The success of any industry depends on the planned integration of the policies and resources of the key components of the Australian economic and political structure - government, industry management, education, research, and the human resources of the industry. The Australian Mineral Industry, like Australia itself, has grown and developed at a rate not foreseen by many of our founding fathers and early industry leaders. Hence, now, as we approach the 21st Century, we need to re-think our approach to the significant new problems that are beginning to face both government and the Mineral Industry. Government initiatives, government information and support services, industry re-structuring, and research and development support, need to be carefully re-evaluated, re-diredted,. and strengthened, so that government, the community, and the Mineral Industry produce and receive the optimum education and research strategies and services. The support of academics and researchers, the development of facilities, and the design of new Courses for the future successful and beneficial exploitation of minerals need particular consideration.

During the past 18 months several import- ant hydrocarbon discoveries have been made in the Dampier Sub-basin, which is a sedimentary area lying entirely offshore from the Precambrian Pilbara Block in the southern part of 'he Northwest Shelf of Western Australia. This sub-basin is a major sedimentary downwarp forming a northern extension to the Carnarvon Basin. This extension is bounded to the north by the De Grey Nose, separating it from the Beagle Sub-basin. To the south the Dampier Sub-basin merges with the Barrow Sub- basin. Extensive seismic data combined with results from exploration drilling show that the Dampier Sub-basin is a complex depositional basin containing over 20,000 feet of sediments which are mainly Triassic to Recent in age. Tectonically the sub-basin can be divided into seven main structural elements. In a northwest to southeast direction these are the Rankin Platform, the Kendrew Trough, the Madeleine- Dampier Trend, the Lewis Trough, the Legendre- Rosemary Trend, the Enderby Fault Zone and the broad Pilbara Shelf. Permian sediments were encountered in only one well drilled to date in the sub-basin, but Triassic and younger sediments are extensive. The volumetric distribution of valuable mineral, or phase, within a set of particles is called the liberation distribution. To optimise a mineral processing plant it is necessary to know the liberation distribution in most of the streams, especially those adjacent to separation devices. Possibly the most common method of analysing ore particles is to section sets of similarly-sized particles. However, the observed sections can appear liberated even if the particle is composite. This means that the 'apparent' liberation distribution can be very different to the 'actual' liberation distribution. This discrepancy is called stereological error. One must then somehow estimate the actual liberation distribution using the apparent liberation distribution. This problem is called the liberation distribution problem and its solution is the subject of this paper. The solution is based on a sorting algorithm which uses geometric probability equations. These equations are based on the assumption that sectioning is isotropic and uniform. Apart from these assumptions the equations are completely independent of particle shape or texture. The algorithm is verified by numerical simulation and experimental methods. For the numerical simulations the correspondence between the actual and estimated liberation distributions is excellent. For the experimental methods, the agreement is not as good and appears to be due to experimental errors.

While there is reasonable agreement on the basic chemistry of the slag fuming process, there has been an on-going debate for nearly 50 years as to the nature of the rate controlling factors in its industrial application. There have been advocates in the technical literature for thermodynamic limitations on the one hand or kinetic limitations on the other. The different viewpoints result in very different predictions as to the technical and commercial potential of the process. A resolution of the debate becomes of importance as pyrometallurgical processes are advocated as a means of extracting environmentally deleterious elements from metallurgical wastes. The present paper reviews the arguments in favour of both equilibrium and kinetic control and puts forward the view that much of the evidence for limitation of the process by kinetic factors under all conditions is unconvincing. It is maintained that the process can approach thermodynamic equilibrium under industrial conditions and that this determines the ultimate limitation on its technical performance. It is acknowledged, however, that kinetic considerations may cause the batch process to fall well short of performance predicted on thermodynamic grounds. The strong process limitation arising from the influence of chemical thermodynamics on the likely outcome of a hypothetical continuous fuming process is contrasted with optimistic forecasts resulting from the extrapolation of process models based only on kinetic considerations.

