The optimisation of capital in the total planning context has broadly two components: ò maximising the efficient utilisation of capital against competing capital demands; and ò maximising the efficiency with which the industry's capital requirements are sourced. This paper focuses on the latter of these two concepts, as I wish to highlight that within the coal industry the inefficient sourcing of capital has resulted in the inefficient utilisation of capital. In discussing the optimisation of capital within the coal industry I would like to outline three fundamental issues which currently impact the industry and its application of capital: Initially, from the perspective of an independent investor, the perceived risk associated with investing in a volatile industry cycle has not permitted appropriate funding structures to be created thus leading to an inefficient utilisation of capital. Secondly, investors seeking out a windfall gain have established a practice of trading in the assets rather than encouraging recapitalisation. And lastly the mismatch of supply and demand leading to the establishment of new projects which include a percentage of offshore investment has fostered an environment of lower returns and subsequently a dilution of capital.

"An EXTENDED ABSTRACT is available for download. A full-length paper was not prepared for this presentation. The Frieda River Project is located in the north-west of Papua New Guinea. The target commodities for a bulk mining operation are copper and gold associated with a large felsic porphyry system. The project comprises a series of deposits, with the Horse-Ivaal-Trukai (HIT) being the largest. It also includes the adjacent smaller Koki and Ekwai deposits.Previous resource estimates for the HIT were made using 14 separate mineralised domains based on structure, copper grades, lithology and alteration. H&S Consultants (H&SC) has revisited the deposit and concluded that a simpler methodology could be used for resource estimation without using wireframes as hard domain boundaries. This conclusion is based on reviewing all the available geological data combined with geological and resource experience of porphyry deposits.It is generally acknowledged that porphyry deposits form by diffusion of mineralising fluids through the host lithologies, meaning that sharp boundaries are unlikely unless these fluids encounter specific physical or chemical boundaries. It is important to prepare a comprehensive geological model prior to attempting resource estimation as it forms the framework for the estimates; however, not all geological features may be relevant to the distribution of mineralisation and there can be a tendency to overcomplicate the estimation process by using too many domains. Unless a hard boundary can be identified consistently and unequivocally, it is generally better not to use a boundary in that location.H&SC completed unconstrained models with no top-cutting using both a simple flat search ellipse and a steep search ellipse to generate global resource estimates reported within a predetermined pit shell at a 0.2 per cent copper cut-off. Both outcomes are within 10 per cent for the tonnes, contained copper tonnes and gold ounces compared to the constrained resource estimate. The slight differences are most likely due to the different search strategies, but also indicate the robustness of the unconstrained modelling approach.CITATION:Queen, L D and Tear, S J, 2015. Since Jameson Cell flotation technology was first installed in a coal flotation application in 1988/89 at Newlands Coal Handling and Preparation Plant (CHPP) there have been fundamental improvements to its design which has led to its current status as the leading technology in Australia for fine coal flotation. These improvements, which include key hardware modifications, consist of the re-development of the orifice plate to produce considerable increase in wear life and reduction in power consumption for a given air entrainment and a significant increase in the amount of air that is entrained. Modifications to the downcomer allow maximisation of residence time and air entrainment while changes to the feed and air distribution system allows a reduction in installation cost and a reduction of solids ingress into the air line. Additionally, operational improvements such as the use of recycle to maintain constant flow to the cell feed are discussed. The recent installation at Hail Creek in the Bowen Basin, which consists of three B6000/20 Jameson Cells (6 m diameter bottom-fed distributor with 20 downcomers) will be reviewed as a case study. The latest design and operability of the cells are summarised and compared against one of the original designs at Riverside CHPP also in the Bowen Basin.

The Golden Cross mine was an open-pit and underground gold and silver operation from December 1991 to April 1998. Closure of the mine has been based on an approach agreed among stakeholders. The initial phase was the release of a closure plan which was regarded as the blueprint for the following phases and the closure works required to implement the plan. The second phase involved lodgment of consent applications and their granting for the final water management configuration. The final phase is monitoring, confirmation that the site is performing as required by the closure plan and consents and settlement of final ownership, management and surety arrangements. Industry best practice modelling techniques have been used to finalise closure design and have been shown to be good predictors of site water management and discharge performance. Site discharges are in compliance with toxicology based water quality criteria for the protection of aquatic life and most discharges from the site, including those from the closed cyanide-tailings facility, can now be discharged without further active intervention or treatment.

