All development proposals have to run the gauntlet of the approvals process. Major resource projects are generally subject to particularly intense scrutiny. The key element in the approvals process is that it is about making decisions that take into account the benefits or otherwise to society as a whole - the interests of any one group do not take precedence. Most groups tend to see their relatively narrow interests as representing those of the broader society. Each group develops their arguments for or against a project in isolation, and then presents these to an arbiter in an adversarial situation. From this mire of argument and counter-argument it is often difficult to discern just what the real benefits of a project are, and opportunities for agreement and constructive modification of proposals to meet real concerns are often missed. The contention made in this paper is that the inevitable differences between these various viewpoints should be harnessed to help the proponent to come up with a proposal that is clearly of overall benefit to society and which gains approval. It is better to accept that no one group has a monopoly on wisdom in this area and to engender an environment of creative tension in which the pros and cons can be broadly considered and good planning and design used to produce a proposal that has a high chance of success. There are a variety of ways in which this approach can be implemented. Some of these options will be discussed in terms of their likely applicability to energy projects and their potential for success.

A large number of techniques are in use today to limit membrane fouling, among them certainly is air bubbling (which constitutes the transport medium in flotation) as applied in wastewater treatment; meanwhile, dispersed-air flotation is suitable as a pretreatment stage for microfiltration. The invented and investigated hybrid cell combines the advantages of both flotation and membrane separation, while overcoming their limitations, producing clean water from industrial wastewater. Metals recovery from dilute aqueous solutions is a promising application of this innovative hybrid process of flotation and microfiltration, further to solid/liquid separation. In this study, ceramic flat-sheet membrane modules were inserted inside a typical flotation cell in the laboratory tests, using multichannel geometry, combining flotation with microfiltration by submerged membranes; the latter requiring periodic backflushing. The specific objective was to apply this process for the efficient separation of effluents containing metal cations (here, zinc). The main examined parameters were: the initial metal concentration, flotation surfactant applied and air flowrate. The successful contribution of precipitate flotation was highlighted, while the observed metal removals were of the order of ~100 per cent.

The Institute of Geological and Nuclear Sciences' Mineral Resources Programme is currently carrying out research under two major projects:   HAREM (Hauraki Andesite Rhyolite Epithennal Mineralisation) The Hauraki Goldfield lies within a belt of andesite-dacite-rhyolite volcanics of Miocene Pliocene age which is underlain by a basement of Mesozoic greywacke. It contains some 50 separate epithermal gold deposits and is a world-class gold and silver producer. The HAREM project is aimed at improving models of the epithermal gold mineralisation, and to better understand the processes and controls of origin, transport and deposition of the gold.   MARGO - (Marlborough Gold) The MARGO project is aimed at determining the geological factors that controlled the formation of the Mesozoic mesothermal gold-antimony-tungsten deposits in the Marlborough Schist belt. Following reconnaissance work on 12 deposits, our current work is concentrated on deposits in the Wakamarina valley.

Variations in delay timing can have a marked influence on blasting effectiveness and, hence, on total production costs. In single-row bench blasts, delay firing is invariably more effective than simultaneous initiation. In single-row delayed blasts, there is an optimum inter-hole delay above and below which inferior blasting results are obtained. This optimum delay is equal to the time required for each charge to just effectively detach its quota of the burden. The inter-hole delay should seldom be less than 4 ms.m-l of burden.In multi-row blasts in which holes in a given effective row are fired on the same delay, the entire burden on any effective row should be detached from the rock mass just before charges in the next effeotive row detonate. Delays shorter than this give inferior blasting results and an increased likelihood of environmental and slope stability problems. If the inter-row delay is too long, cut-offs can occur, especially where the delay unit is located outside the blasthole. For a surface delay system, the optimum inter-row delay usually varies between 4 ms.m-l and 8 ms.m-l of effective burden. The number of rows that can be fired effectively with surface delay systems (in a single blast) is limited by the threat of cut-offs. Greater interrow delays and a larger number of rows per blast can be fired to advantage with down-the-hole delay systems.There are practical limits to the timing accuracy of all available delay systems. The existence of delay time variability should be recognized and duly considered in the design of blasts.The relationship between delay timing and blasting vibrations is not discussed.

Mining education in Australia has undergone another cyclical downturn over the past five years and several departments have been discontinued while others are still teetering on the brink of destruction. During this downturn Curtin UniversityÆs WA School of Mines (WASM) has managed to stay alive and well, but this has not been by accident. This paper outlines some of the strategies and experiences that have kept WASM in a strong position and offers hope to other departments and schools elsewhere that are still experiencing difficulty. This paper is also directed at all mining departments and schools that are certainly going to see it all happen again after the next mining boom turns to bust.

