The new environmental legislation of 1986 was left incomplete and to date remains so. The 'missing' process by which environmental consideration should be applied was never embodied in law and has predisposition to a wide interpretation. The Resource Statutes which govern land use and development place demands on the environmental process without that definition. The Resource Statutes are themselves under review by Government. There is a new Government Department of Conservation. It is still in its early days and facing a challenge to compose its role as a steward over large tracts of land holding significant marketable resources, animal, vegetable, mineral, and abstract. It has also taken over numerous consent and advocacy roles in legislation beyond its own empowering Act. Enter the mining company, anxious if not able to get an easy passage for consents to prospect and mine, then at least to have a clear path to tread to get there, within a fixed time period. Whichever options appear available to process environmental approvals, public participation is that being favoured most by the regulatory bodies. Where a public notification of consent applications is mandatory, public participation should lead to the fastest track available.

Online analysis of metal content can be used to optimise the grade and recovery of a flotation circuit. Compared to conventional laboratory analyses, the benefit of an online analyser is the speed of the measurement, therefore disturbances (eg changes in feed grade and decrease in recovery) can be reacted to in real time by an operator or automatic process control system. In some cases traditional X-ray fluorescence analysers can be applied to silica analysis in iron ore when the SiO2 grades are high enough and have a negative correlation with iron; however, generally a laser-induced breakdown spectroscopy (LIBS) analyser is more suitable for low Z elements.The Outotec Courier 8® analyser is a LIBS based analyser able to measure elements starting from lithium (Z = 3), thus being able to measure impurities; eg silica and aluminium directly in iron ore slurries. Besides online elemental analysis, the analyser can be combined with optical measurements for rapid continuous measurement of each sample line. The arbitration process, and its drawbacks: Any time you have taken part in a major arbitration, and the decision, when it comes out, is not what you thought it would be (which is bound to happen occasionally), the normal reaction is something like æthe arbitrator got it wrongÆ. Again normally, when you have cooled down a bit, and you look in more detail at the decision, you can see, probably, æwhere he got it wrongÆ (it is only male arbitrators who get it wrong). Ultimately, when reason prevails, and you reflect on it, you can see that what really happened was that you failed to get the arbitrator to see what you were getting at in the point or points concerned. This is doubly frustrating, when you consider what has been involved in getting to this point, having been through it all at least twice. An alternative to this process may be the dispute review board.

This paper presents an iterative net present value (NPV) maximisation method to determine the optimum surface to underground transition depth for an orebody to be mined by multiple open pits and an underground mine. The determination of transition depth from open pit to underground mining is based on global production scheduling optimisation of open pit and underground mines using mixed integer linear programming. The method is applied to a case study coming from a gold mining complex with six open pits and a large underground mine using longhole open stoping. The results indicate potential improvements of the NPV of global operations when compared to the traditional techniques based on independently optimised open pit first, followed by underground mining.CITATION:Dagdelen, K and Traore, I, 2014. Stawell Gold Mines operates the Magdala underground mine in western Victoria, Australia. Several orebodies are extracted by longhole open stoping at a depth of 900 m below the town of Stawell. Some stopes are backfilled with cemented slurry rock fill (CSRF) to ensure stability, increase recovery of ore reserves, minimise dilution of ore grades, and add value to the project. StawellÆs simple CSRF system is described, including the novel equipment used to minimise capital costs. Design criteria, operating procedures, monitoring systems and results are discussed in detail. Practical aspects are considered, including lessons learnt about barricades, overbreak and segregation. The economics of CSRF are discussed, including capital costs, operating costs and the total cost per ounce of gold poured. Options for mining with and without CSRF are compared in terms of return on investment and net cash flows. Examples demonstrate the method used to calculate æbreak-evenÆ stope ore grades which determine whether or not CSRF will add value in different circumstances.

The Cannington silver lead zinc deposit is located near Mt Isa in North West Queensland. This world class orebody is owned by BHP World Minerals (BHP) and is estimated to contain 45 million tonnes of ore at an average grade of 11 per cent lead, four per cent zinc and 500 grams/tonne silver. At BHPÆs planned 1.5 Mtpa extraction rate, the mine life will exceed 20 years. Construction of the underground mine, which commenced in August 1993, was carried out by Peabody Resources Ltd (Mining Services Division) (PRL) for BHP Minerals Pty Limited (BHP) under contract packages totalling approximately $100 M using several innovative techniques to deliver safety, quality and time related project goals. Client/Contractor Partnering, resulting in harmonious working relationships, a combined commitment to the achievement of an excellent safety record, and a seamless transition from the construction phase to operation of the mine, has been a feature of the project.