Several major routes connecting Northern and Southern Europe or Asia run through Austria. These highways have to surmount the alpine range which traverses Austria from west to east. In order to ensure safe driving conditions even in winter, tunnels, at times quite long ones, are necessary. Austria now has tunnels totalling 160 km in length. These tunnels are either already in use or just about completed. The Plabutsch tunnel near Graz will be one of the longest tunnels in the world: approximately 10 kilometers in length. It will be put into operation in the summer of 1987. Before construction could begin, soil and rock conditions had to be investigated by means of a test tunnel. Afterwards, excavation was begun to the full 100 m' cross section. The new Austrian tunnelling method with conventional blasting was used for the major part of the tunnel. It was necessary to have such a large tunnel cross section because a fully transverse ventilation system is installed for environmental reasons. In order to avoid air pollution from the tunnel, exhaust fumes are not allowed to escape from the tunnel portals but from two shafts, each with a diameter of 8.5 m. In this way, exhaust fumes must rise 90 meters or 240 meters before they reach the open air and will thus not affect the city. The ventilation system influences the size of the excavation, and especially the size of the ventilation caverns and the air shafts. All these factors directly influence construction and maintenance costs, and an economical optimisation leads to the appropriate dimensions for the excavation.

In the first, bubbles begin to be evolved more or less rapidly from the lead, and in the second, which occurs at a higher temperature than the first, hydrogen and sulphur dioxide are evolved, free sulphur is liberated, and leadsulphate is formed. The underground metalliferous mining industry continues to change under the influence of many factors including, to name a few, new mining techniques and equipment, new approaches to risk management, more stringent safety and health standards, new employment practices and orebodies become deeper and often lower grade. In addition, the same technological revolution and plummeting cost of technology that has brought the GPS, smart phones and digital cameras to the general population is also working its way through the mining industry impacting on communications, automation and process control as well as introducing major efficiency and productivity dividends. However, not all factors are positive including, in particular, the issues of carbon costs and electrical power. The estimation of particle liberation is important in the study of mineral concentration. With simple systems, where the densities of the components are low, the liberation can be studied directly by density fractionation. For most practical systems, and particularly for the dense, complex sulphides, the only method known is by measurement in polished section. There are two major difficulties with such measurements. Firstly, the measurements themselves are difficult and considerable care is needed before reproducible results can be achieved. Secondly, a well known stereological problem arises which gives the estimates an inherent bias. The paper discusses both aspects of the problem. The practical features of measurement are treated in detail and a method described which has been developed and proven to give reproducible estimates of the liberation in the section. This discussion relates to automated measurements by QEM*SEM and presents a way of estimating the confidence limits within which measurements lie. Comparisons are shown between measurements made by the traditional manual optical technique and automated equipment. Stereological reconstruction is also discussed briefly. Several methods have been presented in the literature but all are complex and none is yet widely accepted. Area measurements are less biased than linear estimates so a practical approach is to use area measurements in uncorrected form. The topic is still being actively researched so it is expected that one method will soon emerge as the standard technique.

A number of gases, such as carbon dioxide, methane, water vapour, nitrous oxide, ozone and chlorofluorocarbons are transparent to incoming short-wave radiation, but are relatively opaque to outgoing longwave radiation. Variations in the concentration of these gases in the troposphere can alter the thermal balance of the earth's atmosphere. Outgoing terrestrial radiation which would otherwise escape to space, is trapped within the inner layer of the atmosphere, resulting in a greenhouse effect. It is estimated that at present greenhouse gases other than carbon dioxide, contribute about 50% to the greenhouse effect. However, in the future, the contribution made to the greenhouse effect by gases other than C02 will become increasingly more significant. Greenhouse gases arise from a wide range of sources and their escalating increease is largely related to an increase in the world's population, an increase in the standard of living of many areas and changes in lifestyle. The effect of increasing man-made greenhouse gases in the troposphere is unknown but it is proposed that it may increase temperature and may modify climate, agricultural response and land use. The sources of greenhouse gases are identified and found to comprise a wide range of activities. The contribution that coals use makes to the greenhouse effect is examined in detail. It is concluded that coals total contribution is small being about 10% of man made greenhouse gases. Envisaged expansion of coal's use will only cause a small increase in greenhouse gas emissions. Whilst developing technology for coal's use for power generation has the potential to reduce greenhouse gas emissions from new plants by approximately 25%.

