Last evening, in Auckland, I heard the Chairman of Heinz US, Dr Tony O'Reilly (who, in addition to Heinz's ownership of our largest food processor, also has substantial personal investments in this country), advocate New Zealand as a 'regional corporate capital'.   Why would someone like Dr O'Reilly hold that view? No doubt, as one of Ireland's great rugby players of the 50s and 60s, he admires at least one thing that we do very well (confirmed again in Dublin over the past weekend). But that's not sufficient to support such a view.   He cited many reasons for preferring New Zealand over, say, Sydney, Australia, calling this 'the most rational in which to locate [an] international headquarters', including û +         we have no capital gains tax; +         a more 'pro-business environment'; +         a 'first class' legal and banking system; and +         a 'simple political system'.   I can find no better 'text for today's address.

IT is generally accepted that for transport of coal underground from different collecting stations, the system of endless rope haulage with remote control is not only one of the safest and most economIcal, but is also one of the most'efficlent in dealing with output.When the coal measures lie in regular planes, the work of laying down such a haulage presents no difficulties. When, however, the dip of the measures is Irregular, or dislocated by faulting, the management is faced with the problem of constructing vertical curves of such a radius that the sag of the rope will correspond with the road bed, and thus obviate the danger of the rope rising and throwing the skips off the track.The direction of the main roads for haulage purposes being ascertained from the plan of the royalty to be worked, the faults or dislocations in the seam are determined for these roads with the greatest possible accuracy by means of bore holes from the surface.From the data thus obtained the haulage road can generally be so graded that the rope will keep on the floor during haulage operations, although the grades may in places be synclinal.The writer confesses that he knows of no accurate formula for calculating the sag of the rope under varying tensions and so determining the safe radius of the curve, and he had to depend upon past experiences under somewhat sImilar conditions.The accompanying sections illustrate a case where the writer has recently installed an endless rope underground approximately 5000 ft. in length, from the foot of a tunnel in which an endless rope delivers the output to the screening plant, and having to negotiate, first a 400-ft. downthrow fault, and later a 32 ft. upthrow.

Crocidolite deposits in the Hamersley Ranges, NW. of Western Australia, occur over a length of 180 miles and a width of 20' to 30 miles. Their stratigraphic environment and mineralogy is comparable to that of similar deposits of the Cape Belt, South Africa. It is probable that the known exposures' represent only a small portion of the total extent.Current production is wholly by Australian Blue Asbestos Pty. Ltd. at Wittenoom Gorge and has been in the order of 1,2,000 to 14,000 long t.p.a over the past six years.INTRODUCTIONThe Hamersley Ranges are located in the NW. Division of Western Australia and extend, approximately, from latitudes 21° 30' to 23°S and longitudes 117° to 1200 E. Their mean height above sea level is 2,000 ft, and they rise from 600 to 800 ft above the general level of the tableland which extends SE. from the coastal town of Roebourne.Mt. Bruce, the highest peak, is 4,024 ft above sea level. The ranges are intersected by numerous north-flowing streams, which are dry during the greater part of the year. These streams have carved deep gorges, and it is in these that the principal deposits of crocidolite outcrop.The presence of the mineral was first recorded in 1917, but the deposits remained untouched until 1937 when strong market demand for crocidolite resulted in considerable prospecting and mining activity, particularly in Yampire, Wittenoom and Dale's Gorges. It was established also that the blue asbestos belt extended from Willi Wolli Springs NW. to Millstream station, Le., over a length of 180 miles and a width of 20 to 30 miles. Mssissippi Valley-type (MVT) and sedimentary-exhalative (SEDEX) zinc-lead deposits represent about half to three-quarters of the world's production and reserves of lead and zinc. The two deposit-types have traditionally been regarded as separate entities in terms of genesis largely because they possess very different morphologies, resulting from the epigenetic nature of MVT deposits and the syngenetic origin of SEDEX deposits. Similarities in regional setting, metal ratios, size and grade, lead and sulphur isotopes, and source(s) of fluids and metals in the two deposit-types, however, suggest that they could be products of similar genetic processes. The physical properties of MVT ore fluids suggest that certain types of SEDEX deposits could have been formed from fluids possessing similar salinities and temperatures. The hypothesis is further strengthened by the facts that: 1. in several cases MVT and SEDEX mineralisation occurs in the same region, and 2. recent advances in establishing the timing of MVT mineralisation has revealed that some MVT deposits are contemporaneous with nearby SEDEX deposits. If MVT and SEDEX zinc-lead deposits do indeed share a common ultimate derivation from fluids that emanated from sedimentary basins, then the presence of one deposit-type in a region could be used to infer the possible presence of undetected deposits of the other type. Furthermore, knowledge of the mineralisation age of one type will constrain the exploration target host rocks of the other type. A genetic relationship between MVT and SEDEX mineralisation may also explain why certain individual deposits, such as several in Ireland and eastern Canada, appear to be 'hybrids' and possess geological attributes of both end-member types.

