The theory of constraints (TOC) is a business improvement method that focuses on exploiting a business’s bottleneck to deliver the highest possible profit. Early applications were mostly in the manufacturing industry; however, the theory in itself is completely generic and has now been applied widely in other industries such as services, retail, software and distribution, amongst others. The intent of the approach is attractive – it focuses on the ‘silver bullet’ rather than ‘death by a hundred projects’, and it focuses on growth rather than cost cutting. Application within the mining industry has been limited to date, although there are a few applications emerging. This paper discusses how TOC can be applied to maximise value during the project planning phase and how to maximise profits when the mine is operational. The paper uses two case studies to illustrate the approach. Case study 1 uses the approach to improve tactical mine planning, which delivers an increase in revenue of 58 per cent. The authors have undertaken many independent mine optimisation and operational improvement projects at Australian and international mining operations over the past decade. This work has provided an understanding of the underlying practices responsible for the good long-term performance of some operations, and the failure of others to achieve their objectives. Good long-term performance, and value creation can be achieved through a logical and rigorous process of identifying the optimal mine plan (æThe PlanÆ) that delivers the corporate goals, establishing appropriate performance measures that are aligned with these goals, and ongoing monitoring of compliance with the established targets to ensure the operation reliably achieves The Plan. A number of practical methods have been developed and implemented to assist mining operations deliver their corporate goals. This paper outlines some of these methods, providing some fundamental guidelines that will assist in the establishment, and reliable achievement of The Plan that delivers the corporate goals.

Mining ventures are essentially risky businesses. Explorers and project developers (plus their investors and financiers) attempt to minimise the risks involved or at least manage them. Core considerations are the obvious technical and commercial risks, but the socio-political system and regulatory environment in which the project will operate can be more important. Successful mineral investments in a country depend upon obtaining realistic and reliable technical results in a country that provides certainty, to gain and maintain investor confidence in a project. Brief commentary is provided on the usefulness of professional accreditation and ethics plus other specific reporting codes (eg JORC/VALMIN Codes) in reducing risks by reinforcing high technical competence and reputable individual professional behaviour (particularly in the context of currently perceived high corruption levels in so many countries). These various risk components are reviewed, especially in a global context, to showcase New ZealandÆs current position. Successful projects are those which provide investors with credible and reliable optimal results in less volatile environments because investors/lenders hate uncertainty and surprises even more.

The concept of precise, accurate timing with Electronic Delay Detonators (EDDs) was first seriously addressed in the mid-1980s and much was made of the cheapness and profusion of digital watches in terms of the likelihood of EDDs also being cheap and easy to produce. Ten years later, with every major explosives company and many electronics groups having instituted projects to capitalise on the promise of these devices, production devices are still to come into general use. In South Africa, Expert Explosives units have been used in most applications during proving trials and more recently for production blasting in underground ring stoping and open cast coal. The outcome has been valuable learning both as to the benefits and technical requirements for electronic delay blasting, and especially, safety aspects. Examples are shown of production blasts which utilised the power of EDDs. It is evident that it is not delay accuracy alone which determines the value of these systems, but the whole robustness, flexibility and ease of delay allocation when harnessing blast engineering knowledge. Muckpile movement and shape, fragmentation and vibration frequencies have shown to be greatly influenced by designs which can be implemented no other way. The flexibility of a system and the power of the software controlling it are crucial in capitalising on blasting potential, which lies in integrating control of blast timing with other developing electronic Technologies.

