Currently, mining in Australia underpins the economic vitality of the nation, generating massive revenue from commodity exports and providing substantial infrastructure and employment. In addition, it is predicted that mining related services will in the future develop a global market of their own that could eventually grow to rival, in value, the export trade in mineral commodities. There is however little room for complacency. In the short- to medium-term, escalating, vigorous competition can be expected from many previously underdeveloped countries that are reforming their own mining and mineral export industries. In addition, most mining companies are facing a modem-day renaissance in terms of new expectations, changing social norms, evolving employee relations and statutory obligations. Thus, along with whatever promise the future might hold, the mining industry is currently being subjected to a growing number of largely unprecedented problems and pressures, both economic and social, that are both highly complex and demanding. In particular, it remains a matter of on-going concern that relations between mining companies and their employees still, in spite of recent reforms, continue to constrain productivity, perpetuate inefficiencies, affect quality of work life and retard progress towards mutually beneficial goals and achievements. If mining in Australia is to attain and hold on to a commanding position on the global scene, then further changes will clearly need to be made. Realisation of this appears to be growing, with most mining companies having attempted in recent years to improve workplace culture. Based on a wide ranging study, this paper presents an overview of what has been learned to-date with regard to the `people factor' when it comes to implementing and progressing positive change and reform in mining. From this, a number of practical suggestions, arising from hard won lessons and experiences in the field, are offered. Attention to the nine `key principles' given should help to ensure that many of the common problems encountered to-date with change and reform in the mining industry are in future avoided or at least minimised.

It is extraordinary that while Australia depends heavily on mineral wealth for its economic well-being, most Australians have no appreciation of the traditions and principles which drive and govern the mineral industry. Their understanding has been largely provided by those who campaign against the industry in one way or another and is therefore quite unrepresentative.

THE following short paper on the Blair Athol coal-field will no doubt have a twofold interest to members from the fact that its main seam, known as the "Big Seam" of a maximum thickness of 91 ft without a band, is unique, being probably the thickestseam of high-grade clean coal yet known, and also because of the interesting problem it presents the colliery engineer-viz., which system of mining is the best to secure the highest economical extraction.Location - Blair Athol is a mining township in Central Queensland, situated at an altitude of about 1100 ft. above sea-level at the end of a branch railway line 74, miles from Emerald, on the Main Central Western line, and 240 miles by rail from Rockhampton.Geology - The coal-measures appear to lie in a shallow basin of about four or five square miles in area, surrounded on all sides by slates and schists, which are overlaid oh three sides by alluvial deposits of up to 150 ft. in thickness, and on the fourth by a thick basalt bed, as yet unproved, some miles beyond which the auriferous slates outcrop. These alluvial deposits have been largely worked in years past and gave high gold returns, the chief diggings being Clermont and Macdonald's Flats in the south, the Springs and Black Ridge in the north-east, and Yankee Creek and others on the west. The surface of the coal-fields may be described as unbroken, but undulating, with gentle southerly dip, the watercourses opening out into wide flats. The preamble to the mining Act sets out that such Act is to provide for the encouragement and regulation of mining within the State of Queensland. This paper will attempt to follow the legislative path of such aim and in particular to show what part Mining Wardens play in the administration of the Mining Act.The Mining Act empowers the Governor in Council to constitute Mining Districts and Mining Fields and to appoint any duly qualified officer of the Public Service of Queensland to be a Warden or a Mining Registrar. As a matter of practice Stipendiary Magistrates who hold office in the major centre within a Mining District are appointed Wardens and Clerks of the Court are appointed Mining Registrars. In some districts where there is no Stipendiary Magistrate the Clerk of the Court is appointed an Acting Warden with all the powers of a Warden. Every Warden so appointed is a Warden for the whole State.To achieve impartiality Section 74 of the Mining Act provides that a Warden shall not hold or be entitled (directly or indirectly) to the benefits of any share or interest in a mining tenement or mining venture and provides a penalty of $1000 or imprisonment for six months or both, for contravention of such section.

