In 1944 some ten or so pieces of legislation impacted on the mining industry. Today in excess of 80 in one way or another apply to the Northern Territory miner. This paper will look at the nature of the legislation that has been introduced and the reasons for its introduction. During the Second World War the mining of resources such as iron, tin etc for the war effort set the platform for the subsequent expansion of the industry in the post-war years. Thereafter, the change in attitudes over the years that have resulted from a more conscious public and more responsible governments and developers associated with the recognition of the legal rights of others and the threat of litigation, will be traced. With a major review of the Northern Territory Mining Act currently in progress, this paper will view ANZMEC's foreshadowed preference for a National Code and the NT's intent of drawing some commonalities with other states of Australia to achieve this aim. Finally, the questions of over-regulation and whether existing legislation is complete will be addressed. From this it is foreshadowed how legislation may develop during the lead into the 21st century.

From the Saranac Laboratory for the Study of Tuberculosis of the Edward L., Trudeau Foundation, Saranac Lake, New York:We are assembled to honor the memory of our friend and colleague, Donald Cummings, one of the founders and a past president of the American Industrial Hygiene Association. I deem it an Unusual privilege to have been asked to give this first memorial lecture and hope that what shall have to say may be worthy of the occasion. It is fitting that we should discuss here the subject of Silicosis to which he devoted such a large part of his life and it is doubly fitting, I think, that I should report to you an extended series of investigations carried on by his associates at the Saranac Laboratory.The subject of silicosis may seem hackneyed to this audience which is so familiar with the tried and accepted methods of prevention and control.But in spite of our efforts, the condition is still with us and unfortunately is still being produced in many places. In industries that now maintain good control of dust, fresh cases are appearing on annual re-examination, whose major exposure date back to the days before the hazard was recognized.A few new employees, with apparently ineffective upper respiratory protection against inhaled dust, develop silicosis precociously in environments that are comparatively harmless to their fellows. In plants that have relaxed their vigilance under the urgency of war production schedules, conditions again prevail that will produce, disease in the future.Silicosis acquired new interest with the announcement by Denny, Robson and Irwin(1) in 1937 that it could be prevented by the inhalation of powdered metallic aluminium. It so happened that without knowledge of their work, we at the Saranac Laboratory had for some months been conducting similar experiments with one of the hydroxides of aluminium.Quite independently we discovered that hydrated alumina would also protect animals against quartz. Our approach to the problem had been empirical; we were trying to neutralize quartz particles by coating their surfaces with an insoluble material following the lead of Kettle who in 1932 had shown that this could be accomplished with iron. The principles of three-dimensional geological modelling are well understood and routinely used. Sample data is collated and geostatistical tools used to ensure that sample data is suitable for its end use, which is typically a block model that is appropriate for mine planning. What has become increasingly apparent is that physical rock properties and geotechnical parameters need to be incorporated into the three-dimensional geological model to create an integrated mine model.The approach to the collection of geotechnical information is not as highly prescribed and controlled as collection of geological data. Commonly, the geotechnical data set is incomplete and inconsistent, with little consideration of what the end use will be by those collecting the data, or how the geotechnical data might relate to the geological data. In some cases, specific geotechnical investigation programs are completed, yet correlation between those programs and previously collected data is rarely undertaken to the same level of diligence as found in the geology field.There are some obstacles that need to be considered when attempting to incorporate geological parameters, such as grade, lithology, and geological domains with geotechnical information such as rock quality designation (RQD), rock mass rating (RMR), rock strength, and geotechnical domains into the same three-dimensional block model. Interpolation or geostatistical estimation methods used for grade estimates might not be appropriate for many components in rock characterisation, particularly search geometries. A number of examples are provided to illustrate issues underlying some of the data collection procedures, and their effects on three-dimensional geotechnical modelling.The example presented attempts to highlight generally observed shortcomings in the collection of geotechnical information, parameters which need to be considered when combining geological and geotechnical data into the same model, and the benefits of having a combined block model from the beginning of a project.CITATION:Zunica, K and Penney, A R, 2014. Carbon capture and storage (CCS) is expected to become one of the main technological instruments for mid-term reduction of CO2 emissions into the earthÆs atmosphere. Besides the reduction of CO2 emissions into the atmosphere, the implementation of CCS would have various negative consequences, which are û if at all û only poorly covered in the current socio-political discussion. Taking into account all aspects of CCS, the outcome of a comprehensive and conclusive assessment of CCS against the background of the sustainable development concept is uncertain. When assessing the overall impact of CCS in a holistic approach, a variety of aspects with effects on sustainable development are affected. Besides economic issues, various other effects of implementing CCS should be taken into consideration. These include for example additional costs for CCS facilities and processes and a decrease in powerplant efficiency due to high energy requirements of capture processes, and various ecological and societal aspects, such as higher demand for combustible, resulting in faster depletion of reserves and higher land and water use and the provision of jobs along CCS technology chain. This paper presents an approach for a structured sustainability assessment of CCS based on the multi attribute decision-making (MADM) method analytical hierarchy process (AHP). The functioning of the presented methodology is exemplified at the case study of a German coal fired powerplant.

