It is sometimes necessary to resort to extremes in order to call attention to something that is pertinent to safety in mining. When some of the experts in occupational safety talk about this topic, they usually refer to a 'regulation' established by the Romans which stated that, due to the health hazards, usually death, no Romans but only slaves should work in mining. Since the time of the Roman Empire, a lot of ground has been covered in the field of mine safety. Nowadays, it can be said that occupational safety is being seriously addressed, with the result that the number of mining accidents has reduced dramatically, fatalities in this industry are less frequent, and the rate of accidents compared with other activities, such as construction or fanning, is low. This achievement has been possible initially through government legislation and by procedures established by the mining companies themselves. However, the dilemma for government is whether to regulate and if so, how much. It is pleasing to observe that most companies are establishing working procedures which conform with new government legislation, placing strong emphasis on the duty of care for mine employees. There will always be some regulatory aspects of legislation, and perhaps the best example of this is in the use of mine hoists where there are no international or Australian standards, and the regulations applied are of an empirical nature that err on the side of safety.

Although the mining of metals was well established by the time of the Roman Empire mining skills did not really advance greatly for many centuries. Miners did not have the scientific knowledge to distinguish minerals, to process them, and to obtain the best recovery. Each mine essentially developed its own methods in isolation, most of them dangerous. However, with the beginning of the industrial revolution in the early 18th century there was a rapid increase in mining activity in Central and Western Europe and an accompanying need to educate professionals in the developing fields of science and technology. There was also a need for specialised schools (for example, Schools of Mines) to accomplish this since the universities of the time, formed as early as the first half of the 12th century, were cloistered institutions, focused on the study of classics, theology and law. The earliest attempts at organised technical education were made in 1702 with the establishment of a School of Mines in Frieberg, Germany (Table 1) to service rich copper mines, and in 1747 with the establishment of a School of Mines in Paris. By this time, the industrial revolution was well under way and other Schools rapidly followed, at Clausthal in the Ruhr region of Germany in 1775; in 1777 at Almanden to service the mercury mines of Spain (later transferred to Madrid); in 1780 at St Petersburg, Russia and at Falun, Sweden in 1819. The academic staff for these new institutions were often trained in the original School at Frieberg.

The new law on Environmental Protection and Management (Republic of Indonesia Law 32 of 2009) was passed by the Indonesian parliament in September 2009. This law aims to protect Indonesia's rapidly degrading environment by providing tougher provisions for both polluters and law enforcers. In doing so, the law introduces a number of new constraints and potential business risks that will affect all companies in Indonesia, particularly mining companies. Some of the newly introduced concepts follow.   Mining companies will now require an environmental license, issued by the Minister of Environment or local counterparts. This license is a prerequisite for all other business and operational permits. The Minister can revoke the environmental license at any time in case of an environmental incident or dispute. Mining companies may be exposed to additional environmental taxes and bonds besides already existing reclamation and mine closure bonds.   There is an increased risk of environmental lawsuits, due to more stringent controls on one side and greater protection for NGOs on the other side who make claims, false or true, against the company. Company executives and managers can be sued and they will be held accountable if environmental degradation has indeed occurred due to the company's activities.   Companies may face increased liabilities due to a change in the definition of contamination. The new definition is more stringent (and on occasion may prove too stringent to be practical); it also provides little room for flexibility in its application.   As implementing regulations are prepared over the coming two to three years, mining companies will need to adjust to the new law. A proactive approach is needed to minimise risk. Recommended actions include: upgrading existing environmental impact assessments to a higher standard; conducting baseline studies and thoroughly documenting environmental conditions on a regular basis; closely tracking regulatory changes, especially the forthcoming implementing regulations on the new environmental law; and regularly engaging key government and community stakeholders on environmental issues.

