The legislative operating environment, or the mineral regime, that a country has to offer is one of the key determinants that a company wanting to invest in an area takes into account in formulating its investment decision.   The New Zealand Government recognises this and the importance of getting the regime right in order to provide for continuing investment in mineral exploration and mining in New Zealand . In recent years, the Government has given considerable attention to developing legislation which provides for investment to take place; for those making the investments to have a stable, fair and open investment environment with government intervention only when considered absolutely necessary because other approaches are not working; and for the people of New Zealand to know that investment must meet acceptable health and safety standards and have acceptable impact on the environment. Also of key importance is having a clearly defined mining regime which includes rules on how to obtain a permit and rules in respect of ongoing permit compliance, rights to develop a mineral resource and permit conditions (in particular, the royalty regime). In New Zealand , these matters will all be addressed in what are referred to as 'minerals programmes'.   The Crown Minerals Act 1991, which is the legislation governing the allocation and management of permits for Crown owned minerals, requires that the Minister of Energy prepare minerals programmes. Minerals programmes establish the policies, procedures and provisions that the Minister shall follow in exercising his or her functions and powers under the Crown Minerals Act. Minerals programmes set out the principal reasons for and against adopting these policies, procedures and provisions and also restrictions on prospecting, exploration and mining for Crown owned minerals. Essentially minerals programmes define the mining regime for the minerals to which they apply, other than the taxation regime, environmental and health, safety provisions, land access matters and general matters concerning the investment climate.

An investigation into different aspects of importance in the understanding of explosibility of hybrid mixtures of coal dust, air and gases potentially found within mine workings through a comprehensive laboratory program of explosibility tests was conducted. Plotting of test results revealed that conditions of potential explosibility could be described using two dimensional flammability limit surfaces- for coal dust/oxygen; methane/oxygen; and coal dust/methane mixtures. From these plots, the three dimensional flammability envelopes defining the explosibility of the coal dust/methane/oxygen mixtures can be defined and illustrated for a coal sample. The surfaces of the three dimensional envelope describe limits which separate inert mixtures of coal dust and methane at varying oxygen levels from those concentrations which are ignitable under defined conditions. It is considered appropriate to generalise that the geometric shapes of these limit regions are applicable to all type classifications of coal dust. There are practical applications of these results to the underground environment.The action of free radical initiators in the propagation of a methane gas explosion was examined for its applicability to the flammability of coal dust/gas/air mixtures. The oxides of nitrogen or NO x radicals have influence upon the lean limits of flammability of hybrid mixtures and this is illustrated by use of three dimensional coordinate geometry. Gases can be introduced to the underground environment through the exhaust gases of diesel equipment. It is concluded that radical species can substantially increase the flammability of gas and dust flames and as a consequence raise risk of mine atmosphere explosibility.

