The Australian Centre for Minesite Rehabilitation Research (ACMRR) was established through a mining industry initiative to meet the need of industry, governments and the community for sustainable systems for land affected by exploration, mining and mineral processing activities. The Centre, which is a consortium of the major groups associated with mining rehabilitation research in Australia, has a focus on both strategic research and technology transfer and combines a wide range of multidisciplinary skills covering engineering and the physical and biological sciences. The paper briefly describes the goals, structure, expertise and research and technology transfer activities of the Centre. The major research program areas of waste rock dump and final void stability, acid mine drainage, tailings disposal, and remediation of ecosystem reconstruction are described in the context of national priorities.

Efficiency demands that mine geologists devote the most time to tasks where they can have the biggest effect on production. One of the most time-consuming tasks is geological interpretation of the orebody and turning this into a block model for the planning engineers.The current best practice for mines that require a geologically constrained resource model involves capturing the interpretation of geologists as three-dimensional (3D) wireframes. However, there is significant overhead in the production of valid wireframes from sectional and plan interpretations. This overhead consists of the mundane tasks of digitising polylines, then building 3D wireframes and validating them. While software can simplify this task, the current process is not the best use of a geologist’s time. Under time pressure exerted by planning engineers and the time required for modelling from polylines, geologists are forced to roll-up the presence of other elements or impurities into the interpretation and encode them in the polylines, even though it is often desirable to consider these other factors separately.While it might seem unlikely that mine geologists can produce constrained geological models without the intermediary of wireframes, the technology to accomplish this is getting closer.In this paper, the results of a trial at the Savage River magnetite mine, which is owned and operated by Grange Resources Ltd, are reported. The trial was for a ‘direct-to-block’ implicit geological modelling method. The focus was on creating a geological attributed block model from drill hole geological log data; resource estimates were not determined. The categories modelled were air, waste, low-grade ore, medium-grade ore, and high-grade ore. The block model outputs either resulted in a proportional block model (categories expressed as percentages within equivolumetric blocks) or a sub-blocked model (parent block and one sub-block), which is the preferred block model output at the Savage River mine. When compared to the traditional best practice modelling method, which takes 43 work days, the wireframe-free modelling method took only 26 hours from initial modelling, using both exploration and grade control data. An update using appended drill hole data is achievable within one day. These results represent time savings of more than one order of magnitude compared to the traditional workflow, and, as such, these figures merit serious consideration for the use of the direct-to-block modelling approach at other operations.With these time savings, geological and estimation models can be kept updated constantly; geologists will not need to set aside two months for quarterly or half-yearly modelling of the drill hole data for resource review. Such dramatic time savings will allow for the better use of highly skilled geologists, who are in short supply in the current market, and will also impact directly on downstream mining engineering workflows.

"An EXTENDED ABSTRACT is available for download. A full-length paper was not prepared for this presentation. Over the last decade (2005–2014), a total of 439 significant deposits of gold and base metals were found in the world. Twenty (or 4.6 per cent) of these deposits were in the Pacific/South-East Asia (Pacific/SE Asia) region. In terms of contained metal, the region accounted for 1.6 per cent of gold and 13.8 per cent of copper found in the world. With regard to nickel and zinc/lead, the region’s contributions were insignificant.Over the same period, the Pacific/SE Asia region accounted for 6.6 per cent and 12.6 per cent of all gold and copper exploration expenditures in the world respectively. After adjusting for by-product credits, unreported discoveries and likely growth in resource, the unit discovery cost for the region was US$199/oz (compared to a world average of US$50/oz). For comparison, the unit discovery costs for the previous decade were US$55/oz and US$25/oz respectively. The region’s unit discovery cost for copper was US$0.036/lb (versus a world average of US$0.040). For comparison, the unit discovery costs for the previous decade were US$0.026/lb and US$0.008/lb Cu respectively.The region’s mediocre discovery performance doesn’t reflect its distribution of known mineralisation. Some countries within the region have a very good endowment per square kilometre.It is noted that the intensity of exploration (and resulting success) would be boosted if governments provided a more mining- and investment-friendly business environment and generated better precompetitive geological data sets (to identify new exploration targets and boost the country’s perceived mineral prospectivity). A multivariable regression analysis of a decade of data from the Fraser Institute’s mining company surveys found that a ten point increase in the Policy Perception Index or a 0.1 point increase in the Mineral Potential Index could boost (in the short term) exploration expenditures by 1.9 per cent and 2.7 per cent respectively. Net present value (NPV) has been the main criterion in mining project evaluation and production plan optimisation. It is a common practice in NPV calculations to take into account only the tangible cost items in the corporate accounting system. The costs incurred due to damage to the local ecosystem and environment are left out and treated as externalities. Such practice on the one hand underestimates the total cost of a mining operation and, on the other hand, ignores the difference in ecological/environmental impacts between different mine plan alternatives. This paper attempts to measure the ecological costs of mining and to incorporate such costs into the evaluation scheme in mining project evaluation and mine planning. The ecological costs of mining are estimated based on the areas and types of land (eg forest land, grazing land, crop land) damaged by mining activities and the carbon emission from fossil fuel consumption. For the land areas (and their associated ecosystems) directly damaged by mining activities, the ecological costs are measured by the prevention and restoration costs, the lost values of eco-services of the damaged land, including bio-product production, soil erosion control, water run-off control, oxygen release, air pollutant absorption and formation of soil nutrients. The ecological cost of carbon emission from the energy consumption of a mining operation is measured by the cost of cultivating the equivalent forest land required to uptake the emitted carbon. A case study on a large-scale open pit mining project is presented to demonstrate the influence of ecological costs on the mine planning outcome.

