The growth of the mining industry around Australia over the last ten years has seen many open cut mines developed on shallow oxide reserves. Most of these have been gold operations, although there are some copper mines in the list, too. Many of these have exhausted their oxide reserves and have made the transition to underground mining to access their deeper sulphide ores. Other operations have reached or are approaching the point where the decision has to be made to go underground or cease mining. This paper discusses the issues involved in making the transition from surface to underground mining. The aim is not to discuss each of the issues exhaustively. This would take a conference in its own right. Nor is it intended to provide a primer on underground mining. Instead the aim is, firstly, to flag the issues which must be addressed when planning to make the transition from surface to underground mining and, secondly, to identify critical aspects of mine development.

Blasting is at first sight a simple operation. Blastholes are drilled in a suitable pattern, primed, charged with explosives, stemmed and finally the blastholes are connected together to give the appro- priate initiation sequence. In practice the action of the explosive takes place in the interior of an opaque rock mass and only the external faces of the rock mass to be blasted can be easily observed. The mechanisms of blasting cannot be observed directly and must be inferred from observations of the free face and meas- urements of particle movement made by sensors grouted into holes in the rock. Explosives react very rapidly, in some microse- conds and any instrumentation of a blast must have an appro- priate response time. In many mines several rock types can be encountered during production. Several different methods of blasting may be necessary to cope with changes in rock types espe- cially if weak rocks are found in the final limits. This also makes it difficult to be sure of getting a large enough volume of rock to perform a series of reproducible experiments. While there appears to be agreement on the mechanism of blasting it is unlikely that a detailed understanding of how all the variables that can be encountered in practice affect blasting. The ease of assessment of the results of blasting depends on the criteria used. It is easy to isolate, measure and count over- size boulders. It is however difficult and costly to get a complete fragment size distribution. Methods used to assess blasting can vary significantly from site to site and the ways in which data are collected, presented and analysed will vary making compari- son of blasts at several locations very difficult. The definition of an optimum blast can also vary with the type of blasting. The muck-pile profile and fragmentation will be different for a dragline to that for a truck and shovel operation. In order to be able to assess blasting the mechanism has to be understood. Th rock and explosive properties considered rele- vant to blasting can then be determined. The early development patterns of both Australia and New Zealand were substantially in parallel and both were heavily indebted to gold mining for, providing the stimulus to growth. However, since the mining boom, of 1895 - 1899, the mining sector in New Zealand has progressively declined, while in Australia it has assumed an increasing importance in the economy. The continued dominance of minerals in Australian trade, and the fact that eight out of the top ten companies in Australia are directly involved in mineral exploration and production, has strongly influenced government and public attitude's to the minerals sector. Although the legal framework of mining and exploration Acts and Regulations are similar it is in, the method of administration, particularly in regard to exploration and prospecting licences, that the gulf across, the Tasman is apparent. Despite the relative ease of application and granting of licences in Australia, in the more settled south eastern part of the continent we are finding more and more land is being zoned unavailable for exploration. In the remote areas, the Aboriginals now control nearly ten per cent of the land area of Australia, virtually with drawing that portion from exploration. The concept of 'Australianisation' has softened a hardening attitude against foreign investment in mining on the part of the bureaucracy. This anti-mining attitude is fortunately, not shared by the public, and we can but hope that the will of the Australian people can filter through to our masters in Canberra, and ease the rapid increase in the number of regulatory bodies which does so much to inhibit the normal conduct of business. The delays caused by interminable hearings and committee investigations all cost money. This cost can only rebound back on the end consumer, who after all is a voter.

Since the last occasion on which I spoke to you on this subject there has been a considerable increase in the mechanical ventilation of Western Australian mines.The following table compares the figures for 1939 with those of 1941. The type of fan most commonly used is the limit load fan. On account of its higher mechanical efficiency it has very largely superseded the multivane fan with forward curved blades.Two fans of the propeller type are in use and these have given very satisfactory service. This type of fan also has a high mechanical efficiency particularly at the correct duty for maximum efficiency.The maximum efficiencies obtainable from the various types are, for "multivane" 670/0, for "limit load" 75%, and' for aerovane 7810/0.References to propeller fans with variable pitch have appeared in the technical press, but no detailed d~scription has been issued. The advantages of these fans for mine ventilation are not obvious. An aeroplane is required to operate over a wide range of duties, while the speed of the motor for maximum efficiency is pl'actically constant. In such circumstances the propeller can be adapted to the particular work it has to do by varying the pitch of the blades. In a mine the speed of the fan can be varied to suit.the conditions, and it would appear that variable pitch is not necessary while there is a reasonable range of fans to choose from.The question of the correct position for the fan still comes in for considerable discussion. Exhausting fans at the surface have the support of time and custom, and in many cases this represents the only reasonable arrangement. Such fans should be fitted with an evase, especially in the case of fans with a high outlet velocity such as the aerovane types.It is claimed that there are advantages in having the fan at the surface where it is readily available for inspection and maintenance. Experience has shown that these advantages are more apparent than real. Fans will run for long periods with no attention other than occasional greasing and cleaning, and modern electric motors will run without attention for very long periods.In some instances the expense of a power cable to take current to the fan may be saved by placing it on the surface, but in the majority of cases...

