If the record of maj or proj ects in Australia is taken into account, it is apparent, the proper planning of an industrial relations strategy for many such projects has been ill considered by project developers. The recognition of the need to develop a plan from the initial feasibility study has been forced on those promoting new projects by the publicity given to the Australian industrial relations record. The delays in delivery caused by factors supposedly out of the project's control are often given for non-performance of contract and used as an excuse for limiting further development. Many of the problems experienced in project development can be overcome with sound industrial relations planning. The promises given in the euphoria of the early stages of a project relating to price and delivery often become a burden for the future because the complexities of the Australian Industrial Relations Systems are not understood or considered. The recognition by senior executives of their responsibilities in this area will contribute greatly to a new era of project development.

Data collected from payload management systems at a number of surface mining operations show significant variance. Heavily loaded trucks travel slower up ramps than lightly loaded trucks. Faster trucks are slowed by the presence of slower trucks, resulting in 'bunching' and production losses. A stochastic model was constructed to simulate a truck haulage return cycle of 12.5 km at a large open pit gold mine in the USA. For a fleet of 35 trucks, the best estimate of the benefit achieved by a sustained reduction in payload variance of 25 per cent is a throughput increase of 1.6 per cent, within a possible error range of 0.6 to 3.2 per cent. This potential benefit is worthy of further investigation by Continuous Improvement teams at large open pit mines. The model also indicates that, under the right circumstances, provision of an overtaking lane can provide throughput benefits of up to ten per cent, The feasibility of providing unidirectional haulage circuits within large open pit mines should be examined.

In 2010, Rio Tinto Iron Ore’s operations commenced the planning and design of a sampling and analysis system for the new 50 Mt/a Cape Lambert Port B (CLB) facility. Current sampling systems at the ports consist of automated robotic, mass-based sampling protocols employed at Dampier, and semi-automated, time-based sampling systems operating at Cape Lambert Port A.The new sampling system at CLB has brought together a fully automated sampling and analysis system utilising time-based sampling, with the capacity to sample ore products of medium quality variation as defined in ISO 3082 (ISO, 2009). The CLB system is required to sample at shiploading rates from 6000 t/h to 13 440 t/h and provide full load-port analysis. The sampling approach is to proportionally extend primary increments (of varying mass relative to shiploading rate) to a standard length using variable speed aero-belt conveyor systems. This enables a fixed number of secondary cuts to be achieved for all primary increment masses and to be delivered to the automated cell. The cell is required to be capable of concurrently processing four individual shipments, each containing multiple cargoes.Achieving the target sampling precision for all export cargo sizes has culminated in the planning, design and construction of the largest automated iron ore port laboratory in the world. The CLB sampling and analysis cell was commissioned in Q3 and Q4 2013. Many of the tailings storage facilities (TSFs) in Australia are upstream raised facilities for which the consolidation of the hydraulically deposited tailings is essential to the stability of the TSF. While much operational consideration is given to limiting the rate of rise of TSFs through careful management of deposition rates to achieve desired consolidation, the rate of embankment raise construction (RoC) is often not given the same level of consideration. Loading the tailings at too high a rate during construction could lead to upstream and potentially downstream failure of the embankment. The Tailings Retention System (TRS) at the BHP Olympic Dam Mine comprises upstream raised TSFs that are continually raised with a zoned embankment. Improving on 20 years of successful embankment raising, there was a desire to understand the acceptable RoC under varying operating conditions and assess upper construction limits to improve operational risk management. To understand the RoC, trial embankment raise construction pads were constructed at different rates and the pore pressure response of the underlying tailings material was monitored. The pore pressure data were used to calibrate the permeability and consolidation characteristics of the tailings in a finite element model (FEM) that replicated a typical embankment raise. The rate of material placement, location of the phreatic surface and construction load were varied in the FEM until failure was initiated. The results were presented as a period (in days) over which the various zones for the embankment raise could be safely constructed. The results indicate direct sensitivity to the depth to the phreatic surface prior to commencement of an embankment raise, as well as the point of application of the construction traffic load. This paper presents the study approach, challenges experienced in modelling the construction methodology, the study results and their relevance in the improvement of understanding of RoC at the BHP Olympic Dam TRS.