Waihi Gold Mining Company Limited, a wholly owned subsidiary of Normandy Mining Limited, operates the Martha gold mine, located in the township of Waihi, New Zealand. The operation, an unincorporated joint venture, comprises Normandy Mining Limited (67.070/0) and Otter Gold Mines (32.94%). Since gold was first discovered at Waihi in 1878, it has formed a key part of the region's economy. In 1909 the Waihi mine was described in a report to Parliament as æthe most important gold mine in Australasia and one of the greatest in the world.Æ That was a record year for production, with 416,813 tons of ore mined and some 1,120 men employed. Today the mine produces up to 1,250,000 tonnes of ore annually, and the project employs some 234 men and women. In 1999 the value of the gold and silver produced ($59 million) made up 47% of Waihi's estimated GDP. Waihi Gold has made significant contributions to the Waihi economy, community and the Hauraki region as a whole. Since the mine was re-opened in 1987, thousands of local people have benefited from the mine. In 1999, consents were granted allowing an extension to the mine life (the Extended Project) and this will result in a further seven years of economic benefits resulting from mining activity. The Company has undertaken extensive consultation throughout project planning, construction, operations and rehabilitation. Ongoing liaison and involvement with all community sectors, including Tangata Whenua and Iwi, local residents, recreational groups and schools remains an integral part of the operation. Throughout the life of the modern Martha Mine, the Company has actively supported the local community in the form of donations, sponsorships, the provision of amenities, and by participating in community events. A well established environmental team exists at the site. Environmental and community performance is measured by an independent five-assessment process, and the Company is committed to achieving excellence through ongoing improvement programmes and staff awareness. When the mine is closed, the open pit area will be transformed into a recreational lake, and the tailings storage facilities will be rehabilitated to become a combination of wetlands, grassed areas and ponds. Resources will be provided by the Mine to ensure the rehabilitated site remains in a safe and self-sustaining, stable condition in perpetuity. The mine is regarded as a showcase on a world standard of how a modem mining operation can successfully coexist with the nearby community.

