'The politics of mining in New Zealand' is a topic I chose myself because of its importance in the future of the New Zealand mining industry. There are many people in the industry who are cynical about politics, cynical about politicians and definitely cynical and often critical of political decisions. In fact, many industry people say they don't want to get involved in politics, they just want to get on with the business of exploration or mining. The point of my address is that politics is important and the industry cannot afford not to participate in the political process.

The exploration methods used by the British Coal Corporation in 1990 improve the geological reliability of underground coal production. Although some of the techniques in common use have been proved to be effective, their limitations are recognised and concentration has been on the increasing integration of direct and remote sensing techniques. Attention is focussed onto first seam workings in sections of at least 2 metres in the depth range of 400-1200 metres and covers both surface and underground exploration. The case studies of exploration techniques and their effect on mine design at several existing collieries are representative of a wide range of geological environments within the more productive British coalfields. Notwithstanding such improvements in exploration and geological reliability, further new exploration technology is currently being investigated or trialled by British Coal.

So many emergencies that crop up in mining necessitate a departure from ordinary methods that the writer has been led to illustrate a few of the examples that have come under his notice during a somewhat lengthy career; and as most of the methods illustrated are certainly outside the ordinary, it may be hoped that while to many they may convey little that is new, to the larger number some acceptable information may be gleaned whenever the occasion calls for it. Experience has shown that there can be no hard and fast rule in mine timbering that will fit the varying- necessities of different localities, and the engineer must divest his mind of all prejudices that his practice of any particular system or systems may have induced, and must direct his attention to the character of the local timber and its fitness or otherwise for the purpose he has in view. Fortunate indeed are the man and mine that can claim an abundance of good and cheap mining timber it simplifies, oftentimes, what would be, under unfavourable timber conditions, a difficult problem. In many parts of the States there is either none or at best a scrub if the latter, he has to either pigstye, balk, or bulkhead, if his ground will permit; if, not, and the necessary timber has to be imported, then some system of recovering his timber and using it over and over again may be possible. As an illustration of this, Fig-s. Nos. I and 2 show a method applied to the copper deposits of the LyellTharsis, Tasmania. "The White Mountain sediment-hosted gold deposit is located in north-eastern China. Mineralisation is associated with silica–hematite–altered polymict breccias that occur within dolomite at or near the contact with overlying sandstone. Economic gold grades are controlled by the distribution of the polymict breccias and can transition rapidly to low or zero grade over short distances. This results in sharp and highly irregular ore contacts on whose accuracy proper stope design and ore control is reliant at this blasthole underground mine.Short-term planning and ore control utilise a grade control model created from infill drilling and grade control sampling (ie face and wall sampling). Typically, the grade control model was maintained by time-consuming manual editing of earlier made contacts to incorporate any new data. This approach also was quite error-prone due to: the complexity of the breccia and ore grade contacts irregularly oriented and/or insufficiently dense drill holes inconsistent incorporation of grade control sampling. These errors resulted in unplanned dilution and ore loss due to inaccurate interpretation of the ore contacts.The primary advantage to implicit geological models over conventional, manually-built wireframe models is that they can be updated very quickly and frequently. In a mine setting, the power and efficiency of using an implicit model is greatest where the use of manual inputs or editing can be minimised. Recently a workflow was set-up for the mine geology team to create an implicitly-modelled ore shape for short-term planning needs by using all data, especially all grade control samples. The resultant 3D shapes provided metre-scale accuracy and consistently reconciled complex ore geometries much faster and to a higher degree of quality relative to the wireframe model. The primary purpose of these investigations is to determine dewatering requirements and likely impacts associated with mining operations. Standard aquifer testing techniques were carried out at multiple locations within the Ord Range near Pardoo, Western Australia. Aquifer properties of an oxidised haematite orebody were calculated from test pumping data conducted in five fully penetrating test bores. Hydraulic properties of the Ridley magnetite orebody were calculated based on short term constant rate pumping tests, and packer tests. Packer tests were conducted in undeveloped and uncased exploration holes and diamond core holes. The new data sheds light on the hydrogeological properties of this previously unexplored region of Western Australia.Aquifer testing procedures for each bore included a preliminary step test followed by a constant rate test. Recovery data were collected in each bore over a period of four to six hours. Prior to testing, background water levels and water samples were collected in a network of monitoring and exploration bores to establish baseline water levels, gradients and water quality. Water quality within the bedrock of the Ord Range varies from 2000 to 5500 mg/L TDS whereas water quality within the alluvial sequence of the De Grey River is highly variable (400 to 2500 mg/L TDS), but is predominantly brackish with some water of potable quality which is used to supply Port Hedland. Test pumping supports the conceptual hydrogeological model that consists of a pod like orebody (aquifer) surrounded by low permeability waste rock (BIF), with very weak hydraulic connection to the adjacent alluvial systems. Calculated hydraulic conductivity from test pumping data across Pardoo ranged from 0.01 to 59 m/d, depending on deposit tested.A groundwater model was used to simulate dewatering required in proposed pits and to estimate the impact of dewatering on the surrounding shallow alluvial aquifers. Test pumping and numerical groundwater flow modelling indicate the proposed below water table pits can be successfully dewatered utilising in pit dewatering production bores. Yields from individual dewatering bores will reduce with time due to the reduction in saturated aquifer thickness.Based on the numerical groundwater modelling and field investigations the likely impacts to the adjacent De Grey River alluvial aquifer system (within the Priority 1 De Grey River Water Reserve) resulting from mining and dewatering activities is considered minimal. Recalibration of the groundwater model will be undertaken once several months of dewatering data are available.The aim of this paper is to present a range of aquifer parameters derived through standard aquifer testing techniques for an area previously unexplored in terms of hydrogeological characteristics. It is the goal of the authors to provide this comparison data set for future work in similar geologic media.

