The need for legislative reform of health and safety legislation has been recognised in New Zealand for about a decade. Previous legislation did not cover all work places, many areas were excluded from coverage, and there were at least 14 different acts and dozens of sets of regulations dealing with various aspects of health and safety.

Granulation of the iron ore blend and the additives is the foremost step in the agglomeration of iron ore fines to achieve a permeable bed during sintering, which is crucial for sinter productivity. This study investigated the granulation of four types of blends to determine the impact of granulation on bed permeability. The blends were granulated in a rotating drum at various moisture contents and their JPU permeability was measured at each moisture content in a permeability pot (diameter 95 mm and height 500 mm) at various flow rates. Several independent experiments were carried out to investigate the changes in permeability when mixtures of different particle size range (-1 mm and +1 mm) were introduced into a packed bed with a larger particle size range (-6.3 mm to +4.0 mm). The results revealed that the addition of particles in the -1 mm size range had a more pronounced negative impact on permeability compared to particles in the +1 mm size range. This can be attributed to the relatively higher energy losses (mainly inertial) associated with the presence of -1 mm particles in the mixture. The findings were used to quantify the granulation process based on the -1 mm particle size fraction in the granulated mix and their utilisation (denoted by UI-1 mm). For achieving optimal permeability in a specific blend, it was found that a UI-1 mm (utility index of -1 mm particle size) ranging from 0.82 to 0.92 was required. However, exceeding a UI-1 mm value of 0.95 resulted in weaker granules prone to deformation and led to decreased bed permeability. The study also showed that the UI-1 mm was highly dependent on the water addition per kg of -1 mm in dry feed and suggested adding ~80 to 110 mL of water per kg of -1 mm in dry feed to attain the best possible permeability. Additionally, the research proposed a mechanism involving the melting of granules at high temperatures and highlighted the influence of -1 mm particles on bed permeability during the sintering process.

Since the early 1900s the geotechnical community has investigated every significant failure of a tailings dam, improved our knowledge of the behaviour of the tailings storage facilities, developed analysis methods, compiled lessons learned, and committed to zero failures. The rate of occurrence of tailings dam failures has reduced since the 1980s, however, failures continue to occur and continue to surprise us. At BHP, we have decided to take an approach to the tailings management that is similar to the approach to safety. We are looking at ways to eliminate, substitute, separate or engineer around the hazard (tailings dam failure). As such, our ultimate long term goal would be to eliminate the need for new tailings facilities. Unfortunately, we have not developed yet technologies for extracting many of the common metals and minerals without producing tailings. Our shorter term goal is to substitute the current conventional slurry tailings facilities with less risky dryer facilities. We are working with vendors and research organizations to develop technologies that can be efficiently applied on a large scale. At the same time, we are committed to using the best available engineering to reduce the risks associated with our existing and new conventional tailings facilities. The best engineering can be achieved by people with the appropriate education, experience, attention to detail, discipline and authority. We have implemented a system of governance to make sure, we have the best engineering applied to all our facilities, considering the specific conditions at each site.This paper presents the current tailings governance process at BHP, and the initiatives that were undertook towards achieving a zero failure goal. Quang Ninh province is the most significant coal producing region in the north of Vietnam. The Nui Beo Coal Company (NBCC) operates open pit mines in Quang Ninh province and the waste overburden produced is dumped as sidehill fill in the Chinh Bac waste dump site. In the past, no special consideration has been given to the environmental impacts during the dumping operations. The mine waste is transported in trucks from the mine site to the dumping site and the loading, hauling and dumping operations are the main sources of dust emission. Rain events, especially during the rainy season, cause the generation of contaminated surface water as well as seepage of water through the dump at a number of locations. The existence of cracks at the top of the dump can pose serious stability problems with heavy rain events leading to failure of slopes which can potentially disturb vast areas of land currently used for agricultural purposes and human settlement. For sustainable development at the Chinh Bac waste dump site in the future, apart from the social and economic considerations to be assessed, there is an absolute necessity for environmental protection measures to be in place both during and after the dumping of the mine waste overburden. Research Association Mining and Environment in Vietnam (RAME) is working to develop and implement concepts for the mitigation of environmental problems emerging from dust, contaminated water and lacking slope stability to ensure successful rehabilitation of the coal mine waste dumps in the north of Vietnam. Within the framework of RAME, the Institute of Mining Engineering I (RWTH Aachen University) is managing and working to develop the stabilisation concepts for the solid mine waste dump in collaboration with the Chair of Geotechnical Engineering (RWTH Aachen University), Brenk Systemplanung and the Vietnamese group of companies VINACOMIN (Vietnam National Coal-Mineral Industries Group). The most economical and environmentally sound operations, as well as locally adaptable environmental protection measures, are essential for the sustainable development of the dumping operations at Chinh Bac dump. This paper describes the dump site and the sustainable development possibilities with an emphasis on the environmental protection and stability problems at the Chinh Bac waste dump.

