The Oregon-Idaho graben evolved after widespread Uwleiitic flood basalt volcanism associated with the arrival of the plume head of the Yellowstone hotspot beneath southeastern Oregon approximately 17-16 Ma. The north- to north- northeast-trending, 50 km-wide graben evolved between 15.5 and 10.5 Ma during east-west extension. The graben is part of a middle Miocene back-arc rift (1,100 km long) that includes the northern Nevada rift, the Baker and LaGrande grabens, and the Chief Joseph dike swarm of the Columbia River Basalt Group. The graben ceased to be a volcano- tectonic depression as the cross-cutting western Snake River plain began to evolve at approximately 10.5 Ma.

The completion of the 3rd expansion at Queensland Alumina added 725,000 t.p.y. capacity to what was already the world's largest alumina refinery. Rated design capacity is now 2.0 million t.p.y. The expansion was achieved by adding a separate liquor circuit, interconnected with the old at strategic points. This effectively linked a new facility to the existing plant. The resultant problems in controlling plant flow highlighted problems which required considerable operator retraining. The process control problems caused by an inexperienced work force are discussed as are some of the solutions now under study at Q.A.L.

Further it investigates the benefits that benchmarking can provide throughout the project life cycle and provides some key learnings from some of the worldÆs leading miners.

Basic principles of stack injection are outlined and supported by calculations of thermal, chemical and aerodynamic requirements of an ideal 4000 tpd furnace. Calculated results show that these requirements vary with conversion of FeO, and that best performance may be expected with XFeO = 1.0 for which calculated production is 6919 tpd and coke rate is only 211 kg/thm. Calculations are also presented for a cycled injection. Discussions show that stack injection is a good way of overcoming softening problems and meeting the demand for iron in a fluctuating demand situation when it exceeds the maximum capacity of a furnace.

The wear mechanisms of impregnated diamond drill bit matrices are complex and believed to be the key point in solving drill bit self-sharpening problems. A method has been developed to find the change in c,, the wear rate of matrices having different fracture toughness K_ at the increment of drill pressure P. The worn surfaces of specimens were placed under a scanning electron microscope to examine the wear patterns and wear mechanisms at different pressures, and were compared with the worn surface of a practical drill bit. A model is proposed that within a wide range of pressures there exist two different wear mechanisms and three wear regions for cemented car- bide matrix materials. In region one (linear region), at low pressure, the major wear mechanism is plastic deformation in which the preferential wear of the binder phase of the matrix results in the loss of WC, tung- sten carbide particles. Wear rate is controlled by hardness, H as Archard's formula predicts. Wear enters region two and three (non-linear region) simultaneously as pressure is being increased. Consequently, wear transfers to fracture mechanism in which micro-fracture occurs at the root of wear grooves and the material is removed mainly in piece and mass. It has been shown fracture toughness K,, plays a more important role than hard- ness H. It is concluded that for a specific drilling condition, the pressure on the matrix should be carefully controlled and a balance between hard- ness and toughness of the material is essential for a steady drilling Condition.

Point load testing for irregular rock specimens was studied to determine the relationship between tensile and compressive strengths, drill penetration rate and other rotary drilling parameters. The DH-l type point load tester was developed and more than 2 000 irregular specimens of over 60 kinds of rock from 16 mines and quarries were tested. The effects of size, shape and number of samples on the point load strength index were investigated, using regression analysis. Experiments were carried out to investigate the relationship between point load strength index and uniaxial compressive strength on 29 kinds of rock. The relationship between these values and the drill penetration rate for rotary and percussion drills is discussed.

THE method of stope surveying as practised at the Mount Lyell Company's mines has been evolved out of the exigencies created by special conditions. It presents some novel features, and has proved effective for all requirements. All stope measurement work is brought under one complete system, to which office methods are standardized. Before proceeding to deal with the subject a brief description of the physical characteristics of the ore-bodies of each mine and the method of stoping will serve to show, cause ,for departure from ordinary survey practice.NORTH LYELL MINEThe ore-bodies of this mine occur on or near the conglomerate schist contact, and, being probably the result of replacements of both rocks, they rarely present any definite walls. It is usual for the payable material to merge into the respective countryrocks, and the limit of the occurrence is defined rather by assay value than by any distinct natural boundaries. The general configuration of these ore-bodies, therefore, is highly erratic both in horizontal and vertical section, so that, in order to obtain an accurate record of any occurrence, the measurement of the actual contour at short vertical intervals is essential.Stoping is carried out on a modification of the "rill." system, perhaps more properly described as "arched back" or "dome" stoping. The C.S.A. concentrator of Cobar Mines Proprietary Limited was expanded in 1974 to treat 80 000 tonnes of copper-lead-zinc ore per four week period. Jaw crusher product is fed to two par- allel primary autogenous mills followed by a secondary ball mill. Each mill operates in closed circuit with cyclones. The Weda Bay nickel and cobalt laterite deposits on Halmahera Island, Republic of Indonesia were first drilled in May 1996 by Strand Minerals Pte Ltd (Strand). Subsequent exploration has delineated four large laterite provinces, parts of which have been diamond drilled to outline an indicated nickel resource of 59.9 Mt of 1.51 per cent Ni and 0.09 per cent Co within a total indicated and inferred resource of 117 Mt of 1.36 per cent Ni and 0.12 per cent Co. The project is held as a Seventh Generation Contract of Work (COW) by PT Weda Bay Nickel, which is jointly owned by Strand (90 per cent) and PT Aneka Tambang (ten per cent). Strand is a wholly owned subsidiary of Weda Bay Minerals Inc, a company listed on the Toronto and Alberta Stock Exchanges in Canada. Halmahera is located in the north-eastern part of the Indonesian archipelago at the convergent junction of three major plates and is a region of considerable tectonic and geological complexity. The western arms of Halmahera form a classic volcanic island arc while the central region and eastern arms contain ophiolite complexes and interlayered sediments. The extensive areas of laterite discovered at Weda Bay have developed over serpentinised harzburgites and dunites of pre-Cretaceous age. Weathering of these rocks has produced laterite profiles that are enriched in nickel and cobalt. There are three economically mineralised laterite types, namely limonites, ferruginous saprolites and saprolites and all are amenable to rapid pressure acid leaching with recoveries of 98 per cent nickel and 94 per cent cobalt in less than 20 minutes.