Early theories of coal formation are outlined, with special emphasis on the arguments for allochthony and autochthony. Various aspects of the nature, growth, and decay of the characteristic vegetation of the brown coal peat moors, their conversion into coal, the origin of banding, and the influence of tectonics are discussed.A description of the banding in Victorian brown coals is followed by a discussion of their vitrain, fusain, and natural carbonized coal; and concludes with the nature of the coal resin and the possibilities of its extraction.The nature and derivation of inorganic matter in brown coal, based on Lessing's classification, is described. Assimilation of mineral substances in specific plants with variations due to environmental factorsare illustrated by analyses of present day trees. Consideration is then given to possible sources of salt, marcasite, and quartz in brown coal.It is shown that part of the inherent and extraneous ash may have been removed during and after coal formation. The nature and abundance of the organically combined substances in brown coal emphasizes the anomalies that may arise from estimating the total inorganic matter from ash contents.After classifying deposits on external heating surfaces of boilers, theoretical and practical aspects of slag formation, alkali matrix deposits, and the effect of sulphur and chlorine are considered.Analyses of deposits in boilers burning Victorian brown coal are tabulated.Slagging at the Yallourn power station from sand in the Yallourn open cut, and difficulties with Yallourn North Extension coal at the Maryvale paper mills are described.Tests carried out on Morwell and Yallourn coals showed that with the former, impacted deposits formed on boiler heating surfaces, and left a high percentage of chlorides on probes. The use of discrete element modelling (DEM) is widespread in the materials handling field, and is used for many applications. One of the important limitations in using DEM is the number of particles that can be modelled, with this limitation often resulting in increasing the minimum particle size in the simulation. This restriction on minimum particle size is usually accommodated in the calibration process where the parameters in the simulation are chosen in such a way as to reflect the presence of smaller sized particles, and in typical applications such as transfer chutes this is standard practice. However, in the application of vibrating screens the inclusion of the ‘fines’ is critically important due to their influence on the screening efficiency. In reality, the presence of fines reduces the screening efficiency for a number of reasons; however, the main mechanism that will be addressed in this study is the effect of adhering fines. This is where the fines adhere to the larger particles and are carried over into the lump stream. The approach for this study will be to firstly consider the relatively simple mechanical sieving process used in the determination of particle size distribution, and then this will be expanded to consider the application of vibrating screens.CITATION:Donohue, T J, Chen, W, Katterfeld, A and Reid, S, 2017. Drill monitors for rotary blasthole drills have been available to the mining industry since the 1970s. The early monitors were pen strip chart recorders that were developed for the oil drilling industry and adapted to mining. They recorded drilling parameters such as depth, pull-down pressure, torque, RPM, and hailing air pressure. While these recorders could generate a large volume of paper, the amount of useful data was minimal. The data was not summarised and required an engineer to interpret the chart traces. Being a mechanical recorder, the devices were also susceptible to frequent failures. Modem electronics, and the development of the personal computer and its associated software have radically changed the type of instrumentation that is now available for blasthole drills. Perhaps more important is what can be done with the data. The PC allows the logged data to be analysed, summarised, and a variety of reports to be generated. The reports can be customised to meet the specific requirements of the mine and reduce the amount of time that is required to interpret the data. There is also an increased awareness in the mining industry of the importance of production drills. Blasthole drills have typically been the piece of production equipment that received the least amount of attention in a surface mine. Management focussed on the trucks and shovels or draglines. This situation is changing, and therefore the benefits that can be derived from monitoring drill performance are being recognised. Potential economic benefits of installing drill monitors have been documented in previous papers (Peck and Vynne, 1992). Mines are finding that pay-back periods of less than twelve months and rates of return in excess of 30 per cent are not uncommon. These benefits include the following: 1. Reduced overdrilling; 2. Increased rate of penetration; 3. Helping to locate coal seams; 4. Identification of weak and strong zones; 5. Reduce geophysical logging; 6. Optimising blasts; 7. Improved fragmentation and diggability; 8. Decreased coal dilution; 9. Increased bit life; 10. Reduced maintenance costs; 1 I . Improved accuracy of data and reports.

Iron Ore - Mineral Processing Overview Several years of iron ore price increases, coupled with a period of strong global demand for raw materials, presented iron and steel producers with unprecedented costs and difficulty procuring the demanded high quantities of iron ore. These conditions spurred many companies to investigate new ore bodies and also reassess past decisions (such as divestment of captive iron ore mines that ensured dedicated supply or a move to reliance on the 'spot market' instead of long term contracts with suppliers) and revisit alternative sources of iron units, including low grade deposits, tailings reprocessing, Ti-rich ores, and iron sands. To properly upgrade these iron sources requires a complete battery of mineral processing techniques. Within different regions around the world, operations and technology have developed to specifically beneficiate the local ore bodies. This paper attempts to bring these different general processing techniques together to allow insight into various common and proven methods of iron ore beneficiation. This paper further explores the current trend to develop global iron ore reserves, and discusses the methods to beneficiate and successfully reduce and smelt iron ore using Outotec's physical separation, direct reduction and smelting technologies for final production of pig iron and slag. Use of these various technologies may allow treatment of what was typically considered a tailings stream into a profitable product.

