In Australia a social impact assessment (SIA) is generally required prior to the approval of a mineral resource extraction or processing projects as a part of the Environmental Impact Assessment (EIA) process. In recent years there has been increased attention on the adequacy of the SIA process applied in major project assessment. Most applications have focused on the impact identification process with little attempt given to the community negotiating power over how impacts will be addressed. The impact assessment tends to occur at a single point in time, with no subsequent re-evaluation or ongoing social impact management and monitoring process. The assessments rarely specify how responsibilities for impacts on communities may be apportioned between project proponents and government, and have been inadequate in dealing with cumulative project impacts. In Queensland, concern about these shortfalls have led to the release of the Sustainable Resource Communities Policy 2008 and requirements for social impact management plans (SIMP) to be developed for each resource development in the State. In this paper a 'pressure-state-response' approach to impact assessment is used to develop an 'impact-response-monitoring-evaluation' (IRME) framework that can be applied to ongoing evaluation and monitoring of social impacts. The framework is applied to coal resource developments in the northern Bowen Basin in Queensland to identify core requirements in a SIMP. The IRME framework is flexible enough to be implemented at various spatial and time scales, for the wellbeing of the local and regional mining and non-mining communities in Australia. The framework can be further examined in other mine developments and could be integrated with the existing mining or environmental protection acts.

Large GDP increases in the Pacific Rim countries have been accompanied by similarly large increases in demand for oil products. In the case of residual fuels, this demand has been tempered by the substitution of other energy products such as coal or gas.In the region's developing and newly industrialised nations, it has not been possible to make the very large investements in infrastructure which allow other energy sources to be used for transportation. As a result, GDP growth has been mirrored in the demand growth for automotive fuels. Other non-sustitutable products such as lubricants have also benefitted by the region's GDP growth.The combination of a number of years of sustained growth, coupled with increasing quality requirements is now stretching the upgrading capacity of the region's refineries. If, as seems likely, the region continues to enjoy a high GDP growth rate, then this will be accompanied by increasing reliance on finished products coming out of the Middle East. The owners of the most simple form of refinery in which crude is simply distilled and the naphtha reformed into petrol will face major capital investments. If they decide not to bear this cost, they will face increasing problems in selling their surplus residual fuel oil at an economic price. Quality will become an increasingly important issue. Not only in the well publicised areas such as unleaded petrol, but also for products such as lubricants which play a major role in the efficiency of modem equipment. Quality of service such as hours of opening, ease of access, and service station facilities will also become increasingly important as the oil companies use these to attract customers and gain brand differentiation.

A numerical model describing blast fragmentation and damage in three dimensions has been developed at the Julius Kruuschnitt Mineral Research Centre (JKMRC) and applied to numerous blasting operations in mines throughout Australia. The model combines the rock structure (summarised by block size distribution) with blast strain energy and uses comminution theory to calculate the resultant block size distribution. The model distinguishes between rock breakage and failure, the former being defined as size reduction and the latter as block dissassembly. The background and basis of the model are discussed in detail and three case studies presented describing the application of the model to explosive performance evaluation, explosive selection and drill selection in Australian mining operations.

A new process is described which allows for direct recovery of base and precious metals (Au and PGMÆs) from sulphide concentrates or other feedstocks. The process was developed initially for application to ores or concentrates that are too low-grade for economic treatment by the conventional smelting and matte leaching process (for PGMÆs). It is now believed that the process may be widely applicable to a variety of materials including PGM concentrates containing high amounts of chromium or magnesium. Operating conditions have been identified under which gold, the PGMÆs and the base metals dissolve simultaneously in a pressure leaching autoclave. The product of this leaching process can then be treated by one of several flowsheets, of which the preferred will likely involve solid/liquid separation, followed by precipitation (or adsorption on activated carbon) of gold and the PGMÆs, followed by copper solvent extraction/electrowinning. Depending on the concentrations of nickel and cobalt, the copper raffinate would either be partially recycled to the autoclave to allow Ni/Co concentrations to build up, or it would proceed directly to a Ni/Co refinery. This paper deals with the pressure leaching process and the recovery of gold and the PGMÆs from the pressure leach product.

