Bureau of Medical Inspection, Broken Hill, New South Wales.INTRODUCTIONFor a considerable time it has be3n realised that the pathological changes produced in human lungs by the inhalation of free silica varied, not only according to the amount of silica inhaled, its particle size and the period during which it was inhaled, but also according to other mineral elements which might be admixed with the fine silica dust and inhaled along with it, or inhaled subsequently to the silica containing dust. It was observed that, in many instances, these admixed dusts tended to inhibit the action of the free silica in causing injury to the lungs, as well as the development of certain complications, whilst in other cases it was felt that certain substances could actually accelerate the tissue damage caused by the silica.A fresh impetus to the problem of the prevention of the development of silicosis was given when, in 1937 and 1939, Denny, Robson and Irwin published papers entitled "The Prevention of Silicosis by Metallic Aluminum." Working at the same time at the Saranac La.boratory, and quite independently, and using a colloidal aluminum hydroxide, Gardner arrived at the same conclusions as Denny, Robson and Irwin, namely, that in experimental animals the development of silicotic changes could be prevented if eithertogether with the silica, or subsequent to its inhalation...

The Great Artesian Basin (the Basin) is a large aquifer system underlying more than 20 per cent of continental Australia and most of Queensland. The aquifers of the Basin are an important water source for many industries, including the mining sector. The Queensland Great Artesian Basin Water Resource Plan (the Plan) was released in March 2006. The Plan provides a framework for the long- term holistic management of the aquifers in the Queensland Section of the Basin, in a manner that is consistent with the strategic management plan for the Basin as a whole. The paper describes the Basin and summarises trends in the demand for water in the Queensland section of the Basin. It describes the broad framework for management of the Basin by the individual Australian states, as well as the planning entitlement framework for water resource management in Queensland. The paper discusses the content of the Plan. This includes: the division of the aquifers into management areas and management units for management purposes, provision for protection of the flow of water to springs, limits on further allocating water, provision for a competitive process for access to new water and provision for water trading. Under the Queensland planning and entitlement system a resource operations plan is prepared to specify operational arrangements to implement a water resource plan. A resource operation plan for the basin is expected to be finalised before the end of 2006. The paper summarises the likely content of the plan.

The major Permian coal deposits of N.S.W. are in the Sydney-Bowen Basin and associated small deposits occur in structurally isolated areas; a further deposit is present in the Oaklands Basin. - The Sydney-Bowen Basin in New South Wales comprises the sub basins, the Sydney Basin and the Gunnedah Basin. Coal measures in these basins are near the top of the Permian succession and within and below an underlying marine sequence. The coal deposits can be conveniently described in units in which the coal geology is homogeneous. The Clyde Coal Measures and Yarrunga Coal Measures contain no seams of economic significance and occur beneath the marine beds in the south of the Sydney Basin. The Greta Coal Measures are economically significant and represent a brief interlude in the marine sequence in the north of the Sydney Basin and equivalents are present in the east of the Gunnedah Basin. The Tomago Coal Measures crop out above the marine sequence east from the Lochinvar Anticline and dip southeast to uneconomic depths. The Newcastle Coal Measures are historically and economically very important and overlie the Tomago Coal Measures and these measures will continue to be important although future mining will be faced with greater depths. To the west of the Lochinvar Anticline the Singleton Coal Measures, equivalent to the Tomago and Newcastle Coal Measures, crop out. This unit represents the thickest development of coal measures in the State and has a very large potential for both open cut and underground mining. Equivalents of the Singleton Coal Measures, the Black Jack Coal Measures and the Booroomin Group crop out on the east side of the Gunnedah Basin and probably are widespread across the Basin. They have less economic potential than the Singleton Coal Measures. In the southwest of the Gunnedah Basin, Illawarra/Singleton Coal Measures crop out over extensive areas and possibly have a large potential for underground mining under low cover. The Illawarra Coal Measures are exposed along the western margin of the Sydney Basin and thicken as they dip into the Basin across a shelf. The outcrop area is currently mined and the shelf has considerable potential for future mining. The highest rank coals in the State are in the Illawarra Coal Measures in the south of the Sydney Basin. The deepest coal mining is in this area and its continuing success is of great importance to the future exploitation of the resources of the Basin. The Tomago, Newcastle, Singleton and Illawarra Coal Measures extend into and meet in the central area of the Sydney Basin but they are under thick cover and are not considered to be economic at present. Permian coal measures occur in isolated areas in the New England Fold Belt and have limited economic potential. The Oaklands Basin in the south of the State contains a large reserve of low rank coal.

