The paper explains the genesis of the Ballarat College of Advanced Education to its unique position in mining engineering education. A description follows of the development of the Graduate Diploma in Occupational Hazard Management which commenced in 1979 in the cooperative mode of four groups of three weeks full- time study followed by twenty-three weeks in industry. In particular an analysis will be given of the state of origin of students, ages and employing industries. Given the experience from the evolution of this course a similar process is described for the Graduate Diploma in Mining which has been accredited to commence early in 1987.

I am honoured to have been asked by Sir James Foots, the President of the Congress Organising Committee, to open this, the 13th Congress of the Council of Mining and Metallurgical Institutions. The theme you will be addressing over the next few days is "The Twenty First Century - Mining, for Mankind" - a theme that must be regarded as an enormous challenge for the entire minerals industry. Previous conferences, starting in 1924 in London and followed by two others in the United Kingdom, have also taken place in Canada (three), Southern Africa (three), Australasia (two), and Hong Kong (one), but this is the first to be held in Singapore.

The problems experienced with longwall mining machinery motivate the development of an expert system for fault diagnosis. The techniques of knowledge representation, database, knowledge base and inference engine guide the selection of the expert systems and languages -"Turbo Prolog"- as exemplified in the case study of hydraulic support. The aim is to hasten future development of a fault diagnosis system and the design of a system to locate and determine the causes of failure of longwall machinery. The system would use its stored case history and other information to make fault diagnoses and suggest appropriate remedies. Consequently down-time would be reduced and production and profitability should increase.

Adsorption tests have been carried out to elucidate the interaction mechanism between dextrin and sulphide minerals. Sulphides such as galena and heazlewoodite exhibit high affinity adsorption over the pH range that coincides with the iep of lead and nickel hydroxides, and is suggestive of chemical interaction. The adsorption behaviour with respect to the sulphides of copper is of the low affinity type, and follows a different pattern. The adsorption studies on graphite, support the chemical interaction mechanism, with the metallic impurities serving as adsorption centres. In conformity with the proposed mechanism selective separation of galena from chalcopyrite and heazlewoodite from chalcocite has been Achieved.

The Nelson province was chosen as the prime area for rhenium sampling, based on its mineral associations. Sample preparation involved benefication by grinding and flotation. A modification of published procedures for rhenium analysis was developed and the results compared with those obtained for molybdenum on the same samples using atomic absorption spectroscopy. The results of the analysis for both metals is discussed and the relationships between rhenium and the molybdenum mineralisation of this region is commented on. A metallogenic province is defined for molybdenum and rhenium and the tectonic setting for this is discussed. Some consideration has been given to rhenium possibilities in Fiordland and the Coromandel Range.

The injection of coal as an auxiliary fuel in ironmaking blast furnaces has been introduced on many furnaces worldwide. This paper examines the present practice of coal injection and discusses future directions for the technology. This has been undertaken through the use of a heat and mass balance model which predicts the replacement rates of coke by coal and the effect of coal injection on blast furnace productivity. The results indicate that future pulverised coal injection could replace substantial quantities of metallurgical coke, but that the energy balance economics of individual steel plants will have a dominating influence on the future of the technology.

This study begins with the semivario- gram modelling of variables rutile grade and clay content from a beach sand rutile deposit. This is followed by two dimensional block kriging. The deposit was divided into blocks of 30 x 30 x 1.5 m dimensions and the kriged estimate together with the associated kriging variances for each variable within each block were determined. Finally, using the results of the krig- ing program and considering the acceptable limit of clay content together with the cutoff grade for rutile, a method for optimization of mineable thickness and hence the tonnage of ore was applied and the results were dis- Cussed.

The interaction of man with the environment has a double character. From one side, mankind can not exist without co- nsuming the natural resources and, from the other side, we actively alter and exert influence upon nature. Analysis reveals that the ecological problem is, to a great extent, a geological one. The paper deals with the application of grouting techniques to construct impermeable barriers for the protection of ground water and soils from depletion and industrial wastes pollution. A number of case histories in the field of mine construction is given to illustrate the solution of geotechnical problems in concert with environ- mental protection measures.

This paper presents an assessment of the status in design and operation of deep level backfill distribution systems by referring to case studies and practical experience. The improvements in design and operation of the systems can largely be attributed to an improved understanding of slurry flow behaviour and a corresponding integrated design approach that includes slurry flow modelling, system design and application of the latest technology. The conclusions summarise the lessons learnt from such case studies and stresses the importance of design reviews and audits of existing systems as a means to ensure that the mistakes of the past are not repeated in the future.