While the potential for the discovery of new high grade resources exists, it is almost inevitable that the ore resources used to provide society's ongoing demand for primary metals will deteriorate over time as the higher grade reserves are exploited first and are progressively depleted. This deterioration in quality of metallic ore resources will bring about significant interactions with other resources such as energy and water, resulting in an increase in the amount of these resources required per unit of primary metal production. In this paper it is shown that as ores deteriorate in quality, the contributions of the mining and mineral processing stages to the life cycle-based embodied energy and water of primary metal production will increase significantly. Therefore efforts to reduce the impact of deteriorating ore resources on energy and water consumption should focus on these stages.   The results from life cycle assessments of the production of various metals by a number of different processing routes, particularly copper and to a lesser extent nickel, have been used to identify a number of opportunities and technologies for reducing the energy consumption in the mining and mineral processing stages, including: comminution, eg high pressure grinding rolls, stirred mills, ore sorting, preconcentration, advanced blasting techniques, advances in diesel technology for loading and hauling, alternative processing routes, eg heap leaching, in situ leaching, water treatment and re-use, water quality 'fit for purpose', dry processing, floating modules to reduce evaporation, and paste thickeners. All the above and existing developed flotation technologies can impact on the mineralogy of the concentrate supplied to the smelter. Removal of gangue minerals early on in processing may have further downstream process implications on fuel and water requirements. The above technologies are in various stages of development, with some more advanced than others. However, all can be expected to play their part in improving the sustainability of the Australian mining industry.

The borehole televiewer is a downhole geophysical logging device that produces continuous, oriented, 360¦ images of the drill hole wall. Two types of borehole images are currently being generated at the BHP Billiton Mount Whaleback deposit. The optical televiewer (OTV) tool captures a ærealÆ image of the borehole wall whereas an acoustic televiewer (ATV) generates an image through variations in physical borehole size, scattering the energy from an acoustic beam. Orientation of the resulting ævirtual coreÆ is derived through magnetometers and accelerometers, providing values within one degree for both inclination and azimuth. Downhole structures such as fractures, joints, foliations and bedding planes are selected directly off the borehole image, recorded and displayed in a 3D modelling package along side adjacent drill holes. Measurements are corrected from apparent to true dip and magnetic to true north. Strata-bound magnetic anomalies are identified and corresponding measurements excluded. The importance of borehole imaging increases substantially with its ability to integrate the OTV and/or ATV data with other forms of lithological and structural data. At Mount Whaleback, the borehole televiewer has been implemented to provide information for geotechnical exploration including structural analysis, lithological characterisation and rock-mass conditions. Within the large area in and around Mount Whaleback, drilling may intersect a number of different geological formations with various rock types and conditions. With the application of the borehole televiewer, reverse circulation drilling can provide information traditionally obtained by diamond drilling.

The purpose of this paper is to provide the rationale for decision making when considering the use of three heading gate roads in Australian underground coal mines.There are currently 30 underground longwall mines in Australia with all but two employing two heading gate road longwall layouts. The volumetric capacity of these two heading ventilation circuits is evidently viable in typical block lengths and in low to moderate gas regimes. However, in gassier regimes, potential longwall production rates of 10 Mt/a, and or where block lengths are being extended to well beyond historical norms, a conventional two heading U circuit may not be adequate. Other than seam gas emission, block length and production dependent heat loads together sealed area management requirements also have to be considered.The two mines currently employing three heading gate roads have the opportunity to revert to two headings at any time but, based on operational experience to date, have not done so due to the consequential reduction in gas management capacity and lower production rates associated with gas delays and limitations on tailgate access.Although there are a number of alternative two heading longwall circuits available and employed worldwide, the custom and practice of promoting inert goaf atmospheres in most Australian coal mines to mitigate the risk of catastrophic gas explosions and spontaneous combustion often prevents the use of gas loaded bleeder systems. In this respect, Australian underground coal mines may be considered the safest in the world.The current situation is that three heading gate roads have been proven successful in Australian conditions, albeit at additional cost, where two heading ventilation circuits cannot manage net seam gas emission to the ventilation system at the production rates required. Depressed prices for minerals will force the mining industry to became more efficient. The continuous conveying of pit product is one area in which savings can be made. Conveyors are available, or can be adapted to provide the flexibility and reliability required. Each conveying system will need to be custom designed to suit the particular requirements of the mine. The Australian mining industry must take the initiative and accept the challenge of the new technology.