"Every year a large number of projects are evaluated by small listed and unlisted mining companies that are hoping to find the ideal project, which will catapult them from a mining junior status to that of a mid-tier mining company. Usually this includes finding the æidealÆ or ærightÆ orebody and then developing a process which will allow cost-effective recovery of the valuable metals and the production of a saleable product. These dreams are seldom realised and there are a number of good and obvious reasons for this. Issues that are generally high up on the agenda for the smaller companies are: cost of developing a project before the feasibility study stage finding a suitable, or optimum processing technology financing of the project dealing with risk.The most expensive part of the development process for the small miner is often the exploration side of the business and finding the æidealÆ orebody. However, finding the right orebody will not be discussed in this paper. The æidealÆ orebody does not necessarily solve the problems of the mining junior, as much of the uncertainty lies in the process required to recover and produce the final metal product. Once a mineralised deposit has been identified and the grade at least reasonably qualified, the development of a suitable process becomes the driver to convert the deposit into an orebody. This paper proposes that a small exploration company has a very limited opportunity to succeed if it does not do sufficient homework before it identifies the æidealÆ orebody. The risk profile for the small mining company, by its very nature, has to be different to that of a major company and as a result the opportunities often lie in managing different and often new process options, which may be the key to bring such projects on line successfully.CITATION:Muller, H and Lorenzen, L, 2012. Valuation of mining companies and their underlying assets prepared by brokers' analysts are, by necessity, approximations. The reliability of the valuations is entirely proportional to the quality of available data, the reliability of forecasts and the nature of underlying commodity price assumptions. The latter is perhaps the greatest single cause of gross variations in company and asset earnings estimates and- valuations. Assumptions are often necessary regarding commodity price achievement based on commodity hedge positions. Public disclosure from listed companies provides a sound base from which to project earnings, cashflows and balance sheets. The uncommon disclosure of projected production and cost schedules often reduces the reliability of future estimates. The application of reserve and resource estimates is contentious with practitioners applying differing weightings to importance of resources in estimating mine lives (and therefore cashflow streams). Valuation methods applied in equity markets usually focus on relative value and the identification of pricing anomalies. The commonest ""rules of thumb"" applied in the valuation of mining companies (and therefore their underlying assets) is with the use of year specific price/earnings (P/E) and price/cashflow (P/CF) ratios, with low multiples suggesting undervalued assets, high multiples overvalued situations (but these rules can often be clouded by market expectations of underlying commodity price movements). Another simply applied valuation tool is to examine the examine the value placed on reserves and resources by the market. Inexpensive gold in the ground (expressed as $ of market capitalisation per ounce of reserves or resources) might indicate a buying opportunity, but the market does discount the value of gold in the ground prior to mine development and where development risk is perceived.

Freeport IndonesiaÆs DOZ (Deep Ore Zone) mine is scheduled to commence production in the second half of 2000. The DOZ will produce 25 000 tpd using mechanised block cave mining methods and will have a number of major improvements when compared to previous block cave mines in the district. The DOZ will have an independent and improved ventilation system, a flexible and efficient truck haulage system, and a more reliable crushing and conveying system than in previous underground mines in the district. This paper will describe the mine plan, haulage, and ventilation systems, and compare them to those used in other operations in the district.

The results from metallurgical test programs are used in feasibility studies for design of new plants and brownfield expansions, in long term mine plans, and to make decisions in an operating plant. There are many elements which contribute to a well-constructed test work program. Ultimately, understanding the accuracy and precision of the test work results is critical to ensuring good decision-making at various phases of a project.Every resource drilling and associated assaying program will have a quality assurance / quality control (QA/QC) component, however this often seems to be overlooked in metallurgical testing programs. The principles of “international standard” or “certified reference material” samples and replicate/duplicate testing can be applied to metallurgical programs, although there are metallurgical-specific considerations in both generating and analysing the data.This paper will describe the QA/QC program carried out within the Olympic Dam geometallurgy program. It will present results in the form of case studies from ten years of testing of replicates and bulk reference samples for industry-standard comminution tests as well as laboratory flotation and leaching tests. Stilfontein Gold Mine, located approximately 160 km west of Johannesburg, produced both gold and uranium from 1952 through to the early 1990s. On decommissioning the mine infrastructure, treatment plants, rock dumps and three tailings facilities were left to be rehabilitated at considerable cost to the mining company. The community that had grown up with the mine and had settled in the mine village were faced with deteriorating socio- economic conditions.   Mine Waste Solutions (MWS), a company with a socio-economic Vision expressly created by DRD (Pty) Ltd and Fraser Alexander (Ltd) for the purpose, took over the mine surface infrastructure with the objective of closing it down in an economically sustainable manner by recovering materials, converting mine infrastructure to useful purposes and re-mining of the tailings to recover residual gold to finance the project. A business case was prepared and presented successfully to investors and bankers and the project was commenced in 2003.   The paper covers the scope of the project and gives an account of the practical lessons that were learnt as the project developed over a period of five years. Key technical issues that are covered by the paper are the re-mining techniques that were deployed to clean up the old tailings dam footprints and the selection of the deposition site to minimise the incremental impact associated with the tailings and concurrent rehabilitation of the facility. In addition the paper will outline the positive benefits that were generated for the community and the improvement that was achieved in the physical environment.   The paper illustrates clearly how a mine can be closed in a manner that produces benefits for the community, the environment and the investor.

