The emergence of China as a global economic power has not been without its birth pangs and the current coal market is testimony to this. Traditionally the coal market has been controlled by mature economies that functioned along balanced lines of supply and demand. The emergence of China and India as major forces in the international market has shifted this balance of power from mature economies to the developing economies of China and India. Of late Chinese Central Government policy has caused wide swings in the supply of Chinese coking coal and thermal coal to the international Asian markets. This has resulted in huge increases in demand for coal from producers in Australia, Canada, Indonesia, USA and Russia. Additionally since the late 1990s the liberalised Chinese economy has been growing by between nine to 12 per cent per annum. The corresponding rise in the standard of living of their 1.4 billion people has resulted in a strong demand for raw materials, initially met by domestic production and more recently met by the importation of raw materials including iron ore, oil, coking coal and thermal coal. Commensurate with this growth in China has been the emergence of India (pop one billion) as another major developing economy in the region. Whilst the Indian standard of living is lower than that of the Chinese, this subcontinent still has some 300 million people with middle class consumption demands. India is a major importer of oil, coking coal and thermal coal. It exports iron ore to China with growth parallel to China (seven to nine per cent per annum). These combined new demands from India and China have put unprecedented pressure on the global supply of coking and thermal coals. These pressures are reflected in the current world spot prices for coking and thermal coals which are at historically high levels. Whilst current demand from China and India is high it is anticipated that new projects will partially satisfy this increasing demand. Expectations are that overall thermal and coking coal prices will rise steadily. This paper seeks to identify the potential effects of Chinese and Indian economic growth on the international markets for coal.

As a result of the world depression and the consequent heavy fall in the price of tin, Malaya joined with other great tin producing: countries of the world in a restriction scheme that heavily restricted production from its individual mines. This condition, together with the knowledge that it was becoming more and more difficult in, Malaya to acquire further areas and so prolong the existence of a specific company's activities, induced Mr. H. G. Scott, managing director for the Siamese Tin Syndicate Ltd., to consider other possible sources of production. Mainly because of the conditions that obtained in Tasmania, he turned his attention to that country, where, not only could mining be carried on without restriction as to output, but where the incidence of the exchange position created favourable conditions for operation. WHEN reading reports on reefs and lodes, one often comes across the statements "short shoot," "narrow shoot," "wide shoot," & c.From a number of reports in the writer's possession, some by members of the Geological survey, it is plain that the words "short," "narrow," "wide," "long;" &c., are used somewhat carelessly.In one official report on a certain field, for instance, the reefs are described as having "short, rich shoots"; another report on the same field states that "the reefs were characterized by narrow shoots, rich at the surface." Again, Charters Towers is described as having "wide shoots"; another writer says they are "long shoots. "The writer has read again of "short shoots which went down like pipes," and of "narrow shoots of limited extent." No doubt one can make out what is really meant, but the language is mixed. It is apparent that "narrow" is meaning the same as "short," and that the shoot has not much length in a horizontal direction. Nothing is said about the thickness or width of 'said shoot, or its depth. The "wide" shoot is evidently a "long" one; its thickness 01' width and depth is not specified. When we consider these terms, it is seen that only a few words are needed, and that these few should (as they do) have a definite meaning. In the course of his mining experience, the writer has seen shoots of almost all sizes, and some have been very long (in horizontal measurement), and have been followed down for great depths, these shoots being the best type-Charters Towers, Walhalla, &c., are examples.

The advantages of rapid and accurate analyses are becoming appreciated in many industries today and have resulted in a great increase in the number of samples received by their laboratories. This has caused some firms to consider the installation of one or more of the instruments available for analytical chemistry. In this country there are relatively few people with experience of instrumental methods and it is difficult for a firm considering the installation of such equipment to assess the advantages which instruments may give them, and to decide which instruments, if any, will be of most use to them. The object of this paper is to give a brief survey of instrumental methods in the field of inorganic analysis. Instrumental methods of analysis have numerous advantages when used correctly. They enable extremely rapid analyses to be made in many cases, e.g., analysis of refined lead by purely chemical means takes about two days whereas spectographically the analysis can be completed in approximately one and a half hours. The accuracy ofinstrumental methods, generally between 1 and 5%, is higher than most chemical methods for small percentages of impurities. Furthermore, if the instrument can be calibrated against absolute standards the errors are usually random and not biased to one side of the correct result. The sensitivity is high, enabling in many cases the detection and determination of smaller percentages than can be detected chemically. This high sensitivity enables and, in some cases, requires the use of very small samples, and results in considerable savings in reagents, allowing the analysis of considerably more samples without undue loss...

