Resource rent taxes are taxes which only become effective at such a time as a pre-determined rate of return has been achieved by an operation. Resource Rent Taxes have from time to time been considered for implementation in bothAustralia and New Zealand. The offshore petroleum industry in Australia is already subject to RRT as is the Roxby Downs (Olympic Dam) Mine in South Australia. Both the mining and petroleum taxation regimes in Papua New Guinea include a resource rent tax component called Additional Profits Tax.   The implications of the current form of additional profits tax for shareholder cash returns are that the tax burden on the operation may suddenly increase at some stage in the life of the mine if and when the threshold level of profitability for the tax to be triggered is exceeded. From that point in time onwards the cash return to the shareholders on the capital invested is greatly diminished. For mining companies in Papua New Guinea, the effective tax rate increases from 35% to 57.75% as a result of the onset of additional profits tax. This tax rate penalty is so severe that there appears to be merit in considering the concept of managing profitability through time rather than purely maximising annual pre-tax profits as is currently the case in most mining operations. This would have the benefit of deferring or perhaps preventing altogether the onset of the tax. One possible method for the effective management of profitability is through the control of average mining grade by cutoff grade manipulation.   Traditional cutoff grade theory has usually considered taxation as a direct cost at a fixed or variable percentage of annual profits. As a result of this most analyses are conducted on a pre-tax basis. If tax is included in analyses it is usually present as a time independent function of gross profit. Additional profits tax is both time, and rate of return dependent and therefore not adequately accommodated by currently accepted cutoff grade theory.   A review has been made of the effects of resource rent taxes on both the investment decision-making process as well as possible development and mining strategies which may be employed by mining companies faced with resource rent taxes. The review includes examples based on the structure of additional profits tax which is levied in Papua New Guinea.

New Zealand Steel Mining Limited operates two independent sand mining operations on the West Coast of the North Island of New Zealand. Waikato North Head 30 km south of Auckland supplies ironsand concentrate as the raw feed for New Zealand Steel's works at Glenbrook and Taharoa 70 km further south, exports ironsand concentrate to Japan.   Taharoa uses two sets of six low pressure Warman centrifugal pumps in series to load bulk ore carriers 3 km off shore through two underwater pipelines. Waikato North Head delivers the ironsand to Glenbrook 18 km through a 200 mm ID buried pipeline using two stages of high pressure positive displacement (HPPD) pumping.   A high level of operating and maintenance expertise has been developed since commissioning the two systems which are proving to be reliable, efficient and of minimal impact environmentally.

Over the entire life cycle of a mine, from early resource evaluation to the blasting of benches, the collection of geochemical data is crucial for the site operator, who must routinely and intensively drill and sample the orebody. This produces huge numbers of physical samples, in turn requiring significant cost and time for their preparation and assay. Moreover, despite best efforts, the sample recovery process is prone to error, which limits the quality of data.The pulsed neutron gamma technique has been used for decades in various industries, in particular oil logging, for its ability to provide direct identification and quantification of elemental concentrations. However, its implementation in logging tools for the mining sector is relatively recent. Built around the latest in technology for optimal spectrometric measurement, a commercial tool referred to as FastGrade™ 100 has been available for a few years and used with increasing success in the mining environment, specifically the iron ore industry, resulting in a reduction in the amount of collected samples. Relying on the physics of neutrons and gamma photons, both of which are particles that penetrate the surrounding bedrock through several tens of centimetres, such spectroscopy tools measure in real-time the composition of a much larger volume than the delimited volume of the drilled material traditionally used for geochemical mapping. Better statistics and reliability of the estimated composition increase the ability to properly and quickly measure drilled holes and allow the substituting of all or part of the sampling and assaying efforts by geochemical log data. Our paper focuses on this technology, known as pulsed fast and thermal neutron analysis (PFTNA). It reviews the main drivers for the design of such a logging tool and discusses how the fundamental characteristics of the technology, in terms of neutrons and gamma interactions, translate into interpretation of the analytical output.CITATION:Jeanneau, P, Flahaut, V and Maddever, R A M, 2017. In mineral processing of complex sulfide ores containing copper (Cu), lead (Pb), and zinc (Zn), flotation has been commonly used. Typical Pb mineral in the ores is galena (PbS), while some types of the ores contain anglesite (PbSO4). This article reviews our recent studies on the effects of coexisting PbSO4 on the flotation of complex sulfide ores, and a method to suppress the floatability of sphalerite (ZnS) in the presence of PbSO4 was proposed. Comparison of flotation experiments for different types of model samples showed that PbSO4 makes the separation of Zn from Cu difficult; that is, for the model sample containing PbS without PbSO4, Zn could be separated from Cu, while when the model sample containing PbSO4, Zn was recovered together with Cu as froth. Solution analysis and thermodynamic calculation suggested that Pb2+ was released from PbSO4 and reacted with ZnS to form PbS, acting as an adsorption site for the flotation collector, xanthate. This would be the main reason for high floatability of ZnS in the presence of PbSO4. As a method to suppress ZnS floatability for the ores containing PbSO4, a pre-treatment of the ores to remove PbSO4 prior to flotation was proposed. The results of model experiments using mixture of ZnS and PbSO4 showed that ~97 per cent of PbSO4 was dissolved within 30 minutes of pretreatment using ethylenediaminetetraacetic acid (EDTA) as extractant, and thus ZnS floatability was markedly suppressed. Moreover, Pb2+ extracted from PbSO4 during the pre-treatment could be recovered as zero-valent Pb by the cementation using zero-valent Fe as a reductant. The details of ZnS flotation in the presence of PbSO4 and the effects of the pre-treatment are discussed based on the results of surface analysis like XPS.

