In contrast to the '50s and '60s, the period of the '80s and '90s seems likely to have low growth in demand but much greater levels of technological change. In such a climate there will be pressure on costs, productivity will continue to rise and competitiveness will be closely associated with maintenance of the most effective technology. The penalties for inappropriate investments, whether short sighted or mistakenly based on a particular view of the future, will be greatly enhanced. Accordingly, there will be a need for significantly improved anticipation of technical change and thus for better planning. Study of the funding and direction of the world's R&D effort can provide a useful input to the planning processes within industries and individual firms. Such a study also suggests some insights into the characteristics of those countries which have achieved substantial growth and high standards of living over the past two decades. These characteristics may offer significant reminders for our own development. The particular implications for the Australian minerals industry include the need for direction that is sensitive to changing market requirements and customer practice. This is not simply "more of the same." In particular it appears essential for both basic and applied R&D to provide a sound basis for the purchase and ongoing development of the new technology required to achieve international Competitiveness.

THE past few years have seen a considerable expansion of the roasting of blende in Australia. The bulk of this blende is Zinciferous concentrate from Broken Hill and now forms a very considerable source of sulphur for the acid manufacture. It will bereadily conceded that Australian sentiment is in favour of utilising all known potential wealth, especially that won from below ground, as this once disposed of is gone forever. If Australia does not make sulphuric acid from her sulphide ores we may be sure that the purchaser of these ores will do so if in any way possible. It must not be assumed, then, that the difficulties met are mentioned with the idea of undue criticism, but rather to show that, although most of the intial troubles have been overcome, there are still a few to be encountered; and with the hope that comment brought forth will aid in the solution of the problems facing an industry at present little more than in its childhood as far as Australia is concerned.Blende roasting is done in mechanical furnaces of various makes, and mostly without the aid of other fuel than the sulphur in the ore. It will be our aim to touch on the various difficulties in the order in which they occur in the train from furnace to acid plant.

Since the introduction of raiseboring 30 years ago there have been many operational and mechanical design improvements in the raiseboring machine, its reamers and associated cutters. These have now made the technology of raiseboring a routine and practical operation within the underground mining world. Over the last decade these advances have been aided by the introduction of robust automation packages which have allowed unattended drilling and reaming, real time performance monitoring and enhancement and the rapid diagnostic investigation of mechanical and electrical abnormalities. The constraint to higher raiseboring performance is now the drill string. However when it comes to a cost-effective solution of applying the high drill string torque and tension necessary for the next step change in performance, designers have æhit the wallÆ. Whilst carbon fiber reinforced plastic composites with abrasive resistant sheaths may offer a solution, the limit of conventional steel, drill string technology has been reached. This limit to advancement is however based on the drill string being in tension and alternative solutions may exist by literally turning the raiseboring paradigm on its head. This paper describes the story of a small Australian company engaged in the design and manufacture of mechanical excavation machines, two Australian raiseboring contractors and three Australian mines going against tradition and pushing down rather than pulling up.

SOME notes on the works of the Electrolytic Refining and Smelting Company of Australia will no doubt be of interest to members of the Institute, more especially as much of the work is new to Australasia.As many of the members who may read this paper have not been in a position to visit works of this kind, and are consequently not thoroughly acquainted with all the operations carried on, the author has taken the liberty, in some cases, to enter into explanation which would otherwise be unnecessary.The works are situated at Port Kembla (New SouthWales), about fifty miles south of Sydney, and are approachable both by rail and water. The Government has recently built a low-level jetty upwards of five hundred feet long, and intends installing at an early date an electrically operated portable crane to facilitate the handling of material to and from the boats. Thi.s will mean a considerable reduction in the length of time that boats are laid up at the jetty. There are also under construction two breakwaters, which, when complete, will materially assist shipping operations. The works as they exist are capable of turning out 1200 long tons of refined copper per month. It is gratifying here to note the unqualified success with whichthe E.S.A. refined copper met with on first being put on the market.

