Offshore minerals legislation has been introduced to provide jurisdiction over the exploration and recovery of mineral resources, particularly petroleum, from the territorial waters and parts of the continental shelves adjacent to coastal states. Ratificat- ion of the 1958 Geneva Conventions on the Law of the Sea has provided some measure of international agreement amongst signatory powers. Because the relationship of the Australian States to the Commonwealth in their federal system, the Australian offshore petroleum legislation is of particular interest. The customary role of the States in mineral resources management, which has extended to the offshore, is under challenge from recent unilateral Commonwealth Government legislative actions in the fields of mineral resources jurisdiction. Environmental considerations provide an additional issue, as yet unresolved, with the delay in submission of the Report of the Great Barrier Reef Petroleum Drilling Royal Commissions

"This is a reprise of the paper ‘Back to the Future – Why Change Doesn’t Necessarily Mean Progress’ presented to the Tenth Mill Operators’ Conference in 2009. It was observed that the ‘boom and bust’ cycles of the industry, together with trends in tertiary education and the effects of fly-in fly-out (FIFO) operations raised serious questions about the sustainability of human capital in the mineral processing sector.In 2016 we find ourselves in a ‘bust’ after enjoying a decade of the longest commodity price ‘boom’ in a century. In the ‘boom’ did we:make any technological breakthroughs?put measures in place to improve our human capital, especially in the area of ‘professional formation’?The paper makes observations on the current performance of mineral processing engineers and the organisational milieu in which they operate. It questions whether mineral processing engineers are actually ‘adding value’ at some sites given their organisational and operational practices.Some technical trends are examined and what it might mean for mineral processing engineers.Given the above and demographic trends for mineral industry professionals, changes to the seemingly current laissez-faire model of professional development are proposed.Citation:Munro, P D, 2016. For some time the-mining industry has been criticised, completely unjustifiably, by certain people who style themselves conservationists but are actually preservationists. The criticism of the mining industry - and indeed all developmental industries has an emotional background and is not supported by facts. Some claims have been so disturbing that the Australian Mining Industry Council considered that the industry should do more in stating its position and attitude than has been done to date. It was therefore decided to request the Australasian Institute of Mining and Metallurgy (which is a technical organization) to join with it in presenting this seminar so that the subject could be examined on a scientific and factual basis, removed from the pressures of, emotion, and so that the media and the public could be presented with some basic factual data and, I trust, convinced of the soundness of the industry's attitude and policy. Many of the individuals in the mining and metallurgical industry are men who chose mining as a career because the location of mines gives an opportunity normally available only in the more remote areas. "These men do not want to see their countryside despoiled. '-The mining companies they manage and w rk for have accepted a responsibility to the environment which grows out of their close relationship with the earth.

The Peak Gold Mines Pty Ltd (PGM) operations are located approximately 9 km south of Cobar, NSW. PGM currently mines and treats ore from three separate orebodies within 5 km of the original plant. Production from the original Peak orebody ceased in April 2002, with ore currently sourced from underground at New Occidental and Perseverance, while New Cobar supplies ore from an open cut mine. In March 2003, Wheaton Minerals Asia Pacific purchased the operation from Rio Tinto who operated the mine for around ten years. The Perseverance deposit is situated between 600 and 1000 m south of the Peak orebody. Access is via shaft from Peak to 630 m below surface and then by decline to the northern end of the deposit locally known as Zone A. Development of the resource commenced mid 2002 to set up for a long hole open stoping operation at 25 m level spacing. The first production stope was successfully brought on line December 2003. The Perseverance deposit is hosted by sediments and volcanics along the eastern margin of the Devonian Cobar basin and is one of many deposits with the Cobar Gold Field. The Cobar Gold Field has produced approximately 2.5 million ounces of gold since 1880. The Perseverance area had long been considered prospective due to the presence of old workings at the southern extensions of Peak line of lode. Significant mineralisation was first discovered at Perseverance in 1994 when PGM drilled a hole targeted 950 m below the historic workings. The target was based on an apparent plunge to the stratigraphic controls to the Peak Orebody. Subsequent exploration within and around the ægreaterÆ Perseverance area has been significantly aided through the use of downhole electro-magnetic surveys due to the close spatial association between gold and sulfide mineralisation.