With the declining of high-quality hematite and magnetite iron ore reserves and the increasing accumulation of material resulting from mining and beneficiation operations that appear as lowquality depots and discharged materials in tailing dams, the necessity of recycling these reserves is increasingly becoming a critical demand. The Chadormalu iron ore mine is among the largest deposits of magnetite-hematite iron ore in Iran. In this mine, the total wet processing tails accumulated in tailing dams are over 92 Mt containing 25–40 per cent Fe. Laboratory and pilot tests on tailing samples led to the design and implementation of the Chadormalu Tailing Recovery plant (CTR) with a unique process circuit in Iran. In the CTR plant, after three steps of re-pulping with spiral classifiers and sanding machines, the underflow is concentrated by two stages of WMIMS and produces 64 per cent Fe grade magnetite concentrate. The tailings of the drums are mixed together and introduced into the hematite recovery section, including two stages of VPHGMS separators, and 60 per cent Fe grade hematite concentrate is produced. This plant has been in operation for over ten years with a total yield of 18.93 per cent. Due to changes in the materials extracted through new tailing dams, the quality of the final concentrate dramatically dropped to 56.36 per cent Fe and 0.79 per cent P; therefore, applying reverse flotation and removing phosphorus from the final concentrate was inevitable. By using this approach, upgrading of the concentrate to 63.01 per cent Fe and 0.05 per cent P was obtained. Furthermore, regarding the high amount of phosphorus in the tailing streams, direct flotation has been designed to produce apatite concentrate as a by-product stream through a flotation system comprising series banks of Rougher, Cleaner, and Re-Cleaners flotation cells. Hence based on the results, at optimum conditions, a final apatite concentrate with a yield of 15.78 per cent and 14.06 per cent P could be achieved. Successful implementation of this project has led to the production of magnetite-hematite and apatite concentrates with annual capacities of 250 000 and 45 000 t, together with total yields of 11.59 per cent and 6.19 per cent (includes de-sliming of apatite flotation feed), respectively.

Environmental considerations were key factors in the design of the Ranger Uranium Mines treatment plant. The mine is located adjacent to the Kakadu National Park and has an average rainfall of 1.6m per annum. Initially, no contaminated water or liquid effluents are to be released from the project area and thus water management is a key design and operating fact. Particulate and gas emission criteria influenced design as did occupational hygiene factors (dust, radon, housekeeping, maintenance access). Equipment selection and engineering standards were conservative and resulted in the plant attaining design performance in less than three months from the date of commissioning. A number of mechanical and operational problems were experienced and are discussed in the paper, however none of these problems have had a significant effect on production.

Mining has long been an important activity for the people of Australia . The Aboriginals used rocks and minerals in their culture many thousand years before European settlement. It was not until 1840 that silver-lead ore was discovered in the Mount Lofty Ranges , and developed as Australia's first metalliferous mine. The mining industry contributes significantly to all aspects of the Australian economy, generating substantial employment opportunities, investment and income, export earnings and royalties for Governments. While the mining industry in South Australia is small by comparison with Western Australia, Queensland and New South Wales, it is nevertheless a very important industry in the State.   With the discovery of the world's third largest Cu-Au-U-Ag resource at Olympic Dam in 1975, the State saw a period of intense exploration activity through the early to mid-1980s. However, failure to locate additional world class deposits saw a dramatic reduction in exploration activity during the late 1980s. A perceived lack of prospectivity was compounded by the recognition that exploration for such deposits was neither easy nor inexpensive in South Australia because more than 80% of the State is masked by surficial sand and silt.

Resonance re-emission from nickel vapour affords a convenient method for isolating the resonance lines at 3415A, 3515A, and 3524A. The vapour is generated by cathodic sputtering and is illuminated by light from a nickel atomic spectral lamp. The resonance lines thus isolated can be usefully employed for absorption measurements on mineral samples where the nickel concentration is too high for measurements with the more sensitive line at 2320A. A spectrophotometer employing a resonance lamp as monochromator possesses several advantages where a great number of determinations are made under routine conditions. The wavelength setting is stable under even the most rigorous conditions and with the provision for automatic setting of full scale deflection the instrument requires virtually no adjustment. The instrument has been used under routine conditions for the determination of nickel (in the range O· 05-2 per cent) in mineral samples.