Carrapateena is a new underground sublevel cave mine and was officially opened in 2020. It has a mine life of 20 years. Development began in 2016, and with the rare opportunity to start a with a blank canvas and having a long mine life, an effort was made to explore how to incorporate innovative and leading-edge technologies. The Ventilation on Demand (VoD) system was designed with the objective to optimise power consumption and ventilation delivery through the primary and secondary ventilation systems. Primary fans controlled by Variable Speed Drives (VSDs) and dualwinding secondary fans with multiple setpoints control the delivery of overall quantity. Automated butterfly dampeners control the regulation of air to individual production crosscuts, and automated louvres control the exhaust quantities from the mining levels. Ultra-sonic flow sensors are installed to measure air quantity and environmental stations are installed to measure air quality. Both are designed to play a key role in control and calibration of the system. It was quickly identified that no one vendor could provide a holistic solution to meet the design requirements. A strategy was derived to use multiple vendors, harnessing the specific strengths of each. A control system has been developed to allow the Site Operations Control Centre (SOCC) to oversee and control real-time delivery of ventilation as required by operations. The first full level installation of the VoD system was completed in September 2020.

The Mt Keith ultramafic intrusive extends for about 200 kilometres from Agnew in the south to Wiluna in the north. It forms the host for a number of nickel sulphide orebodies including Mt Keith and Honeymoon Well. Long fibre minerals are associated with the orebodies. The presence of these minerals impacts on the issue of tailings disposal from several standpoints, particularly the slurry beaching properties and dust generation from dry beaches. Central thickened discharge (CTD) is an innovative method of tailings disposal that involves stacking tailings in a low conical hill instead of storing them in cells. In appropriate circumstances this leads to savings in capital costs and operating expenditure. The method was introduced to Australia in 1981, and is currently employed at four operating mines, Elura and Peak Gold, both at Cobar in NSW, McArthur River in the Northern Territory, and Union Reefs near Pine Creek, also in the Northern Territory. It is the proposed method for Century Zinc and Ernest Henry, both in Queensland. The paper describes laboratory test work and design parameters for the application of the method to tailings disposal at Honeymoon Well and compares them with comparable data for other CTD systems. Of particular relevance for design purposes are beach slope, density, and water recovery. Wind tunnel tests were conducted on the Honeymoon Well tailings samples to investigate dust generation from the dry beach surface and it was concluded that dust generation from an undisturbed beach would not occur because of crusting.

"Premature failure of rock bolts has been recorded at twelve underground coalmines over the past 15 years in Australia. Over the last four years, UNSW Australia has been conducting an Australian Research Council (ARC) and Industry funded linkage research project into premature failure of rock bolts. The extent of the problem was investigated by underground surveys of mines with known prematurely failed bolts using visual mapping, non-destructive load and ultrasound testing. A major component of this project was to define the environmental factors responsible for corrosion of rock bolts. The environment to which a rock bolt is exposed will include groundwater chemistry, the mineralogy of the strata, atmosphere within the drill hole and even microbial activity. This paper focuses on the groundwater survey and analysis findings to date along with in-hole bolt corrosion coupons installed into field sites. Corrosivity classification systems exist for general corrosion but do not apply to the rock bolt stress corrosion cracking (SCC) problem found in Australian underground coal. The method of in situ investigations is leading towards the building of a corrosivity classification model to assist mines in prediction of premature rock bolt failure. Valuers will often intuitively express the probability that property value will exceed a certain amount . . . 'I think the chances that the value will exceed $50 million are excellent. The chances that they will exceed $80 million are poor'. This paper shows how it is possible to combine the uncertainties of the value of several key items to provide an estimate of the probability of a certain overall value being achieved. The valuation of a large copper/gold deposit was naturally influenced by uncertainties in the base assumptions of costs and metal prices. Potential acquisition of the property through share purchase raised the issue of what was a reasonable intrinsic value for the shares. Market considerations could be used to appropriately adjust the intrinsic value. After a range of possible metal prices and operating costs were determined, estimates were made of their probable distributions. By combining these probabilities in a random selection, a range of property values was calculated. Each value had its respective probability of occurrence. This allowed a most likely value of shares to be calculated. This paper demonstrates how the valuer's intuition is complemented by numerical analysis.