Pit lakes may form when open cut mining leaves a pit void that then fills with ground and surface waters. This often replaces terrestrial ecosystems that existed prior to mining with an aquatic ecosystem, affording an opportunity to improve regional aquatic biodiversity values through targeted aquatic restoration (McCullough and van Etten, 2011). Restoration theory provides guidance when restoring disturbed systems towards landscapes that are of regional value and relevance. But how do we identify a restoration target for a novel aquatic habitat that only exists in the new post-mining landscape? This paper presents a process of first identifying and then surveying local representative aquatic systems, to provide a direction for pit lake restoration efforts and achievement criteria for pit lake relinquishment, using a case study from a sand mining operation amongst wetlands in south-western Australia.The company mines silica sands following mechanical removal of topsoil and then extraction of the ore from below the watertable by dredging. Assessment of wetland and riparian vegetation was achieved through the establishment and measurement of temporary monitoring transects across five natural wetlands in the Kemerton area. Several more regional wetlands were also visited and observations made to supplement and validate these data.Distinct vegetation zonation was found across each wetland, although typically wetland basins were unvegetated or filled with younger woody plants with patchy distributions. Fringing riparian vegetation consisted of few species (commonly the paperbark Melaleuca rhaphiophylla and the sedge Lepidosperma longitudinale), but community composition and structure were variable between wetlands. The pattern of vegetation seen across natural wetlands was best explained by topography and soil chemistry, with low lying wetland areas more likely to experience regular flooding and accumulate organic matter and nutrients.In conclusion, where they are available, regional natural waterbodies may constitute the best valid restoration goal. Nevertheless, the goal may need to consist of a range of closure design opportunities, rather than a single target.

Water is the main medium for removing impurities from iron ore during wet processing to achieve a higher quality product. However, there is a substantial increase in freshwater consumption due to an increase in demand from the following two factors: in the past 55 years the world population has doubled from 3 to 7.5 billion and crude steel production has increased five times from approximately 350 to 1662 Mt/a (IISI, 2008). Furthermore, social development in developing countries exacerbates water consumption making freshwater an increasingly valuable resource with an average distribution of 70 per cent for agriculture, 20 per cent for industry and only ten per cent for domestic consumption (Hourtolle, 2005; OECD, 2009). Rapidly changing regulations over the access and preservation of water across the world indicates the growing importance of this issue, so the mining industry must adapt to this continual change and must be committed to increasing the efficiency of water usage.Tailings dams receive most of the water used by the process plant. In arid regions where evaporation is high and availability of water low or non-existent, technical solutions other than the conventional tailings dam, such as thickened and/or filtered tailings, exist to optimise the recovery of water and reduce the need for external water consumption. However, these solutions present additional challenges, such as energy consumption and transportation from the process plant to the ultimate storage area.This paper considers a range of alternatives covering thickening and filtering, transportation and storage, water return, closure and rehabilitation. Mining projects in the future will be more affected by the rising cost in water and tighter regulations in accessing water and energy. Good tailings management can contribute significantly to reducing the dependence on these two key commodities (water and electricity), improving the resilience of iron ore projects especially in arid regions and areas with high competition for water.CITATION:Vuillier, C and A Roshdieh, A, 2017. Conveyor belt haulage offers the advan tages of continuity of operation, minimum labour requirements, and the ability to handle large volumes of material over extended periods. However, breakdown of critical con- veyors in the system can cause undue and substantial losses in production output at the working faces, unless adequate surge bin capacity is incorporated in the haulage system. A conveyor belt simulation programme, code name 'Beltsim' was developed by Bucklen et al (1968) at the Virginia Polytechnic Institute in the U.S.A. and provides a quantitative measure of the performance of a conveyor belt network design. A limitation still exists with the computer programme and involves the inability of the programme to predict the necessary surge bin capacity to overcome conveyor belt downtime. The computer programme was modified to overcome this limitation, to simulate a con- veyor belt breakdown, and to provide a quantitative prediction of the surge bin capacity necessary to permit a modern mining system to operate effectively and continuously.

After many years of studying the rock mass gravitational flow phenomenon, it is well known that moisture conditions may change the mechanical properties of the caved and broken material, causing different problems at drawpoints. One specific problem, perhaps one of the most unpredictable and uncontrollable, is that of mudflows (also known as mud rushes). The aim of this paper is to show how to establish optimal extraction rates at a drawpoint in order to avoid the closure of that drawpoint due to the high risk associated with having high-technology automated loaders working in the production level of panel cave and block cave mines prone to mud flow events. This optimisation should take into consideration critical restrictions related to mine planning, such as the need to reach the planned production. It is also important to consider the correct design of surface (in the subsidence zone) and underground drainage systems to prevent groundwater or rainwater entering muck piles, filled stopes, galleries or open cuts. With these considerations, and keeping in mind other factors that should be included in a sensitivity analysis of variables, it is possible to find a correlation between the percentage of extraction from a drawpoint and the possibility of occurrence of a mudflow. Finally, this paper proposes different draw strategy techniques in order to mitigate potential mudflow issues on a caving production level.