The Rise & Shine Shear Zone is a shallow-dipping Cretaceous late metamorphic shear zone formed in a compressional environment. The Shotover mineralised system is dominated by normal faults with well-defined vein systems that cut across Miocene schist folds and faults related to the inception of the Alpine Fault. Despite the geological differences between these mineralisation systems, they share many common features of hydrothermal alteration that have resulted in disseminated gold in altered sheared schist. The most distinctive feature of both systems is the abundant ankeritic carbonate that has formed from decomposition of metamorphic chlorite. Excess iron from this alteration reaction combined with hydrothermal sulphur to form sulphides that host the disseminated gold. The chlorite decomposition reaction was reversed in the latter stages of both mineralisation systems, and this was accompanied by further gold emplacement in the Rise & Shine system.   Both alteration systems involved initial decomposition of metamorphic albite, followed by deposition of albite as a vein mineral in the latter stages. The fluid flow that yielded the disseminated gold was controlled by microshears that pervade host schists, in strong contrast to many Otago Schist vein systems where host rock alteration is absent. The ankeritic alteration in the Shotover and Rise & Shine mineralised systems has increased the volume of mineralised rock, and may have made suitable targets for large-tonnage, low grade gold deposits.

The New Austrian Tunnelling Method (NATM) is a proven concept for the safe and economic construction of underground facilities. This is especially true for tunnelling activity where changing ground conditions are often encountered. However, the principles central to the NATM have gained only limited use within Australia, presumably due to the measurement process inter- fering with tunnel driving and the cost associated with instrumentation and interpre- tation expertise. The design and operating principles of two basic instruments are explained together with laboratory simulated test results and suggest- ions for use in an integrated NATM style approach to underground excavation and construc- tion. The two instruments monitor load in rock reinforcement and deformation in rock or primary and secondary linings. The instruments may be fitted with a miniature display module which outputs the measured parameter in engineering units directly. The design of the sensing components allows the instruments to be installed in various configurations suitable for routine performance monitoring, quality control, support element testing or detailed investigations. The display module which reduces the need for instrumenta- tion expertise should suit contractors and allow performance data to be obtained which quickly may be used to modify support procedures to suit ground conditions. When complemented by convergence measurements the devices enable most facets of the NATM to be implemented.

This paper describes an investigation on the surface properties and mechanisms involved in the agglomeration of iron ore. For this purpose, an organic binder (carboxyl-methyl-cellulose (CMC)) was used in substitution of bentonite, the classic binder in iron ore concentrate agglomeration. Recently, a renewed interest of the iron ore producers in Brazil to replace bentonite for an organic binder, because of the economy that can be achieved in the, blast furnace operation. These savings are mainly due to the lower aluminum silicate addition which decreases slag volume and the improved pellet metallurgical properties which have the potential for lowering hot-metal production costs. Also organic binders are effective at lower addition levels, which results in lower storage and transportation costs. It is very important in Brazil because of the vast geographical area since transportation is made mainly by truck. Another advantage of organic binders is that they have low ash contents, and therefore most of the binders bum. off during the pellet firing operation. Previous studies have demonstrated the possibilities of the use of CIVIC, but in addition to its high cost, the pellets presented improper behavior at high temperatures or when prepared with high moisture levels. In the investigation here described, these problems have been solved through the addition of other reagents to CMC.

Vatukoula is credited with the second largest population in the Colony of Fiji. Within an area comprising 550 acres are living approximately 4,500 people. In the flotation of fine particles, problems arise which do not occur with coarse-ground pulps. For example, the presence of colloidal or near-colloid- al gangue particles gives rise to ex- cessive entrainment in the froth, with reduced grade as a consequence. If the values themselves are finely dissemi- nated, the recovery usually decreases as the particles diminish in size, so a low recovery is combined with poor grade. Sutherland and Wark (1955) referred to the complications arising from the presence of fines, indicating (p.382) that fine grinding "introduces diffi- culties that have not yet been satis- factorily overcome". At the time of writing, very little work has been done on fines flotation specifically, yet the groundwork has been well laid. The availability of better scientific instruments, together with the general advance of understanding in a wide variety of relevant research fields, has taken us a long way toward finding the reasons behind the problems as- sociated with fines, and also toward finding practical solutions. It would be useful to define what is meant by "fine" particles before going further. To some extent, the definition is somewhat elastic as far as flotation is concerned, because the density of the particles has a bearing on whether or not they act as fines. But in general we are dealing with particles less than about 20 pm in Diameter.