To the layman or the casual in- vestor, the critical problems in the mining industry appear to rest on the questions of finding and developing an orebody. The high cost of finding a major orebody suggests that the search is the only matter of real concern. However, the resulting operations which hopefully will provide a profit- able return, depend very heavily on the quality of the servicing that the particular industry receives. Once the mining venture has been established with the necessary plant, equipment and infrastructure, the routine servicing becomes an important function of the operations.

Natural Gas has been available in New Zealand for twenty years. During that time the gas share of the energy market has grown and now natural gas forms a significant part of New Zealand's energy scene, helping consumers to achieve a higher standard of living, and reducing dependence upon imported oil.Natural gas is now used for petrochemical manufacture and power generation in addition to direct supply to consumers.As concern for the environment continues to build, natural gas will have an increasingly important role to fill in these markets. This paper sets out the background to the development of natural gas in New Zealand and identifies the current markets. It then looks at those matters which are likely to influence the role of natural gas in the 1990s.

The New Zealand Mines Rescue Brigade was established as a result of the Dobson mine disaster on 3rd December 1926, when 9 men lost their lives. Prior to this, there had been four major disasters in New Zealand coalmines, with a total of 145 fatalities. Only large-scale events such as explosions or major fires were considered reportable. Until and including the Dobson disaster, no mine emergency response facilities or organisation was in place.   Unfortunately, over the next five decades the establishment of a Mines Rescue Service did not mean that disasters involving multiple fatalities ceased. The coal mining industry continued to suffer the consequences of poor mining practice, inadequate or inappropriate monitoring and management, and sometimes complete disregard for the regulatory requirements current at the time.   The role of Mines Rescue has been defined in statute, and regulated by Coal Mines (Mine Management and Safety) Regulations. Currently, the statutory obligations have been under the Mines Rescue Trust Act 1992.   The Mines Rescue Brigade historically, has primarily been a reactive service, with stations and facilities established to train brigadesmen in emergency response procedures, specifically to mobilise in the event of a call-out at any one of the many coalmines operating within each stationÆs area of jurisdiction.   Over the last ten years, this role has changed. The service has adopted a proactive approach to emergency response, and has established a close liaison with all mining and tunnelling operations throughout industry, both underground and surface. The objectives have become emergency prevention focussed, and the service has incorporated a range of theoretical and practical training, simulated exercises, more sophisticated equipment and techniques, and a desire to ensure that emergency response capabilities are not needed, whilst maintaining the traditional and statutory obligation to respond if they are needed.

The N.S.W. Department of Mineral Resources commissioned its first Mobile Gas Laboratory in 1973.Although originally intended for diesel exhaust analysis, it has been progress- ively made more suitable for mine air analysis. Currently there are two upgraded units in operation. These laboratories have been used at the scenes of four mine fires, two mine explosions and three recovery operations. The authors' experience jointly covers all of these incidents. In this paper they recount the role of the Mobile Laboratory in each incident - including the difficulties encountered - and trace the development of these units to their present state. Future improvements are foreshadowed, and some comments offered concerning the likely future role of these vehicles in mine Emergencies.