In the course of the development of the Report of the World Commission on Environment and Development (WCED) in the 1980s an expression was introduced in the public discussion on environment and development that influenced the international and national policies of the last 20 years in all areas: sustainable development. The UN decided in 1992 to implement a program with the Agenda 21 which contains the demand for developing indicators for sustainable development. In this context an indicator is understood as a quantitative or qualitative measure that can be measured or described throughout time and which moreover is able to depict the current status and changes. In order to enable for a simple holistic assessment of sustainable development, highly aggregated indicators are required, which integrate the criteria identified as relevant within a framework to be defined. In the presented paper, sustainability indicators for the mining industry are developed that account for the allowances of the sustainable development concept and the Agenda 21. The indicators are quantifiable and traceable through time so that developments can be traced and assessed. Furthermore, the indicators account for the multidimensional aspect of sustainable development. They are designed to allow for the integration of several dimensions in one indicator. The premises that are underlying the development of the indicators are the minimisation of negative impacts on the environment and society while simultaneously considering the maximisation of social and economic factors. Moreover, the participative momentum that is part of the sustainability idea is safeguarded in explicitly integrating the social acceptance of certain measures into the assessment. The indicators presented are based on the logical combination of statements through the use of Boolean algebra. Starting with basic statements for which the logical value is oriented on the sustainability paradigm, complex multidimensional statements can be constructed and assessed.

THE plant is one of the usual type of Mond plants, and contains no new features worthy of comment. A brief description of the process, however, with a few remarks on the working of the plant, may prove of interest.Producer gas is made by passing a mixture of air and steam through incandescent carbon contained in a furnace called a producer, which, in the Mond type, is a cylindrical casing of steel plate, lined with firebrick, and fitted at the lower end with sloping fire-bars'. Coal crushed to an even size (about 2-in. gauge) is elevated to bunkers over the producers, from which it is fed into a measuring hopper on each producer.The hopper is a cast-iron cylinder fitted with a swing cover at the top and a bell valve at the bottom, worked by a lever and balance weight. When a charge of coal is run from the bunker into the hopper, the cover is closed, and the bell valve is lowered, allowing the coal contents to drop into the producer. Thus no gas can escape from, or air be admitted to, the producer during the process of charging. The hopper discharges its coal through a steel pipe-shaped container called the bell, which projects about 9 in. through the roof of the producer. The function of the bell is to spread the coal evenly over the fire, and supply coal to any portion of the fire as it settles.

On account of the increased work required from the assay office, owing to the large additions which have been made to the smelting and superphosphate plants during the last few years, it was found necessary to build a more extensive and up-to-date assay office than the one that had been in use since the starting of the works some twenty years back.A site was chosen adjacent to the main office, so as to be free from smoke and dust.. The building is constructed of red brick, the over-all dimensions being 109 ft. x 37 ft. The roof is of fibrous-cement slates, 31 ft. high, with a two-to-one rise, and overlaps the walls to the extent of 4 ft. 6 in. on all sides.Special care was taken to give light to all working benches, fume cupboards, and balance rooms. The main chemical room occupies the entire western end of the building, and the fire room the entire eastem end. Between these two rooms are the superphosphate, refinery, and gold-parting rooms on one side of the central passage, and three balance rooms, general office, and cloak room on the other side. The height of the roof affords ample space above these central rooms for storage purposes, and also maintains a fairly even temperature. The ceiling of the main chemical and fire rooms is carried immediately under the slates, which gives a total height in the centre of about 25 ft.

