"Recent underground coal mine incidents have again raised the issue of: under what circumstanceis it safe for personnel to re-enter the mine? Mine rescue guidelines make recommendations aboutthe limits in terms of the circumstances, lives at risk, no lives at risk and training exercises. Theseare based upon percentages of the upper and lower explosive limits. Many factors infl uencesett ing limits for safe re-entry. These include: the representativeness of the sampling location(s),the rapidity of gett ing an underground sample analysed and the rate of change of the atmospherebeing monitored. Value judgements based upon these parameters will then infl uence the sett ing ofa trigger point based upon per cent explosibility. This raises the question of how the percentage ofthe lower or upper explosive limit is established. It is easy to defi ne this when the sampling pointdata sit on the fresh air limit line. However - what value is used when the sample sits somewherein the body of an explosibility diagram? This paper explores the various options and illustratesvarious pitfalls and problems that are faced in making such a determination. These include howthe data are represented and the assumed knowledge of those doing the interpretation."

The paper outlines the adoption and evolution of ‘sustainable development’ as a concept in tailings management practices in the mining industry over the last 30 years. Over 500 lives have been lost in tailings facility accidents since World War 2. The paper outlines commonalities in many of these accidents, particularly the role of excess water. It considers the role effective tailings management can play in enhancing the social acceptability of mining in the future.Tailings management is a major operating cost at many mines while the cost of successfully closing tailings facilities is also very high. Current tailings management practices in the industry are outlined. The technical and engineering challenges of reducing potential risks associated with tailings by reducing water entrainment are described. The successful development of practical techniques to better manage tailings and reduce water consumption and wastage are described. For example, water removal in the alumina industry to produce a paste for dry stacking is now a reality.The future adoption of these new risk reducing techniques by the industry is discussed and the implications of the adoption or non-adoption of these techniques on the industry’s future ‘social licence’ is considered.

Geometallurgy is often a misunderstood and poorly defined concept. The first thing the paper will attempt is to provide a definition of geometallurgy. Ultimately this paper has been written to provide guidance to geologists, mining engineers and processing professionals as to what geometallurgy means in the crucial early phases of a potential mining project between the time of discovery and the time of commencing construction, should this occur. The paper covers the options available for conducting a geometallurgical study of a resource or orebody, appropriate to the level of definition required in the projectÆs development cycle. The paper will then describe how the geometallurgical information generated is subsequently used in calculations, planning and preparation of reports designed to inform and reassure stakeholders, such as the market. Ultimately in a successful project, appropriate options adopted in the development phase will form the basis of an ongoing geometallurgical program that links the major site disciplines for the good of the operation.CITATION:David, D, 2013. Post a serious heating event underground, and at the direction of the State Mining Safety Authority, a mining company needed to demonstrate the use of cutting-edge technology to mitigate future events. Yokogawa were contracted to provide a turnkey solution to help the mine achieve this objective. The solution was to use a fibre optic-based Heat Detector that will allow entry into and around the mine considering the potential volatility of the environment, also the need to redeploy as mining activities moved underground and more boreholes are added. Industrial strength fibre optic cable and a robust connector system was chosen to achieve this goal and give the customer the ability to send cable down boreholes of up to +1 km and continuously monitor the temperature ofunderground roadways. Being able to re-deploy the cables into different boreholes and link borehole temperature measurements gave insight into all areas on the mine. The machines deployed on-site were the Yokogawa DTSX1 heat detector incorporating the Ramen Backscatter principle. Being of a robust construction and a low power consumption device, it was easily included into the portable monitoring trailers designed by the customer and built locally.

Ingress of air into the longwall goaf environment needs to be managed appropriately to reduce the risk of creating a spontaneous combustion event. The maingate goaf edge is an area of particular concern in this respect, as air often penetrates for some distance into the goaf along this region inbye of the longwall face. Since the flow rate in this part of the goaf is also quite low, an opportunity exists to disrupt the air pathway by implementing a barrier to the airflow. Previous attempts using plugs made from an assortment of materials have resulted in varying degrees of success. More recently, Narrabri Coal Operations (NCO) has introduced the use of a chemical foam that is mixed with nitrogen to produce a standing barrier with the consistency of shaving cream. The implementation of this practice has consistently proven to be very effective for reducing the oxygen concentration along the maingate goaf edge by systematically retreating the foaming unit with the longwall. This paper presents how the foam is applied in the underground goaf environment to prevent oxygen ingress and uses results from gas monitoring to confirm the foam effectiveness.