In 1997, the Australian coal industry through Standards Australia committee MN-001 Coal and Coke recognised the need to produce a Standard giving some instruction on how to inspect and audit mechanical sampling systems. A Guide was developed by sampling subcommittee MN-001-04 and in 1999 the Standard was released as AS4264.5 æGuide to the Inspection of mechanical sampling systemsÆ Coal and Coke. Since that time the author has assisted with other committees in developing the Guide for other commodities such as concentrates and a generic standard for particulate materials. (AS4433.6 released 2000). The Coal and Coke guide is also currently a work item for ISO Standards. This paper is focused primarily on auditing and inspection procedures for coal mechanical sampling systems. It highlights the need for at least a three level inspection protocol where the operators manning the system maintain operational checks, the operators are regularly supervised by the company managing the system and once per year an independent auditor inspects the whole system to ensure compliance with design and standards. It does not cover short- and long-term maintenance of individual systems. With companies already certified to the ISO9000 series, this guide forms the framework to bring the operation and inspection of their mechanical sampling systems into line with these principles.

The paper describes developments since 1959 in major excavators to meet the demand for higher outputs of overburden and coal under less favourable batter conditions than used hitherto in the coal deposits of the Latrobe Valley. Particular reference is made to investigations of designs of bucket wheel head configurations for the digging of these flat batters on high faces, and examples are given of the wide use of models inthese studies. An explanation is given of how solution of these problems and surface conditions unfavourable for wheeled transport confirmed selection of the long boom rather than the compact type of bucket wheel excavator for the Latrobe Valley applications.The past decade has seen advances in the manufacture in Australia of components for excavators and similar machines. The history of Australian manufacture of components for major brown coal excavators is traced;and reference is made to study and application of Australian and overseas (mainly German) codes and practices in the design and construction of machines made partly here and partly in Germany.A section of the paper deals with advances in electrical engineering for large excavators in Australia and its interdependence with mechanical design and construction.Finally, as an example of the versatility of the bucket wheel excavator, a description is given of a recent application for the mining of mineral sands in northern N.S.W.

Legislation introduced for Queensland and New South Wales Coal mines provides different levels of prescription regarding specification of mine seals û generally in relation to capacity to withstand overpressure. In Queensland, the Coal Mining Safety and Health Regulation (2001), Section 341 (d) places a further onus on the statutory ventilation officer to æensure all ventilation control devices at the mine are properly constructed and maintainedÆ and that the ventilation officer æmust ensure a ventilation control device mentioned in the regulation à and installed at the mine meets the design criteria statedÆ for the ætype of deviceÆ. Based on the experience of the author, it appears that risk management and life cycle approach to seals has not been adopted to the same extent as for other aspects of operations. Further, because of the number of disciplines and personnel involved that may influence various factors affecting seal integrity, the opportunity for oversight or unclear allocation of responsibility is considerable. While suppliers can provide explosion or design rated seals, this should only be a starting point for application of the product in a coal mine. Application is often considered by mine planning staff (taking into consideration mine environment parameters such as water, control of gas, spontaneous combustion risk, etc) in conjunction with the colliery ventilation officer, and then construction completed by contractors under supervision of operational staff. After construction, seals often are managed by operational personnel with input from the ventilation officer. Input of the geotechnical engineer into pillar design, roadway opening size, ground support specification and most stable seal location is also required. The need for a customised design approach for each seal site is proposed in order to take into account the many and variable factors that may influence a site so that improved seal performance reliability and predictability can be developed. A program of quantitative as well as qualitative monitoring of performance and triggers for rectification or maintenance action is required, and would provide support to the aforementioned proposal. Many mines rely on visual/audible inspection and periodic bag sampling as the primary means of assessment. Other significant factors such as seal material properties, rib degradation, convergence, floor heave, effects of water on both structural integrity of the seal as well as the air tightness of the seal do not generally receive the same level of attention. Based on the above observations, the author has compiled a reference checklist in regard to the above matters, including aspects of and approaches to mine and pillar design, geotechnical modelling and data collection, civil engineering design, site evaluation and practical options available.

