The southern portion of the Swan Coastal Plain, a geomor-: phological element formed since late'Tertiary times, contains commercially exploitable accumulations of ilmenite, zircon, rutile'and monazite associated with a series'of raised'shorelines. The subject of government involvement in industry is, to say the least, a touchy one. For many it conjures up thoughts of socialisation or nationalisation. For others it is a desirable objective and is seen as a means of social reform by giving government a greater say in the control and distribution of human, financial and natural resources for the betterment of the community. Whatever your point of view, it is difficult to deny that government involvement exists to lesser or greater degrees in all industries. The mining industry is no exception and the degree of government involvement is probably greater than it is in other industries. I think it is important to remember when talking about government involvement in industry to recognise that there are different types of involvement and that all governments have a right, if they so desire, to become involved in whatever way they choose. The decision of a government to increase its direct or indirect involvement must, of course, be taken in the national interest. Governments, if we are still old fashioned enough to believe in ministerial and electoral responsibility, must make up their own minds about whether their actions are in the national interest and they must be prepared to accept the consequences of that action, good or bad. Since its formation in Papua New Guinea and raising of A$2 million in 1980, Niugini Mining Limited (NML) has grown to a company capitalised on the Australian Stock Exchange at about A$350 million. In 1995 the company produced some 237 000 ounces of gold, 700 000 ounces of silver and nearly 5000 tonnes of copper from its operations at Red Dome, in North Queensland and San Cristobal in The Atacama Desert of Northern Chile. This production contrasts with Niugini Mining's first mining venture at Mt Victor in the Eastern Highlands of PNG which yielded 20 000 ounces of gold and 11 600 of silver between 1987 and 1989. Following the formation of an exploration joint venture in 1982 with Kennecott Explorations (Australia) Ltd, now a subsidiary of RTZ, Niugini Mining's early recognition of the gold potential of volcanic rocks at plate margins led to discovery of the Lihir deposit in July 1982. This deposit containing about 42 million ounces of gold in resources, is one of the largest undeveloped gold deposits in the world. Following raising of equity funds through the float of Lihir Gold Ltd and debt finance in 1995, construction of the mine at a cost of US$673 million is now underway with first full-scale production at approximately 600 000 ounces of gold per year expected in early- 1998.

The production of copper by the Outokumpu direct blister process commenced in July 1988. The problems and incidents encountered in commissioning the main smelter equipment are outlined. Early difficulties were encountered in process control, hot metal handling, dust buildup in the off gas handling equipment, waste heat boiler tube failures, foam over of hot metal into the waste heat boiler and failure of ancilliary equipment.

Assessment of mineral reserves in any ore- body hinges on both mineralisation characteris- tics and the economics of extraction. The mineral reserves statement depends on interpre- tation of diamond drill information by geolo- gists, determination of the production plan and operating costs by mining and metallurgical engineers and prediction of future income by economists. The techniques used to generate the mineral reserves statement for Bougainville Copper Limited in 1969 are described and the accuracy of predictions discussed. Preliminary results from a geostatistical reassessment are comp- ared with the ore zone model, blast hole data and concentrator reconciled production results.

The importance of the minerals industry to any economy is clearly demonstrable. Its raw materials and products are the foundation of modem society and they have shaped the history of mankind from prehistoric times to the space age of today. However, those in the minerals industry have clearly failed to impress this fact on the consciousness of the public, bureaucrats and politicians. They have also failed to engage their dedicated opponents in a constructive debate. This is mainly because the minerals industry has been unwilling (until recently) to deal with the "soft" issues of civil society, nor understand and operate on a more emotional level. Technical professionals (as well as managers) in the future must be as comfortable in handling community concerns over social, environmental or landowner issues, as they are with logging complex drill core, designing blast patterns and separating one mineral from another. They must become caring, effective communicators and mediators. These are the new skills of a professional in the Third Millennium. These issues are outlined and discussed with some Australian data used to illustrate the point. If there is to be a future for all, then the policy makers within all levels of government (national, regional or local) must not drive essential mineral development offshore. They must address ways to support wealth creation mechanisms, particularly innovation. The minerals industry is a powerful wealth creator for ordinary citizens and an innovator. Politicians and their advisers must not .be allowed to forget this fact. If the ANZAC minerals industries do not win the emotional debate and successfully deal with the "soft" issues as well as they deal with the technical issues, there can be only a dim future ahead.

This paper investigates the problems that are encountered in mining at extreme depths. It looks into the rock mechanic aspects, especially the high stress levels that will occur, and the hazard of rockbursts. Furthermore, environmental problems are discussed, with refrigeration and reduction of neat loads being major methods of maintaining ,sorkable conditions. The paper concludes that it will be of tmost importance to have a planning team of Tne highest quality to ensure that conditions are maintained so that work can be carried out safely and under reasonable conditions.