Constraints on the mineral industry are best treated as issues that have to be understood and managed in partnership rather than in conflict with communities. TheZapopan development at Mt Todd in Australia and the Martha Hill development at Waihi in New Zealand are but two of many recent successful examples at the local level.   However, at the national level, the issues are more complex and more difficult to resolve because the most influential stakeholders are now the urban electorates and governments defer to their perceptions when making decisions and policy. In the developed countries, government policies for the development of mineral resources have been progressively eroded since the early 1970s. At the same time policies for the environment and for native land rights have generally been carried out in a way that has reduced access to minerals and increased the cost and risks for prospectors and developers (Hancock, 1995). Since the end of the Cold War, the lesser developed countries (LDCs) have introduced policies to attract investment in their mineral resources that remained undeveloped under previous unstable or hostile regimes. The increased attraction of these LDCs and the decreased attraction of the developed countries has caused many Australian and North American companies to outlay increasing proportions of their budgets and capital investment in the LDCs.   Significantly, LDC policies for environment protection do not discourage exploration and mine development, Surveys of the relative appeal of the LDCs and the traditional mining countries of the developed world, rate Chile, Argentina and Indonesia ahead of Australia and Canada in terms of risk, delays and ease of doing business (Australian Mining Monthly, February 1994).

The Tui Mine is an abandoned Pb-Zn mine giving rise to water quality problems in the Te Aroha region of Coromandel, New Zealand. When sampled in September 2002, for example, both the Tui and Tunakohoia Streams draining the mine site exceeded ANZECC (2000) water quality guidelines for aquatic life protection (Cu, Cd and Zn) and recreational quality (Cd). Based on trace metal mass flux (kg/yr) from parts of the mine site, the principal pathways by which Cu, Zn and Cd contamination reach these streams have been identified as:the tailings dam leachate,the diverted stream water from above the dam,the drainage from Adit 5 (which accounts for 95 % of Zn and Cd contamination in Tunakohoia Stream), andto a lesser extent, run-off from waste rock piles below Adit 4 level. Of the various remediation options, which have been proposed for the site, the following are identified as providing the best protection for the Tui and Tunakohoia streams:stabilising the tailings dam embankment and capping the embankment and tailings,constructing and/or cleaning out engineered diversion drains around the perimeter of the tailings dam to divert surface water away from the tailings dam, andinstalling bulkheads within Adit 5. A formal postal survey of the people of Te Aroha (66 respondents from 230 surveys) indicated that their priority was that the site be made safe for the public to visit, and used for recreation. As soil samples in potential recreational areas of the mine site, significantly exceeded guideline values for Cu, Pb, Zn, Cd and As, soil removal or capping clearly also needs to be part of a remediation plan. Development of the site as a historical/ecotourism area was viewed favourably, as this may encourage more visitors to the Te Aroha area as well as educate local residents.

The concept of "profit" is implicit in the definition of an ore reserve. It is suggested that the flexible concept "economic" is more appropriate. This allows different economic considerations to be taken to account when determining what is ore at the feasibility study stage; during actual mining production; before mine closure; and from the viewpoint of the national economy. Economic factors which are highly variable, and largely beyond a mining enterprise's control, affect the economic exploitation of a mineral resource. Major economic factors include: metal prices; operating costs; the cost of original and replacement capital equipment; the cost of capital; taxation and royalties; inflation; exchange rates and the state of the world economy. The paper suggests why a careful quantification of the average value, trend, and variation from the trend of major economic factors should be made and how this will lead to a better definition of ore reserves. The paper also discusses the necessity of reappraising economic factors during the life of a mine in order to maximise the economic surplus and to minimise the wastage of natural, economic and human resources employed in mining.

The Vienna Wood hydrothermal is hosted by mid-oceanic ridge type basalt in graben morphology and is located in the Central Manus Basin. The hydrothermal field is about 300 metres in diameter and consist of a sulphide mounds and tall huge death and active chimneys. From the three distinct ore types collected from the Vienna Wood site, the dominant ore minerals recognised are pyrite, wurtzite, sphalerite, chalcopyrite, Fe-oxide and gangue minerals of anhydrite, gypsum, barite and silica. The consistencies in the paragenetic sequence and in the spatial distribution of the sulfides across the three ore types suggest that similar hydrothermal process exist across active and death chimneys. Fluid inclusion studies reveal a homogenisation temperature of 190-260¦C and an average salinity of 5.1-5.4 wt per cent NaCl equiv. The pH of the hydrothermal fluid ranges from 4.2 to 6.1. Bulk chemical analyses indicate that the mineralisation in the Vienna Wood can be classified into the Zn-(Cu-Pb) type of mineralisation. The tenors of the ore and mineral assemblage resemble those of the Mid-oceanic ridge system and ancient ophiolite hosted massive sulphide deposits of Cyprus and Oman.