A description is given of preliminary work done to identify the problems inherent in electrochemical oxidation of metal sulphides, and particularly in the use of powder compacts as anodes in electrolysis. Lead flotation concentrate pressed into a compact can serve as an anode for direct electrowinning of lead according to the reaction PbS -7 Pb2+ +So +2e. No pYrometallurgical step is required, and sulphur is recovered in elemental form.In the experimental work, electrical conductivity of the compacts was achieved by addition of 5·5 per cent of graphite. After compaction at 10-20 tons/sq. in. the anodes were strong and remained intact throughout the electro-oxidation period. Perchlorate electrolyte was used, but fluosilicate electrolyte is also applicable. A sheet of pure lead formed the starting cathode.As anode potential increased above 1·0 V (v. SHE) PbS04 was formed in increasing amount. At 0·90 V, Pb2+ extraction efficiency was 85 per cent. Anode potential was kept low by electrolysing at 60°C and 15 mA/sq. cm., and by improving the porosity of the compact. Other metal sulphides (Zn, Fe, Cu) in the flotation concentrate also oxidize and release metal ions to the electrolyte, which would need to be purified prior to deposition of lead.Power requirement in a laboratory cell was about 0·24 kWh per lb of lead extracted.

The mining and milling groups at Batu Hijau are tasked with increasing SAG mill throughput by approximately ten per cent. Avenues used for this process are blasting and crushing optimisation, ore blending and predicting SAG mill throughput in relation to the geological model. This is in line with traditional æMine to MillÆ studies. At Batu Hijau, mill and mine sequencing cannot readily be configured to perform the surveys traditionally required by a æMine to MillÆ study while meeting the daily production target of 140 000 tonnes per day and processing from varying ore types in one pit. A program called BOCCOST (blasting optimisation crushing conveying optimising SAG throughput) has been implemented to capture approximately 200 variables from blasting, mining and milling operations and assign them to a common point in space in the geological model in real time. Interpretive analysis of data from BOCCOST is used to model relationships between the 200 variables to determine which and how these factors affect SAG throughput. Once these relationships are determined, the blasting, ore blending and crushing process can be optimised to generate a product that maximises mill throughput. The relationships modelled from BOCCOST are also used to generate a SAG mill throughput estimator, which can be coded into the production block model. The block model can be reconciled with the geological block model for correlation by geological domain. Once this relationship is established, SAG mill throughput domains can then be established for predicting SAG mill throughput. This SAG mill throughput estimator is then used in conjunction with revenue calculations to determine an ore cut-off, which combines these two elements to maximise metal production.

Grinding and Flowing Investigation on Dry Stirred Ball Milling in Order to Determine the Influence of Grinding Aids Huge difficulties of the great ultra fine ground material production in dry stirred ball mill are the cohesion and agglomeration of the particles. During grinding the material stick on the grinding wall and the grinding media furthermore the grinds start cohere, making aggregation and agglomeration to appear. Due to these effects the particle size will not decrease after a certain value during grinding and the energy demand increases significantly. According to experience on fine grinding in ball mill, it is well known that these effects can be reduced with the use of grinding aids. The influence of grinding aids has three different effects: due to the adsorption strength reduction (Rebinder effect) the grinding resistance of the material decreases; the surface energy diminishes and the agglomeration liability decreases; and the flow properties of material improve. The aim of this study is to investigate the flow properties of fine grinds and the effect of grinding aids on flow properties in case of dry stirred ball milling. In addition, the influence of grinding aids was investigated based on the particle size distribution and specific surface area of grinds and the specific energy demand of grinding. The examinations were carried out with three different model materials (limestone, clinker, quartz) using the usually applied grinding aid. The flow properties were measured by the Jenike shear cell; the particle size distribution and specific surface area were measured by laser particle size analyser (Fritsch Analysette 22), grinding energy demand was measured with microcomputer controlled digital energy meter. It can be said that under certain measuring circumstances the influence of grinding aid on flow properties can be demonstrated by Jenike shear cell, so the grinding result is in correlation with the flow properties of grind.

