Nautilus Minerals Inc is a sea floor resource exploration and development company focused on developing the Solwara 1 Project, a copper-gold sea floor massive sulfide deposit in the territorial waters of Papua New Guinea, for which it holds a mining lease and associated environment permit.Economies depend upon four key types of capital: built, natural, financial and human. Natural capital consists of the ‘minerals, energy, plants, animals, ecosystems (climatic processes, nutrient cycles and other natural structures and systems) found on Earth that provide a flow of natural goods and services’ (Daly and Farley, 2004). Many ecosystem goods such as fish, fruit and water are already valued and sold in markets; however, some ecosystem services are not amenable to markets and have remained unvalued in traditional accounting methods, even though they provide significant value (such as flood protection, climate stability etc; Batker and Schmidt, 2015).There are now economic methods available to quantify and value natural capital and many non-market ecosystem services. When valued in dollars, these services can be incorporated into a number of economic tools, including benefit-cost analysis, accounting, environmental impact statements, asset management plans and rate of return on investment calculations. Their inclusion ultimately strengthens decision-making. When natural capital assets and ecosystem services are not considered in economic analysis, they are effectively valued at zero. This omission can lead to poor decisions, inefficient capital investments, higher incurred costs and losses due to unexpected events (Batker and Schmidt, 2015).In 2015 Earth Economics was commissioned by Nautilus Minerals Inc to conduct an independent, objective environmental and social benchmarking analysis of the proposed deep seabed Solwara 1 mine with terrestrial copper mines (referred to as ‘the report’). The report represents the first ever natural capital accounting and ecosystem goods and services framework for seabed mining.The report compares the proposed Solwara 1 mine with three terrestrial mines: Bingham Canyon (Utah, USA), Prominent Hill (South Australia, Australia), and Intag (a proposed mine in Intag Province, Ecuador), and provides a natural capital accounting assessment for all four operations.CITATION:Grogan, R, 2016. In contrast to the '50s and '60s, the period of the '80s and '90s seems likely to have low growth in demand but much greater levels of technological change. In such a climate there will be pressure on costs, productivity will continue to rise and competitiveness will be closely associated with maintenance of the most effective technology. The penalties for inappropriate investments, whether short sighted or mistakenly based on a particular view of the future, will be greatly enhanced. Accordingly, there will be a need for significantly improved anticipation of technical change and thus for better planning. Study of the funding and direction of the world's R&D effort can provide a useful input to the planning processes within industries and individual firms. Such a study also suggests some insights into the characteristics of those countries which have achieved substantial growth and high standards of living over the past two decades. These characteristics may offer significant reminders for our own development. The particular implications for the Australian minerals industry include the need for direction that is sensitive to changing market requirements and customer practice. This is not simply "more of the same." In particular it appears essential for both basic and applied R&D to provide a sound basis for the purchase and ongoing development of the new technology required to achieve international Competitiveness.

This paper examines some of the important aspects of mineral taxation policies and practices, with reference to the mining tax regimes of selected Pacific Rim countries (see Tables 1 and 2). The following subjects are addressed:what is æmineral taxationÆ?, basis for mineral taxation, types of mineral taxes, objectives of the mineral taxation regime, best practices, and mineral royalties. Many countries, in some cases with the encouragement and assistance of international funding agencies, are actively assessing the international competitiveness of their mining tax regimes with a view to attracting investment. However, these countries recognise that the mining tax regime is not the only consideration that is taken into account by prospective investors. The countryÆs geological prospectivity, physical infrastructure, labour force, political risk, and regulatory system are also important factors in the investment decision making process. Although it is probably true that an attractive mining tax regime will not necessarily attract mineral investment, there is a real possibility that an unattractive regime can drive away investment. For example, Hugo Dummett, general manager for discovery at BHP, hinted recently that BHP could cease exploration in Russia in the absence of positive tax changes. Dummett is reported as saying that if taxes æend up being as onerous as they are now, we really have to rethink why we are hereÆ (Mining Journal, London, November 27, 1998).

