The Government of Canada recently passed a new regulation to control the liquid discharges from metal mines in Canada. The Metal Mining Effluent Regulation of the Federal Fisheries Act will come into force within the next six months. As a result the Ontario Regional Office of Environment Canada has developed a compliance promotion program to accompany the new regulation. How the mines implement the regulation will be key to its success. This paper will briefly outline the components of this regulation, including the reporting structure, the discharge parameters and limits, as well as the requirement for the mines to conduct long-term environmental effects monitoring on their effluent discharge. The presentation will give a brief account of the compliance promotion program, and then focus on the spill trends from Ontario mining operations. The province of Ontario has the largest concentration of metal mining operations in the country with approximately 40 active mines.

During the last 12 years the dominant theme at Mount Isa has been production expansion. Production rate of 3,200 tons per mine day in 1953 increased to 11,000 tons per mine day in 1960, completing the first stage of the programme. The second stage is still in progress. It is planned to increase production of lead and copper ores to 19,500 tons per mine day in 1968.Current mine workings comprise an area 2 miles long and 1/2 mile wide, the deepest production level being 2,000 ft below surface. During the next 10 years it is anticipated that mining will be carried out to a depthof 3,200 ft below the surface. The rapid extension of the mine has necessitated frequent re-appraisals and modifications to the primary ventilation system, and a system with considerable in-built flexibility has gradually evolved. Since 1953, volume circulation has increased eight-fold to approximately 2,400,000 c.f.m.To suit various mine operating requirements, a combined pressure-exhaust system of ventilation was adopted.The usefulness of this system is at a maximum when the fans installed permit ready changes in the location of the boundary between adjacent spheres of fan influence.Air flow through openings to the surface can be controlled or used as required. This feature is considered necessary for a mine where underground workings are comparatively shallow and caving to the surface willoccur.A major heat problem exists due to climate conditions, high geothermic gradient (one degree Fahrenheit in 95 ft), and oxidation in leached and brecciated areas.Because of this, quantities of air far in excess of the minimum requirements for dust removal are required to ensure satisfactory environmental conditions. In assessing fan pressure, consideration was given to 1. the mine resistance, and the requirement for pressure differential capability,2. the pressure requirement for deeper mining, with due allowance for booster fan use where appropriate,and3. the desire to avoid fan operation at pressure duties above the region of peak fan efficiency.The latter feature provides a safety margin between maximum operating pressure and the stall point of the fan.

The primary object of the drive is to provide sites for gaining information regarding the behaviour of the ore-bodies well beyond the limits of the present exposures.Due to thermal conditions, the major portion of the work was done on a six-hour shift basis, in contrast to the normal one of seven hours, with a five-day week.

Toppling failure of a jointed rock slope was studied by using the distinct lattice spring model (DLSM). Compared with the classical discrete element model, the DLSM has the advantages of free calibration of micro-mechanical parameters and easy to represent discontinuities, and is more computationally efficient. In this work, the DLSM was used to investigate the toppling failure of jointed rock slopes. The numerical simulation was verified against experimental data from a centrifuge model test on a jointed rock slope. Both the horizontal deformations and failure pattern observed in the centrifuge test were reasonably reproduced using the DLSM. Then, the mechanism of the flexural toppling failure was studied numerically by using a parameter analysis. Experiments conducted at Tahmoor Colliery, Sydney Basin, have demonstrated the variability in chemical and isotopic composition of seam gases issuing from boreholes in the Bulli seam and desorbing from lump coal from the same source.From this work it appears that an immediate preferential release of methane accompanies the physical disturbance of the coal seam by penetration with development or drilling or by detachment. In addition, both early released methane and carbon dioxide are depleted in 13C relative to later desorbed gases, therefore the analyses of gas samples taken after such events may not reflect the true bulk composition of the undisturbed seam gas in situ. A method for overcoming this problem by taking gas samples at depth in the "steady state" is proposed.

The introduction of Progressive Closure and Rehabilitation Plans (PCRPs) in Queensland from 2019 places greater importance on planning and implementation of mine rehabilitation activities. The progress and outcomes of progressive rehabilitation activities is monitored and reported upon to demonstrate success in achieving progress towards the approved post-mining landform, and to inform corrective action where required. The requirements of PCRPs place additional emphasis on mine sites to quantify the risks of successfully achieving planned outcomes. This is particularly challenging given mined-land rehabilitation is a complex process involving decisions on multiple inter-acting management interventions, climatic conditions and spatially variable site characteristics.

