The legislative operating environment, or the mineral regime, that a country has to offer is one of the key determinants that a company wanting to invest in an area takes into account in formulating its investment decision.   The New Zealand Government recognises this and the importance of getting the regime right in order to provide for continuing investment in mineral exploration and mining in New Zealand . In recent years, the Government has given considerable attention to developing legislation which provides for investment to take place; for those making the investments to have a stable, fair and open investment environment with government intervention only when considered absolutely necessary because other approaches are not working; and for the people of New Zealand to know that investment must meet acceptable health and safety standards and have acceptable impact on the environment. Also of key importance is having a clearly defined mining regime which includes rules on how to obtain a permit and rules in respect of ongoing permit compliance, rights to develop a mineral resource and permit conditions (in particular, the royalty regime). In New Zealand , these matters will all be addressed in what are referred to as 'minerals programmes'.   The Crown Minerals Act 1991, which is the legislation governing the allocation and management of permits for Crown owned minerals, requires that the Minister of Energy prepare minerals programmes. Minerals programmes establish the policies, procedures and provisions that the Minister shall follow in exercising his or her functions and powers under the Crown Minerals Act. Minerals programmes set out the principal reasons for and against adopting these policies, procedures and provisions and also restrictions on prospecting, exploration and mining for Crown owned minerals. Essentially minerals programmes define the mining regime for the minerals to which they apply, other than the taxation regime, environmental and health, safety provisions, land access matters and general matters concerning the investment climate.

The accuracy with which block estimates are perceived is obtained by calculation of the kriging variance. This is dependent upon the model chosen for the semi-variogram of the deposit. For an extensive series of spherical semi-variograms the changes in the kriging variance resulting from various degrees of misassignment of the relative nugget effect are investigated. The results are reported as contour maps of percentage change in kriging variance as a function of the range and relative nugget effect of the true model.

A combination of high precision 40Ar/39Ar and U-Pb dating has been used to determine the age of hydrothermal minerals and host rocks in a number of Lachlan Fold Belt (LFB) gold deposits in New South Wales, Au4 ralii In particular, this investigation demonstrates that the UAr/ Ar technique of K-Ar dating can be used to determine the timing of mineralization in Palaeozoic systems.A close temporal link between mineralization and Late Ordovician to Early Silurian magmatism is indicated by the dating work. Hydrothermal sericite from the Goonumbla p8rph gy Cu deposit and Glendale Au prospect yieldsAt/ Ar step heating ages between 437.9 ¦ 1.1 and 441.2 ¦ 1.1 Ma (16), and4 minjrnum age of about 425 Ma has been obtained by Ar/ Ar dating of hydrothermal amphibole from the Browns Creek Au-Cu skarn deposit. Hydrothermal aluniI8 frog the Gidginbung epithermal Au deposit yields reset 44 Ar/ Ar ages of 401.0 ¦ 1.3 to 417.3 ¦ 1.3 Ma (16). U-Pb dating by ion microprobe on magmatic zircons from the vicinity of the Goonumbla and Gidginbung deposits gives ages of 438 ¦ 3.5 Ma (2 6), and 435 ¦ 2.5 Ma (2 (7) respectimly, W a minimum age of 435 Ma has been obtained by Ar/ Ar dating of magmatic phases from volcanic rocks adjacent to the Browns Creek skarn deposit. Magmatic episodes near the Sheahan-Grants gold skarnpost give ages of 479.2 ¦ 1.1 and 467.9 ¦ 4o1 by 'Ar/ 9Ar dating of magmatic amphibole. Most Ar/3yAr age spectra show the effects of partial Ar loss at between 360-420 Ma, probably due to heating caused by granitoid emplacement.The radiometric dating work in this paper suggests a restricted metallogenic epoch in the Late Ordovician-Early Silurian LFB, NSW, of similar duration to that found in the Andean margin and the western Pacific island arcs around the Pacific Rini.

