With more than 50 000 recorded abandoned mines in Australia, effective management strategies are needed to prioritise and manage health, safety, environmental and socio-economic risks and opportunities. This paper reviews international leading practices for abandoned mine management and identifies key issues that need to be addressed in the Australian context. As well as the academic literature, this review draws on a 2008 global legacy site survey and forum in 2008, a Churchill Fellowship study of abandoned mines and the recently released æStrategic Framework for Management of Abandoned Mines in the Minerals IndustryÆ (MCMPR/MCA, 2010).A conceptual model was developed to identify the relationship between key issues affecting the management of abandoned mines in Australia. The conceptual model is then used in the development of a maturity chart which draws on risk management principles to provide leading practice guidance for abandoned mine managers, jurisdictions and stakeholders. "Methane is a signifi cant greenhouse gas. Methane is released from coal seams during the mining process, both in surface and underground operations. This uncontrolled release is termed æfugitive emissionsÆ and in underground mines is transferred to the atmosphere in ventilation air, known as ventilation air methane (VAM). The global VAM emissions are over 369 Mt of CO2-e/a (Butler, 2011; US EPA, 2010). Coal mines may abate this VAM or consider abatement should there be a price on carbon. These fugitive emissions are heading towards ten per cent of AustraliaÆs emissions by 2020 (Department of Climate Change, 2011).There are safety issues involved in VAM destruction. Due to the nature of coal, and coalextraction, unpredicted methane spikes above the lower-explosive-limit (LEL) can occur in theventilation air; for example outburst events or ventilation failure. This could lead to a mine fi re ifthe mine ventilation air was connected to a VAM abatement plant and the risks are left unmitigated.CorkyÆs is working with the mining industry to directly address these safety issues. CorkyÆs calltheir technology VAM RAB, which stands for ventilation air methane regenerative afterburner(VAM RAB). VAM RAB utilises the principles of a thermal oxidiser.This paper discusses fi ve independent layers of protection (ILPs) to fi rst stop methane reachingthe thermal oxidiser and secondly prevent the fl ame front from burning away from the VAMRAB. The test work completed or contemplated includes safety integrity level (SIL) assignmentto various vents, barriers and door systems to prevent a fl ammable mixture reaching the VAMRAB, proven rapid response methane monitoring sourced from the petrochemical industry, anddefl agration experiments to test the eff ectiveness of the passive geometry and active engineeringcontrols. These experiments and SIL assessments indicate that it is possible to safely connect theVAM RAB to a working coal mine.Further work is required to upscale the pilot safety work. Refi nement to the design is possible;for example improvement to safety duct controls once trialled at demonstration scale plus thermalenergy capture for power generation or other applications to provide heat. Nevertheless, thispaper shows how safety issues can be managed by a multilayer of protection approach usingvents, barriers and doors, and appropriate thermal oxidiser geometry."

Simcoa Operations is the only silicon smelter in the region and since the plant was commissioned in late-1989, has progressed from supplying silicon metal to the secondary aluminium market to the current position of supplying in excess of 90 per cent of its production to the high quality chemical and primary aluminium markets. This position has been achieved through the unique advantage which Simcoa has developed within the industry, namely raw materials, people and Simcoa's ability to adopt and use modern technology. A quality culture was instilled into the workforce prior to commissioning which ultimately led to AS3902 qualification in 1992. Simcoa has continued its quality drive through the formation of 'Simcoa's Quality Leadership Process' which is planned to make Simcoa the best silicon producer in the world.

