in the development of the mining industry. The State Governments, however, by virtue of their wide powers to regulate matters within the boundaries of a particular State, are more directly involved in the day to day administration and standards of activities of mining operations. In this respect the Common- wealth has something of a dual role because of its "State-like" responsibilities for the mainland Terri- tories. The components of the role that the Common- wealth Government discharges in relation to the mining industry are qualified to varying extents at particular times by the political persuasion of the Government. In absolute terms the components are as follows. 1. Economic management. The Commonwealth's fiscal and monetary policies have an important effect on industry as well as on State finances. In particular, the taxation regime employed by the Commonwealth Government is of direct importance to economic decision-makers in the mining industry. 2. International matters. International trade and commodity matters are, more and more, becoming an everyday part of the conduct of a nation's foreign affairs. 3. Exports. The Commonwealth Government, via the constitutional powers over overseas trade, have exercised varying degrees of control over mineral exports to achieve particular objectives. 4. Foreign capital and investment. Australia in general, and the mining industry in particular, is and will continue to be a net importer of capital. There appears to be bipartisan political agreement in Australia that foreign investment policy must be enunciated to ensure that investors. are in no doubt that Australia welcomes beneficial investment and technology from overseas. 5. Environment and Aborigines. Governments, both Commonwealth and State, have in recent years become more involved in these areas in response to their interpretations of community aspirations. 6. Energy. Access to assured supplies of energy is now viewed, by Governments worldwide, as a desirable asset to ensure the well-being of a nation's people and industries.

Rare earths are a critical minor constituent of many advanced materials that are essential inputs to the manufacture of items such as mobile telephones, computers, televisions and autocatalysts. Although rare earths have a relatively high unit value, the impact of this cost has little, if any, impact on the selling price of the final item. Furthermore, as they are generally present in minute concentrations they are not recycled. It is for these reasons that rare earths are considered strategic materials. China dominates the market as it supplies over 85 per cent of world demand. It has recently taken steps to increase prices through the restriction of exports and support for minimum prices by an association of the major producers. This paper provides an overview of future opportunities for Australia in the context of the current dynamics of world supply and demand.

The Hartley layered mafic igneous complex within the Great Dyke of Zimbabwe contains economically-recoverable quantities of platinum group metals and gold, nickel, copper and cobalt. The recoverable metals are concentrated in a thin gently-dipping stratigraphic unit - the Main Sulphide Zone. The Hartley Platinum mine, jointly owned by BHP and Delta Gold NL, is scheduled to come on stream at the end of 1996 at an initial mining rate of 2.16 million tonnes per annum and will produce approximately 150 000 oz of platinum and 3300 tonnes per annum of nickel, as well as saleable amounts of palladium (110 000 oz), rhodium (11 500 oz) and copper (2232 tonnes).

The possibility of removing the phos phorus and sulphur contained in steelmaking slag has been studied by observing directly through the microscope melts heated on Pt- filaments. After a CaO crystal was placed in the molten slag, distributions of P, S and other elements formed around the CaO crystal were determined with the aid of EPMA. The results indicated that a layer of 2CaO SiO2 is formed on solid CaO in CaO-Si02 melts. Then between CaO and the newly formed compound the molten slag tends to migrate through cracks. For higher Fe 2 03 contents, the layers of the compounds 2CaO.Si02 and 3CaO SiO2 formed around the CaO crystal are not continuous but look more like particles, which promotes the dissolution of CaO. Phosphorus in slag was found to be enriched in the 2CaOòSi02 layer. Phosphorus in the 2CaO SiO2 phase is not related to the primary slag composition, being about 5-7% P205.. Sulphur in slag,as well as the phos- phorus,was concentrated in the 2CaO.Si02 phase. Disintegration due to weathering observed for slags produced in these investigations appeared to be due principally to hydration of lime.

