The future of the Tasmanian mineral industry can only be estimated from a knowledge of the past, and armed with this knowledge an orderly plan for the future can be developed. Brief mention is made of the major historical developments through to the present day, with past and future development areas clearly mapped. Areas of importance which have been discussed are divided into the mining of metals, fossil fuels and non-metals; and the process- ing and extractive industries. Discussion then follows on the current general non-insular pressures on the mining industry, the energy crisis, scrap, world shortages, new techniques, inflation, and the effects of exploration on the environment. This is then followed by a discussion of the advantages of Tasmania as a mining state and a cataloguing of the present exploration and some possible areas of future development. From this a suggested plan emerges for the future development of the Tasmanian mineral industry, to incorporate the latest technological advances and by planning to meet the challenge of survival and growth in a turbulent environment.

NEARLY all problems in mining engineering involve the transport and distribution of materials from place to place, and in general the most economically managed mines and plants are those in which the transport of materials has been carried out most efficiently. Of all these transport problems, the hoisting of ore out of the mine and the distribution of same to the various treatment works is perhaps one of the most important. Controlled modification of mineral/liquid interfacial properties by adsorption is critical for mineral processing operations such as flotation, filtration, dispersion and flocculation. Ionic/nonionic surfactant mixtures usually show enhanced surface activity and salt tolerance over ionic surfactants, and this is especially beneficial for flotation of salt type minerals in which case dissolved multivalent cations in high concentrations usually cause loss of anionic surfactants by precipitation. Adsorption of nonionic/anionic surfactant mixtures on kaolinite has been studied with sodium dodecylsulfate as the anionic surfactant and octaethyleneglycol mono-n-dodecylether as the nonionic surfactant. Synergistic interaction between these surfactants was found to cause adsorption of the nonionic surfactant with its hydrophilic chains protruding into the bulk, leading to substantial changes in flotability and dispersion characteristics of kaolinite. Similarly, hydrophobicity changes are observed also' for silica particles upon adsorption of nonionic ethoxylated alcohols owing to possible changes in the orientation of the adsorbed surfactant species at the interface. Also, based on the results obtained with surfactant adsorption, a hydrophobically modified polymer was used successfully to disperse graphite particles in aqueous solution.

Open pit mining began in 1978 at the Woodlawn base metals deposit. For its ten years as an open pit the mine was financially unsuccessful as a combined result of difficult metallurgy and industrial unrest. In 1985 CRA bought out two American joint venturers with a view to going underground and a prerequisite to expending capital on developing an underground operation was to improve the industrial climate, work practices and mining methods.Following feasibility work, continuous production from the underground mine began in 1986 using mechanised cut and fill methods and a workforce trained under a multiskilling program. Men with no previous underground experience were trained by supervisors with backgrounds as miners to undertake all the work that is required with increases in skill levels being rewarded with increases in pay.

Ridgeway Gold Mine (RGM) is an underground sublevel caving (SLC) operation that is owned and managed by Newcrest Mining Limited (NML). Production drill and blast practices are critical to the success of the SLC method at RGM. SLC production ring precharging was introduced in November 2001 to enhance these practices and deliver safety, productivity and cost improvements. Current precharging practices require up to two rings to be loaded ahead of the ring to be blasted in each drawpoint. The explosive may be required to remain in the up-holes for periods of four weeks or more prior to blasting. During this æsleepÆ time it is subjected to repeated shock from the blasting ofadjacent rings and from rings in adjacent drawpoints. The project described in this paper was designed to gain an understanding of the factors affecting explosive performance in the precharging environment and to develop explosive products and operating practices that would meet RGMÆs requirements in terms ofsaf ety, reliability and blast outcomes. Several months oflaboratory and field testing were required to characterise the explosive and quantify the effect of post-loading blasting shock. These results were used to determine the most appropriate loading and sleep time criteria for RGMÆs precharging practices. In addition, the information is being used to guide the development of the next generation of emulsion explosives for use in underground precharging operations.

In Japan, shield tunneling method is generally used to drive a tunnel in sand layers around the urban area. In this report, appli- cability of NATM (New Austrian Tunnelling Method), which uses rock bolts and shotcrete as support, to water-bearing sand layers is studied aiming at establishing more economical tunnel driving technique. After the geological exploration, the conditions (i.e. pitch of steel supports, water content, cohesion, and fine content of ground,)necessary to ensure the face stability were investigated by using centrifuge loading tests. Concerning measures to manage ground water, an air permiability test was carried out to investigate the effect of the compressed air to cut-off inflow, and pumping test to study the applicability of dewatering. Furthermore, two dimensional elastic FEM analysis consider- ing progress of the excavation face was perform- ed to analyze stresses in the support system and deformation of the ground, and to investi- gate safety of the support and the ground. From these prior investigations, possibility of the applicability of NATM to the present pro- ject was predicted. Finally, based on these results, a real scale field application test was put into practice to confirm the prediction, and to pursue construction efficiency and phenomena which could not have been predicted Beforehand.