During the 1980s and early 1990s, the South African coal industry experienced a series of methane explosions in which well over 200 coal miners lost their lives. In addition, a fire and an explosion in the gold mining sector claimed a further 240 lives. These tragic incidents resulted in the establishment of a research facility at Kloppersbos dedicated to explosion and fires research and the funding of an extensive research program, and almost certainly influenced the government of the day in its decision to establish, in 1993, the Leon Commission of Enquiry into Mine Health and Safety. The results of this focused research program, the wide-ranging recommendations of the Leon Commission and the determination of the coal mining industry to improve its safety record all combined to result in the past 20 years without a major explosion.This paper lists some of the research outcomes and, through three case studies, illustrates what can be learnt from investigations following explosions. The paper concludes with an evaluation of some of the findings of the Royal Commission on the Pike River coal tragedy. Many of the Commission’s conclusions are pertinent and relevant to the coal mining industry worldwide and their implementation could significantly improve coalmine safety; however, a careful study of the available facts indicates there could well be an alternative explanation of the source of the methane, the location of the ignition and the size of the explosion at the Pike River coalmine.CITATION:Phillips, H R, 2015. "Underground coal mining is the dominant method of extracting thermal and coking coal in the southern and western coalfields of New South Wales. Monitoring mining-related subsidence forms an important component of environmental impact assessments and subsidence management plans, particularly when there are conflicts between the interests and requirements of mining and environment and community groups. However, there are few specific guidelines for monitoring the impacts of subsidence on terrestrial and aquatic ecosystems, leading to inconsistent policy approaches and highly variable abilities of monitoring programs to accurately detect biological change.This paper highlights the use of a conceptual framework to guide the development of a long-term ecological monitoring program at an underground coalmine in the Western Blue Mountains, New South Wales. Two pilot studies are described: determining the level of observer agreement to assess the condition of a vulnerable tree species (Capertee Stringybark) comparing field sampling methods for detecting a rare heath shrub, Epacris muelleri, using a power analysis to determine sampling intensity requirements.These examples demonstrate that investment in initial pilot studies to test different monitoring approaches can have long-term benefits for stakeholders by more confidently being able to detect potential impacts.CITATION:McCaffrey, N?B,?Glenn, V, Erskine, P?D, Johns,?C?and Fletcher, A?T, 2014. This paper investigates the problems that are encountered in mining at extreme depths. It looks into the rock mechanic aspects, especially the high stress levels that will occur, and the hazard of rockbursts. Furthermore, environmental problems are discussed, with refrigeration and reduction of neat loads being major methods of maintaining ,sorkable conditions. The paper concludes that it will be of tmost importance to have a planning team of Tne highest quality to ensure that conditions are maintained so that work can be carried out safely and under reasonable conditions.

The extractive industries response to community engagement due to social and political pressures in the 1980s and 1990s was the starting point of development leading to the modern function of corporate social responsibility.Challenged by communities who have greater access to information, demand greater transparency and responsibility of corporate organisations and who possess greater awareness of the communities they participate in, the mining sector faces another step change in how it approaches and integrates corporate social responsibility, transparency and engagement.Mining is seeking reserves of lower grades, in more sensitive environments and in countries with minimal transparency and governance. Not only are the locations changing but so to the stakeholders to engage with and issues to contend with. An increasingly savvy opposition, including not just the ‘green hippies’ but the Gen-Ys interested in the wider sustainability debate and Baby Boomers moving to life style environments, are now questioning mining’s behaviour and encroachment into ‘their space’. Issues including effect on lifestyle amenity, property value, energy efficiency, social provision; concepts such as ‘doing more with less’, participatory engagement, increasing transparency and balancing economic, environment, cultural and social aspects are becoming the norm.The traditional model of supporting local communities, communicating plans and providing employment, community investment and indigenous support programs is not enough. Our industry faces challenges on multiple fronts. It must now be able to address these from a personal/community perspective if it is to remain relevant within communities and play a role in addressing the global sustainability issues.This paper draws on corporate social responsibility trends, integrated functions and implementation approaches through the application of activities within Newmont operations across Asia Pacific.The approach presented works on the philosophy that communities do not necessarily have to like what we do, but should be able to identify and recognise the way in which we involve them in decision making, communicate our intentions and respond to issues.