GHD-Black & Veatch (GHD-BV) have completed design and specification of the ash thickening plant at Tarong Power Station, including operation of a pilot plant. Construction of the plant is in progress and commissioning is planned for early-2004. The objective of the new plant is to convert the low concentration (lean phase) ash slurry currently generated by the power station into concentrated slurry which will then be pumped to the existing ash dam. Water recovered from the lean slurry will be returned to the power station for reuse. The drivers behind this project are to extend the life of the ash dam and to reduce water pumping costs. A maximum flow of 1000 litres per second is expected in the thickening plant. The process involves a screening phase, which removes large material that could cause blockages or equipment damage. A 50 metre diameter thickener then concentrates the screened lean ash slurry to 55 - 60 per cent w/w solids. In addition, the thickener plant will allow the harvesting of floating cenospheres (hollow, spherical ash particles) from the lean slurry. Cenospheres are currently collected from the surface of the ash dam and drained on a pad adjacent to the dam. The new system will use a surface skimmer to remove the cenospheres from the thickener and transfer them to settling ponds for further classification. The settling ponds simulate the detention on the existing ash dam, and allow entrained fine ash and slow settling cenospheres time to settle. As settling occurs in ponds, the slow settling cenospheres can be completely recovered whereas when they settle in the dam, the opportunity for recovery is lost. Cenospheres are a valuable by-product produced during the combustion process, and recycling of this material reduces the waste generated by the power station. Water recovered from the thickener drains to a three megalitre reservoir. Water is drawn from the reservoir for thickener plant service water and various other uses in the power station. The bulk of the water is used to sluice ash from the power station to the thickening plant. In the current configuration, surface water from the ash dam is reused but must be pumped several kilometres back up to the power station. The dam also holds an inventory of several thousand megalitres of water and has significant evaporative losses. Therefore the current raw water make up demand is substantial. In addition, some areas of the power station traditionally using raw water will be modified as part of this project to allow the use of recovered water, further reducing the raw water demand. The design incorporates many features of sustainable water management. By more effectively recovering water from the lean ash slurry, the amount of raw water make up required by the system will be significantly reduced. This method of water recovery provides a more sustainable and energy efficient ash-transport mechanism.

The Tui mine site is situated on the NW flank of Mt. Te Aroha, at approximately 400 m altitude. During underground mining operations two lead-copper-zinc ore bodies were exploited and processed on site. The legacy of the mining operation is a barren dam containing over 100,000 m3 of sulphide-rich tailings. The Tui mine site is arguably the worst case of environmental degradation resulting from past mining activity in New Zealand. Although the impacted area (approximately 4 ha) is extremely small by international standards, acid mine drainage (AMD) emanating from the abandoned tailings dam and mine adits has severely contaminated local streams and prevented natural plant recolonisation of the site for more than 20 years.