There are significant Mineral Resource and Reserve reporting challenges facing a mining company operating in the global arena. This paper specifically examines the Mineral Resource and Reserve reporting challenge facing BHP Billiton. The changing regulatory environment creates a significant challenge for global mining companies when reporting Mineral Resources and Reserves. The development and implementation of internal policies and standards for collecting and collating resource and reserve information is required for corporate governance, however the challenge is then to report this information publicly in such a way as to comply with the various codes and requirements in the many jurisdictions in which the company is required to report. The move to an International Code is not only desirable but is an essential requirement in todayÆs global market. The agreement to report using a single code internationally is however only the first step. A truly practical international reporting system must have common definitions and guidelines for interpretation as well as an international approach to the definition of a Competent Person, and even more importantly a common acceptance of that code by the relevant investment regulatory bodies. Without the universal acceptance of the concept of an international reporting code by the major regulatory bodies, implementation of such a code will be limited. With the major global mining companies seeking to raise capital in the USA, the worldÆs largest capital market, the Securities and Exchange Commission (SEC) and its approach to reserve reporting is becoming increasingly important. The development and implementation of an International Code must gain the support and acceptance of the SEC if it is to be successful.

Kensington is a joint venture between Echo Bay Mines and Coeur Alaska, a subsidiary of Coeur d'Alene Mines Corp. The venture is of equalparticipa- tion and is governed by a management committee with Echo Bay as the operator. The project site is 50 miles north of Juneau, Alaska on the eastern shore of the Lynn Canal. The mine and mill are being planned for a production rate of 4,000 stpd. Currently, probable reserves stand at just over 11.3 million tons grading 0.149 oz Au/ton. The project is now in final feasibility study with a production decision anticipated by the end of 1990. Commercial production would begin early in 1993. This presentation dis- cusses the anticipated mine, mill and support aspects of the project.

The Wabu Ridge Gold Skarn deposit is located at elevations of up to 3100 metres above sea level, in the Central Highlands of Irian Jaya, Indonesia, 35 km NNW of the Grasberg porphyry deposit. Wabu is a grass-roots discovery in an area with no previous gold mining history or record of gold mineralisation. A geological resource of 117.26 million tonnes at an average grade of 2.16 g/t Au (1.0 g/t Au cut-off) has been defined to-date. Mineralisation is hosted within a skarn occurring along the southern boundaries of the Late-Miocene age monzonite-diorite Pagane intrusive complex. The intrusive complex occurs in the footwall of a major EW structure, the Derewo fault, which displays sinistral strike-slip and reverse fault movement. The Derewo fault separates Derewo metamorphic units to the north from platform sediments of the Australian craton to the south. The skarn has a strike length of 6 km and is up to 1.5 km wide. It is developed within calcareous shelf sediments of the Tertiary New Guinea limestone group and is dominated by prograde garnet development. Gold mineralisation was deposited during retrograde alteration and is directly associated with arsenophyrite and bismuth minerals. Retrograde alteration is distinguished by a sequence of clinopyroxene , magnetite, epidote and hornblende, biotite and chlorite and lastly carbonate. Gold is associated with the biotite/ chlorite phase together with sulphides and precipitated as the result of fluid mixing. The Wabu Ridge Gold Skarn deposit was identified in April 1990 during a regional program of helicopter assisted stream sediment sampling of -80 mesh (180 microns) fraction and panned concentrate sampling. The initial discovery sample site was situated 15 km down stream from the deposit and returned 1.49 ppm Au for the stream sediment sample and 138 ppm Au for the panned concentrate sample. A regional airborne helicopter magnetics survey, conducted in early-1992, helped defined the main magnetite associated skarn zone and the extent of associated igneous rocks. Detailed follow-up commenced in May 1992 and consisted of detailed mapping, soil sampling and ground magnetics prior to drilling the first hole in October 1992. Drilling to-date has delineated a contained geologic resource of 8.1 million ounces of gold and potential exists for a larger resource.