The south-east Missouri cobalt-copper-lead-zinc district is the worldÆs largest lead producer and a significant producer of by-product zinc, copper, cobalt, silver and cadmium. Current production in the district comes from six or seven mines in the Viburnum Trend. Most ores in the Viburnum Trend are characterised by a small number of minerals with simple compositions. Portions of some orebodies contain ores that exhibit greater variations in mineralogy, and these include shale-hosted lead- copper ores, bornite ores and nickel-arsenic sulfide ores. Ore textures include both replacement and open space filling textures, and the paragenetic sequence for the ores is characterised by repetitive periods of deposition of all of the ore and gangue minerals. Ore microscopy is an effective tool for not only the identification of the minerals and textures shown by the ores, but also to determine the mineralogy and textures responsible for beneficiation problems. An interesting variety of sedimentary and structural ore controls have determined the locations of individual orebodies in the district. Based upon the positions of orebodies with respect to Precambrian ridges and knobs, together with areal patterns of mineral/metal zoning, it is interpreted that the ore fluids came from diverse directions to form the deposits in the district. It is concluded that the Old Lead Belt subdistrict was mineralised by fluids that flowed from the north-east and north-west, the Fredericktown area by fluids from the north-east, the Indian Creek subdistrict by fluids from the north-west and the Viburnum Trend by fluids from the north-west and west.

Over the past 18 months the De Beers Consolidated Mines Ltd operations have made a concerted effort to move away from using the traditional shock tube initiating systems. These systems are being systematically replaced by the use of electronic delay detonators (EDD). Various trials were conducted in both host rock and kimberlite rock masses to improve tunnel advance as well as to optimise delay timing during trough openings (Ngoma et al, 1999; Mohle, 1999; Baltus, 2000). The high cost of EDDÆs, when compared with traditional initiation systems, led to a number of detailed studies being conducted on the mines where EDDÆs were being used. These studies aimed to quantify the additional benefits when blasting with electronic detonators. The studies showed that the change was justified on the basis of increased quality control and reliability gained through the use of EDDÆs. However, these benefits attract other related benefits, like fragmentation control, and backbreak reductions. When compared to the shock tube initiating systems the increased development face advance and the reduction of oversize during production blasting using EDDs, compared favourably to the less costly systems. As blasting engineers gained experience and confidence in the use of the system bigger blasts were initiated in mass under-cut blasts and slot raise development, by using multiple hole firing and second delay periods between holes. In the open pit and sublevel open stope mining methods the control of the fragmentation distribution and the effect of the mass of explosive detonated during a blast is detrimental to the loading and hauling production rates and the stability of the rock mass behind the blast. With a stable rock mass the bench cutting can be executed to establish steeper overall slope angles leading to large cost savings due to a reduction in waste stripping. It is the purpose of this paper to indicate through quantification that the use of the EDDs as an initiating system improves all-round blasting performances and assists in meeting customer requirements. THE object of this paper is to review certain features in connection with the mining of narrow lodes, say up to 20 ft. or so wide. The types of ore-body to which it is intended to refer are those which occur. chiefly as fissure or shear-Iodes-that is, those lodes which are to be found in belts of country which have been subjected to dynamic stresses, resulting in the formation of cracks and fissures, into some of which has been concentrated sufficient metal-bearing material to form ores. Very frequently one of the walls of such a lode is found to be a fault, or plane of differential movement.The first point which comes up for consideration is the shaft and its position. From the information afforded by the prospecting which has been done on a lode relative to the dip, nature of country, &c., the position of the main hauling shaft can be determined. For purposes of general utility the hangingwall is generally chosen, if a vertical shaft, though, on account of freedom from creeps, the foot-wall would be safer. Vertical shafts are preferable to underlie shafts in many ways; but wherethe lode maintains a flat dip the cost of cross-cutting at the various levels becomes very heavy'. The mining industry is quite often faced with declining selling prices for its products in the face of rising prices for the input cost resources that it uses. Blasting is a key activity within the mining system and has a vital role to play within the Mine to MillTM concept. It is therefore important that blasting makes a positive contribution to mine profit and productivity. There are several variables involved in considering the profitability and productivity of blasting. The rock types and structures, the bench height, the blast hole drill rig specifications, hole diameter, spacing and burden, explosive loading and initiation and blast size fragmentation. Productivity accounting is a methodology which is used elsewhere to give additional insights into the productivity and pricing factors that drive the financial performance of a business. Miners know intuitively that productivity and pricing influence costs and profit, but only with productivity accounting can the dollars involved be calculated. Drilling and blasting are part of a chain of unit operations in a mine. For an owner-miner, drilling and blasting would be considered as cost centres and a productivity accounting cost model approach would be relevant. On the other hand a contractor is likely to consider drilling and blasting as a profit centre, in which case a productivity accounting profit model approach would be appropriate. Both of these will be explained. The paper provides a basic outline of deterministic productivity accounting and demonstrates its application to blasting. Drilling and blasting data from a mine was obtained for a two-month period. The change in productivity and prices was calculated to obtain the dollar contributions from them towards the change in cost. It was determined that although there had been productivity dollar gains these were offset by larger pricing dollar losses, the net effect being that total drilling and blasting costs increased. The productivity accounting analysis gives the facts and the mine is in a position to establish priorities based on knowing the dollar contributions of each input used.