Iron ore fines are used as raw materials for sintered ore for blast furnaces in the world. Since the production and quality of sintered ore have a great influence on the stable operation of a blast furnace, many technologies were developed for controlling the heat profile in the sintering machine, which largely affect the sintered ore properties. In particular, the influence of oxygen in the suction gas, which plays an important role in combustion, was investigated over the years. It is known that increasing the oxygen ratio by about 30 per cent not only significantly improves the combustion rate, but it also increases the strength and yield of sintered ore. However, the details of the mechanism for improving these qualities are unknown. In this study, we investigated the influence of oxygen enrichment at higher ratios (O2: 21–40 per cent) and tried to understand the sintering behaviour enhanced by oxygen. The effect of oxygen enrichment on sintered ore quality and the heat profile were evaluated by sintering tests using a quartz glass pot. From the results, sintered ore yield had a maximum value for O2 = 30 per cent, but strength was increased for O2 = 40 per cent. From heat pattern analysis, it is clear that the high temperature holding time also reached a maximum at O2 = 30 per cent. Furthermore, we found that with increased oxygen ratio, the combustion speed (flame front speed) was increased, but the area of combustion was enlarged. It is considered that there could be a maximum oxygen ratio value for the yield from the balance of these positive and negative effects on high temperature holding time. To clarify the reason for strength improvement, thermodynamic calculations were performed and it was found that melting behaviour could be improved by changing the oxygen ratio.

Organic carbon is a major ore contaminant at MMG’s Century mine. This carbonaceous matter is associated with shale hosted sphalerite mineralisation. It occurs as elongated lamellae and as inclusions in porous sphalerite aggregates which are fine grained and difficult to liberate from sphalerite. The carbon prefloat circuit was designed to remove the liberated organic carbon in order to mitigate excessive reagent consumption, contamination of the lead and zinc concentrates and poor flotation performance in the primary zinc circuit. The consequence of organic carbon removal is that sphalerite and galena minerals are lost to the prefloat concentrate. A Jameson Cell was installed in late 2005 as a prefloat cleaner cell. Operational experience showed that the cell became capacity limited during periods of high amounts of organic carbon in the feed and was subsequently bypassed.Reactive style operating strategies were implemented to manage the effects of insufficient organic carbon removal by the prefloat circuit but due to the relatively large circuit residence time, upstream changes meant hours before the downstream circuits were stabilised following a disturbance from excess carbon.This paper describes the modifications and testwork undertaken to enable the Jameson Cell to be operated during periods of high organic carbon in the float feed and the implementation of process control initiatives to proactively remove the required prefloat mass from the float feed to eliminate the reactive style operating strategy.The process control modifications centred on dynamically targeting a prefloat mass recovery determined by an equation relating the carbon to zinc ratio to the carbon prefloat mass as a percentage of the float feed. The equation was developed by analysing historical data. These improvements served to optimise the prefloat circuit and consequently stabilise the downstream lead and zinc circuits.

During the reduction of iron oxide pellets in the blast furnace it has been found that catastrophic swelling (up to 300% volume increase) can occur. Although the burden preparation conditions can be designed to avoid this phenomenon the exact reason and mechanism of the swelling has yet to be clearly identified. Swelling of the burden is undesirable since it reduces the interparticulate voidage in the blast furnace thus reducing gas flow through the stack resulting in low production rates of iron. The present study differs significantly from previous experiments in that reduction is carried out on single crystals of wustite thus the problems of control of gas composition and specimen preparation are minimised. The microstructures formed on reduction have been examined by optical and scanning microscopy. Pure wustite and wustite doped with various levels of CaO have been examined after reduction in controlled CO-CO 2 gas mixtures at 968¦C. The catastrophic swelling on reduction coincides with the formation of an unusually open iron structure in which the iron appears as whiskers or needles as previously reported. The spacing and thickness of the needles are shown to vary with impurity content and gas composition. Metallographic examination has shown in addition, however, that the whiskers do not necessarily constitute the only product form of the iron produced and in CaO containing wustites with less than - 2% CaO there is a transition from needle growth to porous growth of iron. Thus the % swelling of the oxide particles is dependent on the initial size of the oxide grains. Samples of FeO - 10% CaO exhibited a previously unreported product inorphology associated with the nucleation of 2CaO.Fe203.