Tunnelling for hydro-electric power projects can be a very challenging component of the overall development. In contrast to urban transportation tunnelling where the logistics for access and supply of power, water and other essentials are readily available, hydropower projects are usually in very remote locations and all necessary plant, equipment, spares and materials need to be brought in and the site must function as a self sufficient unit.For a large scheme the river diversion tunnel(s) are usually on the initial phase critical path in order to meet the non-negotiable deadline of river diversion before the onset of the wet season. A newly formed tunnelling crew, once mobilised to the site for the project, will face the first major learning curve of the project’s systems and logistics during this critical tunnelling activity.Power tunnels convey the water to the turbines in the powerhouse and are usually on the critical path for the main works, especially if the scheme comprises a powerhouse located within an underground cavern. A modern cavern arrangement requires a complex warren of various openings: access adits, ventilation/cable tunnels, shafts, surge tunnels, etc.Hydropower tunnel construction tends to be dominated by tunnel boring machine (TBMs) or drill-and-blast excavation techniques and each has its challenges in very remote locations. TBMs still have long lead times as for any type of project, but additionally require a thorough roads and bridges infrastructure assessment of the country from the port of entry to the site to ensure a problem-free delivery. In some cases the project also requires the establishment of a complete precast concrete segment production facility and the space for creation of laydown areas; there is no ‘just-in-time’ delivery mechanism applicable to typical remote hydropower sites.This paper highlights the technical and risk management considerations in the planning, design and construction of tunnels for hydropower projects. It contrasts the typical factors that govern the design of urban transportation tunnels with those for remote hydropower tunnels. The perspectives of stakeholders are provided including those of international lenders. With examples from large and small scale projects across the globe it provides an insight to all parties and in particular, those tunnellers that are working in the hydropower field for the first time.

This paper summarises the lessons learned during a recent carbon reactivation kiln upgrade project at the Sukari Gold Mine in Egypt. The kiln is being replaced to ensure that the plant achieves full value from the current throughput expansion from 5 to 10 Mt/a.The suitability of the original engineering design criteria for kiln selection and the adequacy of the original kiln are reviewed in the light of the carbon chemistry, operating experience and a site inspection of the kiln. Particular aspects of the reactivation facility are discussed including: predrying, preheating, feeding, gas seals, kiln heat transfer, steam injection, counter-current sweep gas flow, carbon cooling, fines minimisation and removal.Design criteria for a carbon predryer, reactivation kiln and cooler combination for carbon heavily fouled by high molecular weight frothers and collectors are discussed and the abridged Ausenco datasheet for the combination is presented.Responses to a request for a budget price sent to most of the worldÆs suppliers of carbon regeneration kilns are summarised.CITATION:Claflin, J K, La Brooy, S R J and Preedy, D, 2013. In practice a sampling solution is a compromise of many requirements: the sample should be representative; the sampling system should also be reliable, less than 95 per cent availability restricts the use of the assayed sample for process control purposes; no sample is the worst sample, and investment costs and installation space/layout are frequently a restriction. For instance, online X-ray analysers for process control introduce a delimitation error by the nature of X-ray physics. Thus only in special cases a relative accuracy better than three per cent relative, as one standard deviation, is achieved. A sampling system for process control needs not to be, as representative, for so many sample properties, as one for composite laboratory analysis samples. Sampling system maintenance is also an important issue. There are many sampling systems in the industry which have been difficult to maintain and are in disuse for lack of resources or incentives to keep them running. Pierre Gy developed the most generally accepted sampling theory. One of the main principles is that all particles in a one-dimensional process stream should have equal chances of being included into the sample. A correctly designed and operated transversing cutter comes close to this goal but has limitations in temporal representativity. For slurries an acceptable solution in many cases is to use a fixed vertical cutter(s) in a position where the slurry is well-mixed by turbulence and other means. For online analysis, reliability problems are mostly related to faulty design or installation of the piping system to the analyser. Properties of material processed, process flow sheet and piping details before and after the sampler have to be taken into account when deciding on which sampling arrangement is appropriate. Guidelines and some solutions to these issues are presented in this paper.

The transportation of solids by pipeline is not new. In 1891 a United States patent broadly covering a method of pumping coal with water was granted to W. C. Andrews. His pilot plant was constructed on what is now the site of the New- York Public Library in Manhattan. His process was applied to pumping coal mine waste back into the worked out portion of coal mines. On October 26, 1967, the world's first long distance iron ore slurry line was put into service by Savage River Mines. The commissioning of this 5.0 million dollar installation climaxed three years of development, testing, and construction and proved the Company's faith in pioneering' this unique transportation method for iron ore. This paper will discuss some of the more pertinent items in connection with that three-year period. Also to be discussed will be the operation of this line during the past eleven months.