Two remediation strategies have been considered to reduce the levels of acidity and dissolved metals in acid mine drainage discharging from Sullivan Mine, West Coast, New Zealand. The oxidising strategy involves adding alkalinity and dissolved oxygen (DO) resulting in the precipitation of metallic oxides and decreased acidity. The reducing strategy involves removing DO, resulting in the precipitation of metallic sulfides, followed by addition of alkalinity to decrease acidity. Field remediation trials indicate a reducing system may be more effective for this site than an oxidising system. A residence time of only two hours in the limestone layer of a successive alkalinity producing system (SAPS) is sufficient to reduce acidity by 100 per cent, iron by 71 per cent, aluminium by 59 per cent, nickel by 38 per cent and manganese by 26 per cent. The proposed remediation plan will likely include a series of SAPS, followed by an anoxic limestone drain, and settling ponds to capture any remaining precipitates.

The value derived by good mine planning is often underestimated as many mines steer their attention to the more immediate and more easily recognised successes made by the day-to-day operational æbush fireÆ fighting. Similar to machine maintenance, the efforts made to quickly rectify short-term breakdowns are well recognised; whereas the value derived from the work in planning, scheduling and undertaking preventative maintenance is not so obvious or readily quantified. Too often the focus of the business shifts to building and supporting an efficient operations team at the expense of developing a highly experienced team of mine planning practitioners that are well trained with procedures and purpose-built tools to develop optimum mining strategies. A resource has an inherent value based on its quality parameters and its likely mining conditions. How well that value can be unlocked is governed, to a large degree, by the proficiency of the mine planning practitioners, as they, essentially, set the foundation of the mine business and the path along which the mine will operate. The importance of having a well documented and procedural mine planning methodology that integrates both a thorough technical and economic understanding of the resource cannot be over emphasised. The aim of the mine planning process is to develop a robust mine design and production capability which can best cater for future uncertainty whilst providing the best opportunity to maximise cash flow into the business. The planning process must be transparent and auditable, clearly summarising the process steps and assumptions made to arrive at a justifiable and defendable outcome. To provide maximum value to the business, the planning process must be repeatable and scalable to enable easy replication throughout the different mines and projects within an organisation. The diminishing numbers of highly experienced personnel within our industry, coupled with the growing pressure to clearly demonstrate that appropriate due diligence has been exercised, means that well documented and monitored mine planning processes using purposed built and innovative tools need to be developed to ensure optimum outcomes.

Through Compliance Planning, operations can not only measure their performance on intervals as short as intra-shift, but they can then apply corrective measures to ensure they remain as close as possible to the plans. Compliance Planning targets short-term and execution level teams, as these are the shortest duration planning divisions commonly found in mining operations. Compliance Planning combines live information with intelligent planning capabilities to provide a framework that enables mining operations to realise a significant improvement in reconciliation of plan to actual movements.

Various enabling technologies and systems have recently been introduced in the mining industry. Such systems include miner-bolters with concurrent cutting and bolting, employment of two shuttle cars, adoption of self drilling bolts and utilisation of continuous haulage or monorail systems. The paper discusses how Flexsim discrete event simulation models were used to assess how these proposed mining systems can best be used to achieve and sustain high roadway development rates of 10 m per operating hour for 20 h/day.

The Golden Cross project was a joint venture between Coeur NZ Ltd (80 per cent) and Viking Mining Company (20 per cent). The site is located in the Waitekauri Valley, 8 km north-west of Waihi, on the Coromandel Peninsula, in the North Island. The mine-site is situated close to the Coromandel Range Divide between the headwaters of the Waitekauri River and the Martoto Stream. The site has a history of Gold Mining dating back to 1892. The more recent mine comprised an open pit and underground gold and silver operation from December 1991 to April 1998, MacGillivray, Maton and Goldstone (2000).Doug Hood Ltd commenced the first of three contracts on site in September 1997 and was responsible for completing the final stages of open pit mining, landslide remedial works mine closure and rehabilitation works. The Mill Closure and Rehabilitation and Drainage Works contract, for which this submission relates, commenced in September 1999 and was officially completed by Doug Hood Ltd. on the 26 May 2001.This paper endeavours to highlight the project objectives and backgrounds them against the difficulties experienced with respect to the site-specific conditions, the design complexities and risks associated with the contract, from a contractorÆs perspective.