Debswana, owned by the Government of the Republic of Botswana (GRB) and De Beers in a 50:50 joint venture partnership, operates the Jwaneng diamond mine in Botswana - the most valuable diamond mine in the world. The mine provides between 60 - 70 per cent of DebswanaÆs earnings, and about 30 - 40 per cent of the GRBÆs income. In 2008, the company embarked on the Cut 8 Project - an open pit waste cut-back to expose more diamond bearing ore to sustain mine life by another six to seven years. This undertaking was much larger than previous cut-backs; it increased the waste stripping ratio threefold, increasing significantly the waste handling fleet of trucks, shovels and infrastructure, and impacted a large part of the materials handling plant which required replacement with new facilities. The project coincided with the beginning of the Global Financial Crisis (GFC) and a slowdown in the economy. Its $4 billion total life cost was billed as æthe largest private investment project in BotswanaÆ which produced heightened expectations amongst stakeholders that it would redress some of the issues brought about by the GFC and leave behind a legacy of jobs, increased opportunities for citizen owned business and improved social infrastructure.Most of the big project challenges were non-technical and ranged from dealing with various stakeholders?at?all levels, a 25 per cent currency depreciation of the Botswana Pula against the South African Rand, obtaining work permits for non-citizens in a job starved environment, managing construction to world class safety standards, managing the low productivity of construction workers and producing a viable legacy program that satisfied the GRB and stakeholders. Whilst most of these risks were identified in front end studies, the magnitudes were in many instances underestimated. Managing this uncertainty on Cut 8 can provide valuable lessons to other projects in a similar environment, or at least provide the information to indicate that these factors should be adequately provided for in the financial evaluation of a project in the form of budget, schedule, contingency or risk mitigation.CITATION:Jones, G M and J Rademan, 2012. Traditionally, the development of a mineral resource project goes through a fairly set pattern of decisions from what commodities to search for; where to look; how to locate; what are the reserves; how can they be exploited with optimum returns for all stakeholders; where are the markets and what will be the price received; what financing arrangments? However, due to the unique nature of most mineral resource properties, the relative significance of individual parameters on the ultimate development decision will vary from project to project. Sensitivity analysis in its formal sense is most frequently related to the economic analysis of a project particularly in conjunction with the ultimate development decision making process, and acknowledges the uncertainty of the actual values with their impact on the corporate decision making yardsticks. In many cases, this analysis merely adds more values to confuse the decision makers who may well opt for some subjective rationale to overcome the numeric confusion. However, sensitivity analysis should be used more frequently to exploit the development dollar to its maximum, THROUGHOUT the phases leading to the development decision. It is essential to identify the critical inputs to the various decision tiers in a project as early as possible and direct the funds to ensure that these parameters are determined as accurately as possible. Examples are used to illustrate the need for an even-handed quantification of the parameters which affect the outcome of decisions en route to the final one while minimising the risk in making an optimum assessment in relation to development funds Available.

The requirement to use explosives in ground temperatures exceeding 50¦C is becoming more common as mines work to maximise the recovery of their resources. Orica Explosives was requested to assist in the development and implementation of æhot blastingÆ safe working procedures at Liddell Coal Open Cut in the Hunter Valley. The mine operator, Hunter Valley Earthmoving (HVE), had to contend not only with elevated temperatures in their overburden resulting from burning coal beneath, but also old underground workings which tended to exacerbate the problem. The paper discusses the following issues:the consultative process that was used to develop the procedures employed to ensure the process could be carried out safely; the technical issues surrounding blasting in hot ground, including temperature monitoring, product selection, application and design to ensure safety and performance were maintained; the need for confidence and trust in the team that was working together in a potentially hazardous environment, the emotive issues that were encountered and how they were addressed; the value of a regular review process combined with open and honest communication to ensure the procedures represented best practice and that all stakeholders understood the process; and the value delivered to Liddell Coal when sterilised areas of coal became accessible with little disruption to the mining process. The paper also discusses the challenges that were encountered in the Reservoir Block where proximity to major power lines and rail infrastructure meant that hot blasting procedures had to also consider vibration limits and the need for Energy Australia to disconnect the power.

