The reduction of small, dense zinc oxide (ZnO) samples in CO/CO2, and CO/N2 gas mixtures has been investigated at temperatures between 900 and 1100¦C. The microstructural characterisation of the reacted and partially reduced samples was complemented with measurements of the rates of the reactions. The mechanisms and kinetics of reduction of zinc oxide were found to be dependent upon the CO partial pressure, the oxygen potential of the gas mixtures, temperature and degree of reduction.

The successful implementation of sublevel caving (SLC) at Ridgeway Gold Mine (Ridgeway) requires the technical aspects of caving and flow behaviour to be understood. Cave propagation must be controlled and continuous to allow safe extraction of ore below. The understanding and use of processes to manage granular flow behaviour are also required to ensure economic metal resource recovery. Caving and flow technologies are thus critical to the economic viability of the application of the SLC mining technique to Ridgeway Gold Mine. At the time the Ridgeway SLC design was approved there were significant technical uncertainties associated with cave mining methods, including the SLC mining method in competent rock masses. This was in spite of the fact that caving is a relatively low cost mining method. Unique features generating technical risks at Ridgeway include: the fact that the orebody is blind (550 m below surface); highly competent cap rock (RMR >50); and high aspect ratio (height to width ratio of 3:1). Due to the presence of these unique features Ridgeway is considered to be beyond the current state-of-the-art in SLC mining technologies. The success of the technique at Ridgeway to date has indicated that blind SLC mines in strong rock mass can be operated safely and productively, if the technical risks are understood and properly managed. The risk management process was defined by the use of a formalise process to identify and assess the risks to the mine. The major mining related risks were formalised into Major Hazard Management Plans (MHMP) which contained a description of the risk, early triggers indicating the creation of a hazard and a series of agreed responses to be automatically initiated in the event of each trigger occurring. This paper outlines the following with respect to the critical technology areas of caving and flow: international industry, state-of-the-art technology; gaps in the application of this technology; the application of risk management, new processes developed at Ridgeway to bridge these gaps, including issues encountered; and trials and experimentation conducted to develop the new processes.

Stability on surface mining projects is primarily controlled by five factors. These include structural geology, the most important of the factors, the existence of weak layers, primarily clayey gouge or clay infill, groundwater, blasting and weathering. Case examples of stability on many surface mines including some coal mines are presented. The experience and lessons learned are applicable in some way to stability of surface coal Mines.

Consistent slag blow end point detection remains one of the challenges in the Peirce-Smith converters at Mount Isa MinesÆ Copper Smelter. Under blowing results in foaming on copper blow and carry forward of oxide skims to the anode furnace. Over blowing results in high copper losses to the slag. Both present safety issues and contribute to lower copper production. The end points of the slag making phases are assessed by inspection of a bar sample. A bar sample is a thin accretion layer that adheres to a steel bar when it is inserted into the tuyere while the converter is blowing. This method is biased and subjective, so there is heavy reliance on operator experience. The Semtech Optical Process Control (OPC) system was installed in early 2002 for converter slag blow end point detection. Initial plant trials did not improve all aspects of converter operations, and uptake by operators was poor, so the system was not used. In early 2005, the Semtech OPC system was re-visited and another short trial was conducted to evaluate the permanent use of the system for slag and copper blow end point detection. During this trial, the Semtech OPC method was found to be superior to bar sampling for slag blow end point detection. The implementation and refurbishment of the Semtech OPC system has resulted in plant improvements and given a better insight into converter operation during blowing. Oxide skim generation carried forward to the anode furnace has been shown to decrease with increasing compliance with Semtech OPC. Some of the expected improvements to converter operation were not found to be significant. Semtech OPC is now well received and utilised by converter operators. Individual paper available only. Energy studies have been undertaken at a number of open coal mines in the Hunter valley. A range of energy efficiency benchmarks and targets have been established, which, when applied across coal mines, will assist in leading to a significant improvement in energy efficiency in the coal mining industry in NSW, thereby leading to an improvement in environmental performance. Typically, energy efficiency improvements of 20 per cent and higher appear possible at many mines leading to a commensurate reduction in this controllable operating cost, ie energy. On the basis that annual energy costs and net profit are similar for many mines, a reduction in energy costs by 20 per cent will lead to increase of 20 per cent in net profit.