This discussion will present a case study in developing solutions to a metropolitan quarryÆs public relations, legal, environmental, and productivity problems. It details an extensive and detailed project to address the blasting practice in a medium sized quarry that is surrounded by residential and industrial zones. The principle work was done over four months duration during the normal production season. It included detailed drilling and blasting audits for baseline information. In addition, geologic characterisation, seismic modeling, correction of deviations from best practices, and implementation and monitoring of precise electronic timing to provide dramatic solutions for the quarry. The quarry is in the near suburbs of a large metropolitan city. It is framed on two sides by residential municipalities and on two sides by industrial zones. At the start of the project, the quarry was in court as a result of the lawsuit by one of the neighboring towns that was suing to close the quarry. The lawsuit had progressed to the advanced stage where in the Judge had appointed an arbitrator to make the decision of continued operation. This arbitrator was to observe our progress and recommend to the Judge the disposition of the case.

This work aimed at evaluating the acid rock drainage (ARD) potential of five samples of a Brazilian gold sulfide mine in a decommissioning process. Three of the most traditional ARD prediction techniques, Standard Acid Base Accounting (Std ABA), Modified Acid Base Accounting (Modified ABA), as static methods, and humidity cells as a kinetic method were tested. Both the Std ABA and the Modified ABA results indicated an acid generation potential for some of the studied samples. In the other cases the results were inconclusive. The five samples were then submitted to humidity cell tests during 27 to 30 weeks. At the end of the period, the leachate pH was stabilised in a range from 3.4 - 4.1 (four samples) to 5 (one sample). The presence of relatively high levels of sulfate and dissolved metals was detected throughout the operation, specifically, Ni and Zn, and less frequently, As. These findings are discussed with the help of the samples mineralogy and Eh-pH diagrams. The results obtained in this investigation indicated potential environmental risks of this mining area. In this particular case, the kinetic tests were shown to be essential to the identification of the samples ARD potential.

Mt. Whaleback, the property of the Mt. Newman Joint Venturers, contains more than one thousand million long tons of high grade hema- tite averaging 64% Fe, ranging from 70%, the grade of absolutely pure hematite, to 54%. The ore occurs in the Dales Gorge and Joffre Members of the Brockman Iron Formation. The interbedded shale bands common in other orebodies occurring in these horizons are seldom more than a few inches thick and are commonly partially enriched to about-35% Fe. In the generally hard, massive hematite orebody, the gangue minerals tend to break preferentially to the fines, or -6 mm product, and for this reason it is of a somewhat lower grade than the lumpy product. The control of the chemical qualities is concentrated on the fines product for it has been found that maintaining the iron and alumina levels in this product ensures that all chemical specifications are met in both the lump and fines products. Physical qualities are monitored to ensure that the physical quali- ties of decrepitation and degradation of the lumpy product are maintained at levels accept able to the buyers.

The known coal resources of South Australia are either of poor quality, or expensive to extract, or both. Export quality coal occurs only at great depth in the remote north of the State; the balance of the State's coal resources are suitable only for local electricity generation. Currently there is only one coal mine in the State, at Leigh Creek. This provides fuel for approximately 34% of the State's electricity generation, the balance being fuelled by natural gas. In the near future, new fuel sources must be developed to augment diminishing supplies of natural gas, and to cater for increasing demands for electricity. The South Australian Government has determined that future electricity generation will be based on the combustion of local coals. The geological and geographical environment of the known coal deposits and the quality of these coals are such that the most up to date and innovative technology must be applied to both extraction and combustion processes. The Government, the Electricity Trust of South Australia, and several Australian and overseas companies have embarked on an extensive research and development programme to ensure that these otherwise useless resources can be developed to the benefit of the State.