During an eight month period, January to August 1978, nine bore holes were drilled in the Mikonui River gravels. On account of two rebores required from near bottom, the number of bores is in effect 11. Just on 1300 feet were drilled with an average depth of 120 feet. Depth varied from 102 feet to 133 feet. Penetration on average per hole value, varied from 7.4 to 16.4 feet per day. Gold values were even more erratic. Drill rig used was the Keystone churn drill manufactured locally by the Dispatch Foundary. It is skid mounted and requires a crew of two persons.

The conclusion from the debate over the last decade in the mining sector is that, for grade control, reverse circulation (RC) drill sampling gives more reliable results due to less sampling problems than blasthole samples. However, by conducting the latter with well-controlled procedures there still exist fair possibilities to counteract the major blasthole sampling problems and achieve fit-for-purpose representativeness, especially if based on minimal loss of fines. In the present PhD study, extensive replicate experiments and variographic characterisations are conducted to evaluate the performance of manual blasthole (BH) sampling and sectorial segment sampling. The experiments were performed in Luossavaara-Kiirunavaara AB (LKAB)’s Leveäniemi open pit mine in the north of Sweden. The experimental area is an apatite-magnetite iron ore deposit of the Kiruna type, with the demand to exhibit a maximum of local heterogeneity to allow the experiment the largest possible conclusion powers. Gathering and splitting the complete BH drill cutting cones (fines cone, coarse cone) served as an authoritative reference on which to assess the representativity of the two BH sampling methods.Results show that manual BH drill sampling is able to produce samples with an acceptable accuracy and precision if performed properly and with insight. Based on variographic comparison, segment sampling shows similar precision for chemical grades as the manual sampling, while the particle size distributions were more deviating for segment sampling than for manual sampling at the high and low size ranges. Possible reasons for these partly surprising results are discussed.For further investigation of the performance of BH versus RC drill sampling, a second experiment has been planned on a parallel profile. This will result in an unprecedented opportunity for a full variographic comparison between RC and BH sampling, aimed at designing specific, fit-for-purpose sampling procedures as a function of ore quality, cut-off grades and important contaminant levels.CITATION:Engström, K and Esbensen, K H, 2017. So many emergencies that crop up in mining necessitate a departure from ordinary methods that the writer has been led to illustrate a few of the examples that have come under his notice during a somewhat lengthy career; and as most of the methods illustrated are certainly outside the ordinary, it may be hoped that while to many they may convey little that is new, to the larger number some acceptable information may be gleaned whenever the occasion calls for it. Experience has shown that there can be no hard and fast rule in mine timbering that will fit the varying- necessities of different localities, and the engineer must divest his mind of all prejudices that his practice of any particular system or systems may have induced, and must direct his attention to the character of the local timber and its fitness or otherwise for the purpose he has in view. Fortunate indeed are the man and mine that can claim an abundance of good and cheap mining timber it simplifies, oftentimes, what would be, under unfavourable timber conditions, a difficult problem. In many parts of the States there is either none or at best a scrub if the latter, he has to either pigstye, balk, or bulkhead, if his ground will permit; if, not, and the necessary timber has to be imported, then some system of recovering his timber and using it over and over again may be possible. The Archaeozoic Willyama Complex at Broken Hill has suffered several periods of deformation and metamorphism. New structural and petrological information together with that available from the literature gives a picture of the metamorphic evolution of the Barrier Ranges. Several epochs of metamorphism are recognized, and potassium-argon dating of minerals has been applied with limited success to the resolution of these epochs.INTRODUCTIONAdvancements in the mineral industry at Broken Hill over the past eighty years have been accompanied by a continual striving towards increased understanding of both the geological history of the Barrier Ranges and the environment of the Broken Hill ore deposits. However, although many detailed studies of selected localities and particular-aspects of Broken Hill geology have been carried out recently, the regional geology of the Barrier Ranges as a whole has received little attention from a petrological viewpoint since the pioneer investigations of Mawson (1912) and Browne (1922). There still remains a great need for regional surveys combining field studies of the habits, structures and outcrop relationships of the various rock types with laboratory investigations of their chemistry, mineralogy and microscopic ,fabrics. Recording observations arising from three brief visits to the Broken Hill area during 1959 and 1963 may stimulate further surveys.During one of these visits, the generosity of the Zinc Corporation Limited in providing field transport and geological guidance enabled the writer to collect material and study field relationships and appearance of the various rock types at numerous localities covering most of the Willyama outcrop. The Kwademen Au deposit was discovered in 1977- 1978 following a regional geochemical survey carried out as part of a UNDP (United Nations Development Programme) and BUMIGEB (Bureau des Mines et de la Geologie du Burkina) mineral exploration programme. The climate in Burkina Faso is rather dry, with markedly seasonal rainfall averaging 800 mm pa in the Kwademen project area. The relief is low and the drainage poorly developed, so that soil sampling was preferred to stream sediment sampling. Rocks have been subjected to deep lateritic weathering, so that they are transformed into a mixture of Fe-oxides and kaolinite over depths varying between 30 and 40 m. At the regional stage, soil samples (30-40 cm depth) were collected a a 300 x 500 m grid. The Kwademen deposit was indicated by Cu, Zn, Mo and Au anomalies. Subsequently, an area of 9.2 km2 was covered by a detailed geochemical survey by soil (100 x 50 m) and auger sampling. The regional anomaly was fully confirmed, and subsequent drilling intersected mineralized ore shoots, justifying the establishment of an evaluation project led by the U.N.R.F. (United Nations Revolving Fund) in 1983- 1985.

