Maximising shareholder value is a widely stated strategic goal of many mining companies. Mining projects can be capital intensive and achieving good returns is essential to encourage future investment in the industry. Despite the widely accepted importance of shareholder value, the minerals industry is often accused of providing relatively poor returns when compared to other industries. There are many recent and well publicised examples of minerals companies that have failed to deliver value to their shareholders. There are numerous business improvement initiatives employed within the mining industry to assist mine operators improve performance. Some are more effective at creating value than others. Benchmarking is one technique that is commonly used to identify performance gaps and target and prioritise opportunities for improvement. However to be effective, Benchmarking must be used appropriately and result in actions that lead to measurable operational improvement. When conducting a Benchmarking project it is important to remember that the aim should be to improve value. For this to be achieved, the strategic goals must be incorporated into the process. This paper details a structured and comprehensive approach to conducting a successful Benchmarking project. Focusing on Benchmarking as a technique for measuring and improving operational performance in underground mines, the underlying drivers of best practice in underground mining are identified.

At the outset, I guess we should define what we mean by "com- modities". In the 20 minutes or so which I have for this paper, it is impossible to tackle all commodities -one would need to con- sider not only the base metals but also the ferrous iron and steel products as well as energy commodities such as coal, oil and even uranium. For the purpose of this address however, I would prefer to refer to the principal non-ferrous commodities: copper, lead, zinc, aluminium and nickel and, I would like to consider some of the changes which have taken place in the industry over the past 20 years-and the likely reasons for these changes. I would also like to dwell a little on the future and some of the key issues which-may influence the future path and direction of the metals industry.

The Queensland Mining Act 1968-1972 has now been in force for almost two years. The Act was completely re-written and has made for easier working, e.g., there is no distinction now between Gold Mining Leases and other Mining Leases. For the first time in the history of Queensland, provision has been made for caveats, so that options etc. can be protected. The chief problem which has arisen so far has been the question of the Government issuing mining leases to the holder of an Authority to Prospect over areas which are included iri its Authority. Litigation has taken place and an Appeal, it is understood, will shortly be heard by the Privy Council. The provisions dealing with labour conditions have been brought up-to-date and generally speaking, they are quite clear as to the responsibility of the Lessee. The Mining on Private Land Act has been repealed and the provisions relating to mining on private land are now a part of the Mining Act itself. Mining is claimed to be unique among industries owing to its dependence on exploration for its existence, the need to operate in remote, inhospitable areas, the vast capital sums required for development, the need to pay royalties regardless of profitabil- ity, the wide swings in prices for many of its products, the finite life of each-mineral deposit, its susceptibility to criticism by environmentalists, its dependence on export markets and sensitivity to' cost and exchange rate fluctuations, the uncertainties inherent in most mining legislation, pressures to grant mineral rights to aboriginal communities and the burden of having to finance its own infrastructure. The special problems of the industry have been recognised in the income tax laws which, generally speaking, allow for the deduction of all capital expenditure before tax is payable. Notable exceptions to this rule are the absence of special deductions for mineral processing facilities and the absence of any deductions for a large part of the expenditure on ports and port towns. Traditionally, the term ætotal systemÆ design applied to comminution conjures images of a design that addresses the usual business and operational drivers, including health, safety and environment (HSE), capital cost, operating cost, throughput and product size. In terms of the physical process, the mine to customer type studies also exemplifies an approach that satisfies a normal ætotal systemsÆ approach. As an industry there are drivers that are forcing a re-consideration of what we regard as our total system. This modification of drivers will require changes in approach and implementation to provide the best solutions. Some of the major changes that impact the drivers are shortage of skilled personnel, changing social attitudes to remote mine site work, greenhouse gas emissions (GHGE), quality of available orebodies and geographical location of new mine sites. One approach to the challenges presented by the changing business environment is to expand the system envelope around comminution to ensure that comminution, in its widest sense, helps to meet the new realities. Background to the new drivers and constraints is provided and some of the appropriate responses are examined in relation to the impact on the total system.

Late in 2005 it became apparent that cave propagation at the Northparkes Mine was not progressing as planned. By mid-2006 sufficient Reserves were identified to warrant an extensive drill and blast program to assist in cave propagation. This program began late in 2006 and concluded early 2007. A significant challenge faced was the drilling and blasting of holes between 75 - 240 m in length in the South Wedge in Lift 2 at Northparkes Mines E26 orebody. The project set new benchmarks in production drilling and charging in underground metalliferous mining. This paper discusses the drill and blast designs, the challenges and the operational issues encountered with this project. Also highlighted are ways in which these were overcome.