The New Southern Railway (NSR) involves the excavation of approximately 10 km of single bore tunnel from Tempe Reserve, Tempe, to Prince Alfred Park (PAP). PAP is located just south of Central Railway Station in SydneyÆs Central Business District (CBD). From Tempe Reserve the alignment takes the tunnel under Sydney Airport including the main north/south runway. Sydney Airport is approximately 8 km south of the CBD. The NSR is being constructed by a private group, the Transfield Bouygues Joint Venture (TBJV). Transfield is a major Australian contractor and the French contractor, Bouygues, is providing the soft ground tunnel construction expertise and is also responsible for the design of the concrete segmental lining. This paper sets out to present in some detail the issues involved in tunnelling under the airport and in particular under the north apron, the main north/south runway and the new elevated roadway. The paper concentrates on these three areas on the airport with an emphasis on the following. The risks involved and measures taken to minimise the risks in tunnelling under the International Terminal north apron (with Jumbo Jets parked immediately above). Secondly, settlement predictions, settlement and runway operation criteria and the actual settlements that have occurred on the main north/south runway. Finally, the criteria that was developed during the construction of the deep bored piers for the elevated roadway at the Domestic Terminal as the TBM passed through this area of construction activity.

WMC Fertilizers (WMCF) operates a Beneficiation Plant at Phosphate Hill in Queensland, Australia. The plant consists of two-stages of crushing, followed by a wet scrubbing and desliming circuit. Ore is then fed to a tertiary crusher and a milling/classification circuit, with the final product going to a swing-lift thickener and storage tanks. From the slurry storage tanks, the phosphate rock is fed to a horizontal belt filters which dewater the phosphate rock ahead of a hemi-hydrate phosphoric acid plant. The water soluble recovery of phosphate in the phosphoric acid plant is dependent on the moisture content in the filter cake, as this governs the wash water addition to the hemi-hydrate filters. Since commencement of operation, the moisture content of the filter cake fed to the phosphoric acid plant has been higher than design reducing the phosphoric acid plant recovery and at times reducing the throughput through the phosphoric acid plant. The moisture content in the filter cake can be decreased by reducing the generation of fines in the milling and classification circuit (classified as û38 micron material). This paper identifies the causes of fines generation in the Phosphate Hill beneficiation plant. It discusses the options that were assessed to minimise fines generation, and outlines the results to date of circuit changes undertaken at Phosphate Hill.

The Intec Copper Process is an environmentally advantageous hydrometallurgical process for the production of high purity copper and associated precious metals from copper sulphide concentrates. The process uses a mixed chloride-bromide lixiviant in an elegant cyclic circuit to leach the copper into solution, rejecting the iron as stable hematite rather than as unstable jarosite. After purification of the pregnant liquor, copper is electrowon at London Metal Exchange Grade A purity, while the anodic energy of the cell is stored as the soluble species, HalexTM, for recycle as the regenerated lixiviant to the leach circuit. Both gold and silver are leached and recovered directly from this cyclic process without resorting to cyanide leaching of the residue. No liquid emissions result from the Intec Copper Process, whilst spent air and water vapour from the leach are released to the atmosphere. The sulphur in the minerals reports to the solids residue in elemental form, without the need for expensive handling of voluminous gaseous sulphur dioxide streams found in smelters. A significant difference to competing smelting and hydrometallurgical processes is that any mercury entering the process from the sulphide concentrate feed is recovered rather than reporting directly to waste or polluting the environment. Outside the process circuit itself, the Intec Copper Process has several notable environmental advantages over competing technologies: Flexibility of scale with low capital and operating costs allow operation directly at the mill head at production rates as low as 15 000 tpa, significantly reducing environmental impacts from concentrates transport. The ability to handle low-grade and dirty concentrates often allows greater recoveries in the mill, improving both the economics and environmental acceptability of a mine by reducing metal losses to tailings. A comparison of the total energy requirements of the Intec Copper Process with those of competing technologies shows that the Intec Copper Process has the lowest energy consumption of any of the known hydrometallurgical processes, as well as improving upon pyrometallurgy under appropriate conditions.