Pre-concentration has potential to significantly improve Mineral Resource efficiency by removing gangue early in the process, before energy intensive and expensive comminution and fine processing. However, there are numerous options for pre-concentration and the performance and benefits of these are very case specific. To determine the best option for a particular deposit and to successfully integrate it into the overall mining and processing operations requires comprehensive evaluation. This needs to consider orebody suitability, technology capability and economic viability. The in-situ variability of a deposit and how it is influenced by mining methods and the liberation size of gangue are key factors which are generally not well understood. Geostatistical methods provide an insight into orebody variability, and the overall selection of any pre-concentration solution must be an integrated approach between geology, mining and processing. Many pre-concentration evaluations investigate the potential of just one option. Technology selection should start wide and may include: selective mining, pre-screening (with or without selective blasting), sorting (bulk and or particle), coarse gravity separation (e.g. jigging, DMS), coarse particle flotation, magnetic separation, etc. The upgrade performance of these processes is very ore specific and should be determined from testing, with detailed multi-component modelling used to determine the overall process performance. Many of these pre-concentration processes require significant ancillary equipment, feed preparation and materials handling. It is important to realistically estimate all costs to understand overall economics and select the best option. Some examples showing evaluation and comparison of pre-concentration options are presented in this paper. These include assessments of in-situ variability using geostatistical tools, process modelling of pre-concentration options and overall performance, preliminary layouts and cost estimates, and economic evaluations.

A broad zone of intra-plate volcanism occurs for some 3000 km along the E. Australian coastal regions, extending from far northern Queensland southwards to Tasmania, westwards to western Victoria, and into southeastern South Australia. The age range, taken over the whole region, extends from Eocene to Holocene. Wellman & McDougall (1974) recognised the occurrence of three distinct types of volcanic occurrences: (a) Lava field provinces, dominantly basaltic and commonly strongly undersaturated, but of variable size. Large lava fields are especially exemplified by the younger provinces in northern Queensland (e.g. Nulla, McBride), and western Victoria. (b) Central volcano provinces, in which a reasonably well defined volcanic edifice is discernable. Such provinces are built of mildly undersaturated to saturated mafic lavas, but are also characterised by felsic volcanism (and often substantial mafic and felsic intrusive phases). Examples are the Springsure-Minerva Hills province, the Tweed and Focal Peak Shields (southeastern Queensland to northeastern N.S.W.), and the Nandewars, Warrumbungles, and Canobolas volcanic centres (N.S.W.). (c) A single leucitite province in N.S.W. Wellman and McDougall (1974) were able to show that the central volcano provinces exhibit a remarkably regular southward age migration pattern, the calculated migration rate being 66 + 5 mm yr , and these authors interpreted this in terms of the northward passage of the Australian plate across a fixed 'hotspot' within the upper mantle. The leucitite province also fits this migration pattern. The lava field provinces apparently exhibit more erratic regional age distribution patterns, but Sutherland (1981) has interpreted the data in terms of a multiple 'hotspot' model. "Flotation of nickel sulfide ores are generally constrained by nickel grade and impurity concentrations (notably magnesium and arsenic) in the product delivered to smelters. Being a physical separation process, flotation recoveries and grades are limited by the grade recovery curve of a particular operation, where increasing product grades are invariably associated with lower recoveries. Impurities put further pressure on this relationship, as removal of impurities from the final concentrate is almost always associated with nickel losses.Western Areas Ltd are developing a proposed expansion to its Cosmic Boy concentrator to treat an impurity stream, that is high in nickel and would otherwise report to tails. Through the use of BioHeap® technology Western Areas aims to recover the nickel and discard the arsenic to tailings. This expansion will consist of a biohydrometallurgical plant that leaches the nickel arsenic minerals, removing the arsenic as a stable iron/arsenic hydroxide, while recovering the nickel as a high-grade nickel sulfide product (at approximately 50 per cent nickel). This can then be blended with final concentrate to improve nickel grades and recoveries, while simultaneously reducing impurity levels or used to produce high value products like nickel sulfate.The introduction of a small microbial leach plant may be beneficial to base metal concentrators constrained by impurities or grade.Citation:Fewings, J, Seet, S, McCredden, T and Fitzmaurice, C, 2016. The scope of this report is to examine the aforementioned hypothesis by performing a detailed analytical comparison of a P&H electric rope shovel to an O&K diesel powered hydraulic excavator. In order to complement the integrity of the concluding results, two different size categories will be analysed in order to demonstrate that the findings can be extrapolated and applied to all the machinesÆ size classes. These two size classes are categorised by their bucket sizes and they are in the range of 43 - 58 cubic metres and 23 - 26 cubic metres. It should be noted that electric powered hydraulic excavators will not be considered in this report. In order to compare the electric and hydraulic types, the machine variants that will be analysed are commercial cost-effectiveness and operational flexibility. Although operational flexibility can be an ambiguous characteristic, a clear and thorough definition describing its exact meaning has been included. In order to simplify this study, all the data collected for this comparison have been for overburden removal, eliminating the variation that occurs with the movements of the shovel when selectively mining in the ore deposit. Thus, it ensures that all the data that is compared stems from a common origin for all the shovels. In other words the information will be compared when digging in the same material, loading into the same sized haul trucks, and when possible, with the same operators. Theoretical data received form the respective manufacturers, and actual data obtained from Mount Whaleback, was used for this comparison. This leads to the final comparison, where the operational flexibility and the cost-effectiveness are evaluated, with respect to their individual importance, ultimately influencing the final recommendation.

