MANPOWER RESOURCES The optimisation of human effort has been an ongoing and significant process in the coal industry since industrialisation as we know it began. The extent to which the changes sought have been achieved has, over the years, been in the main determined by the economic and political forces existing at that time and the determination and character of the individuals involved. The question of optimisation is therefore not new in our industry. Hopefully this presentation will demonstrate to the reader the effect of previous measures adopted by industry to optimise all facets of its operation and in particular that of the human Resource.

Kambalda Nickel Mines (KNM) currently have eight operating underground mines, three on care and maintenance and other orebodies at various stages of development. Each operation differs greatly in scale, ore grade, milling characteristics and cost structure. The optimum number of mines operating at any one time and their level of production, within the constraints of mill blending requirements and overall mill capacity, is the key to maximising profit in a climate of fluctuating nickel price. Cost models are developed for each mining operation which relate ore tonnes mined to total cost per pound of nickel produced from that mine. Aggregating the mine cost models provides a composite cost model for the entire operation. The cost models provide the operating levels necessary for each of the mines and hence Kambalda as a whole, to operate at the lowest cost per pound of nickel produced. However, lowest operating cost does not necessarily lead to maximum profit. The level of nickel price above operating cost can dictate maximum profit positions which are contrary to the lowest cost position. In addition, the decision to temporarily shutdown mines or reopen mines in response to nickel price movements comes at a cost. In considering the optimum operating position, the price of production capacity flexibility needs to be taken into account. This paper describes the process used to assess all these factors in arriving at the optimum operating position for Kambalda Nickel Mines for varying nickel prices. The same methodology can be used by corporate management in managing multiple mine sites as well as mine management managing multiple orebodies or stoping blocks for maximum profit.

This paper describes the results of VLF-EM test surveys, using the Ronka EM-16 equipment, over a selection of environments in Australia and Papua.Using comparisons with known geology, drilling information and other geophysical work it is shown that the maximum depth of penetration of the method is about 100 ft but is considerably less than this in most areas.The author believes the method could aid in geological mapping and provide a useful adjunct to aeromagnetic surveying in some areas.

A process for the recovery of cobalt from a speiss produced at Sulphide Corporation is presented. The speiss is leached in oxygenated sulphuric acid to dissolve the metallic iron at a pH of around 4. The resultant iron (11) is subsequently oxidized in the leaching vessel and precipitates as goethite. Acid is regenerated in the precipitation allowing dissolution of further speiss. Subsequent to the conversion of most of the iron in the speiss to goethite, conditions become sufficiently oxidizing to dissolve cobalt. Cobalt is not co-precipitated under the leaching conditions, yielding a pregnant solution containing the cobalt and some iron (11). The principal advantage of such a process is the significantly lower acid consumption over that obtained by complete dissolution followed by selective precipitation. An impure product of cobalt hydroxide can be obtained from the pregnant solution by neutralization.

Australia has, and faces, a growing problem with regard to the ability to meet the demand for liquid fuels from indigenous petroleum resources. The position for natural gas is better but there is no room for complacency. Since the coal resources are relatively extensive, interest in the prospect of producing liquid fuels from coal is in- creasing. The approaches to the production of gaseous and liquid fuels are briefly reviewed and the present status of coal conversion technology is discussed. Many problems remain to be solved and it is estimated (in the USA) that another 8-10 years will be required before any of the processes for liquid fuel production are considered sufficiently efficient and viable to go to a demonstration plant. Coals represent complex feedstocks and the effects of variations in coal properties on oil-from-coal processes are not fully understood. The thermal efficiencies of various coal conversion processes are considered in relation to their impact on coal requirements. The production of Australia's present requirement for liquid fuels by the only commercial process in operation would require a four-fold expansion in the local consumption of coal. Any assessment of the suitability of oil-from-coal processes currently under development overseas for Austra- lian coals and requirements must take heed of the differences in coal properties and motivation. The economic via- bility of processes for producing oil from coal will continue to be uncertain because of the large difference between the World price for crude oil and the actual production cost.

The removal of bismuth from liquid copper in a vacuum furnace was studied over a range of pressures. The rate determining step changes from diffusion in the gas at pressures above 0.2 Torr to approach the Langmuir evaporation rate at pressures of 10-2 Torr. Oxygen and sulphur were found to have a negligible effect on the rate. Bismuth removal from copper sulphide was found to be considerably slower than from copper. This is consistent with the known thermodynamic properties of ternary sulphide melts.

