Planning of modern mines entails considerable challenges in the areas of ground control, materials handling, safety, environment, equipment and personnel. Many orebodies are not economical unless efficient mining systems are used to win the ore. Relentless pressures are placed on mine operators to force them to become more productive and to make mines more competitive in modern economies. This has generated an intense drive to adopt technologies that rely on a greater degree of mechanisation, automation and computerisation. There is no turning back; high technology in mines is here to stay: computer controls and monitoring, computer aided mine design, information management systems, etc. During the past 20 years significant advances have been made in the areas of mine design, mine equipment and geomechanics. One could rhetorically ask if the advances in mine backfill technologies have kept pace with developments in other sectors of the mining industry. This paper will look at a few key mining technology sectors and will compare the relative progress of backfill technology to these sectors.

Mining operations must become more predictable to overcome the volatility that has characterised the mining industry. Comparisons of production against predictions will become more consistent as mining operations merge and expand, as personnel move from site to site, and as public reporting of reconciliations becomes more prevalent. More consistent approaches are already being seen in the industry using the terminology used in this paper and elsewhere.Examples are provided that show how use of the waterfall chart as a reconciliation management tool can provide objective analysis to improve practices.Geometallurgical modelling is becoming more useful and will continue to do so as we move from a few bulk samples to better interpretation of material properties from geological mapping and drill sampling. Reconciliation has evolved to the stage where predictions of geometallurgical properties to optimise mill performance, and of geotechnical properties derived from better 3D geological models, should also be reconciled.CITATION:Shaw, W J, 2014. In todayÆs evolving and globalised world, mining companies are being pressured to move beyond compliance towards long-term sustainability and sustainable development. Companies are expected to æengageÆ communities and measure the success of these engagements without a clear understanding of æhowÆ to do this. This move, away from compliance, develops more of a focus on sustainability and æcommunityÆ social responsibility rather than corporate social responsibility. This shift leads to the development of world-class projects that provide sustainable development for people, reduce the incidence of costly delays, and promote good global citizenship for companies. The process of æengagingÆ communities in mining project design and development leads to sustainable development, a stronger license to operate, and a reduction in social and political risk. To create this mutually beneficial relationship between communities and companies, communities must be æengagedÆ in the project development and risk assessment processes as early as possible, preferably during the exploration or the concept phases. How to create this æengagementÆ and manage this risk will be discussed.

Every mine is situated within a water catchment – a catchment with potentially many other land uses. A mine may take up a relatively small area in that catchment, but its operations have the potential to affect the whole catchment and long after that mine has ceased to operate. Therefore, the residents of any given catchment have the right to feel secure in the knowledge that their catchment, and indeed the wider environment, will not be degraded by mining activities. Much conflict can arise when this confidence does not exist.But, imagine if a community not only felt confident that their catchment would not be degraded by mining activities, but was also confident that their catchment would be left in a better and continuously improving condition – with improving water quality, biodiversity and soil - and a strengthening, more resilient economy. Systematic field evaluation of known gold and clay occurrences in South Korea has led to the recognition and discovery of both high and low sulphidation gold-silver epithermal systems. These are associated with Cretaceous acid-intermediate volcanic centres in the southern parts of the peninsula. The high sulphidation deposits such as Seongsan and Kohung are characterised by pervasive silica-alunite-dickite-pyrophyllite alteration with anomalous arsenic geochemical signatures. Gold mineralisation is associated with fine grained marcasite and pyrite. A low sulphidation quartz vein system observed at the Tongyoung mine comprises multistage colloform banded quartz-carbonate assemblages, with minor manganese and base metals. Gold and silver occur as electrum and tellurium minerals. Some deposits such as Gasado and Dogcheon display both high and low sulphidation alteration assemblages. Early pervasive silica-alunite-pyrophyllite alteration caps formed by acid fluids with a significant magmatic component, occur above cryptocrystalline colloform banded vein systems. The quartz vein stage hosts the precious metal mineralisation and appears to have been deposited by later neutral fluids generated in part through mixing with meteroric water.