As part of global systems of mineral production and consumption, the Australian minerals sector is facing sustainability challenges across technological, social, ecological, economic and governance domains, as well as between local, national and global scales. To ensure that the Australian minerals sector progresses towards sustainability, it is imperative to understand the possible ways in which AustraliaÆs mineral resources could support sustainable futures. A significant research gap exists between the complex nature of questions concerning minerals sustainability and the reductionist methods available to deal with them. This paper argues the need for broader, more integrated approaches to questions concerning minerals sustainability, which can address multiple human perspectives, complex and æmessyÆ patterns and processes across multiple organisational, temporal and geographical scales and whole systems of mineral production and consumption. To inform the development of a new approach to minerals sustainability, this work reviews the contemporary understanding of the Australian minerals sustainability problematic, from the perspective of the Australian minerals sector (Minerals Council of Australia), the Australian research sector (Mudd 2007a, 2007b; Mudd and Ward 2008) and a multi-scale international project (MMSD 2002). This review shows the focus of current responses to the minerals sustainability problematic, identifies the need for an integrated approach to questions of minerals sustainability and addresses how different approaches are informed by underlying and unarticulated assumptions about the tolerability of tradeoffs between different societal goals, the treatment of uncertainty and the application of different conceptual geographical, organisational, temporal and life cycle scales to define the minerals sustainability problematic. The Mineral Resources Landscape proposed, offers an expanded conceptualisation of minerals sustainability, to link minerals production and consumption in an integrated assessment across the entire minerals supply chain, connecting social, ecological, technological, economic and governance domains across local, national and global scales. The key leverage points governing change in the Mineral Resources Landscape are identified as: the material source, extraction and production technologies, level of service and value, and consumption patterns. Mapping the key challenges facing the minerals sector, as identified in the review herein, indicates that the boundaries defining traditional conceptualisations of minerals sustainability focus on the material source and technology and ignore two very key drivers of the Mineral Resources Landscape û the æservicesÆ minerals offer to society and the æconsumption trendsÆ which assimilate these services into society. Understanding these overlooked aspects of the Mineral Resources Landscape, along with the conventional areas of focus, is essential for identifying the Australian minerals sector as a provider of sustainable mineral services. This insight prompts a reconsideration of the role of minerals services and consumption trends, together with the role of the material source and technology in shaping change and the emergence of sustainable systems of Australian minerals production and consumption, across multiple scales and domains.