Mount Isa Mines operates Hewlett Packard 1000 computer systems for process control in its major mineral processing plants. To simplify control systems implementation, a process control software package has been developed. This package is now used at the Lead/Zinc Concentrator where the HP computer is interfaced to Foxboro Interspec/Spec 200 system and Honeywell TDC 2000 front-ends. The HP computer controls crushing, grinding, flotation and tailings disposal. This paper outlines the development of process control systems at Mount Isa Mines. The creation of the process control package is described and the reasons for its development highlighted. The application of the software package and the implementation of process control systems at the Lead/Zinc Concentrator is detailed.

The Maggie Hays nickel sulphide deposit is located at latitude 32¦ 15 'S, longitude 120¦ 30' E on the Lake Johnston (SI 51-1) 1:250 000 map sheet. The deposit occurs in the Lake Johnston greenstone belt, in the Southern Cross Province of the Archaean Yilgarn Block, 500 kilometres east of Perth, Western Australia (Figure 1). The remoteness of the Lake Johnston greenstone belt and its poor access, restricted previous exploration activities and the full appreciation of the geology and its Ni-sulphide potential. It was not until 1991, when Forrestania Gold NL commenced exploration activities, that the geology of the ultramafic units and their potential to host significant concentrations of Ni sulphides were clearly established. This paper, which describes the geology and the characteristics of the Maggie Hays deposit, is based on the results of exploration by Forrestania Gold NL and a collaborative research agreement between CSIRO Division of Exploration and Mining and Forrestania Gold as reported by Perring, Barnes and Hill (1994), Perring and Hill (1995), Perring (1995 a and b) and Barnes, Perring and Reilly (1995). A comprehensive description of the geology, petrology and geochemistry of the deposit is being prepared for publication by CSIRO (Pemng, Hill and Barnes, in press).

West Cliff Colliery mines Bulli Seam occurring at a depth of approximately 480 m. The Seam is intersected by a number of small shear zones and faults. While the faults have caused displacement of the seam, the shear zones are strike-slip structures with small apparent displacement of seam. Outbursts at West Cliff Colliery occur while driving through these shear zones. Few outburst wave occurred where faults have been intersected. In the last 3 years, over one hundred outbursts have occurred at West Cliff Colliery. The size of outbursts varies from a small bump to exceeding 140 tonnes of coal. A number of studies have been undertaken at West Cliff Colliery to control outbursts and predict Outbursts in advance of workings. These include: geological investigations, microseismic techniques, gas adsorption studies and gas drainage. The investigations to date suggest that outbursts of gas at West Cliff Colliery are more a gas phenomenon similar to what occurs in overseas mines. The results of various investigations are reported. West Cliff Colliery is located in the mid- west of the southern coal fields of N.S.W.

Therefore the challenge to find new solutions is usually met by several suppliers under various factors of influence affecting specifications. Time and timing are particularly important, but all new developments ultimately have to successfully perform on site.Consideration of all aspects of planning, manufacturing, user liaison and ultimate satisfactory commissioning hinges on the necessities of assessing of all the expectations in the mining application and the requirements of the concept and layout team. To apply the maximum available technical competence with solid thorough workmanship is the best possible foundation for success of underground machinery development.

The accurate prediction both of the water ingress into sub-surface excavations and the nearby groundwater pressures is of fundamental importance to the control of the stability and flooding of tunnels or mines constructed below the water table. Predic- tions are usually based on laboratory and in situ permeability determinations together with observations of groundwater conditions in boreholes. Although established theoretical methods provide a basis for prediction, the actual ingress depends on many factors. The objective of this paper is to explore the geological controls on groundwater conditions, and the available methods of prediction of both groundwater flow and pressure are outlined. Salient points are emphasised by reference to a case history involving the construc- tion of a tunnel in a faulted and mixed sequence of sandstones, siltstones, shales and coals. Water ingress quantities have been monitored for a variety geological and geotechnical conditions including heavily faulted and mine disturbed ground. The overall results are discussed with reference to the relevant hydrological and geologi- cal conditions in terms of the geological structure, lithology and rockmass condition as well as the construction methods.