A numerical method for discriminating between replacement and sedimentary processes is applied to a folded stratiform sulphide occurrence. It is shown that numerical treatment of chemical analyses from a single diamond drill hole allowed a rapid assignment of the ore to the syngenetic sedimentary class and thereby enabled a revision of the evaluation program concerned with consequent reduction in costs.

Host-rock û wallrock major and trace element geochemistry associated with epithermal gold mineralisation in the Hauraki Goldfield of New Zealand is poorly documented, even though rock geochemistry is a recognised tool in exploration. Such responses assist in recognition of the regional scale imprint of fossil hydrothermal activity, and indicate targets for detailed evaluation within these alteration zones.   Recent investigation of gold deposits in the Waihi (Gladstone), Golden Cross (Empire), Thames (Waiotahi) and Coromandel (Tokatea) areas indicate enrichments of Au, As and Sb in the andesitic wallrocks hosting mineralisation. Of the other elements examined, Si, K and Rb are enriched, and Na, Ca, and Sr are depleted at all deposits. These trends are best developed in the vicinity of veining. In deposits with clay alteration dominating (Waiotahi and Tokatea) there is also depletion of Mg, Mn, Zn and Cu. Ba and Cr are variably enriched or depleted within different styles of alteration. Base-metal enrichment in the wallrocks is not a feature of Hauraki deposits.

Landscape interpretation, geology and mining history is being successfully used to explore options for sustainable community tourism product development. Recent work by the author in Europe and Australia has indicated the value of adding and producing interpretive information about mine and quarry locations - both active and inactive. This work has allowed for the branding and development of new sustainable community tourism products based on the landscape, folklore, mine and geological heritage.   Communities in rural areas are seeking new opportunities to sustain their local economies. Using a relatively new phenomenon called geotourism as a starting point; they have developed themed products connected to walking/cycling guides, interpretive panels and visitor centres. These themes can be linked to geology, archaeology, botany, local history and to industrial heritage sites such as old mines, to generate local employment. This new geotourism approach has successfully brought a new and greater audience to discover the value of geology and mining history.   Communities have established a unique place for themselves within the tourism marketplace using the geotourism brand. Other communities with an established tourism product are also now using geological and mine heritage via geotourism to rebrand and meet changing global trends. The pooling of resources under the banner of geotourism has led to cost effective marketing, targeting and promotion of products.   Geotourism has emerged strongly in Europe, North America and China in the last decade. The Australian minerals industry now has an opportunity to implement this new branding concept to assist and benefit the communities in which they run their activities. Communities can also take advantage of the potential to develop a sustainable geotourism business around a past or present mineral industry in their vicinity.

Environmental information is an essential part of successful mine design and approval. In order to be most effective in its application and availability, this information needs to be collected in programmes with defined objectives and deadlines. Applied Geology Associates have established a methodology to facilitate the structured collection of environmental data, which provides for the diverse needs of both engineering design and applications for statutory and non-statutory approvals. Principal aspects of this methodology are the scope, timing and management of the environmental studies within the overall project planning framework.