The investment worth of a mineral deposit can only be realistically evaluated in relation to specific engineering design criteria, which fully details the proposed method of exploitation. These criteria have not in general been taken into serious consideration when leaseholders have reported reserves in the past. In fact, many "reserve" figures quoted are probably more correctly classified as geological resources. The industry now recognises that it is necessary to take into consideration not only grade and mill recovery factors, but also likely mining and processing costs as well as the current market price for the commodity. Once having estimated those costs which are applicable to the resource under study, they can be deducted from the gross inherent worth of the orebody to result in an estimate of the potential net revenue. Through a process of interactive trial mine designs and evaluation, reserves can be quantified to provide an estimate of the available recoverable economic reserves given a set of assumed cost and operational parameters. It follows then, that the available economic reserve recoverable from a given resource will vary from time-to-time as cost and price factors vary in response to changing technology and economic factors. A methodology is described which may be used to derive economic recoverable reserves based on a computerised model of the geological resource data and appropriate economic and operational cost algorithms. Examples are provided from both coal and gold studies to illustrate the impact of economic criteria on the magnitude of the reserve figure reported for each project.

Filter aids are currently used in many industries to increase filtrate clarity and filtration rates. In other industries filtration could be improved if accept- able filter aids could be obtained cheaply. The present paper describes a simple thermal process for making filter aids from coal, outlines the effects of coal properties and major operating variables, and discusses the properties of satisfactory products. Several possible variations in reactor design have been used experimentally, involving fluidized beds of carbon or inert material, reaction of the particles while entrained in air, and a combination of entrainment and fluidization. The limits imposed on product yields by the composition of the parent coal are considered in relation to a range of Australian coals and one New Zealand coal; and the effects of temperature, residence time, and reactant flow rates have been studied in relation to product yields and characteristics.

The seam gas content at Westcliff Colliery is 12-15m3/tonne of coal.Composition ranges from 99% CH4 to 52% C02 in one area. Desorption rates are proportional to gas contents and CH4 is preferentially desorbed. A crushed zone of reduced permeability advances with the face - at Westcliff ribside crushed zones are 2.5 to 6.5m wide. Poor strata control widens crushed zones. 12 months of pre-drainage allowed 2 heading development and longer pillars to be used in a virgin area instead of 3 or more headings without drainage. Machined coal may lose as much as 1.6m3/tonne being conveyed out of Westcliff Colliery. Experience differs from mine to mine. Permeation is affected by time, strata movements, changing water content, and changing stress. Permeabilities vary from lOmd for Pittsburgh Seam to less than 1 and for the Bulli Seam. All these data and differences await further investigation.

This paper presents a metaheuristic solution to the optimisation of open pit long-term production scheduling with a stockpile and geological uncertainty. The optimisation formulation is a two-stage stochastic integer programming (SIP) model that determines the optimal mining sequence that maximises the total discounted cash flow, while penalising for high deviations from production targets. A parallel implementation of Tabu Search is proposed to accelerate the solution of the SIP formulation and take full advantage of multicore computer processing. Different variants of the proposed algorithm are applied to a case study to assess the performance of the parallel approach. The proposed algorithm and variants are benchmarked using linear relaxation of the complete problem to determine robustness and provide a better overview of the related performance. The results show a net improvement over the sequential solution, and the new proposal seems to be promising when working with a large-scale data set.CITATION:Senécal, R and Dimitrakopoulos, R, 2014. The Yabulu refinery of Queensland Nickel Pty Ltd located near Townsville now imports more than three million wet tonnes per year of nickel laterite ore from New Caledonia and Indonesia, making it the largest importer of any commodity in Australia. The project has illustrated that importing untreated bulk ore and re-exporting high value products makes good economic sense for the company and the nation. The economics of this exercise have been considerably enhanced in the past year by changing the project's principal product from nickel oxide sinter to refined high purity nickel metal. It is one of the few operations in the world where nickel ore is transformed to nickel metal at a single site. Several novel technological processes were developed at Yabulu and incorporated into the refinery to allow this product transition to occur. By utilising internally developed technology the new processes were installed at a capital cost of less than $10 million. It is unique for a large nickel producer to completely change the quality of its entire product range many years after the plant was constructed and considerable attention to marketing the new products has been required.

Aspects of sampling are becoming more complex, involving a correct statistical approach to collection as well as geological and possibly pedological control. Advanced chemical techniques and techniques of rapid analysis need to be understood. Results may require statistical analysis. The elementary aspects of sampling still need constant attention by those controlling a programme of sampling. No one person will have sufficient knowledge of statistics, geology, pedology and chemistry to be fully conversant with all the aspects of sampling but, by developing a correct approach, problems can be identified and solved.