The rocks of Waihi and the surrounding district are almost entirely rhyolitic and ande5itic in character. Sedimentary rocks, with the exception of some surface deposits of clay loosely compacted conglomerate, etc., and one or two thin and broken beds of a very poor lignite, occasionally changed by igneous agencies into a bituminous coal, are almost absent. In the shafts sunk by the Waihi and Grand Junction companies outside the outcropping andesitic area of the Martha Hill, more than one old surface or lake bottom has been passed through. At these points layers of sand, consolidated volcanic mud and tuff, accompanied by numerous broken fragments of imperfectly silicified wood have been enccuntered, but these occurrences may, for the purpose of this paper, be neglected.The youngest rock of the district are rhyolites, probably of Pliocene age. At least three distinct classes of rhyolitic lava, each possessing features of unusual interest, may be made out. None of these, however, is gold-bearing. The youngest flow, a light-coloured, fine-grained rock, is remarkable owing to its enclosing at times fragments of carbonised wood, varying in size from mere specks up to quite large pieces of almost pure charcoal. Rhyolitic tuff is also met with. The direct smelting of zinc sulfide con- centrates has been investigated by an extensive series of computer-based thermodynamic equili- brium calculations. The study covers both pure 7.n-S-O-C-N systems and practical concentrate- coal-air-flux systems. It is shown that for a zinc concentrate containing iron and lead sul- tide impurities, a 97% yield of zinc vapour with autogenous operation can be obtained under carefully optimized conditions. The possible integration of this process with existing zinc condensation and recovery processes is Discussed.

A systematic, detailed airborne geophysical programme carried out in the Taupo Volcanic Region (TVR) in 2005 by Glass Earth NZ Ltd culminated in the identification of 21 epithermal gold targets. In this paper we present the follow up ground-truthing results from the first target drilled, Tahunaatara (TAH).   The Tahunaatara target was identified by means of a multi-disciplinary integrated approach (ôdata interventionö) that defined and ranked the target as being highly prospective for epithermal gold mineralisation. A follow-up ground resistivity survey over the target area revealed the presence of a ôresistorö buried beneath an extensive cover of recent volcaniclastic material. Geochemical soil sampling carried out in conjunction with the resistivity survey yielded anomalous gold values.   The host unit at TAH consists primarily of flow banded rhyolitic lavas, volcaniclastic deposits and tuffs of the Ohakuri Ignimbrite with small outcrops of silicified bedded breccias forming local topographic highs. Results from the first orientation drill hole show wide zones of intense silicification, clay alteration and mineralisation. Sulphide mineralisation is disseminated throughout the core in association with hydrothermal replacement and also occurs in association with quartz veins and infill in fractures (sulphide-only veinlets as opposed to quartz + sulphide veinlets). Textural evidence from drill core indicates that hydrothermal fluid flow was multi-staged with potential for multi-stage gold, and other elements. The presence of polymictic hydrothermal eruptive breccias indicates a hydrothermal vent system.   Alteration varies from argillic to silicic, with pervasive adularia and vuggy silicification also present. Chlorite is minor and associated with quartz, illitic clay and adularia. Assay results currently available confirm the presence of anomalous gold values in association with zones of vuggy silica deposition and intense silicification.

In 1995 Standards Australia International Limited æSAIÆ published a risk management standard titled AS/NZS 4360 Risk Management. It was the first such standard published by a recognised formal standards body anywhere in the world and it put Australia at the leading edge of the risk management discipline. Many Australian and international organisations have utilised the risk management standard and it is one of SAIÆs most important and popular standards. Since its publication in 1995, the risk management standard has gone through a major revision in 1999 and is currently undergoing another such review, which is due for completion in 2004. This paper will chart the application of the standard within certain key organisations since its inception in 1995. A brief overview of the methodology behind AS/NZS 4360 will be presented as well as an overview of supporting and related standards. It is prudent to base risk management and other management system issues on existing and tested standards rather than creating new proprietary approaches. Examples of areas in which the risk management standard might be applied in the mining industry are given, subject to the specific operations of each company: technical, commercial, environmental, informational, and safety and regulatory.

