For the last 50 years, traditional safety management has improved safety performance by: • Fixing the environment (eliminating the hazard). • Improving the system (more/less rules, procedures etc). • Making safety more conscious (more/better interactions about the importance of safety). Although these approaches certainly have merit, and may be part of an overall solution, they are not enough to prevent many modern-day incidents. Today, these three approaches are used more than before, and are used better than ever before. Yet, workplace fatalities in Australia have stagnated from 2013 to 2019, as have the number of incidents, even serious ones. In the USA, workplace fatalities have increased by 15 per cent in the same period.

The extent to which man's activities are influencing the earth's climate is subject to considerable debate. Internationally however, this debate has been put aside somewhat by the Kyoto Protocol. This international agreement is the political response to the threat of Global warming, predicated on the precautionary principle.NZ is seeking to be a leader in the Kyoto Protocol. Given our unique GHG emission profile and the structure of our economy, and the major uncertainties in both the science of climate change and the Kyoto Protocol itself, this desire to lead is absolutely inappropriate in this instance. We face a different, and often more severe, set of challenges in an economy that prices C emissions than virtually all of our trading partners. Unfortunately, these differences have not been reflected in climate change policy development to date. This represents a major threat to New Zealand's economy, wealth and jobs, particularly in the sectors that have been the core drivers of our economy over the last 20 years or so - agriculture, energy, primary processing. We do not, and should not, seek to avoid the issue but we must protect our economy and move with or follow our trading partners and competitors, not lead them.

The first production stage in any mining operation is the breaking of whole rock into fragments small enough for loading and subseq- uent handling. This primary fragmentation is most frequently accomplished with blasting. The maximum fragment size and the fragment size distribution have an influence on the subsequent loading, handling and crushing costs. It is assumed that total rock fragmen- tation in practice is a result of an interact- ing array of radial cracks from various blastholes. The representation for the basic pattern of radial cracks emitted from a particular blasthole is first described. A model is then developed simulating the interaction between blastholes at various burdens and spacings, and in simultaneous and delayed modes. The resultant picture is analysed and a fragment size distribution calculated. Methods of incorporating the existing faults in the rock are also discussed. Finally application of this model to various facets of mining are considered.

The methods used by the Anglo American Corporation for analysis of long-term metal markets and prices are described. The principal factors affecting the relationships between production costs and metal prices are analysed. These are firstly the type of market, - speculative or consumer commodity, free market or subject to price control; and secondly the rate of growth of demand for the metal. It is shown that virtually all metals will have relatively low rates of demand growth for the foreseeable future, due to market saturation, increased economisation, substitution and product obsolescence. Metal prices have a clear dependance on production costs, however forecasting future costs is by no means simple; amongst other things, account must be taken of changing exchange rates, inflation rates, and the potential for operating more efficiently. The paper concludes by giving brief assessments of the long-term future for aluminium, copper, zinc, nickel and tin.

Production from the Cattle Grid orebody commenced in August, 1974. This followed a recent discovery arising from an extensive exploration programme involving stratigraphic drilling, geochemistry and geophysics. Located some 4 km west of the original copper occurrences at Pernatty Lagoon the discovery was found to contain 4.6 million tonnes of ore averaging 2.4% copper. The ore is a "sandstone copper" type localised near the disconformity between two Precambrian (Adelaidean) stratigraphic units, the Pandurra Formation and the Whyalla Sandstone. The mineralisation roughly follows the interface between these units and occurs in fractures, vugs and along bedding planes. The mineralogical character of the ore is somewhat complex consisting of chalcocite and bornite, with associated chalcopyrite, sphalerite, pyrite and other less common sulphides. 1. The production of synthetic rutile from ilmenite using hydrochloric acid leaching is investigated. Previously published data is used to comment on the optimum process conditions. It is shown that the most important aspect to consider is the maximisation of impurity dissolution and the minimisation of titanium losses.

The efficient and profit-maximising daily and long-term management of the Vera Nancy resource depends on decisions based upon assay data. This paper examines the range of sample sources, the methods of sample collection, assay techniques and Quality Assurance used by the mine. The orebody has a relatively low nugget effect for a gold mine (around 25 per cent) and this greatly assists in reducing sampling error and producing reliable assay data for production decision-making. Reconciliation between mine and back-calculated mill grades generally sees the mine under-calling mill grades by around four per cent.

Consideration is given to the factors affecting raceway activity and the hearth design of a zinc-lead blast furnace. Results of measurements made on operating furnaces are given and comparisons are made with published data both from operating iron blast furnaces and from dynamic models of the zinc-lead blast furnace. Indication is given of the methods used for assembly of the relevant information into the specification of a commercial furnace design. A discussion on the comparative merits of furnaces of circular and essentially rectangular plan is given based on the concepts explained in the paper.