I am wearing two hats today. When the invitations went out to participate in this forum, two were received in the head office of the Department of Lands and Survey - one addressed to the Director-General of Lands and one to the Chairman of the National Parks Authority. It seemed logical that as the department is responsible to the Government for the administration of the National Parks Act 1952, we should respond by providing one speaker to cover both the department's interests and those of the National Parks Authority. I hope, however, that this will not blur the clear distinction which exists in the context of the mineral industry between Crown land on the one hand administered by the department for the statutory Land Settlement Board and national parks and allied reserves on the other hand which are the responsibility of the National Parks Authority.

The iron ore mining industry is currently going through an adjustment from high to more moderate growth as China’s economy transitions from capital-intensive investment to a more services-oriented economy. We are now witnessing a renewed focus on productivity improvements and cost savings as planned expansions are completed. Despite the scale and importance that the mining industry plays in the global economy, innovation literature is generally more targeted at faster-moving industries with shorter innovation timeframes and lower capital requirements. To fill this gap, VCI set out to understand the state of innovation in the mining industry in 2014. This State of Play report aims to give an objective appraisal of the strengths and weaknesses of innovation in mining. The report has three sections covering both the structure and delivery of innovation in mining:Ecosystem – focused on understanding how the iron ore mining innovation ecosystem system works, including the roles of large and small miners, service companies, researchers and governments. Our recommendations focus on what is required for the system to work well and improve the level and quality of innovation in the industry.Strategy – how do companies define their innovation strategy in relation to their corporate strategy? How are these related to prevailing global and industry trends? How do they communicate this with their business? How successful are they? These are among the questions that this section attempts to answer. Our recommendations are pitched at the executive leadership of iron ore mining and service companies.Delivery – focused on how companies develop and deliver innovation, looking at the success of different structural options, leadership and culture, partnerships and the best approaches to change. Computer simulation is a well accepted tool for modelling the behaviour of large and complex operating systems. It is a particularly useful technique in complex operations where there are multiple interactions between the inputs and outputs of various unit operations. It can be utilised during the early stages of a project as part of the business case definition phase or the early engineering phases, or alternatively to help understand the various options available in an upgrade or expansion. With the design of a new processing plant to handle a different ore type at Lihir Gold Limited (Lihir), there was concern that the existing conveying system could separately handle the increased tonnages. A simulation model was constructed which allowed Lihir to examine the impact on the conveying system of the new process plant, as well as investigate the effect of different trucking options. As is often the case, once the simulation model was built, further understanding of the downstream bottlenecks was able to be investigated, including the sizing of critical equipment.

Is the Northern Territory different? Certainly it is more remote, has less people and relies more heavily on two or three industries for its survival. On the other hand, its mining industry is governed by Acts not dissimilar to those of the major States - a Mining Act provides the basis for acquisition of tenure, a Mine Management Act provides regulatory control, a Mineral Royally Act collects revenue in return for the right to utilise the land's bounties, an Environmental Assessment Act provides the public face to rehabilitation and environmental safety, and the Aboriginal Land Rights (NT) Act purports to give development criteria for inalienable land use. With the exception of the latter, at least until the advent of Mabo, all these are simply variations on a theme, and are common to most States. This paper will show how the Department of Mines and Energy works in relation to the Northern Territory mining industry.

It is a common misconception that the grant of mining tenure, whether it be an Exploration Permit, Mineral Development Licence or Mining Lease, will entitle the holder to access all land within it in order to explore or mine. The ability for miners to access their tenure in order to undertake activities is critical to the industry. While significant time and energy is quite rightly dedicated to resolving native title and cultural heritage issues before the commencement of mining operations, the same cannot always be said for addressing potential impediments that arise as a result of the overlap between mining and other tenures. Miners should be aware of the overlaps that occur with other tenure and the impact of these overlaps on the minerÆs ability to explore or produce from the area. The existence of an overlap with petroleum tenure, nature refuges, national parks, wild river areas or reserves such as aboriginal land leases are all likely to have an impact on the minerÆs ability to access the area and conduct activities. In some instances, such as an overlap with petroleum tenure, Queensland legislation encourages the miner to reach agreement with the holders of the overlapping tenure. However, in other instances, such as an overlap with a national park, mining tenure is unlikely to be granted at all. This paper summarises the impacts and impediments that arise as a result of overlaps of tenure that are likely to affect mining operations. It also provides examples of how these impediments can, if possible, be overcome under Queensland legislation.