Determination of stress-strain behaviour of rocks plays a crucial role in understanding the response of rocks during loading. However, it is a tedious, expensive and a time-consuming process to obtain such characteristics both in the laboratory and in situ. On the other hand, non-destructive testing methods such as ultrasonic velocities can produce a reliable and fast solution to indentify state of strain and stress in rocks. The present paper aims to provide insight into the relations amongst ultrasonic wave velocities, amplitudes and deformability properties of porous siltstone under compressive loading. For this purpose, pulse (vP) and shear wave velocities (vS) along with amplitudes (AP - AS), and applied loads with resultant strain were measured simultaneously so that response of siltstone to compression can be evaluated. In addition, initial vP and vS were recorded at the beginning of each test to calculate dynamic elastic properties of the specimens. This provided a comparison between static and dynamic elasticity properties of siltstone. Crack damage associated with the onset of dilation was also investigated. The results showed that there is a non-linear logarithmic relation between velocities and stress-strain level for siltstones.

The commonly used Stopes-Heerlen coal petrographic classification and nomenclature has over the years been subject to variable interpretations. This paper discusses the problem with specific reference to the inertinite maceral group. The effect of various interpretations of the Stopes-Heerlen system on maceral analysis is discussed and illustrated by means of comparative analyses conducted by a number of laboratories in Australia. An attempt is made to define the reflectance thresholds used by the authors to subdivide the inertinite group; the genetic and technological significance of these thresholds are compared. The difficulties of distinguishing structured and non-structured macerals of the inertinite group is discussed in terms of possible improvements to the present Stopes-Heerlen system by extending the classification to include transitional maceral types.

The Bendigo Goldfield is AustraliaÆs second largest goldfield, having produced 22 million ounces of gold between 1851 and 1954. Development of the modern decline mine, initially for underground exploration and bulk sampling, commenced in 1998. The project is targeting new reefs below and along from historic workings beneath the city of Bendigo. The major technical challenge for the project is the inability to solely use drill core gold assays to estimate the grade of reefs, due to the coarsegrained nature of gold mineralisation, known as the nugget effect. In 2002, a program of bulk sampling commenced, resulting in the development of factors for converting drill hole grades to in situ reef grades. In mid 2006 commercial production commenced following the construction of a 600 000 t/yr processing plant adjacent to the Kangaroo Flat Mine portal, with plant feed being derived from four reefs in the Sheepshead and Deborah lines of reef. In early 2007 it became clear that the initial ore reserves had been overestimated, leading to an immediate change of strategy from production to exploration. A cash conservation program was also put in place. Exploration refocused onto the more historically productive Garden Gully and New Chum lines of reef, whilst a new grade estimation tool based primarily on the visual assessment of drill core was implemented. Immediate exploration success occurred with the discovery of four reefs in the Garden Gully line in early 2007. Successful step-out drilling during the year led to the decision to undertake trial mining in Gill reef. Trial production commenced in June 2008 and includes the processing of discrete ore blocks and the introduction of selective mining techniques. This paper examines the steps that have been taken to refocus exploration and to gain confidence in new exploration results, particularly through the visual grade estimation technique and assessment of trial mining Gill reef on the Garden Gully line. In addition, project factors relating to human skills, community relationships and financial management in a dynamic external environment are also addressed.