The future of human exploration in space is intimately bound to the future of mining and energy production on Earth. By 2025, one or more manned bases will probably exist on the Moon, exploring the lunar landscape and geology, and acting as a learning platform, and possibly a resource platform, for expeditions to Mars and beyond. Unless the mining and space industries take an active and cooperative interest in the technologies required to exploit minerals and fuels in and from hostile environments, the necessary advances to support permanent extraterrestrial exploration will not be ready in time. With the notable exception of using lunar Helium-3 as a fusion power fuel, no other reason has been identified for the mining industry to take any direct interest in the exploitation of extraterrestrial resources for the benefit of its customers on Earth. Ample reasons exist, however, for the industry to take a direct interest in supporting technological development of the extraterrestrial resources necessary to support the economical exploration of space. The mining industry has critical experience in the development and application of technologies for the discovery, extraction and processing of natural resources; experience that the space industry will need to create a viable permanent presence in space. The industry also understands the end to end process of resource development and utilisation. On the other hand, the space industry can directly benefit the mining sector by helping mature and advance the extractive and processing technologies needed to economically and sustainably develop resources in hostile terrestrial environments, such as those available in low concentrations, at extreme depth and/or inconvenient geographic locations. We propose that strategic partnerships be created between the mining, space and allied industries and research organisations. Such partnerships would develop a joint capability for mutual benefit, targeting the most significant advances in the least time. The space industry will learn how to exploit essential resources off-planet, and the mining industry will gain access to technologies to help extend their activities on earth.

Lafayette Mining Limited, a listed Australian company, is developing a polymetallic Project on the island of Rapu Rapu, located to the east of southern Luzon in the Philippines. The Rapu Rapu Project is based on the Ungay deposit, which has proven and probable reserves of 6.0 million tonnes of 2.5 g/t Au, 28 g/t Ag, 1.2 per cent Cu and 2.1 per cent Zn. The Project will produce copper and zinc concentrates from a sulphide flotation plant as well as dore from a CIL gold plant. Average annual metal production over the projected six-year mine life is 9800 tonnes of copper, 14 000 tonnes of zinc, 50 000 ounces of gold and 590 000 ounces of silver. Despite a rich mineral endowment and long mining history, there have not been any significant new mine developments in the Philippines since the early-1990s. The investment climate has been affected by legal challenges to the 1995 mining code, civil unrest in parts of the country, the impeachment of the previous President and community concerns about the industryÆs environmental performance. As a consequence, the Rapu Rapu Project is viewed as a test case û within both the country and the international mining industry û on whether minerals investment in the Philippines is an acceptable business proposition from a risk perspective. Lafayette has faced formidable challenges in managing the development risks of the Project. The major risk areas of the Project for which the company developed strategies include: regulatory, environmental and approvals issues, technical evaluation, project development, social and community issues, land acquisition, and financial and marketing issues. This paper describes the risk management strategies successfully pursued by the company, and which have the Project on track to commence construction in 2003. Dealing with each of the areas in turn, Lafayette sought to develop strategies which either effectively neutralised, minimised or otherwise addressed the key risks most likely to be experienced.