Statistical frequency distributions may be used to characterize the overall variation of grade in orebodies. Special types of distribution (e.g. lognormal, log-type A) are necessary to describe skewness inthe case of rare metals. Also needed (but for the most part hitherto neglected) is the serial correlation function which describes the tendency for grades near together in an orebody to be closer together than grades at points relatively far apart.The sampling problem for orebodies is interpreted in statistical terms. Different methods are reviewed, and the effect of serial correlation discussed.A discussion is given, based on experiments and observations made by the author, of biases arising in the minei:l material by such methods as chip sampling and grab sampling due to such causes as nonrepresentative selection by the sampler.INTRODUCTIONMiners have always recognized the large element of chance in their operations. Chance is the raw material of statistical theory and, provided there is some recognizable pattern or underlying regularity in a set of data arising from the operation of chance events, statisticians are able to formulate mathematical models to study them. Mining engineers, geologists, and statisticians have gone a long way between them towards finding general statistical rules which describe the distribution of minerals and metals in orebodies, and even the distribution of orebodies over the earth's surface.These rules do not have the force of physical laws, though they obviously derive from them and have been used to throw light on them. In the late 1970's Western Mining Corporation, Exploration Division considered the purchase of a major multi-element spectrometer as an adjunct to our existing atomic absorption spectrophotometers. The analytical work proposed for the unit included barium, uranium and rare earth elements from Olympic Dam, uranium, sulphur, vanadium and strontium on Yeelirrie type deposits, major element and whole rock analysis, multi-element analysis of samples from the laterite, chromium and manganese exploration programmes and tin and arsenic analysis. These were all analyses that were not readily or easily performed by flame atomic absorption or were where we expected that a simultaneous multi-element instrument would be an advantage. Also the turnaround times for the commercial laboratories was considered unacceptably long for some determinations. Other factors, important when considering the spectrometer were the ability to ensure confidentiality of results and the ability to assign our own priorities and not to have to rely on commercial laboratories. The two techniques considered were X-ray Fluorescence Spectrometry and Inductively Coupled Plasma Optical Emission Spectrometry. The decision was made in favour of the ICP unit for several reasons. The ICP fitted in with our existing methodology, ie samples digested for atomic absorption or colorimetric techniques would also be suitable for ICP analysis and vice versa. The technique was suitable for water samples and for major element analyses and for rare earth elements. X-ray fluorescence spectrometers were installed at the Kambalda and Belmont laboratories and would be available to us for routine checking and for elements not suitable for ICP analysis. The final consideration was price. ICP was considerably cheaper than XRF.

Gold/silver orebodies of the Golden Plateau deposit, Cracow, Central Queensland, are currently being exploited by the Cracow Mining Venture. A geostatistical block model has been prepared to assist with long term mine planning. The Golden Plateau orebody, of inferred epithermal origin, is a multiply brecciated, silicified fault complex containing irregular, tabular and pipe- like oreshoots. Historically the lode has been stoped and open cut over a strike length of 750 metres at widths of up to 15 metres and to a depth of 250 metres. The Golden Plateau mine produced 1.55 million tonnes of ore at an average grade of 12 g/t Au and 13.5 g/t Ag over a 42 year period. In the preparation of the reserve model much reliance has been placed on recent diamond and reverse circulation drilling (71 holes in total). However a significant volume of data has been derived from historical level assays and underground diamond drilling. Over 3,000 level assays and 50 underground drill holes contributed to the database. Similar lognormal populations were observed for 1 metre composite grades from each major drilling campaign once corrections were made for core loss. Cumulative frequency plots revealed only one outlier which was cut to the population line. The population statistics from the historical level assays showed a significant difference from those derived from the drill hole composites. Level assay populations were cut to local drill hole populations before incorporation into the ore reserve model. The resulting data has yielded interpretable variograms, the parameters of which have been applied to the preparation of a kriged block model of the deposit.