Successful development of coal seam gas (CSG) resources in low-rank coalfields such as the Powder River Basin has raised interest in CSG from low rank coal in New Zealand. Kenham Holdings Limited holds 12 Petroleum Exploration Permits (PEP) covering some of New ZealandÆs low-rank coal and lignite resources and has engaged CRL Energy Limited to assist in the systematic evaluation of the CSG potential of the permits. To date, exploration results from seven New Zealand coalfields reflect differences in coal type, rank, depositional environment and depth of burial between coalfields. Several of the explored coalfields are considered prospective for CSG. One of the most advanced Kenham exploration programmes is in the Hawkdun Coalfield, Central Otago.   The Hawkdun Coalfield contains a single, thick lignite seam with properties that are similar to the Powder River Basin. Preliminary results indicate the Hawkdun Coalfield is prospective for CSG with the potential to contain between 25 and 60 PJ of gas; enough to supply a 30MW power station for ten to 25 years. Further drilling is planned to investigate the economic viability of the Hawkdun Coalfield. The in situ permeability of the lignite, the amount and availability of free gas, gas saturation at depth and market opportunities will determine its economic viability. If initial pumping and production results in the planned exploration programme are promising, the Hawkdun Coalfield will be further developed with additional production drillholes to form a trial production pod.

"This paper discusses the successful use of bituminous geomembranes (BGMs) in mining applications since their development in 1974. It explains and illustrates the structure of a BGM composite, which is a geomembrane manufactured by impregnating a polyester geotextile with a compound of bitumen, elastomer and filler. Examples of applications of BGMs in the mining industry are also presented in the following contexts.Storage of solid waste: storage of mining waste at mines in Canada heap leach pads in France, Peru, Chile and Turkey at the base of a mining waste landfill in Brazil capping of solid mining waste in Chile and Canada temporary capping of mining stockpiles in Australia (with possible reuse of the BGM for other works).Examples of the application of BGMs for the storage of liquid waste in mining containment reservoirs in Canada, Guatemala and Peru will also be given.For each example given, reasons are supplied that supported the choice of BGMs by the clients and consultants, drawn from the following advantages of the BGM:BGMs have excellent puncture strength, due to the internal polyester reinforcement, as well as excellent ultraviolet resistance. This often eliminates the need for a cushion geotextile or cover soil over the BGM.BGMs have a very long life expectancy, in excess of 300 years, in subsoil conditions (Breul et al, 2004).BGMs can be installed in very harsh climatic conditions. They are suitable for high wind environments as their heavy mass per square metre makes them resistant to wind uplift. The low coefficient of thermal expansion means that BGMs are suitable for installation in mines where very low or very high temperatures are expected. This reduces construction delays and allows for a quicker use of the mining facility.The fact that the BGM can be installed by the mine’s own workforce, after appropriate training from the BGM manufacturer, allows for a more flexible construction sequence on the mine.Ability of the BGM to connect to other materials such as concrete, steel, rock and other geomembranes that may be on the mine site.The technical advantages of a BGM enabled the engineering consultants to prepare solutions for their mining clients that had a lower environmental risk, had a faster completion schedule and were overall a cheaper option than with a polymeric geomembrane.CITATION:Breul, B and McIlwraith, R, 2015. This paper explores tools which have the potential to promote and assess the formation of partnerships between the minerals and energy industries to enhance the economic, environmentally responsible and socially acceptable use of energy. There is a need to look at energy provision and energy services in an integrated manner with key drivers for economic development û both locally and regionally. The minerals sector will remain highly significant to regional economic development in a number of globally significant regions in the medium term. Furthermore, mining, minerals and metalsÆ projects are both consumers and, in some cases (potential), generators of large amounts of energy (electricity included). It is therefore appropriate to focus on the promotion of partnerships between energy providers and the minerals sector which seek to improve resource efficiency within the combined minerals/energy envelope, guided by the tenets of Sustainability.Whilst there has been considerable development of systems analysis tools in recent years to address this sort of æcomplex systemsÆ analysis (Life Cycle Management, Cleaner Production and Industrial Ecology arguments for example), there is no effective roadmap available to decision makers to guide the selection and exploitation of these tools in different contexts. Our previous work developed a Decision Support Framework (DSF) which provides some guidance here, but only within the context of coal-based power generation. The DSF employs the tools of Multi Criteria Decision Analysis (MCDA), within which trade-offs between competing objectives are explored in such a way that alternatives can be compared without necessarily reducing all the different cost and benefits to a common basis (eg a monetary basis). Even if the existing DSF is extended to include all aspects of supply-side management, it is still lacking the necessary tools to analyse energy providers as dynamic network partners within minerals projects (or indeed any resource or manufacturing sector). New models are required for this, which firstly, seek to characterise such network structures, and secondly, enable the application of the necessary analytic tools to exploit these partnerships and networks for optimal performance.This paper explores the development of such an integrated set of network analysis tools, and their relation to the DSF. Due consideration is given to the choice of the attributes needed to characterise partnership linkages and network integrity (eg security of supply of electricity), and the efficiency of material transformations within any node of the network (as a function of energy consumption), and the impact that this has on the viability of other linkages (eg due to reduced availability of raw materials). We discuss how these perspectives help shape the form of objectives to be considered by MCDA.