The coal measures of the South Wales coalfield contain at least 50 horizons at which coal seams are known, to occur. More than 300 samples of coal were collected from these coal measures and this paper outlines thefindings of an investigation of the pattern and distribution of 12 trace elements in South Wales coals. A comparison of trace element contents of the South Wales coals is made with trace element values found elsewhereand an attempt was made to establish the organic affinity of the elements in different seams and in the coalfield 'as a whole. An important function of such an analysis is to determine the order of abundance of trace elements and this was performed for individual seams and for the whole coalfield.The interrelationship of certain elements in some seams is also examined with a view to understanding the effectiveness of such an approach to seam correlation.Ranges of values are quoted together with the mean values of the various elements. Variations of elemental values within a seam section and over the coalfield as a whole are discussed.

The United StatesÆ reporting standard for the mining industry for securities purposes is contained in the Security and Exchange CommissionÆs Industry Guide 7. It defines proven and probable Reserves using its own definitions, and prohibits the disclosure of quantitative estimates, for all mineralisation other than those two Reserve categories (though disclosure of Measured and Indicated Resources as quantitative mineralised material estimates is now informally allowed). Similarly, it restricts disclosure of value estimates to Reserves only, which SEC policy generally requires to be on an historic cost accounting basis. The SEC does not maintain a formal Competent or Qualified Person policy. In March 1999, the US-based Society of Mining, Metallurgy and Exploration (SME) released an update of its 1991 guidelines for definitions to be used in reporting of Mineral Resources, Reserves and Exploration Information, closely abiding by the 1997 CMMI recommendations. However, without SEC recognition, reporting under the SME and CMMI definitions is effectively barred for US companies. The SEC intends to adopt the International Financial Reporting Standards (IFRS) of the International Accounting Standards Board (IASB). This will occur within just a few years, when the convergence project for development of the IFRS has reached a satisfactory point. The US is the largest financial supporter and participator in IASB. The Extractive Industries Standard of the IFRS will likely terminate Industry Guide 7. However, the effect of this international replacement will likely be equally restrictive. This could possibly neutralise the benefit of a CMMI-based global reporting standard. SME, the US society encompassing the widest range of mining industry professionals, does not have a Code of Ethics. It has no mechanism for requiring members to abide by a professional standard. SME is presently looking into possible solutions for this deficiency. US-based professional societies that do have a binding Code of Ethics, generally cater to a single profession, and are not just mining industry related. The American Institute of Professional Geologists (AIPG) and the American Institute of Minerals Appraisers (AIMA) are examples. The SME is considering creating a subsidiary body with an enforceable Code of Ethics. To support a CMMI-based global reporting standard, competent persons will need to work across international borders. A standardised mechanism for qualifying and registering competent persons will be needed. National rules and laws must allow competent persons to easily enter countries to perform their work. State issued licenses are increasingly required for much of the work performed in the US mining industry by engineers, geologists and minerals appraisers (valuers). Such licenses are not required by the SEC for Reserve reporting in the US, may not be required for valuation of mineral properties under certain circumstances, and except for real property valuer licenses, they generally do not have a binding code of conduct. However, state licensing of professionals forms a substantial and increasing barrier to interstate trade in professional services, and can be a prohibitive barrier to professionals from outside the US. Any rationalisation of this confusing patchwork of regulations confronting US minerals industry practitioners will only occur as part of larger, national change, hopefully aimed at compliance with international standards and protocols. The US does not have a valuation standard aimed specifically at the mining industry. The Uniform Standards of Professional Appraisal Practice, the national valuation standards, often must be applied to mineral property valuation, but contains no specific instructions for minerals. The author has campaigned against development of minerals valuation standards proposed by US minerals institutes. Instead he encourages the mining industry worldwide to place its support behind the initiative of the International Valuation Standards Committee (IVSC) to include an extractive industries section in its International Valuation Standards (IVS). This should provide a global set of valuation standards for the mining and petroleum industry within two years. This addition to IVS will provide essential valuation standards reference support for the extractive industries financial reporting standard of the International Accounting Standards Board. The IVS has achieved a high level of acceptance in the developed and lesser developed countries of the world. It provides a comprehensive framework of Generally Accepted Valuation Principles for the valuation profession internationally, for valuation of all property or asset types. IVSC is effectively a sister organisation to IASB. The IASBÆs International Financial Reporting Standards (IFRS), previously known as the International Accounting Standards (IAS), reference and quote IVS in some instructions for determination of fair value. IVSC is a non-governmental organisation (NGO) member of the United Nations and maintains liaison with many important international economic, accounting and financial agencies, such as the OECD, IMF and WTO.