The basic model for the evaluation of any coal-bearing property is the cash flow projection, the major components of which are operating costs, capital charges, taxation and revenue. A range of cash flow projections can be produced by varying the assumptions which underlie the operating costs, by assuming various forms of capital funding, by making assumptions as to future taxation and by speculating upon the present and future market value of the product. As for any model, the informational inputs and assumptions are vital because, no matter how sophisticated the processing, the informational inputs and assumptions cannot be improved by it. That is to say, the validity of the output (the total evaluation itself) cannot be of greater certainty or significance than that of the inputs. The total evaluation can of course be expressed in a number of ways such as the Discounted Cash Flow (D.C.F.) Rate of Return, the Net Present Value or, the Payback Period. The foregoing statement may seem trite. However, it is necessary to be clear about it so as to avoid unnecessary complication and a preoccupation with techniques as opposed to the informational inputs and assumptions. So far as techniques are concerned, much has been written and said about them during the last decade. Most of us have heard, if not always understood, something about probabilistic models, Monte Carlo simulation, sensitivity and risk analysis to say nothing of inflationary costing and the relative merits of developing cash flows in terms of current or constant money. Those techniques have their value, particularly if they can serve to illuminate conclusions which could not be reached on a simple and even perhaps on an intuitive basis. I am, however, reminded of one major coal mining project in which 20 or more major variables were identified, many cash flow projections were run on the computer and a detailed sensitivity analysis was carried out. The major conclusion reached was that the D.C.F. Rate of Return was predominantly sensitive to variations in selling price and operating cost. Of course, the funding and fiscal elements of a cash flow projection have to be dealt with as rigorously as possible. However, in the development of any coal property, capital requirements and taxation are, in part at any rate, dependent upon the assumed operational parameters. If the latter are misjudged, the whole evaluation process is deeply affected. The same is true of revenue, in the sense that, the positive cash flow is a function of output as well as selling price and again, misjudgements about achievable and maintainable levels of production also deeply affect the final evaluation. I shall try to underline the fundamental influence of the technological factors upon lead times, capital costs, operating costs, taxation, funding and the achievable and maintainable levels of production. In turn, these affect the whole question of coal property evaluation and indeed, the likely success or failure of any coal mining venture. I make no apology therefore that this paper does not set out to discuss the more esoteric aspects of the evaluation process but rather, directs attention towards some of the informational inputs and assumptions which merit clarification and discussion.

Over the last 20 years the mining industry has played a key role in the further development of many Central Queensland and New South Wales communities. The number of people who are employed by the coal mining industry, the number of transient residents, shift work and the town facilities have all contributed to how the community views the coal mining industry. As the coal mining boom continues and the mining communities continue to grow more emphasis is needed to address the community concerns, specifically the socio-economic and environmental impacts that the coal mining companies may have on these communities. Central Queensland coal mining operations are situated in the Bowen Basin. Many of the towns in the region have been developed specifically for the coal mining industry with 13 - 50 per cent (Australian Bureau of Statistics, 2006) of people living in the communities being directly employed by the mines. The introduction of shift work, differing rosters and the mining boom have resulted in considerable changes to these communities with more transient contractors and permanent employees taking up residence outside of these communities. This change, however, has not been as noticeable in the Hunter Valley region. The Hunter Valley, situated in the Sydney Basin has two main mining towns, Singleton and Muswellbrook. Of the 37 173 (Australian Bureau of Statistics, 2006) people that reside in the communities 13.8 to 16.5 per cent (Australian Bureau of Statistics, 2006) are employed directly by the mines. The Hunter Valley is a large tourist destination due to its many vineyards; this results in a diverse community where mining is not the sole means of employment. Similar to Central Queensland the mining boom has brought more people to the Hunter Valley region, although greater percentages have taken up residence in the communities. The views vary between the two regions on the coal mining industry, specifically on the socio-economic and environmental impacts that the industry may have on the surrounding communities.

