The New South Wales Department of Mineral Resources has, since 1974, administered the Derelict Mines Rehabilitation Program (DMRP) to reduce the environmental impacts of abandoned and orphan mine sites. The application of the DMRP is presented in case studies of sites from the South Maitland Coalfield featuring residual drainage of acidic and saline water in a semi urban and rural community setting. The acidity here is typically derived from iron oxidation in shallow underground coal mine workings and in surface emplacements of coal washery reject materials. This paper presents summary information on AMD investigation, monitoring and rehabilitation. The experiences of community expectation, stakeholder consultation and peer review are discussed.

The Matakan Unit of New Ireland, Papua New Guinea is a highly fossiliferous lagoonal deposit containing numerous coal pods and lenses. The unit is strati graphically part of the massive reefal Lelet Limestone of Miocence age. These organic-rich sediments have a high hydrocarbon potential as evident from microscopical observations as well as Rock- Eval pyrolysis data. The coal is varied in regard to dominant macerals, vitrinite being predominant in some parts and pollen and spores present in sufficient proportions to constitute a cannel coal elsewhere. A high primary productivity and anoxic sediment pore waters or just above sediment - water interface have given rise to sufficient organic matter accumulations to yield a potential hydrocarbon source rock. Atomic H/C ratios of the coals are between kerogen type III and type II mainly, expressing the mixed nature of the coal and that of the associated sediments is type II. Early generated hydrocarbons (exsudatinite) have formed from pollen exines filling the pollen cavities and in places filling micro- fissures in the surrounding vitrinite.

An account of milling "methods and costs at Mount Isa Mines Limited up to the year 1938 has been published. The present paper outlines the methods since adopted in the milling of lead-zinc ores and presents a description of the equipment now being provided for the milling of copper ore.The programme approved for the mining, milling and smelting of both lead-zinc and copper ores involves the milling 9f 50,000 tons of lead-:-zinc ore and 35,000 tons of copper ore per month.The crushed ores will be delivered to the surface from alternate levels through No. 2 Ore shaft and conveyed to their respective crude ore bins at the crushing plant. The ores will be crushed and milled in separate circuits in common buildings and the tailings will be stored on a common tailings dump. The provision of a water supply is a major consideration in planning mining developments particularly in remote areas. The evaluation and development of adequate water supplies in arid areas of Australia is often as important as the discovery of the orebody. The copper orebody at Warrego near Tennant Creek could not be mined economically if cheap treatment water was not available near the mine. This paper describes the difficulties in obtaining water in the Tennant Creek area and the water supply investigations carried out near the Warrego Mine which resulted in the successful discovery and evaluation of a reliable large scale water supply. It is contended that the establishment of a water supply must be approached on a systematic and scientific basis similar to the approach with the exploration and establishment of actual ore reserves. Mining companies with similar water supply problems may benefit by approaching their problem on this basis. The approach adopted by Peko Mines is outlined in this report.

In this paper, life cycle assessment methodology has been used to assess the variations in water use associated with different metal production and processing routes and provide insights into the value derived from water usage in the minerals sector. Using water consumption data derived from the literature it has been shown that the æcradle-to-gateÆ water consumption (or embodied water) for production of the various metals considered in the study ranged from 2.9 m3/t for steel up to 252 087 m3/t for gold. The results largely reflect the grade of the initial ore used to produce each metal, and can be approximated by the following equation: W = 167.7 G - 0.9039 where: W = embodied water (m3/t refined metal) G = grade of ore used to produce metal (per cent metal) The study showed that indirect water consumption in the metal production life cycle, in particular that due to electricity generation, can make a significant contribution to the embodied water value, eg aluminium production. When expressed in terms of m3/t ore, the results for all metals considered indicated that the embodied water is roughly, on average, three times the water consumption of the mining and concentration stage. It was also shown that the economic value per m3 of water consumed for the minerals industry exceeds that for the agricultural and industrial sectors, supporting the view that allocating water resources to the minerals industry has a strong underlying economic basis. Water reforms currently taking place in Australia aim to address issues such as competition for water access, reduced security of supply and increase in cost. Consequently the minerals industry, along with others, can be expected to come under increasing pressure to reduce fresh or raw water use and to integrate water use across sectors. While water recycling is an obvious candidate to help reduce water consumption in the minerals industry, issues such as water quality, among others, will influence the extent to which this can be achieved. In addition, wastewater volumes can be minimised using techniques such as pinch analysis to establish and use the minimum water requirement for the process. The use of dry or near-dry processing technologies, for which the demand for water is small or zero, may be a more radical solution to the water consumption problem; however, it is possible that the introduction of dry processing would bring with it a new set of problems, including dust.