In 2015, Ernst and Young (EY) ranked socio-political license to operate (SPLTO) as the fifth greatest challenge to the mining sector (EY, 2015). The EY report asserts that SPLTO will continue to present a risk to the mining sector in the context of ‘increased activism, digitally connected stakeholders and politicians who need to respond to general consensus’. While there is no consensus on a definition, SPLTO is commonly regarded as the ongoing acceptance or approval of an operation by affected stakeholders (Moffat and Zhang, 2014; Thomson and Joyce, 2008) as well as those stakeholders that can affect the operation (Graafland, 2002). Warhurst (2001) relates the process of stakeholders granting SPLTO to the establishment of meaningful partnerships between operations, communities and government based on a variety of factors that build trust between stakeholders.From these accounts, we can see that understanding stakeholder attitudes about company performance and impacts on stakeholders directly affected by an operation are important in any attempts to measure SPLTO. Understanding the level of acceptance of an operation within these stakeholders provides a good proxy or outcome measure of SPLTO. Moreover, trust seems to be a central variable in the translation of these experiences of an operation into acceptance. What the mine or company does, its behaviour, degrades or builds trust with stakeholders, and this then affects acceptance (Moffat and Zhang, 2014).In addition, a strong emphasis is placed on the nature of the relationship between companies and stakeholders as influenced by inter-group interactions. It is not just what companies do well or poorly with respect to environmental impacts, for example, that will determine trust and acceptance, but how the company relates to its stakeholders at personal and group levels.These relationships between communities of stakeholders and extractive companies are dynamic. Brown and Fraser (2006) recognised the importance of industry being able to respond to the changing nature of societal approval and acceptance, arguing that ‘business must have regard for evolving social attitudes and expectations if it is to maintain its ‘social licence’’.This paper will describe a series of five pilot projects conducted by CSIRO with Anglo American in Australia and South Africa to generate a real-time understanding of SPLTO to guide more reflexive and effective social performance strategies.CITATION:Moffat, K, Boughen, N, Brooks, L and Zhang, A, 2016. Models of the size specific processes of particle collision, attachment and detachment have been combined in a form suitable for analysis of a full-scale flotation plant. The model is based on a first principal approach to particle collection by bubbles. Parameters considered include particle size, bubble size, particle contact angle, energy dissipation, entrainment and froth recovery. Using data structures configured within an Excel spreadsheet using æLimn: The Flowsheet ProcessorÆ, the model has been incorporated into a description of the individual cells within a simple roughing and cleaning flotation circuit. Simulated feeds of varying particle size distribution, feed tonnage and varying mineral hydrophobicity representing different mineral phases are presented to the model to produce predicted final concentrate grades and recoveries. Practical techniques for measuring many of the parameters included in the model are now becoming readily available. However, relating the terms included for contact angle, energy dissipation, entrainment (ie water recovery) and froth recovery to measurable parameters in operating plants remain as continuing challenges for research.

In mine site revegetation, exotic grasses are more commonly used than native grasses. This is due to unavailability of native grass seed on a commerical scale and lack of information on agronomical aspects of native grasses. This paper lists a number of native grass species that have the potential to grow well on mine sites, and provides some information on their seed collection, processing and germination. Further, it demonstrates via results of a field trial conducted at Ranger Mine spoil the relative performance of ten native grasses and Rhodes grass. It is concluded that (i) some native grasses have similar ability to grow on mine spoils compared to Rhodes grass and (ii) the use of native grasses have added advantages in ecosystem restoration.

This paper will review the experiences of both big and small exploration/mining companies (local and foreign investors), including the impediments to exploration and project development in Indonesia since the Contract of Work was first introduced there (1967 Minerals, 1981 Coal). This is seen through the eyes of a person who has been employed in a managerial capacity in large and small concerns, and more recently as an independent consultant. Comment will be made on the political, legislative and social constraints imposed by the presence of a large group of disparate artisans (illegal miners) who now form a significant component of the Indonesian mining industry; the Bre-X debacle; the impact of the recent Regional Autonomy legislation; and changes to the Mining, Forestry and Environmental Acts. An overall view (including statistics) will be presented as to how recent Indonesian developments have affected international confidence in investing in its mineral sector over the past decade and it will be placed in an international competitive context.

This paper deals with a few aspects of town planning and town management which affect human relationships within that town. Its scope is limited to the consideration of towns forming an adjunct to a mining operation, and particularly considers these aspects at the Hamersley Iron Pty. Limited, town of Parabur doo, Western Australia. Planning and standards of a new town and amenities are-discussed and related through living comfort to an effect on human relation- ships. Town administration and the promotion of many forms of social activities are dealt with in detail to illustrate the importance of quickly forming a cohesive community from a large number of newly arriving individuals. The results achieved by the planning and administration at Paraburdoo are highlighted by involving many residents by way of answers to a questionnaire.