Hydrocyclones have widespread use as classifiers in applications such as mine fill preparation and coal preparation. A fundamental conflict often exists between recovery of all of the valuable material and maintaining the quality of the product. This conflict is a result of a portion of the feed material passing through the cyclone, effectively without undergoing any classification. This paper describes an investigation, undertaken as an undergraduate project in mining engineering at the University of NSW (Brook, 1994), into aspects of cyclones in which supplementary water injection is used in an attempt to reduce the amount of misplaced fine material reporting to the coarse product and hence improve the overall classification efficiency. In particular, the study concentrated on the effects of different modes of water injection. Two methods of introducing wash water into the cyclone body were investigated. A series of tests were performed on a laboratory hydrocyclone having provision for radial water injection at different levels through small orifices in the wall of the conical section, and a preliminary study was made of the performance of a novel cyclone in which the conical section had walls of a permeable polyethylene, permitting a uniform introduction of wash water over the entire surface.

COPING WITH COMPLEXITY In every industry, and mining is no exception, plant and processes increase in complexity over time and managers and operators need correspondingly more knowledge. The mine manager has to delegate details to operators, engineers, metallurgists, accountants, safety specialists, personnel officers and the rest. Is it reasonable then, to expect the Mines Inspector to be competent to judge the conduct of all these operations against the criterion of the regulations? Obviously not, but what are the alternatives? One is a superficial inspection where the inspector goes on a hazard hunt for broken steps and missing handrails. Another is one in which an army of specialist inspectors marches on a mine, sometimes outnumbering the staff. Each is competent to assess some part of the operation and if he or she can find an opposite number among the mine staff, they can discuss details. But what good does it achieve? The system acts to remedy present defects and to make recommendations which, if only they were followed, would prevent the same things happening again. Given that this process has been going on since the first Factory Act of about 1840, how is it that there are any more defects left to put right? The answer of course is that defects keep appearing, and new defects arise as fast as the old ones are found and corrected. Further progress can only be made by preventing defects at their source.

In the first half of this century a mining industry was developed in Indonesia under Dutch colonial rule. World War II and the subsequent struggle for independence resulted in the destruction of most of the infras- tructure and much of the data. After independence, restrictions on for- eign investment and internal turmoil prevented re-establishment of a viable mining industry until the formation of the present Government after 1965 and the enactment of sound laws in 1967 to encourage foreign investment. Rebirth of the mining industry was followed initially by slow growth, but in the 1980's, spurred by the worldwide interest in gold, Indonesia has become the focus of an intense exploration boom for gold and other precious metals. 103 Contracts of Work for gold have been awarded since 1985 with Australian companies being the most predominant. Since 1985 three new gold operations have been commissioned and another two are nearing completion. Several more are undergoing feasi- bility studies. There is reason to predict that Indonesian gold produc- tion will grow to place the country in the ranks of significant producers during the 1990's.

May I, at the very outset of this second gathering, congratulate the Institute on the great progress that has been made in the interval. At the first meeting in New Zealand in the year 1903, I understand that less than 20 persons were present, and now in the large concourse before me I believe there are not fewer than 140 persons, while if every member of the Institute to-day where here there would be over 500 which is a great change from a membership of only 250 in 1903. I feel deeply appreciative of the honour you have conferred upon me by electing me your President for the year 1911. In return for the compliment, may I ask you to believe that I shall do everything in my power to further the interests of the Institute throughout the coming year.It is a great regret to me to realise that soon my work in New Zealand will be over. The key elements required to maintain final wall integrity and hence slope reliability are discussed. Failure modes and mechanisms in highly structured rock slopes are then reviewed. The impact of blast disturbance on rock masses in general is discussed and the relationships between the slope failure mode and blast disturbance is then explored. The question of how designers can incorporate such impacts into the slope design process is then addressed. This necessarily involves rock mass strength consideration and two case studies are used to demonstrate a recent dilemma in this regard. Some progress regarding this dilemma has also been reported for the second case study. The major conclusions are that: Slope reliability can be severely compromised if the slopes are damaged by blasting and this impact is not often incorporated into the slope design process. The location and extent of the blast damage will impact some slope failure geometries and failure mechanisms more than others. The concept of failure mechanism specific vulnerability needs to be further developed. The evidence indicates that this aspect is even more extreme for weak ground conditions. The quantification of the reduction in rock mass strength due to blast damage is not well understood and limitations exist with some recent guidelines. The use of the Hoek-Brown criterion for slopes in blocky rock masses requires considerable judgement. Further applied developments in this regard would be very beneficial to the industry. Some promising methods to incorporate blast damage estimates into the slope design process are emerging. It is good business to minimise final wall blast damage otherwise a whole range of issues relating to reduced slope reliability emerge.