I must tell you at the outset that I come to this conference deeply disturbed at the `role of Government in international dealings in mineral and energy resources'. I am disturbed by the confusion that now passes for policy. I am disturbed by the short- range view of critical problems taken by a majority of Governments. I am equally disturbed by the even shorter range of view taken by a growing army of industries. Many of them clamour for Governments to solve their problems in a specific way, with little regard for any other sector but their own-and with even less regard for the fact that every time a Government takes over some of their responsibilities they surrender some of their freedom. I would not say that longer range views don't exist. But I would say that they don't prevail at the present time. Instead, we are seeing the con- stant development of many policies for individual problems which don't tackle the fundamental causes. We must get back to basics without delay.

Coal mining in New Zealand is principally a State-owned and controlled operation where the State produces 70 per cent of the coal in New Zealand and 65 per cent of coal mined in the Waikato. The State's flexibility in production quality and price makes them tough competition. Coal in the Waikato varies in quality considerably throughout the region making the high quality coal deposits as in the Huntly district a highly sought after commodity. The high quality of coal is often offset against transport costs as, for example, Maramarua coals can compete effectively in the Auckland market and dollar per calorific value basis.

Over the past forty years colliery management has coped with intensive mechanisation and other rationalisation of traditional conditions to accomplish increases to outputs by miners, mines and nationally. The basic managerial function of planning, organising, directing and controlling have adjusted and expanded to current management demands, including the detail of achieving the highest possible efficiency, particularly in forward planning. Although industrial aspects have vastly improved, there are lingering problems. Safety is not necessarily the basic ingredient of any industrial events-which occur but is always paramount. Likewise some legislative changes may have elements of political and particular vested interests and conservation of technical expertise may be threatened by such frustrations. Not only technical excellence is required, but particular attributes of the individual are required in management evolving from "simple owner management to the complete corporate approach required for the multidisciplined operations of to-day".

It is possible to divide industrial minerals into four general categories: 1. fuels, 2. construction materials, 4. agricultural minerals, and 4. industrial minerals. It is proposed to ignore the fuels in the context of this paper and deal in general terms with the others. Mining companies have often considered getting into the industrial mineral business because they can see a resource development with good growth and consistent profits. However, many mining companies being conversant with the metallic side of the industry have spent sleepless nights determining which industrial minerals are most suited for their particular situation. Some have got into the business for the wrong reasons and wished they had never heard of it. Others have successfully adapted to the industrial minerals philosophy and now operate in both metallic and industrial mineral arenas. There is a large difference between firstly, the philosophy and secondly, the functions of being in the industrial minerals business as opposed to metallicÆs. The philosophies can be considered in parallel but it is necessary to clearly have an appreciation of the dominant influences that affect industrial minerals.

Two main aspects need to be considered when analysing a potential petroleum development project. Firstly, an estimate of the recoverable reserves must be made, and in many instances, these reserves must serve as collateral to finance development if outside capital is required. Secondly, the likely production profile and cash flow has to be established, and this cash flow then must meet debt service require- ments and in addition generate the required profits. In making these crucial deter- minations, the impact on the project of a wide variety of risks has to be analysed. A computer model, which represents the project in its entirety, is a great aid in determining project viability. Such a model requires imput from geologists, engineers and economists, and interpretation of the model must also be a joint effort. Communications, and inter react ion amongst individuals and disciplines is essential if the best answers are to be obtained

Although the title of this paper permits a very broad scope for discussion, I propose to deal mainly with those aspects of design part- icularly related to rook filling, the'theme of this conference. The unique suitability of belt conveyors for the continuous economical delivery of materials into or out of underground workings, is well established and needs no elaboration. The facility with which conveyor units, comprised of modern modular components, can be adjusted to lengthen or shorten, their ability to be readily repositioned to suit the develop- ment of a work pattern and their virtues as low noise, reliable transport media, are already accepted by all who are involved with the mining industry.

A report is given of the problems of finance and physical resources that currently affect The University of New South Wales, and of some of the measures adopted to alleviate them. Partly as' a result of review procedures, a School of Mines was formed to amalgamate Applied Geology and Mining Engineering, and to add the skills of extractive metallurgy to produce a group to match the needs of the minerals industry. A review of courses within the School indicated a need for enhanced computer teaching, which is partially negated by a lack of resources. It also shows an overcrowded course whose structure could possibly benefit from a split into managerial and specialist streams.