Centennial Coal operates the Springvale longwall mining operation which extracts coal beneath the Newnes Plateau in the Western Coalfields of New South Wales. Springvale, and the neighbouring Angus Place mine, have a history of difficult geotechnical conditions where combinations of a relatively high stress regime and weak, laminated roof and extensive geological faulting has led to numerous roof failures throughout the mine’s life. Following development, the mines underground roadways can experience high levels of roof movement which may lead to roof falls. Multipoint wire extensometers are extensively used throughout the mine for roadway condition monitoring, and to reactively drive remedial strata support through trigger action response plans (TARPs).As a result of the use of high-density extensometer monitoring over a long period, the mines have an extensive archive of legacy data. Data processing has evolved over time in order to accommodate the increasing data volume, including direct data entry from the recently introduced hard-wired real-time monitoring instruments. It is likely that telemetric real-time instruments will be introduced in the future, which will cause another step change in data management requirements. This paper discusses the transition to and evolution of relational database management systems for extensometer and associated data.This paper also presents case studies of the use of a new software tool for reprocessing legacy data to enable time-scaled visualisation of monitoring data in the context of longwall and development face positions and installed strata support. The software can be used proactively in the identification of geotechnical risk factors and their interaction with the mining process to allow a more robust geotechnical hazard process. The removal of a horizontal piIlar between Nos. 9 and 11 levels (1,116 feet from the collar of main shaft) was successfully carried out by blast hole drilling, and, to the best of the authors' knowledge, this mass blast of 40,000 tons of ore (requiring the use of 7,150 Ibs. of explosive and 5,385 feet of primacord) was the first occasion on which a task of this magnitude has been carried out underground in an Australian mine.Blast hole drilling was introduced by this company approximately fifteen months ago at New Cobar Mine in sub-level stoping.This experimental drilling and blasting gave very valuable information as to the correct technique to be adopted when the final plans were being prepared for the removal of the horizontal pillar at New Occidental Mine.The dimensions of this pillar were approximately 15 feet long, and from 40 to 60 feet wide, and 65 feet in depth.The block of ore extended to 35 feet above the level and 30 feet below, the upper section being partially excavated to form the bell-hole floor and grizzly chambers used for drawing off the broken ore in the shrink stope above the No. 10 level.Description of Ore-bodyThe main ore-body is situated almost vertically in a well-defined shear zone at the junction of sandstone and slate, the sandstone forming the eastern and the slate the western wall.The ore-body consists of highly silicified slate (chert) sparsely impregnated with sulphides, containing a small percentage of copper and bismuth.The total length of the ore-body is approximately 450 feet, with a maximum width of 60 feet in the main section, which is about 200 feet long.This is the section shown in longitudinal and cross-section (Fig. 1).The ore-body is divided by a horse of mullock in the northern end into two legs, the eastern and western, which are approximately 250 feet long and averaging 25 feet in width.This ore-body is strong, hard and abrasive with extremely strong walls, an ideal proposition for open stoping and mass blasting.MiningIn all levels above No. 9 the cut and fill method of ore extraction was adopted. For most practical rock engineering purposes, stress versus strength conditions around underground openings for which rock masses fail and their various modes of failure, are reasonably well-understood and predictable. Some rock masses and particular rock types fail slowly and relatively quietly. However, others can fail rapidly, violently and maybe with the ejection of significant broken rock. In some countries and in some mines, the latter style of violent fracturing and failure of the rock mass is referred to as ‘strain bursting’. It can be alarming and extremely hazardous to nearby miners and machines. For such situations, the design and installation of appropriate ground support, to provide a safe work place, can be challenging. At any particular mine site, it’s often generally understood which local rock masses (rock types) are prone to strain bursting. Competent and strong siliceous rocks and some massive sulphides are often the main offenders. While some neighbouring, equally-competent and strong rocks might also fail, they do so more quietly and without ejection. To understand this contrast, a better understanding of the fracturing process is required other than simple and standard strength versus stress considerations. Suites of standard intact rock properties from numerous Australian mines have been used to define and help understand different high-stress failure styles for component intact rock; especially those prone to violent fracturing (strain bursting). Simple considerations of micro-fracturing (defects in the intact material), plus the available energy at failure versus the energy consumed during fracturing, distinguishes between over-stressed and competent rock types that fracture violently and those that don’t. Spectrum Resources commenced operations as a public listed mining company in August, 1983, with a variety of precious metal projects in New Zealand. At that time the outlook for most mineral commodities, with the notable exception of precious metals, was decidedly gloomy. Metal prices were depressed and demand forecasts were universally gloomy. Against this background the company reviewed the non-traditional metals sector to try and identify a 'new' metal with an above average demand growth and market value. Lithium, a commodity with exciting new applications in storage batteries and alloys, met both criteria. Annual world consumption of lithium is around 7000 tonnes; current prices are around $NZ40/lb for lithium metal and demand growth is projected at five to seven per cent per annum. Geothermal fluids at Wairakei and elsewhere contain anomalous amounts of lithium and in May, 1984, the Chemistry Division of DSIR was commissioned to carry out a literature survey on the possible recovery of lithium and other minerals from geothermal waters. The survey results were encouraging and the company subsequently negotiated exclusive access rights, for research purposes, to geothermal discharge fluids from the Wairakei and Kawerau geothermal fluids. Most of the subsequent investigations reported here were carried out by Chemistry Division, DSIR, under contract to the company with some assistance from the Industrial Processing Division, DSIR.