Recent well-publicised problems with the start-up of new mining projects have continued to feed the perception that the mining business in general and Ore Reserves in particular are a poor risk. New mines commonly experience difficulties when the true variability of ore characteristics becomes apparent during commissioning. At this critical stage, the impact of lower metal recovery, reduced throughput or increased consumption of reagents and energy can have a catastrophic effect on economic returns, as illustrated by the premature closure of some operations. There appear to be several common reasons contributing to the poor performance of mining projects, of which three are examined here: lack of early risk assessment before feasibility studies are started, inadequate sampling for metallurgical test work and variability of the run-of-mine (ROM) ore. An underlying feature of these issues is the lack of effective interaction between geologists, mining engineers and metallurgists/ process engineers. Geologists need to be more aware of ore processing issues and the range of characteristics that need to be considered as part of the resource estimate. Metallurgists need a greater understanding of the variability of the run of mine ore in terms of all the characteristics that influence the design and operation of the plant. Mining engineers need to determine the short-term variability of the ore in the mine schedule, so that there is confidence that the quality of the run-of-mine ore will be within the design specifications of the plant. A substantial overlap between these disciplines and sharing of areas of responsibility is necessary if these and other technical problems are to be better understood, production estimates are to be improved and commercial risks are to be reduced. Although the JORC Code (1999) provides guidelines for reporting all the issues that are material to an Ore Reserve estimate, some issues are rarely fully addressed in Ore Reserve reports. In particular there is no formal requirement for a metallurgist to assure his or herself of the appropriateness of the Ore Reserve classification. Consequently the level of uncertainty related to recovered grade and ore processing characteristics may be understated. It is suggested that to meet the concerns of bodies funding new mineral developments a stronger multi-disciplinary approach to the analysis of mineral deposits and reporting of Ore Reserves is required. The culmination of this approach would be the formal requirement for a geologist, mining engineer and a metallurgist to co-sign Ore Reserve reports.

Placer Dome Asia Pacific operates eight mines in the region and has two closed operations that are either under rehabilitation or at the latter stage of care, monitoring and maintenance. All operating mines are scheduled to close within the next ten years based on current proven reserves. Mine closure planning and associated risk assessments are integrated into both strategic planning and day-to-day operations within the Placer Dome group. Mine closure is all about predicting the potential risks and Placer DomeÆs knowledge has improved following the planned closure at Kidston Gold mine in North Queensland. Planning for closure commenced in earnest in 1994, and focused on identifying the issues and associated potential risk to the environment, and ensuring that the most suitable control measures were implemented leading up to and following closure in July 2001. At all times during the process of planning, implementation, safety contractor management and post closure, the identification of risk and potential threats to the business have been identified and managed. Post closure risk assessment of rehabilitation strategies potential to fail has been completed in conjunction with URS and opportunities to manage these potential failures in perpetuity will be discussed along with lease surrender. Misima Mines is currently processing low-grade ore and plans to close in 2004. Planning for closure has been ongoing for several years with a focus on the social aspects and the impact of the mine closing on a remote island community. Misima Mines has assessed the risk profiles using a community closure focus group, to identify both the biophysical and social aspects for closure.