For more than 30 years shearer loaders have been the most important winning machines for,longwall mining. While the machines of the first generation had a driving power of only 100 or so kW, the present day shearer loaders may be powered by more than 1000 kW. Daily outputs of 24000 tonnes have now been reached, but this still does not set a limit. If the deposit conditions allow, further increases are possible. This requires the optimum coordination of all system components. For this paper the use of coal plows has been of little import as plows have found no favour, and nor are they likely to do so in today's economics in Australian coal mining.

As a prelude to studying the sorption desorption and permeability behaviour of coal cores in a triaxial stressing rig using sorb- able gases, the air permeability of typical cores was measured. Lump coal samples were obtained from three gas-troubled collieries in Queensland and New South Wales. These were cored in the laboratory and a simple laboratory permeameter employed which accepted 38 x 40 mm cores in a thick rubber sheath. Air pressure of 500 kPa was applied outside the sheath to provide suitable sealing between the rubber and the coal. Differential driving pressures up to 100 kPa were employed and the air flow measured by displacement of water columns in inverted graduated cylinders. Flow measurements accurate to + 2% could thereby be achieved. Coal lumps were cored both parallel and perpen- dicular to the bedding plane, and were observed prior to measurement for any notable features, in particular for the presence of fissures. Between samples an overall variation of from 100 milliDarcy was found in Appin, Westcliff and Leichhardt coals. The metallogenic map of New Zealand shows the distribution of metallic mineral deposits, according to type and size, in relation to their geological setting. The major purpose of the map and accompanying 200-page monograph is to summarise the distribution, modes of occurrence and origins of the metallic mineral deposits of New Zealand. The map demonstrates the prospectivity of New Zealand for metallic minerals, particularly gold, silver, iron, and titanium. Information on each deposit is summarised in index tables based on major geotectonic units or deposit/commodity type. The mineral deposits are arranged and discussed in relation to tectonostratigraphic and tectonomagmatic units or terranes, under broad geotectonic divisions of the Paleozoic to Mesozoic Western Province, the late Paleozoic to Mesozoic Eastern Province, the mid Cretaceous to early Tertiary rifting phase, and the late Cenozoic Kaikoura Orogen. Regions or areas of marked concentration of mineralisation are recognised as metallogenic subprovinces or districts, namely: eastern Northland (Hg), the Hauraki Goldfield (epithermal Au-Ag-Pb-Zn-Cu), the west coast of the North Island (shoreline placer Fe), east Nelson (podiform Cr), west Nelson (porphyry Mo), the West Coast of the South Island (shoreline placer Ti), west Nelson-Westland (placer Au), Reefton (mesothermal Au-quartz veins), and Otago (placer Au and mesothermal Au-W quartz veins).

The most important development that has been taking place recently relating to mining operations in New Zealand would generally be regarded as being the Resource Management Law Reform. This has been widely publicised by the Government as a comprehensive review of the laws governing New Zealand's natural and physical resources. Submissions have been sought and a free phone provided to encourage public participation. Recently a Discussion Paper has been prepared by the Core Group coordinating the review to explain progress on Phase One (Ministry for the Environment, Directions for Change: A Discussion Paper, Wellington 1988). It outlines Government decisions already taken which impinge on the Review and describes the possible models for resource management laws. However, it is possible that some fundamental practical issues of significance to the mining industry will not be addressed and may be lost sight of in the much wider issues which are to be covered. The purpose of our paper is to address one of these issues namely, the interrelationship between any new resource management legislation and the Conservation Act 1987 (as recently amended) in the context of Ministerial consents. The importance of this issue can be seen from the fact that as at 7 June 1988 there were 279 mining licence applications and 223 prospecting licence applications waiting to be determined by the Minister of Conservation. Since April 1987 only 19 mining and 13 prospecting licences have been consented to. In addition a major proportion of New Zealand's mineral resources are contained with land administered by the Department.

The offshore Maui gas/condensate field was discovered by Shell BP and Todd on Services Limited in 1969. Subsequent appraisal drilling and negotiations with the Government led to a development agreement, æThe Maui White Paper' being concluded in 1973. Part of this agreement provided for the Government to take a 50 per cent shareholding in the field. The field is comprised of a double domed anticlinal structure containing two gas reservoirs at depths ranging from 2700 - 3000 m. Water depth is 110 m. The development plan called for two standalone steel platforms to be installed sequentially over a period of some years depending on gas demand. The first platform (MPA) was put in place in 1976 but difficulties were experienced with piling and drilling of the 12 (later increased to 14) wells did not start until 1978. First gas was piped ashore late in 1979.