An investigation was undertaken to critically analyse the use of fibre reinforced shotcrete (FRS) for a variety of applications in large diameter shafts. Those applications included the use of FRS with or without the addition of subsequent rock bolting in the temporary support cycle prior to the installation of a permanent lining, most likely cast in situ concrete or as the final lining medium.Numerous authors have considered the early re-entry and strength characteristics of FRS in recent years. The current study has investigated the practical application of the recommendations of many leading authors in an endeavour to establish practical and acceptable risk-assessed procedures for the use of FRS for rapid, safe, efficient and cost-effective shaft sinking.Shaft sinking is regarded as a specialist and potentially higher risk activity due to the confined work environment, exposure to ground conditions and a high degree of manual handling associated with getting materials to the sinking face. The use of robotically applied FRS as a primary lining in shaft sinking has significant safety advantages in reducing manual handing associated with mesh safety support and bolting, as well as reducing direct exposure to ground conditions.The study involved both field testing and a literature review. The study established an initial set of criteria for the use of FRS in the development of large diameter shafts and demonstrated a number of scenarios where the technique of robotically applied FRS provided significant safety and cycle time advantages. This paper attempts to explain and describe bankers' approach by: ò outlining the fundamental difference between banks' and investors' risk / return profiles. ò describing lenders' consequent use of cash flow methods in mineral valuation. areas. explaining lenders' specific treatment of key risk Fundamental to understanding banks' appraisal of mineral projects is the appreciation that lenders have a basically different risk profile and outlook from those familiar to equity investors. Lenders do not normally participate in any project upside. The economics of lending dictate that banks can only accommodate a low probability of loan default and consequently banks' principal focus in mineral ""valuation"" is ensuring an acceptably comfortable probability of debt repayment. A simple conceptual explanation of lenders' risk / return position is outlined.

Top outlet sediments from the National Geochemical Survey of Australia have been extracted by a partial extraction method for over 50 elements including gold. The partial extraction results from this low-density survey show discrete coherent anomalies for Au in the vicinity of many of AustraliaÆs known goldfields, and in the vicinity of some minor gold occurrences. In several instances catchment outlet anomalies for Au have been recorded from areas not known to contain significant economic gold. Several large economic goldfields are shown to not produce anomalies in catchment outlet samples. A survey of overbank samples in the Swan Avon catchment of Western Australia at double the sampling density shows that low level anomalies (>1 ppb) can be traced back to source using overbank sediments. Follow-up of one of the Au anomalies at Kent River in previously regarded non-auriferous terrain (western Albany-Fraser Belt) indicates a non-economic, but perhaps geochemically significant, Au anomaly with associated pathfinders including palladium. This may indicate that further exploration of the western part of Albany Fraser Belt for Au is warranted. The combination of catchment overbank samples and partial analysis technique has been shown to be effective at locating the source of gold anomalies from initial low-density continental and regional surveys.CITATION:Mann, A, Davidson, A and de Caritat, P, 2013. This paper has been developed for æThe Race for SpaceÆ conference. It ranges over various aspects, all of which are within the umbrella of marketing. The question is posed because many engineers, tunnelling and other specialisations, frequently demonstrate an unwillingness to embrace marketing. The accurate reply is probably à ænot an engineer!Æ The paper identifies some of the possible explanations for this reply. The vast majority of the themes, ideas and principles are based on more than 25 years actual experience for the author with Engineers, Tunnelling and other disciplines. The Big Wainihinihi River and tunnel are located on the western side of the Southern Alps of New Zealand within the active Alpine Fault zone, which marks the boundary between the Pacific and Australian Tectonic Plates. The tunnel was built over 100 years ago to supply water for gold mining, but it now conveys water from a high-energy intake to a canal that supplies three of TrustPower’s hydro-electric power stations with a combined installed generating capacity of 10 MW. Part of the tunnel passes through an unstable 50° schist slope, which fi rst suffered a wedge failure in the 1929 Arthur’s Pass Earthquake and was reinstated in the mid-1970s for hydro generation. In 2008, TrustPower’s monitoring system showed that the wedge failure had remobilised and that urgent remediation was required.Harker Underground Construction (Harker) was awarded a design-build contract to restore the tunnel to service by tunnelling a new central section. Their geotechnical engineers, Peters and Cheung, reviewed the tunnel’s stability and proposed a new, safer tunnel alignment, deep behind the failure wedges. This work was based on their failure model, cost-benefit studies, and engineering geology completion mapping at the time of re-opening.Construction innovation was an important factor in ensuring the project’s success, as were detailed geological and geotechnical information, a robust methodology, strong client relationship and planning. To suit the varying rock conditions and restricted space, Harker combined a traditional drill-and-blast method with light-weight modular steel sets and timber supports to reduce construction costs and mitigate support risk. To make material handing easier in the tight conditions, a special electric locomotive was designed and built and blasting confi gurations were adapted to suit varying rock conditions in the highly fractured schist.The isolated site meant interesting and unexpected challenges, particularly communications and resources (both human and material). Despite that, the project was completed within budget, on schedule, and with no lost-time injuries.