Western Australia (WA) is currently the world’s largest iron ore producer, and mining of its huge reserves and resources of iron ore has become a critical part of the state’s economy and regional development. Iron ore exports from WA have reached 760 Mt/a, corresponding to shipping more than one Mt per turn-of-the-tide from the state’s ports. The iron ore sector dominates all commodities produced in WA, and in 2016 accounted for 77 per cent of the state’s royalty receipts, 56 per cent of mineral and petroleum exports (by value) and 50 per cent of mining industry employment. Expenditure on exploration for iron ore (including that for resource estimation and conversion to ore reserves) has declined markedly, from its record peak of $1100 M in 2012 to $280 M in 2016, placing it second after gold. The crystal chemistry of carbonate in Ca apatites, including Na-free and Na-bearing hydroxylapatite (CHAP) and Na-bearing fluorapatite (CFAP) and chlorapatite (CCLAP), has been investigated by Fourier transform infrared (FTIR) spectroscopy and single-crystal X-ray structure, using crystals synthesised from carbonate-rich melts at 1 GPa, 1400 - 1000¦C. The carbonate ion substitutes for both the X (OH, F, Cl) anion species in the apatite channel (type A carbonate) and the phosphate group (type B carbonate). The type A carbonate ion is oriented in the channel with two oxygen atoms close to the c-axis, and the type B carbonate ion is located close to the sloping faces of the substituted phosphate tetrahedron, with details varying with composition series. Sodium promotes the uptake of type B carbonate and also has a profound effect on FTIR spectra. Crystal compositions correspond approximately to the substitution formula Ca10-(y+z)Nay z[(PO4)6-(y+2z)(CO3)y+2z][X2-2x(CO3)x], with x + y up to 1.0 and z + 0.0 for CHAP, x + y + 4z + 0.4 for CCLAP, and x + y + 2z + 0.1 for CFAP, for equivalent conditions of synthesis. The sodium cation and A and B carbonate ion defects are locally coupled in all three composition series to facilitate charge compensation and minimise the effects of spatial accommodation. Synthetic Na-bearing type A-B CHAP with x + y + 0.5 has a similar chemical composition and FTIR spectrum to biological apatite.

Three cross sections, 200 m apart, display the distribution of indicator hydrothermal minerals across the Empire zone of the Golden Cross epithermal Au-Ag deposit, Waihi, New Zealand. These minerals are used to interpret the temperature and composition of hydrothermal fluids. The distribution of interstratified illite-montmorillonite and illite indicate that temperatures ranged from 140 to >220¦C, with temperatures above 220¦C predominating. The mineral assemblage of quartz-adularia-chlorite-illite-calcite-pyrite envelops the Empire vein system and stockwork, and reflects formation from an alkali chloride water whereas the mineral assemblage of replacement calcite-interstratified illite û montmorillonite-kaolinite forms a carapace and reflects formation from a CO2-rich steam-heated water. Alkali chloride waters appear responsible for the epithermal Au-Ag mineralisation.

The title of this paper suggests rather a comprehensive survey of the industry, but since it is not possible to do justice to this in a short paper, and, as the bulk of the Australian trade consists of buttwelded tube, the author proposes to deal only with this type.The buttweld process has been praetised for many years and, as the methods of manufacture are not widely known, a brief history of its development may be of interest. Few good reference books in the English language are available, and this reticence may possibly have retarded advancement in manufacture.The earliest method of making ferrous tubes consisted of bending a thin plate or strip to form a "skelp." The "skelp" was then raised to a welding heat and hammerwelded on an internal mandrel on a smith's anvil. Necessity, however, soon produced mechanical methods of making tubes, and, in 1812, an Englishman named Osborn patented machinery for "welding and making barrels of fire-arms and other cylindrical articles." The apparatus was arranged as shown in Fig. 1.The skelp was raised to a welding heat and placed in the swage block "A." A mandrel was then inserted and the tube lapwelded by the action of the tilt hammer.Various modifications of this apparatus quickly followed, to keep pace with the rapidly growing demand and the exigencies of war. These tubes were essentially of short length and mainly used for gun barrels. The advent of coal gas for lighting (patented by Murdoch) created a demand for small tubes of longer length, and necessity, as usual, produced a solution. In 1824 Jas. Day-to-day operating practices at existing operations need provide high quality data for decisions that will impact directly on the potential value of the available resource, in addition to meeting standards of quality expected of data used in feasibility studies that will be completed to obtain additional capital required to finance operational improvements. Drill hole location, down hole survey and assay data standards of accuracy and precision have received considerable attention in recent years. The authors propose that geological descriptions of both cored and non-cored drilling warrant at least equal attention, considering their fundamental role in establishing the framework used for geological modeling and resource estimation. The iron ore deposits of the Middleback Ranges have been a major source of iron ore for almost a century. High-grade hematite-dominant ore is currently mined by OneSteel from three open pit operations supplying ore to the companyÆs integrated steelworks at Whyalla. A review of OneSteelÆs future iron ore resources, commenced in 2002, highlighted the need for more flexible and comprehensive management of all forms of geological data used in resource evaluation. Driving this program was the information needs of feasibility studies of the Iron Magnet deposit, located beneath the existing Iron Duke and Iron Duchess mines. Prior to the beginning of 2003, resource evaluation drilling data collected by OneSteel was managed using an in-house system based on industry standard relational database software. The system was demonstrably effective in ensuring the fundamental integrity of basic drilling data, but lacked necessary capabilities for the acquisition and management of geological descriptions, geotechnical and geophysical data obtained by down-hole logging. OneSteelÆs existing system for the management and interpretation of geological descriptions was restricted to storage of a single three digit code for each lithological description interval. The original logs for a large number of older drill holes could not be located, having been either poorly archived or culled from the database in the belief that they did not contribute to the understanding of the resources currently being mined. The three digit codes represented a combination of lithological and stratigraphic descriptions, including many subtle variations in iron ore colour and texture believed to be associated with variations in geochemistry, but subsequently demonstrated to be either incorrect or inconsistently applied. This resulted in the establishment of a plethora of codes for a relatively small number of distinct lithologies. Improvements implemented by OneSteel geologists addressed these shortcomings by ensuring the new data management system: facilitated the objective description of lithological characteristics; distinguished between obsevations and interpretations (eg lithology versus stratigraphy); promoted consistency between descriptions provided by different geologists; and helped to ensure data integrity by developing an audit trail for alterations made to data subsequent to its acquisition. The data used to develop interpretations of mineralisation distribution and characteristics are fundamental to the effective utilisation of a mineral resource: any mineÆs most important asset. Resource related risk is widely recognised as the principal source of technical risks affecting resource development projects, whether they are new mines or expansions of existing operations. A key lesson from this work is that most commercial or æin-houseÆ developed geological data management systems are able to handle basic data validation tasks effectively. Geologists, however, need to ensure that the data management system is appropriately structured to help promote the acquisition of objective and consistent data for interpretation.