A certain amount of "give and take" must be adopted in the treatment of small local cavities and mounds.In all cases it is desirable that the surveys made should be tied on to the lease surveys for the purpose of location, and that all levels should be reduced to the mine datum. It is also desirable to obtain levels of the original surface before deposition of the material to be estimated. If these have not been obtained beforehand, levels and transfers round the top will be the next best. For each tonne of chromite ore mined in Sukinda, approximately ten tonnes of fine overburden material is generated. The overburden typically contains about 30 - 60 per cent Fe2O3, 0.3 - 1.1 per cent Ni, four to nine per cent Cr2O3 and 0.04 - 0.2 per cent cobalt and is being discarded leading to loss of valuable metals and creating environmental pollution. In order to take the advantage of presence of iron, nickel and chromium, the present studies advocate the utilisation of nickel lateritic chromite overburden for production of Ni bearing pig iron through blast furnace extracting maximum iron and nickel from the chromite overburden. The present paper deals mainly with the beneficiation of chromite overburden, sintering characteristics and thermodynamic studies. The beneficiation study shows that a beneficiated concentrate having Fe - 50 per cent and Ni -- 1.1 per cent can be achieved from chromite overburden having Fe - 30 per cent and Ni -- 0.7 per cent. Sintering studies have been carried out with bed height of 300 and 450 mm at a suction of 600 and 900 WG respectively. The results reveal that good quality sinter can be produced from chromite overburden concentrate with a basicity of about 1.0 and coke breeze consumption rate about 16 per cent. In all the experiments, Tumbler Index, Abrasion Index and Shatter Index was found to be in the range of 65 - 70, 4.5 - 5.5 and 85 - 90 respectively. The other parameters namely softening temperature, melt down temperature, reduction degradation test and relative reducibility have also been determined. A thermodynamic analysis has also been carried out to make a technological assessment of the process for the production of alloyed pig iron from chromite overburden in blast furnace which shows that it is possible to produce nickel bearing pig iron in blast furnace using the sinter up to 80 per cent. Techno-economic analysis reveals that this route will yield a substantial profit even after accounting for cost of beneficiation, extra coke, raw materials and extra slag produced.

Managers are demanding efficient use of their resources and part of this demand is leading to the idea of integrated audits for Occupational Health and Safety (OH&S), quality and the environment. It is possible to construct audits which test the compliance in this area with standards established by management systems and it may be that such an integrated audit of a site could reduce the time of auditing and be equally effective as three separate audits. However, this is only a maybe. To do an audit on all three aspects when they are not fully integrated results in more time wastage than doing three separate audits. But organisations are not structured around the audit process (some financial managers may query this statement). The organisational management systems are put in place to achieve the organisational goals - presumably in an efficient and cost-effective manner.

The gold adsorption capacity of ash-char and ion exchange resin Zerolit F.F. (I.P.) was evaluated by obtaining Freundlich isotherms in the presence of selected variables. It was found that the presence of Na , 2+, Ca 2+ cations and SO4 , CN , S Z, 0 2- Zn anions prompted adsorption of gold onto the char and reduced gold adsorption capacity of the resin. Temperature, particle size of adsorbent and pH of solution were found to influence the gold adsorption capacity of char and the resin. The most efficient desorbent for gold adsorbed on the ash char was S2 ions. Optimum sulphide concentrations were found in the region of 1% Na2S. Investigation into the concentration of gold from actual carbon contaminated gold residue dumps in Kalgoorlie area onto ion ex- change resin showed limited success in one case and not so in another. Maximum gold adsorption by the resin appeared when cyanidation and sulphidization treatments were carried out simultaneously in the presence of the resin.

The high maintenance of load-haul-dumps (LHDs) and front end loaders in hard rock affects mine planning with reduced availability and productivity. Intensive study of maintenance costs and availability of machines related to machine age and life provide the basis for planning from available operational alternatives.Derived programmes and experiences have led to the beginnings of unmanned operation and automation through reduction of manual diesel units and spreading electrification and use of radio. But electrification has obvious layout limitations. This approach to the present has resulted in better utilisation, costs and safety and the computerised monitoring and control provides continuous awareness of machine and work conditions with the promise of future improvements.

Syria has about 500 million ton deposit of minerals having 34 per cent iron content with alumina and silica as major impurities. Efforts were made to see the feasibility of concentration by four different methods involving washing, high intensity magnetic separation, reduction roasting and magnetic separation and acid leaching technique. It was observed that the reduction roasting with magnetic separation yields a concentrate with high iron (62.3 per cent) content without requiring water which is a scarce raw material in the region. The paper concludes that the detailed study may be made following this route to optimise the process Parameters.

The uptake of gold by activated carbon from acid chloride solutions involves the reduction of gold(IIl) to metallic gold. Deposition occurs only on the surface of the carbon at localized active sites at first, and subsequently at less active areas. The rate of uptake depends on the surface area of activated carbon, which confirms results from a recently published study (de Siegel and Soto, 1984). Increased rates of uptake were observed at higher temperatures and lower chloride concentrations due to the decreased stability of AuCI4-, the major gold(IIl) species present. Recoveries of gold approached 100 per cent for a contact time of 60 minutes at 20°C in a well stirred solution initially 5 ppm in gold(III) and containing 0.5 per cent w/v coconut-shell carbon. The presence of 0.25 Mnitric acid or 100 ppm iron(IIl) had no detectable effect on either rate or efficiency of gold uptake.

