Safety legislation has a long history and widespread application, but how can one test its effectiveness? One way is to examine safety statistics. Another way is to compare the legislation with principles of good safety practice. Mine safety legislation contains many features that are widely accepted, and these should be examined critically to determine their importance. Uniform legislation and revision of legislation should be considered. INTRODUCTION

The safety of mine winder systems with regard to overwind, underwind, rope factors of safety, winder brakes and the like is discussed. Many misunderstandings and poten- tially unsafe practices are discussed as well as variations between requirements of various Mines Departments. Various methods to improve safety are suggested and the formation of an industry committee to review present practice and foster development of improved safety and economy is also suggested.

The Income Tax Assessment Act ["the Act"] levies tax on a taxpayer's taxable income. At a time when commerce and life were more simple, the calculation of taxable income had some connection with logic and a taxpayer's capacity to pay. However, as a result of successive governments' different views of equity, their perception of avoidance, their needs for revenue and their changing views on capacity to pay, the rules determining the calculation of taxable income have continually changed to the point that logic is no longer relevant. Taxable income now is simply the product of the application of a complex set of rules.

The long term viability of a mining company is dependent on the success of its capital investments. Due to the specialised nature of the design, engineering and construction of large projects the management is often contracted to an outside organisation. This paper is a review of the phases of the relationship between Client and Contractor. A rationale is developed upon which the selection of a Contractor can be made. Subsequently, the key aspects of the Client/Contractor relationship are reviewed with reference to completing the project on time within budget. The aspects discussed include Contractor management systems, qualifications of key personnel, definition of scope of work, industrial relations, project control and Contractor remuneration.

The Wambo Rail Spur located near Singleton, New South Wales, Australia, runs for 14 km linking the Mt Thorley rail loop and running north-west alongside Jerrys Plain Road to the Wambo Coal Mine at Warkworth. A portion of the project is a 260 m long tunnel located where the rail line passes under Jerrys Plain Road. The tunnel has a low cover and is mostly within highly weathered to fresh laminated siltstone interbedded with coal seams, sandstone and conglomerate. This paper presents the design basis and construction methods used to achieve the 100 year design life of the tunnel required by Wambo Coal while also satisfying settlement and vibration limits imposed on Jerrys Plain Road.

Geology can be the root of evil or a source of bliss; there is a choice; to ignore geology is at a mine's peril.Risk can be minimised and profitability maximised by the application of a detailed understanding of geology, alteration, structure, mineralogy, chemistry, fabric and texture.Geology is dynamic, not static.The impact of geology is pervasive.The integration of ore quality control with grade control is one strategy for improving the utilisation of both the mineable reserves and existing plant and equipment. Grade maintenance is but one constraint on the problem of how best to blend the ore. Other ore characteristics such as mineralogy, hardness for grinding, and pulp fluidity or density for slurry size classification can be included to explore alternative blending Strategies.

During the development of Lorca tunnel project in the South-East of Spain, an in-site study has been done, with the purpose of obtaining the characteristics of the different lithological units through twenty-two parameters for the design of the tunnel excavation and support. In the paper both the different works developed and the different methods and criteria followed in the obtention of the parameters are described. The values of those parameters may be useful in similar cases. Also a summary-table of the parametrical characterization for the use in similar studies is given.

Mount Isa Mines has been mining base metals since 1924. Annual production is currently 185 000 tonnes of crude lead, 207 000 tonnes of anode copper and 361 000 tonnes of zinc concentrate. This is achieved by underground mining of 11.7 million tonnes of ore followed by traditional flotation concentration and smelting operations.

The conversion relationship between the Bond Work Index W1, specific output of mill and the energy efficiency of grinding were developed using dimensional analysis. These relationships were validated and the value of the conversion coefficient ~ was also obtained using a new installed device for measuring grindability of ores. With the new simulating algorithm the mill specifications, output and size distribution of grinding products of industrial mills can be calculated based on laboratory measured results. Seafloor massive sulfide deposits contain bonanza grades of gold, silver, copper and zinc metals. The deposits are often found at depths of one kilometre or more. They are characterised by active chimneys or smokers venting fluids at over 300¦C, with extremely low pH values. Mining of these deposits presents risks for both industry and governments at orders of magnitude higher than terrestrial mining This paper briefly discusses some of the core risks concerning the development of SMS mining including: technical, economic, environmental, legal, social, and research and development. Until and unless these risks are eliminated or minimised, the embryonic deep sea mining industry will remain just that, and these deposits will remain a fascinating, unexploited geological curiosity.