Gold mineralization like other low concentration high value commodities has gained the notoriety of being difficult to sample. This adversely affects the confidence that can be placed in resource estimates and ore reserves. As an example, it is not uncommon to find differences of the order of 30% between duplicates of a single sample sent to two different commercial laborartories. Two halves of drill core generally show marked differences in grade. Again differences of 50% are not uncommon in halved core. In the context of this type of "error" within the base data used for the resource estimate, many of the subtleties of computation methods and expert judgement of resource categories, are almost a case of shutting the gate after the horse has bolted. Managers, financiers and consultants must question the quality of the base data upon which resource estimates are made. They must insist that standard and duplicate samples are used to measure the accuracy and precision of commercial analytical laboratories, that sampling practices have been checked for possible bias and give tolerable repeatability. Further they must ensure there can be a realistic confidence in the estimates by correctly using these measures of data quality to quantify risk.

A key parameter affecting the performance of gravity thickeners in hydrometallurgical processing operations is the aggregation state of the feed after the addition of a flocculant. New procedures which measure the settling ratelsize relationship and the size distribution of aggregates in their process liquors have been used to quantify the aggregation state of the feedwell, overflow and underflow streams in a tailings thickener. The data obtained have been related to the thickener's operation and to a change in the flocculant dosage. A comparison is also made between the settling rate/size relationships determined with these new procedures and the mud-line settling rates from cylinder tests.

IT will be noticed, from the following contributed papers on the various plant, what an infinite number of parts are required to be kept in active operation in order to derive a resultant product of commercial value from the ores and materials received at the works. Crude ores and concentrates, in every degree of complex structure and resistance to treatment, are arriving daily from near and distant places, moreover their metallic contents are so varied that an outsider, unacquainted with the operations, would naturally wonder how it is possible that the rare elements are to be sorted out and classified into their true order, to meet industrial requirements.The proposition is necessarily not a simple one and owners of mining properties have naturally refrained from smelting their complex ores on account of the technical difficulties of attaining high efficiency and recovery of the metals, where limitations are imposed in procuring a variation of ores that lead to the best smelting and refinmg result. This difficulty obviously imposes many disabilities on the smelter, who is prepared to accept all such complex ores, and it may be said that were therenot available a large weekly supply of lead concentrates from the company's own mine at Broken Hill, of standard quality, much of the material being treated in the world today would certainly not be marketable.In order to sustain full efficiency, each section of the works must maintain its.true balance and synchronize with the requirements of such other departments as are dependent on its partially treated materials. This harmony of operations is not only imperative as regards tonnage output, but also relies on the condition of the resultant treatment by each plant, no large variations being permissible.The various officers are, therefore, dependent on one another to keep the order of the operations flowing regularly. This paper describes the ENVIB software system, which has been developed in a menu-driven form to aid in the monitoring and assess- ment of vibration caused by routine blasting operations and for research and development projects. The paper gives an outline of the capabilities of the system by means of screen-dumps and a general descriptive commentary. Technical notes have been added where appropriate to further describe the system. The ENVIB system covers: I . Analysis of blast vibration results, and preparation of graphs and tables for control and estimation purposes. 2. Effects of atmospheric conditions and air vibration propagation. 3. Real-time acquisition and analysis of analogue blast vibration sig- nals directly from transducer equipment or from FM tapes. 4. Analysis of digital files on floppy disc or transferred via the serial port from blast monitoring equipment. 5. Transfer function calculation for structure response studies.