New Zealand contract mining has been well established for close to 50 years. The opencast industry has grown from mining quantities of less than 1 million bcm per year in the 1950s to around 20 million bcm in the late 1990s. Trends here are following those in other countries with mining companies looking to contract out more of the so called traditional mining work. The key driver behind this trend is not unique to the mining industry, but is simply a matter of concentrating on doing a few things well. In the case of the mining company this has come to mean owning and developing orebodies and where appropriate, marketing mining products, and leaving owning and operating of mining fleets to the contractor. This has the effect of reducing risk to the mining company as well as lowering costs. Both can be achieved without losing control of the key elements of the operation. Optimising performance is simply a matter of identifying the key drivers behind performance, having the right plant and the right people at the right place and providing these people with the information they need to manage the operation.

Design and selection of support systems for longwall faces call for in-depth know- ledge of strata mechanics and in particular of strata-support interactions. The paper presents the results of field investigations and analysis of a difficult-to-cave roof using powered supports under a massive dolerite sill in Central India using a state- of-the-art datalogger system. The mechanised long wall face was equipped with 4/680 tons chockshields operated on the IFS mode using a 300 KW DERD shearer. The datalogger system was capable of storing data simulta- neously in 32 channels. The paper describes the monitoring system and the monitoring programme. The system provided useful information on support behaviour, build- up of leg pressures and face convergence during an intense dynamic periodic weighting phenomenon which destroyed the integrity of almost half of the face supports. At this point, the face had advanced by about 197 metres from the barrier. The paper outlines a post-mortem analysis of this dynamic event and provides a critical evaluation of the data collected for understanding strata support interaction and the behaviour of the massive sill in the overburden.

As a material asset for mining entities, the resources and reserves (RR) estimation processes are surprisingly underrepresented in the assurance landscape. When press reports expose them being inaccurately reported, or in merger and acquisitions processes, their importance becomes clear. The impact of erroneous RR numbers (both positive and negative) could have a material impact on an entity’s reputation and value.The technical nature and ‘black magic’ connotations of the RR estimation processes are possibly reasons why audit committees are not actively involved with it. Internal auditors avoid the RR processes for similar reasons. Also the traditional approach to obtain assurance on RR is expensive and is therefore only performed when it is absolutely required.However, stakeholders’ expectations of good governance are growing. Part of this increased focus is based on attaining a higher degree of certainty about the current and forecasted position of the entity. Stakeholders are also increasingly more interested in non-financial areas of entities, as the future success of an entity is more than a set of financial metrics.Consequently, the RR estimation processes should be visible on the agendas of audit committees. Monitoring of key controls is required as part of the governance obligations for senior management and the audit committee. So once it is on the audit committee’s agenda, the question then becomes, how will that agenda be supported by an assurance process that is cost-effective?The main objective of the paper is to describe a model of RR assurance that has been effectively applied in some mining companies. The paper discusses one particular approach that provides an audit committee with the required assurance regarding RR processes. The approach ties the assurance needs of the audit committee to the needs of the technical experts in the entity, therefore involving two important figures. It also offers assurance providers with a model to audit ‘through’ the RR processes rather than ‘around’ them. The paper then discusses top-down and bottom-up approaches that provide assurance at different levels of an entity.A governance audit that focuses on the RR processes is suggested as a top-down approach. A bottom-up approach assesses the design adequacy of internal control processes. A hybrid model is described which meets the needs of diverse stakeholders including the audit committee and the RR community.The hybrid model combines the expertise of professionals in both internal audit and RR. The right balance of these skills directed by a singular approach ensures that a credible result is achieved.This approach is not as expensive as some verification approaches used in the industry and can, as a result, be performed on a more regular basis.The last element of the paper looks at implementation of the reporting mechanism. GENTLEMEN, lt is with much pleasure I meet you tonight at this the second meeting of the Australasian Institute of Mining Engineers, held in Western Australia, and I sincerely thank you for the honour you have conferred upon me in electing me as your President. I greatly appreciate the distinction, and will endeavour to fulfil the duties of the office to the best of my ability, and hope to prove a worthy successor to those gentlemen who have held the position before me. On behalf of the local members of the Institute, I extend a hearty welcome to the members from the other States of the Commonwealth, who have come so far to attend this meeting, and also to the non-members whom we have invited this evening. We are especially pleased to have Mr. Gregory, our Minister of Mines and Railways, and the Government and School of Mines officials with us; and I take this opportunity to thank the Premier, Mr. Gregory, and the Government officials for the assistance given us, and for doing so much to make the visit of our members from the other States so pleasant and instructive. I have also to thank the Mayor and Councillors of Kalgoorlie for the courtesy and hospitality given to our members, which is much appreciated.I assume you want me to follow the time-honoured custom of giving a Presidential address...