"Narrow vein mining can be loosely defined as mining operations involving orebodies with a true thickness of less than 4 m. Some authors have limited the term to steeper-dipping orebodies where the ore will rill under gravity. However, ænarrow veinÆ can also legitimately refer to some of the flatter orebodies, such as many of the platinum, chrome and gold deposits of Southern Africa, and several in Australasia including Bullen (at Norseman), Sunrise Dam, Telfer (Patterson, 1993) and the famous æflatmakesÆ at the Emperor Gold Mine in Fiji (Gordon and Harmse, 1993). Where the orebody dip is less than about 40¦ additional effort is usually required to remove the broken ore, including the use of scrapers, hydraulic monitors or remote-operated excavators (Tombs, Buckingham and Hancock, 2008).Working in such narrow orebodies presents particular operational and geomechanics challenges. Mining ventures are essentially risky businesses. Explorers and project developers (plus their investors and financiers) attempt to minimise the risks involved or at least manage them. Core considerations are the obvious technical and commercial risks, but the socio-political system and regulatory environment in which the project will operate can be more important. Successful mineral investments in a country depend upon obtaining realistic and reliable technical results in a country that provides certainty, to gain and maintain investor confidence in a project. Brief commentary is provided on the usefulness of professional accreditation and ethics plus other specific reporting codes (eg JORC/VALMIN Codes) in reducing risks by reinforcing high technical competence and reputable individual professional behaviour (particularly in the context of currently perceived high corruption levels in so many countries). These various risk components are reviewed, especially in a global context, to showcase New ZealandÆs current position. Successful projects are those which provide investors with credible and reliable optimal results in less volatile environments because investors/lenders hate uncertainty and surprises even more.

The Kiirunavaara apatite-magnetite orebody is about 4 km long and approximately 100 m thick sheet-like body, which lies roughly in a north-south direction and dips from the horizontal plane along its entire length, in towards the town of Kiruna. The origin of this orebody has been a matter of controversy, with both magmatic and hydrothermal origins proposed. Traditionally and for practical purposes this rich apatite-magnetite ore has been divided into two main types: low phosphorous ore (B-ore) and high phosphorous ore (D-ore). Further the low phosphorous ore is divided into the low alkali (B1) and the high alkali (B2) ore.

With the increased focus on the need for more uranium mines, this paper presents the design process currently underway for the development of the Millennium deposit in northern Saskatchewan, Canada. This deposit, located 630 - 750 m below surface, will be accessed by two shafts and will be mined by blasthole stoping methods at less than 500 t/d. Mining grade will approximate two per cent U3O8 and mine life is expected to be six to seven years. The project is a joint venture between Cameco, AREVA and JCU. This paper discusses in detail methods used to predict worker radiation exposures, the methods used to monitor the work environment and procedures unique to the uranium industry necessary to minimise worker radiation exposures.

The mining industry is relatively niche and complex compared to other global industries in its safety and operating environment. Whilst some of the technology required to decarbonise the mining industry will emerge from the mass market (eg batteries, energy storage solutions and renewable power generation) where exogeneous external investment and innovation will drive supply, bespoke applications such as material movement will be constrained by industry limitations. Underground load and haul equipment burns the majority portion of underground mine diesel, and typically 25 per cent of scope one and two emissions. Transitioning away from incumbent diesel engines offers a considerable health benefit to all mine workers, as well as decarbonisation achievements, and through trials there is emerging evidence of more productive equipment and realistic expectations of lower operating costs of fleet. However, new equipment and material movement systems that support these industry goals are currently approached with caution due to the pivotal role they play in delivering productivity goals, and the lack of experiential data and certainty to mitigate the supplier development risk during this technology transition period, where all resources are required to meet a booming industry. A group of mining companies and suppliers have the aligned aim to accelerate the understanding and availability of heavy haulage mobile equipment through collaboratively piloting equipment and working with suppliers and each other to aggregate market demand, encourage investment and resolve the mine design and technology choices through their involvement in the Electric Mine Consortium (EMC). This paper will outline the major challenges the industry must overcome in sourcing and adopting a zero-diesel particulate and zero-emission mine, drawn from cases and insights across ten EMC mining company members.