The segment of the Upper Cenozoic volcanic chain (CVZ) located on the western border of South America (16-28¦S lat.) is constituted by an association of strato- volcanoes and ignimbrite sheets, with high K calco-alkaline affinities. Strata-bound volcanoes, mainly of andesitic and dacitic composition, present along the whole chain, and various hydrothermal alteration zones, on the slopes and in the cores of eroded volcanic structures. Some of these altera- tion zones bear epithermal precious metal ores and sulphur deposits, which at present are being exploited. The studied Salar de Gorbea area, located in the Andes of northern Chile (25-26¦S lat.) contains a numer- ous group of Miocene to Quaternary stratovolcanoes, with advanced argillic and extreme silicification hydrothermal alteration in their cores and on their slopes, favoring the formation of great volumes of alunite within altered zones and sulphur deposits in the higher parts of the volcanic edifices. Simultaneously, siliceous hydrothermal breccia of the phreato-magmatic type, with evidences of hydromag- matic explosions are recognizable, allowing, in some cases, the ascent towards the surface of rock fragments belonging to the Paleozoic pre volcanic basement. Radiometric ages obtained in some of the hydro- thermal alteration zones (K-Ar in alunite) are slighty young- er than the unaltered rocks which constitute the strato- volcano. Trace element (Hg, As, Sb, S, Au, Ag, Cu, Pb, Zn, Mo) patterns in orientative rock samplings show that the studied alterations zones correspond to high sectors of the cpithermal system, without evidences of metallic minerali- zation on surface. The weak erosive action due to the ex- tremely and climatic conditions in this segment of the Andes, has not allowed the cropping out of deeper areas of the hydrothermal alteration zones, in contrast to other Miocene more eroded volcanic edifices and Miocene vol- canic terranes of the Andean Range.

During the 1960s chalcocite ore was mined from the Black Rock open cut. A large amount of this uneconomic material was not treated by the No 3 Concentrator at the time and as a consequence a surface stockpile was created which contained 750 000 tonnes of material at an average of 1.5 per cent copper.Laboratory trials indicated that due to oxidation, an average of 25 per cent of the copper was water soluble and the remaining copper was leachable using a sulphate/ferriclbacterial leach. On the basis of these trials it was decided to investigate the feasibility of producing copper via a leach SX-EW process. The investigation proved the process was feasible, so began the design, construction and commissioning of a 10 tpd (cathode copper) Copper Leach SX-EW Pilot Plant. CMPS Pty Limited in a joint venture with John Holland Engineering Pty Limited were awarded the turnkey contract for the design, construction and commissioning of the Pilot Plant.

Recent tailings dam failures have heightened public awareness of the hazard posed by storage facilities for mining waste, illustrating the need for a more critical examination of tailings dam breach mechanisms and the potential mobility of liquefied tailings. Knowledge from tailings dam breach studies will help improve safety and risk management through more accurate inundation maps, dam consequence classifications and emergency preparedness plans. Tailings dams differ from conventional water retaining dams, although dam breach relationships used in practice rely heavily on relationships derived for breach processes from the latter. Physical modelling offers a controlled environment to advance the understanding of tailings dam breach processes, thereby allowing for modelling of simple geometry and boundary conditions to test hypotheses. The performed experiments investigate prototypical tailings dam configurations and material behaviour, with the objective of validating numerical models that will enable practitioners to better assess and mitigate tailings flows resulting from tailings dam failures. Research conducted in the Queen’s University Landslide Flume at the Coastal Engineering Laboratory has investigated the breaching of 1 m high dams with tailings geometry by overtopping initiated by a v-notch incised in the dam crest. This paper presents the initial results of the next stage of this research comparing the outflow hydrograph following loss of containment caused by shear failure to overtopping initiated by notch flow. The two dam experiments presented are constructed with similar dam and reservoir geometries allowing for a direct comparison of the effect on the outflow hydrograph of each failure event. Preliminary outcomes suggest that although both dam failure events are triggered from separate mechanisms their geometries allow for similar values of Q_peak to be reached. Future work is currently planned to expand the shear test series to explore the influence of failure mechanism on the outflow hydrograph.