Removal of gangue minerals from ilmenite concentrates can beaccomplished by relatively low temperature roasting in controlled gasatmospheres to selectively enhance the magnetic separationcharacteristics of the ilmenite. At roasting temperatures below 800¦C the magnetising reactions are often not consistent with phase equilibria considerations. Metastable phases can nucleate and control the roasting products. In weathered ilmenites the phase assemblages and microstructures in the altered ilmenite grains can influence the roasting reactions. In this paper we give an overview of the phase chemistry of chemically weathered ilmenites and of metastable phases formed by low temperature roasting. We also report the results of roast experiments conducted in a neutral gas atmosphere. Major increases in magnetic properties after short roasting times at low temperatures were obtained for a range of ilmenite concentrates. For example heating a secondary ilmenite concentrate from Western Australia for 15 minutes in nitrogen at 600¦C gave an increase in the three kilogauss magnetic fraction from three to 92 wt per cent. The solid state phase changes accompanying the inert atmosphereroasts were characterised by combining elemental analyses withquantitative phase analyses of the ilmenite concentrates and their roast products. It was found that the phase reaction that is principally responsible for the increase in the magnetic properties of weathered ilmenites involves a transformation of disordered ferrous-containing pseudorutile to an ordered ilmenite-hematite solid solution containing typically ten to 35 mole per cent of the hematite component. Examples are given of the application of the inert atmosphere roast to effect separations of ilmenite from gangue minerals.

Titanium dioxide (TiG ) is produced 2 commercially by two methods generally referred to as the "sulfate" route and the "chloride" route. The SCM Corporation, in supplying 15% of the world's demand for TiO 2, uses both of these processes. Of the two processes the sulfate route is generally regarded as the older and more established technology. Worldwide the sulfate route accounts for some 70% of total Ti02 production. However, in the U.S.A. the chloride process accounts for 80% of production. The processes vary in chemistry and raw material requirements. In the "sulfate" process finely ground ilmenite or titanium slag is digested with sulfuric acid to produce a porous "cake" vrnich is extracted with water and recovered liquor. The solution is treated with scrap iron to reduce any ferric ions to the ferrous state which is then crystallised and removed as ferrous sulfate heptahydrate. The liquor is concentrated by evaporation and hydrolysed to form the insoluble hydroxide which is filtered and washed free of impurities. This is converted to the dioxide by calcination at 800 - 1000¦C and milled to break up any aggregates. The "chloride" process uses a higher quality feedstock of natural or synthetic rutile and/or high grade titania slag. The feedstock is mixed with ground high-purity coke and chlorinated at 950¦C in a fluidised bed. The resulting crude titanium tetrachloride is purified by distillation and chemical treatment. The purified titanium tetrachloride is burned with oxygen or oxygen enriched air to give titanium dioxide and chlorine, which is recovered and recycled to chlorination. Titanium dioxide pigment from both processing routes undergoes similar finishing techniques. It is subjected to further stages of wet and dry milling, then coated with layers of inorganic oxides in order to enhance its properties for specialist applications.

The equity market is now very much within a global village environ- ment, with various exchanges acting as agencies for the big casino. In this predicament, mining companies, who provide the most extensive, but relevant risk assessment information, will be best placed for favoured treatment by potential international investors: But what risk assessment information in summary form can be provided to support a resource/reserve statement? Even more importantly, does "objective" data exist, whose trends will support a resource/reserve state- ment? A prime need of the informed mining investor is to determine whether or not the resource/reserve statement is believable? But more importantly will it be realised? While the implications within the text of the majority of reports on resource/reserves suggests that the estimates are conservative, the record indicates that very few estimates are. In fact, to date, reports claiming to be conservative in respect of the overall grade estimate at a specfic cutoff have not reflected the realised grade at the stated cutoff; it has been more common for the realised grade to be lower than implied by the resource/reserve statement. Further, it is not uncommon for penalty elements to be understated and these components are rarely incorporated within resource/reserve statements.