In order to reveal the correlation between the fundamental sintering characteristics of iron ores and their real sintering behaviours, a comprehensive evaluation index is proposed based on the measurement of four high temperature indexes, ie assimilation temperature, liquid phase bonding strength, liquid fluidity and calcium ferrite formation percentage, and the sintering pot tests of single ore fines and their blends. The results show that both the lowest assimilation temperature and liquid fluidity of ore blends appear to be the linear superposition of those of single iron ores except for the liquid phase bonding strength and calcium ferrite formation percentage. Furthermore, the tumble index of the sinter product obtained from blended iron ores also corresponds to a linear superposition of that of single ores, but not for the solid fuel rate and productivity. The comprehensive strength index YT exhibits a credible linear positive correlation with the four high temperature reactivity indexes, whereas the comprehensive productivity index YP possesses a lower correlation with the four high temperature reactivity indexes. The comprehensive strength index YT developed can predict the tumble index of the sinter product quite well, but the comprehensive productivity index YP cannot be used to evaluate the productivity effectively.CITATION:Zhu, D Q, Xue, Y X, Pan, J and Shi, B J, 2017. Large mining operations require a high percentage of the capital invested in mobile and fixed mining machinery. From an investment point of view this expenditure must be met by an equally high rate of return, thus the need for high plant and equipment reliability is of major importance. Equipment downtime is undesirable and very costly, resulting in lost production and revenue, which is of critical importance to successful mining operations. One of the solutions to this problem may be found in the form of competent computerised maintenance management software systems, which help to reduce the problem of breakdowns. These software assist the engineers for the management of service orders, resource allocation, progress monitoring as well as costing. They also facilitate the communication of targets and objectives among the service personnel. A computerised maintenance management software called MAINPAC was used to record and plan the activities of mobile equipment maintenance in a large mining operation in Western Australia. Among the details recorded were equipment data, service history, machine downtimes, previous maintenance, job planning and the resource required. This information further helped to analyse the maintenance efficiency, availability and the reliability of the equipment.

The composition and volume of geothermal fluids in New Zealand offers considerable potential for the extraction of various metals and minerals, as well as being a source of heat energy, steam and gases, and for use in generating electricity. While extracting products from geothermal fluids is technically feasible, positive economics is the key driver for commercial success; however, there is no assessment of this opportunity that identifies simple, cost-effective processing technologies and provides a greater understanding of the economic viability and barriers for implementing such technologies.  Broken Hills is an adularia-sericite epithermal Au-Ag deposit, hosted in flow-banded rhyolites and overlying rhyolitic pyroclastic rocks in the eastern Hauraki Goldfield. The 7.1 Ma deposit was the largest producer of gold in the eastern Hauraki Goldfield, and was one of very few economic deposits hosted in Pliocene rhyolites. This paper presents the results of a recent study in the upper levels of the deposit. Maps and cross-sections constrain structural and lithological relationships, and the lateral and vertical extent of a breccia pipe û the major feature of the upper levels.   Previous studies in the upper levels of Broken Hills have shown that gold and silver values are concentrated around and within a large breccia pipe, mined by a series of æcaveÆ stopes and in veins. Contour diagrams of Au-Ag data from channel samples indicate that the breccia pipe was a major fluid channel-way for mineralising solutions.   The breccia pipe deposits are part of the dynamic geothermal system that formed the Broken Hills ore bodies; they developed as a result of hydrothermal brecciation in areas of structural weakness within a rhyolite pyroclastic unit that overlies a massive rhyolite lava-flow unit. The main breccia pipe begins near the rhyolite/pyroclastic contact, having the shape of an inverted, inclined cone, and consists of silicified breccia, stringers of quartz, and irregular patches of clay-altered country rock. Smaller zones or pockets of hydrothermal eruption breccia are silicified and contain low grade gold in the matrix and in the adjacent silicified wall rocks.   Quartz has been classified according to its physical characteristics as seen in situ and hand specimens indicate that vein definition decreases upwards, perhaps as a result of changing lithological conditions and/or increasing proximity to the paleosurface. Hydrothermal quartz is widespread as veins and as a replacement mineral, or lining fractures and cavities and overgrowing rock fragments. Breccias contain vein quartz, but some quartz veins cross-cut breccias, indicating that vein and breccia formation was relatively synchronous and overlapped in time.   Disseminated gold-silver mineralisation is associated with vein quartz and silicic alteration of the wall rock within the breccia pipe. The auriferous zones are highly irregular and erratic, and sampling results show a wide range of gold-silver ratios, suggesting that highly volatile physiochemical conditions prevailed during mineralisation.