The Kanmantoo Copper Project is owned and operated by Hillgrove Resources Limited and is situated in the Adelaide Hills region in South Australia. Mining in the area has taken place off and on over the last 140 years to recover metal from both copper and lead-zinc ores. The term æindustrial mineralsÆ covers a wide range of minerals, from diamonds to silica sand, which are fundamental to the sustainability of a wide range of industries, from drilling mud to autocatalysts. The paper commences with an overview of the industrial minerals markets, with particular reference to the characteristics that impact on the development of a successful marketing strategy. This is followed by the identification of the steps to be taken in the negotiation and execution of an industrial minerals sales contract, from identification of the appropriate product through negotiation of the contract to ongoing customer relations. An understanding of your customerÆs business is fundamental to a mutually successful long-term relationship with that customer. The paper concludes with an overview of the techniques and approaches through which such a relationship may be achieved and maintained.

Taxes have an impact on mineral resource availability in several ways. There is the obvious effect on the grades needed for mineral deposits to become economic orebodies. There are also indirect effects which can have equally significant impacts. The paper examines the appropriateness of different types of taxes in the mining industry. The effects of discriminatory taxes such as price-based royalties are described. There is a discussion on the feasibility of introducing a single resources tax to replace completely the various forms of taxes presently applied to the industry. The subtle impacts of taxes are described in a section covering the way in which apprehension over future possible changes to both the level and diversity of taxes is reflected in industry confidence. It is concluded that taxation can significantly limit the economic availability of mineral resources.

The selection and implementation of the right technology for a project is critical to the future development of the resource industry. It is essential for companies to ensure ongoing competitive viability that where practical new or alternative technology be adopted. Analysis of historical data relating to development of resource-based process plants provides an enlightening insight into the key factors which influence their success or failure. The adoption of new technology does not guarantee the success of a project. The outcomes of this analysis have been used to develop some general guidelines and principles the author believes are useful in the selection and implementation of new or alternative technology in resource projects. I would like to build on the keynote address given by Peter Stoker to the Fourth International Mining Geology Conference (2000) entitled æThe Role of the Mine GeologistÆ. He concluded that à the important aspects of the professional contribution of a mine geoscientist to a mine operation include: The geoscientists prime task is to maximise the profitable extraction of the ore deposit on which they are working û that is to add value. They must maintain and develop their own expertise. By ensuring a truly professional approach to all they do, they will provide the best service to the community, to their company or client, their shareholders and their family or close associates. In that process they will also assist in protecting themselves in this increasing litigious world. I intend to build on these points and, in particular to expand on what it really means to take a truly professional approach to mine geology. Mine geology is different from other forms of geological practice. As a mine geologist you are the advocate for the orebody. After all the orebody is the one thing that is unchangeable.

Many changes have occurred in the world market for manganese over the last five years. Among these, the emergence of divided steel processes for the hot metal refining of pig iron is affecting the use of both ferruginous manganese ore and ferro manganese, at this stage particularly in the Japanese steel industry. Subsequent demand for higher quality manganese materials is promoting the use of thermally beneficiated products such as sinter. In addition, many processes are being developed for the direct smelting of fine manganese ores, of which plasma technology is the most advanced. Cost pressures and product quality requirements are encouraging pre- viously self sufficient countries such as The People's Republic of China and the USSR to import high grade manganese ores to supplement indigenous lower quality supplies. At the same time, Brazil has been provided with the impetus to convert its substantial reserves of ore to value added products.