A trigger action response plan (TARP) provides a structured response to escalating levels of risk. In mining, TARPs are typically applied to primary hazards such as inrush, strata failure or heating. Necessary for the creation and deployment of a TARP is a monitoring system capable of detecting deviations from normal conditions. The advent of real-time instruments capable of measuring diesel particulate matter now permit decision-making within shifts to address possible overexposure. Deploying a TARP for diesel exhaust emissions can lower the probability of a person’s average exposure (over a full shift) exceeding the exposure standard by detecting deviations of diesel particulate concentrations from normal conditions. This enables pre-emptive action to mitigate or protect. Another goal is to drive ambient air concentrations lower through the application of corrective actions as a result of instances where concentrations exceed ‘normal’.CITATION:Knott, P G, Evans, C, Velge, F and Jeffery, J, 2015. To effectively plan for closure, we must have an end-point in mind. To undertake meaningful rehabilitation, a post-mine land use (or uses) must be known. However, it is becoming more apparent that the end-point or “goal-posts” are shifting - and may continue to do so throughout the life of a mine. As well as being safe, stable and not causing environmental harm, post-mine land uses should always be sustainable, achievable within the given land capability, and they should involve stakeholders in their design and development.The majority of mines in Australia, and around the World, were historically expected to return disturbed land to either native ecosystem or agriculture/forestry practices. However, examples of highly successful final land uses suggest that today’s focus on closure includes not only minimising future liability and impact but also – and importantly – a move towards the creation of economic opportunity (Murphy and Heyes, 2016).CITATION:Durbin, J, 2018. Stringent environmental benchmarks imposed by governments and successful legal challenges in the country of origin have changed the risk profile for all mining companies over recent years. In developing countries, however, where high government standards may not always be in place, direct community action has often made worthless substantial investments in otherwise viable mining operations. Real limitations are therefore imposed from these risks on all areas of mining activity, wherever they may be. Thus, the bar has been raised for all companies developing or operating mines. This paper argues real financial and global industry reputation benefits accrue when all known environmental risks, where practical, are managed. In response, among major international mining companies, as the industry moves towards greater global consolidation, senior management teams have increasingly adopted corporate governance standards including æTriple Bottom LineÆ (shareholder/government/community) sustainability reporting. Sustainability reporting is encouraged by improved international stockholder and financial investor perceptions by contributing to lowered social, community and geopolitical risk which lowers the cost of access to funds as well as improving staff morale and productivity. New mines must not only be primarily financially viable but must operate throughout in a sustainable way. Case studies of some recent mining operations, who have not foreseen or proactively managed major environmental risks, demonstrate the dire financial and personal implications for managers, directors and shareholders from not identifying and managing these environmental risks. Merely having a corporate policy statement on environmental standards or high level Government approvals process for a mining activity does not preclude mining operations from the risk of direct action by local populations or future adverse legal implications from risks which were perhaps identified but not mitigated effectively. Methods and processes for the identification and active management of environmental risks in the global arena are discussed to add a practical element to sustainability, based on the authors recent strategy development processes with governments and major mining houses such as BHPBillition, Rio and Xstrata. Emphasis is placed on proactive, innovative yet practical solutions which, where possible, show positive contributions firstly to the financial bottom line but also the community at large.

Reduction of Iron Content from Silica by Gravitational Processes In this research work, it was attempted to reduce the iron contents (Fe2O3) in silica sample which was provided from Shenin silica mine using gravitational processes including jig machine, multi gravity separator (MGS), shaking table and spiral. The silica sample contains 93.75 per cent SiO2, 0.44 per cent Fe2O3, 2.78 per cent Al2O3, and 0.08 per cent TiO2 and the Fe2O3 has to be reduced to about 0.1 per cent or less than 0.02 per cent. Mineralogical studies and XRD analysis indicated the presence of haematite, pyrite and goethite as the major iron impurity phases. Mineralogical studies of polished and thin sections yielded that the degree of freedom of silica is more than 80 per cent in the range of -300 +212 mm. After elimination of fine particles, at first nine tests were carried out on crusher product (in two size fractions), wet rod mil product and scrubber product by means of Jig Machine. The best results were obtained with about 0.15 per cent Fe2O3 on rod mill and scrubber product which was not desirable. Thereafter 7 tests were carried out using shaking table; the best results were obtained with about 0.14 per cent Fe2O3 on rod mill and scrubber product which was not desirable. MGS showed the worst result in order to iron removal from silica which was not desirable. Finally 9 testes were carried out using spiral whish is the best gravitational separator for elimination of iron impurities from silica. The best result of spiral tests were achieved on scrubber product. In this test concentrate weight percent and its Fe2O3 grade were 82.32 per cent and 0.085 per cent respectively. Finally a test was carried out using 2 stages of spiral in order to develop flow sheet. In this test concentrate weight percent and its Fe2O3 grade were 78.8 per cent and 0.1 per cent respectively. This product can be used to produce float (clear flat) glass.