In salar-type deposits, lithium grades can be measured by bailers introduced at different elevations in the drill holes at locations where, later, the brine will be pumped out to recover the metal. When they are duplicated, these a priori rudimentary measurements may show large differences without indicating whether this is due to the procedure itself or to some physical causes linked to the dynamic behaviour of the salar (seasonality, rainfall, underground flow etc). In the reservoir presented in the paper, the problem is complicated by the double lack of stationarity of the lithium grades: the grades not only increase importantly with the depth but at the same time their fluctuations decrease, making it necessary to use non-stationary geostatistical techniques to simulate them. Reservoir simulation is developed in two steps: first, geostatistical simulations of the lithium grade create possible realisations of the reservoir; then, each geostatistical simulation is followed by a pumping simulation that calculates, at each drill hole of a given extraction scenario, the lithium produced each year over 40 years. For the set of 100 simulations produced in this way, a scenario reduction is made to choose the five most representative simulations where more complex calculations will be carried out (for example, changing hydrogeological parameters such as porosity and permeability, or the elevation of the filters, the number and the location of the pumping and the reinjection drill holes etc). The paper first presents an analysis of the geostatistical model sensitivity to the grade uncertainty when measured by bailer. Among the 100 measurements at our disposal covering the future production domain, 50 per cent are duplicates measured at the same place but at different times. They are randomly sampled to produce five subsets of 75 values, which will constitute the future 3D conditioning points for the geostatistical analysis and the simulations. For each subset, trend, standard deviation and variogram models are fitted, leading to five sets of 20 geostatistical simulations of grades. In this way, the reliability of the different parameters involved in the procedure is evaluated, as well as its impact on the pumping results. Then, a reconciliation study is conducted between the non-stationary nugget effects encountered in the 3D variograms of the lithium grade and a pure statistical analysis of 25 duplicates measured at different locations and/or different times. The result is that if the nugget effect reaches 20 per cent, which is the case of three conditioning subsets out of five, the reconciliation is good and the nugget effect of the variogram model represents the bailer uncertainty, ie the measurement error. Since the geostatistical simulation incorporates a nugget effect, it handles the bailer uncertainty and the impact on the produced metal is included in the evaluation. The final conclusion is that, after the hydrogeological pumping simulations, the initial differences between the five geostatistical models do not influence the final results: lithium grades measured by bailers can lead to a robust evaluation of the extractable resources, a conclusion that conflicts with conventional wisdom.CITATION:Séguret, S A, Goblet, P, Cordier, E and Galli, A, 2017. Since its formation in Papua New Guinea and raising of A$2 million in 1980, Niugini Mining Limited (NML) has grown to a company capitalised on the Australian Stock Exchange at about A$350 million. In 1995 the company produced some 237 000 ounces of gold, 700 000 ounces of silver and nearly 5000 tonnes of copper from its operations at Red Dome, in North Queensland and San Cristobal in The Atacama Desert of Northern Chile. This production contrasts with Niugini Mining's first mining venture at Mt Victor in the Eastern Highlands of PNG which yielded 20 000 ounces of gold and 11 600 of silver between 1987 and 1989. Following the formation of an exploration joint venture in 1982 with Kennecott Explorations (Australia) Ltd, now a subsidiary of RTZ, Niugini Mining's early recognition of the gold potential of volcanic rocks at plate margins led to discovery of the Lihir deposit in July 1982. This deposit containing about 42 million ounces of gold in resources, is one of the largest undeveloped gold deposits in the world. Following raising of equity funds through the float of Lihir Gold Ltd and debt finance in 1995, construction of the mine at a cost of US$673 million is now underway with first full-scale production at approximately 600 000 ounces of gold per year expected in early- 1998.