All industrial water users are required to hold Water Rights, which are in effect licences to take, use, dam, divert or discharge water. Water Rights are obtained through a legally defined process and any potentially affected party has the per to object to their granting. A special tribunal hears the evidence for and against an application, and issues its decision, which is reviewable in a higher court on Appeal. Rights, if granted, are issued subject to conditions and, in the case of mining discharges, limits would be set on flaw rate, suspended solids concentrations, turbidity, pH and the concentrations of any potential toxicants. This paper presents a case study of an integrated, catchment wide water management plan for Lake Waahi, that was prepared by the author, and others while the author was in the employ of CoalCorp, and its predecessor, State Coal Mines. A large hard rock rib pillar was recently preconditioned at Mt Charlotte mine using a novel blasting technique. The motivation for trialling this procedure was a history of past pillar failures, with associated seismicity. Design studies had shown that a new proposed pillar would be at risk of violent failure, and preconditioning was used in an attempt to reduce this risk. Preconditioning by blasting involves physically modifying a selected zone of ground in advance of mining, then forming the pillar so that it incorporates that zone of ground. The modified rock in the zone is intended to allow extra closure (yield) of the pillar in response to mining-induced stress changes. The ground modification was done by tight firing a blasthole array to fracture the rock. The blast design comprised pairs of pre-split blastholes to create a series of short cracks across the target zone, followed by main blastholes to fracture the rockmass between each pair of cracks. A monitoring program was used to establish whether or not the preconditioning was effective. It included conventional extensometers, stress change cells and closure stations, plus a seismic monitoring system. To-date, stoping is complete on one side of the pillar and has just commenced on the other. Results show significant movements within the preconditioned zone and on geological structures in the pillar, as well as lower stress in the pillar compared to an adjacent non-preconditioned site. The preconditioning technique can be applied elsewhere, provided its purpose, mechanism and side effects are understood. Benefits are likely to include more assured production, and successful pillar recovery even in high stress situations.

Using normal low pressure filtration methods for the dewatering of fine china clays, the best that can be achieved is cakes with about 30% moisture. In order to get the moisture levels down to acceptable levels the traditional method used is thermal drying, which is both costly and dust creating. It was to improve this process that ECC International embarked upon a programme of development of filtration equipment using high pressure to achieve significantly lower moisture levels. This development work investigated several design philosophies and culminated in the production of two quite different solutions. The High Pressure Plate Press uses round plates / chambers of one metre diameter and a filtration pressure of 70 bar. This press is fully automatic and produces a surface dry cake that has sufficient plasticity for the further processing that is required on specific qualities of china clay. The TUBE PRESS on the other hand uses a unique design configuration and operates at a filtration pressure of 100 or 140 bar, depending upon the model. The TUBE PRESS produces a brittle, surface dry cake that is easy to handle and a filtrate that is usually crystal clear. The TUBE PRESS achieves a much higher degree of separation than is possible with conventional equipment, which is particularly important if the filtrate is the product. Over the past 15 years plants incorporating both HP Plate Presses and TUBE PRESSES have been installed in the china clay operations of ECC International and are giving excellent trouble free service. The TUBE PRESS has also proved to be extremely versatile, effectively dewatering a wide range of fine particled slurries, in a number of diverse industries.