Mt Waruwari, host to the Porgera underground gold mine in the Highlands of Papua New Guinea (PNG), is a prominent ridge of sediments and dioritic intrusives rising approximately 600m above the surrounding valley floor. Consequently, mining occurs in a low stress environment where structural and material considerations are foremost in the design of ground support and reinforcement. Three major rock types are encountered in the underground mine. These are locally referred to as "black sediments" (slightly indurated mudstones and clayey siltstones), "altered sediments" (derived from black sediments by thermal metamorphism), and "intrusives" of dioritic composition. The rocks are moderately to highly fractured, the black sediments being generally weak and occasionally sheared while the altered sediments and intrusives are quite strong but often brittle. Mining takes place from a series of stopes extracted by either slot and mass blast or a modified vertical crater retreat method (VCR), which are backfilled with a cemented rock fill. Ground support and reinforcement has been relatively conserv- ative to date and generally relies on pattern reinforcement of all development with cement grouted "rebar" bolts and mesh, extending to pattern cable bolting with occasional mesh in stope backs. In addition there has been considerable reinforcement of stope hangingwalls in some cases. A programme of broad scale structural mapping, monitoring with extensometers, material property testing, and stress analysis has been devised to allow optimum design of ground support and reinforcement in the future. Considerable work remains to ,omplete this task.

Immigration has influenced Australia's development more than any other factor. As well as being critical to our economic growth and development, it has made a major contrib- ution to our population growth, to the richness and diversity of our society and to our inter- national relations. Migration from the United Kingdom has been the mainstay of our settler intake for many years, but its relative importance has declined in recent decades. Non-British European migration formed an important part of our post-war intake and, in the past few years, migration from Asia has reached significant levels - particularly through our resettlement of Indo-Chinese refugees. In planning our future immigration, it is important to look beyond short term direct economic consequences. Australia has looked to its resources for progress, but Japan, Korea, Taiwan and Singapore have achieved dramatic economic progress without resources, based on the will and dynamism of their societies. Immigration can contribute greatly to the development of a dynamic, outward looking Australian society able to make the most of our great resource potential.

There is an established need for an inflow of foreign capital if New Zealand is to meet projected growth rates. The Government recognises this and encourages capital inflows especially where there are allied economic benefits such as the access to specialised know-how or export markets. The Government has promulgated certain Regulations which are administered by the Reserve Bank. Under the Capital Issues (Overseas) Regulations 1965, consent is required before any company incorporated overseas can commence business in New Zealand or before an overseas person can borrow or raise any money in New Zealand. A New Zealand company is deemed to be an overseas person if more than 25% of the voting power is held by non-residents. In terms of current policy, overseas companies are permitted to borrow in New Zealand only a limited amount of working capital and some longer term capital calculated on the ratio that their New Zealand owned equity capital bears to their overseas owned equity capital. Wholly owned overseas companies are expected to bring all of their Fixed term capital from overseas.

Qualitative measurement of respirable dust in metal mines is limited and an example of this is demonstrated at Northparkes Mine, where operational experience was sought for measuring dust standards and identifying exposure limits. However, relying on operational experience has limited value due to variation in observations from person to person and is based on visible dust (which is larger in size than respirable dust). However, with sophisticated dust measuring equipment, like the real-time aerosol monitor, dust concentrations can be accurately measured and recorded concisely. Research conducted as part of a collaborative agreement on behalf of Northparkes to launch an occupational dust monitoring program was implemented on the mine site. To form the basis of this research, it was hypothesised that no proper dust measuring testing at the mine site had been adequately identified. In addition, existing occupational hygiene monitoring programs did not adequately quantify employee exposures to these hazards. This project will outline the results of an occupational dust monitoring program, hence greatly improving the capacity to quantify the health risks posed to employees.

The Joint' Venture Method is a procedure for assessing the value of exploration properties, particularly those for which resources have yet to be delineated. It aims to convert the terms of an actual or synthetic joint venture into the equivalence of an arms- lengths cash transaction between a willing seller and a willing buyer. This paper sets out one approach to achieving that conversion. It discusses both simple and complex cases and gives some examples from both public and private documents. It also includes some case studies in which the Joint Venture Method of valuation can be compared with values derived for the same project using other methodologies including actual cash deals. The Method has failings in both mathematics and logic. However because it does reflect or simulate an arms-length deal which takes into account past exploration effort and expenditure and an assessment of prospectivity at a particular point in time, it is felt that it can provide a reasonable approximation of trade value or asset value of a prospect, particularly if used in conjunction with other methods.