Western Australia (WA), alongside Brazil, has remained at the forefront of the global seaborne traded iron ore market for over 40 years. Despite this apparent stability and strong market position, WA continues to face strong external international supply-side competition, mainly from Brazil, but also periodically from often marginal, non-traditional sources of iron ore. Additionally, WA iron ore supply has undergone significant decadal change internally, both of an evolutionary (brownfields expansion) and revolutionary nature (major new greenfields projects). Since 2006, a new generation of WA-focused iron ore explorers, developers and producers have emerged.The majors, BHP Billiton and Rio Tinto, have expanded mine production to record levels and the Roy Hill project is now approaching nameplate capacity. Fortescue Metals Group (FMG) is, however, the largest new market entrant of the last decade, delivering upon their vision of becoming the ‘new force in iron ore’. Unlike most of the other new WA market entrants, FMG’s operations are substantive. Most of the other smaller, new WA iron ore miners have struggled during the period of falling prices, though it is worth noting that collectively they have made a material supply-side impact during the price boom – typical of marginal supply. Finally there have been some contributions from new magnetite projects, however, the delivery and economics of these projects have not met expectations.In this paper, we touch briefly upon the key global market changes of the last decade, namely China-driven demand growth and the changes to the pricing mechanisms for iron ores – before reviewing the rise in WA iron ore supply in response to these markets. We finish by focusing on the most significant WA-focused supply-side development of the last decade, the rise of FMG as a major new supplier and the strategic situation that facilitated its rise. The unprecedented China-led rise in iron ore prices felled many traditional barriers to market entry into an oligopolistic industry, allowing many new market entrants (in WA and around the world). However, the downturn in iron ore prices resurrected these barriers to entry, with only FMG (thus far) breaking the entry barrier with significant scale. Difficult corporate decisions have been forced upon the smaller WA iron ore miners who, in some cases, will now struggle to further expand, or indeed continue to operate in the longer run.The changes that have taken place over the last decade of WA iron ore production hold insights for other emergent mineral commodity exports from the state. Successful market entry, even when industry barriers are high, does not always require an immediate low-cost production assumption alongside a strong balance sheet. FMG could see a new market, within an established commodity market, target an appropriate and new product at it, overcome temporarily-felled barriers to entry in infrastructure and finance, then innovate and aggressively cut costs ensuring it was behind the barriers to entry when they rose again after the price boom.CITATION:Barrere, L, Trench, A, Sykes, J P and Davies, R S, 2017. Interest in industrial minerals in recent years has increased to such an extent that it has taken them into the mainstream of the Australian mineral industry. Notwithstanding that time series data on the values of production, exports, and imports show that industrial minerals are overshadowed by metals and energy minerals, their contribution to the national economy is important and more significant than would seem to be indicated by the statistics. Whereas the ex mine value of metals generally includes some processing (at least to a concentrate stage), most industrial minerals are valued at little more than their extraction cost, in addition to which such costs are generally low because most industrial minerals are exploited in low-cost surface operations. Consequently, values of mine production of metals and industrial minerals are not strictly comparable in that values of mine production of metals tend to be overstated Short term growth of the industrial minerals sector is assured because of several new projects already commissioned but not yet reflected in the statistics. Longer term growth is also assured, based on various other major projects that are likely to come on stream in the early to mid 1990s.