This paper examines the integration of risk management into the design philosophy of a project to produce a æzero baseÆ design, which targets a minimum capital cost without adversely impacting upon the operating costs of the resulting plant. The concept of zero base design is similar to zero base budgeting and the desired outcome is to improve the economy of the design. Design requirements are questioned in an attempt to distinguish preference, prejudice and myth from necessity. Where doubt remains a risk management approach is adopted. The key to risk management is not risk elimination, but risk mitigation. Risks can be managed by designing them out, but often this involves considerable capital cost penalties and it is more attractive to accept the risk and design an operating strategy to deal with it. The paper discusses this with some examples of real world risk mitigation strategies that resulted in substantial capital cost savings. The paper concludes that as much as a quarter of project capital costs can be eliminated by a combination of zero base design and carefully crafted risk mitigation strategies.

A Sun SPARCstation based computer network is utilised to store and process mining data at the Macraes Gold Mine. Techbase and Medsystem software running on the SunOS unix platform is used to generate all data plans, sections and other design data required on a daily basis to run the mining operation. The Macraes site is regarded as a fully integrated site where all geological, grade control, exploration, orebody modelling, resource estimation, pit optimisation and mine design is undertaken on site by MacraesÆ professional staff. The methodologies employed are regarded as æstate-of-the-artÆ where computerisation allows the rapid and efficient evaluation of large quantities of mining data by a handful of professional personnel. Ore reserves are estimated using an indicator kriging method and roving cone pit optimisation, a complex process that would not have been achievable in pre-computing days.

Severe development difficulties were experienced soon after in-seam mining commenced at Appin Colliery in'1962. Thirteen years later no significant pro- gress had been made in overcoming some aspects of this development problem. Some success had been achieved in destressing roadways both in development and pillar extraction. Longwall retreat mining had shown promise of being highly productive but at an extremely high cost in terms of development requirements both in number of roadways and intensity of support in those roadways. No real advance was made in the problem of driving the first heading of a group of headings under conditions of apparently high stress in directions other than the preferred mining directions, although failure of the roof in this heading did seem to give easier work in the subsequent headings driven particularly if they were driven on narrow centres.

The non-renewable energy resources of Queensland comprise coal, petroleum (oil and gas), oil shale and uranium. Coal is widely distributed., and has been developed extensively both for export and for use within the State. Proven reserves total 5 390 million tonnes recoverable of coking coal and 5 580 million tonnes recoverable of non-coking; very large resources particularly of non-coking coal are still to be quantified by further drilling. Annual production is of the order of 20 million tonnes of coking coal, principally for export, and 6 million tonnes of non-coking, mainly for power generation within the State. Petroleum resources are meagre in com- parison with those of coal. Initial recover- able reserves of liquids (mainly in the now substantially depleted Moonie Oil Field) totalled only 4.2 million m3. Initial recover- able reserves of gas (mainly in the western Surat and Bowen Basins) totalled 7 800 million m3. Annual production is of the order of 64 thousand m3 of liquids for refining in Bris- bane, and 268 million m3 of gas mainly for production of fertiliser and for industrial and domestic heating, in Brisbane. In addressing a short-term operational need for the relocation of a tailings storage facility reclaim pond, a mine has achieved a host of water management objectives. Through effective planning and adoption of a strategic æwhole of mine lifeÆ approach, the mine has achieved significant environmental, social and economic benefits. A review of all water management aspects across the site identified a host of other interrelated water issues and concerns which, if dealt with individually, would prove too costly for individual operational departments. When considered as a whole, however, the issues became opportunities and provided the stimulus for integration of the site water management system. The development of site water and solute balance models provided the tool by which a number of water management options/strategies could be evaluated. The conceptual design and costing of the proposed water infrastructure further facilitated the evaluation of the multiple benefits to be gained from each option. A business case could then be made to mine management for the preferred option. The recommended water management strategy finally recommended to the mine not only provided a tailings storage facility (TSF) reclaim pond, but also provided for:increased wastewater recovery from the TSF, the capture of all waste rock dump run-off, additional water harvesting from local creeks, increased wastewater reuse, improved environmental water management, infrastructure that could be used by the local community after mine closure, and overall cost savings. This paper illustrates how effective water management planning can provide both short-term economic and environmental benefits, as well as long-term social benefits.

Distal rhyolitic tephras from the Taupo Volcanic Zone are widespread in the Auckland urban region. Some are primary air fall or flow deposits but most are reworked. Their presence indicates potential hazard for the Auckland urban region from future eruptions of central North Island volcanoes and associated secondary effects. Geotechnical problems occur as a result of weathering of the tephras yielding sensitive materials.