The application of new and currently practised mining techniques in new areas and at greater depths necessitates considerable and immediate research effort. This effort is aimed at identifying the factors which make a particular method suitable and economically viable in a given geological, structural and operational environment. These factors, together with greatly enhanced knowledge of a deposit at the exploration and planning stage, allow selection of the most appropriate and efficient mining method in a new area such that coal resource recovery is maximised in a cost effective manner. Current research and future requirements for research into mining methods and associated equipment and mine services are reviewed.

The latent conditions clause in various general conditions of contract have traditionally proved to be a source of significant disputes in tunnelling contracts, even when extensive geotechnical investigations have been carried out at the tunnel site and a report of these investigations provided with the tender documents, informing the contractor of the nature and extent of subsurface conditions likely to be met with during execution of the works. This paper discusses the contractual aspects of the new latent conditions clause in the recent Australian Standard AS 2124-1986, General Conditions of Contract, in relation to tunnelling contracts. A comparison of this new clause is made with other latent conditions clauses in general conditions of contract in use in Australia and other commonwealth countries. It is seen that the new latent conditions clause in the recent Australian Standard 2124-1986 has, by providing for a reasonable apportionment of risks, attempted to minimize contractual disputes relating to latent conditions in tunnelling contracts and to provide a satisfactory basis for quick and efficient settlement of such disputes should they arise during execution of these contracts.

This paper supplements a keynote address prepared for the MassMin 2016 conference on mass underground mining methods, including block, panel, inclined and sublevel caving. It advocates for a new cave mining paradigm that takes advantage of a number of new and disruptive technologies or innovations that have evolved over the last 15 years, some of which were initiated by major mining companies such as Codelco. The paper will address the challenges that the industry will be facing in the future as well as possible solutions. As background, the paper summarises the challenges that the industry has faced in the past and how such challenges were addressed. The author acknowledges that given his more than 30 years of experience with Codelco Chile (operations and corporate), aspects of his intelligent mining concept have no doubt been influenced and have matured during his invaluable time with Codelco also as the Head of Technology and Innovation. Normal practice in the mining industry is the creation of a single geological model. These models provide a single interpretation of the geological and mineralisation domains. These interpretations infer the exact behaviour of ore domain contacts at shorter scales when resource definition drilling is done on wider scales and are thus locally highly uncertain. The interpreted geological model provides a single number for the volume and tonnes of mineralised material enclosed by the mineralisation envelope. It is on this single number for volume and tonnage that capital intensive mine development decisions (mine design and scheduling, stockpile strategy, waste management, closure planning, dewatering strategy, product quality, etc) are based. Some of these decisions require knowledge of grade variability for small volumes of material such as quarterly production periods. It is generally recognised that this information cannot be derived from single kriged geological models, but can potentially be modelled by conditional simulation techniques. Uncertainty in the extent and continuity of the mineralised envelope and its effect on grade variability for shorter production periods is thus recognised as a major source of uncertainty in new mine development.CITATION:Jewbali, A, Boyle, C and Phillips, J, 2013.