In 2010 Agnew Gold Mine (AGM) struggled to produce the required tonnages from its stopes. The longhole rises used to create void in stopes were unreliable and often failed to gain the designed rise height. The number of firings per stope was having an adverse impact on the ground conditions at the stope brows, impeding stope productivity.Through practical experimentation with longhole drill rigs, box hole rigs and development drill rigs as well as trialling new methods in conjunction with reviewing drill hole data, drill hole accuracy was observed to be an issue on-site. Innovative dragging methods such as the reverse drag, combined with a slope instead of a vertical face on the rear of stopes, have improved dragging and a reduction of firings per stope, enabling larger production blasts.The methods trialled and subsequently implemented at AGM have facilitated the mine achieving budgeted targets for six consecutive quarters. In developing mineral resources, the focus typically centres on the management of identified social and environmental impacts and compliance with regulatory requirements. However, opportunities to protect and enhance the environment and communities are most effective in the planning and design phases. Achieving the objective of integrating sustainability considerations as an element of design decision making requires that the design criteria be technically sound, relevant to the project and applicable to desired design outcomes. This is particularly important for projects employing virtual teaming, where design engineers may be geographically dispersed and are unlikely to be familiar with site specific sustainability challenges and opportunities. This paper documents the approach taken by BHP Billiton to incorporate sustainability principles, objectives and guidelines in design criteria for the Olympic Dam Expansion (ODX) project. It describes the range of inputs used in defining sustainability objectives which interface in a framework that is dynamic and transferable to other mining projects and to engineering design in general. The Sustainability in Design Criteria document distils statutory requirements, corporate standards, lessons learned and leading industry practice into a single coherent framework that supports engineers to approach problem solving as a holistic and integrated exercise with a long term perspective. The framework also serves to improve linkages between internal stakeholders by fostering greater communication, collaboration and innovation to deliver more sustainable outcomes through the design process.

The area (330 sq. miles) shown on the map of the Brocks Creek District (Fig. 1), was mapped by the Northern Territory geological party of the Aerial, Geological and Geophysical Survey of Northern Australia. This work was done in two stages:-(i) In 1935, an area of 30 sq. miles around the Golden Dyke mine was mapped by P. S. Hossfeld, Senior Geologist, and A. H. Voisey, Assistant Geologist. The results were described in a detailed report (10).(ii) In 1939, an area of 300 sq. miles in the Brocks Creek district was mapped by C. J. Sullivan (Senior Assistant Geologist), and V. M. Cottle and S. N. Kiek (Assistant Geologists) under the general supervision of P. S. Hossfeld (Senior Geologist).An outline structural map, together with some geological notes was published (1), but that map does not show the amphibolites, and the relationship between ore occurrence and general geology is not emphasised. The publication of the detailed maps and reportwas postponed indefinitely as a result of war. The original mapping was based on air photographs with a scale of approximately 1 in. to 1,200 ft., and all detail which could be shown at that scale was mapped. Features recorded included rock types, details of structure, mineralisation, and surface workings, creeks and soil boundaries. Underground mapping was also carried out. The present map is much simplified from the original, but it is hoped that it shows sufficient information to reveal close relationship between structure, granite, sills of amphibolite and gold occurrence. About 50 per cent. of the area is covered by deep soil or alluvium, and in these portions the geology of the underlying rocks was not determined with accuracy, though in many places strike trends could be deduced from air photographs.Because the A.G. & G.S.N.A. had published the geological notes and map referred to above, and because the publication of the detailed report and maps is still postponed indefinitely, approval has been given by the Bureau of Mineral Resources, Geology and Geophysics (which took over the affairs of the A.G. & G.S.N.A. at the termination of its operations) to the preparation of the present paper so that information would be available to the public.The views expressed in this report are those of author. The results of the investigation suggest that in areas where granites are predominantly concordant with bedding, ore deposits may be found at approximately the same stratigraphic horizon. It is thus important to correlate beds even though their relationship may have been obscured by faulting and folding.