The function of a thickener is to optimise and accelerate the process of gravity sedimentation. The desired end product (be that maximised concentrated solids or clarified liquid) determines how the thickener is designed and operated.Significant internal research, together with extensive on-site piloting, by Outotec has resulted in the determination that the application of the appropriate amount and type of shear to hindered settling aggregates can result in a substantial change to the sedimentation process. A new patented technology, called shear enhanced thickening (SET), has been developed. SET results in considerable design implications for full-scale thickeners, including a substantial reduction in required footprint and/or significant increases in underflow density.The development of SET, combined with laboratory and pilot scale verification, will be discussed along with the introduction of this technology to a number of full-scale thickeners. The Bong Mieu Project lies within the Pre-Palaeozoic Kontum Craton near the southern margin of the regional Phuoc Son û Tam Ky Suture. The Suture and accompanying Truongson Fold Belt of Indosinian age host significant gold and base-metal bearing districts including OlympusÆ other project at Phuoc Son to the west of Bong Mieu and OxianaÆs Sepon project in Laos. The Bong Mieu Project is located some 90 km south of Da Nang and some 30 km south-west of Tam Ky, the provincial capital of Quang Nam province in central Vietnam. The project area is covered by an Investment Licence of some 30 km2 which was granted in 1991 and a mining permit of some 365 ha granted in 1992. Several mesothermal, gold-silver deposits with assigned resources are present on the property. Deposits with assigned resources contain some 615 000 ounces of gold in situ. These are at Ho Gan and Ho Ray which are potentially exploitable by open-pit mining and Nui Kem which is potentially exploitable by underground mining. Newly discovered extensions to the known deposits at Ho Gan, Ho Ray and Nui Kem, and several other new prospects, are currently being investigated by drilling. The Ho Gan mineralisation is of mesothermal, shear and shear breccia quartz vein, as well as intrusive breccia hosted style. Nui Kem mineralisation is of mesothermal, shear and shear breccia quartz vein style. The Ho Ray mineralisation is of skarn (gold-bismuth-tungsten) and lesser quartz vein style. The deposits straddle and flank the east-west trending Bong Mieu Anticline which trends through the central portion of the Investment Licence. In this paper the geology of the deposits, details of resources, results of recent exploration on the Investment Licence and recent engineering and mining studies at Ho Gan are briefly reviewed.

The education system today is turning out potential Mine Managers and Superintendents for the coal industry who are lacking in adequate management knowledge. They are required by the Mining Act to be highly skilled operators who are operations and production oriented. This puts them in much the same category as airline pilots and ships' captains. The real need is for them to be management and profit orientated. Changes over the years in Managers' and Superintendents' roles are highlighted by identifying those professions and vocations with whom they must now work. Comparing classifications in the 1916 award and the current award, and making a comparison between management and mining degree courses, leads to the conclusion that separate degree courses are necessary for future Mine Managers and Mining Engineers. Mine management must become a profession in its own right if optimum profits are to be made from mining in the future.

The hazard posed by underground mine fires is illustrated in the first part of this paper by means of a review of experiences in four mining countries over the last three decades. This brief review indicates that while much progress has been made generally in preventing fires and providing means of protection to miners, the possibility of disasters occurring must continue to be regarded as very real. Based upon recent investigations by the South African mining industry, an integrated strategy for providing protection to personnel in the event of a fire is outlined in the second part of the paper. The main, complementary, elements in this strategy are the prevention of ignitions, the limitation of fires, provision of protection systems and equipment, training for emergencies, and effective implementation of safety measures. Some comments are made on important aspects of these elements and on possible further developments.

Cliffs Natural Resources Pty Ltd (CNR) operates iron ore mines in the Koolyanobbing region of Western Australia. Ore is mined from three locations, separated by many kilometres. The ore is stockpiled at these locations, according to an in-house ore classification system (based on grade and source) and then trucked to the crushing and screening plant at Koolyanobbing. Lump and fines products are railed to Esperance for ship loading and export to Asian customers. CNR prides itself on the relatively low inter-shipment grade variability of the products. The Koolyanobbing crusher is fed using a daily blend plan, generated to maintain lump and fines product grades within acceptable tolerance ranges around targets. Achieving low variability requires predicting lump and fines grades as accurately as practical from the estimated head grades of the ROM ores potentially going into the blend. The grade prediction model may be either a direct prediction of crushed lump and fines grades and lump percentage, or be split into two stages: the bias between blasthole estimated head grade and crusher head grade and then the lump-fines algorithm for splitting the head grade between lump and fines products. The lump-fines algorithm comprises the percentage of lump and the difference between the lump and fines grades. We describe a weighted least squares (WLS) regression model for predicting crusher grades and lump proportion from the estimated head grade for Fe, P, SiO2, Al2O3, Mn and S. The method is applied to CNR production data, where the regression model explains approximately 60 per cent of the variance in the crushed ore grade, for both lump and fines. A further small but significant improvement in prediction can be achieved by including the ore classification data in the model. The regression errors exhibit strong positive serial correlation, indicating trends in grade error across multiple blend records. To compensate for the longer-term error, an exponentially smoothed model was developed and applied to the daily grade blend errors. This gave an increase in the longer-term variance explained and therefore an improvement in grade prediction.