Most operations, when considering their comminution circuit, are primarily concerned with achieving the desired particle size distribution to obtain adequate liberation for the separation process, at minimum cost. Invariably, the effect the grinding media has on the subsequent separation process (ie flotation, leaching) is not taken into account when selecting the media. This choice is driven by cost rather than metallurgical outcomes. Maximising valuable mineral recovery, with optimum selectivity against gangue minerals, is about good particle preparation. And, particle preparation is strongly related to achieving adequate mineral liberation with the correct pulp chemical conditions. However, the pulp chemistry of a system is largely ignored and relies heavily on pH control and the addition of appropriate reagents (collectors, frothers, activators, depressants). The changes effected by the addition of the various reagents are obtained through conditioning the ground pulp prior to or during the concentration stage, subsequent to grinding. Frequently, reagents are added during grinding with good effect, but the impact of the grinding media on down stream processing is usually overlooked. A number of case studies examining the effect of grinding media on pulp chemistry and subsequent flotation performance were completed on several different sulfide mineral systems (for example, lead/zinc, copper, refractory gold). The evidence suggests that a change in grinding media type from forged to high chrome (ie conditioning the pulp during grinding) resulted in a shift in pulp Eh to less reducing conditions, an increase in the dissolved oxygen content of the pulp and a reduction in the iron species present. The changes have a positive impact on flotation behaviour. The results of the case studies are discussed.

"One of the key risks to the success of a mining operation is the accuracy of the estimates of both the economic mineral and any accompanying contaminants contained within the ore reserve. Misrepresenting the mineralogical characteristics of the ore reserve can result in considerable financial investment in an operation that is in fact uneconomic and/or carries a significant environmental risk. This in turn can result in an unplanned closure of the operation with associated financial, environmental and social legacy. One way to minimise this risk is to undertake high density resource sampling to gain a better understanding of the resource characteristics. However, such an approach is expensive, time-consuming and often impractical. The risk of not having an accurate model is typically assessed during a feasibility study utilising a Monte Carlo simulation method or some form of sensitivity analysis. Importantly, the error margins used in these types of analyses are often based on subjective or very general criteria such as ‘professional judgement’ or an ‘industry standard’. This presentation introduces a conditional simulation method for developing a range of mineralogical distribution models. Based broadly on the method outlined in Journel and Kyriakidis (2004) the proposed approach develops this work further. It combines a geostatistical analysis of the available data with automated mine design software to provide a rigorous method for assessing the confidence in the mineralogical characterisation of the ore reserve. The process is based on simulating possible mine plans based on the statistical characteristics of the available resource sample data. These plans are then assessed against high resolution resource models generated using a Sequential Gaussian Simulation method. The outcome is confidence intervals for important characteristics of the ore reserve estimate relative to the actual resource. These confidence intervals are an objective and transparent measure important for assessing closure risks and represent an improvement over common practice.CITATION:Trembath, D, 2016. Recent field experiments in the United Kingdom (Buchanan, 1979) have shown that the in-seam technique is capable of detecting a 1m fault in a 3m seam, at a range of 280m and with a resolution of ¦40m. Comparable tests in Australian collieries are proceeding. Although the practicality of an implementation of the technique on a routine basis remains to be demonstrated, the potential of the technique for the prediction of outbursts clearly warrants detailed examination. This potential will,depend, inter alia, on the level and scale of variations in elastic (and anelastic) properties of bodies of coal undergoing stresses associated with mining. Available data, mainly from studies of the seismic properties of gas saturated reservoir rocks, confirm the intuitive view that stress increases give rise to increases in seismic wave velocity and decreases in wave attenuation, markedly at low stresses (as pore spaces close with little resistance) but less so as stress increases. Such increases are of the same order as aniso- tropic effects, but should provide impedance contrast sufficient for detection by in-seam seismic methods. At higher stresses, cracks form within the rock mass. Results from research on earthquake prediction provide some clues to the behaviour of sedimentary rocks sub- jected to large stresses. Advances in technology have led to larger and deeper open pit mines and, consequently, also increased the potential economic impact associated with slope failures. If the ultimate aim of mining operations is to maximise project profit, it is surprising to see related research activities have mostly been focusing on technical areas such as slope stability modelling, but with limited studies conducted to date to assess the relationship between geotechnical uncertainties and economic risk. Given most major decisions in the mining industry nowadays are made by management staff with financial background, any design approach that would help to link slope stability analysis results with monetary values would no doubt enhance communication between geotechnical practitioners and decision makers. This paper presents a study which assesses economic impact of slope failures to assist in mine planning. The study also estimates the impact of slope failures on project value, which would enable economic risks associated with pit slope designs to be closely examined. The proposed risk assessment techniques, used by financial institutions for many years to assess portfolio risks, can assist geotechnical practitioners in quantifying risks of slope failures. Risk-adjusted concepts are also suggested to assist management in selecting a slope design with optimal risk and return ratio.