The great philosopher, Marshall McLuhan, is said to have stated that the use of forecasting as a means of guiding future actions is akin to driving an automobile through observations made in the rear-view mirror! In effect, in forecasting it is assumed that there will be an orderly progression from the past into the future, and that the model will be sufficiently unvarying for use to gauge both the directions and the rates of change. The concepts of forecasting have served man well in disciplines in which the relationship between causes and effects can be clearly demonstrated; such as between rainfall and crop yield, for example. These are of no value, however, when conditions change rapidly and unpredictably, or when there is no model at all. Even worse, under such circumstances our preconceived notions may cause us to make some horrendous errors in judgement. Such are the risks at present in attempting to make an assessment of the educational needs of the minerals industry for the coming century! The model, and the conceptions that we have had of the linkages between cause and effect are in disarray. Minerals markets are chaotic, and there is almost no ability to forecast trends in metal values. Linkages between supply and demand seem tenuous. Internationally, producers are struggling for survival. Mine closures, temporary shutdowns, and reopenings are frequent occurrences. Decision-making under uncertainty is probably one of the most certain things about the world mining industry Today!

All companies and individuals who embark on a business venture incur costs. For the most part these costs can be conveniently categorised, firstly into capital and operating costs and then into the various elements of these major cost centres. Although the nature of expenditure naturally differs as between industries certain broad cost types are characteristic of all heavy industries. The capital costs of gaining access to an orebody, equipping a new mine, building a treatment plant and perhaps refining and smelting facilities are likened to capital expenditure by a manufacturer on new plant and equipment required for an expansion or new product innovation. Similarly the day to day costs of labour and materials employed in the running of a mining operation can be likened to similar costs in other heavy industry. There is another group of costs that are not so easily categorised. Most industries incur unavoidable costs that do not form part of the direct or capital costs of physical production. These costs include taxes and other payments to government and research expenditure. The mining industry has a particularly heavy burden of non-production costs and it is the objective here to highlight and analyse a few of them. These costs are exploration expenditure, infrastructure expenditure, royalties and income tax. This is not to suggest that these are the only major non-production costs that the mining industry needs to bear. The industry may incur significant costs for environment protection, land tenure maintenance and on liaising with Government on a wide variety of matters. It is for reasons of subject manageability that the list is confined to the four costs mentioned. For the mining industry, exploration and infrastructure expenditure, royalties and income tax have several distinguishing features. Firstly, they are generally proportionately large costs. Exploration and infrastructure expenditure for example, could well exceed mine development costs. Depending on how royalties are levied, they may be very high in relation to profits earned and many in fact exceed profits. Secondly, except for income tax, they are costs that are generally not payable by other industries. Exploration expenditure is in some respects comparable with industrial research and development. However, because mines are wasting assets exploration is necessary for survival, and it is likely to form a larger part of costs per dollar of profits or sales than R&D. It can therefore be said that exploration is of far more significance to the miner than R&D is to the typical industrial company. Furthermore, unlike exploration expenditure, R&D results are transportable and patents permitting, transferable. The infrastructure burden that miners must carry is unique to the industry. Whereas urbanised industry is not usually liable for the capital cost of power, water, transport, townships and community facilities, the miner must finance these projects himself. Neither the payment of royalties, nor of course, income tax are unique to the mining industry. Royalties are more properly described as a unique charge on some primary industries but however described, they are a charge that manufacturing and service industries do not have to pay. Whilst we all pay income tax, the mining industry's uniqueness derives from the special problem that the industry has in arriving at annual net income in view of the capital intensity of the industry, partly due to expenditure on infrastructure, the indefinite life of capital equipment and its unpredictable residual value, funds expended on exploration and long lead times associated with a mine development. The third distinguishing feature of these costs is that, with the possible exception of exploration expenditure, they are heavily influenced by the policies and actions of Government. As such the industry has a responsibility to promote the industry by emphasising its potential to improve national product including exports and by requesting that the Government provide for the industry in its long term planning and seek its co-operation to prevent the industry incurring inequitable penalties relative to other industries.Finally, exploration and infrastructure expenditure are significant because they are front-end charges on a project. When due allowance is given the time value of money and the deferment of income from a mining development to which they relate, exploration and infrastructure expenditure assume greater importance than the raw money expenditure suggests. For all these reasons, exploration and infrastructure expenditure, mining royalties and mining income tax are worthy of detailed study. This is the purpose of this paper. The objective is to examine the determinants that give rise to them and provide some thoughts on their impact on on-going and potential mining developments and, where relevant, to make some suggestions as to how they may be minimised.