The iron ore mining operations carried out by Goldsworthy Mining Limited at Golds- worthy, Shay Gap and Sunrise Hill, in the Pilbara region of the North-West of Western Australia, are unusual insofar as the ore reserves occur in a number of widely separated and relatively small deposits, requiring deep mining below the water table, and even below sea level at the Goldsworthy pit. This paper has been prepared to describe some of the problems associated with these deep open cut mines, and the technology employed to overcome them, in order to provide an efficient and economical operation. The problems discussed are: 1. Development of the Dewatering System for the Goldsworthy Mine. 2. The Stability of Pit Slopes at the Goldsworthy and Shay Gap Mines. 3. Development of Diesel Electric Trucks for Lonq Uphill Hauls.

Valuation exercises need, however, to be seen in the broader context of a thorough business appraisal, one that incorporates all disciplines employed in the resources industry. Fine tuning a discount rate or determining a particular capital structure is likely to be less important to valuation than an adequate understanding of industry dynamics and a company's likely performance in future years.

In all electrolytic zinc plants cadmium is removed as an impurity prior to the zinc electrowinning stage of the process. Cadmium metal is the favoured form of this by-product and most plants use an electrolytic route for its production. The formation of dendrites in cadmium electrowinning processes is the major limitation to deposition rates. There is an economic incentive, therefore, to better understand the factors affecting their growth. A technique that has been used by others to examine fundamental aspects of dendrite growth has been applied to industrial strength electrolytes. It involves potentiostatic deposition in a cell containing the electrolyte of interest. The variation in the current with time at a given overpotential allows the determination of the dendritic growth induction time. A method was developed (the Locus method) from the investigation of a set of such potentiostatic curves, obtained over a range of applied overpotentials, that appears to give a measure of electrolyte quality with respect to dendritic growth in galvanostatic deposition. The Locus technique predicts that zinc at industrial concentrations in cadmium electrolytes should have a significant effect on morphology and that deterioration of morphology will occur as the zinc concentration in the electrolyte is increased. This effect is consistent with literature prediction and was shown to relate to a reduction of the diffusion limiting current density. Magnafloc R333 is used as an additive at Pasminco Metals-EZ to control the morphology of cadmium deposits and the Locus method was successful in predicting its dendrite inhibiting properties. A possible mechanism is discussed. This work has opened avenues for future research with respect to a technique that may have an industrial application in electrolyte characterisation and has pointed to a direction in which better understanding of galvanostatic dendritic growth may be found.

Gold dissolution can be achieved with a number of complexing ligands, all with varying degrees of stability. Processes based on the use of halogens have been known for many years. Beside providing the necessary complex- ing role, the halogens under the appropriate conditions are very effective oxidants for gold. Of the halogens, the gold iodide complexes are the most stable in aqueous solution. Iodine can establish the desired oxidation poten- tial for oxidizing gold, and unlike chlorine and bromine, the oxidizing potential of iodine is mild enough to avoid the oxidation of impurity constituents like metal sulfides. A series of experiments to investigate the fundamental electrochemistry of gold in different halide solutions was performed. Cyclic voltammograms of gold in the presence of 10-2 M chloride, bromide and iodide, respectively show that for a given potential the rate of oxidation is much faster in iodide solution than in either chloride or bromide. An overlay of linear sweep voltammograms for the anodic oxidation of gold in iodide and the cathodic reduction of iodine species on gold provides an effective method for examining the dissolution of gold in iodideftodine solution. The dissolution rates obtained from both electrochemical and actual leaching results are compared. Optimum leaching conditions are analyzed in terms of the iodide/iodine concentrations. Conceptual processes for the recovery of gold and iodide and the regeneration of iodine are discussed.

The Mt Lyell Mine at Queenstown, Tasmania was re-opened in 1995 by Copper Mines of Tasmania Pty Ltd, a wholly owned subsidiary of Mt Lyell Mining Co Ltd. The re-opening followed over 100 years of copper and gold mining at Mt Lyell. Major changes in practice were implemented across the site. Preventing further damage to an already disturbed environment was a major priority. Sublevel caving, at a lower cut-off grade, replaced open stoping for the deep underground mining. Development and later stoping are handled by a contractor, National Mine Management Pty Ltd, in the largest underground contract awarded at the time. Large scale sublevel caving was new to Mt Lyell and not widely practised in Australia, requiring studies and systematic development of the method, particularly in drilling and blasting. Rehabilitation and upgrading of mine infrastructure have been and will continue to be a challenge. The mine has, since 1995, returned to being a stable producer with potential for growth.