Transport technology has produced social changes since the invention of the wheel five millenna ago when man was freed from the need to expend large amounts of energy to move goods and people. Further impetus came with the Industrial Revolution when mechanical power producing devices were applied to land and-water transport. This leap, together with the application to air transport has caused enormous social changes in our way of life. The state of technological advancement of transport modes has dictated to a large degree the develop- ment of Australia and Papua New Guinea. It is suggested that we should not make advances for technology's sake but examine the real needs of the users of transport and ensure that the un- necessary costs are not incurred. The transporting techniques for the ore, waste and slurries used by Bougainville Copper in Papua New Guinea are, in general, quite conven- tional but the scale of operations and the location has modified some modes. in particular the soft' overburden and concentrates were slurried for trans- port and the lack of experience in humid climates restricted the choice of the mine haulage truck. The near future of the transport. industry is seen as an expansion in equipment sizes but the suggestion is made that we need to examine more than the economic and technical aspects; it is necessary for the social con- sequences of our actions to bear examination by outside opinion

The structure and tectonic setting has had a strong influence on gold mineralisation at the Porgera gold deposit. Here, the structural controls on the mineralisation at Porgera are discussed and placed in a regional tectonic context. The Porgera gold deposit is related to the emplacement of the Porgera Intrusive Complex. Prior to intrusive emplacement at Porgera, Papua New Guinea was affected by a major fold and thrust episode which occurred in response to arc-continent collision in the Late Miocene. After crustal shortening the region experienced a relaxation of compression which is expressed in the deformation accompanying mineralisation at Porgera. The first stage of mineralisation (stage I) is hosted by extension fractures, and is spatially associated with exposed intrusive stocks. A later episode of mineralisation (stage II) is hosted by the faults and fractures of the Roamane Fault Zone, which was active as a dip-slip normal fault during stage II mineralisation. Therefore a change in the tectonic environment from shortening to extensional tectonics can be seen at Porgera before and during mineralisation. Rapid fault-slip during stage II mineralisation may have aided high-grade gold mineralisation by subjecting hydrothermal fluids to changes in pressure, temperature, fluid-fluid and fluid-rock interaction. Uplift to form the highlands of Papua New Guinea occurred after mineralisation and was largely complete by 4.0 Ma.

The introduction of large diameter holes to underground mining has provided the first opportunity to apply near spherical charges in production scale blasts instead of the convent- ional long cylindrical charges generally used in stope and pillar mining. A modified version of the cratering prin- ciple was applied in the blast design in extrac- ting ore across a horizontal area of a stope or pillar. The new rock breaking technique has developed into the Vertical Crater Retreat (VCR) mining system and eliminated raise boring, slot cutting and dilution of the ore by back- fill material. Furthermore it has reduced labour and time requirements thus becoming not only a low cost method of mining but the safest method of underground mining known today. Exceptionally fine muck is provided with a minimum of damage by blasts to walls and re- treating backs of the stope or pillar. The VCR method can also be used for drop- raising, and for the excavation of underground cavities for almost any purpose . The proper explanation of the breakage mechanism of the near spherical charges opposite to the cylindrical charges yet to be found. The Que River Mine is a small under-ground base and precious metals mine located in north-western Tasmania. Current production rate is 220,000 tonne/yr from reserves grading 0.37% copper, 7.1% lead, 12.2% zinc, 195 g/tonne silver and 3.4 g/tonne gold.Ore is mined using longhole open stoping techniques. Cemented fill is placed in primary stopes to permit safe and efficient recovery of pillars. The operation is trackless with both shaft and decline access from surface.Ore produced is trucked 40 km by road to be sold to the Electrolytic Zinc Company of Australia Ltd., for treatment at their Rosebery concentrator.

During blasting body wave interaction with geometrical surfaces induces Rayleigh-waves which propagate along free surfaces, e.g. crack faces or delaminated rock layers. These Rayleigh-waves carry most of their energy within a very shallow surface layer and propagate with very little attenuation in real rock materials. Upon interaction with a crack front a very strong mixed mode stress intensity factor may result and lead to fracture initiation. On the basis of experimental photomechanical results the history of dynamic stress intensity factors Kt and K2 will be studied in Detail.