Before presenting this address I desire to express my appreciation of the honour which has been conferred on me by my election as iPresident of The Australasian Institute of Mining and Metallurgy. At this stage it might not be out of place to recall that Broken Hill was the birthplace of The Australasian Institute of Mining and Metallurgy, originally formed as the Australasian Institute of Mining Engineers in 1893.In selecting for my address the topic of "The Broken Hill Mining Industry and its Contribution to the Economy of Australia" I realise it is impossible to cover fully every aspect of the nation's economy which owes all or part of its origin to the Broken Hill field. Nevertheless, I feel that some attempt should be made to give credit to the Broken Hill mining industry for its part in the progress which Australia has made over the past seventy years.. If we care to reflect for a moment it soon becomes apparent that, not only is the Broken Hill mining industry an important producer of base metals for domestic and overseas consumption, but its profits have provided the means whereby many of Australia's leading secondary industries have been established or built up. Examples which come to mind are the founding of the iron and steel industry by the Broken Hill Proprietary Company; the establishment of plants at Port Pirie in South Australia, and at Risdon in Tasmania, for the production of metallic lead and zinc; and also at Port Kembla for the smelting of copper ores. The Australian lead-zinc industry faces a future in which the world market is likely to show at best only minimal growth and in which there will be increasing competition. Its production facilities use mature technologies employing expensive labour and increasingly costly energy in a country which demands the highest standards of environmental performance. Returns on investment are already unsatisfactory.Technology for survival would appear to indicate a need not only for more efficient capital, labour and energy usage combined with improved environmental performance, but also flexibility to handle more complex materials than the traditional, virtually single metal concentrates. This offers the potential for improved overall economics from the mine onwards, but will demand efficient separation and by-product recovery processes.In the lead industry these problems are being addressed in several emerging technologies. With zinc, the situation is less clear.