An accurate measure of the earth's magnetic field can be made in a few seconds with the portable proton precession magnetometer. Such an instrument increases the applicability of the long successful method of magnetic prospecting for minerals. As an example of the usefulness of the proton magnetometer, a survey over volcanic rocks near Apsley (Tas.) was made.INTRODUCTIONA completely portable magnetometer whose operation is based on the free precession of polarized protons in the earth's magnetic field, is now available on the market at a price competitive with magnetometers based on the classical physical principles. The ease, accuracy, rapidity, and reliability with which measurements of the earth's total magnetic field can be made with the proton precession magnetometer, led to the try-out of the instrument in an actual field problem so as to evaluate fully the capabilities of the instrument. Such evaluation is important, because the history of magnetic prospecting has shown that whenever significantly improved instrumentation has been introduced, prospecting costs have been substantially cut and many areas in which the prospecting costs were formerly considered excessive in relation to probable returns, have become economic mineral prospects. Commencing early in 1975, Saraji Mine in Central Queensland will product 3.56 million tonnes in the first year and then 4.57 million tonnes annually for the Japanese and European markets. The coal will be mined from a series of pits separated by corridors which will be mined at a later date. Through the corridors flow regional drainage structures and power lines. Relatively easy areas will be mined initially to assist the cash flow and to minimise start-up difficulties. For ease of scheduling it is desirable that pit lengths exceed 3 000m but this will not always be possible. Ramps were designed using 1 200m spacing and 5 per cent gradient as optimum but modified to suit specific conditions. One ramp will be in the end of each pit nearest the ROM hopper and stripping will commence from this end. The advantages so gained are shorter haul distances, immediate access to the coal after stripping and simplification of the excavation of the first ramp. Haul road location was defined by the minimum present value of construction plus operating costs. Soil cover systems are routinely used to reduce acid rock drainage (ARD) from mine waste rock dumps and tailings impoundments. A technology for the analysis, design, instrumentation and monitoring of barrier-type (oxygen limiting) and store/release-type covers has rapidly developed and the number of covers under construction has grown extensively during the past ten years. Mine operators are currently investing in this relatively new technology with the expectation that these covers will reduce long-term liability with respect to acid generation, drainage and treatment costs. While the design life for cover systems may extend into hundreds of years, we have less than ten years of construction experience and proven performance. Some cover designs appear to be functioning well; however, the performance of many more is now being called into question. The paper presented herein evaluates the integrity of cover systems from a global perspective. Soil cover systems for the control of ARD are being constructed at mine sites located within high rainfall equatorial regions, deserts ranging from low to high latitude, humid temperate regions, and cold-continental climates. While the technology for analysis and design of soil cover systems is well developed, factors that compromise the performance of cover systems (in addition to the paramount issue of climate) relate to material selection and availability, cost and construction practices. Long-term performance is also strongly affected by physical stability (ie erosion), volume change (ie cracking, desiccation, settlement and freeze/thaw cycling), vegetation, soil evolution and ecological stability. This paper provides a review of the application of soil cover systems for the control of ARD. Cases where cover systems have been constructed with both success and failure are illustrated. General criteria and recommendations for cover selection, design, construction, and maintenance are provided.

The northern margin of the Arunta Block is characterized by a metasedimentary and volcanic sequence of lower metamorphic grade than that of the central Arunta Block. Whereas the Harts Ranges have granulite to amphibolite metamor- phic grades, the northern margin only reached greenschist to lower amphibolite facies. Most of the high grade area of the central Arunta Block appears to be unprospective, but the lower grade marginal fringe contains most mineral pros- pects to name a few: Barrow Creek, Molyhill and the Jervois Mine. Numerous smaller prospects occur in this marginal zone. Four major lithostratigraphic units can be recognized in the Jervois Mine area: 1. Gneissic Suite consisting of granitic and rhyolitic gneisses which are characterized by a distinct intersection lineation. 2. Metasedimentary Suite of cordierite- biotite schists and chlorite-biotite schists. 3. Mine Sequence, consisting of spotted schists with andalusite and cordierite, quartz- sericite-feldspar schists with distinct rhyo- litic remnants and quartz-sericite-feldspar schists which contain the lode horizons:

Risk management with contingency planning can provide the most cost-effective solution to help ensure mining projects are successful. For this discussion we will focus primarily on contingency planning, CP for mining projects à and how to plan for the unexpected. The Apache gas explosion will be our example æUnexpected EventÆ. Insurance may provide financial compensation but it will not protect your reputation as a reliable supplier or prevent damage to investor confidence and future mine projects. In stratigraphic orebodies, estimation of footwall and hangingwall location is often of more importance than grade estimation. Contoured grade estimates often produce smeared boundaries and the use of accumulations and thicknesses as variables re-introduces the original problem: location of the point at which the estimate is to be made. The paper introduces statistical and geostatistical techniques for the solution of the problem and illustrates the techniques with a case study from Mount Isa, one of the world's largest producing silver-lead-zinc deposits. Solutions for calculating variograms in orebodies of variable dip, strike and plunge are presented together with relative variograms for individual metals, metal accumulation and orebody thickness. Optimal methods for hangingwall and footwall location are introduced and illustrated with an example. Orebody boundaries are then kriged after which individual metal grades are kriged within the estimated boundaries. The boundary estimates are compared with manually interpreted boundaries and known boundaries in mined-out areas. Grade and tonnage estimates are compared in mined-out areas.

The securing of a reliable water supply for a prospective mine in the North West Queensland Mineral Province is usually one of the most influential factors in determining the mine's feasibility. The Ernest Henry Mine required a reliable water supply to serve a demand estimated at feasibility stage to be up to 20 ML/day. Numerous options were considered before a decision was made to construct a 113 km long pipeline from Lake Julius as this was the most cost effective, reliable source of supply. The North West Queensland Water Pipeline is a multi-user, Queensland government funded project initially supplying up to 7000 ML/year of water from Lake Julius to Ernest Henry Mine, with provision made for expansion to serve future users in the region. This paper discusses the history of the pipelineÆs development, together with a summary of the scheme's design features. Environmental and licensing requirements, construction and operational issues are also discussed.