Many future and current block and panel caves extract ore from veined rock masses. These rock masses are composed of open joints forming blocks or rock with healed networks of veinlets. These two types of discontinuities pose a challenge for rock mass characterisation and classification due to difficulties in distinguishing actually open joints from healed but weak veins when diamond core drilling and excavation blasting practices disturb the rock mass. The inability of separating characteristics of open joints and healed veins has often resulted in an underestimation of the rock mass quality and as a consequence led to inappropriate assessments of rock mass response to mining (ie rock mass behaviour) and consequently deficient excavation stability assessments and ground support designs. In this paper, guidelines are provided to improve the characterisation and classification of veined rock masses. It is shown how veined rock masses can be mischaracterised resulting in often incorrect forecasting of rock mass behaviour. Following this, the classification of veined rock masses is examined. It is shown how the primary classification systems (ie Q – Barton, Lien and Lunde, 1974; rock mass rating (RMR) – Bieniawski, 1976) may not lead to reliable ratings in veined rock masses if care is not taken to differentiate between open joints and veins of varying strength. Examples are provided to illustrate how the Q and RMR systems are insensitive to veining. The 4 km long Huguenot Toll Tunnel in the Western Cape region of South Africa celebrated its tenth anniversary on 18 March 1998. At present a single (South) bore with bi-directional traffic flow is operational. The North bore was originally excavated but not lined and equipped.The tunnel is fitted with a semi-transverse ventilation system comprising 45/350 kW two speed fresh-air and 1 MW exhaust air fans at each of the portals. These provide ventilation through fresh and exhaust air ducts above the ceiling separated by movable partition doors. Secondary air ducts deliver air at low level. The fan control depends on the levels of CO pollution or visibility measured at six positions along the tunnel.The system performed well during initial tests and under conditions of low traffic volumes. As traffic volumes increased, and user complaints of bad air in the tunnel were received on several occasions, we realised that we had a problem. Tests confirmed that natural airflow within the tunnel induced by prevailing meteorological conditions outside the portals affected the performance of the ventilation system causing a plug of bad air to be trapped at varying positions along the operating tunnel.The control systems in the tunnel are presently being upgraded as described by Gray, Rieckert and Bullock (1998). As part of the retrofit we are implementing a new control strategy for the ventilation system which takes into account the external weather conditions. This paper discusses the 24 month long meteorological data gathering exercise, which is on-going, and explores the philosophies planned for controlling the ventilation system. The correlation between winds external to the tunnel and induced airflow inside the tunnel are examined. The effects of the weather induced airflow on the existing ventilation system are considered and proposals given for taking these effects into account in the new control strategy. These include the implementation of an expert system to predict ambient airflow from prevailing weather conditions, and the use of airflow measurements taken in the uncompleted North bore as a cross-check.The paper highlights the need to take cognisance of external weather conditions when designing tunnel ventilation systems.

High speed diamond cutting has extensive applications in civil and mining engineering. A project involving the diamond sawing of black granite is investigating the nature of the diamond cutting process. A sawing machine was devised to adjust the cutting load and measure cutting speed. Cuttings were collected for size distribution analysis. The surface produced by interaction between diamond. grits and the rock was subjected to microscopic investigation. Increasing load prompts the proportional increase in the cutting rate. But the mean size of cuttings shows little change. The photomicrographs of the cutting tracks indicate neither patterns of crack formation nor signs of the ductile behaviour of the rock. A diamond cutting model for hard rock is formulated on these observations. Diamond cutting is a process of surface failure, which advances in four stages. The polycrystalline characteristics of a hard rock and the action of high-speed diamond grits guarantee the creation of crack nuclei which develop into cracks in various directions. This network crisscrossing cracks enable the stripping of this surface layer from the rock.

A rainfall simulator was developed to assist with hydrogeomorphic research into the stability of engineered landforms associated with rehabilitated uranium mines in the Top End of Australia. It can be used in rough terrain with slope gradients up to 30o. The rainfall simulator is modular, utilises upward jetting nozzles, has a multiple head arrangement and is capable of delivering rainfall intensities between 60 and 300 mmh-1 over areas up to 1000 m2 and could be easily modified for larger areas. Rainfall uniformity is commonly in excess of 80 per cent and the kinetic energy approaches that of natural rainfall (The modular design utilises an equilateral triangular array of rainfall stands, constructed from galvanised steel water pipes and flexible plastic hoses. Total construction costs are low. The water supply reservoir is mobile and easily constructed. An example of its use at Ranger Uranium Mine, investigating the effect of cover on rainsplash and rainwash dominated processes shows that vegetation cover is likely to reduce the erosion rate by these processes by at least four times below that experienced on bare areas.

In order to provide a'valid description of the performance of size classifying equipment it is necessary that a standard procedure be established for testing and for the subsequent expression of results. Such a standard would permit the valid comparison of alternative equipment and may provide a basis for the prediction of performance. An Australian Standard (AS 1634-1974) has been used as the starting point for an International Standards Organisation-(ISO) working group (of which the authors are members) charged with the preparation of an ISO Standard for the expression and presentation of the results of tests on coal size classifying equipment. The approach taken is applicable to all types of sizing equipment (cyclones, screens, dedusters, etc.) and should be suitable for adoption in the minerals industry as well as by coal preparation engineers. The background to the proposed Standard, is given,including a critical review of other frequently quoted performance measures, the procedures described in the draft are discussed, and an example given.