The able address on the currency question given by the Right Honorable A. J. Balfour, M.P., late leader of the Government, at the Mansion House lately, before a large and influential audience, will strike a key-note that will resound throughout the world. It is high time that gentlemen of position and influence should come forward and express their views on this subject, so as to cause the matter to be,more seriously considered than it has been. The question can be no longer ignored or treated with indifference by bankers, financiers, merchants, miners, and others interested in the settlment on some basis the relative values gold and silver bear to each other. It is gratifying to not that such a great leader of political opinion as Mr. Balfour has given serious attention to this important question.The address created a deep impression ,on the minds of many who probably had not given the matter much att.ention, and Mr. Balfour's words will re-echo over a wide range of thought with such effect that I have no doubt they will materially help to check the downward tendency of the value and uses of silver. As a mining engineer, interested in the development of our mining resources for increasing gold aud silver for currency, and having devoted much attention to the subject, I cordially approve of the views set forth by Mr. Balfouf, and I think the general body of all interested in the production of gold and silver will do the same.

Adsorption tests have been carried out to elucidate the interaction mechanism between dextrin and sulphide minerals. Sulphides such as galena and heazlewoodite exhibit high affinity adsorption over the pH range that coincides with the iep of lead and nickel hydroxides, and is suggestive of chemical interaction. The adsorption behaviour with respect to the sulphides of copper is of the low affinity type, and follows a different pattern. The adsorption studies on graphite, support the chemical interaction mechanism, with the metallic impurities serving as adsorption centres. A series of experiments were carried out with Hallimond tube in order to test the effects of different reagents. A good result has been obtained when potassium-n-butyl xanthate is used as collector for molybdenite and graphite complex are depressed by the depressor mixed with nigrosine and iron (III) chloride. Mixtures of ammonia and cyanide at low concentrations leach gold selectively from copper-gold ores. The effects of various reagent compositions on three different ore types containing between 0.3 - 1.5 per cent Cu are reported. It is shown that the results and optimum compositions vary according to the ore, which is attributed in part to the mineralogy and adsorption of solution species on the mineral surfaces. The solution chemistry of the Cu-NH3-CN system indicates that Cu(CN)a - and Cu(CN)3 species are involved in the leaching mechanism. Rotating disc studies on pure gold and copper are reported which show that the Cu(CN)32- species leach gold at about half the rate of CN but leach copper at the same rate. The presence of ammonia retards the leaching rate further. Mixtures of Cu(CN)a3- and NH3 effectively leach gold from Telfer tailing without leaching copper. The role of ammonia appears to be to control the precipitation of copper rather than the kinetics of leaching.

Ore deposit modelling is becoming an increasingly accepted tool in mineral exploration. Successful models have already been proposed for several ore deposits of base metals and gold, but tin has so far received comparatively little attention, perhaps because of an excessive preoccupatioi with alluvial operations. This situation is rapidly changing and some of the world's most profitable and newly commissioned tin mines are large, primary tin deposits. Some basic principles of ore deposit modelling are briefly reviewed and the fallacy of an excessive reliance on grade tonnage diagrams based on the tin industry worldwide is discussed. The four proposed models and submodels of large, hard-rock, tin deposits focus on basic concepts such as the spatial relationship with "tin granites", depth of emplacement and the level of erosion. General concepts are drawn. The modelling of large primary tin deposits is reviewed not only in its geological and exploration aspects but also in its mining and economic implications.

To operate a mine in California requires compliance with State environmental regulations, including assessment of risks and associated financial assurances for postulated worst case catastrophic event scenarios. Carson Hill Gold Mine, an open pit, heap leach operation, completed new risk assessment catastrophic event analyses in 1988. The risk assessment was performed at the same time that a new leach site (Leach Site 3) was being designed. Leach Site 3 is located about 400 m upslope of New Melones Reservoir, which is a public recreation facility and a source of drinking water. Release of leachate (pregnant solution) or ore containing cyanide and metals from Leach Site 3 into New Melones Reservoir was considered to pose the largest risk of environmental damage.Flow failure of the ore heap, potentially induced as a result of liquefaction of the saturated portion of the ore, and/or overtopping of the leach site containment embankment due to excessive precipitation were found to be the most plausible leachate release scenarios. Yearly combined probabilities of various downstream release volumes were estimated. The release volume corresponding to a yearly probability of 0.05 percent was then used to estimate potential environmental impacts and mitigation costs. The costs include earthwork to restore the geometry of the ore heap and repair the fill slope below the Leach Site 3 containment, and impacts on New Melones Reservoir.