Lithium battery electric powered vehicles and machines (BEVs) continue to gain traction inunderground mining use, with predictions they will dominate the underground light and heavy vehicle fleets for some mines within the next decade. There are clear advantages for ventilation systems through reduced heat output and the elimination of harmful exhaust gases and diesel particulates. However, the risks and effects of BEV fire emergencies for underground personnel and ventilationsystems are still largely in the early stages of analysis and understanding. This paper conducts an industry review of a selection of lithium battery fire incidents and research.A research paper review on lihthium fire behaviour, intensity and toxicity will be analysed and comparisons made with equivalent diesel machinery fires for context. Guidelines for mine firemodelling parameters will be offered to assist in predicting the behaviour, heat and emissions from BEV fires, and recommendations and conclusions will be drawn on the specific hazards of lithium battery fires compared to conventional diesel powered machines.

Sensor-based bulk ore sorting is a form of preconcentration that autonomously measures and physically separates discrete bulk ‘pods’ of run of mine (‘ROM’) or primary crushed material. This case study examines the results of a full scale bulk ore sorting trial undertaken at Cozamin mine in Zacatecas, Mexico in 2019. The bulk ore sorting plant comprised primarily of a mobile jaw crusher, fixed conveyor, MR analyser, and diverter gate. Results of the trial demonstrate that bulk ore sorting could deliver a net improvement in copper metal fed to the processing plant of 6-8 per cent within an equal gross tonnage of ore. Copper metal increases were the result of improvements in mining recovery, where valuable mineralisation is recovered from marginal or sub-grade material that would otherwise be discarded as waste or stockpiled as low-grade. The increase in mining recovery more than compensates for metal losses suffered in the bulk ore sorting plant.

The present discussion focuses on the developmental directions of eco-restoration of acid mine waste rock dump, by using acid mine waste rock of Shuilong Mountain as an example. Based on the analysis of site factors, the current slope ecological restoration technologies of domestic and international and local practices have been integrated into the eco-restoration of acid mine waste rock in Shuilong Mountain. A set of suitable slope Eco-restoration technologies have been formulated locally for acid mine waste rock of Shuilong Mountain, which include establishing green barrier, implementing ecology buffer zones, selecting suitable plant species and combined seeding and tube-stock planting. There has been minimal innovation in the methods used to process an ore over the last 50 years. Productivity increases have largely resulted in increased equipment size without implementation of parallel improvements in technology. Complex orebodies of the future will need mining operations to adopt new technologies and techniques to make future ore treatment economically viable. Three emerging technologies, namely high voltage pulse (HVP) pretreatment, fine screening and the HydroFloat<sub>TM</sub> coarse particle flotation cell will be presented in this paper and the potential benefits that may result if they are adopted in mineral processing circuits will be outlined. Statistics showing that mine rehabilitation is falling behind rates of disturbance continue to be reported in the media. Unfortunately, most reported statistics do not account for the large growth-cycle that mining in Australia experiences, where there are typically significant new disturbances with large portions of these areas not being available for rehabilitation for a number of years. Many commentators assert that better planning is required to ensure that rehabilitation will be able to achieve a safe, stable, non-polluting landform that meets the agreed post-mining landuse.This paper focusses on the revegetation aspects of mine rehabilitation and in particular the matters that need to be addressed in the planning stage so that revegetation success is ultimately able to be demonstrated to regulators and other stakeholders.CITATION:Fox, S D and Swart, P B, 2018. The author contends that geoscience is presently under-utilised in the rock fragmentation by blasting process. Before we can set standards in this area, the following is required: mine geologists need to gain a better understanding of the blasting process and the blasting team needs to obtain a better appreciation of geology. Both groups need to be informed of what can be done to improve blasting outcomes, why it is necessary and how it can be achieved. By working closely together, both the geoscience toolkits and blasting expertise can be applied and focused on priority blast sensitive issues, with potential to improve mine economics and safety. Finally, and ideally, mine geologists need to take a leadership role in raw rock mass data collection and data management, and invited to take an active role in rock mass related behaviour data collection, integration and presentation.This paper attempts to provide insight into all these prerequisites for setting a new standard for collaboration and mutual learning in this strategic opportunity area. The potential for blasting to leverage downstream processes is highlighted. Blasting objectives and blast design principles are introduced along with the required rock mass related inputs. Some hazardous geological materials and environmental conditions are described, along with how they can affect operational complexity.Four case examples are used to illustrate the need for closer liaison between geology and blasting professionals. The first related to grade control blasting, aims to demonstrate how a blasting geology approach can add significant value. Case example two demonstrates how geological models and bench face analysis can assist with fragment control. The third and fourth case examples involve an overview of two case studies where timely geological and geotechnical knowledge input and intervention into blasting activities may have reduced losses due to blast initiated open pit slope collapses.CITATION:Little, T N, 2017. The composition and volume of geothermal fluids in New Zealand offers considerable potential for the extraction of various metals and minerals, as well as being a source of heat energy, steam and gases, and for use in generating electricity. While extracting products from geothermal fluids is technically feasible, positive economics is the key driver for commercial success; however, there is no assessment of this opportunity that identifies simple, cost-effective processing technologies and provides a greater understanding of the economic viability and barriers for implementing such technologies. Martha Mine is an open pit gold-silver mine, located within the township of Waihi, 150km southeast of Auckland and is operated as a joint venture between Normandy Mining Ltd. 67 %) as Manager and Otter Gold Mines Ltd. (33%). The deposit was historically mined, by underground methods from 1888 to 1952, producing 5.5 moz of gold and 30 moz of silver, from 11 mt of ore. The current operation began in 1988, producing, to June 1999 - 867,245 oz of gold and 5.5 moz of silver from 9.5 mt of ore. The licensed reserves were due to be mined out by late 2000. Consents were granted in December 1998 to allow the expansion of the operation through to 2007 accessing an additional 7.5 mt of ore at 3.4 gpt Au and 26.0 gpt Ag for 800,000 oz of gold and 6.4 moz of silver. The key elements of the expansion are: 1. Pit enlargement 2. Upgraded crushing and material handling facilities 3. Construction of a second tailings storage facility 4. Upgraded water treatment capacity 5. Increased operating capacity This paper presents an update of expansion activities to date.