Squeezing can occur both in hard rock and in jointed rock mass as a result of over stressing. It is related to time dependent shearing, ie shear creep and is associated with the volumetric expansion (dilation) and radial inward displacement of the tunnel surface. While planning a tunnel in hard rock under a high cover of the order of 2 km it is desirable to identify the potential squeezing ground conditions and to select appropriate excavation technique and the support measures. There are several solutions to counter balance the squeezing ground viz over excavation of tunnel profile, assessing appropriate excavation technique, provision of a ductile primary support and time for providing tunnel lining. Low drivage rates and high cost due to support failures requiring rectification arising out of poor anticipation of tunnel closures and support pressures are major problems associated with tunnelling under squeezing ground conditions. Under squeezing ground conditions, the deformation will be gradual, therefore, in order to absorb deformations yielding supports are quite useful as primary support which provide a reliable low initial support pressure and permit uniform stress relief of the surrounding rock along with preventing rock from ravelling. The paper discusses the various factors which influence the selection of appropriate excavation technique and support measures in hard rock under squeezing ground conditions.

Iron Ore - Mineral Processing Overview Several years of iron ore price increases, coupled with a period of strong global demand for raw materials, presented iron and steel producers with unprecedented costs and difficulty procuring the demanded high quantities of iron ore. These conditions spurred many companies to investigate new ore bodies and also reassess past decisions (such as divestment of captive iron ore mines that ensured dedicated supply or a move to reliance on the 'spot market' instead of long term contracts with suppliers) and revisit alternative sources of iron units, including low grade deposits, tailings reprocessing, Ti-rich ores, and iron sands. To properly upgrade these iron sources requires a complete battery of mineral processing techniques. Within different regions around the world, operations and technology have developed to specifically beneficiate the local ore bodies. This paper attempts to bring these different general processing techniques together to allow insight into various common and proven methods of iron ore beneficiation. This paper further explores the current trend to develop global iron ore reserves, and discusses the methods to beneficiate and successfully reduce and smelt iron ore using Outotec's physical separation, direct reduction and smelting technologies for final production of pig iron and slag. Use of these various technologies may allow treatment of what was typically considered a tailings stream into a profitable product.

To meet the objectives of sustainable development, mining projects must be executed with minimal environmental risks and impacts. To allow proper actions to be taken, it is helpful if the environmental challenges associated with a mine development project can be predicted early during exploration activities. Signs of impending environmental problems like acid rock drainage and metal leaching are often revealed in the occurrence of natural acid drainage, formation of efflorescent salts and their associated ecological effects. Other subtle clues can be deduced from anomalous geochemistry, detailed textural features of mixed sulfide assemblages and miscellaneous environmental data sets covering the target areas of exploration. A more practical tool, however, is the development of comprehensive environmental ore deposit models containing relevant information on ore genesis, applicable mining, processing and waste management options and their environmental implications according to deposit type. Not only will such models facilitate communications among independent groups of personnel involved in a mining project to come up with schemes to ensure better environmental performance of the overall project, they will also facilitate decision-making if a mine development project should be pursued further or valuable resources be redirected to other more favourable targets.

As the chief field of the gold dredging industry in Otago is the district traversed by the Molyneux River (called above Cromwell the Clutha) and its tributaries, a brief reference to the geology of that region and the origin of its alluvial gold will not be out of place. The prevailing rocks are metamorphic schists, chiefly mica and quartz schists, pr.obably of Silurian age. Though these rocks do not contain many payable quartz reefs, gold appears to be distributed in small quantities all through them,chiefly associated with the quartz lamime and lenses. The river drift, however, contains numerous pebbles of quartzite, quartzoze conglomerate, and fme-grained slate. Seeing that these rocks are hardly known to occur in situ within the watershedof the Molyneux River, though Devonian and carboniferous rocks of similar character occur to the north-east and south-west, it seems probable that the schists were at one time overlaid by carboniferous and Devonian rocks, and that these have been removed by denuding agencies. Be this as it may, it is certain that the schists themselves have been greatly eroded by the action both of water and of ice, and that the resulting drifts have themselves, in many cases, been sorted and re-assorted by the same agents.Consequently the drifts are very varied in character and often developed on a grand scale. In geological age they vary from Early Tertiary (though some may be older) to Recent.