Since the mid-1970s there has been increasing attention in the South Pacific area to the problems of disaster planning and management at various levels, mainly from regional through national to provincial levels. This concern has been expressed in a variety of ways. International aid donors have made their views known in commentaries or reports. Seminar discussions have been organised at the regional level (such as at Suva, 1976; Suva, 1979; Tonga, 1982 and Suva, 1983). In-country training workshops or meetings have been organised (such as the "Disaster Preparedness Workshops for Non-governmental Organisations" in Pacific countries, jointly run by the Australian Red Cross and the Australian Overseas Disaster Response Organisation and supported by AIDAB, in Vanuatu, 1985; Solomon Islands, 1985; Western Samoa, 1986; Fiji, 1987; Tonga, 1987; Lae and Port Moresby, Papua New Guinea, 1988) or held outside the area (ACDC at Macedon, 1981). Training and/or research institutions have been established such as the East-West Center, Honolulu, and the Asian Disaster Preparedness Center, Bangkok (more Asia oriented). As part of the East-West Center Pacific Islands Development Program's Disaster Preparedness Project, a detailed manual of disaster preparedness and response procedures and guidelines has been published (Carter, 1984).Table 1 and figure 1 show that the area with which this discussion deals is a highly fragmented island region, comprising many small, some minute, nations, both in land area and population. The social structure is predominantly rural, with the capital city often making up a small part of the total population and, in absolute terms, little more than a small town. Outside the administrative and governmental activities concentrated in the capitals, in most cases the indigenous inhabitants depend on subsistence agriculture or on usually a monocultural concentration on a cash crop, most frequently coconuts.

In Morwell Open Cut brown coal mine, the overburden 'firehole' materials which have resulted from ancient coal fires vary-from hard baked clays to firm laminated lacustrine clays. The need to pre-strip designated areas to reduce the slope height and attain safe digging conditions for the bucket wheel excavator operation is now accepted practice at the open cut mine. In this study, the inherent spatial variability of undrained shear strength of the clay materials has been incorporated in a visco plastic, finite element based, probabilistic slope stability analysis. Data on the costs of initial pre-stripping, excavation and slope failure are collected to provide an economic basis for the optimisation of the design of the overburden batters in Morwell Open Cut. This improved stability modelling is enabling costly pre-stripping to be minimised while ensuring acceptable slope stability conditions and minimising the risk to personnel and plant.

The post pillar cut and fill stoping method has been adopted by King Island Scheelite for the extraction of the main Dolphin orebody. The orebody is a massive, tabular deposit varying from 10 to 50 metres in thickness, and dipping at approximately 30¦ towards and under the sea bed. The mining method was selected for 1. maintenance of hangingwall support under the sea bed; 2. maximisation of first stage ore extraction; 3. flexibility of mining, allowing maintenance of grade and selective mining around waste bands within the orebody, and 4. compatibility of existing equipment both with stoping and the on-going underground mine development programme. Stope parameters were established on the basis of initial rock stress analyses, and since the undercut phase of mining the stoping programme has been monitored with various types of deformation measuring devices installed in a series of large diameter boreholes.