This paper proposes a new multiresource multistage scheduling problem for optimising the open pit drilling, blasting and excavating operations under equipment capacity constraints. The flow process is analysed based on the real-life data from an Australian iron ore mine site. The objective of the model is to maximise the throughput and minimise the total idle times of equipment at each stage. The following comprehensive mining attributes and constraints have been considered: types of equipment; operating capacities of equipment; ready times of equipment; speeds of equipment; block-sequence-dependent movement times of equipment; equipment-assignment-dependent operation times of blocks; distances between each pair of blocks; due windows of blocks; material properties of blocks; swell factors of blocks; and slope requirements of blocks. It is formulated by mixed integer programming and solved by ILOG-CPLEX optimiser. The proposed model is validated with extensive computational experiments to improve mine production efficiency at the operational level. The model also provides an intelligent decision support tool to account for the availability and usage of equipment units for drilling, blasting and excavating stages.CITATION:Kozan, E and Liu, S Q, 2014. At September 2001 the beneficiation plant at BHP Billiton Iron OreÆs Mt Whaleback mine is set to treat 9.5 million tonnes per annum (Mtpa) of iron ore, 40 per cent better than original design. This paper describes the steps, decision-making processes and innovations used to increase capacity at minimum cost. The plant was designed in 1979 to operate at 1133 t/h for 6000 hours per annum, treating 6.8 Mtpa. Sufficient suitable contact ore was unavailable and feed was finer than planned. The plant was designed with minimum surge capacity between multiple process units. It had never reached design capacity. In 1993 a study by Fluor Daniel to treat increased tonnage resulted in modifications to improve plant operations. Efforts to expand production by increasing reliability did not achieve the desired capacity. NJ Morrow (Pty) Ltd (NJM) conducted a technical audit in 1996 with process evaluation by Mineral Processors. Replacement of operator interface and PLC logic in 1997 made plant operation and diagnosis easier. Involving operators in logic development enhanced their plant knowledge. Fluor Daniel Simulation developed a simulation model of the process. Mineral Processors and NJM reviewed the model findings, recommended metallurgical improvements and developed preliminary designs and costs. BHP Engineering produced a detailed design with a cost estimate of $A34 million. After analysis and revision of the design, a $A10.4 million upgrade to 8.5 Mtpa was carried out. Detailed modifications to the process units, particularly the HM drum plant, allowed significantly higher capacities and improved metallurgical performance. The target capacity was achieved in June 2001. Further modifications are progressing to treat lower-grade ores.

Ore Reserves are key mining company assets and their reliable estimation is crucial for both feasibility studies and the day to day operation of a mine. The reserve is based on the Mineral Resource after the application of certain technical and economic parameters. Engineering aspects of reserve estimation can be accurately determined to ¦10 per cent, however the majority of project risk will revolve around the resource. A final Ore Reserve generally contains a set of figures quoted without reference to its potential errors. Rarely are overall confidence limits quoted and, if they are, they often do not take into account many of the factors that cause uncertainty in the grade and tonnage estimates. There is thus an unquantifiable risk, which the operator should be aware of. This paper presents a review of the possible sources of error that might occur during the various phases of an exploration and estimation programme which are carried through into the Ore Reserve and hence mine design.

The chemical oxidation kinetics of sphalerite by Fe(III) was studied at various temperatures and size fractions in sulphate media. The kinetics of Zn extraction followed a pore diffusion control mechanism with an apparent activation energy of 54-58 kJ mole. This figure, although high for a pore diffusion control process, is consistent with other studies carried out in sulphate media. An empirical statistical model, relating the extraction time to % Zn extraction, average particle size and temperature, is described by log 1 = 12.22 - 0.017% Ext. - 1.76 log D Av t - 2954 T Parallel studies were also carried out investigating the biological oxidation of sphalerite utilizing the acidophilic autotrophic bacterium Thiobacillus Ferroxidans. The effect of such kinetic parameters as pulp density, particle size and Fe(III) on bacterial growth rate and consequently zinc extraction rate, were studied and where appropriate, optimum conditions for bacterial growth were specified. Based on the results of chemical and biological leaching studies, it was apparent that rapid zinc extraction from sphalerite was predominently due to oxidation by Fe(III). The biological oxidation process catalyses the oxidation and regeneration of Fe(III). The proposed combined chemical-biological leach system was simulated in semi continuous fashion. The maximum current density at which conventional copper electrowinning plants will result in satisfactory, adherent, and dendrite·free cathodes is determined by the thickness of the diffusion boundary layer. A decrease in the value of that thickness will permit an increase in the current density. This fact is utilized to develop a high current density cell in which the reduction of the boundary layer thickness is accomplished by means of a specially designed electrolyte circulation system. The high current density cell is used to determine the effect of current density on such process parameters as current efficiency, cell voltage, power consumption, and cathode purity. A number of empirical equations are developed for the purpose of estimating the magnitude of these effects.