There is no other effective way for study ing firedamp and coaldust explosions than to produce controlled explosions in a pre-monitor- ed environment - either mine openings kept for the purpose, or special surface galleries. Such explosion testing facilities have been employed historically at Buxton in U.K., with lesser known installations at Bruceton, U.S.A., Tremonia, West Germany, Katowice-Mikolow, Poland and elsewhere. Both firedamp and coal dust explosions are studied. Normally coal dust explosions are initiated by somewhat standardised methane air mixtures, by explosives, or purely by coal dust. Various structures and suppression installations are installed in roadways and galleries prior to explosion to simulate destruction and suppression, and the results of such tests form the basis of suppression installations, especially stone dust barriers and water barriers. Other data collected from these experiments include rev- ersals of explosion waves, pressures and temperatures and duration of explosion waves, analyses of aftergases etc. Other uses of explosion testing galleries include testing of explosives, electrical equipment and frictional . sparking.

In common with general experience in the iron-making industry overseas, Australia has in recent years suffered a deterioration in the physical quality of her iron ores in their suitability as a direct blast furnace feed. The increasing amounts of fines and the more friable nature of lump ore, especially in the ore from the Cockatoo Island deposits in Yampi Sound, Western Australia, have focused attention on problems of ore preparation and agglomeration, particularly sintering.Although very small pilot scale Dwight-Lloyd type sinter machines were operated at the steel-making centres at Newcastle and Port Kembla during World War II, no sizeable capacity was installed, so that ore was charged to the blast furnaces almost entirely unscreened, and the resultant flue dust was stockpiled.Towards the close of the war, the pilot plant at Newcastle was replaced by a small machine, adjacent to the flue dust stockpile, with a rated capacity of some 20 tons per hour. After approximately five months of part-time operation, this plant was closed down in January, 1945. Production was not resumed until December, 1950, when, due to a temporary ore shortage, it was decided to supplement available ore with sinter produced from the large flue dust stocks of about 300,000 tons. In spite of mechanical and process difficulties, inherent to the design of the plant, operation was continued on a two-shift basis, with several shutdowns for extensive overhaul and plant alterations, until September, 1954, when production was put on a three-shift basis. Addition of Yampi ore fines to the sinter machine burden was not commenced...

Underground space can be defined as space below natural ground level which can be used as an alternative to an above ground location. While many of our above ground structures inherently involve underground excavation for foundations and services, the term underground space specifically refers to organised development of underground openings and of the underground domain. For example, the services to a city such as power, gas, sewerage, water and communications are installed in a congested array which usually requires roads to be dug up when the services need to be accessed. An underground space installation of services would involve a well planned conduit which is easily accessed without any excavation. The concept of using this virtually untapped land resource to the advantage of our expanding cities is gaining considerable interest in Australia. Overseas, in the Scandinavian countries and some Asian countries, underground space has been used for centuries; in Great Britain, France and the United States of America over the last century and in Japan for over a decade. This paper focusses on the types of underground space usage which should be competitive with above ground use and suggests areas in which the competitive edge may be improved in favour of underground space. In particular, considerable advantage is seen by using well-planned underground space developments in major cities, where the strategic central location of the development takes advantage of proximity to potential users. However, the largest single factor affecting the acceptance of underground space is the high capital cost of construction, even though an underground space development may result in lower operating costs and reduced long-term maintenance costs. While excavation methods and associated costs are very much site-specific, the importance of applying the latest technology in rock breakage, with consideration of ground vibration, excavation rates and ground support, remains a major challenge to the development of underground space.

Urban railway systems need high invest- ments, especially if their routes and stations have to be placed in the subsurface. In the FRG the construction and equipment cost of urban underground railway systems are in the range of 60 to 100 Mill DM per km tunnel. For this reason, track sections on the surface and on elevated structures are used as far as that is possible. Considering whole systems, the costs are in a range from to 45 Mill DM per km length for a metro system with about 80 % of its tracks and stations in tunnels and from 20 to 25 Mill DM per km for a light railway system with about 25 % subsurface infra= structure. The amount of route lengths in tunnels depends on the size of a city, the situation regarding above ground structure and free space on the surface, the level of service quality which has to be achieved with the railway system etc. Despite of the urgent needs to improve the transport conditions there very often arise doubts if an urban railway system is really necessary and can be justified in an economic sense. The experience from many cities around the world shows, that there arise a lot of benefits from urban railway systems, especially with larger sections placed under- ground. They are to be found in the interests of the operator (f.e. operating costs), the user (travel time, quality of service etc.) and regarding social aspects (environmental protection, accidents, consumption of energy Etc.).