Some major mineral deposits in northern Australia are found in preconsolidation slump disturbances in the sediments.In the retransported marine sediments at Tennant Creek, breccia beds and disturbances are found which have localized later mineral deposits such as the Peko copper orebody. These disturbances are thought to result from slumping, turbidity flow and various types of "semi-fluidized" subaqueous slides intermediate between slumps and turbidity currents.Movements are found to ~ause widespread disturbances in the sediments such that subsequent mineralization can spread through a large volume of rock giving rise to orebodies greater than those localized by tectonic structures.A similarity is noted between the sedimentary disturbances at Tennant. Creek and those at Mount Isa and Mary Kathleerr. It is suggested that disturbed beds which are host rocks to ore minerals in these mines may also be due to movements of the sediments before compaction.Certain characteristics of the slumped rocks can be recognized and limited generalizations can be made about the shape, extent and habit of these host rocks and the orebodies they contain.INTRODUCTIONSubmarine slumping and· turbidity current retransport are almost entirely responsible for some types of deep marine sediments.However, little attention has yet been drawn to slump deposits and associated disturbances bedded in the sediments as features localizing later mineralization.A study. has been made by the writer of the slump and associated phenomena of the ,Tennant Creek field where many mineralized bodies, including some gold and copper orebodies, occur as replacements of coarse fragmental slump...

I The South Platform of the Gippsland Basin is an extensive area of shallow basement covered by a relatively-thin Late Mesozoic-Cainozoic section. Although the sporadic exploration to-date has not resulted in any hydrocarbon discoveries, the area is under-explored and its taste potential has not yet been fully evaluated. The best potential appears to be in areas underlain by the Golden Beach Megasequence where structures are mainly related to basement fault blocks.

Experimental investigations were made into the decoppering of lead, tin, and bismuth using a technique which approximates on the small scale to industrial practice.Decoppering lead with sulphur alone in the absence of tin and silver did not proceed to low copper values. With a minimum of 0·02 per cent Ag or 0·10 per cent Sn, lead was decoppered to less than 0·01 per cent Cuby stirring with 0·2 per cent S over 10 min. Decoppering of tin or bismuth proceeded rapidly to very low levels in the absence of any "catalytic" impurities, at any rate in excess of those concentrations normally encountered in commercially pure tin or bismuth.

Diamond exploration in Queensland is influenced by the South African approach modified by the discovery of diamonds in Lamproite in Western Australia. The current approach is to explore for Kimberlite and Lamproite bodies using indicator minerals dispersed by fluvial and colluvial processes. In the north-west, diamonds are derived from kimberlitic and lamproitic sources, whereas those in the coastal and subcoastal areas of eastern Queensland are associated with xenoliths included in rocks formed during Cainozoic volcanism. In these areas, sapphire is commonly associated with diamonds. In New South Wales diamonds in economic quantities occur in alkali basaltic intrusions and a subduction model has been proposed for these occurrences (Barrows et al, 1996). Exploration for diamonds in Australia increased following the discovery and exploitation of the Argyle mine. State geological surveys have produced digital information on the local occurrences of diamonds. As part of the Smart Mining Initiative (2006 - 2010), the Geological Survey of Queensland compiled a database and report on microdiamonds and diamond indicator minerals from open file company exploration data from 1968 to 2008 from the Department of Mines and EnergyÆs QDEX system. Most exploration in Queensland was conducted with exploration for other commodities. There is no commercial exploitation of diamonds in Queensland and, to date, only rare occurrences of microdiamonds. There is a regional difference in diamond occurrences with the kimberlitic and lamproitic models favoured for the north-western regions of the State and the subduction (S-type model) favoured for the eastern coastal zone linked to Cainozoic alkalic basaltic volcanism. Further diamond exploration is warranted in Cainozoic basalt provinces along the eastern coastal and near coastal regions and in the north-west of the state in conjunction with airborne geophysics flown as part of current Departmental Smart initiatives. High grade ores were intersected in 1981 by a scout drill carried out by the Metal Mining Agency of Japan during a reconnaissance dril ling programme. The original aim of the hole was to explore a deep target where geophysical anczralies overlapped the abandoned old drifts (gravity- high, resistivity-low by airborne EM, and resistivity-low near the surface and high at depth by Schlumberger deep sounding). Subsequently, a follow-up drilling programm was commenced by the Sumitcrro Metal Mining Co Ltd, and all the 18 holes intersected high grade ores. The resources were then "guestimated" to contain ca.120 tonnes gold with an average grade of 80g/t Au between -40m and +120n a.s.l. The underground development was started in December 1982 and the first crosscut intersected the ore body at 100m level (a.s.l.) in July 1985.