In the mid 1960's Outokumpu considered building a lead Flash Smelter on the basis of Flash Smelting technology developed first in the late 1940s for smelting copper concentrates. Pilot scale tests were carried out and the process was found technically sound. The project was however not economically viable under Finnish conditions and it was cancelled. In 1981 pilot plant tests were restarted after many enquiries from the primary lead producers. All the know-how and development made in copper and nickel smelters was applied to the Lead Flash Smelting process and the tests were successful. Outokumpu has so far tested several types of lead concentrate with lead contents ranging from 28 to 75 per cent. The concentrate is oxidized and smelted to metallic lead and slag directly in the Flash Smelting Furnace using high oxygen enrichment of tonnage oxygen. Fossile fuel is used in the Flash Smelting Furnace in cases when the feed material does not contain enough latent heat to smelt the furnace products even though pure oxygen is used for oxidation. Thus the process results in a low consumption of extraneous energy. Use of oxygen results in a small gas flow but it is rich in sulphur dioxide. The gas treatment facilities and sulphur recovery plant will be small in size and low in investment cost. The process is flexible and can produce stable quality of products from different types of raw materials. Quality of lead bullion especially the sulphur content can be regulated over wide a range, from 0.1 per cent upwards according to the needs of the refinery.

During the later part of 2007 I was lucky enough to visit the Atlas Copco facilities in Sweden, and to see first hand what a large and diverse company Atlas Copco is. The reason this paper calls the Atlas Copco experience a bonanza is that it means a source of great and sudden wealth or luck; a spectacular windfall or a rich mass of ore, as found in mining. I think this aptly describes the scholarship as it has greatly increased my wealth of knowledge of the mining industry. This paper intends to encourage all those eligible to apply for this fantastic scholarship opportunity, and seeks to thank all those involved who made this scholarship the amazing experience that it was. Atlas Copco produces most of its Swedish products in the town of +rebro, and it was here that I spent most of my time, visiting the Underground Rock Excavation group, the Surface Mining Equipment group and Rocktec. I also travelled around Sweden and was able to visit one of OricaÆs manufacturing plants, the Secoroc groupÆs manufacturing plant, the Geotechnical Drilling and Exploration group as well as being fortunate enough to visit the LKAB mine in the Arctic Circle in Sweden. The trip was not all information on Atlas Copco products and services however; I was able to go to the Ice Hotel in JukkasjSrvi and drink Absolut Vodka out of ice glasses, go on a reindeer safari (as well as eat them!), sample the fine meat from a moose, drink local schnapps, attend the Atlas Copco Christmas party, wander around the wonderful city of Stockholm and generally immerse myself in the great Swedish culture.

The various functions of public relations are playing an increasingly important part in the activities of the many companies now engaged in oil exploration in Australia.Several of the larger exploration companies, notably West Australian Petroleum Pty.Limited, Ampol Exploration Limited, Caltex Oil (Australia) PtSr: Limited and Australian Oil and Gas Ltd. (and its American Associate Union-Kern), employ staff or consultant public relations specialists. In, most of the other companies now exploring in Australia, public relations are handled within the company, directed from the highest executive level.The object of public relations in.the oil industry is. to create in the public mind an impression favourable to the industry as a whole and'the company -or group of companies with which the public relations officer is associated.

Drill and blast mining techniques are used to mine coal outburst prone and high gas content coals in Australia. As the risk of an outburst is increased in high gas content coal, it is considered that drill and blast is the safest way to mine coals that refuse to yield gas even after considerable gas drainage efforts. The availability of suitable explosives for drill and blast in Australia is dependent on the æBuxtonÆ tests. With the diminished coal operations in England, the type and supply of such explosives is tenuous, causing significant disruption to the production of coal in some mines. In an attempt to free up the availability of explosives a review of the methods used for the testing of coal mine explosives was undertaken to ascertain the scientific basis for these tests. It was hoped that this comparison would allow regulators to have the confidence in explosives that had been tested elsewhere. Although this was not achieved, it has spawned a major research project that aims to better understand the mechanisms involved so that either confirmation of the current testing regime can be achieved or more suitable and scientifically based tests can be adopted. This paper looks at the ongoing research program investigating the parameters that are involved with methane ignitions from explosives. By utilising high-speed data capture and processing the research project is trying to view an ignition as it happens to identify the mechanisms involved so that better explosives can be designed for the coal mining industry.

The paper aims to showcase the size and history of the coal mining industry around Wollongong and to emphasise the specific benefits and challenges that are faced by companies operating coal mines in such close proximity to urban and environmentally sensitive areas.