ALTHOUGH the development of the various flotation processes during the last 8 years has been so revolutionary, this development has been, until recently, entirely confined to the separation of the gangue from the mixed metalliferous sulphides.The desirability of finding some method of separating the independent sulphides from such a miXture, by means of flotation, has long been recognized. ThIS need was emphasized when the slimes resulting from the grinding of Broken Hill sulphide ores were for the first time successfully dealt with by the Mineral Separation Company's process on the Central mine. This process proved the practicability of separating the sulphides of lead and zinc as a mixed concentrate from the gangue present in slime. Although this was a very notable achievement, the process has not been generally used, owing to the mixed lead and zinc concentrates resulting from the treatment being acceptable neither to the zinc nor the lead smelters.Although the introduction of eucalyptus oil in minute quantities as an emulsifying agent has simplified the work of the subsequent tabling of mixed sulphide concentrates, rendering unnecessary the burning off or removal of the oil, there will always be a considerable quantity of slimy product too fine to settle on the moving surface of the concentrating machines, and therefore requiring other means for its division into lead and zinc concentrates.

At many locations in Australia the decommissioning of mining operations will require the disposal of excess water. If the water is contaminated its disposal may be restricted by government guidelines. The timing of water disposal may be critical to the schedule of close-out. The uncertainty of the annual rainfall input to the water storage and disposal system may determine the success or failure of close-out. The uncertainty associated with any outcome can be used to determine the reliability of the system, or inversely its risk. The technique of Monte Carlo simulation, using the uncertainty in annual rainfall, is applied to quantify the risks associated with water disposal as part of the requirements for close-out in two case studies. In both case studies it is assumed that water disposal is via evaporation only. The first case study is the Nabarlek operation, located about 270 km east of Darwin. This project is required to complete the engineering work associated with its close-out by December 1995. The second study investigates the situation of close-out for the Ranger Uranium Mine, about 250 km east of Darwin. It should be noted that the Ranger mine was examined as part of the annual update of its contingency rehabilitation plan and the probability of implementing the plan is extremely small. The probability of success for the Nabarlek case varied from less than ten per cent to greater than 95 per cent depending on the management strategy. Four possible strategies were investigated for the Ranger mine with the chance of success varying between 20 and 95 per cent. The estimation of the evaporation rate and the area allocated to evaporation was critical in both cases. By applying seasonally based evaporation pan coefficients determined on site, rather than an average monthly value of 0.75, the chance of success was improved by up to 35 per cent for Ranger. Simulation modelling is able to provide information on the likely response of mine water management systems and the level of risk. This information is required to efficiently plan and manage the disposal of water for close-out.

Ore samples from the South, Central and North ore-bodies of the King Cassilis Mine, near Omeo, Victoria, were broken and transported to Melbourne for experimental metallurgical treatment. A microscopical examination of individual unoxidised specimens, selected from these samples, was undertaken in order to thro'w as much light as possible on the occurrence of the gold which forms the valuable economic mineral in the ore.The following descriptions are the outcome' of this examination and show that very minute particles of free gold are mechanically associated with the sulphides. While the gold may be separated from the transparent gangue minerals by the flotation of the sulphides, the, actual size of the particles indicates that it is impossible to separate all the gold from the sulphides by grinding the ore to pass through a screen of 200 mesh in which the average width of the holes is 0.063 mm. Chemical disintegration of the sulphides is essential to free all the gold particles and render them available to the attack of chlorine or of a solvent.It is interesting to recall that a metallurgical investigation on the Cassilis ore in the same district by K. The New Broken Hill Consolidated Airshaft is the first major undertaking in the development of New Broken Hill Consolidated Ltd's. property, which adjoins that of The Zinc Corporation Ltd. on the latter's southern boundary.The Zinc Corporation ore-body has a southerly pitch. The Zinc Corporation's New Main Shaft is 1000 ft. north of the common boundary, and the general plan of development of the New Broken Hill Consolidated property is by driving south from this shaft on the lower levels. No downcast airway from the surface was available south of the Zinc Corporation's New Main Shaft; this shaft acts as the main downcast to the bottom of the Zinc Corporation mine, the general air flow then being northward and upward to the upcast shaft at the extreme north end of the Zinc Corporation property.Rock temperature is 920 F. at 2000 ft., increasing by 10 Fahr. each 72 ft., the rock temperature at 3000 ft. being estimated at 1060 Fahr. With the general air flow northward from the Zinc Corporation's New Main Shaft, adequate ventilation under these temperature conditions would not be practicable for any great distance south of this shaft without another main airway from the surface. Accordingly the New Broken Hill Consolidated Airshaft is being sunk at a point 1000 ft. south of the common boundary, i.e., 2000 ft. south of the Zinc Corporation's New Main Shaft, to ventilate future New Broken Hill Consolidated workings and that part of the Zinc Corporation mine between the boundary and the New Main Shaft.