A metallurgical evaluation of the Argyle Kimberlite No. 1 (AKl) orebody has been carried out using a 40 tonnes per hour pilot plant. Pilot plant results, together with laboratory investigations provided a basis for the determination of process design criteria for a major treatment plant. Various sampling programmes were carried out to determine specific aspects in the evaluation of diamond liberation. Treatment parameters such as the top crush size, recrush size and the bottom cut-off size were investigated. A description of the pilot plant is given together with the design criteria for a 3 million tonne per annum treatment plant

As open pit mining of a deposit deepens, the cost of extraction may increase up to a threshold where transitioning to mining through underground methods is more profitable. This paper provides an approach to identifying an optimal depth at which a mine should transition from open pit to underground mining. The value of a set of candidate transition depths is investigated by optimising the production schedules for each depth’s unique open pit and underground operations. By considering the sum of the open pit and underground mining portions’ value along with the cost of transitioning corresponding to each candidate transition depth, the optimal transition depth can be identified. The optimisation model presented is based on a stochastic integer program that integrates geological uncertainty. As an input, the stochastic integer program utilises a set of several stochastic simulations that represent equally probable scenarios of the mineral resource. This group of simulations describes the uncertainty in the deposit, while the optimiser aims to maximise value based on discounted profits of both the open pit and underground components of the deposit.CITATION:MacNeil, J and Dimitrakopoulos, R, 2014. The torsion test is considered as the best test used when the part is subjected to static or dynamic torque. Many published papers have investigated the torsion of non-heat treated metals. However, very few published papers dealt with the torsion behaviour of heat treated metals. The aim of this work was to study the effect of heat treatment on the torsion behaviour of steel alloy (AISI 01), which can be used for manufacturing small and medium drills, taps and reamers. The diameter of specimens used was 15 mm. The metal used was heat treated under different conditions, then torsionally tested. The results of torsion test were divided into two groups: results obtained during elastic limit from which the shear stress, shear strain and modulus of rigidity were calculated, while from the results obtained during plastic limit the plastic depth was calculated by applying derived equation when the angle of twist was more than yield value. The results obtained indicated that the value of hardness alone is not sufficient to establish heat treatment conditions. Rather, it was found that the determination of plastic depth together with hardness can help in the establishing of the optimum condition which was hardening temperature of 820¦C, hardening time 20 minutes and tempering temperature 220¦C. This condition produces hardness of 60 HRc and plastic depth of 2.5 mm.

Titanium (ilmenite) concentrate was extracted from a New Zealandilmeno-magnetite deposit. Tailings from the existing processing line at the Waikato North Head ironsand concentration plant were used as a raw material feed. The titanium bearing mineral extracted was defined as intergrowths of ilmenite and hematite in the size range below 150 um. The Owen-Honda equation was used to determine the conditions forilmenite/hematite magnetic separation. Three distinct regions of magnetic field strength for the mineral separation have been defined. Theoretical estimates from this calculation have been confirmed experimentally. Ilmenite concentrate was obtained using medium field magnetic andelectrostatic separation. The final material contains 40.6 - 42 per cent TiO2 and 39.1 - 39.8 per cent Fe (total). The actual yield from extraction was about seven per cent of the Zircon, leucoxene and monazite were found as byproducts of thetitanium concentration process. Preliminary experiments have shown the viability of industrial zircon benefication.

In 1953, Dr. N. H. Fisher of the Bureau of Mineral Resources, acting on behalf of the Society of Economic Geologists, which is considering the sponsoring of a uniform system of nomenclature for ore reserves, enquired from the Australasian Institute of Mining and Metallurgy whether it had ever considered this subject and particularly whether it had ever set up any standard definitions or specifications with regard to ore reserves.As this had not been done, but was thought to be desirable, the Council of the Institute appointed a Committee consisting of H. H. Dunkin, Associate, Professor of Mining Engineering, University of Melbourne (Convenor), E. A. Rudd, Professor of Economic Geology, University of Adelaide, I. N. Campbell, Chief Geologist of Western Mining Corporation; and the writer to consider and report on this supject.In December 1953, the Committee submitted its first report to the council and this report (reproduced here as an Appendix) was widely circulated among member companies, and engineers, with an invitation to comment on the proposal. A large number of, replies was received and studied.After studying the replies the Committee issued a second report in part as follows:-From these replies we have learned that the suggestions made in the first teport of the Committee are unacceptable to most of those interested, on one or all, of the following grounds;-(a) number of categories,(b) definition of categories;(c) nomenclature.