That electricity is an important and valuable agent, the limit of whose capacity for utilisation is as yet unknown, is a truism; although enormous advances have been made, the possible developments are yet greater. Mining, along with other industries, shares already to a large extent in the practical utilisation of this agent. Electrical engineers have been employed for several years past in developing and applying electricity to all classes of machinery, and for every purpose where power is required and in no instance, that the writer is aware of, has its use been curtailed in favour of any other agency now known, while extensions are continually made. The first modern electric motor was shown at the Vienna Exhibition of 1873, and it was used to work a pump through a mile length of cable but it was not before 1878, that an electric motor was put into daily commercial use by Messrs. Chretian and Felix to work a beet sugar hoist. This early plant effected a saving of 40 % as compared with hand work.In 1879, the first Electric Railway was constructed for the Berlin Exhibition, and in the same year, Mr. T. A. Edison was running an experimental line at Menlo Park. The first electric line opened for the public, was constructed by Siemens and Halske, in 1881, at Lichtenfelde, and was 11 miles in length.

The process of design, measurement and review is essential if blasting is to continuously improve to meet the increasing productivity goals of most mining operations. To achieve continual improvements, many operators are turning to contractors to provide the necessary technology. Under this arrangement, the contractor becomes the supplier of a service rather than products and assumes some of the risks associated with blasting by guaranteeing the end result. If contractors are to obtain significant productivity improvements they must continuously improve every aspect of their business.

Indiscriminate surface disposal of coal waste in New South Wales has created a serious fire hazard and increased air pollution.A survey of numerous dumps, as well as particular investigations of one badly-constructed dump, showed that factors conducive to ignition and propagation of fires in waste dumps were high contents of combustible material (coal, pyrite, wood. paper. grease), size segregation leading to ready movement of air and moisture shape of the dump (e.g. protruding sections or porous junctions), high ambient air temperatures, bush fires, and even deliberate lighting.Control methods applied in the past tended to be haphazard and unsuccessful. Under Australian conditions the technique recommended for control of existing dump fires, based on experimental work, is to spray the dump with a chemical fire retardant (e.g. a 2 per cent solution of sodium tetra borate and ammonium phosphate), to cover the dump with a suitable soil, and to seal the surface with a I per cent solution of aluminium sulphate or sodium metasilicate. The recommended method of dump construction to prevent fires is to level and seal the site, to construct a firebreak around the dump area, and to build a rectangular dump with minimum size segregation and compacted surfaces.

The techniques used by the State Electricity Commis- sion of Victoria to handle and store brown coal in the both the raw coal and boiler bunkers are outlined. These tech- niques were adopted in agreement with the science of modern bulk solids handling. By successful balance between practical requirements and bulk solid handling system design require- ments the Commission expects to confidently attain reliable coal flow even for the most adverse of coal flow properties. Attainment of this goal demanded full attention to channel detail selection. An outcome of this attention has been the development of a novel bunker and discharge arrangement for handling extremely difficult to handle coals. Due to the novel features of this slot bunker outlet arrangement it's ad- vantages and disadvantages are discussed.