SITUATED in the county of Manchcster, in Northern Eyre's Peninsula, the Iron Knob ore-deposits form the basis of the industry. These deposits are connected by the Iron Knob tramway to the port of Whyalla, aal miles distant, on the western shore of Speneer Gulf,and to-day another tramway is under construction to link up with the same port, a second group of iron ore leases known as Iron Baron, which is situated 18 miles south of Iron Knob. Fig. 1 indicates the geographical relationship of these three places, Iron Knob, Iron Baron, and Whyalla, which together comprise this field of the company's activities.

The environmental impact of mining and evolving environmentallegislation has received increased attention worldwide in the last two decades (Bradfield, Shultz and Stone, 1996). The potential impacts associated with unstable spoil dumps from mine operations is the focus of concern both by the mining industry, environmental regulatory agencies and members of the public. Engineered slopes of mine spoils may be stable at the end of construction, but they can deteriorate over time. There is thus the need to increase the base of knowledge on the existing practices of spoil dump design and rehabilitation. Efficient engineering design and systematic economic evaluation of spoil dump reshaping techniques for mine rehabilitation assists in maintaining the expected standards of environmental compliance. As part of the overall approach for effective engineering design ofspoil dumps, a comprehensive, computational and efficient tool isrequired for assessing the economics and productivity of existing spoil dump reshaping practices for efficient mine rehabilitation. Such a design tool is useful in linking current spoil dump environmental management practices with engineering design planning and economic impact evaluation. This paper identifies the processes for the economic impact evaluation for existing spoil dump reshaping practices and proposed final site dump designs. Selection of an efficient spoil dump design at optimum costs will ensure operational efficiency. A case study is presented identifying economic impact evaluation in earthmoving equipment selection and the costs involved for the reshaping of spoil dumps to that of varying final site designs.

Movement of the fragmented rock mass is an inevitable consequence of open cut blasting. Uncontrolled, unaccounted movement from blasting commonly causes ore loss and dilution from waste mixing. Therefore, the prediction of the post-blast location of both ore and waste is vital in grade control and of direct interest to mining geologists. Direct measurement techniques have matured significantly over the past decade, but their use remains expensive and labour intensive. Access and safety issues are further disincentives to regular movement monitoring. What is needed is a combination of direct measurement to establish baselines and reliable predictive modelling.The W H Bryan Mining and Geology Centre of the University of Queensland has pioneered 3D blast movement modelling using ‘physics engines’ to handle in-flight collisions and predict the final resting place of blasted material. Open cut metalliferous mines are a demanding environment for this style of modelling as they can involve complex geometries and variable buffering, which leads to inconsistent confinement. A version of the model designed to deal with these complexities is under development. A well-controlled field trial was needed to validate this new version.A validation trial was completed at a gold mine in South-East Asia. The aim was to increase throughput by increasing the blast powder factor without losing grade through dilution and mixing with waste. Four blocks were blasted to identify the effect of bench height and face confinement on ore movement, fragmentation and process throughput. The powder factor and blast timing were kept constant. Movement of the broken rock was measured by placing blast movement monitors at known positions in the block and then locating them after the blast. The majority of sensors were recovered, providing a unique insight into blast movement dynamics and generating a substantial data set for model validation.The model (called ‘MetaMove ‘) was calibrated for one blast and applied to investigate the extent of grade loss and possible mitigation strategies. Conventional mining techniques that involved firing across the strike of the orebody, and no post-blast boundary adjustment of the ore/waste boundaries prior to digging, were found to cause up to 44 per cent loss of high-grade ore, depending on the grade distributions. Post-blast adjustment of the ore/waste boundaries can negate this loss. The model indicates that altering timing and ensuring that the block boundaries are well confined can further constrain the movement of ore/waste boundaries. Thus, the model can be successfully applied to minimise grade dilution and limit misclassification of ore as waste whilst using higher powder factors to increase mill throughput. Application of a calibrated model to move ore/waste boundaries prior to digging will enable the production geology team to add significant value to the mining operation.CITATION:Cocker, A and Sellers, E J, 2014. The particle dynamics of a mixture of coal and zircon system wasstudied in a scaled-down cold model of an industrial kiln. Thefactors investigated in the study were rotational speed (N),zircon-to-coal feed ratio (B), coal particle size (dpc) and the angle of inclination (*) of the kiln. The technique used is the residence time distribution (RTD) method. It was found that rotational speed and angle of inclination are important parameters that affect the residence time of particles in the kiln. A mathematical model for predicting the mean residence time of particles in the rotary kiln was developed. Comparisons with reported models for such systems are discussed.