The principles of geometry and trigonometry are so continuously used by mining engineers for the purpose of accurately and intelligibly recording their measurements, that the writer is prompted to lay the following cursory remarks upon mine surveying before the members of this Institution in the hope of eliciting a free interchange of opinion upon details of this interesting branch of the profession. He proposes to deal with surveying only so far as it concerns the mining engineer, not to intrude upon the domain of the professional surveyor, and, in this instance, to discuss more especially that which may be termed the mechanical, rather than the mathematical side of surveying.In the latter part of the eighteenth century and the beginning of the present one, the usual underground surveying equipment in the English metalliferous mines, consisted of a magnetic needle in a fiat square wooden box of about 9-inch sides, a two-foot rule, a long cord, aud a stool, upon which to place the needle and box. The operator took his bearing by sending his assistant with the end of the cord as far in a straight line as the length of the cord would admit.On its being drawn that he held its end in one hand and placed the side of the compass-box against it with the other, and noted the bearing thus found either by a book entry, or by ticking it off with a piece of chalk on the board the compass lay in. He then measured the cord with a two-foot rule. It is needles to say that with these appliances the accuracy of the results were open to question, and mining surveying was not unduly popular.In the present day, engineers have the advantage of using instruments brought to such a state of perfection, and of employing such an exact system of underground surveying, that inaccurate work must usually be attributed either to lack of care, or lack of ability in the operator.

The Northland region of New Zealand has a complex geological history which has long been the subject of considerable controversy. Small mineral deposits have been discovered in the past, and some have been mined. Except for aggregates and very high quality china clay, mining is virtually nonexistent at present. Mercury mining is proposed from small deposits in the Kaeo area. Intensive exploration for epithermal precious metals deposits in the past seven years, combined with some recent geological mapping undertaken by the Geological Survey and University thesis students has added greatly to an understanding of Northland's geology. Mapping of the Whangaroa-Kaikohe map sheet at a scale of 1:100 000 by Brown and Laurenson Limited has enabled new geological information to be collated for the first time since 1961, when the last geological map was published. The 'Northland Allochthon' is now observed to be a series of four or more thrust sheets each containing predictable formations. High angle faulting contemporaneous with overthrusting has modified the thrust sheets, and established a series of horsts and grabens. The Pirau Fault is considered to be a major earth fracture.

Factors leading to the decision to use Joy Continuous Miners for pillar extraction in the Burwood Colliery are outlined. A detailed description is given of the Joy 1-CM-2 Continuous Miner, including the power supply to the machine, and the method of cutting coalfrom a face. Modifications found necessary in practice are dealt with.The Joy 10 S.C. shuttle car used in conjunction with the Miner, and alterations made to this unit, are then described, together with Ancillary units for the whole installation such as transformers, motor generator set, air compressor,_ cables for power supply and water supply for dust suppression.Special arrangements were necessary to transport the Miner and Shuttle Cars through the tunnel to the Victoria Tunnel seam, and the method of overcoming the transport difficulties is discussed. Manning of the Continuous Miner unit, and final preparation andsubsequent working of the pillars is outlined. Special attention must be given to maintenance of the machines.It is concluded that the combination of Joy Continuous Miner and Shuttle Car is an excellent method for removing pillars in the Burwood Colliery.INTRODUCTIONThis paper deals with the Burwood Colliery in the RH.P. Group in which some units are engaged in the mechanical extraction of pillars with Joy Continuous Miners.In 1941, an amendment to the Coal Mines Regulation Act of N.S.W. forbade the extraction of pillars by mechanical means unless with the express permission of the Minister for Mines. As this permission was not forthcoming, no mechanical extraction of pillars took place in Australia until 1954 As it was doubtful during most of this period whether mechanical extraction would ever come about, coal generally was won with a view to maximum extraction in the first workings, thus giving rise to centre gannon bord panels and 45° angle cut throughs as shown in Fig. 1.

Samples weighing 0·5 g are decomposed with hydrofluoric and other acids. Most elements are extracted ftom the acid, aqueous solution by Alamine 336 (tricaprylyl tertiary amine) and thorium is determined in an aliquot taken from the aqueous phase by means of its reaction with arsenazo III. Concentrations down to 4 p.p,m. may be determined at a rate of 100 samples per man-day of 8 hr.

Of the optimization techniques proposed in determining the optimum open pit limits, dynamic programming and graph theory have proved most successful. However, publications on these two methods lack a certain amount of rigour and clarity in exposition. Certain ideas in the methods have been clarified and additional features introduced in order to make them more sensitive to practical applications. A case study in the form of an application of these ideas on data from a producing mine is presented and discussed.