The Gippsland Basin, southeastern Australia, has an Upper Cainozoic history of episodic change of hydrology and the related environment, reflected in the geomorphology and surficial deposits of the onshore basin and the hydrodynamically controlled accumulations of petroleum of the offshore basin. Succeeding this episodic pattern, man through a number of activities, has had a sudden and major impact on the hydrology and the related environment. Activities include those directly affecting the groundwater system, such as extraction of fossil fuels with the consequent threat of land subsidence; irrigation and clearing of vegetation and the consequent effect of salinisation; change of land use and installation of septic tanks with resulting nitrate pollution; damming of streams and the consequent reduction in the frequency of floods with degradation of the biological Environment; de-snagging streams and construction of cutoffs with increased stream erosion, modifying wetlands including drainage, with the consequent degradation of their ecosystems; and increase in phosphate and nitrate inputs to the coastal lakes with the risk of their eutrophication.

Oxygen was in restricted use at Port Kembla until tonnage oxygen became available for steelmaking in the open hearth furnaces. In adopting the new process various modifications to furnace design and operation were necessary and some of these, including increase in roof height and variation in firing and draft control, are discussed.The design of oxygen lances is also discussed and various steelmakingtechniques considered.Steel production increased with oxygen roof lancing-one- furnace producing 8,507 tons in one week-but new problems, such as rate of refractory wear, and disposal of fumes, were created.Design of future open hearth oxygen furnaces is predicted.INTRODUCTIONIn the post-war era, the availability of "tonnage" oxygen caused a major revolution in steelmaking techniques. Various pneumatic processes showed that steel can be madeat a very fast rate and that oxygen steelmaking can be applied to open hearth furnaces. Methods used are surface impingement with roof lances, bath injection with door lances, flame enrichment with fuel firing, mixed gas and oxygen firing, and enrichment of normal combustion air by oxygen injection into the flue systems.Owing to its previous restricted availability and high cost, oxygen was used in rather small quantities in the open hearth furnaces at Australian Iron and Steel Pty. Ltd.(A.I. & S.), Port Kembla, until about the middle of 1960.At that time tonnage oxygen became available and roof lancing commenced on No. 33 furnace at No. 2' open hearth shop.

In December, 1934, Mr. R. Sussex extruded some silver lead alloy wires in order to determine their electrical resistance. After the determinations had been made each wire was threaded through a sheet of paper on which the composition was noted. The wires were placed in a more or less tangled mass in a cupboard in March, 1935. It was not until September, 1936, that they were re-examined, and it was found that during the eighteen months some of the wires had corroded very badly. It was not until March, 1938, that the wires and the corrosion product could be examined, and the results are given in the following pages. It is of interest to note that none of the numerous silver-lead alloys which have been used for creep testing in the rolled condition have shown a similarphenomenon. The silver content of the rolled alloys was, however, never greater than 0·1%.GENERAL APPEARANCE OF THE CORRODED WIRESThe wires contained 0·1% up to 28% of silver, and a general examination showed that the corrosion had progressed farther the higher the silver content. This can be seen in Fig. 1, which is a photograph taken in March, 1938, of typical wires at a 'magnification of five diameters. In the early stages the corrosive action seems to be localized and an area of grey, yellow or reddish brown powder appears. The grey corrosion product is by far the one, most frequently seen, and in the later stages the only one visible from the outside. The reddish coloured product is sometimes seen on the residual metallic centre when the grey product has been broken away.The irregular extent of the corrosion can be seen in Fig. 2, which shows (natural size) the 5% silver wire after standing two years. The corroded parts are seen to be much thicker than the slightly corroded ones. The corrosion product, being non-metallic, is quite brittle and falls away from the wire on bending. In the extreme case the' whole wire has corroded and presents a cracked appearance as seen in Fig. 1 (281% silver).An approximate idea of the extent of corrosion can be obtained by measuring the diameter of the corroded part.