A large number of experiments have been carried out by many workers on the recrystallization of deformed and subsequently annealed metals and alloys. Although observations on single crystals are of great importance in the study of the recrystallization textures of deformed and annealed metals, very little of this work deals with material in this form.Since, in deformed metals, the stress concentration is greatest at the grain boundaries and along the planes of slipping, it is to be expected that recrystallization will start in these regions. For example, in polycrystalline aluminium (1),:1: (2), copper (3), a-iron (4) and brass (5), (6), which had been deformed by cold-rolling, drawing, pressing or stretching and then annealed, the new grains first appeared in the boundaries of the original crystals, whilst in the case of cupronickel (7) and iron (8), recrystallization commenced along the slip planes of the deformed material. The history of mining is rightly proud of its achievements in improving productivity and cost improvements over the years. No matter what measure is used, tonnes per manhour, cost per tonne, etc vast improvements have been made over the last hundred years. In fact over the last ten years in Australian coal mines raw coal output per employee has increased by 60 per cent. When one examines why these improvements have taken place the principal reasons have been technological advancement in mining equipment, excavator and dump truck capacity increases, longwall and continuous miners continually improving in reliability and size. Of course all these improvements are correlated to an increase in capital cost. Even with the above-mentioned advances the pressure for increased performance is as strong as ever. The international mining and mineral-processing sector is currently operating in a recessive market with some traditional commodities, eg gold trading at 20 year lows. During recessive times senior management will demand greater returns on capital employed: the obvious choices being reducing costs or increasing throughput. In addition, head office environments will often place a capital freeze on operational management so the opportunity to take advantage of technological change is not available. The challenge is, therefore, to increase throughput and cut costs without the need for capital. The answer is to optimise the existing labour and plant. If done systematically a result in productivity improvement, in our experience, as high as 45 per cent can be achieved with the average across South East Asia and Australasia being 21 - 23 per cent. The intention of this paper is to present a systematic approach to labour and machine utilisation thereby gaining the greatest possible return on the existing capital base.

Valuers of mineral properties should be aware that accountants are a major user of their opinions of value. Reliance by accountants can range from obtaining comfort that book values in balance sheets are not overstated to establishing values by which to assess the fairness of a takeover offer. Accountants using mineral property valuations clearly can't be expected to have the same level of expertise as the valuer and ""second guess"" the valuation. But they do have an obligation, under the ASC guidelines and their own professional standards, to'check the logic and reasonableness of the valuation before being able to rely on it. This means reviewing the valuation report for general sensibility, discussing the methodologies and assumptions with the valuer and being satisfied as to his competence and independence. This paper outlines how accountants use mineral property valuations, the level of scrutiny applied to such valuations and the problems commonly encountered in practice by accountants seeking to rely on them. The paper also explains how values of-mineral properties are established in company balance sheets and why these often differ, quite validly, from fair market values.

The Silver Swan nickel mine is located at the Black Swan Nickel Project, 53 kin north east of Kalgoorlie, Western Australia. The Silver Swan orebody is a massive sulphide nickel deposit dipping 70¦ east with an average in situ grade of 14 per cent. Mining of the massive orebody is by Mechanised Ramp Cut and Fill (MRCF). A mining recovery of 98 per cent and minimising dilution are primary goals in extracting the high-grade ore. Placing a distinguishable marker bed (working platform) on rock fill was identified as a key method to achieving these goals. Gravel from a pit located onsite was considered the most suitable material for the marker beds. Research undertaken to design the marker beds using the gravel revealed conventional methods used in mining would not suffice, but that road stabilisation methods could be a viable alternative. Trials used a road recycler to mix cement and gravel in situ and several test beds were constructed on the surface to determine the final design. The trials attempted to replicate a marker bed's life cycle of construction and placement and mucking of ore from the marker bed.

Successful evaluation and exploitation of resources and reserves relies on the collection of high quality sample data. The quality of the sample data must be maintained through the application of a robust quality assurance and quality control (QAQC) program, including documentation of sampling procedures, training of sampling personnel and the regular monitoring of control samples. However, the application of QAQC programs in the minerals industry is often poor and the purpose misunderstood. It is all too common to have good quality control data collected, but no analysis work carried out until after drilling is completed. In a lengthy drill program, this can lead to problems not being discovered and corrected as they happen. Moreover, rectifying problems afterwards will be costly in terms of time and money, if not impossible. The consequences of poor quality sample data are many and include such effects as over- or underestimation of block grades, misclassification of ore and waste, and lower confidence in the resource/reserve models. The purpose of this paper is to highlight, using case studies, the importance of good QAQC practices to monitor the quality of sampling and laboratory sample preparation and analysis.

BHP-Utah Coal Limited operates 33 draglines of varying sizes in the Bowen Basin of Central Queensland. The group's operations with draglines commenced in 1963 with the establishment of opencut operations at the then TPM Moura Mine and continued through expansion of that mine, the commissioning of the Utah Development Company Blackwater Mine in 1968, and the subsequent establishment of six (6) other large opencut mines, all in the general area over the next fourteen years. These operations generally commenced with boxcuts on the sub-crop at depths of 15 to 25 metres. Over the years, depths have increased so that average depths now are in the 45 to 50m range. It was soon realised that dragline operations would have to be supplemented with additional stripping equipment. In 1981, a symposium "45m and Beyond" was held in Rockhampton to assess the problems associated with such "deep" stripping. Subsequently, dragline operations have continued and although addi- tional stripping capacity has been added, in many instances, draglines have been used and are being used to dig depths greater than 45m, some- times as much as 65 to 70m.