THE nature of the ore deposit of the Broken Hill line of lode is such that it can be broadly divided into two the calcitic and siliceous ore bodies. The principal minerals occurring in these ores are: Galena, sphalerite, pyrite, arsenopyrite, chalcopyrite, pyrrhotite, calcite, rhodonite, garnets, feldspar, fluospar, quartz.Whilst these minerals persist in both classes of ore, the following typical analyses of Broken Hill South Limited ore bodies will give some indication of the disposition with regard to each:

The Gippsland Basin, southeastern Australia, has an Upper Cainozoic history of episodic change of hydrology and the related environment, reflected in the geomorphology and surficial deposits of the onshore basin and the hydrodynamically controlled accumulations of petroleum of the offshore basin. Succeeding this episodic pattern, man through a number of activities, has had a sudden and major impact on the hydrology and the related environment. Activities include those directly affecting the groundwater system, such as extraction of fossil fuels with the consequent threat of land subsidence; irrigation and clearing of vegetation and the consequent effect of salinisation; change of land use and installation of septic tanks with resulting nitrate pollution; damming of streams and the consequent reduction in the frequency of floods with degradation of the biological Environment; de-snagging streams and construction of cutoffs with increased stream erosion, modifying wetlands including drainage, with the consequent degradation of their ecosystems; and increase in phosphate and nitrate inputs to the coastal lakes with the risk of their eutrophication.

In December, 1934, Mr. R. Sussex extruded some silver lead alloy wires in order to determine their electrical resistance. After the determinations had been made each wire was threaded through a sheet of paper on which the composition was noted. The wires were placed in a more or less tangled mass in a cupboard in March, 1935. It was not until September, 1936, that they were re-examined, and it was found that during the eighteen months some of the wires had corroded very badly. It was not until March, 1938, that the wires and the corrosion product could be examined, and the results are given in the following pages. It is of interest to note that none of the numerous silver-lead alloys which have been used for creep testing in the rolled condition have shown a similarphenomenon. The silver content of the rolled alloys was, however, never greater than 0·1%.GENERAL APPEARANCE OF THE CORRODED WIRESThe wires contained 0·1% up to 28% of silver, and a general examination showed that the corrosion had progressed farther the higher the silver content. This can be seen in Fig. 1, which is a photograph taken in March, 1938, of typical wires at a 'magnification of five diameters. In the early stages the corrosive action seems to be localized and an area of grey, yellow or reddish brown powder appears. The grey corrosion product is by far the one, most frequently seen, and in the later stages the only one visible from the outside. The reddish coloured product is sometimes seen on the residual metallic centre when the grey product has been broken away.The irregular extent of the corrosion can be seen in Fig. 2, which shows (natural size) the 5% silver wire after standing two years. The corroded parts are seen to be much thicker than the slightly corroded ones. The corrosion product, being non-metallic, is quite brittle and falls away from the wire on bending. In the extreme case the' whole wire has corroded and presents a cracked appearance as seen in Fig. 1 (281% silver).An approximate idea of the extent of corrosion can be obtained by measuring the diameter of the corroded part. Dry separation of iron ore fines and other heavy minerals has previously been achieved using one of two main approaches. The first is an inclined table with an upward airflow via small holes to help form an autogenous dense medium. The second is based on fluidised beds comprising a dense medium formed by fine particles suspended in an upward flow of air. In either case, vibration can be introduced. This paper describes recent findings using a novel system referred to as the Sink-Hole Fluidiser, which utilises elements of both these two former approaches. This device consists of a conventional gas-fluidised bed of fine medium with a 1 mm aperture mesh located at the surface. This mesh contains relatively large holes that act as sink-holes. The fluidised media flows upwards through the sink-holes and then falls back into the fluidised bed via the fine apertures in the mesh. The particles being separated, which are much larger than the fine media, pass over these sink-holes, where they either sink or float. The sink-holes offer a more precise balance of forces, applied on a single particle basis, resulting in robust density separation.Experiments have been performed using 2.0–4.0 mm tracer particles of density varying from 2.4 to 4.8 relative densities (RD) separated in a 200 mm diameter Sink-Hole Fluidiser with a single 13 mm diameter centrally-located sink-hole. In this preliminary semi-batch work, it was found that the Sink-Hole Fluidiser was able to achieve sharp separations (Ep as low as 0.20). This paper investigates dry drilling as a feasible alternative to meet current requirements for improvements in mining productivity in an increasingly competitive world.A field test program was conducted in the surface facilities of a hard rock mine in Sudbury, Canada, to investigate the potential use of dry drilling in underground bulk mining as a conceivably faster and more economical method than wet drilling. The test work consisted of the monitoring of advance rates and bit life while a series of 165 mm diameter holes, wet and dry, were drilled with compressed air at both mine (0.69 MPa) and high (1.72 MPa) pressure levels. The results indicate that penetration rates can be increased by approximately 24 per cent by drilling dry with high air pressure and by approximately 27 per cent by drilling dry with mine air as compared with wet drilling under the same conditions. Dry drilling also has the effect of increasing bit life by up to 69 per cent. An economic analysis for typical hard rock mines indicated that drilling productivity and cost savings can be increased by approximately 23 per cent when dry drilling is utilised.The testing program indicates that dry drilling has the potential to become a feasible technique with regard to performance, productivity and costs.