A review is presented of developments in mill liners to improve performance in terms of wear, impact, as well as mill grind and throughput. These developments are in response to the growth in size of SAG mills and the use of larger ball loadings and ball sizes in modern SAG milling practice. Shell liner developments include specific mechanical design features such as special bolting, directed metal flow to prolong liner life and a focus on the process aspects of the mills to provide more effective grinding motion with reduced wasteful ball-on-liner impacts. Grate design developments aim to provide high throughput of material, especially in the larger size fractions, while providing good impact and wear life. Curved pulp lifters are designed to ensure, at high mill speeds, complete discharge of coarse solids from the mill.

The Intec Copper Process uses a strong chloride electrolyte at atmospheric pressure and 80 - 85¦C to produce high purity, 99.99 per cent copper granules and elemental sulphur. A recent, exhaustive study by an independent, major Australian corporation has shown the capital cost of an Inter plant to be approximately half that of a copper smelter at the 200 000 tpa capacity level and approximately half the operating and capital cost at the 50 000 tpa level. The Inter process costs were also shown to be greatly superior to the best available leach/SX/electrowin technology. The process utilises a multi-stage counter current leach at 80 - 85¦C with the addition of air at atmospheric pressure to precipitate iron as a goethite type compound, followed by a two-stage purification process separating impurities in metallic- and other forms. Purified cuprous chloride/sodium chloride solution is fed to an electrolytic diaphragm cell where high purity copper granules are produced at current densities of 1000 - 1500 A/m2 withoutthe need for conventional electrode stripping. Power consumption is approximately half that of the cupric route. The product is suitable for the direct powder metallurgical conversion of the granules to products such as wire or strip. All the steps in the 'furnace free' conversion of copper mineral to product have been demonstrated The process can treat low grade and contaminated concentrates without penalty, thereby offering greater returns to the miner. Lead, zinc and silver may be recovered as metals, with the high oxidation potential of the electrolyte allowing extraction of gold at high efficiency. The gold is selectively precipitated on activated carbon with negligible copper and silver contamination.

The PACMANUS and Jade deposits are two active hydrothermal fields that are forming massive sulfide deposits at the Pacific rim margin. Both are associated with felsic submarine volcanic rocks and both occur in back-arc settings. However, PACMANUS is associated with almost sediment-free dacites and lies on the crest of a volcanic ridge, whereas Jade occurs in a heavily-sedimented tectonic depression associated with a basement of pumiceous rhyolite. The PACMANUS deposit is richer in Cu and Au, and Jade in Pb. Zinc, Ag, As and Sb contents are similar. Sulfide textures at PACMANUS suggest formation of Cu and Zn sulfides by simultaneous double-diffusion involving inwards-moving seawater mixing with outwards-moving hydrothermal fluid. By contrast, at Jade there is a more complex history of formation where initial growth of barite on the sediment surface, probably associated with microbial activity, formed an impervious cap which trapped higher temperature hydrothermal solutions.

Obvious differences in mineral deposit types occurring in Outer Melanesia and Northern Chile can be related to the sub- marine-dominated nature of volcanism in the' former area and the subaerial-dominated nature in the latter area. Subtle variations in subvolcanic epithermal-porphyry ore systems between the two areas probably result from differing ore fluid compositions. Hydrother- mal convection cells in Outer Melanesia will be seawater-dominated, consequently rela- tively high salinities and chlorine contents will characterise the ore solutions. Trans- portation of metals as chloride complexes is likely and the ease of seawater sulphate reduction to sulphide in the ore systems will lead to widespread, sparse dissemination of sulphide minerals. Relatively low grade por- phyry copper deposits will typify these ore systems. In Northern Chile hydrothermal convection cells will usually be dominated by meteoric waters. Consequently ore fluid salinities are likely to be lower and chlorine will be less abundant. Under these circum- stances transport of ore metals as bisulphide complexes could be important. Boiling and loss of H2S gas from these fluids would lead to rapid precipitation of metals and higher grade deposits. Erosion rate is a very important factor in the preservation of ore deposits and this may be the major control on the richness of a metallogenic province. The abundance of mineral deposits in the El Salvador region of Northern Chile compared to Fiji is probably a function of the much lower rates of erosion in the former area.