The Waimumu area, 12 km southwest of Gore, is underlain by the Gore Lignite Measures, an early Tertiary fluvial sequence approximately 500 m thick resting on Triassic-Jurassic argillitic basement. The Waimumu Quartz Gravels (Pliocene) have been deposited locally and are in part due to the localised reworking of the Gore Lignite Measures. Structurally the area is dominated by the Dunsdale Fault System, a steeply dipping series of NE trending reverse faults (Isaac and Lindqvist, 1990). The Belle-Brook, Hedgehope and Parker Road sites sampled are adjacent to the downthrown (east) side of the Hedgehope Fault.The authigenic gold-sulphide association at Belle-Brook was discovered in 1987 (Falconer, 1987: Clough and Craw, 1989). Despite a very limited amount of alluvial mining a significant quantity of authigenic marcasite has developed. Authigenic sulphide trace element analysis has shown anomalous amounts of As, Ni, Cr and to a lesser extent Zn, Pb and eu (Table 1). It has been established that the nickel occurs as a colloform banded Ni sulphide, possibly bravoite, within the marcasite (Figures 1 & 2). Arsenic and nickel (re)mobilisation are well documented in the literature. Generally As and heavy metals are mobilised in the groundwater as a result of the oxidation of sulphides (ie as a result of mining). At Belle-Brook it is reasonable to assume the authigenic sulphide trace element composition reflects either localised groundwater contamination or hydrothermal mineralisation. This poster presents some preliminary findings.

The Ban Houayxai mine (BHX) is a relatively low-grade, low-cost, open pit gold-silver deposit in Laos operated by Phu Bia Mining, a subsidiary of PanAust. The ore production rate at BHX is 4.5 Mt/a, with direct tipping to a semi-autogenous grinding/ball mill circuit with a carbon-in-leach process plant. Approximately 100 000 oz of gold is produced per annum.The operation is located in mountainous terrain with minimal run-of-mine stockpiling. This results in limited capacity for blending from stockpile, with the mill instead reliant upon direct feed ex-pit. Since commissioning in 2012, the plant has seen significant variation in milling rates due to variability in the feed properties of the oxide, transition and primary ores. As part of an ongoing continuous improvement program, an integrated approach was initiated, focusing on maintaining and enhancing production in the future as the proportion of harder primary ore increases. This will specifically focus on direct blending from the loading face using the ore properties and blast fragmentation to maintain mill throughput.This approach was based on the concept of physical assets management, commencing with improving information and knowledge of the condition of the orebody through modelling the characteristics, variability and performance of the feed for processes relevant to throughput. These models are used to support both mine and process plant production planning.The key ore feed characteristics and parameters modelled for the life-of-mine are blastability index, powder factor, crushability or impact resistance and grindability. These predictive spatial models were based on the data from diamond drill holes used in resource definition and geotechnical drilling programs by integrating geotechnical, geological, geochemical and metallurgical data.At the early stages of implementation, the models are being utilised for ore blending decisions to provide guidance and support for budgeting, long-term mine planning, blast design for mill feed and providing the mill with an expectation of performance.CITATION:Jackson, J, Gaunt, J and Astorga, M, 2014. The transport network in Europe is probably one of the most important systems for the European economy and society. Trans-national transport routes play a vital role in the traffic of goods and the supply of the population. In this respect, critical road infrastructures, like bridges, tunnels or control centres, can have a bottleneck function. Any disturbance of these structures could lead to negative consequences for the population and the economy as a whole.Project SecMan – Security Manual – is a simple four-step procedure for the identification of critical road infrastructures; assessment of these infrastructures regarding various man-made threats and the determination of effective protection measures was developed. These methodologies are summarised and combined into a comprehensive best-practice manual that allows for a trans-national structured and holistic security-risk-management approach for owners and operators of road infrastructures in Europe.Currently no common processes, methodologies or standards exist in Europe regarding the consideration of security relevant events for critical road transport infrastructures, eg tunnels, control centres and bridges. Attacks on the former can have severe short- and long-term effects with high media attention. A trans-national risk management approach would increase the possibilities for prevention as well as mitigation. A trans-national emergency response strategy would increase preparedness, as well as facilitating and accelerating the reaction in the case of an event.The main objective of the project is to develop a practical process for the identification of critical road infrastructures based on generally accepted security aspects. BHP Billiton Diamonds Inc (BHPB) has been mining kimberlite from several pipes at the Ekati Diamond MineTM located 300 km north of Yellowknife since 1997. Processing of kimberlite produces coarse kimberlite rejects (CKR, 0.5 to 8 mm) and fine tailings (less than 0.5 mm). The CKR are trucked to the Coarse Kimberlite Reject Storage Area (CKRSA) located within the drainage area of the tailings impoundment (Long Lake Containment Facility û LLCF). The coarse rejects are wet when dumped and are expected to freeze as a result of annual average site temperatures of about -10¦C. Seasonal thawing occurs along the exposed edges of the pile. Monitoring of the CKR indicates they have consistently low sulfur concentrations (0.4 per cent) accompanied by high acid neutralisation potentials (78 to 337 kg CaCO3/t). Carbonate concentrations vary from 0.9 per cent to 3.4 per cent. The CKR are therefore not potentially acid generating based on conventional laboratory testing. Monitoring of stagnant pools on the tundra downgradient of the CKRSA has shown that water originating from the pile resembles acid rock drainage (ARD). Water pHs can be less than 4, and sulfate concentrations are typically in the thousands of milligrams per litre. Conventional flowing toe seeps are pH neutral but also have elevated sulfate concentrations. Investigations conducted in the summer of 2002 revealed no evidence of in situ acid generation. Pore water chemistry is probably controlled by oxidation of fine-grained pyrite, neutralisation of acidity by calcium and magnesium carbonates and silicates, and freeze concentration of pore water. The acidity observed in tundra pools downgradient of the CKRSA appears to be a result of leaching and mobilisation of iron under reducing conditions at the CKR-soil contact. Downstream of the CKRSA, reduced iron oxidises and is hydrolysed on contact with the atmosphere causing pH depression. BHPB is applying the findings of this study by constructing facilities containing kimberlite on granite pads. These in turn are placed on frozen ground so that the foundations remain frozen and limits contact of wastes with the acidic soils.