"The Australian mining industries approach to life-of-mine planning has improved considerably in recent decades. It now needs to be matched by, and embedded in, mining governance systems that utilise a comprehensive whole-of-mine-life approach within a jurisdictional, industry and regional regime rather than just focusing on specific impacts in isolation. The need for a more comprehensive approach is supported by the many mining legacies, from historic, recent and some operating mine sites around Australia. There are sites that are leaving enduring environmental, community and public health impacts that are yet to be accurately assessed. While a number of these sites in Australia are estimated to be more than 50 000, this is probably an underestimation, with a lack of data and different state-based approaches complicating attempts to quantify mining legacies as a national issue. Qualitative assessments about the extent and nature of mining legacy impacts on nature and communities across Australia are also required if we are to understand and avoid ongoing and future mining legacies.This paper commences with an exploration of mining legacies as an umbrella term for previously mined, abandoned, orphan, derelict or neglected sites. This is followed by a discussion of the current status of mining legacies as an Australia-wide issue, contrasting the Australian response with overseas examples. Common themes from past workshops are explored recognising that mining legacies are a growing public policy issue and identifying key ingredients for a successful response. Supporting this, and based on national data which re-enforces the need for action, is the changing scale and intensity of mining in Australia that, while lowering costs for mine operators, increases the liability that may eventually fall to the state if mine sites are not rehabilitated effectively. Though a national issue, mining is a state and territory responsibility, so the current approach to mining legacies is then examined state-by-state. Given the widespread application and recent changes to bonds and levies in Western Australia (WA) and the Northern Territory (NT) the merits of both are examined with reference to specific case studies. The risk from fire remains one of the most serious of underground mine disaster scenarios. The impacts of mine fires on the underground ventilation system and the production of toxic gases have been difficult to model and therefore assessments have relied largely on empirical data, historical precedent and subjective opinions. Underground fire modelling software has had limited availability and been technically challenging and time consuming to use especially for routine mine investigations. There has also been no well-accepted set of assumptions for fire modelling in mines, which has resulted in a lack of confidence in adopting its use more widely. This paper describes modelling of three critical fire scenarios in underground hard rock mines: a fire (LHD) in an underground diesel refuelling facility, a fire in an underground explosives magazine and a fire on an underground ore transport conveyor. Modelling was undertaken using VentsimÆs VentFIREÖ fire simulation module. It describes the basis of design, the key assumptions, the methodology used and provides examples of the outputs, conclusions and recommendations. It reviews the impacts of these fires on egress and entrapment strategies in the mine. Some general principles regarding improvements to ventilation circuit design based on this analysis are also recommended. In this era of rising focus on the social and environmental costs and benefits of mining operations, the valuation methodologies used to assess such impacts become increasingly important. Within an industry dominated by an engineering culture that places emphasis on net present value (NPV) calculations using high discount rates, difficulties often arise when attempting to justify projects with longer-term, harder to quantify benefits. This is particularly so when these benefits fall in the social and environmental domains and involve other stakeholders. In this paper, we summarise the results of a recent literature review on this subject, which focused on the valuation of æBeyond ComplianceÆ initiatives in the mining sector. We discuss a range of approaches including the quantification of hidden internal costs, financial methods of incorporating risk into calculations, the integration of quantitative and qualitative information, and also the valuation of æexternalitiesÆ or costs and benefits borne by others. We then use a series of examples relating to the management of water in the minerals industry to illustrate how some of these approaches could be applied. There are high-level commitments from both individual companies and groups such as the ICMM to incorporate sustainable development criteria into decision-making processes within the industry. We conclude the paper by arguing that, to meet these commitments, there is a need for the industry to adopt a broader range of valuation methodologies than appears to be the case at present.