While coal seam gas is considered to be an unconventional gas, the proliferation of areas under exploration and development mean that it is rapidly becoming main stream. The potential of New Zealand's coals to produce coal seam gas has been recognised for some time. However, key market drivers have not been suitable for the progression of this potential into reality. Kenham Holdings Ltd and CRL Energy Ltd, recognising the potential for the gas in New Zealand have initiated what is the largest ever assessment of New Zealand's coal seam gas potential. The premature demise of the giant Maui field has raised the focus of new gas developments and has increased interest in what we are doing. Over the past couple of years Kenham Holdings Ltd and CRL Energy Ltd have approached the assessment of the coal seam gas potential in a staged programme. Preliminary assessment of the data on the permit areas indicates that the potential resource may be up to 500 PJ. To date, preliminary appraisals have been completed or are underway on a significant number of fields. Exploratory drilling has been completed or initiated on several of those fields, with results from this work being fed into the preliminary modelling as it has become available. Given that in many of these areas there is no pre-existing information concerning their gas potential and world wide experience with lignite is practically nonexistent, it has been a steep learning curve with many surprises. However, initial gas content results and preliminary gas flow models have been on the whole, rather pleasing, with the commerciality of some developments already apparent.

The Nanisivik Mine is located 750 km north of the Arctic Circle at the north end of Baffin Island in the Canadian High Arctic, and has been in production since 1976. The paper describes the regional and local geology and the current mining and mineral processing operations, including recent innovations in each area. The Nanisivik zinc-lead deposits comprise Mississippi Valley type sulphides in a block-faulted sediment sequence of Proterozoic age. The deposits formed in two mineralizing stages by replacement of the carbonate host rock. Exploration techniques adapted to the permafrost environment include high frequency EM and ground probing radar. Core drilling is done with calcium chloride brine but trials with heated flushing water indicate potential for cost reduction. The predominant mining method at Nanisivik is room and pillar. Cut and fill is used in some satellites to the main zone. Due to the permafrost, dry drilling is employed in the underground mining. The permafrost enhances ground stability, permitting large underground openings and, as a result, the use of relatively large scale mining equipment. For power conservation, a remote control system for the ventilation fans has reduced mine power costs. The milling of the simple coarse-grained ore in an arctic environment requires special techniques in the design and operation of the plant for materials handling, utilisation of waste heat, reagent selection and tailings disposal. Regulated heavy metal contents in effluents discharged to the sensitive environment are achieved by natural processes. A recent change from sub-aqueous disposal of tailings to beach type deposition within a cell in the tailings area is reviewed. Planning closure of the property presents special problems and an opportunity for innovative techniques. Approximately 25 per cent of the employees at Nanisivik are drawn from the Inuit population of the Canadian Arctic. As the first permanent industrial activity in the High Arctic some innovative approaches to employee relations were required which have resulted in a very stable, culturally mixed community in a remote location.

Mining deep orebodies is increasingly becoming the norm as the ‘easy’ orebodies are depleted. Deep ore mining requires significant ventilation and cooling infrastructure to not only meet regulatory requirements for air quality but also to achieve acceptable workplace temperatures with the higher strata rock temperatures and increased auto-compression. At the same time, advances in battery equipment technology are turning the possibility of a battery powered fleet into reality. The switch from a diesel fleet to a battery powered fleet offers several positive opportunities for the design and operation of a deep mine.The potential to reduce ventilation and cooling requirements due to battery powered equipment results in significant cost savings for mine development and infrastructure. Battery powered fleets are not subject to the same dilution requirements associated with diesel fleets thus allowing lower ventilation rates. At the low ventilation volumes possible with a battery powered fleet, surface refrigeration plants are limited with respect to the amount of cooling that can be delivered to the workface. Considerations for calculating the optimum air flow and cooling requirements are presented. Considerations for locating the refrigeration plant are also discussed. Bauxite mining on Cape York Peninsula (CYP) commenced in the early 1960s in the region surrounding the town of Weipa. Rio Tinto Alcan (RTA) operates its bauxite mines on the homelands of 11 Indigenous Traditional Owner groups. The mining activity currently operates under three Aboriginal Agreements including an Indigenous Land Use Agreement – the Western Cape Communities Coexistence Agreement (WCCCA) – which provides RTA with access to the land in return for a range of benefits to the Traditional Owners, including employment, training, royalty payments and future relinquishment of the land (Klimenko and Evans, 2009). Despite reports of some ‘good progress’ in meeting the terms of the WCCCA (Klimenko and Evans, 2009, p 5), many of the region’s Traditional Owners remain dissatisfied. The theme of the conference is "excellence", an epithet of special significance in tertiary education. It appears in the mission statements, goals and plans to achieve them of most, and quite possibly all, tertiary institutions in Australia. In the context of excellence, this paper examines the current statue of professional education in the principal mining industry related discipline of Mining Engineering. It furthermore, identifies and discusses a number of special problems in mining education that the tertiary sector has long endured. Some of these problems are becoming acute, and solutions will have to be found soon in order for the industry to be assured of the supply of well motivated and appropriately qualified young engineers and scientists necessary to achieve and maintain the excellent to which it aspires.