The limitations of the conventional practices, and their effects, in prospecting for and in the evaluation of alluvial gold deposits are briefly reviewed. Geophysical prospecting methods have demonstrated their complementary role in the delineation of deposits by reducing the number of boreholes which are primarily of a 'probing' type. Larger diameter boreholes, although more expensive on a linear basis, are much cheaper on a volume recovered basis. The need to have sufficient volume as well as number of samples is stressed. Classical statistical methods are not appropriate for such deposits as there is sufficient structure, or spatial correlation, to require the application of geostatistics. Quite reliable semi-variograms, but not in all cases, of the spherical scheme have been obtained. Subsequent kriging has, to date, been confined to unworked deposits: retrospective estimates to compare to production have not therefore been produced. However, the technique shows promise but indicates a considerably greater borehole density (of the conventional diameter) may be necessary to produce confident estimates. Used in conjunction with larger diameter boreholes, a lesser borehole density may be sufficient, through radical reductions of the sampling error.

Incorrect sampling and measurement operations and misunderstanding the components of variability can cause huge economic losses to the mining industry. The main objective of this paper is to illustrate by means of four historical facts how Codelco has been evolving in those issues since the late 1980s. The El Abra bias, the awareness of the different kind of sampling errors and the role of Francis Pitard, the awareness of weighting errors, and the understanding of the components of nature and process variability are described. It has been a slow but a consistent process. Much progress has been achieved but still there are many opportunities for improvement to transit from the tonnage culture to the productivity culture.

Australian steelmakers produce up to 30 000 t/yr of electric arc furnace (EAF) dust. Current disposal techniques include sending EAF dust to landfill, stockpiling, and paying zinc smelters or registered waste removalists/processors to take the dust. Many of the complex overseas pyrometallurgical and hydrometallurgical treatment routes cited in the literature are not considered economic. Governmental, environmental and social pressures on producers to consider more sustainable disposal options are mounting, and there is now a strong push to consider recovering potentially valuable or recyclable components, such as zinc and iron units, from EAF dust. As well, there remain strong economic drivers for producers to find lower cost disposal solutions. Characterisation studies undertaken at CSIRO Minerals have revealed important physical differences in the nature of the zinc- and iron-bearing phases contained in domestic EAF dusts. These differences have been exploited using simple and cheap mineral processing techniques such as water washing, wet cycloning and wet magnetic separation. This has allowed a significant upgrade in the zinc content of EAF dust to be achieved, together with a reduction in the levels of key smelter penalty elements, such as chlorides and fluorides. The zinc-rich portion of the dust is now a more attractive smelter feed while the iron-rich part of the dust could potentially be briquetted or pelletised with a reductant and recycled to recover iron, and thus close the loop on dust processing. The basis of the separations tested together with laboratory results from several Australian dust samples are presented and discussed in this paper.

A table concentrate obtained experimentally by the New Occidental Gold Mines N.L. has unusual interest on account of the presence in it of abundant coated or "black" gold. The concentrate was obtained from ore from the New Cobar mine, Cobar, New South Wales, by feeding the oversize product from a "Dorr Bowl classifier to a Card table.Its assay value was 129 oz. of gold and 52 oz. of silver per ton, yet practically no free gold could be seen on panning.When, however, the concentrate was digested in hydrochloric acid fine rusty gold could be obtained by panning.The following chemical analysis was carried out by the mining company on a similar sample of concentrate.