Most analysts determining tungsten trioxide in low grade samples are aware that colorimetric procedures do not possess the inherent disadvantages of gravimetric methods operating on milligram quantities of tungsten trioxide. Apart from the inaccuracies associated with weighing four or five milligrams of ignited oxide in a platinum crucible of about 30 gm. weight with a large surface area to absorb moisture, using a 5 gm. charge on samples less than about 0·15 per cent tungsten trioxide, it is extremely difficult toget complete or pure precipitation of tungsten with cinchonine, cinchonine plus alpha benzoin oxime, rhodamine B or any other of the commonly used precipitants. Table 2', No. 8, illustrates the low results obtained by gravimetric as opposed to colorimetric procedures. In addition the colorimetric determination requires only a small portion of the time consumed by gravimetric practices and the increased accuracy obtainable in low ranges together with the saving in time made it highly desirable to develop a colorimetric method suitable for King Island ores.The most commonly used colorimetric method is that introduced by Feigl and Krumholz (1932), since modified by various investigators (Grimaldi and North, 1943; Sandell, 1946; Westwood and Mayer, 1947; Gentry and Sherrington, 1948; Freund, Wright and Brookshier, 1951; Grouthamel and Johnson, 1954; and others). At Neavesville gold-silver (electrum) mineralisation occurs in steeply-dipping zones of intense fracturing, brecciation and quartz veining within rhyolitic pyroclastics, carbohaceous shales and andesites. Hydrothermal alteration extends over an area of greater than 3 by 1.5 km. In rhyolitic tuffs, highly silicified zones containing quartz-adularia-illite assemblages are flanked by less silicified assemblages composed of albite, illite-montmorillonite and chlorite. The mineralogy and sequence of alteration are comparable with the alteration zones which envelop the steam-producing fissures of the active Wairakei and Broadlands geothermal fields. Primary fluid inclusions in quartz from five fissure veins in the Neavesville field show maximum homogenisation temperatures ranging from 220 - 260¦C and salinities of 0.0 - 1.1 wt per cent NaCl equivalent, which cover a similar range to actual measured temperatures and salinities in geothermal fluids at Wairakei and Broadlands. The age of the rhyolitic pyroclastics and related alteration and mineralisation is probably Pliocene and Neavesville therefore represents a fossil geothermal system. The intensely fractured zones containing the gold-silver mineralisation were probably produced by hydraulic fracturing generated by accumulation under pressure of hydrothermal fluid in blind fault zones. Study of fluid inclusions indicates that hydrothermal quartz associated with electrum was deposited under boiling conditions. High grade electrum mineralisation at Graces workings appears to be localised by reaction of hydrothermal fluid with sedimentary marcasite in black shale.