The Circum-Pacific area is one of the most important gigantic skarn-metallogenic belts in the world. In more than 20 coastwise countries of this region, there exist thousands skarn deposits of different types. According to the differences of major metallic elements, the skarn deposits may be classified into seven subtypes, i.e. Fe, Cu, Pb-Zn, W, Sn, Mo and Au skarn deposits. In this paper, the distribution. and geological characteristics of above-mentioned types of skarn deposits are described briefly. Skarn deposits may also be classified on the basis of the dominant calc(magnesian)-silicate mineral assemblages into four types: magnesian, calcic, manganoan, and alkaline skarn types. Magnesian skarns may be associated with Fe, Cu, Au,, Sn, B, Be mineralization, calcic skarns with Fe, Cu, W, Mo, An, Be, Pb, Zn, Sn minerailization, while the alkaline skarns occur in U(Th, Nb) deposits. The skarn deposits of both East and West Pacific rims have many general characters, but have some diferences in geotectonic settings, intensities of mineralization, distribution, and metallogenic epoches. In this paper, the minerogenetic series and the mineralizing specialities of related magmatic rocks of the skarn deposits are also discussed.

Iron and steelmaking slags have been utilised for a century. All dumps are now exhausted. Because of constraints in establishing new stock yards, all slags have to be utilised immediately. At present, this is being achieved. Only in a situation where there is an increase in pig iron and crude steel production, together with the impact of new residual materials competing from other industries can marketing problems be anticipated.

Ore deposits of rare earth elements (REE) in South-East Asia are classified into four types: carbonatite, allanite, ion-adsorption and placer. Occurrences of the carbonatite deposits are confined almost exclusively to the Red River Fault Zone of northern Vietnam. Since the carbonatites contain dominantly REE fluorocarbonates (eg bastnasite) and lesser amounts of monazite, they are rich in light REE but poor in heavy REE. The ion-adsorption type deposits and prospects were found in Myanmar, Vietnam and Thailand. The ion-adsorption ores generally show lower REE grades than those of the carbonatite type and placer deposits; however, they could be enriched in HREE, which are more precious and scarce commodities than LREE. The ores consist of weathered granites with a significant amount of ion-exchangeable REE, which are extracted by using a dilute electrolyte solution. The ion-exchangeable REE are likely to be sourced from REE fluorocarbonates, allanite and titanite because these minerals are relatively susceptible to weathering and release REE3+ ions into soil water. In contrast, monazite and xenotime are resistant to chemical weathering and could form placer ores. Placer monazite and xenotime have been processed as by-products of placer Sn, Zr or Ti in Malaysia, Thailand and Indonesia, although the current production is small.CITATION:Sanematsu, K, 2015. Tunnel boring machines (TBMs) excavation is nowadays more and more considered a valuable alternative to conventional tunnelling. As a matter of fact, thanks to its advantages such as greater rate of advance and safer working conditions, the application of TBMs has increased significantly in recent years. Despite the possible excellent performance of TBMs in favourable ground conditions, the advance rates could be significantly slowed down or even obstructed in limiting geological situations. This obviously traduces in potentially longer tunnel construction times and higher costs and, therefore, in a preference for conventional method. One of the major geological hazards encountered during tunnel construction, is related to the presence of fault zones or heavily jointed and fractured rocks. The most common geotechnical problems resulting from tunnelling in these difficult conditions include the instability of the excavation face, instabilities of side-walls producing large overbreaks on the tunnel profile, excessive deformations in case of squeezing grounds, frequently changing stresses in terms of magnitude and direction, high water inflows, etc. The decisions aids for tunnelling (DAT) is a model and a computer code that can be used to evaluate the influence of the uncertainties related to both the geological/geotechnical conditions and the construction process on final tunnel construction time and costs. In this framework, the DAT is used for assessing the effects that challenging ground conditions may have on tunnelling operations in terms of costs and delays. This is done by simulating the tunnel construction considering several geological profiles. The aim of the study is comparing different excavation methods (ie drill and blast versus TBM) in changing ground conditions along the tunnel alignment ranging from good rock, to very poor and fractured formations.