Zinifex Rosebery Mine is a lead-zinc underground mining operation located at the base of Mount Black, on the West Coast of Tasmania. Mining activities at the Rosebery Mine have been undertaken for over 100 years, and it has been operating in its current form for over 60 years. A large surface and underground exploration drilling program over the last 18 months has increased the mineÆs expected mine life from five to 12 years, with expectations that over the next 18 months as the program continues this will swell to 20 plus years. Zinifex Ltd secured Rosebery Mine in April 2004 and commissioned a detailed life-of-mine (LOM) study on all aspects of the operation. One of the most detailed sections of this report was on the state of the current ventilation system. It was identified in this report that for mining at the current depth of approximately 1100 m to continue a minimum 30 per cent increase in ventilation quantity was essential, as well as a likely requirement for a refrigerant cooling plant for each of the two deepest panels, the K and P lenses. It was identified that Zinifex did not have personnel with the expertise in underground refrigeration to manage and implement a project of this nature. A second report was commissioned with Bluhm Burton Engineering (BBE), a South African firm specialising in both surface and underground large-scale refrigeration plants. BBE concluded that two refrigeration plants were required to provide the necessary cooling power in the lower sections of the mine. In 2005, with BBE as technical consultants, Zinifex Rosebery Mine embarked on a project to commission two underground refrigeration units capable of lowering the wet bulb temperature at the decline face by four degrees centigrade. The Grande Côte Mineral Sands Deposit (GCMSP) is located on a coastal mobile dune system in Senegal on the west coast of Africa. Senegal is a stable, democratic republic, having gained its independence from France in 1960. It has a population of about 12.5 million people. The dunes begin about 25 km north-east of Dakar, the capital city of Senegal, and extend northwards for more than 140 km. The mineralised dune system averages about 2 km wide with some areas extending to up to 4.5 km wide.Mineral Deposits limited (MDL), a Melbourne-based company with over 60 years operational experience in mineral sand mining in Australia, holds, through its Senegalese subsidiary MDL Senegal SARL (MDLS), a 25-year Mining Concession covering the deposits. The main heavy mineral (HM) areas identified to date are, from south to north, Mboro, Fass Boye, Diogo and Lompoul. Within the Mining Concession there is potential to identify additional resources beyond the limits of present drilling. The dunes are mobile or semi fixed, pale yellow in colour and overlie older white marine sands. The dunes range between 5 m and 30 m in height and the mineralised zones, which are essentially flat-lying, average around 15 m in thickness. The mineralisation consists, principally of ilmenite with accessory zircon, rutile and leucoxene. Zircon and ilmenite are the main commodities of interest.Independent consultants AMC estimated mineral resources for the four main deposits in 2006 of 1330 Mt of sand averaging 2.0 per cent HM at a cut-off grade of 1.5 per cent HM. At a cut-off grade of one per cent the resources were 3200 Mt averaging 1.5 per cent HM. All of the estimate was classified as Inferred Resources under the 2004 Australasian Code for Reporting of Exploration Results, Mineral Resources and Ore Reserves (JORC, 2004).Subsequent completion of infill drilling, sampling and assaying of the initial mining area, centred at Diogo, was completed in 2008, enabling a final dredge path to be designed and ore reserves estimated, based on a JORC compliant Measured and Indicated Mineral Resource. Infill drilling is continuing in the Lompoul and the results of this campaign will be included in the JORC compliant data base by AMC in April 2010 to enable the 15 per cent year dredge path and mine plan to be finalised.Development studies have shown that the project can be optimised as a dredging operation, with mineralised sand being treated in a conventional floating spiral preconcentrator, wet concentrator and dry mineral separation plant. Engineering work now substantially completed by Ausenco Limited (Ausenco) has developed the combination of some existing plant from MDL’s past operations, and new plant for the complete process from dredging to final product separation and grading. Testwork on a series of bulk samples has determined that the project can yield a high quality zircon product and an ilmenite product along with minor rutile and leucoxene.Work to date indicates a likely output of around 80 000 t of zircon in various quality streams (Primary, Secondary, Standard and Foundry Grades), around 550 000 t of ilmenite plus around 15000 t of rutile and around 12 000 t of leucoxene/secondary ilmenite. Planned zircon output would represent around 7per cent of the total world production, which would make the GCZ&IP a significant producer on a world scale.The studies have indicated capital costs to be in the range of US$400 M total operating cost (after completion of ramp-up) of around US$50 M - $55 M/a. Revenue is expected to be in the range $127 M - $157 M/a.