Volcanic-hosted massive sulfide (VHMS) deposits in ancient, submarine volcanic belts of Australia include mound, lens and sheet-style Zn-rich polymetallic deposits, massive and disseminated pyritic Cu-Au deposits and disseminated, stratabound Au-only deposits. Variation in morphologies, metal ratios, volcanic environments and alteration features indicates there exists a spectrum of deposits from the classic VHMS model, to hybrids between VHMS-porphyry Cu and VHMS-epithermal end members. Zn-rich, polymetallic deposits form eitheron, or just below, the seafloor, whereas the Cu-Au and Au-only deposits form sub-seafloor by replacement of specific volcanic lithologies. Alteration zoned outwards from quartz -> chlorite -> sericite ¦ carbonate is typical of VHMS deposits across the spectrum. Quartz and carbonate alteration is dominant in the Au-only systems,chlorite alteration is commonly developed close to Cu-rich ores, and sericite and carbonate alteration zones are well developed in the stratiform Zn-rich ores. The most useful geochemical vectors for Zn-rich ores are the alteration index [AI=100(MgO + K2O)/(MgO + K2O + CaO + Na2O)], the chlorite-carbonate-pyrite index [CCPI=100(MgO + FeO)/(MgO + FeO + K2O + Na2O)], Mn content of carbonate, Mg/(Mg+Fe) ratio of chlorite,whole-rock Tl, Sb and Ba/Sr ratio, S34S of pyrite, and whole-rock S18O. The most useful vectors for pyritic Cu-Au ores are AI, CCPI, S/Na2O ratio, Na content of white mica, and Fe content of carbonate.

Paiam is a new township in the high mountains of Papua New Guinea built in association with the Porgera Joint Venture mine, one of the world's largest and most remote open cut gold mines. The Paiam town project is an interesting and genuine attempt at building sustainability into a community associated with a mine. A result of a tri-party agreement between a resource developer, government and land owners, this town is a good example of appropriate utilisation of benefits, obtained from resource development, directed at achieving a sustainable environment at local and regional levels.   Mining brought technology and income to the region, although as most mine staff fly directly in and out, local landowners considered there was a limited flow of benefits within the nearby townships. An agreement with government and mine was reached that more mine personnel and their families be housed locally. In 1998, we, a firm of Landscape Architects and Heritage Consultants based in Cairns, Queensland, were engaged to assist develop the fledgling town of Paiam into a livable and sustainable town and to produce material that would convey that information to stakeholders.   The design focused on establishing a sustainable town, with livability, urban form, aesthetics and opportunities for economic, social and cultural development. Aiming to be a livable town for locals and mine staff it included a market place designed as a focus for town life, essential for social cohesion and economic opportunities.   Located at 2200 m on steep rainforest clad topography, the town development has been laid out using an appropriate urban form based on organic village layouts. Clusters of houses allow for a common public area so children's play is monitored assisting with a sense of community similar to a traditional defensible village. Aesthetical consideration helps in developing community pride whilst maximising potential for development of a tourist industry.   Opportunities for ongoing economic development were incorporated in the design and construction process. These included developing skills and trades to service the region and to provide skills, development, income opportunities and infrastructure to last beyond mine closure. Administration procedures were set in place to form the basis of good governance.   The shift from traditional subsistence lifestyle to a sustainable community with traditional attributes was the project's goal and is being achieved.

Based on the examination of thirty sets of contiguous matte and slag samples taken from industrial nickel smelters a relationship is predicted between oxidic nickel in slag, oxygen in matte and the Ni/Fe ratio in the matte. Oxidic nickel in the slag is found to increase with an increase in oxygen content of a matte of constant Ni/Fe ratio, and it is proposed that the relationship may be used to predict nickel solubility in slag from a knowledge of matte composition alone.