BHP BillitonÆs Yandi channel iron deposit has a large resource of approximately 1.3 billion tonnes. This is a bulk mining operation with a high degree of selectivity not being practical. In contrast the deposit geology is a complex interrelationship of primary channel facies, secondary enrichment of iron and a secondary redistribution of the major contaminants. These variations in geology and alteration can occur over ranges of hundreds of metres down to knife edge contacts. In addition, differences in primary facies and mobility during alteration often result in the iron and contaminants having different patterns of enrichment and depletion. Despite the scale of these operations, if the geological domaining is not optimal, significant errors in the resource estimate of grades and tonnage will occur. Getting the geology right has become a common clichT among mining professionals. However, in many situations, obtaining optimal geological domains for resource modelling is best achieved when there is input from geology, statistics and geostatistics. In this paper, moving window statistics are utilised to see through locally high variability to identify trends that assist in locating difficult to identify geological boundaries. After the creation of geological domains, univariate and multivariate statistics and principal component analysis assist in validating and characterising geological domains. Finally, variography and domain contact analysis are used to analyse the nature of the boundaries between geological domains. At the Yandi channel iron deposit, the inter-relationship between geological and geostatistical analysis has resulted in significant improvements to geological domaining and the treatment of domain boundaries during estimation of iron and contaminates.

This paper outlines the feasibility assessment conducted to explore the possibility of constructing two submarine water supply pipelines beneath the Ma Wan Channel in Hong Kong using either horizontal directional drilling or tunnelling. The Ma Wan Channel is a major shipping channel in the Northwest New Territories, which separates Ma Wan Island from the mainland. The challenges faced by the projectÆs designers included space limitations on either side of the channel, marine department restrictions on construction activity within the channel and selection of a suitable crossing alignment and profile given the channelÆs depth, irregular sea floor topography and complex geology. The existing geological information indicated the proposed alignment would cross granitic and volcanic formations, which would likely be faulted. The primary concerns with horizontal directional drilling were:the length, diameter and depth of the crossing were at the limit of precedent experience in rock; the lack of available space at both the entry and exit sites; and whether the technique would be flexible enough to cope with the anticipated range of ground conditions. The primary concerns for tunnelling were: the possibility of encountering large inflows of high pressure groundwater; andthe possibility of encountering disturbed ground within the fault zones which could flow if not properly treated. As a means to evaluate and mitigate these technical risks for both construction options, a directionally drilled pilot hole was used to investigate the ground conditions along the proposed pipeline alignment. The pilot hole results indicated that either directional drilling or a closed face TBM drive were technically feasible crossing options at a crossing depth of 80 m. The results also indicated that either an open face TBM or a drill blast drive would need to be constructed at much greater depth because of the presence of highly permeable, disturbed ground in mid-channel at this crossing elevation.

The Mary Kathleen uranium deposit is in north-west Queensland, approximately halfway between the townships of Mount Isa and Cloncurry, at long. 1400 009 E and lat. 200 44' S. The deposit Iwas discovered by prospectors of the Walton McConachy Syndicate early in July, 1954, and climaxed a very intensive ground search by hundreds of part-time prospectors. during the uranium boom from March to July 1954ò Numerous small deposits, mostly in the vicinity of Mount Isa, were discovered in various rock environments, but Mary Kathleen is the only large deposit and, apart from a few tons of hand sorted material from the Milo lease, is the only deposit that has been worked. Exploration of the surrounding area, and proving of the economic worth of the deposit, were conducted from the time of discovery until February 1956 by a geological team camped near the deposit. Proving was carried out by drilling a pattern of vertical and inclined diamond drillholes at fifty-foot centres over the outcrop. An adit was driven eastwards through the deposit. Metallurgical research and design work in the South Australian Department of Mines Adelaide Laboratories were based on core samples and bulk samples from the deposit. The signing of a contract in March 1956 with the British Atomic Energy Authority to supply 4500 short tons of uranium oxide allowed mining to commence, and enabled the planned construction of water supply, township and treatment plant to proceed. The open out mine and plant are now serviced by a modern township, four miles away, which is connected to Cloncurry and Mount Isa by road. Although little field work has been done since the exploration phase, this paper differs in interpretation from a previous paper (Matheson and Searl, 1956) in that it is based on a revised structural inter- pretation (Compana, 1958), detailed mapping of progressive exposures in the open out, and a re-examination of diamond drill cores.\