The Merlin Zone, a 2008 high-grade Mo-Re discovery, is a part of the Mount Dore Deposit in the Eastern Succession of the Mount Isa Inlier in Queensland, Australia. Hosted by carbonaceous metapelites and phyllites, the Merlin mineralisation comprises molybdenite veins, breccia infillings, stylolitic fracture fillings, and disseminations. Because rhenium is geochemically similar to molybdenum and commonly associated with it, global production of rhenium has been mostly a by-product of molybdenum refining. The high-grade rhenium in the Merlin Zone is an exciting discovery that is expected to become a direct source of rhenium. At the time of discovery, quality assurance (QA) procedures for rhenium were not in place at the Merlin Zone; therefore, they needed to be developed.The Merlin Zone was discovered using reverse circulation drilling, which led to concerns about molybdenite loss due to poor sample recovery. The twinning of the discovery hole with diamond core demonstrated a two-fold increase in molybdenum grade over several tens of metres. Consequently, the resources of the Merlin Zone were defined using assays from diamond drill core.Early analytical work, which was initially done only for molybdenum, comprised geochemical analysis with an aqua regia digestion, which have poor precision and can be biased low. Although initial testing for rhenium used similar procedures to those for molybdenum, a scarcity of commercial rhenium reference materials led to a validation process using neutron activation analyses and different digestions. This resulted in introduction of four-acid digestion assays, development of matrix-matched reference materials, and improvements to the quality of molybdenum and rhenium assays for reporting resources. Coarse and pulp duplicates were used to check for sampling bias and to ensure that levels of precision were adequate for the style of mineralisation and analytical methods. In addition, the direct and consistent geochemical correlation between molybdenum and rhenium provided another method for checking analyses.

In the current climate, there is a real need to bridge the gap between theory and the real world mining considerations, and develop viable, cost-effective, high performance thickeners. With a greater need to extract profits from both difficult-to-process ores and lower grade orebodies, coupled with the necessity to produce 'greener', less water intensive technologies, suppliers need to take current thickener designs to the next level and into the 21st century. The complexity of 'getting it right' within a thickenerÆs feedwell, the 'nerve centre' of the thickener, is no small task. Delivering dilution water and mixing this water with incoming feed slurry, addition of flocculant, maximising flocculant-slurry interaction to build aggregate size, minimising unabsorbed flocculant percentage, volume average of solids volume fraction, momentum dissipation ratio, dilution recycle ratio, volume average shear, maximum shear rate at exit, aggregate size on exit, uniform discharge profile and more ù all of these need to occur in the right order and in the right proportions within the feedwell. This paper discusses the genesis and evolution of a new feedwell design, the first major innovation in the thickening industry in over 15 years.

The determination of shear strength parameters for the spoil material plays a crucial role in the assessment of a dump’s stability; nevertheless, their evaluation necessitates laborious laboratory experiments. In order to address this issue, Simmons and McManus (2004) formulated a framework that serves as a foundation for categorising spoils according to their distinctive shear strength parameters based on observable and tactile characteristics. This framework, previously identified as the ‘BHP Mitsubishi Alliance Coal (BMAC) Spoil Shear Strength Framework’, is now recognised as the ‘CoalSpoil’ framework. The spoil characterisation provided by the CoalSpoil framework offers benefits but is not without limitations. The examination of these attributes in the field is a time-consuming task that demands expertise. Subjectivity arises in the spoil characterisation when attributes straddle the line between two categories, such as delineating matrix-supported and framework-supported fabric structures. To enhance consistency in the spoil characterisation process, minimising human intervention is crucial to mitigate bias, classification errors, and safety risks. This study seeks to achieve this aim by introducing image-assisted and automated methods for spoil characterisation.

In 1965, Peter Flawn author of the famous text-book on Mineral Resources (1966) published a paper in Economic Geology with the delightful title `Who took the `Economic' out of Economic Geology?'. He opened this most interesting article with the following paragraph:If one were called upon to cite an example of a fish out-of-water he could hardly pick a better one than a recent graduate of geology of an America university who is suddenly faced with the responsibility of evaluating or appraising a mineral property. And I venture to say that the 'ftsh' with a doctorate - even in economic geology - is not much better equipped than one holding a lesser degree. The new graduate with a major in economic geology probably knows the significance of the various sulphur isotopes, he surely knows a great deal about the chemistry of the ore forming fluids and he recites with ease the arguments which prove deposits are epigenetic rather than syngenetic. However he is a rare bird indeed if he knows anything about the economics of the mineral industry. The truth is that geologists who are engaged in evaluation work are largely self taught. I ask my more distinguished and experienced colleagues - `Has it always been this way? Who took the `economic' out of economic geology?