Flotation recovery in geometallurgical modelling is usually predicted based on relationships developed from batch flotation testing of different ore types. These batch flotation tests are usually performed at a constant set of operating conditions and at a fixed feed grind size P80. Usually the laboratory feed grind P80 is that which is expected to be produced in the full-scale flotation circuit for that particular ore type.Flotation recovery will be a strong function of the valuable mineral particle size distribution, with lower recovery of ultra-fines due to poor flotation kinetics, optimum recovery for the intermediate sized particles and lower recovery for the coarser particles due to poorer liberation of this fraction. This valuable mineral particle size distribution is not characterised by the solids P80 parameter alone. The proportion of material in each class will also be a function of the slope of the size distribution and the degree of preferential grinding of the valuable mineral in comparison to the total mass of the ore.This paper will demonstrate (through example) how these other size distribution parameters can change with a change in grinding technology, the size and operating conditions used in a grinding unit and the characteristics of the classification technology used in conjunction with the grinding unit. Case studies will be presented that demonstrate how this can result in these parameters being very different in laboratory testing to that produced in the full-scale comminution circuit. A rule of thumb that laboratory rod milling rather than ball milling produces a size distribution most similar to that of the full-scale grinding circuit will be challenged. These differences can result in a significant change in flotation recovery. It is therefore important to consider these parameters when developing a laboratory geometallurgical program, to enable more accurate prediction of the flotation recoveries that will be achieved in the full-scale process.CITATION:Runge, K C, Tabosa, E and Jankovic, A, 2013. In a deep, gassy predrained coalmine, ventilation and goaf drainage systems act as critical controls to manage longwall (LW) panel return gas levels. The goaf capture efficiency of most LW panels ranges from 45 to 85 per cent based on the gas domain at respective workings. Recent operational experiences have indicated that 50 m goaf hole spacing is optimal for management of high production retreat gassy LW panels, where the probability of goaf hole failures are frequent. Due to the horizontal stress direction geotechnical issues, goaf hole failure just behind the LW face is a recurring challenge resulting in significant and immediate increases in LW panel return gas levels. This paper presents a successful implementation of an innovative LW tailgate (TG) road cut through seal goaf fan/venturi system. The system incorporated a 17' (400 mm cased) hole drilled to 320 m deep in a perimeter roadway on a retreating LW TG road drawing the working seam horizon goaf gas behind the perimeter of seals. The surface goaf fan/venturi system was aimed to safely exhaust the LW deep goaf gas and thus withhold the goaf stream spillage to TG drive area and reduce the panel gas load by controlled operation of the system using continuous monitoring of CH4, CO and O2 levels. This control philosophy was made operational without impacting the use of the perimeter inbye ventilation shaft used for mine cooling and providing additional ventilation dilution capacity. The instantaneous reduction in TG gas levels of up to 0.3 per cent was observed even when the LW was 300 m away from the c/t seal goaf hole. Success of this concept TG seal goaf gas control system used even when the LW was 1300 m outbye has become an inventory of additional control for future deep and long LW blocks.