The optimisation of mine complexes and related value chains is a challenging problem due to the simultaneous presence of a highly-dimensional decision space, integer decision variables, non-linear constraints and recovery functions, as well as geological and market uncertainty. In addition, if the uncertainty is revealed progressively, then decisions need to continuously adapt to new information, which poses additional challenges. Stochastic dynamic programming is a well-known class of methods for addressing problems where a decision-maker reacts to new information. While simplistic applications of dynamic programming using exact representations would be intractable for any realistic mine planning problem, new dynamic programming methods using approximate value function representations have been successfully implemented in the past to address problems of similar complexity. Although auriferous beach and fore-dune sands at Five Mile Beach south of Okarito township had been intensively mined by hand and primative mechanical methods drilling of the sandspit by the Gold Development Corporation in 1929 indicated that the grade and quantity of undisturbed black and grey sand below the water table was sufficient to support a mining operation. Worked sand above the water table also contained fair prospects. The Okarito Five Mile Beach Gold Dredging Co Ltd, was formed and an hydraulically powered, bucket ladder, sluice box dredge built. In 13 years of operation (1931 - 1943) the dredge returned 556.39 kg (17 890 oz) of gold at a recovered grade of 225.4 mg/m3. A total of ú42 000 was distributed as dividends on the ú30 000 capital investment. Recent drill and bulk sampling at the northern end of the beach has confirmed that reworking of the historic tailings by a modern gravity recovery plant would not be economic.

Increased awareness and stricter enforcement of regulatory requirements for adequate rehabilitation of surface mining sites has made environmental planning an essential part of strip mine planning. Rehabilitation is site specific and should be based on data which relate to that site. Cost-effective spoil pile design to minimise erosion is an important part of rehabilitation. Spoil pile design is an integral part of strip mine design. QCT Resources Limited has provided a postgraduate scholarship toward research in this area. The controlling factors of spoil pile design are post-mining land use, drainage requirements and degree and rate of erosion. The extent to which mine design is controlled by these factors is determined by regulatory requirements. To plan acceptable rehabilitation programs, erosion processes must be accurately modelled, and a range of erosion prediction models are available. Useful prediction models can be placed in two categories with the first category containing soil loss prediction models which can be used to predict the amount of soil lost from an area over a short or long term basis. Models in this category include the Universal Soil Loss Equation (USLE), Water Erosion Prediction Project (WEPP), Griffith University Erosion and Sedimentation System (GUESS) and Chemical, Runoff and Erosion from Agricultural Management Systems (CREAMS). The second category contains topographic evolution models which give an indication of the long term morphological development of a formed surface subjected to erosion processes. Models in this category include "Topog", Willgoose's Physically Based Catchment Evolution Model and Areal Nonpoint Source Watershed Environment Response Simulation (ANSWERS). The USLE has been used in the agricultural field for soil loss prediction. To apply the equation to mine sites in Central Queensland, it is necessary to understand the factors affecting erosion at the sites. This understanding should allow the variables of the equation to be quantified. The rainfall factor applied in the USLE is independent of engineering design or soil management techniques. The factor of spoil erodibility is dependent on the material's physical and chemical properties and can vary from site to site. In the equation, the topographic factor, cover and management factor and conservation practices factor can be varied by design to reduce erosion on rehabilitated areas.

Geological reconciliation is an indispensable part of BHP Billiton’s Western Australian Iron Ore (WAIO) operations. Since 2009 our reconciliations have been calculated in a single, centralised sequel-server database. This system draws data from across our operations and calculates a hierarchical sequence of reconciliation factors that span the company from the smallest grade control (GC) block to the whole of WAIO. It then presents the results using sophisticated graphical reporting tools.The initial motive for developing WAIO’s reconciliation system was to meet corporate compliance and public reporting requirements. The ability to validate our resource and reserve models by comparing their estimates of tonnes and grade with production figures remains the system’s principal function; however, as the system has matured, we have significantly developed its ability to support the improvement of various technical activities within the business. For example, the system can now calculate and report reconciliation factors for different resource classifications, short-term planning models and geometallurgical estimates.More recently, great emphasis has fallen on the system’s ability to detect and warn of possible geological issues that may pose a risk to either production schedules or product quality. We envisage a future where automated analysis of our large historical data set will enable high-risk conditions within future mine plans to be detected and highlighted.In all of these ways geological reconciliation plays an important role in contributing to this company’s financial and operational resilience.CITATION:Loach, S J, 2017.