Territory Iron has seen fit to revive the old Frances Creek iron ore mine some 30 years after it ceased operations in AustraliaÆs Northern Territory. The key to this revival has been the changes that have happened since market forces, infrastructure limitations and a cyclone combined to force its closure. As it breathes life into this old mine, the Company is serious about its responsibilities to its shareholders, to its workers, to local and regional communities and to the environment. This paper addresses how Territory Iron has approached technical, operational and regulatory issues that apply in Australia. Some insight may be gained into the myriad of tasks that mining companies face to revitalise an old mine. These tasks vary from employing the latest exploration tools, best practice drilling, sampling and modelling of orebodies, optimisation of pit designs and schedules, maximising product value by blending, optimising infrastructure usage and minimising capital and operating costs. All of this has to take cognisance of commercial, environmental and other issues including Native Title.

All types of coal are liable to spontaneous combustion to a variable degree according to the inherent characteristics of the coal and also extrinsic factors. In order to successfully extract coal from highly capital-intensive longwall mining operations it is necessary to evaluate and manage any risks that may be present due to spontaneous combustion. A spontaneous combustion risk management plan for longwall mining is described in this paper. This risk management system comprises identification of conditions promoting spontaneous combustion risk, a laboratory or empirical risk classification system, determination of gas ladder, adoption of adequate ventilation plans and gas monitoring systems that will lead to the development of the spontaneous combustion action plan. The risk management system was applied to a greenfield site in NSW in 1992 when prediction of a high-risk category for the coal seam was made. After commencement of production a spontaneous heating problem emerged as predicted. Description of the case history of spontaneous combustion risk management for a longwall operation in this coal seam is included in this paper.

Discounted cash flow (DCF) methods are well suited and recommended as a primary valuation method for mineral assets for which there are at least indicated resources and some form of feasibility study containing engineering, production and capital and operating cost data. DCF methods are also applicable as a secondary or check valuation method for exploration properties for which no technical study has been prepared. For projects where little or no engineering, production and/or cost data is available, the process of formulating a project concept by specialists who do not possess experience and expertise in the relevant technical faculties is totally rejected as a basis for applying DCF techniques as a primary valuation method. Such an approach runs counter to The Australasian Institute of Mining and Metallurgy (AusIMM) requirement to apply relevant expertise to specific aspects of mineral valuation. Technical and commercial inputs to mineral valuation should be reviewed by specialists who have specific expertise in the relevant disciplines, and should be tempered by the quantity and quality of technical evaluation which has been undertaken and the development status of the asset.

During the intial two years (1972 - 1974) of exploration at Telfer, water require- ments were limited to supporting a 50 man camp and diamond drilling to verify thickness and grade of the stratabound ore deposit. Water bores were drilled to intersect the Middle Vale Reef down dip from its outcrop about 70 metres below surface. The MVR reef is an oxidized pyritic horizon which contains 30% - 65% sulphide below the zone of oxidation and forms a highly porous leached gossanous zone to a depth of 100 metres. Data collected from payload management systems at a number of surface mining operations show significant variance. Heavily loaded trucks travel slower up ramps than lightly loaded trucks. Faster trucks are slowed by the presence of slower trucks, resulting in 'bunching' and production losses. A stochastic model was constructed to simulate a truck haulage return cycle of 12.5 km at a large open pit gold mine in the USA. For a fleet of 35 trucks, the best estimate of the benefit achieved by a sustained reduction in payload variance of 25 per cent is a throughput increase of 1.6 per cent, within a possible error range of 0.6 to 3.2 per cent. This potential benefit is worthy of further investigation by Continuous Improvement teams at large open pit mines. The model also indicates that, under the right circumstances, provision of an overtaking lane can provide throughput benefits of up to ten per cent, The feasibility of providing unidirectional haulage circuits within large open pit mines should be examined.

Infrastructure is defined as all those parts of a mining development which are not directly concerned with mining and mineral processing. Infrastructure is of significant and growing importance in the overall develop- ment of mines, and the costs could be critical in determining the viability of a project. Prior to_project authorisation, feasibility studies are required, often in considerable detail, to determine costs with adequate reliability. It is necessary that the Engineer should be adequately briefed for carrying out these studies and that good liaison and communication with the Owner be maintained. Methods, costs, order of accuracy, and some special requirements of these studies are discussed. After project authorisation, rapid im- plementation of the proposals is generally desired. A suggested organisation and method for this implementation is presented and dis- cussed. Comments on fees, and particular points in the relationship between Owner and Consulting Engineer are given. Particular reference is made to differences in conditions compared with public works projects. Realistic attitudes of mind towards environmental matters, industrial relations, and contractual relationships are advocated.