Over the past 20 years within Australia, there have been a number of incidents at mine sites where ammonium nitrate-based explosives have reacted with certain rock types containing sulfide minerals. These rocks have commonly been referred to as æreactive groundÆ. These reactions have frequently led to fires (particularly in ground susceptible to spontaneous combustion) or premature detonation of the ammonium nitrate-based explosives. Clearly, this introduces an element of risk when using ammonium nitrate-based explosives in these areas. Dyno Nobel has been proactive in developing ammonium nitrate-based explosive products that can be used in these types of æreactive groundÆ environments that minimise the risk of premature detonations occurring. A system for assessing æreactivityÆ of sulfide containing rocks has been developed that can be used in the field. Previous literature has been reviewed, identifying Differential Thermal Analysis (DTA) as the most common method for determining the æreactivityÆ of the ground. In the present investigation, DTA has been rejected as a suitable technique for determining ground reactivity, since it measures thermal reactions at higher temperatures over short time periods, conditions that are unlike those in the field. For example, ground at ambient temperature has been found to react with ammonium nitrate-based explosives over long time periods, reactions that are unable to be evaluated using DTA. Other more suitable techniques have been developed to monitor rock conditions that can be measured in the field and give a good indication of potential ground æreactivityÆ with ammonium nitrate-based explosives. Dyno Nobel is currently investigating the reaction mechanisms of spontaneous combustion in reactive ground, the decomposition mechanisms of ammonium nitrate and the role of inhibitors in ammonium nitrate-based explosives. Once complete, this fundamental research will lead to the further development of even lower risk ammonium nitrate-based explosive products for use in æreactive groundsÆ in a variety of mine environments.

It is with great pleasure that I accepted the invitation to make a closing address to this Congress particularly as it is here in Brisbane. The main duty of the International Mine Ventilation Congress Committee and in particular the chairman is to ensure that these conferences are held every four to five years in suitable locations. My main role over the last four years has been to promote holding this Congress in Australia and it was a great relief when the Queensland team and the Australasian Institute of Mining and Metallurgy accepted the challenge in November 1986.

The paper describes effect of deviation on water sealing in pre-grouting. Deviation correction measures, like mechanical, technological and changing hole position methods have been introduced with satisfactory results in practical engineering projects without increasing the volume of engineering project and without causing delay.

Since 1962, ferro alloy production in Australia has been concentrated at Bell Bay, Tasmania with a major expansion occurring in 1976. This concentration was based originally on the perceived requirements of the expanding Australian steel industry, but recent stagnation within this industry has seen Temco become progressively more export oriented.In 1984, approval was given for a $47 million uprating of facilities which will allow for the introduction of the latest technology to ensure high quality, low cost production in a highly competitive export market.

Field investigation of surface subsidence events associated with both active and abandoned underground coal mines in the United States has established criteria that enable the prediction and classification of mine-related subsidence. The key was establishing the role of geology in all types of subsidence and the recognition of beam subsidence in specific geologic settings. The classification is based on overburden thickness, variations in stratigraphy, topography and mine plan. Types of subsidence are Pit, Room, Sag, and Beam. Pit subsidence is associated with three geologic settings: shale overburden, seasonally wet unconsolidated overburden, and perched water table in unconsolidated overburden. Room subsidence occurs where the roof across the width of the room fails to the surface and a shallow depression develops.