A review has been made of the studies focusing on methods for the description of grain -size distribution after breakage and, separa- tely, of the degree of liberation of the miner- al species making up the various grain-size classes of comminution products. The purpose of the study has been to de- velop an overall model of the phenomenon which, owing to the very effect of comminution, leads to the formation of grains that are generally of mixed composition. A calculation procedure has thus been de- veloped for the liberation function taken as the assessment of the distribution of mix com- ponents in the products obtained after a commi- nution process. The aim is to identify a func- tion which may, to a certain extent, simulate the variation of the grade-recovery function of an ore in relation to its degree of comminu- tion. The numerical model thus obtained has been tested out on results obtained experimentally.

As you are all aware, the theme of this con- ference is "International Resources Management". The subject matter of this particular session is "the mineral equation". Looking down the sub- ject matters and individual papers to be presented by other speakers in other sessions over the course of the conference, each particular item scheduled is in fact one of the variables that form an integral part of the total and complex mineral equation. Questions of reserves and resources as related to consumption must be viewed in the light of all those variables. Policy decisions taken by Government and eventually industry in these various fields will in themselves have their own impact on the defining of resources, and their ultimate availability to meet the needs of society by way of consumption. Undoubtedly, by the close of this conference, those of us in attendance will be better informed on the problems that confront the international minerals industry in the years ahead. Hopefully, we will have a better understanding of the views and philosophies of the wide range of participants in the industry-Government, private enterprise, and individuals who ultimately through their per- sonal aspirations in respect of their day to day needs will provide the final determinant as to the scope of the minerals industry.

The paper gives details of the performance of a 6-ft. by 6-ft. grate discharge ball mill which was converted into a rod mill of the overflow type and then into a grate discharge rod mill. Proposals for further alterations are outlined.INTRODUCTIONThe mill of King Island Scheelite (1947) Limited recovers scheelite by gravity methods.Crushed ore at the rate of 34 tons per hour is divided between two mills. (6 ft. by 6 ft. and 8 ft. by 6 ft. respectively), the mill discharges being pumped to a common distributor which feeds seven Hummer Screens. Each screen has three 4-ft. by 2-ft. Ton-cap sections and repulping compartments are provided. The screen oversize is returned to the mills whilst the screen undersize is finished grinding section product. A third (6 ft. by 6 ft.) mill regrinding the coarser table tailings also discharges into the common Hummer Screen Distributor.The screen undersize is pumped to a bowl classifier which separates at 200 mesh. The bowl classifier sands are treated on tables whilst the bowl classifier overflow, after thickening, is treated in the slime plant by flotation. The flotation concentrate is further concentrated on vanners and slime tables.A recovery of 80 per cent. is possible by tabling whereas only 50 per cent can be recovered in the slime section. The object of comminution is, therefore, to reduce all the new feed to less than a certain mesh (22 mesh Tyler) with the production of a minimum quantity of minus 200 mesh material. cheelite is, a very friable heavy mineral (Sp.Gr. 6'0) and is therefore susceptible to overgrinding. It is a great privilege to be invited to give this address at this centenary conference. A centenary is a time for recollection, for celebration and for looking ahead. The AusIMM has much to celebrate and many things to recall. I hope in this address to make some useful comments about Australia's future (and mindful of but not forgetting New Zealand), looking ahead for 25 years or so, and the mining industry's role in that future.

In July 1997 Macraes Mining Company Limited deferred a 9 Mtpa expansion of the Macraes Gold Project because of the uncertainty of the future gold price and its impact on equity markets.  Additionally delays in the resource consenting process led to further uncertainty.   It has subsequently announced that a study has been commissioned to recommend a staged approach to development of its New Zealand business. The best economic development path will be determined to maximise returns to shareholders.

The copper ore reserves at the Chuquicamata mine were re-estimated during March to June 1994, as part of a comprehensive audit of the mine's overall short- and long-term planning. The basic principles essential to all ore reserve estimates were implemented viz: 1. A detailed study of the geology, in this case particularly of the orientations of structural features of copper mineralisation and the subdivision of the orebody into geologically homogeneous sections, 2. the use of both drillhole and blasthole data sets, 3. statistical and geostatistical analyses of both data sets to model anisotropic spatial structures for all the geologically homogeneous sections, 4. block kriging using both data sets individually; and 5. a comprehensive validation of the block valuations to confirm the absence of global and conditional biases and to quantify the actual improvement achieved in the overall quality of the estimates compared to those executed on earlier techniques.