Narrow vein tabular orebodies are prone to mining induced seismicity. The Tasmania Mine is a complex example of a seismically active tabular orebody, where the contrasting material properties of the host strata and of the orebody itself, serve to exacerbate the seismic response. Analysis of a continuous record of seismicity over a period of seven years has provided significant insight into the fundamental mechanics of the rock mass. Understanding seismicity to permit safe extraction of the orebody has been enhanced by instrumentation of rock mass behaviour in response to mining and mining induced seismicity. It is the purpose of this paper to explore that understanding in respect to the adoption of an alternative down-hole Avoca stoping method for use in particular circumstances.Intensive instrumentation of the Tasmania Mine over a period of four years has provided insight into the behaviour of the rock mass in response to extraction of the narrow vein orebody it encompasses. A range of instruments have been installed in clusters or single installations in order to measure changing stress conditions and the impact of those changes on the rock mass and the reinforcement system.Instruments are often installed in very close proximity to active production stoping. While it has been possible to observe the impact of the mining and mining induced seismicity at very close quarters, instruments installed in these locations are vulnerable to damage and consequently, the level of instrumentation is high. Instruments are continuously logged, typically on a six hourly basis coinciding with the end of regular blasting times. The response of the instrumentation to changed rock mass conditions is considered against the background of development and production blasting and against the seismic record to assess the viability of downhole Avoca stoping.CITATION:Hills, P B and Walton, R J, 2012. The plant practice plays an important role in production and productivity. Men, material and machinery have to be judicially utilised to achieve maximum output with minimum cost. Improvements in technology should be incorporated at an appropriate time and place. The personnel concerned should be properly trained and motivated to receive the changes in machinery and technology. Strict adherence to prescribed parameters, optimum utilisation of man, machinery and operating supplies help in the smooth functioning of the plant and in achieving maximum gains.

This paper descrioes a case history of a coal mine which developed un'tahle roof conditions due to mass sliding of the overburden strata on a claystone band within the coal seam. The sliding is believed to have been initiated by stress relief associated with the removal of overburden alongside the entry portal of the underground workings. Once in motion, the roof block was kept moving by bulking due to roof collapse in the normal underground goafing operations. Control measures in the form of an earth and rockfill buttress against the entry portal and a sequential mining plan to create goaf areas alongside the entry portal have been initiated to attempt to limit movement. The operation has been continually monitored and a gradually decreasing pattern of movement is being re, orded.

The Department of Mineral Resources is the lead agency in mine site environment management and control inNew South Wales. The Department introduced a Mining, Rehabilitation and Environmental Management Plan (MREMP) process several years ago in order to integrate the activities of other government agencies who may have a material interest at the mine site. The MREMP process has resulted in a spirit of trust and co-operation between agencies and between agencies and mining companies. The spirit of co-operation has been reflected in greater public confidence that mining is environmentally responsible.

The importance of reducing the moisture content of fine coal, the nature of the retained water and the means of its removal are discussed. A statistical technique, using a balanced block design, was used to isolate the significant factors determining water content of a coal filter cake, The most significant factor was particle size distribution. A simplex evolutionary operation (evop) was used to determine the optimal quantities of additives required to produce the lowest moisture content for a selected coal size. For this optimum condition (18.6 lb xÇ20 per 100 lb dry coal), additions of 0.045 lb magnesium ion, 0.0026 lb separan A.P. 30, and 0.098 lb aerosol O.T., per 100 lb dry coal were required. The work illustrated the uses of statistical evop technique for the determination of optimal conditions in industrial research projects.

The mineralogy and microstructure of mattes from the nickel flash smelter at Kalgoorlie, Western Australia, have been studied. The flash furnace matte consisted mainly of an intimate mixture of pentlandite and heazlewoodite with some nickel metal. The electric furnace matte was mainly an iron-nickel alloy with subsidiary pentlandite while the converter matte consisted mainly of heazlewoodite with crystals of nickel metal.