Western Metals Mt Gordon Operation is a copper mine and processing plant situated 120 kilometres north of Mt Isa. The unique Mt Gordon copper process utilises a whole of ore acid/ferric pressure leach to produce copper cathode from the Esperanza massive sulfide copper orebody. Esperanza ore contains chalcocite, covellite and minor chalcopyrite hosted in a massive pyrite matrix. These ore stocks will be depleted in late 2003. Recently the process circuit has been upgraded to allow the treatment of lower grade Mammoth ores. These include the installation of a ball mill to complement the existing SAG mill, a single stage rougher flotation circuit and a tailings thickener. The leach bleed neutralisation plant was also upgraded at this time. Commissioning of these new circuits occurred in March 2003 and involved all the challenges of ensuring current production levels were successfully maintained while new process steps were incorporated into the whole circuit. This paper explains the background flow sheet of the patented Mt Gordon process and the reasoning behind the enhancements required for an already successful copper leaching circuit. Included are discussion of the influences of the new ores on individual process components such as comminution, leach chemistry and solid/liquid separation. Longer term ore processing options are also discussed.

One would anticipate that after 40 years in the mineral industry it would be simple to project the trends at least 5 or 10 years into the future. However the last 20 years, 1950-1970, have been so different in the mineral industry from the years 1930-1950 that I suggest only 20 years or so are relevant to any forward projection.Those, of us that have been about during the last 40 years find it hard to relate the two periods.The first with the depression, low base metal prices, attempts to revive the gold industry, very little export of minerals, and finally World War II and the recovery period.The second, a period of unimagined discoveries and the reappraisal of a wide variety of minerals and metals-iron, coal, bauxite, beach sands, manganese, oil and gas, and nickel, to name but a few.The second period started early in the 1950s and was triggered off by the search for oil in Australia.Rough Range No. 1 was an important milestone in our history because it initiated a series of speculations and the re-examination of much of our thinking about our mineral resources. It lead to the discovery of bauxite and the start of a flourishing aluminium industry.The realization of the extent of the iron ore resources was another, major step and the influx of overseas capital and competence started the large wave of development made effective by the Japanese markets.The momentum of the late 1950s has carried us to where we are today and will undoubtedly carry us further forward in the next few years.All this development in the mineral industry has come at a time when our pastoral industries have reached a difficult period. I have no doubt that if it were not for the mineral industry Australia would at the moment be experiencing one of its blackest eco...

Hard rock underground mining has been wedded to the drill-blast method of breaking rock. Current practice and technology have focused on greater efficiencies in the blasting and handling of ore, on the basis that thelower costs that come with larger scale operations compensate for the waste dilution associated with the bulk methods. However, it is suggested that new technology is available or is on the horizon that could completely change the shape of hard rock mining in the 21st century. Hard-rock continuous-mining machines, possibly assisted by high pressure water jets, coupled with automated sorting and materials handling systems, could re-orient the miner's focus to winning metal rather than mining tonnes of ore. More continuous mining processes could accelerate the penetration by high technology in the hard rock underground mine, with the potential of greater manpower productivities and lower costs per tonne of metal produced. This new technology will be important in maintaining a competitive supply of metals, given the falling headgrades of the orebodies remaining for development and the increasing market threat from manufactured substitutes.

The binary indicator coding of assay and lithological data according to a single criterion or multiple criteria is a powerful technique for representing mineralised shapes through the modelling of probabilities. This can be as simple as using a single indicator to model the probability of occurrence of a condition, usually a grade threshold or a lithology, but it can also be used with a number of categories. Case studies are presented to show the power of this approach, where the geological controls on mineralisation or on the distribution of a rocktype or alteration, often coupled with mineralisation, are unclear. The categorical approach is often used as a de facto grade filter in disseminated or stockwork mineralisation. The ultimate expression of the indicator formalism is in multiple indicator kriging (MIK), where a conditional distribution of probabilities is generated for each estimation panel. This has applications in recoverable resource estimation, as the input for continuous or categorical simulation, where the distribution of sample grades is multimodal, or when there are superimposed mineralisation events with different orientations. However, in some cases, MIK is being used as an excuse for ignoring a quality geological interpretation. Examples from the public domain show the abuse of the categorical and MIK approaches to modelling probabilities, together with a plea for greater consideration of the geology.