Jointed rock mass is often encountered in rock engineering and its stability has always been a major concern in underground engineering. To analyze the stress characteristics and their variations in jointed rocks, in this study, a new concept of sub-instability stage before rock failure is defined, and a new experimental method is used to investigate interaction between defects and intact rock of the jointed rock mass during the subinstability stage., Firstly, external characteristics of stress and failure mode of the whole jointed rock are investigated systematically by conducting uniaxial compression tests on red sandstone samples with a set of preexisting open flaws of different sizes, and the interactive damage of intact parts and defects in the subinstability stage was further studied. Secondly, rock-like material samples made of bonded plaster blocks were tested and internal data from stress sensor between the strong and weak segments were collected. The transforming processes from independent activity of the individual segment to overall interactive movement of jointed rock before the unstable failure were analysed. The test results indicated that the subinstability stage marked the beginning of interactive failure between the intact rock and defects. In the early subinstability stage, the relatively intact parts bore most of the load in a jointed rock mass, and the defects were damaged firstly which caused high strain around it. The areas of high strain increase rapidly, extending and migrating, causing damage to the intact parts. In the later sub-instability stage, the interaction effect reached its maximum, and a large number of cracks appeared in the intact rock and they propagated and coalesced. Intact parts experienced rapid failure and then the jointed rock failed. The experimental method used in this paper to identify the sub-instability stage could be used to identify failure precursors of jointed rock masses and to develop technology for disaster prevention in rock engineering. Blue Mountain Minerals is a large supplier of calcium carbonate products used by various manufacturers as a major raw material. Very small amounts of free carbon in the rock can have a huge impact in carbon-sensitive applications. The marble in the deposit at Blue Mountain Minerals contains variable amounts of free carbon in the form of trace amounts of the mineral graphite.To make quality improvements, variography was used to measure the impact of non-ideal sampling practices at the Blue Mountain Minerals operations in Columbia, California in the United States. A major investment in correct sampling systems and sampling protocols was implemented over a one-year period. Subsequent variography was used to measure the improvement on the predictability of the graphite content in marble produced by the quarry and as it is processed as an acceptable raw material for extremely carbon-sensitive applications. The improvements of the sampling protocols, control of long-range changes and better knowledge of process cycles are easily noticeable on variograms when they happen to exist. Mineral deposits of the central New Guinea region (Gunung Bijih, Ok Tedi, Mount Kare, Porgera, Frieda River) and of southeastern New Guinea (Wau-Edie Creek, Wafi, Hamata, Hidden Valley, Tolukuma, Misima) are associated with hot, forceful intrusions of magma of mantle origin that penetrated thick Precambrian and Palaeozoic continental crust. The interaction of high- temperature melt with continental crust, and the differentiation of melt while in transit through thick crust, may be factors in generating ore. Mineralised intrusives in central New Guinea are a result of Neogene- Quaternary magmatism and were emplaced in a foreland thrust belt environment, a setting similar to the (mineralised) Laramide intrusions of southwestern USA. In both cases, central New Guinea and the Laramide, magmatism is not obviously subduction- related. Mineralised intrusives in south- eastern New Guinea (Wau-Edie Creek, etc.), also, are in a thrust belt setting, and are not obviously subduction-related. The association of. gold in southeastern New Guinea with a second (Pliocene) phase of igneous activity, rather than with earlier (Miocene) activity suggests that re-working by successive intrusions may be a factor in localising ore. This is seen, also, in the Bismarck-Solomon islands region where the richer deposits are associated with later (Pliocene) intrusives rather than with earlier (Eocene-Oligocene) intrusives. Unlike the mainland mineral deposits, those of the Bismarck-Solomon islands are clearly subduction-related.