Australian mining practice operates at the forefront of technology. In recent times Australian designers, contractors and operators have shown many examples of technical "entrepreneurship" in solving geological mining and metallurgical problems. Developments have occurred in the fields of equipment, processing, operating techniques and training which have relevance to the mining industry in other countries. Our mineral exports play a key role in main- taining the viability of the Australian economy. Although the export potential of our specialised equipment and technology is at a much lower level it is a growth area. The export of our mining technology can continue to be basically the result of individual efforts but the question of whether it would be war- ranted and desirable, to establish a coordinating structure should be examined. Existing and new initiatives by the Federal Government indi- cate the Government's interest in the export of technology. The mining industry should take a proactive role formulating policy and programs within its technical jurisdiction.

After decades of turmoil, Rwanda launched its Vision 2020 in 2000 aimed at reconstructing government and addressing poverty. Implementation focused on the agricultural sector, infrastructure and education. Later economic development and poverty reduction strategies recognised that expansion of tantalum, tin and tungsten mining could potentially diversify Rwanda’s economy and improve the balance of trade. In 2005, comprehensive environmental legislation requiring environmental impact assessment for all new mines was introduced. Since 2006, government-operated mines have been privatised and illegal artisanal miners encouraged to form cooperatives. The government passed a new Mining and Quarry Exploitation Law in 2008 and approved a new Mining Policy in 2010. This policy was influenced by the Africa Mining Vision (AMV), which the African Union approved in 2009 to ensure African countries obtain reasonable benefits from exploitation of their mineral wealth. The Rwandan mining industry has grown significantly over the last five years and the second economic development and poverty reduction strategy, released in September 2013 forecasts a further three-fold increase in production in the next five years. The strategy prioritises the mining industry and proposes new legislation, better information, greater transparency, encouragement to investment and use of best environmental and technical practices. It also proposes that Rwanda develop a ‘green’ mining sector featuring a ‘model’ mine that is fully funded through green investment and incorporates renewable energy systems, water treatment systems, forestry schemes and local training. Many international development partners have contributed to the current legislative framework and are monitoring environmental and social performance of mining in Rwanda. Local communities have generally benefited from mining and the new mines show improved environmental performance. The major challenges are dealing with the legacy of past haphazard mining practices and establishing linkages between the mines and local industries to create broader economic development.CITATION:Wilson, I H, 2014. The reconstruction of the world after the present war must inevitably be profoundly influenced by the rise and progress of New China.The principle of Chinese mathrity has been admitted by Great Britain and the United States by their abjuration of extra-territorial tights, and by the withdrawal of the Maritime Customs Administration. The United States admits equality by her declaration that Chinese are eligible for American citizenship, and the reaction to this will be swift enmity to such peoples as may impose humiliating restrictions upon Chinese citizens.Finally, the decisions of the Moscow Conference and the recent meeting of National leaders in Cairo give partnership rights to this new State in post-war reconstruction, and open the way for a rapid realization of her destiny.It seems certain that China, if so she wills, can become, within a generation or so, one of the considerable forces of the world. The toad she wiII follow will be lighted by her own inherent and intrinsic genius. Her speed of progress can no longer be forcibly influenced by other nations and the attitude towards her of somewhat contemptuous patronage hitherto adopted by the European communities bordering the Pacific Ocean must be radically modified.It is doubtful whether the European will ever reach full understanding of Chinese mentality. The Chinese "way of life" since the dawn of her civilization has been totally divergent from that of the European, but the enormous potential strength, due to the simplicity of their requirements and their steadfast industry, is a function of that "way of life." On the other hand the trend of reorganization must obviously be towards Western standards; and a wide knowledge of the potential strength of the Chinese is possible and will be essential in our post-war world. The following, necessarily inadequate, notes are therefore offered, as an indication of the obstacles to be overcome and the capacity of the Chinese executives and operatives to overcome them.For 'thirteen centuries the political and social structure of China proper (ie, excluding Mongolia, Manchuria and Tibet) has been rigidly shaped by the philosophy of Lao Tze and the ethics' of Confucius. This Taoism, which is described as the "way of harmony" with its three jewels of character, gentleness, economy and humility, advocates the minimum of social, economic and political organization and still gives the key to the Chinese character.The Mongol and Manchu conquests of the 12th and 17th centuries, respectively, could hardly be dignified with the name of war, but the superior intelligence and harder mentality of the unwarlike Chinese finally absorbed...

The New Guinea orogen comprises terranes that have accreted to the northern margin of the Australian craton. The history of the accretion of terranes begins earlier (in the Late Cretaceous) and is more complex than has been suggested previously. There was a collision in the central highlands in the Late Paleocene or Early Eocene, and a Finisterre collision that precedes and is distinct from the later (Pliocene) Bismarck volcanic arc collision.