The Australian mining industry isstill labouring under the impression. created by the Fitzgerald Report that it does not pay suffic- ient tax. This would appear to be the raison d'etre of the resource rent tax debate. The authors quantitatively compare the cash flows to the mine and government resulting from a large strip coal mine in central Queensland under a number of Australian and international taxation policies. The Liberal government policies are found to be internationally competitive while the Labor 1975 policy is excessively punitive. The present value of the returns to the public from the Liberal 1977 policy vary between three and six times the net present value to the mine, which belies the necessity for the imposition of a super tax. The levelling of a special royalty, excess rail freight, by Queensland could severely re- strict the development of new mines in the Bowen Basin. The impact of excessive freight rates is analysed on a combined strip-deep mine typical of the new projects nearing development in the region. Otherwise economic mines can be made marginal or even sub economic by this tax. Even with moderate rail freights, the mining tax laws of New South Wales are more favourable to the industry than are Queensland's.

THE following notes simply sum up the writer's experience, which extended over a very busy period of some three years, dealing with wolfram ores and concentrates. The three methods for the estimation of tungsten that are discussed below are well known, but these results of their trials and comparison under technical conditions may be interesting. Method I. The routine procedure for the assay of rich wolfram ores or concentrates was as follows: Take 1 gram of finely-ground sample; digest with HCl and HNOs for about 2 hours, evaporating down to near dryness. To the remaining 5 cc., say, of liquid, add water, warm or boil for 1 to 1.5 hour, filter through a small filter paper, and wash the beaker and the insoluble matter with hot dilute HCl. It is best to keep the bulk of the insoluble matter (WOs, Si02, etc.) in the beaker at this stage. Then plaee a weighed porcelain dish under the filter funnel and wash the beaker and the filter paper with successive small quantities of strong NHOH, finally bringing all the insoluble matter on to the filter paper, and collecting the ammoniacal filtrates in the porcelain dish (S). Then place the filter paper with the insoluble matter in a porcelain crucible, dry and burn off the paper, cool, and brush the contents of the crucible on to an agate mortar, grind it to flour, and brush this back to the original beaker without loss. In the absence of draughts this can be done safely. Re-treat this residue with' acid and ammonia as above, running the second ammoniacal filtrate into the previous porcelain dish, which in the meantime has been heating on a water-bath.Finally evaporate to dryness on the water-bath the combined ammoniaeal filtrate, and then heat gradually to a red heat over a Bunsen burner, cool, and weigh. Then the contents of the porcelain dish give the WOs (tungstie aeid) direcvly (5).The final filter paper and insoluble matter may be ignited in a porcelain crucible, thus giving the "insoluble matter." Evaluating the resources and reserves in a mineral deposit requires many interdependent subjective decisions. The decision of stationarity is arguably the most important. This decision includes: the choice of domains that subset the entire deposit, modelling the boundaries of each domain, and understanding and considering the nature of the contacts between domains. Reasonable choices are made in consideration of the geological context, the available data, the goals of the study and the available resources for the study. This paper reviews aspects of the decision of stationarity in modern resource assessment with a focus on quantifying uncertainty and using numerical/statistical tools to help the geomodeller. The use of volume/distance functions to quantify uncertainty in domain limits is particularly important and is presented in detail. The use of contact plots provides help with the continuity of grades across domain boundaries. Realisations are not assembled as a branching combinatorial of all possibilities, but as a set of realisations that provide a measure of uncertainty. This paper amounts to a definition of stationarity for modern resource assessment.