During the past eight years a vigorous drilling campaign resulted in large increases in the reserves of both copper and silver-lead-zinc ores.As a result the Company initiated an increased production programme.Some major capital works have been completed, others are in progress and more are needed to achieve the proposed daily throughput of 14,400 tons. The increased ore potential justified a copper refinery which has been constructed at Townsville. The increased production rate achieved to date, combined with improved techniques and greater mechanization, is assisting the Company to combat the general inflationary trends caused by increased costs for labour and materials.INTRODUCTION"Today we are armed with better weapons in our fight for lowered costs and greater efficiency, but we must not flag in our efforts to improve." Such was the resolution expressed by Mr. K. B. Gross, then General Manager of the Company, in his review lecture delivered to the First Ordinary Meeting of The Australasian Institute of Mining and Metallurgy at Mount Isa on 18th August, 1952. This present review of the period 1952 to 1960 records our efforts to fulfil this resolution. At the th:ne of Mr. Gross's statement,copper production was commencing in earnest. Although the importance of Mount Isa's copper orebodies was well recognized, the major discoveries which led to Mount Isa's emergence as Australia's premier copper mining and smelting operation were not known. Increasingly, consideration is being given to the nominal `outcomes' of degree courses in engineering, including mining engineering. These are concerned not only with knowledge and technical understanding but also with capabilities in the professional application of engineering principles to problem solving, multi-disciplinary teamwork, communication and life-long learning. This paper discusses concepts of education, professional formation and training and the associated development of competencies in applying knowledge, understanding and technical insights and skills to new situations. In developing guidelines on preferred attributes and competencies in graduate mining engineers, a survey was conducted of a range of industry personnel involved in selecting graduate mining engineers. The results not only clarified the spectrum of competencies sought but also provided valuable detailed views to assist in defining a mining engineering curriculum. Considering a greater concern with the development of more `well-rounded' graduates, the implications are discussed with regard to teaching and assessment activities and the time demands on academic staff when a `coaching' role is emphasised. In line with international and Australian moves in engineering education, notions on education of mining engineering graduates in Australia are under review. The results will provide continuing challenges to all involved.

Australian mining companies are actively exploring for and developing mineral deposits throughout the world with interests in emerging markets such as Africa, Asia and South America. It is important to understand emerging market risk as this will affect the willingness of mining companies and financial institutions to invest in a country, especially with reference to their key asset, the mining licence or operating/concession agreement. Mining companies looking to develop new projects in emerging markets have different risk profiles than projects in countries such as Australia and Canada. Examples of key risks faced in emerging markets include: political û expropriation, nationalisation, contract frustration, currency inconvertibility, war, terrorism, strikes, riots and civil commotion; and legal û mining legislation, arbitration and dispute resolution, trade agreements. There is a problem in the difference in risk perceptions between mining companies, financial institutions and insurers. This can cause different stakeholders to carry out different evaluations of the risks faced by a project, resulting in confusion about the risk margin attached to any project. In a time where resource nationalisation and energy security are prompting governments to become more involved in the mining sector we run through some recent examples of mining companies that have had problems due to the key risks highlighted earlier. Importance of carrying out the right due diligence to replace perceptions with reality: early identification of risks û detailed due diligence on emerging market risks that may arise will help with their identification and mitigation, make use of companies that can help identify risks and suggest solutions, control the cost of financing û risk margin applied to a project finance loan will be influenced by the risks faced, and risk management and using political risk insurance. There are plenty of opportunities in emerging markets but it is important to recognise the associated risks. Detailed due diligence at an early stage will provide long-term benefits.

Mineral policy is now generally regarded as a function reserved to government. Government is reponsible for the economic health and progress of nations, and must therefore interest itself in minerals as a basic national resource. Government should therefore identify objectives which it sees as suitable and necessary for the mineral industry so that the industry can play its part in achieving national goals. It should provide the legislative framework and policy guidelines to enable these objectives to be achieved. The essential objective of a national mineral policy should be rational development of the nation's minerals resources. To achieve this, it need not be too formal; broad guidelines are enough. But it must be dynamic, to keep pace with the changing circumstances of the mineral industry in the world scene and the changing requirements of government. It should be flexible, recognising that there is no such thing as a "typical" mineral deposit; above all it should represent the outcome of a continuing dialogue between government and industry. Both government policy and corporate planning need to be formulated on the practical understanding of the potential economic value of the mineral sector and what it can contribute to the nation's prosperity. There needs to be a common understanding of the wide range of the costs of risks that may arise through the exploration and development stages and of the uncertainties affecting ventures at the production stage. There needs to be a common understanding that the size and importance of the mineral sector is determined in the long run by the level of investment in exploration. The development of a continuing understanding between government and industry should lead to the formulation of ground rules which ensure the continuance of a strong industry able to adapt to the changing world scene and make its contribution to national growth and wellbeing.