The flowability of the caved rock masses in the sublevel caving (SLC) mining method is of great importance. During the blasting process of a SLC-ring, the caved rock mass in front of the ring is compacted. As a result of this compaction, the mechanical properties of the fractured rock masses change, for example void ratio, angle of internal friction and structure of the compacted material. The changed mechanical properties of caved rock mass and recent blasted material can influence the mobility of the material, which could result in blockage of the flow path of the material. The identification of the involved mechanisms in this process can be done after a series of tests in different scales. However, there is no available equipment for dynamic measurements during blasting, ie velocity and displacement of the burden and in the caved masses. This study focuses on the development and laboratory evaluation of a measuring system that can be installed in a borehole. The first trial was carried out in a pillar, where two blastholes had been drilled (9.5 m) parallel with the drift and two measuring holes (16.5 m) were perpendicular to the drift. Two measuring systems were installed in the measuring holes. Some preliminary tests were carried out to find suitable initiation procedures for the emulsion explosive. Applicability and robustness of the developed measuring system were also evaluated. In addition to these tests, an expandable cement mixture was developed to firmly anchor the measuring systems in the boreholes. The measuring system consists of an anchor, armoured cable in a pulling tube and a protective case. The anchor is equipped with uniaxial and triaxial accelerometers. A potentiometric measuring system for displacement up to 2 m is installed at the end of the pulling tube and connected to an extendable spiral cable. All sensors are connected to a data acquisition system (DAS). Both measuring systems have their own DAS to acquire data in case of failure of one of the systems. The measuring system was tested in laboratory conditions with impact velocity up to 10 m/s. Large volumes of tailings are produced annually by the goldmining industry of Western Australia. This material ishydraulically discharged into large storage facilities usingsub-aerial deposition methods. Much of the gold comes fromhighly weathered rock, resulting in tailings with significant claycontents. Consolidation of these materials can be very slow,particularly if occurring under the effects of self-weight alone.To optimise the consolidation behaviour of the tailings, disposalstrategies can take advantage of the effects of evaporation byallowing each tailings layer to dry before the next layer isdeposited. In the last 20 years, much of the gold processing inWestern Australia has utilised saline groundwater. As the salinetailings dry, the surface will develop a thin salt crust. Laboratorytests have shown that these crusts can drastically reduce thesurface evaporation, adversely affecting the behaviour of thestorage. This problem has been the focus of an extensive researchprogramme, with the objective of obtaining a fullerunderstanding of the mechanisms controlling the coupledconsolidation and evaporation behaviour of saline gold tailings.Part of this study involved site investigations of a wide range ofstorages to ascertain their current states. Methods of gainingaccess to the tailings following deposition were developed.In situ testing and high quality sampling were conducted on each storage and samples returned to the laboratory for analysis. These investigations have enabled full characterisation of the storages to be accomplished. Examples of data are shown herein and the implications of the results are discussed.

Mine planning is a crucial part of all mining industry projects, and nowadays, geometallurgical mapping through advanced computer technologies provides an opportunity to involve metallurgical responses of a deposit into 3D block model in order to optimise mine planning activities, especially for production forecasting. Including these metallurgical parameters apart from traditional geology and grade-based attributes into resource modelling leads to an extensive approximation for the economic maximisation of mine production due to better forecasting, planning and increasing certainty and the reliability of the resource model (Macfarlane and Williams, 2014). Commonly, geostatistical techniques and algorithms are used to produce models with the high resolution (Brissette et al. 2014; Deutsch et al. 2014; Tolosana-Delgado et al. 2015). The accuracy of the modelling procedure deeply depends on a reliable block model, produced by spatial analysis of corresponding variables that define the geological, metallurgical, mineralogical and chemical behaviour of the deposit. However, there are special cases, where the application of enhanced geostatistical methods is required, to solve the occurred difficulties between variables with multivariate complexities. For example, in oxide copper deposits, the soluble copper grade is a percentage of total copper grade and recoverable by heap leaching processes (Emery, 2012; Hosseini and Asghari, 2015). The 115-year history of the Hall-Heroult process for production of aluminium has been characterised by a sustained technology-driven improvement in costs and productivity. In the past decade the industry has effectively transferred best practice into older technology with improvements through computer control of the process, and redesign of cell linings using computer modelling . Incremental development is now at the point where diminishing returns will apply for further technical improvement effort however, until the gap between technical limits and current best practice is addressed through major process redesign. The process remains a long way short of its technical limits in energy consumption, carbon anode consumption, cell life and product purity. Investment cost in new capacity is very high, supporting the retention of older and less efficient technology and hence limiting the application of best practice in environmental performance and occupational health exposure. The industry is a major emitter of greenhouse gases yet the process has the potential to release oxygen as the primary waste. All of the above issues will be addressed in the new century, but only through commitment to the necessary long-term research and development that is required to achieve a redesign of the process.