For the sampling of particulate materials in mineral exploration and mining, the fundamental sampling error (FSE) introduced by Gy is a measure of the constitutional heterogeneity of the sample lot and is expressed as the relative standard deviation of subsample grades of a particular mass. The FSE is presently regarded as an important indicator of quality for samples used in resource estimation. Constitutional heterogeneity describes an ideal state of heterogeneity with respect to all constituents of the lot such that the fundamental error among subsamples of a particular mass is minimised.In this paper, the term ‘sampling precision’ used in relation to mineral resource sampling usually refers to a statistic based on the assay results drawn from pairs of separate subsample splits of multiple sample lots. The pairs of splits are extracted after the lots have been prepared by crushing and pulverising to meet specified criteria of grain size and subsample mass. There is presently no generally accepted method of calculating the ‘sampling precision’ from such paired data but some form of the relative standard deviation that is consistent with definition of the FSE is preferred here. The work of Thompson and Howarth in the 1970s on geochemical analytical precision, which has been subjected to extensive examination and criticism by Stanley and Lawie (2007), and that of Francois-Bongarçon since the 1990s forms the background to the discussion in the paper.A significant aspect of the application of Gy’s sampling theory to sampling in gold deposits is the requirement that the fundamental error be maintained at less than ±20 per cent. The most important reason for this is to ensure that the effects of other sampling errors such as the grouping and segregation, and increment delimitation which can cause local and global biases in sampling are kept as small as possible. This paper is focused mainly on the quality of sampling in gold deposits and looks at an alternative to the use of a constant sampling precision applied to a collection of lots with varying average grade. A theoretical model for the FSE based on duplicate sampling is presented and the simulated results of the model are compared to practical outcomes of real duplicate pairs drawn from multiple sample lots. The goal of the work is to present a more informative analysis of duplicate sample data from multiple lots which may allow a more informed view of the potential for bias generating errors during sample preparation and processing.

Escalating electricity costs are one of the biggest operational cost drivers in mining. The trend to use high-powered auxiliary fans delivering increased airflow to meet the dilution requirements of diesel equipment, together with the reliance on ducted systems rather than traditional flow-through systems to ventilate areas, increases the overall energy requirements of ventilation systems. To manage and reduce electricity costs energy management systems can be implemented, inefficient operating units can be replaced and the operation of energy-consuming components of ventilation systems can be optimised.This paper describes the process followed to design and develop an energy-efficient axial flow auxiliary fan. The fan-targeted design was based on static pressure and volume flow rate requirements incorporating higher overall fan efficiencies. A brief overview of the results is given, including the aerodynamic design procedure using computational fluid dynamic (CFD) analysis. The mechanical design criteria used, including stress analysis on the rotor and designs to improve the vibration levels of the fan, are also presented. Through this study it was demonstrated that the aerodynamically designed rotors using profiled and twisted blades improve the total fan efficiency considerably when compared with some of the older-generation fans using cambered plates. The latter were typical in the mining sector in South Africa at the time of the study where average overall fan efficiencies of standard cambered fans less than 63 per cent and some of the older-generation cast aluminium blades have peak overall fan efficiencies of about 65 per cent. Peak overall fan efficiency of more than 80 per cent was achieved by using the described design and development process. Additional benefits are that the fans are quieter due to the better aerodynamic design and have a longer operating life due to reduced vibration levels.In conclusion, the use of CFD to develop fans to deliver the required volume flow at the required pressure allows quicker design turnaround time. It furthermore allows the ventilation engineer the option to specify a specific fan and is not limited to an off-the-shelf catalogue fan. It thus allows engineers to purchase a fit-for-purpose energy-efficient fan. High speed diamond cutting has extensive applications in civil and mining engineering. A project involving the diamond sawing of black granite is investigating the nature of the diamond cutting process. A sawing machine was devised to adjust the cutting load and measure cutting speed. Cuttings were collected for size distribution analysis. The surface produced by interaction between diamond. grits and the rock was subjected to microscopic investigation. Increasing load prompts the proportional increase in the cutting rate. But the mean size of cuttings shows little change. The photomicrographs of the cutting tracks indicate neither patterns of crack formation nor signs of the ductile behaviour of the rock. A diamond cutting model for hard rock is formulated on these observations. Diamond cutting is a process of surface failure, which advances in four stages. The polycrystalline characteristics of a hard rock and the action of high-speed diamond grits guarantee the creation of crack nuclei which develop into cracks in various directions. This network crisscrossing cracks enable the stripping of this surface layer from the rock.