Technical measurements are an integral part of research and development of new technical devices. Now they are also an integral part of production too, especially as a part of quality control systems. More new problems started with they applications up, like storing and following preservation of big data files. Many problems are also with processing of the measurement results, especially to be up to standards of ISO 9000 normative. It includes basic data about the measurement (structured data) and measurement outputs (huge data streams). Using database systems looks as good idea, because of structured measurement data and they processing. They were developed more concepts of database measurement system support during the research project MSM 272300012. It was decided to develop specialised measurement systems, on the base of experiments and experiences with they use in operating conditions. It proved to be wrong to develop general system, because of compound operating and long response of the system. And it is not possible to use these systems for mass production systems. The problem of data storing is not as easy to be answered, because of dependence on used technical devices. During realisation the measurement system for gearbox noise measurement are data stored to the database, because used analyser system PULSE (Brnel and Kjµr Co) is open structure and can cooperate with other software systems. Anyhow the data streams are not longer (after compression) than the Memo data type, in practical use increases the data file too fast (about hundreds MB daily). Therefore we must include a special supervisory system for administration and creating data files to the system. Nevertheless the used system MS-Access supports data files up to 1 GB, for practical application is better if the file size do not exceed the capacity of CD-ROM disc.

This evening I would like to speak about men for the mineral industry.It is trite to say that the mining industry is expanding rapidly and that technically trained men are in short supply. How short is difficult to assess and impossible to quantify.The industry has been traditionally managed by technically trained men experienced in the ways of their fellow men. Let us start with the assumption that men with this training and experience are essential to management of mining and metallurgical enterprises.I suggest that we do this as it avoids argument with those who are beginning to suggest that such men are not so important as they used to be; who are suggesting that the latest sophisticated business management schools can produce managers who can straight out of school join the upper echelons of an organization and successfully manage it by the use of modern systems and techniques without the need to rub shoulders with men of all callings and get their hands dirty in the process.This kind of thinking brings to mind the modern cargo ship which is equipped with all the latest gadgets of science. It can find its way from Sydney to Auckland with no one in the engine room and the man on the bridge spending most of his time writing to his wife or reading the latest novel.How often do we read of this ship being tied up in Sydney because the crew sympathizes with the cook who has been slighted by some uncomplimentary remark about his toheroa soup? Here is a pieceof sophisticated machinery stopped through no technical fault, but held up by the whim of man. The understanding of man by man can spell the success or failure of any endeavour. A single man can leadan organization to the pinnacles of success, or doom it to utter failure in spite of modern systems and techniques.So let us start from the point that people matter.Through the years our Institute has been fortunate in having many members who have felt strongly...

This paper briefly discusses the negotia- tion of the more important provisions in agree- ments for exploration and mining rights with Pacific countries. LAND RIGHTS Land rights are complicated and sometimes controversial in many of the Pacific countries. In some countries, a company will have to deal with land owners directly; in others, the government will act as intermediary. Inevit- ably, a company will have to deal with both. Mining companies need to be sensitive to the culture and particular interests of the land owners and of their history in defending their rights. The issues are too complicated to be dealt with here. Some mining companies have spent, and will continue to spend, considerable time trying to understand them. It will " require patience, perseverance, sensitivity and unflagging optimism. The better advised companies will ensure that their local repre- sentatives get to know the land owners, under- stand their concerns, and will pursue a policy of keeping them informed on a regular basis of all of the company's activities and proposed activities. Good community relations are the keystone for good mining operations in the Pacific. Most countries will require the submission of an environmental impact statement so that they will know in advance what effects a pro- posted mining operation are expected to have on the environment and how it is intended to deal with them. They will also want to approve the company's environmental reclamation and rehabilitation plan. Let's face facts right away - mining, by its very nature, is not going to improve the environment. There will be waste discharges, emissions and deposits. They will affect the land, air and water and hence human, marine and animal life and vegetation. There will be sounds and odours and the esthetics of mining operations, though perhaps pleasing to geolo- gists and mining engineers, will not please Others.

The Huntly West Mine has undergone significant changes in the last two years, which will affect the remainder of the mine's life. The paper describes the evolvement of plans and an overview of the technical considerations made in planning for and implementing the first New Zealand longwall operation. The technical investigations involve the longwall equipment, exploration, ventilation and strata control. The focus on these areas was to ensure that unacceptable project risks were addressed. Implementation of longwall mining at West Mine is planned in three phases, Development, Panel One extraction trial, and Full Longwall operation.   At present the development phase is complete, longwall installation is in progress and production start-up is planned for the end of August, 1991.