The Imperial Smelting Process for the simultaneous production of zinc and lead is probably regarded by the ecologist as a necessary evil with the benefits of its products marginally outweighing the adverse effects of its operation. The purpose of the paper is to examine the environmental impact of the process and to provide information which will demonstrate that the process has considerable indirect environmental benefits and that success is being achieved in reducing direct pollution of the environment by the process. About 12 per cent of the world's zinc and seven per cent of its lead is produced by the process. This proportion will increase with the construction of a new smelter in China. After a brief description of the process the paper considers one of its principal advantages, its ability to treat bulk concentrates. The production of these at the mine can have a number of environmental benefits. Less comminution may be required to separate the metals from the gangue than is needed to separate them from each other; recoveries can be improved in flotation resulting in cleaner tailings dams, less power demand and reduced consumption of potentially hazardous reagents. Simplification of mining and above ground ore handling may also give significant benefits . The process is a considerable consumer of secondary materials such as galvanisers' ashes, copper smelter dusts and materials containing zinc and lead derived from steel plant dusts. The majority of these materials are fed to the blast furnace after hot briquetting. The consumption of secondary materials is a considerable environmental benefit since otherwise they would require to be dumped in secure land-fill sites. The operation of the process itself continues to be subjected to increasingly stringent environmental standards of which examples are provided. Details are provided of lead emissions at Avonmouth showing considerable success in reducing these while increasing production. The slag from the process continues to find many useful applications.

The Waterview Connection will complete Auckland’s long-planned Western Ring Route, a 48 km north-south motorway alternative to State Highway 1 that bypasses the central city to the west. The project involves construction of 5 km of new motorway – half of it underground in tunnels – to connect the Southwestern (State Highway 20) and Northwestern (State Highway 16) motorways.The Western Ring Route will link the major population and industrial centres of Manukau, Auckland and North Shore to give the region the connected and resilient strategic road transport system it needs to underpin economic growth and sustainable development. It will also provide a direct motorway link between Auckland’s central business district (CBD) and international airport.The project involves construction of twin 2.4 km driven tunnels with an outside diameter of 14.41 m beneath residential suburbs, a major arterial road and a rail corridor. Enabling works began in January 2012 while tunnel construction using an earth pressure balance (EPB) tunnel boring machine (TBM) began in November 2013.This presentation introduces the Waterview Connection project, its role in the development of the Auckland motorway network, its procurement process, the alliance delivery model and an overview of the project’s design features and construction progress to date.Design and construction highlights of the presentation include the TBM start-up, turnaround and breakthrough arrangements as well as the experience gained during the first tunnelling drive. One of the earliest and continuing challenges in driving sustainable development in large scale resource industry projects is around the issue of assessment û how do you measure the sustainability of a mineral operation? One of the key road blocks when confronted with this challenge is the temptation of technical folks to reach for a definition of sustainability or sustainable development. But definitions, by definition, have boundaries and limitations that serve to constrain thinking û they limit the thinking of what we can achieve with sustainability (it also acts as a barrier that constrains innovation). Rather than seeking definitions, better understanding of the core perspectives around sustainability and their application to the minerals industry provides a much more powerful platform from which to conduct assessments. But it is only when these perspectives are combined with the right framework and supporting techniques that the complex becomes doable. With the support of the perspectives and the framework, various assessment and measurement methodologies can be used; the challenge is communicating to stakeholders the sustainability character of the project in ways that are meaningful and to which people can connect. Assessment is not about finding the best or most accurate methods that fulfil strictly academic and possibly abstract requirements. The challenge is to help people understand what the impacts are, and what the value contributions will be, in a format and language that make sense in their world-view.

"DEEPHOLE " or "Longhole" drilling is the name given to the drilling of prospecting holes with the pneumatic hammer drill. The drilling bit is of the same form, and is prepared in the same way as ordinary rock drill steel, and is extended to the bottom of the hole by sectional hollow rods, through which water is forced.The cuttings from the hole provide a sample of the ground drilled.Deephole drilling was developed at an American mine where the cost of diamond drilling, owing to loss of diamonds, was excessive, and proved very successful, holes being drilled as deep as 220 ft., in limestone, at a cost of one dollar per foot. The use of the method in other mines, and in a variety of rocks, has since been described in the technical literature. From the published descriptions the following data are drawn:

The role of the mine geologist in a business perspective is self-evident to some, but to others it may be a new concept. All mine geologists need to know exactly how they add value to the business if they are to be successful. Alternatively, if they do not add value, then they will become redundant. This paper seeks to understand some of the contributing problems that hinder the mine geologist from operating in a business perspective. In doing so, a new context (for some) is proposed to aid the mine geologist and the operation gain greater value from geology. The proposal suggests how to ensure that the activities of our geologists are intrinsically linked to the business process that we are involved in. The mine geologist can and must play a pivotal role in the success of an operation. To do this, they must understand some principles of business such as:process, customer/supplier relationships, and organisational structure. Our geologists must know the business objectives, understand the product that the customer needs and use their geological skills to deliver the product safely, on time and to specification. As geologists, we can be instrumental in ensuring that the operational environment is structured in such a way that maximum value is realised, not only from the mine geologists but the entire site team. In doing so, mine geologists will realise their full potential in delivering the outcomes the business demand, and therefore be recognised as strong contributors to business success.

Entropy is an important concept both in natural and social sciences.Considering the preparatory process of the earthquakes as an open system, in view of basic ideas of the Theory of the Dissipative Structure, the seis-mological Entropy is introduced as an order parame-ter, describing the scale of order associated with the earthquake distribution in time, space and mag-nitude. The features of evolution of seismic acti-vities before and after the large earthquakes have been studied by using the seismological entropy.The preliminary results show that the seismological entropy in certain region decreases as the large earthquake is approaching, it means that the distri-bution of earthquakes has turned gradually in order from disorder.It is expectation that the application of the Principle of Entropy in seismological research will deepen the understanding of the physical process of earthquake preparation. Meanwhile, it will also offer some enlightements in studying mitigation of seismic hazard as well as earthquake prediction.

Following the preparation of tantalum oxide and carbide (1) an investigation of the details relating to the production of tantalum metal powder was planned. From the literature (2) it was evident that tantalum could be produced either by reduction of potassium tantalum fluoride with an alkali metal or by electrolysis of a fused salt mixture containing a tantalum compound. The latter method appeared to be the more suitable and, as there was considerable divergence of opinion in the literature as to the nature of the reactions involved, it was decided to study the electrolytic process. The ultimate aim in any case was to produce tantalum pOWder for use in an investigation of the problems relating to the preparation of consolidated tantalum.FACTORS GOVERNING ELECTROLYSISAfter a few preliminary exploratory electrolyses several factors which needed amplification were revealed. These will be mentioned before the details of the electrolysis experiments are given.COMPOSITION OF THE BATHWithout the knowledge gained in the preliminary experiments it would be thought that the best material for the bath would be that one which underwent electrolytic decomposition. Consider what at first appeared the most likely - namely - potassium tantalum fluoride. The melting point of K2TaF7 was determined to be 630°C with volatilization and decomposition taking place at that temperature so that it would not have been very satisfactory.