Many mining operations developed in the last 15 years have not performed to expectations. Problems experienced include lower than planned development and production rates, geotechnical/stability problems, unplanned dilution, reduced metallurgical performance and unbudgeted capital/operating costs. Most of these problems can be directly attributed to decisions made on the basis of geoscience interpretations and estimates. Recent case studies continue to provide examples of unplanned events linked to the use of geoscience information. These studies illustrate the need to improve the way geological information is used in mine feasibility and operations. Comprehensive assessment of the consequences of inappropriate technical decision making is still rare; however, the information that is reported highlights the significant financial impact on a companyÆs bottom line.

The Cooperative Research Centres (CRC) Program was established and is supported by the Australian Government at a total cost of $140 million per year. Six of these centres have been established to help Australia's mineral industry: three in exploration, one in mining and mineral processing and two in extractive metallurgy. Since the CRC Program has now been in operation for five years, it is a good time to ask whether the minerals industry is being served adequately by these centres. In this paper, the performance of one CRC, namely the A J Parker Cooperative Research Centre for Hydrometallurgy, will be discussed in terms of the objectives of the CRC Program. As will be shown, the Parker Centre has made considerable progress since its establishment in 1992.

The Olympic Dam deposit is located some 600 km north of Adelaide in South Australia. It was discovered in 1975 by Western Mining Corporation and in 1979 a joint venture was formed with British Petroleum for the evaluation and development of the project. Studies were completed and construction started in 1986 with the plant being commissioned progressively between April and August of 1988. In 1993 Western Mining acquired BP's interest and are now owners of the whole deposit. The scale of the initial development was 1.5 Mtpa of ore for the production of 45 000 tpa of copper cathode, 900 tpa of uranium oxide and some gold and silver. Two expansion programs have occurred in 1992 and 1995 and current performance is at the rate of 3 Mtpa of ore for the production of 84 000 tpa of copper cathode, 1500 tpa of uranium oxide, 24 000 oz per year of confined gold and 380 000 oz per year of confined silver (Table 1). An aerial view of the plant is shown in Figure 1. The benefit of diversifying into the production of more than one product is undoubted and the flexibility of being able to produce variable quantities of copper and uranium also allows advantage to be taken of a change in market conditions.

The Kelsey Centrifugal Jig incorpo- rates the principles of operation of a conventional mineral jig, at the same time utilising high centrifugal forces to extend concentration to very fine heavy minerals. The main operating variables which are adjusted to control processing of different types of material are centrifugal force, ragging material and size distribution. Pilot plant trials have been under- taken to examine concentration of a mineral sand in which the heavy mineral particles occur mainly in the minus 0.075 plus 0.032 mm size range. Stage recoveries of greater than 90% were achieved at concentration factors of up to 2, although lower recoveries were obtained with higher concentration factors. A final concentrate containing 65% heavy minerals was obtained.

The manganese ore deposits at Groote Eylandt are quite variable both in regard to grade and physical cond- ition. In order to treat a wider range of these ores and to increase production a new primary-crusher and' concentrator complex costing $8 million has been installed and commissioned to treat ore at the rate of 12,000 tonnes per day. The initial testwork carried out to determine the method of the ore treatment required, and on which the design of the concentrator was based, is detailed. The flowsheet and equipment used is discussed together with the operation of the plant. The production achieved and product qualities obtained are given.

With the evolution rate of technologies, earthmoving equipment users are establishing vision statements for their operation out to and in some cases beyond 2000. Autonomous systems are receiving a lot of 'press' - and rightly so, as they hold a potential for achieving quantum leaps in productivity and cost gains. Caterpillar feels that it is important that the infrastructure of on-board systems are understood and can be utilised more in the near term to `grow' a user up to the stage of autonomous operation.

Giving the keynote address in the final session of a conference dealing with closely related topics has a disadvantage in that much of what can be said has been said. It also has an advantage, however, because it presents the speaker with the opportunity to integrate and analyse the material presented by the various speakers. I would like to look to the near future in Aust- ralia and the United States of America, to the risks, problem areas, and changes of a rapidly evolving post-industrial era-an era we are begin- ning to experience where industry no longer `calls the tune'. We miners have been quick to point out and emphasize, that ours is a `high-risk' industry in the world of business and commerce. Yet, clearly those who have survived, and been successful, have learned to anticipate and cope with risk and change. This ability has been a distinguishing feature of the industry's leaders who, in market studies and commodity selection, exploration and development, mine planning, metallurgical pro- cessing, and general administration and operation 1. identify areas of risk or inevitable change, 2. analyse, test and quantify those factors of risk or change, and 3. design methods, systems, equipment to elim- inate, moderate, or control or economically compensate for predicted risks or changes.