The challenges of increasingly scarce water resources and the risk of dam failures has seen the mining industry turn to sustainable tailings management solutions such as dewatering and dry stacking. Filtering tailings has been seen in the past as a cost-prohibitive process for larger throughput mines. However, as larger pressure filters are developed, the economic case for filtered tailings has gained traction.Focus has largely been placed on the correct design and operation of the filters. It is critical, however, that the material handling portion of the disposal system is also properly designed and operated. Thorough testing at laboratory and pilot scale to determine the conveying properties of the filtered material needs to be conducted. This testing will insure the material handling system meets the important availability needs of the mine even during periods of variability in the upstream processes and mine plan.The control system must also be robust and flexible in design to compensate for this upstream process variability. The triazine molecules have not been given much attention and they are potential collectors that may positively impact the mineral processing industry. The adsorption of triazine as collectors such as sodium 2,6-dithio-4-butylamino-1,3,5-triazine (SDTBAT) on pyrite form a basis in design of flotation collectors that may be applicable in a wide range of sulfide minerals. The SDTBAT collector was compared with the sodium normal butyl xanthate (SNBX) and sodium normal butyl dithiocarbamate (SNBDTC). All collectors were adsorbed in their neutral form containing sodium on the pyrite (100) surface. The computational calculations found that the adsorption energies followed the order: SDTBAT (-300.35 kJ/mol) > SNBX (-186.10 kJ/mol) > SNBDTC (-163.78 kJ/mol). It was observed that the SNBX and SNBDTC adsorbed through the S atoms, while the SDTBAT adsorbed through the S atoms and N atoms onto Fe atoms. It is clear that the SDTBAT had a strong binding energy which is attributed to the presence of the triazine group that is electron depositing to the active S atoms compared to the SNBX which possessed the oxygen that is electron withdrawing. Moreover, the SDTBAT collector was found to bind stronger than the xanthate. This was complimented by microflotation tests that showed fast floating and higher recoveries of pyrite when using the SDTBAT collector than the xanthate and DTC. This clearly demonstrated that the SDTBAT is a potential collector to replace the xanthate collector due to its high selectivity and flotation power.

Interrelated data for five fundamental features of production processes would help promote the- development of the discipline and profession of extractive metallurgy. The features are the input materials, the products, equilibria, kinetics" and movement of materials within the reactor. Aspects of overall process performance that could be developed in these terms include quantitative comparison of reactor engineering options, process dynamics, interruptions to operations, and recycling. The ability to be able to forecast these and other aspects of process performance would be valued by most metallurgists. Although data have been reported for each of these aspects they have been more relevant to process economics than process fundamentals. The data have not often been interrelated via the fundamental features for a particular raw material-process system; nor have ~ similar data been related for different systems.

Investigation of the Classification Operation in a Coal Pulverising Vertical Spindle Mill Coal pulverisation in power plants is a major electrical energy consumer. In 2006 more than 41 per cent of world electricity generation was from coal where pulverisers use 0.5 to 1 per cent of gross generation. Therefore, pulverisers are an important target for optimisation not only for reducing costs of power generation but also for reduction of greenhouse gas emissions. A better understanding of the operation of pulverisers is an essential requirement for their optimisation. However, little information is available, other than operating experience, on the performance of pulverisers and how these react to changes in operational variables. This study investigates the effect of changes in coal and airflow feed rates on the classification performance that occurs in an industrial scale ball-and-race vertical spindle mill in which the pulverisation and classification processes are linked together due to the separator classifier being an integral component within the pulveriser. In order to decouple the breakage and classification processes, samples were cut from upward flowing streams through sampling ports drilled on the pulveriser body at different locations. Specific sampling tools were developed. Samples collected from the pulveriser were size and density fractioned to distinguish the differences in behaviour of the components, namely coal and mineral matter. The coal flow rates on dry basis within the mill and around the separator classifier were calculated by mass balancing the multi-component data. The difference in classification behaviour of components during pneumatic transport was confirmed. The response of the circulating load in the mill (~600 to ~1100 per cent) as well as the dependency of fineness of the streams to the operating variables was demonstrated. The approach taken in this study has proved that development of a classification model for a vertical spindle mill pulverising non-homogeneous materials, eg coal, requires treating these materials as multi-component/composite substances.

Drill monitors for blasthole and exploration drills have been available to the mining industry since the 1970s. The early monitors were pen strip chart recorders which were developed for the oil drilling industry and adapted to mining. They recorded drilling parameters such as depth, pull-down pressure, torque, RPM, and bailing air pressure. While these recorders could generate a large volume of paper, the amount of useful data was minimal. The data was not summarised and required an engineer to interrupt the chart traces. Being a mechanical recorder, the devices were also susceptible to frequent failures.

Modern computers and software provide powerful tools for the geologist to construct reliable models of geological resources, and the mining engineer to produce accurate and workable mine plans. Over the years many people have developed a phobia of computers, especially for geological analysis, modelling and mine planning. This phobia is often caused by a lack of knowledge, poor training or a bad experience. The adoption however of computers for geological modelling and mine planning is now becoming mainstream. With the correct training, a good understanding of input data, and detailed knowledge of the required results, the phobia can safely be overcome to provide mining operations with increased productivity.