Bulk density and grade were determined on a variety of ore samples from the Mount Tom Price iron ore mine and the interrelationship between these properties and porosity deduced.Variable porosity is responsible for the wide scatter of data points and low accuracy of prediction in the grade of a single sample from grade/bulk density relationships.However, with a sufficient number of such data points, as from a nuclear geophysical borehole logging operation, the mean ore grade in an exploration-type drill hole (~63 per cent Fe) could be determined by regressionanal~sis with 95 per cent confidence intervals of approximately ± 1 per cent Fe. From the same logging operation, utilizing core data for calibration of the probe, the -mean fractional porosity for the drill hole (0·19 ± 0·016 at 95 per cent confidence interval) was deduced. This is less accurate than the corresponding result obtained on core material in the laboratory (0·20 ± 0·005).The range of porosity was from 0·08 for dense, high grade sectIOns of the ore, to 0·28 for friable ore of high grade or goethitic ore of lower grade. Shale band porosity ranged from 0·15 to anomalously high values of 0·48 believed to be caused by leaching of iron minerals from the shale. Porosity values for the iron ore component of the deposit are comparable to those found for the Cockatoo Island (W.A.) mine, and for sections of the Krivoy Rog (Ukraine) iron ore deposit of the Soviet Union.

IN all wet concentration processes it is of primary importance to determine to what degree the crushing must be carried in order to obtain the maximum profit per ton of ore milled.To effect a clean separation, either by gravity or flotation treatment, between either one valuable sulphide from another, or a sUlphide from the gangue, the ore must have been subjected to grinding to such an extent that the particles to be separated are completely liberated from each other.Insufficient crushing will result in either an incomplete separation of the sulphides from each other, and thus a loss of the one sulphide in the other, or else a loss of the valuable sulphide in the gangue.This being so, the question arises whether the added cost of extra crushing would be economically warranted by the increased recovery consequent on such a step.

Following a period or small-scale activity a joint venture was formed between Ceramco Limited of New Zealand and Georgia Kaolin Company of USA. The initial concept was to process clays for the paper industry but it soon, became apparent that insufficient markets were attainable for the grades of china clay that could be produced for an economic unit. Ceramco Limited acquired the Georgia Kaolin interest in 1975 and proceeded to search for a market, of markets, that would: 1. utilise the unique properties of the product, and 2. enable a viable operation to be created. This paper describes the mineral deposits, the process, the properties of the product, and the marketing methods of New Zealand China Clays.

In the last two years the Commission for the Environment has received four Environmental Impact Reports (EIR) for Audit and has been or is involved with at least four environmental impact assessments (EIA) related to mining. The EIRs have included Weavers Coal Mine, the Monowai-Maratoto mining proposal, the Martha Hill mine and the Wainui Road Mill. The EIAs are related mainly to coal fields in the Waikato but also included a further EIA on Martha Hill.

Environmental and amenity factors have introduced a new dimension to the technical problems of the mining industry in finding, extracting and processing the mineral and energy products on which we all depend. Intervention by outside regulatory bodies is restricting the production of minerals and denying the industry access to large areas in which the orebodies of the future may occur. The solution lies to a large extent within the industry itself and appropriate management techniques are necessary to ensure that exploration and mining are seen as an acceptable as well as a necessary land use. Close liaison between operators and the responsible authority is necessary to achieve these objectives and to make the best use of our land resources.