The valuation of early-stage exploration projects requires a valuer to take into account a large number of uncertain value drivers, the interplay among which may be non-linear. This paper examines some of the key value drivers including geology, target metrics, project area and maturity, the market and the psychology behind the decision-making process. The commonly accepted valuation methods and their underlying logic are outlined, including a view on why they evolved, what value drivers they attempt to address and their potential shortcomings. These methods include the multiple of exploration expenditure, geoscience rating, expected values and market based methods. Blasting can impact the efficiency of entire downstream mining operation. Individual technology solutions for blasting have been available in the industry for many years but all of them only cater for certain aspects of blasting. Many of them are based on individual research and/or experiences. Some of the available software solutions are not suitable to be used in the field as that they need advanced skills or tools. Also, most do not take technology advancements like mobility, advanced data analytics, web solutions and integration into consideration. Hence, no technology platform is currently present in the industry that addresses all potential needs a blaster may need in an integrated manner.This paper presents an integrated solution that takes care of all aspects of blasting – design blasts according to mine plan; collect data after drilling has been carried out (as there is often difference in designed and actual drilled hole locations in the field); predict blast results in terms of fragmentation, flyrock, ground and air vibrations, wave front reinforcement and flyrock distance; and after assessment, allows changes in charging, delay timing and sequence. The technology solution is a secure, cloud-hosted, web-based software-as-a-service solution that can be accessed from anywhere. Also it has a mobile app, which is available for both Android and iPhone/iPad. The mobile app is also integrated with the web-based solution using application programming interface calls to the central data repository.Case studies for two limestone mines are presented where this solution is being used in its initial format. This software platform enabled analysis of the outcome from a previous blast pattern and then subsequently allowed optimisation of blasting operations based on historical data. Uses of this platform have resulted in improved key performance indicators in these two limestone mines. The mobile app as part of this platform enables extensive field blast data capture and analysis and also various predictions before a blast. Data collected include blast parameters, individual hole charging, initiation pattern, videos, photographs and vibration records for analysis/reporting. The key features of the solution are a blast designer, a detailed blast data collection/analysis and a series of environmental predictors. These predictors give blast results in terms of fragmentation, flyrock, ground and air vibrations and wave front reinforcement and take remedial steps before blasting to optimise and control adverse environmental impact. Management of environmental issues is an integral part of the mine decommissioning process. In Queensland, miners must comply with environmental aspects of the Mineral Resources Act and Contaminated Land legislation. Successful decommissioning involves the integration of a final Plan of Operations, decommissioning report addressing the mineÆs commitments included in its Environmental Management Overview Strategy (EMOS), and Site Contamination Report for relinquishment of leases under the Contaminated Land Act (1991). Niugini MiningÆs Red Dome Mine is proceeding through the decommissioning process. This paper discusses the important environmental management issues including sampling programs, management of culturally significant areas, assessment of background concentrations of target analytes, the use of historical reviews and risk assessment techniques, the timing of works, and the remediation/management of large areas of impacted land. The importance of a clear communications plan between key stakeholders is also discussed.