Vibration analysis for diagnosis of machines is a powerful instrument for condition monitoring. Especially for diagnosis of antifriction bearings various equipment and techniques have been developed and are available. The envelope analysis is the most reliable method for bearing diagnosis. Different bearing failures lead to different patterns of the envelope spectrum. Checking the amplitudes of characteristic bearing frequencies is mostly not sufficient for a reliable diagnosis. Therefore human experts compare the pattern of the spectrum with typical patterns of bearing defects. In this paper a diagnosis system is presented which imitates this action of human experts. Using a neural net the system not only distinguishes typical bearing defects but also detects unbalance, beating of disengaged machine parts and other kinds of machine failures.

In 1955 the annual production of steel at Australian Iron and Steel Pty. Ltd., Port Kembla was 1.2 million tonne and over the following two decades this had progressively increased to the present capacity of 5.4 million tonne per annum. This increase in productivity has also been accompanied by important developments in steelmaking technology and these are explained in the chronological order in which they have taken place. Reference is made to the use of oxygen in open hearth furnaces, the B.O.S. process, the Argon-Oxygen decarburisation process for stainless steel, vacuum degassing and continuous casting. When the vacuum degassing and continuous casting units are commissioned, the Port Kembla Works will have achieved a standard of steelmaking technology equal to any in the world.

Solid. dense, air-cooled slag can fulfil most, if not all, the functions of natural stone for civil engineering purposes. The value of pumice, also, has long been appreciated, and processes for the manufacture of similar synthetic material for light-weight concretes and insulating fills have been developed in past years.Foamed slag is, in effect, blast furnace pumice and is often referred to on the European continent as metallurgical pumice. It is made by the treatment of molten blast furnace slags with a critical quantity of water during which process the slag cools and expands into a sponge-like mass. The connection between foamed slag and air-cooled slag is also considered and a basis for density control given.All blast furnace slag cannot be foamed to give a product which would comply with B.S.S.877; 1939 Foamed Blast Furnace Slag. A large proportion of the total output of molten slag lacks the necessary inherent properties. This investigation attempts to discover the conditions necessary for the production of foamed slag capable of meeting the British specification.EARLIER WORKIt was generally accepted (Parker, 1951; Gallai-Hatchard, 1955) that the spongy structure of foamed slag was caused mechanically by steam trapped in the slag when it was poured into water. It was assumed that slags which would not foam would not trap steam, because their viscosities and surface tensions were unsatisfactory, on account of temperature and/or composition. The earliest systematic investigation was made by Frisak (1923) who attempted to establish a limiting chemical composition for foamable slags. He decided that foamable slags covered most blast furnace slag compositions on the basis of silica, alumina, and lime, and further "that the replacement of lime by magnesia up to 15 per cent has no noteworthy effect on foamability, that moderate quantities of alkalis are not deleterious, that sulphur raises the foamability and that MnO is only deleterious in the presence of 1...

This paper provides an update to a paper by the author on an overseas explorer's perception of New Zealand, presented at the 1997 New Zealand Minerals & Mining Conference. New Zealand has one of the most open and internationally competitive economies in the world. The petroleum exploration industry in New Zealand is booming with a record number of wells planned for 2000. New Zealand is keen to encourage investment in mineral exploration to develop its natural resources. A study of the geological potential of New Zealand estimated the value of known and potential resources of metals at $86 billion. Gold has the greatest potential, with a total resource estimated at $33.5 billion. The price of gold has averaged NZ$554 since the beginning of 1998, and NZ$593 in the last year, which is very competitive with other countries. An assessment of country risk compared New Zealand with twenty other countries in ten risk categories: sovereign risk, land access, environmental issues, land claims, mining legislation, social risk, infrastructure, civil unrest, natural disasters and workforce. New Zealand ranked fifth, showing it has low country risk. This provides a high degree of certainty for investment, which is important for the perception of New Zealand as an exploration destination. Corruption was considered separately, and New Zealand ranked third out of ninety countries, showing it is one of the least corrupt countries in the world. New Zealand has a favourable business environment, good geological potential, low country risk and no corruption. Despite this, New Zealand has not registered on the radar screens of overseas mineral explorers, and the positive factors appear to have been overlooked. New Zealand has considerable undeveloped mineral potential, and with the current rise in commodity prices, it is hoped New Zealand can participate in a resurgence in mineral exploration.