The Mt Todd Gold Project is located 42 km northwest of the township of Katherine within the Northern Territory of Australia. It is situated in the southeastern portion of the Pine Creek Geosyncline. The Batman gold deposit, the largest of several deposits at Mt Todd, hosts an identified mineral resource of 92.9 million tonnes (Mt) grading 1.4 grams/tonne (g/t) as at 31 December 1993. Host rocks at Batman are assigned to the Early Proterozoic Burrell Creek Formation, comprising greywacke and siltstone interbedded with shale. Gold mineralisation is associated with a very broad zone of sheeted and stockwork quartz-sulphide veins that occupy a corridor of intense brittle fracture and faulting. A conceptual model of formation involves the dilation of joints and micro-faults within overlying sediments during sinistral movement along a basement shear zone. Synchronous granite intrusion generated convective circulation of crustal fluids through the sedimentary pile resulting in the formation of auriferous quartz veins within favourable structures. The Batman zone of mineralisation is not directly related to fold structures which typify several other major gold deposits within the Pine Creek Geosyncline.

For nearly two decades water scientists have been debating the need to use appropriate models for the questions being asked and the data available. This paper puts forward a rationale for a hierarchical framework for water balance modelling as it applies to mine sites. The hierarchy is based on the complexity of models and their data requirements. Scientific models are the most complex and require the most data; next is engineering models, then systems models and the simplest representations are given by conceptual models. A position is put forward that systems models have a range of uses that the others do not provide. A systems model, called SiteMiser, is described and its calibration illustrated. The model is applied to seven coal mines from the Northern Bowen Basin in Central Queensland. Currently, there is little relationship between total water use and coal production. This relationship is not any stronger when fresh (raw) water is compared to reused water. Leading practice water use levels are simulated for all sites. The simulation results demonstrate that there is considerable opportunity to reduce water consumption and, in particular, to import less fresh (raw) water to the sites.

Mechanical and electrical (M&E) systems in road tunnels are constrained by the traffic envelope and the construction profile. Whilst these spatial constraints are often ælocked inÆ early in the design process, the detailed M&E design continues for some considerable time after key civil engineering issues have been resolved. Ventilation design criteria for both normal and emergency operation often involves considerable negotiation with a wide range of stakeholders. Final system performance and spatial requirements are only finally resolved when suppliers are selected following the tender process. Lighting design is dependent upon a wide range of factors including tunnel lining materials and associated colours as well as agreed maintenance regimes. Cabling systems can only be developed when the general arrangement for power distribution is agreed and a system of substation, switchrooms and equipment rooms is in place. Many other systems such as fire protection and communications facilities fill the available space beyond the traffic envelope, where physical, structural and æsight lineÆ requirements must all be accommodated. The more co-ordinated civil engineering and M&E design is and the earlier the process starts the better the outcomes for all parties.

This analysis attempts to reconcile existing ecological theories, rehabilitation planning goals and implementation constraints in the form of a rehabilitation paradigm that considers potential and pragmatic ecosystem transformation pathways. The framework prioritises multiple developmental scenarios for post-disturbed landscapes within a continuum of ecological outcomes. A feature of the framework is that ænovelÆ ecosystems and agro-ecosystems, having a range of commercial and societal values, are valid outcomes spanning the conceptual divide between the ecological functions of under-rehabilitated versus re-instated ænaturalÆ landscapes, especially in a changing environment. Landscape suitability analyses are considered to be fundamental to the incorporation of regional landscape and climate in the implementation of land rehabilitation and management strategies. Altogether, the paradigm could facilitate the identification of widely pertinent rehabilitation goals having direct implications at the regional scale of restoration ecology and acceptance of the need for ongoing commitment to the management of disturbed environments.CITATION:Audet, P, Doley, D and Mulligan, D R, 2012.