Mining companies are not ill-informed on the topic of community health. There have been a number of research studies that have illuminated community health issues associated with mining, especially in the western Canadian province of British Columbia. However, what is missing amongst the literature is the perspective of mine managers and mining executives on this topic. This is important as mine managers and executives face a number of issues related to community health and are under pressure to consider the topic in more detail. This paper presents results from an exploratory qualitative investigation based on grounded theory research techniques into current community health considerations from the perspectives of mine executives and mine managers working in Western Canada. Interviews were conducted between February and May 2012 with 11 mining versus ten mining executives and managers who represented operating mines or mining umbrella organisations in Western Canada. Participants report on general community health issues that are perceived to be important, the perceived role that the mining sector should play?in contributing to community health and how this differs in Western Canada as compared to locations abroad, and?risks companyÆs face in making community health contributions. This paper concludes by drawing attention to pressing health needs that are present in Northern, rural and Aboriginal populations in Western Canada and provides a platform for future research initiatives focused on improving the health and well-being of communities associated with the mining industry. Traditional in situ fan flow test methods under accepted standards require determinations to be made of both static pressures and total pressures during testing. This is to determine the resultant velocity pressures, which are vital in the accurate determination of the final fan airflow. These crucial velocity pressure (Vp) determinations are normally determined using simple manometric instrumentation such as an electronic manometer or an inclined liquid filled manometer. There is relatively little noise or fluctuation in the static pressure determinations and they can be quite easily and accurately recorded. There is almost always considerable fluctuation in the velocity pressure determinations though due to the highly turbulent and irregular velocity profile normally found in such in situ installations. This velocity turbulence means that the recording of such data is subject to random human error as the observer tries to average such fluctuations mentally during the observation period. Worse than this, and in the extreme, the recording of such velocity pressure data could actually easily be misreported if, for some reason, persons chose to do so.The author has devised a field method using highly accurate quartz crystal logging barometers to objectively record these velocity pressures. The method eliminates the ability to either mistakenly or intentionally misreport these crucial velocity pressures and is carried out in parallel with the recognised methodology, so result comparisons can be drawn. As such, a far greater level of confidence can be achieved in the final flow performance results than using the traditional more subjective method. Further to this it is difficult and almost impossible to refute the results using this ancillary substantiation method.The accurate determination of fan flows due to the impost of the carbon tax has taken on much more significance given the financial impacts in Australia at this time. The methodology detailed herein can be applied equally for both fan flow compliance testing and the verification of mine airflow data for greenhouse gas emission evaluations.The paper utilises the results of one 24-point pitot traverse to demonstrate the various findings. These include the very wide range of velocity pressures, which were logged at most of the measuring stations. It also illustrates how the method is utilised and compares the results derived from both this method and the more subjective traditional method along with the benefits of logging the velocity pressure results during the testing process.CITATION:Rowland, J A, 2013. In the last 50 years there have been tremendous improvements in equipment used in development on underground mines. Compressed air powered jacklegs have been replaced by high powered electro-hydraulic drifters on sophisticated drill jumbos and load haul dump units have taken over from small shovels and rail cars.Despite the increase in power applied in key parts of the development cycle, average advance rates have fallen and costs have increased. The factor that is most often regarded as the main contributor to slowing advance rates is increased support requirements. Whilst there is no denying that the drive to improve safety has resulted in the requirement for more bolting and the installation of a skin support (mesh or shotcrete), this is not the only factor.Within the industry as a whole, many of the basic principles of development appear to have been lost over time. This paper looks at a historical case study and discusses some of the features of old development cycles that are no longer in use. This highlights some of the basics that appear to have been forgotten. Over the 40 years that the author has been engaged in the Australian underground coal mining industry, there has been a continuous improvement in safety performance as the sector has grown in size and productivity. The underground environment hosts many hazards with significant risk profiles that are kept in check by effective health and safety management systems that have evolved largely following major underground disasters. Observations are made on the changes observed for specific aspects of the underground coal sector, with particular reference to ventilation issues, and predications are made as to the needs of the future.CITATION:Robertson, B, 2013. The trend towards contracting by major coal mining companies such as BHP Coal and MIM Ltd is examined. Reasons why this trend is occurring are discussed and the concept of partnering is examined. Two case studies are given: the Mt Owen Mine in the Hunter Valley, NSW and the South Walker Creek Mine in the Bowen Basin, Queensland.

This paper presents an overview of the current status of mine water management in South Africa. The regulatory framework within which mine water management operates is set out, based on the principles and policies embodied in the relevant legislation. The status of the gold and coal mining industries, with regard to water management, is presented on the basis of studies that have been undertaken to develop water and salt balances for these industries. While the data is not available to quantify the status of ARD in South Africa, the range of typical mine water quality problems faced by South African gold and coal mines is presented. The status quo, problems and challenges relating to mine water management are presented and discussed. It is shown that, while there have been major strides in the last decade, and mine water management and treatment in South Africa has moved onto the forefront of mine environmental management, important problems still persist. There is still a significant amount of improvement required, particularly in the field of prediction of water quality deterioration and the application of such predictions to the identification of management actions that can be applied to prevent or minimise mine water pollution in the shortmedium- and long-term.