External and internal challenges in mining are increasing the difficulty and complexity of operating mines. The external mining environment has a big impact on mining operations and is driving the focus on safety, sustainable mining, green issues, profitability and productivity. There is a very high emphasis on ‘reducing cost to improve’, lower mining and beneficiation costs by eliminating waste/inefficiencies (reduce people, use less consumables, multiskilling, etc). The internal mining environment is getting tougher to operate in, with the deposits being more difficult to mine, more difficult to manage due to external pressure along with issues associated with maintaining quality, etc.Technological and environmental developments too numerous to mention, mean that cost control models, reduction in human resource numbers, as well as other drastic measures to curtail expenditure and increase profitability have become part of everyday business. The capability to manage the mining environment in a systemic manner has been lacking and this increases the pressure for performance on those individuals operating and managing mines.Working smarter has become crucial to ensure that businesses optimise the use of their resources, become more safety conscious, more productive and remain cost-effective, while recognising the importance of sustainable mining now and in the future. The logic of determining and managing to the capability of the mining value chain will be examined and the underlying assumptions or beliefs guiding behaviour and decision-making will be highlighted.In order to identify the obstacles in the mining value chain that hinder achievement of its full potential, the following questions have to be asked:What are the factors that influence the performance of a mining value chain?What is the design capacity of the mine?How can the inherent flow and value capacity of a mine be determined?What types of solutions will allow a mine to operate at its inherent flow and value capacity?This article will discuss the way we plan, measure, assess and manage the mine value chain, by addressing the following factors:balanced capacity versus flow and value capacity designthe use of averagingoptimising individual components in a value chain versus optimising the whole value chain.Optimising flow and value through the mining value chain is one of the three pillars of Mineral Resource Throughput Management (MR™). In a gold CIP/CIL circuit, adding new circuit water to a final tails thickener and then directing the thickener overflow to the head of the circuit significantly reduces the cyanide concentration at the TSF discharge spigot. The new water is used to dilute the final tails. The dilution and recycle of the tails in this manner may have the added benefit of reducing reagent consumption, in some cases to the point where the reagent savings justify the expenditure and Cyanide Code compliance is achieved at no extra cost. Potential circuit configurations and water recycles can be modelled by splicing a flowsheeting and thermodynamics package, such that changes to the composition of the water can be reduced to chemical speciation with a Gibbs free energy minimisation enabling a complete understanding of the circuit water chemistry.

The Yallourn Open Cut Mine has recently commenced mining operations in the new East Field which will supply the 1450MW Yallourn W Power Station for the rest of its 30 year design life. The authors describe the design and implementation process followed during the rehabilitation of the areas disturbed by works associated with mining in the East Field. One area of the East Field, the old external overburden dump, has been of particular interest and is discussed in detail. A discussion on the fire protection considerations is included as these are critical and often misunderstood as being contrary to good rehabilitation design practice. Finally, the development of a master plan for the rehabilitation of the Yallourn Open Cut in general, incorporating the East Field work, is discussed.

Geometallurgy is an emerging, cross-disciplinary field that integrates spatial models of rock properties with time-based outcomes of mining and treatment processes. Geometallurgical variables include any rock property that has a positive or negative effect on the business. Some of the more critical geometallurgical variables include recovery, grindability, throughput, power consumption, mineralogy and content of deleterious materials. These variables drive project costs and revenues in a fundamental way and thus geometallurgy has potential to positively impact on the value of strategic and tactical decisions across many mining organisations. Geometallurgical models, like traditional grade-only models are based on samples collected from the mineralised and non-mineralised regions of the deposit. The nature of some non-grade variables, particularly those that are dependent on the ore treatment processes, requires special consideration during sampling and subsequent spatial modelling. Failing to objectively consider the characteristics of variables may seriously compromise the validity of the sample selection, sample treatment, data models and the subsequent decisions. In addition to addressing the vexed question of collecting an æunbiased and representativeÆ sample, the sampling and modelling approach must consider issues of scale, both geostatistical support and also the relationship between bench-scale data and operational-scale mineral processing performance. This paper proposes a framework (the Primary-Response framework) for the classification of geometallurgical variables. This framework is designed to assist with developing sampling approaches and identifying the most appropriate spatial modelling approach. The proposed framework can also help identify the risks associated with designing, sampling and modelling of both types of geometallurgical variables. The Primary-Response framework divides variables into two categories; primary variables and response variables. How a variable is classified in this framework depends on the degree to which the variable reflects either an intrinsic attribute of the rock (æprimaryÆ) or its response to measurement processes (æresponseÆ). Depending on the classification in this framework, appropriate sampling and modelling decisions can be made to minimise the risk associated with the incorrect treatment of the variable. In particular, the authors argue that for response variables, the approach taken to building spatial models may need to be different to conventional linear averaging approaches (for example kriging).