The Mammoth Copper Deposit consists of three distinct orebodies adjacent to the Mammoth Fault. This fault is arcuate, changing from a normal tension fault to a shear strike fault just to the north of the mine. Movement on the fault was probably contemporaneous with deposit- ion of the adjacent sediments. In the upper levels the No. 1 orebody occurs within a brecciated zone in the footwall of the fault, but at depth the No. 2 and 3 orebodies are stratabound by two brecciated lithologic horiz- ons. The host rocks are impure sandstones, arkoces and quartzites, which in the mine area are near the top of the Lower Proterozoic Myally Beds. Overlying these beds is a conglom- erate siltstone sequence which has been assumed to be the base of the Gunpowder Creek Formation. North and south of the mine the conglomerate rests on an erosional unconformity representing a major time break, but in the mine the uncon- formity and conditions of deposition of the conglomerate are obscure. Some mineralization is contained within the conglomerates. The sulphides present are chalcocite, bornite, chalcopyrite and pyrite. Chalcocite is dominant in the upper levels but could be en- riched by supergene processes. At depth, bornite becomes the dominant copper sulphide with lesser amounts of chalcopyrite, pyrite and primary chalcocite. Throughout the orebody minor digenite and covellite occur and arsenic is a minor constituent bound up with the pyrite. The bulk of the sulphides occur in stringers, fractures and breccia interstices but finer grained primary bedded sulphides can be observed. The genesis is probably a complex process in- volving active tectonic movements extending from deposition to post lithification giving numerous phases of brecciation and redistribut- Ion.

Coal mining in the Illawarra commenced in 1848. By the early twentieth century mining operations were spread over quite a distance along the coast centred on Wollongong. By this time there were already numerous tunnel mines and one shaft mine. Coal was first reported in Illawarra by Lieutenant Flinders on a voyage of exploration, southerly along the coast from Sydney in 1796. Because of the topography, particularly the escarpment and the narrowness of the coastal plain, access from Sydney was not easy by land and the normal access was by sea. It was not until some coastal areas had been developed for agricultural purposes that the mining of the seams on the South Coast commenced for the supp- ly of fuel. The most important mines in the early nineteenth century were Bulli and Osborne Wallsend. In general, coal was won from the tunnel mines and was transported directly, usually by tramway, to the nearest shipping point. Considerable hardship attended the earliest attempts at mining coal in regard to materials for mining and the way of life of the miners in the vicinity of the mines. With the growth of production and the installation of coke ovens at some mines the area, hitherto virgin bush- land, began to take on a more industrialised appearance. The EastLink project is a 39 km tollway to the east of Melbourne and includes twin three-lane 1.5 km driven tunnels. The hard rock tunnels are being built to avoid passing the motorway through the Mullum Mullum Valley to help preserve the unique flora and fauna in the area. This paper describes the process of transferring the support requirements from the ædrawing boardÆ to the tunnelling face by integrating the temporary support design with the contractorÆs tunnel excavation and support procedures, including sharing of responsibility between the designer and contractor for selection of the support type and the production of a project specific rock mass classification system to enable more objective determination of ground conditions. The methods developed during the design phase incorporated a formal system of reviews, support selection and feedback by monitoring tunnel and ground responses. During construction, the process was implemented using a set of simple documentation and regular structured communication between the contractor and the designer.

It is well known that during the first 15 or 20 years the hardy colonists and un-tfortunate convicts were close to starvation on several occasions and were only saved by the arrival of supply ships, which were dependent on the vagaries of wind and current, and the hazards of the uncharted seas they had to -navigate-.When Australia was little more than a miserable penal settlement, Great Britain was one of the great-powers of the world, and the U,.S.A. was an independent nation with a growing degree of prosperity that even then gave promise of its mighty awakening to become, as it has, a e.olossus of industry and commerce,-and the. leader in living standards of the world to-day.Australia, from such a shaky, and comparatively recent start, has risen to a position in which its living standards rank very high in comparison with those of most of the nations of Europe and America.