The late 1960's and 1970's saw the initial development of the coal resources of the Bowen Basin of Queensland. The projects developed relied on large scale, open-cut operations using draglines for overburden removal and, in the majority of cases, project viability could be established based solely on those open-cut operations. Many of the mines developed in the 1980's have the same characteristics.Unlike these mines, the German Creek Mine has limited open-cut reserves at low overburden to coal ratios, and planning of the complex involved a large open-cut mine capable of developing early cash flow, with phased introduction of underground mining to replace open-cut capacity as the strip ratio increased.

The impulsive loading tests under confining pressure were performed to investigate the dynamic fracture properties of rocks in a triaxial stress state. The apparatus in this study consists of the Split Hopkinson pressure bar, a pressure vessel and hydraulic actuator. Magnetite-quartzite and limestone were selected for the test. The stress-strain curves and fracture strength under confining pressure obtaind in the tests were compared with those of the conventional triaxial tests. Pipe Jacking has been a recognised method of tunnelling in the U.K. since the early 1950's, although I understand that pipes were pushed blind by the soldiers in the first World War from trenches on the Allied side to, or adjacent to, trenches on the German side, thus allowing explosives to be used with a certain element of surprise! 'However, on its more conventional to the U.K. in the 1950's, Pipe Jacking made considerable inroads into the tunnelling market place as an alternative to timber supported headings. This success was, unfortunately, fairly short lived because, owing to its simple method of operation, contractors paid insufficient detail to the engineering (or surveying) aspects and as such the system soon had a bad reputation for unreliability and lack of accuracy. Due to these failings, the market was not exploited and, therefore, there was a lack of investment by contractors, pipe manufacturers and also by any client, or research organisation, which is client associated. The effect of this meant that the system stagnated for a number of years and was used generally only for short crossing work (i.e. railways, canals and motorways), and then only in good homogeneous ground. Albeit, a limited number of full scale sewage disposal contracts were carried out, but with the lack of knowledge and experience of the clients, contractors and suppliers, (particularly the pipe suppliers), no reasonable success, either physical or financial, was achieved on any such contract.

Seismic methods have become common for the detection of low-throw faults ahead of underground coal mining. Surface seismic methods cannot theoretically be used where dykes occur, because seismic waves transmit from the surface down to the seams, and reflect back to the surface. Consequently, where sub-vertical structure such as dykes occurs, the surface seismic method fails.The ability of seismic methods to image dykes depends on the geometry used, the dyke thickness and the seismic wave propagation mode in relation to dyke composition and internal structure. Surface seismic methods find it difficult to distinguish between faults/fractures and very thin dykes (1-2m in thickness) when the dyke's thickness is less than the seismic wavelength. Consequently, borehole seismic methods have to be used to detect the presence of such thin dykes.

Exploration in the vicinity of the abandoned Mt Coolon mine has shown that the shape and attitude of the quartz lode is controlled by the interaction between the lode and a converging syncline. Gold grades within the lode are enhanced along intersections with a welded ignimbrite, and decline rapidly where the lode intersects unwelded ignimbrite. Mineralogy and textures indicate the vein has an epithermal origin modified by a later intrusive event.

It is well known that the ability to influence project value reduces significantly as planning progresses and decisions regarding project parameters are made. However, at the prefeasibility stage in particular, where one of the main aims should be to evaluate a wide range of options in order to select the best for more detailed further study, there is often a reluctance to spend the time and money needed to do this rigorously. This paper demonstrates, by a number of case study examples, how significant increases in value may be obtained by fully evaluating the combinations of alternatives for various project design parameters, including (though not limited to) mining methods, haulage methods, mining rates, processing methods and rates, sequencing of mining, and cut-off grades, with changes and upgrades over time where applicable. The additional value unlocked is typically orders of magnitude greater than the additional cost of the more comprehensive study. The dangers of misuse of simplistic sensitivity analyses and failure to identify how strategies might change in response to changes in external factors are also illustrated, and the importance of selecting the best ægrade descriptorÆ is discussed.
